And while we agree with Secretary LaHood and Governor Rendell's call-to-action we vehemently disagree with their policy prescription. The call for "eliminating federal restrictions on tolling interstate highways," is deeply misguided. Nationwide tolling, which would impose an additional tax on the 70 percent of goods moved by trucks, would be a disaster for the economy. The American Trucking Associations recognizes that new revenue sources must be found to address the backlog of road and bridge projects. That's why we've signed on as the co-chairmen of the newly formed Infrastructure Funding Task Force which is committed to exploring many options to find a long-term financing solution that will address our nation's transportation needs. There is no single cure-all for transportation funding, but tolling existing interstates may create problems worse than the disease it seeks to treat. America's interstates were built using tax revenue, and fuel taxes have paid to maintain them since. Any new toll is double taxation. Since the inception of the Federal Interstate Highway System, the federal gas tax has always been the primary source of revenue for the construction and maintenance of federal interstate lanes. Every time a motorist puts gas in his vehicle, he is paying his or her share for interstate maintenance. A new toll on an existing interstate forces a motorist to pay two taxes for that same road: a gas tax and a toll tax. Costs will go up throughout the entire supply chain, as logistics companies and retailers are forced to pass the higher cost of doing business onto customers. Is there an Interstate tolling solution that the trucking industry might accept, or at least be willing to consider seriously? Given the trillion-dollar backlog of essential maintenance and modernization projects on the nation's federal highway system (and the unwillingness of Congress to increase fuel taxes), the Reason Foundation has outlined "a new way forward" in the debate, the free-market think tank contends. But a trucking-led anti-toll group argues the plan takes highway funding in the wrong direction.

Crumbling roads are top of mind for policymakers, who are at the same time considering how to prevent the Highway Trust Fund, which supports infrastructure maintenance and repair, from going broke. As the government considers different options--raising the federal fuel excise tax, imposing user fees--a new business coalition is arguing that it should outright reject one potential source of funding: expanding tolling on existing interstate lanes.

As Congress debates funding solutions for our national transportation needs, we will hear many suggestions, but tolls on existing interstates should not even be on the table. There is little argument about the need for increased, sustainable funding for transportation infrastructure maintenance and construction. According to the Department of Transportation, the Federal Highway Trust Fund will run out of money in September unless funding is increased.

With a federal gas-tax increase off the table for now, a new group of trucking and business interests is trying to put a stop to the most obvious alternative for funding maintenance and construction of the nation's interstate highway system: tolling.

The U.S. Congress' House of Representatives' long-term highway bill draft introduced last week followed the Senate's "DRIVE Act" draft legislation, introduced this summer, in making it somewhat easier for states to toll existing interstates as an alternative to traditional funding mechanisms for highway expansion and maintenance.
