Tunisia: Washington's Grip Tightens - FPIF - 0 views

  • Now it is the Egyptian mass movement – which in conjunction with that country’s military that is fanning the flames of opposition in Tunisia. Is Tunisia on the verge of imploding along ‘Egyptian-like’ lines?
  • He took up politics full-time in 2011, founding his political movement based on a social democratic platform and aligning himself with workers groups during the country’s first post-revolution election last year.
  • I would venture to predict, admittedly rather gingerly, that Ennahda will weather the storm and emerge from the current crisis bruised, but still holding the reins of power in Tunisia. If Ennahda does survive the current power struggle, it will be, in large measure, more as a result of continued Obama Administration support than because of the Islamic movement’s support base domestically.

  • It seems that Ghannouchi, good Muslim that he is, gets more of his ‘spiritual guidance’ these days in Washington  than in Mecca. As in the past, he was given a red carpet treatment by important American Middle-East think tanks. He spoke to audiences at both the Brookings Institute and the Council on Foreign Relations. At Brookings, Ghannouchi was introduced by Martin Indyk, an indication that whatever else is happening in Tunisia and throughout the Middle East, that Ghannouchi and Ennahda still enjoy the support of the Obama Administration.
  • There is some talk, that in gratitude for continued Obama Administration support, Tunisia might offer AFRICOM its African headquarters in Tunis. Whatever, Washington’s support did not come without some kind of major offer in return.
  • Although both Qatar and Saudi Arabia have carefully supported US security and economic interests in the Middle East – enough so that for Washington it matters little on a political level which one dominates – the growing Qatari growing political influence at Saudi Arabia’s expense was creating a dangerous rift between allies.

Caught in this web, it is likely that externally Ennahda would accommodate any demand that the IMF makes and any string that US attaches to its support –  from military bases to mega embassy to whom Washington would like to bring into the Ennahda-led government.

Trade unions and the construction of a specifically Tunisian protest configuration | op... - 0 views

  • Yet, one local trade union may save the day.  If it did, it would not be doing so for the first time.  For this is no ordinary union.  The Tunisian General Union of Labour (UGTT) has affected the character of Tunisia as a whole since the late 1940s.  It impacted significantly the 2011 revolution and the transition period, and is likely to impact the future. In this, it is unparalleled elsewhere in the Arab world.  And it is largely because of it that one may confidently say that Tunisia is not Egypt, or Syria or Yemen. Indeed, to understand Tunisia, one must get to grips with its labour movement.
  • UGTT has been the outcome of Tunisian resistance and its incubator at the same time.  For example, in 1984 it aligned itself with the rioting people during the bread revolt; in 2008, it was the main catalyst of the disobedience movement in the Mining Basin of Gafsa; and, come December 2010, UGTT, particularly its teachers’ unions and local offices, became the headquarters of revolt against Ben Ali. 
  • In 1978, UGTT went on general strike to protest what amounted to a coup perpetrated by the Bourguiba government to change a union leadership judged to be too oppositional and too powerful.  The cost was the worst setback in the union’s history since the assassination of its founder in 1952.  The entire leadership of the union was put on trial and replaced by regime loyalists. Ensuing popular riots were repressed by the army, resulting in tens of deaths.

  • With a labour movement engrained in the political culture of the country, and at all levels, a culture of trade unionism has become a structural component of Tunisian society.  There has not been a proper sociology of this.  But the implications are important. I enumerate some of them here in the form of observations:
  • One challenge to leftist parties after 2011 has been how to move away from being trade unionists and become politicians: in other words, how to think beyond small issues and using unionist means to tackle wider issues.  This has been expressed by prominent leftists, such as the late Chokri Belaid, who challenged his heavily conformist party to think like a party, not like a union. This meant finding different, broader bases for political alliances and laying out projects for society at large.
  • The radicalisation of UGTT in fact finds its roots in this evolution as the university in Tunisia, particularly in the 1970s and 80s was a space of radical activism and left wing politics. 
  • While the absence of women in leadership could be explained by the very nature of trade union work, which requires time and presence in public places which are not very friendly to women; but this remains a serious weakness of UGTT, and a profound challenge. In Tunisia, this is particularly important, as the role of women has been a marked feature of the society at large and of its protest culture in particular, throughout the post-independence period, both within and outside the labor movement.
  • Post 2011, UGTT seems to have regained a cohesion it lacked during the Ben Ali period when the gap between the leadership and the grassroots was widening.
  • A combination of the symbolic capital of resistance accumulated over decades, a record of results delivered for its members and a well-oiled machine at the level of organisation across the country and every sector of the economy, has made UGTT unassailable and unavoidable at the same time.

