The USDOT has pledged up to $40 million (funding subject to future appropriations) to one city to help it define what it means to be a "Smart City "and become the country's first city to fully integrate innovative technologies - self-driving cars, connected vehicles, and smart sensors - into their transportation network.

California piloted the first statewide open data portal, GreenGov.data.ca.gov, with data sets and results from the GreenGov Challenge, a code-a-thon built around sustainability data sets hosted on the pilot site. GovOps is now moving the open data portal to an open source platform (DKAN) to ensure the longevity of continuous efforts to make government more open and efficient.

But an increase in local control couldn't do away with every barrier. The C40 report identifies six main challenge themes standing in the way of city action: 1) the relationship between a city's authority and the authority of different levels of government, including national and international; 2) the structure, culture, priorities, planning, decision-making and financial practice within city government; 3) the need to communicate the costs and benefits of engaging in pro-climate actions; 4) engaging and collaborating with stakeholders in and outside of government; 5) forging an effective working relationship with the private sector; and 6) funding climate action.

Systems thinking. An individual or organization must first be able to put forward a new solution or set of solutions to a pressing social challenge. This sounds obvious, but we're suggesting that organizational theories of change, business plans, and other foundational materials need to reflect systems thinking. Technology is everywhere, but often not being used where it could most benefit people. In cities and towns, counties and universities - where resources are stretched and day-today operations are all-consuming - it can be difficult to learn what is available that would make the biggest difference. We scour the marketplace for new ways to solve the biggest challenges and we provide that information so that it can profoundly improve the quality of life for citizens and the efficiency of local government.

We face an entangled communications challenge. Becoming a sustainable city is less a technological issue than one of mindset, understanding and behavioural. Too many people still believe there is no problem. How can this be overcome? Do we approach it by engendering fear, cajoling, or persuasion? By providing evidence of the threats or examples of good practices? Do we jolt people into focus by ascending graphs of problems or imagery of iconic events like Katrina or Superstorm Sandy? It is best to show how the shift is doable and already happening and that those at the forefront have a better life economically and socially. The image of the sustainable city needs to feel as emotionally satisfying as the lure of consumer culture.

The robustness of the Right Question Strategy is demonstrated in how it is used to address such a wide range of challenges in so many communities around the country and the world. Here are just a few examples of what happens when the RQ Strategy is taught to people who have never had the opportunity to learn to ask their own questions and focus on key decisions that affect them.
