  • In the foregoing few words, Hailemariam Desalegn actually revealed his (I mean the TPLF’s) entire three-pronged strategy on how they plan to organize the theft of the 2015 election and repeat the 2010 crushing victory: 1) use state media and all other resources to hoodwink the people of Ethiopia that the 2015 election process will be democratic, free, fair and credible; 2) implement “our institutional process and our laws and regulations [that] are perfect” by 3) imposing on all political parties “the code of conduct” that his party has “put in place”. The TPLF's three-pronged strategy is actually the perfect game plan for the perfectly rigged election. The late Meles Zenawi wrote the perfect election rigging rulebook and “implemented” it in 2010. As a result, his party won the perfect election with 99.6 percent of the parliamentary seats.
  • Prof. Hagmann’s observations also point to the total absurdity and futility of any “elections” in Ethiopia in light of the dogmatic belief of the leaders of the TPLF (and its handmaiden the “EPDRF”) in their birthright to rule: This is visible in the way EPDRF sees itself – namely as a vanguard party that has earned the right to lead the state, to determine what development is and how democracy is to be organized. Therefore, whoever is against the EPDRF is ‘anti-development’ or ‘anti-peace’ and whoever opposes its policies is anti-state.

So there is an opportunity to move forward but only if there is an election that is free and fair and peaceful so that Zimbabweans can determine their future without fear of intimidation and retribution.”) An election that was won by 61 percent is not "free and fair" and deserves public condemnation but an election won by 99.6 percent is free and fair and deserves private accolades?!

  • Meles Zenawi ripped the final EU EOM election report as “trash that deserves to be thrown in the garbage”. He said, “The report is not about our election. It is just the view of some Western neo-liberals who are unhappy about the strength of the ruling party. Anybody who has paper and ink can scribble whatever they want.” Of course, Meles was legendary for his mastery and exquisite delivery of gutter language in political discourse. He could out-tongue-lash, out-mudsling, out-bully, out-vilify and out-smear any politician on the African continent. Meles also called the 2005 EU EOM Report a “pack of lies and innuendoes”.
  • Since he believes civil society is the core of a democratic process, President Obama should use his leverage to ensure civil society institutions function freely in Ethiopia before the 2015 "election". What is President Obama’s leverage? Aid money. The hard earned tax dollars of the American people. American tax dollars given to African dictators in the name of helping Africans but end up in African dictators’ offshore accounts. Aid money talks and is heard loud and clear by the tone deaf TPLF bosses. As Dambissa Moyo documented in her book Dead Aid, the TPLF regime got a whopping 97 percent of its budget from foreign aid. Simply stated, the TPLF regime will not survive a single day without aid transfusion from the pockets of hardworking America taxpayers into its blood stream. President Obama needs to wag the annual welfare aid check in the faces of the salivating TPLF panhandlers and tell them what he told Africans in Accra Ghana in 2009:

  • It is obvious that in the conceptual framework of the sub-imperialist theorists there is simply no room for regionalism in Africa or regional struggles against the imperialist countries of the US and Europe. I find this most disempowering. For the last almost 30 years some of us have been actively engaged in battling against Europe’s attempt to impose a totally iniquitous ‘Economic Partnership Agreements’ (EPAs) on our countries – among them, for example, that our countries stop all domestic production and export subsidies. The latest deadline for signing the EPA is October 2014. If we fail to sign it, Europe will impose sanctions on Africa. Civil society organisations – such as the Southern and Eastern African Trade and Information Institute (SEATINI) and the human rights organisations in the region - have been carrying out a sustained struggle against the EPAs and have so far succeeded in holding back their governments to signing the EPAs. Should they stop doing their campaigns?

  • Dating at least a half-century to when the idea of sub-imperialism was introduced, in Brazil, the concrete settings are vital because contingencies arise that may divert from the twin logics of capital and expanding territorial power relations.
  • For rhetorical purposes the sub-imperial powers’ foreign, trade and even finance ministries may be less than flattering about global governance, and in the case of the BRICS in 2013-14, may even launch new multilateral initiatives with the stated aim of challenging power. But standing by the IMF even in times of crisis – e.g. the institution’s recapitalization in 2009 and 2012 occurred with notable BRICS support ($75 billion in coordinated aid in the latter case) – reflects the overall role that sub-imperial regimes play: to lubricate, legitimize and extend neoliberal political economy deeper into their regional hinterlands.
  • In this context, what may emerge from the networking of the sub-imperialist elites, as witnessed in the BRICS bloc in its initial formation period, 2008-14, is an agenda that more systematically confirms super-exploitative practices within their hinterlands.

