Loan Guarantees Will Help Create New Jobs while Fostering Clean Energy Innovation Washington, DC - U.S. Energy Secretary Steven Chu announced today that the Department of Energy will provide up to $30 billion in loan guarantees, depending on the applications and market conditions, for renewable energy projects. Another $750 million will support several billion dollars more in loan guarantees for projects that increase the reliability, efficiency and security of the nation's transmission system. The two new loan guarantee solicitations announced today are being funded partly through the Recovery Act and partly through 2009 appropriations.

Karsner's resignation came on the same day as news that Senate Republicans blocked an attempt to extend funding for renewable energy tax credits for the fourth time this summer. It is still unclear if there is any relationship between the two events.

CNN reports that Obama is planning an economic stimulus package based on energy efficient buildings and improved internet access - Obama outlines initiative to create 2.5 million jobs. President-elect Barack Obama on Saturday outlined some of his plan to create 2.5 million jobs by 2011, and said he will push for immediate action by Congress when he takes office in January. Obama wants to make public buildings more energy-efficient, repair roads and bridges, modernize schools, increase broadband access and ensure that health care professionals have access to the latest technology. "Our government now pays the highest energy bill in the world," he said in the weekly Democratic radio address.

Technology Review has an article on advances in wind turbine technology - Better Wind Turbines. ExRo Technologies, a startup based in Vancouver, BC, has developed a new kind of generator that's well suited to harvesting energy from wind. It could lower the cost of wind turbines while increasing their power output by 50 percent. The new generator runs efficiently over a wider range of conditions than conventional generators do. When the shaft running through an ordinary generator is turning at the optimal rate, more than 90 percent of its energy can be converted into electricity. But if it speeds up or slows down, the generator's efficiency drops dramatically. This isn't a problem in conventional power plants, where the turbines turn at a steady rate, fed by a constant supply of energy from coal or some other fuel. But wind speed can vary wildly. Turbine blades that change pitch to catch more or less wind can help, as can transmissions that mediate between the spinning blades and the generator shaft. But transmissions add both manufacturing and maintenance costs, and there's a limit to how much changing the blade angle can compensate for changing winds.

Researchers at Ohio State University have accidentally discovered a new solar cell material capable of absorbing all of the sun's visible light energy. The material is comprised of a hybrid of plastics, molybdenum and titanium. The team discovered it not only fluoresces (as most solar cells do), but also phosphoresces. Electrons in a phosphorescent state remain at a place where they can be "siphoned off" as electricity over 7 million times longer than those generated in a fluorescent state. This combination of materials also utilizes the entire visible spectrum of light energy, translating into a theoretical potential of almost 100% efficiency. Commercial products are still years away, but this foundational work may well pave the way for a truly renewable form of clean, global energy.

In the home, these Vampires represent between 5 and 8 percent of a single family home's total electricity use per year, according to the Department of Energy. The problem is multiplied many times over in offices in the US and around the world according to an international study released this week by 1E and the Alliance to Save Energy. The study found nearly half of US workers who use a PC at their job do not typically shut down at night. The 2009 PC Energy Report, which examines workplace PC power consumption in the US, UK and Germany, estimated that US organizations waste $2.8 billion a year to power 108 million unused machines. In 2009, these unused PCs are expected to emit approximately 20 million tons of carbon dioxide, roughly the equivalent impact of 4 million cars.

2009 brings some new incentives for homeowners to adopt energy efficiency from both state and federal sources. The Wall Street Journal reported last week on several of these, including new provisions for tax credits in solar, small wind, and biomass stoves (those burning wood pellets or corn). In addition, this year, both solar and wind residential tax credits can be claimed against the alternative minimum tax. Improvements to weatherize your home could also qualify for an energy efficiency tax credit of up to $500. Amid growing concerns over the preservation of the environment, the quest for energy efficient and greener technologies is intensifying in Europe, especially after the signing of the Kyoto Protocol. Green initiatives have encouraged the gravitation towards environmentally friendly technologies such as flywheel UPS systems. The European Commission energy efficiency action plan has also helped drive the uptake of flywheel UPS systems. New analysis from Frost & Sullivan (http://www.powersupplies.frost.com), European Flywheel UPS Markets, finds that market earned revenues of over €25.4 million in 2007 and estimates this to reach €58 million in 2014. "Although the technology has been in existence for a long time, it has seen widespread acceptance and increased uptake only over the past three or four years," says Frost & Sullivan programme manager Malavika Tohani. "Flywheel UPS systems use kinetic energy, eliminating harmful emissions and disposal issues and reducing the impact on the environment."

An environmentalist-sponsored report claims that by 2050, the United States could sever ties with coal and nuclear power, draw nearly all its electricity from renewable sources and cut its greenhouse gas emissions by more than 80% -- all with existing technology and with a net gain of 14 million jobs to the domestic economy. The report, commissioned by Greenpeace and the European Renewable Energy Council and conducted by Germany's equivalent of NASA, was released this morning at a press briefing in Washington. It is heavy on charts and supporting data and transparent on some key assumptions. And its sponsors call its findings "conservative." At its core, the report envisions a steep drop in the United States' energy use, both in absolute terms and compared with International Energy Agency predictions -- driven by strict efficiency standards. It also projects dramatic changes in the nation's electricity mix, with wind and solar power mushrooming to replace coal, oil and nuclear sources that would gradually go offline.

Solar energy sucks up a lot of research attention, partly because solar energy systems still have so much room for improvement. Wind turbines, on the other hand, have been around for over 1,000 years, and although the modern versions are vastly larger and more efficient than their ancient counterparts, the basic concept hasn't changed much. But the standard blades-on-a-horizontal-axle version of wind energy systems (as opposed to more exotic flavors like kites or blimps) may yet be poised for some big leaps forward, several of which were profiled in a recent Clean Break column.

Two of the New Energy Congress' Global Top 100 Clean Energy Technology companies will also receive awards: Stirling Energy Systems, a concentrated solar technology that heats a highly-efficient Stirling engine, has been in first place in the Top 100 for over a year. Green Power Inc., which is commencing commercial production of a 100 ton per day municipal waste-to-diesel plant, recently rose to 15th place on the Top 100 list.

In a new study, conducted by the Rock Mountain Institute, it has been found that electricity consumption can be reduced by 30 percent through energy efficiency and coal powered power generation can be reduced by 60 percent. vote nowBuzz up! The South Korean government has allocated 18.3 trillion won (about US$14.2 billion) for an energy efficiency initiative that will run until 2012 and save 34.2 million tonnes of oil equivalent (toe). The goal is an 11.3% improvement in energy efficiency by 2012, compared with the level seen in 2007. Among the steps are a 16.5% increase in new vehicle average fuel economy by 2012. In 2004, South Korea replaced its voluntary, unenforced standard with a mandatory program-the Average Fuel Economy (AFE) system-that started in 2006 for domestic vehicles and will start in 2009 for imports. The current standards are 12.4 km/l (29.2 mpg US) for vehicles with engine displacements of 1.5 liters or less and 9.6 km/l (22.6 mpg US) for vehicles with engine displacements of more than 1.5 liters. Credits can be earned to offset shortfalls.
