    After reading this I believe that almost every policy can be passed as long as it is presented to the correct group. In order to be presented to the correct group however the people must be placed in the more favorable group. If we place drug users in the dependents group we are more likely to pass a law that legalizes marijuana instead of if we tried to do teh same but we had them on the deviants group.