  • However, it is also critical to concede that the forms of BRICS sub-imperialism are diverse, for as Moyo and Yeros (2011,19) remark, ‘Some are driven by private blocs of capital with strong state support (Brazil, India); others, like China, include the direct participation of state-owned enterprises; while in the case of South Africa, it is increasingly difficult to speak of an autonomous domestic bourgeoisie, given the extreme degree of de-nationalisation of its economy in the post-apartheid period. The degree of participation in the Western military project is also different from one case to the next although, one might say, there is a schizophrenia to all this, typical of sub-imperialism.’

  • President Obama has been widely criticised for the late timing of this summit, 14 years after China started holding its regular Africa summits, and his failure to prioritise the continent earlier in his presidency. In the eyes of many commentators, this is Obama’s attempt to etch out a legacy in Africa.
  • Indeed, as a recent report from Oxford Research Group and the Remote Control project shows, for all the talk of the US lacking engagement with Africa, military forces under the new US Africa Command (AFRICOM, a legacy of the late Bush administration) have been pursuing a quiet but sustained “pivot to Africa” under the Obama administration.

  • AFRICOM and its allies are testing an open-ended, “light-touch” approach, with few boots-on-the-ground and a reliance on special forces, drones and private military companies. 
  • Increased ISR capabilities have also depended on use of private military and security contractors (PMSCs), who have run key elements of AFRICOM’s covert counter-terrorism operations in the region. Using unmarked, civilian-registered aircraft, they provide ISR operations, transport special operations forces, and provide medical evacuation and search and rescue capacities.
  • But it is France–the old colonial power, Saharan gendarme or legionnaire–that has most at stake in the Sahel-Sahara and on which the US so-far depends. Last week, France formally redeployed its military forces under Opération Barkhane, which sees French land, air and special forces establish an indefinite regional presence at eight bases and several other forward operating locations across five or more Sahel states. US forces and aircraft have a presence at least three of these bases (Niamey, N’Djamena and Ouagadougou) and probably use several others for “contingencies”.
  • Just as there is little mention of this rapidly expanding presence, so too is there little discussion of the effectiveness of this new approach to counterterrorism and the impact it will have on stability, governance, and accountability in a fragile region.
  • The US has made sure this week not to be seen to engage with selected authoritarian African regimes, withholding invitations to Sudan’s ICC indicted Omar el Bashir, Zimbabwe’s Robert Mugabe and Eritrea’s Somalia-meddling Isaias Afewerki.   • Outside of the limits of this week’s summit, the trend towards covert or “plausibly deniable” counter-terrorism–PMSCs, drones, rapid reaction special forces–and barely restrained mandates to wage war is indicative of the real and increasing power over Africa policy exercised by Defense departments in both Washington and Paris.
  • The elected Malian government seems to have interpreted its post-2013 French and UN guarantees of security enforcement as reason not to pursue a peace process with northern separatists. Similarly, Côte d’Ivoire’s President Alassane Ouattara has shown no urgency in seeking reconciliation with supporters of the former regime since French and UN troops helped him to power in 2011. Governance, human rights and non-military solutions to existing conflict are thus considerably undermined by the securitisation of policy in the Sahel-Sahara.

Less commented on has been the degree to which this fits in a broader pattern of behaviour in Uganda since the mid-2000s, and the implications of this trend for Uganda’s fragile democracy.
  • These issues are explored in a new research article on the politics of lawmaking in Uganda, which examines how the government uses the legislature to make political gestures aimed at outmanoeuvring particular opponents, often stimulating violent urban protest and even more violent government crackdowns in the process.

  • The fact that Uganda’s law-making processes are frequently protracted, contested and highly visible clearly relates to the fact that the country has undergone substantial democratization since Museveni took power in 1986. Often, if not always, parliament really does fight back and the media really does expose the details of political debate. The government cannot avoid new laws being scrutinised, and in this respect it is unsurprising that law-making processes should become difficult and politically charged. Yet the relationship between democratization and law-making is not as straightforward as this might suggest.
  • In Uganda, more often than not the politics is bound up in the drafting, debating, postponing, opposing and (sometimes) eventual passing of the law; essentially, the symbolism of the law, after which implementation commonly recedes into the background.
  • there is another other side to the democratization coin: it has spurred the executive to develop a toolkit of strategy and tactics to manipulate these democratic institutions and exploit them for political gain.