Pambazuka - Tunisia: The rocky road to elections - 0 views

  • The administration—including the interior and other ministries, the police, the army and regional governors appointed by the ruling party coalition—can refuse cooperation with the electoral body. For instance, the interior ministry could refuse to open identity registers to remove dead citizens from the voter registration lists. Or the police could refuse to protect the polling stations, usually located in schools. The new law allows the ISIE to turn to the administrative court for redress if the executive blocks the election in any way, but this is an unwieldy process that can take several weeks. “This is a blatant power grab by Nahda,” says Ghazi Ghraïri, secretary-general of the International Academy of Constitutional Law, an NGO based in Tunisia. “The ruling party is running scared that they will be voted out in the next election and are thus not willing to ensure free and fair elections.”
  • While the assembly is wrangling over the electoral commission’s appointments and structure, the assembly’s committee charged with writing a new constitution presented its third draft on April 22nd. Observers are predicting that the assembly will adopt the new rulebook in July or August. But strangely enough, the constitution will not define an electoral system. A draft electoral law, also the subject of much heated debate, will outline the election structures to pick a new full-term president and parliament. So far, Nahda and the opposition, a motley collection of anti-fundamentalists, have agreed to compromise on a hybrid system. A general election will be held to elect the president and parliament. The majority party in parliament will then choose the prime minister.
  • Proportional representation was used to allocate the seats for the constituent assembly after Tunisia’s October 2011 elections. Many African countries, including South Africa, use proportional representation to minimise dominance by larger parties and to ensure that small parties can gain access to the legislature. Tunisia, like other emerging democracies, is discovering the difficulty of writing a new rulebook and establishing a new system of government. Wrangling over the constitution and the electoral law will continue for many more months, as will the process of choosing members for the new electoral commission.

Now the most important example of the last fifteen years is the move from Erbakan to Erdoğan, creating the Turkish model that has been highly successful in economic terms, but only in fact by buying into and succeeding in being integrated into the global economic system.

  • 'The Turkish road is not my model because I am critical of the way you are dealing with freedom of expression, of how you are dealing with the treatment of minorities, and your economic vision.’  But at the same time, I say, I’m watching what you are trying to do and I think there are things that are interesting in the Turkish approach, which for the first time in the last decade has started to shift towards the south and the east, opening almost fifty embassies in Africa, and having a new relationship with China.  That is just huge.
  • Now the problem is that you have two trends that are in fact objective allies in destablising the whole process of this discussion: on the one side the very secularist elite that is doing everything to paint a picture that they are in danger from ‘the other side’ and on the other hand, the Salafis, who are constantly putting Ennahda on the spot by questioning their religious credentials – ‘who are you? What are you doing? You are just compromising everything.’  And the secularists are saying about Ennahda, ‘they are not clear because they want to please us and they want to please them.’
  • If you read the Rand Corporation on who supported the Salafis in Egypt, what you learn is that up to 80 million dollars’ worth of support was poured into Egypt before the elections by organisations that are not state, they are very precise on this, but Qatari and Saudi organisations.
  • Remember – the Taliban in Afghanistan were not at all politicised in the beginning. They were just on about education. And then they were pushed by the Saudi and the Americans to be against the Russian colonisation, and as a result they came to be politicised. (They are not exactly like the Salafi because the Salafi think that they need to be re-educated, Islamically-speaking, convinced that they have to follow the prophet in a very literalist way.)
  • Is the dialogue across national borders also important, between Muslims in Europe and in the Middle East, for example? TR: Yes, there are ongoing discussions about this too.  The problem with what we call the ‘Arab spring’ is that these are very nationalistic experiences.  Tunisians are concerned with Tunisia, Egyptians concerned with Egypt and so on.  But still I have been invited I don’t know how many times to Turkey, where Turkey has been following very quickly in the footsteps of what is sometimes referred to as the movement of cyber-dissidents.
  • So you can see the connections beginning to form. If in the very near future Anwar Ibrahim succeeds in Malaysia, he is positioned as very close to the Turkish experience, and many in the Muslim Brotherhood and Ennahda have a similar perspective. So there are important relationships across national boundaries.
  • Yes, the drafting of the constitutions is interesting and the discussions around them revealing in many ways.  I take it as a discussion of very important symbols revealing many different problems.  My take at the beginning was to warn that Tunisia might be the only successful country, the only one to justify us in talking about the spring, while all the other countries were less successful, if not failing. Now the point is that even in Tunisia it is not going to be easy, and this is where we have a problem.
  • They were trying to find a way to confront the Turkish army with their own contradictions – “you are talking about a secular state but then you want a secular military state, and we want a secular state which is in tune with the requirements of the EU.”  So they simultaneously use the EU against the army and meanwhile, they shift towards the south and the east. That’s interesting.

