Certain lands (such as parks, critical wildlife habitats, and wilderness quality lands) and ecologically sensitive areas in the oceans are not appropriate for energy development. In some of these areas, energy development is prohibited or limited by law or policy, in others it would be highly controversial. NRDC does not endorse locating energy facilities or transmission lines in such areas. And in all cases, siting decisions must be made extremely carefully, impacts must be mitigated and operations conducted in an environmentally responsible manner. Scientists at The Nature Conservancy in Montana have completed the first analysis of where wind generation facilities can be located with minimal risk to the state's wildlife and the environment. Wind provides great promise for a clean and renewable source of energy, but each year wind generation facilities kill tens of thousands of birds and important pollinators such as bats. . And yet, wind energy development has moved forward with very little science-based analysis that might help prevent this kind of environmental harm. The impacts of wind generation are greater than just the immediate airspace. Most turbines take up 40-100 acres of land, so large-scale wind farms can span thousands of acres. Each facility also requires roads and transmission corridors.

Environmentalists have hailed recent announcements by the US Interior Department that purport to protect wildlife, but both of these announcements carry with them asterisks that should give greens pause. On Friday, the Interior Department's Bureau of Land Management announced that some 340 square miles of ecologically sensitive land in the northeast section of Alaska's National Petroleum Reserve will be off limits to drilling.

The Upper Great Plains Wind Energy Programmatic EIS Information Center Web site was launched September 11, 2008. This Web site is the online center for public information and involvement in the Upper Great Plains Wind Energy Programmatic Environmental Impact Statement. The U.S. Department of Energy, Western Area Power Administration (Western), and the U.S. Department of the Interior, Fish and Wildlife Service (Service), will prepare a Programmatic Environmental Impact Statement (PEIS) to evaluate the impacts of wind energy development within Western's Upper Great Plains Customer Service Region (UGP Region), which encompasses all or parts of the States of Iowa, Minnesota, Montana, Nebraska, North Dakota, and South Dakota; and on the Service's landscape-level grassland and wetland easements in North Dakota, South Dakota, and eastern Montana.

Energy and environmental leaders, including representatives from the Nature Conservancy, the World Wildlife Fund, and the Pew Environment Group, recently met with members of President-elect Obama's transition team. The groups came carrying a monstrosity of a document that describes their recommendations on energy and environmental issues for the new administration. The 391-page report, entitled "Transition to Green," was made available Monday on Obama's transition Web site. The environmental groups had suggestions for a wide swath of federal departments, from Energy to Education and Homeland Security to Defense.

According to a Stanford University researcher, 'wind, water and sun beat biofuels, nuclear and coal for clean energy.' The scientist 'has conducted the first quantitative, scientific evaluation of the proposed, major, energy-related solutions by assessing not only their potential for delivering energy for electricity and vehicles, but also their impacts on global warming, human health, energy security, water supply, space requirements, wildlife, water pollution, reliability and sustainability.' Matthew Simmons has received quite a bit of press in the past week, after his Ocean Energy Institute floated a proposal to build a $25 billion, 5 GW wind farm in the Gulf of Maine. Offshore wind farms have a number of advantages over their land based equivalents - they are less hazardous to wildlife, have fewer objections raised on NIMBY concerns and winds are generally stronger over the oceans than they are over land.

WASHINGTON (April 23, 2008) - An investigation of the Environmental Protection Agency released today found that 889 of nearly 1,600 staff scientists reported that they experienced political interference in their work over the last five years. The study, by the Union of Concerned Scientists (UCS), follows previous UCS investigations of the Food and Drug Administration, Fish and Wildlife Service, National Oceanic and Atmospheric Administration, and climate scientists at seven federal agencies, which also found significant administration manipulation of federal science.