In other words, now that the ‘Anti-Homosexuality’ legislation has passed, it cannot be used for political bargaining, so the government has drawn up a new bill with the potential to fulfil that role.
  • Herein lies the recklessness of such legal manoeuvring. New laws, whether passed or merely proposed, are meaningful to those they are seen to ‘target’, and as the journal article argues, can be linked to many of the violent protests in Uganda in recent years. New laws are also something taken especially seriously by foreign donors; unlike many of the other shortcomings or crimes of the Ugandan government, when something egregious is codified into law it invites aid cuts that can make life even harder for many Ugandans.

  • The ANC and SACP leaders seem believe that Numsa could genuinely disagree with ANC policies and is entitled to go its own way, that the platinum mineworkers are genuinely fed up with their living conditions and that a rebellion was bound to happen, and that the EFF’s strong showing in the election was due to genuine disappointment with the ANC. It would appear that if you find a way to knit up your critics into a neat conspiracy, it then happily excuses you from self-analysis of your role in creating a multiple backlash.

  • this is not limited to the public sector. In the private sector, tribalism promotes the creation of self-sustaining and mutually supportive bubbles based on ethnicity. During the hiring process, tribalist bosses will preference people from their own social grouping for top jobs. In workplace disputes, they will not be impartial but will often favour their tribal comrade. During business deals, especially within corporates and multinationals, ethnic affiliation becomes a big factor in building trust between two parties and often in concluding mutually beneficial deals.
  • It’s shocking that in this day and age – in the so-called “new” South Africa – there are few public figures willing to call the actions and voting patterns of Afrikaans- and English-speaking white South Africans for what they are: narrow-minded tribalism.

The World Bank, the PFI hospital and the destruction of a nation's healthcare system | ... - 1 views

  • It now costs Lesotho's govenrment $67 million per year, or at least three times the cost of the old public hospital. The hospital is reported by the IFC to be delivering better outcomes in some areas. But the biggest concern is that as costs escalate for the PPP hospital in the capital, fewer and fewer resources will be available to tackle serious and increasing health problems in rural areas where three quarters of the population live.
  • And despite a significant body of evidence highlighting the high risks and costs associated with health PPPs in rich and poor countries alike, similar IFC-supported health PPPs are now well advanced in Nigeria, and in the pipeline in Benin.
  • So why is the PPP so expensive? There are many reasons, as outlined in the new report and in a previous blog authored by Dr John Lister on this site. To some extent cost increases appear to be a result of bad advice given by the IFC. But other reasons for the expense seem inherent to health PPPs and raise serious questions about why the model was pursued in a low-income country.

  • As the country‘s health financing crisis escalates, the option of reintroducing and increasing user fees at clinics and hospitals has already been tabled for debate. Such a devastating and retrograde move in Lesotho would further exacerbate inequality and increase rather than reduce access to healthcare for the majority of the population. World Bank President, Jim Yong Kim, recently stated that user fees for healthcare are both unjust and unnecessary.
  • It is accepted that borrowing capital via the private sector will always be more expensive than governments borrowing on their own account. The theoretical cost saving and value for money potential of PPP financing and delivery therefore lies in effective risk transfer to the private sector and, in turn, the effective management of that risk by the private sector in the form of improved performance and greater cost efficiency in its operations. In the case of Lesotho, this potential benefit has not been realised, and the costs are already escalating to unsustainable levels.