  • But I do think they are trying to find a new space in the multi-polar world, and this is what I am advocating.  I don’t think that Muslims have an alternative model. An ‘Islamic economy’ or ‘Islamic finance’ doesn’t mean anything to me. But I do think that in the multi-polar world, it is time to find new partners, to find a new balance in the economic order.  And this could help you to find an alternative way forward.

The surprising success of the Tunisian parliament | openDemocracy - 0 views

  • Despite radically different attitudes and levels of experience, deputies from all factions took their task overwhelmingly seriously and debated in an open and fruitful atmosphere. The time factor was decisive here. Though criticised by some as “lengthy” and “not efficient”, the fact that the NCA took two and a half years (instead of one as planned) contributed to the creation of cross-party trust – which became one of the “secrets” behind NCA’s success.
  • The enduring contribution of external players constituted a third factor that contributed to the NCA’s success. Particularly the influential UGTT trade union, not least with the inclusion of the Employers’ Association UTICA, the League of Human Rights LTDH, and the Bar Association of Lawyers in the “National Dialogue” roundtable meetings, who pushed for keeping talks about the 149 constitutional articles ongoing.
  • This result, surprising as it was, led to two consequences. The secularists understood that they could not exclude the Islamists from the political process, but that they had to take up the struggle, try to include them into the discourse and bring them down politically. Second, the Islamists understood that they do not have a majority that permits them to rule the country alone; in a painful internal process, Ennahda developed its ability to compromise and to join alliances with non-Islamist parties.

  • Surrounded by the pressure of Islamists and civil activists, Tunisia’s deputies have managed to achieve something unique in the Arab world: making the parliament the centrepiece of political discourse and power. 
  • Tunisia is back on track. The last days saw the enactment of a new constitution, the successful instalment of a caretaker government, hence ending the political crisis that lamed the country in the second half of 2013. Many observers like Michael Meyer-Resende and Geoffrey Weichselbaum have analysed the constitution's content and next necessary steps.
  • The failure of Egypt – as perverse as it might sound – was another factor that strongly contributed to the Tunisian success. The events around Mohamed Morsi in June/July 2013 were a strong warning sign for Tunisia’s Islamists not to overplay their attempted influence on society. Clearly the Tunisian army does not hold similar political ambitions as the Egyptian military, but the scenario as in Egypt was also not fully plucked out of the air.

  • The major challenge now lies in implementing the new constitution. The majority in the next parliament will have to further shape the new Tunisia, cleaning up laws to remove Ben Ali’s legacy and undergirding the new constitution with democratic legislation. The consensus logic of the 2/3 majority will not apply anymore in a normal parliament. Indeed the purpose of majorities is to implement their political programme.
  • Amidst the frustration, the recent adoption of a new constitution offers a beacon of hope not only in Tunisia, but across a region that has seen little good news lately. In agreeing the constitution, Tunisians have shown that meaningful political negotiations and agreement between widely diverse positions is possible.

  • because of the depth of the current crisis of capitalism, that duality will become, I believe, ever more polarised in the coming period. In this presentation I want to explore some of the causes and dynamics around what I would describe as a time of African Awakenings.
  • Indeed, I think it would be a mistake to consider the shifting political and social climate in Africa being based on the overt, large-scale uprisings alone. There is growing evidence in a number of countries of social movements re-emerging during the last 10 years, providing a framework through which the disenfranchised have begun to re-assert their own dignity, proclaiming - even if only implicitly - their aspiration to determine their own destiny, their own right to self-determination.
  • The remarkable growth and spread of alternative media such as Pambazuka News is, I would suggest, further testimony of the changing mood on the continent. Ten years ago when we launched Pambazuka News, I was dismissed as a hopeless romantic for naming the website and newsletter 'Pambazuka' meaning, in Kiswahili, the awakening. I believe that the gathering momentum of these awakenings defines the social and political scene on the continent today. We are witnessing not so much an ‘Arab Spring’ as an African Awakening.

