Egypt's Revolution has cost the country, up to September, US$9.79 billion, according to a report issued by consultancy group Geopolicity. Titled "The cost of the Arab spring & Roadmap for G20/UN support", the report shows results of a costing exercise undertaken by Geopolicity, based on data from the International Monetary Fund (IMF). It accounts for the impact of productivity losses on GDP and public finance, but excludes losses to human life, infrastructure damage and business and foreign direct investment losses. The near 10 billion dollars shed by Egypt are divided among the $4.27 billion cost to GDP and $5.52 billion in lost public finances.

The EBRD, an international lending institution which has focused on emerging European economies, announced last week that shareholder governments had backed the expansion of its mandate to North Africa. The bank is one of the tools the international community will use to supply aid to Arab governments and encourage them to pursue democratic reforms in the wake of this year's Arab Spring political unrest.

A glance at Egypt's public finances reveals a disturbing fact: the interest that the country pays on its foreign loans is larger than its budget for education, healthcare, and housing combined. Indeed, these debt-service costs alone account for 22 percent of the Egyptian government's total expenditures.

Primarily intended users of the Guide are auditors and supreme audit institutions (SAIs) who possess little or no knowledge and experience of public debt auditing. SAI auditors who are completely new to public debt management auditing are advised to first build their understanding of the subject of public debt before using this guide. One option for this would be study the IDI's training materials on public debt management auditing. Auditors who already possess knowledge of public debt issues or who have experience in public debt auditing can use this guide to scope their public debt management audits and develop their audit work plans.

مسؤولى صندوق النقد الدولى طرحوا خلال اجتماعه معهم على هامش الاجتماعات السنوية لصندوق النقد والبنك الدوليين فى واشنطن نهاية الشهر الماضى، إدخال تعديلات على الشروط التى تم التوصل إليها فى يونيو الماضى بشأن اقتراض مصر 3 مليارات دولار من الصندوق، إلا أنه رفض ذلك. وأكد فى تصريحات خاصة لـ«المصرى اليوم» أنه أبلغهم بأنه فى حال قبول الحكومة الحصول على قرض من الصندوق، فسيكون ذلك بنفس الشروط السابق التوصل إليها دون إدخال أى تعديلات. وينص الاتفاق الذى توصلت إليه الحكومة مع صندوق النقد فى يونيو الماضى على الحصول على قرض بنحو 3 مليارات دولار، بسعر فائدة 1.5%، على أن يتم البدء فى سداده بعد 39 شهراً، وينتهى بعد 5 سنوات من بداية تسلم القرض.

الببلاوي قال رداً علي سؤال صحفي حول إلغاء دعم الطاقة علي الصناعات الثقيلة "أحد مشاكلنا في مصر هو الدعم فحينما ننظر في الميزانية نجد أن 55% من حجم الموازنة تتعلق بأشياء لاتتعق بالإنفاق التنموي و من بين هذة النسبة 33% للدعم و 22% تذهب لسداد فوائد علي الديون، والمشكلة الأكبر أن حجم الدعم اليوم أكبر بكثير من حجمه العام الماضي وأضعاف أضعاف الدعم منذ عشر سنوان فهو كالسرطان في الجسد وجوده يمنحه فرصة الانتشار بكل الجسد (الموازنة)، ولكن هذا الدعم يرتبط بناس محتاجين، ولذا فنحن في الحكومة قررنا فتح هذا السرطان و لكننا سنبدأ بالأشياء الأقل إيلاماً للناس وهو ما فعلناه مع إلغاء دعم الطاقة للصناعات الثقيلة، قائلاً: "احنا عاوزين نعمل حاجة متحسسش الناس بتخفيف الدعم".

وقعت وزيرة التخطيط والتعاون الدولى فايزة أبو النجا ورئيس لجنة مساعدات التنمية بالبرلمان الألمانى داجمار فورل، والسفير الألمانى بالقاهرة مايكل بوك، اتفاقيتين للتعاون المالى والفنى بإجمالى 89 مليون يورو، منهم 72 مليون يورو قروض ميسرة الشروط، و15 مليون يورو منحة مالية لا ترد.

Cairo, Egypt [RenewableEnergyAccess.com] Japan Bank for International Cooperation (JBIC) will loan 10,665 million yen [USD $90,000] to the Arab Republic of Egypt for materials, equipment and consulting necessary for the construction of a 150 MW integrated solar combined cycle power plant in the Kuraymat district, which is about 100 km south of Cairo.