  • The CDKN consortium includes PricewaterhouseCoopers (PWC), the Overseas Development Institute (ODI), Fundación Futuro Latinoamericano (FFLA), SouthSouthNorth, LEAD International and INTRAC. I know some of them well from previous interactions with them. The ODI, for example, advertises itself as an ‘independent think tank on international development and humanitarian issues’. From my knowledge of the ODI (on matters related to development aid, trade and EPA negotiations, for example) I can say without a moment’s hesitation that it is really an arm of British foreign policy. It is the ‘soft arm’ of British imperial diplomacy whose ‘strong arm’ comprises of instruments of force, including sanctions and war.
  • What is significant about the Rwandese concept is its dual objective of saving the forests and also the ‘forest communities’. For the environmentalists forests are simply biomass that on the one hand provide fuel and on the other hand carbon dioxide absorbing ‘lungs’ as a counter against global warming. But besides the forests there are also forest dwellers. The challenge is to save the forests and the forest communities; the people as well as the environment.
  • This, in brief, is the first point. Africa is run by a global kleptocratic system, a system which enriches a minute number of economic and power elites in Africa and the global bankocrats and corporatocrats at the one end of the pole while impoverishing the masses of African people at the other. Economists call this ‘rent seeking’, but it is, bereft of linguistic and technical finesse, simply looting.

  • The ICs take advantage of these differences in order to ‘divide and dictate’ to the DCs the terms of the climate change negotiations. What makes Africa vulnerable is its dependence on the West for the so-called ‘development aid’ and ‘technical experts’. One significant illustration of this is the manner in which the industrialised West has used money and ‘technical assistance’ as a means of ensuring an outcome at COP-16 in Cancun after they had failed to do so at COP-15. Europe and the US mounted a coordinated offensive to break the ranks of the countries of the South. Some of this was quite overt and open, for example, through the use of ‘development aid’ and other financial incentives. Others were covert and secretive, such as the use of US spy network – exposed, partially, by WikiLeaks (see Pambazuka issue 510, Dec 2010).
  • For the purposes of this conference, I wish to focus on just one lesson. And this is that Africa needs to be wary of the use of finance (or the so-called ‘development aid’) by the industrialised countries (ICs) to divide and rule the developing countries (DCs). Globally, if there is a near-clear North–South divide, it is on the question of climate change.

  • To suggest that rising global wealth and global poverty are interrelated, and that the former is premised upon the latter, is not something that most players in international development want to do because it would reveal the sordid foundation of their vision of development.

  • Far from a ladder of opportunity, workers in globalised production networks are incorporated into economic systems that reproduce their poverty to sustain corporation profits. Arguments by liberals and statists for further global integration are based upon the expectation (and requirement) of the continued subordination of the working classes to the objectives of capital accumulation.
  • Is there a way of changing the relationship between poverty and rising global wealth? A labour-centred concept of development would recognise that global wealth is based upon the working classes.
  • It would note that improvements to workers’ livelihoods come about not by working for global capital, but through their own struggles for better wages and conditions, gender equality, access to land, and for political and economic democracy. The significant human development gains of the European working classes after the second world war were due not to the generosity of capitalists and states, but to the threat of mass unrest from below: “If you don’t give the people social reform, they will give you social revolution,” Quintin Hogg, a leading light in the Tory party, told the British parliament in 1943.
  • In many of these factories, productivity, employment and wages increased as workers enjoyed an unprecedented degree of workplace democracy and, for the first time, a real incentive to collaborate to enhance their labour, as they were its direct beneficiaries.
  • In this elitist conception of development, innovating entrepreneurs, supported by benign states, generate wealth through participation in capitalist markets, which then trickles down to the population, who should be grateful for the enhancement of their lives. This view rests on a paradox. The process of wealth creation, whether through incorporation into “free” markets, or through state-led generation and allocation of resources, requires the subordination of the working masses to the elite’s objectives — low wages, long hours and subjection to strict management discipline, denial of trade union rights and suppression of workers’ political actions.

  • Do not conflate criminal with political violence. Political violence may be criminal, but it is more. Political violence has a constituency • Political violence is seldom a stand alone act. It is most often part of a cycle of violence. When it comes to a cycle of violence, victims and perpetrators often change sides.
  • The South African transition was marked by three characteristics. To begin with, the Cold War had ended and external involvement in South Africa was at an all-time low. Second, the internal situation had reached an impasse. Both sides dropped their maximum goal – victory or revolution – so as to give the political process a chance. Each side de-demonized the other; yesterday’s enemies became today’s adversaries. The difference between an adversary and an enemy is this: you can talk to an adversary, but you have to eliminate an enemy. Finally, when the fighting ended, there was no judicial process. The way ahead was forged through a political process.
  • The first set of concessions is what Joe Slovo, the Secretary-General of the Communist Party, called sunset clauses. They promised that the personnel of the old apartheid state – including its security forces, judiciary and civil service – would survive into the post-apartheid order. The state personnel were granted impunity. Only the political establishment had to subject itself to an inclusive electoral process. Second, there was constitutional protection for white-owned property; this protection was translated into a local government law. Third, there were no court trials of perpetrators; there was no judicial process. Instead, there was an amnesty for all. The much-lauded TRC really functioned as a mock quasi-judicial process: no matter the quality of the truth offered, it had no choice but to grant amnesty.

