Klaus vetoes Czech approval of Lisbon Treaty - Europe, World - The Independent - 0 views

  • The Czech President Vaclav Klaus said he would not ratify the Lisbon Treaty after it was approved by the senate yesterday, raising a new obstacle to plans to reform the EU. Mr Klaus explained that he would not sign the treaty because of its rejection by Irish voters last year and an expected court challenge in the Czech Republic. "The Lisbon Treaty is dead for this moment," said President Klaus. "It is dead because it was rejected in a referendum in one member state. Therefore, a decision on ratification of this treaty is not on the agenda at this point."

  • Mirek Topolanek, from the far east of the Czech Republic, likes to say that he's a "guy with balls" -- and he acts accordingly. He once shouted "I'll kill you" at a journalist and he's raised his middle finger at political opponents. He has referred to the EU's Lisbon Treaty as "a pile of crap."
  • But since becoming prime minister two years ago, the tough guy seemed to have gotten himself under control. He deftly hammered out a coalition and steered his Civic Democratic Party (ODS) -- middle class and traditionally critical of the EU -- on a Brussels-friendly course.   • A number of eurocrats will soon form part of an EU diplomatic corps, if European Commission President Jose Manual Barroso has anything to say about it. He's looking forward to the day when the Lisbon Treaty comes into effect -- and the EU has to build embassies.
  • Hundreds of bureaucrats at Barroso's European Commission, the EU's executive body, are being educated in the diplomatic arts, taking courses at universities and international academies on "Political Analysis" and "Handling the Media" to prepare for a new role that would be created under the imperilled Lisbon Treaty. Among the key provisions of the treaty is the creation of a European External Action Service and the appointment of a "foreign minister," though the title has been renamed as the "high representative of the Union," as well as an EU president. The idea is to groom an EU diplomatic service so it can start its work the day the treaty -- once known, and rejected by voters in France and the Netherlands, as the "EU constitution" -- goes into effect.

Does it matter?

The Europeans finally became more active in Kosovo in 1998-1999.

  • When President Barack Obama comes to London next week, he will find one great power missing at the world's summit table: Europe. Five of the 20 leaders at the G20 meeting will be Europeans, representing France, Germany, Britain, Italy and the EU, but the whole will be less than the sum of its parts. There will be plenty of Europeans but no Europe.
  • Obama's European trip, which continues to the Nato summit and then an EU-US meeting in Prague, will also be about foreign and security policy. Here, Europe is even less of a single player. To be fair, Europeans have got their act together on diplomacy with Iran, though it remains to be seen whether that European unity would survive an American request for more economic sanctions on Tehran. On most of the other big issues on Obama's agenda - Afghanistan, Pakistan, relations with Russia and China, nuclear proliferation - there is no Europe. There are individual European countries.