  • I want to suggest that South Africa offers us deeper lessons. To begin with, it calls on us to broaden and deepen our notion of justice. In the era that followed independence, we thought of justice as mainly social justice. Today, we have narrowed down the understanding of justice to criminal justice, with lawyers as its primary custodians.
  • The negotiations that ended apartheid brought us political justice. That political justice was a reform of the political system – an end to juridical and political apartheid.
  • The twist in Darfur had to do with relations between peasants and nomads. Nomads have a soft notion of borders. They move across borders. So the British decided that nomads who move over large areas of land shall have no tribal homeland. These were the nomads of northern Darfur, the northern Rizeigat.
  • How is this relevant to Kenya? Think of the violence in the Rift Valley. The deep background is colonial. The details are different. But the questions are the same: who has right to land? This is not a question of right against wrong, but right against right. In contention are two sets of rights, each with a different history; one colonial, the other post-colonial; one tribal/ethnic, the other national. The perpetrators may be different, but the issues are not so different.
  • In Kenya, you have had two experiences over the past few decades. The first was the national movement for a constitutional reform. You forged a national coalition, a coalition across ethnic and ideological boundaries. My friend Willy Mutunga called it ‘Constitution-making from the Middle. This attempt at political reform was an exemplary effort, one that inspired the region. But you failed to build on it. Instead, you turned to a contradictory initiative – don’t be vague, go to Hague. The Hague initiative undercut the gains made in the earlier period. Whatever national movement you had built around the constitutional reform process was split along ethnic lines, as each side mobilized in pursuit of revenge, rather than reform, and a different breed of lawyers took over.
  • Soon after the end of apartheid, its lessons were followed in Mozambique, where Renamo had unleashed the most brutal terror against children and women. It was a practice reminiscent of the kind of terror unleashed by LRA in Uganda. That is where the similarity between Uganda and Mozambique ends. The two governments followed entirely different paths: a political reform in Mozambique, and war and punishment in Uganda. You only need to look at the consequences to appreciate the difference: the war is over in Mozambique where the leadership of Renamo sits in Parliament. The war continues in Uganda where the leadership of LRA is still on the run.
  • I want to argue that the issue for us today, the big issue, is political violence. This violence is testimony that we have failed to come to grips with the legacy of colonialism – and the challenge of decolonization
  • The first set of concessions is what Joe Slovo, the Secretary-General of the Communist Party, called sunset clauses. They promised that the personnel of the old apartheid state – including its security forces, judiciary and civil service – would survive into the post-apartheid order. The state personnel were granted impunity. Only the political establishment had to subject itself to an inclusive electoral process. Second, there was constitutional protection for white-owned property; this protection was translated into a local government law. Third, there were no court trials of perpetrators; there was no judicial process. Instead, there was an amnesty for all. The much-lauded TRC really functioned as a mock quasi-judicial process: no matter the quality of the truth offered, it had no choice but to grant amnesty. Apartheid did not end in the courts. Its end was negotiated at the conference table. It could not have been otherwise, for at least one reason.
  • Perhaps the most instructive is the case of Zimbabwe, where SADCC under Thabo Mbeki successfully resisted demands by the West that the region isolate Zimbabwe through sanctions. The result was to give time for an internal dialogue. Contrast this with Kenya where the ‘international community’ – along with an influential internal constituency – distorted the internal political process by threatening to give priority to court trials. It is of secondary significance whether these trials were to be internal or international.

  • Whereas the ruling party in the north was rightly and roundly criticised for electoral malpractice and fraud in the elections of April 2010, there was not even muted criticism when it came to similar practices by the SPLM in the South that same year. When the referendum on self-determination returned a 99.8% yes vote in the South, the “international community” lauded the result — when they would have pooh poohed it anywhere else in the world.
  • Conveniently, this posture masks the responsibility of both Western powers and the regional association known as the Intergovernmental Authority on Development (IGAD) in condoning the sorts of practices that have prepared the ground for the rebellion.   • From the Boll rebellion that led to the establishment of SPLA in 1983 to independence in 2011 and now, every internal power struggle inside the SPLM has had personal, political and ideological dimensions.
  • Two issues have featured prominently in the mobilisation by ambitious leaders: parity of community (ethnic) representation in the new power, and different views on the direction in which that power would move.
  • Garang’s great contribution was to inspire a vision that made possible a single rallying point around which to mobilise discontent throughout Sudan. His single most important failing was to subordinate this vision to the struggle for power and personal ambition. Faced with the demand for reform, Garang moved to consolidate power.
  • Amnesty has turned into a massive payout of the national budget as a way to retain the loyalty of commanders. South African sources estimate that over 50% of the government’s budget was going into paying the armed forces before the December 15 rebellion.   • The land, then the main means of production, belonged to the whole tribe, and there was no individual ownership whatsoever. There were no classes, no rich or poor, and no exploitation of man by man. All men were free and equal and this was the foundation of government. Recognition of this general principle found expression in the constitution of the Council, variously called Imbizo, or Pitso, or Kgotla, which governs the affairs of the tribe. The council was so completely democratic that all members of the tribe could participate in its deliberations. Chief and subject, warrior and medicine man, all took part and endeavoured to influence its decisions. It was so weighty and influential a body that no step of any importance could ever be taken by the tribe without reference to it… In such a society are contained the seeds of revolutionary democracy in which none will be held in slavery or servitude, and in which poverty, want and insecurity shall be no more. is is the inspiration which, even today, inspires me and my colleagues in our political struggle.
  • The role of the leader is to interpret the arguments and viewpoints put forward in debate in such a way as to make that consensus possible, drawing from expressions of difference a "tribal wisdom" which reaffirms their essential unity. The model requires that the leader who takes this role should be accepted, but not necessarily elected.   • But in this version, the tribal model of democracy remained in a fundamentally ambiguous relationship to capitalism. While it rejected capitalism, it could never provide a real analysis of it. Instead, it saw capitalism as the product of the philosophical outlook of European civilization, against which an African philosophy of harmony and unity might prevail. Invoking a pre-capitalist past as the basis for a call for racial equality within the capitalist present, it was unable to generate a real critique of capitalism, on the one hand, or to reach an effective accommodation with it, on the other.

The curiosity of the argument is that it neither avoids the existence of classes (as would a liberal democrat, emphasizing individual rights instead) nor draws any conclusion about their relationship (as would a Marxist). It acknowledges the existence of classes, but assumes that each can pursue its aims in harmony with the rest. The model of democracy which enables class relationships to be harmonized is surely the tribal one; just as the chief extracts a consensus from the differing opinions of the tribe, so the democratic state extracts a consensus from bosses and workers, enabling each side to pursue its interests without impeding the interests of the other.
  • Until the meeting of the World Economic Forum in Davos, Switzerland in 1992, he continued to defend nationalization as an instrument of economic policy. But on his return from that event, he noted: "We have observed the hostility and concern of businessmen towards nationalization, and we can’t ignore their perceptions… We are well aware that if you cannot co-operate with business, you cannot succeed in generating growth." The policies of the ANC moved rapidly towards privatization, fiscal austerity, and budgetary discipline.   • Once Mandela had been released from prison and negotiations had begun, the crucial idea which made it possible for the ANC to organize the oppressed majority around the tribal model was that of society being made up of "sectors"—youth, women, business, labor, political parties, religious and sporting bodies, and the like—each with a distinctive role to play. This idea has emerged from the organizational needs of the struggle against apartheid when repressive conditions prevented them from mobilizing around directly political demands. It was now used to insulate the leadership of the liberation movement from critical questioning. In this vein, Mandela explained to the Consultative Business Movement in May 1990: "Both of us—you representing the business world and we a political movement—must deliver. The critical questions are whether we can in fact act together and whether it is possible for either of us to deliver if we cannot or will not co-operate." In calling upon business—and, in their turn, labor, youth, students—to act within the limits of a "national consensus," the question of the basis of that consensus could be removed from sight. In effect, the "tribal elders" of South African capitalism were gathered together in a consensus which could only be "democratic" on the basis of capitalism.