  • Conventional wisdom - or more accurately, perhaps, corporate media - would suggest that this is happening because the growing middle-class have rising expectations for individual freedom, mobility, money, private health and education, luxury commodities, cars, and so on. It is suggested that what is fuelling the discontent with autocratic regimes is middle-class aspiration for an unfettered market and their frustrations with the regimes that prevent them enjoying these benefits.
  • Almost without exception, the same set of social and economic policies were implemented under pressure from the IFIs (international financial institutions) across the African continent - the so-called structural adjustment programmes (later rebranded as Poverty Reduction Strategy Programmes), all to ensure that African countries serviced the growing debt. But the agenda of the creditors was also to use the debt ‘crisis’ to open avenues for capital expansion, through extreme privatization and liberalization of African economies.
  • The net effect was to reduce the state to having a narrowly prescribed role in economic affairs, and precious little authority or resources to devote to the development of social infrastructure, its primary role being to ensure an ‘enabling environment’ for international capital and to police the endless servicing of debt to international finance institutions.[8]

Corporate media sought to present the mobilizations as being the product of Twitter and Facebook, obscuring the agency of people and conveniently forgetting that in Egypt the largest mobilization occurred after both the Internet and mobile phone networks had been blocked.
  • Imperial response to the uprisings has been, in essence, to establish in Tunisia Ben Ali-ism without Ben Ali, and in Egypt, Mubarak-ism without Mubarak.
  • With the fall of Mubarak, it is hardly surprising that the US has been eager to push for the formation of a government comprising the remaining components of Mubarakism - the military and the Muslim Brotherhood.

At the same time we see the emergence of social movements seeking to reassert the dignity of our people, the protests and uprisings that have developed over the continent. The outcome of all these events cannot be foreseen. But there are grounds for optimism, I believe.
  • What this approach ignores is that while citizens may have a chance to vote once every four to five years, finance capital votes every day on the stock markets, voting that has a direct consequence on every aspect of production, and on the price of every day goods, fuel, land prices, and so on.
  • Secondly, one of the striking features of the current period is the degree to which there is growing recognition across the global South of the commonalities in experience of the dispossessed. Indeed, there is even recognition of those commonalities emerging in the North - viz the recent uprisings in Wisconsin, Spain and Greece. For the first time in many years, there is a potential to create solidarity links with people in struggle based not on charity and pity, but on an understanding of the common cause of our dispossession.

Pambazuka - US and NATO policy underlines instability in Libya and Tunisia - 0 views

  • Although Tunisia is often cited by the Western media as the most stable state among those that experienced upheavals and regime-changes in 2011, the country has experienced political unrest and assassinations. Two leading left-wing politicians, Mohamed Brahmi and Chokri Belaid, members of the same Popular Front alliance, were killed by gunmen just months apart during 2013.
  • The EU along with NATO and led by the US are responsible for the current chaos in Libya. This pattern of sanctions, massive bombings, ground interventions through direct occupation or proxy forces have failed throughout the entire region of North Africa and the Middle East. Any real reversal of the political crisis in the regions must take on an anti-imperialist character stressing the necessity of genuine political independence and territorial sovereignty designed to break with the legacy of imperialism.

Pambazuka - African unity: revisiting the popular uprisings of the North - 0 views

  • Three years ago when Tajudeen Abdul Raheem died in Nairobi, I met one of his many Nairobi-based friends a week later. In jest, he said to me: “Awino, before you die be sure to leave a list of your friends’ names so that we call on them after you die”. It was a tongue in cheek statement but one that epitomized the reality of Taju’s life. He ‘belonged’ to many and even though most of us did not know him very well, his larger than life personality, a connection to his own struggles and an interest in his contributions to the Pan African movement made it seem as though you were comrades from another life time. He had a way of making you feel like you were old friends. You could not but take ownership of him. I am reminded of this conversation today because of the metaphorical similarities it bears with the events that occurred in Egypt and Tunisia specifically. At the height of the ‘Arab Spring’ many African and Pan African commentators were quick to counter the overwhelmingly western media narrative that positioned the uprisings as part of an Arab – Middle Eastern process, disconnected from the histories of democratisation in the rest of Africa. Some needed to take ‘ownership’ of the popular uprisings as Pan African in nature, as inspired by the liberation struggles of the 1960s and 1990s in particular and shaped by the some of our liberation giants – Nkrumah, Cabral, Senghor, Sankara and Lumumba to name a few. In fact, the uprisings presented an opportunity to dismantle the North Africa – Sub Saharan Africa divide. Re-asserting the Pan African slant and situating the ideologies of the Fanons of this world offered an incredible opportunity – we hoped – to transform the uprising discourses and in turn those claimed by the youth in these countries.
  • Despite symbols of democracy such as a seemingly valid constitution, regular cosmetic elections in other parts of the continent, the democratic process was a journey which had effectively been reclaimed by the masses and not left to the political elite.

  • The Egyptian military, if it negotiates with the people (whatever exactly this would mean), will want to do so in the framework of the existing constitution, in which a national assembly dominated by the NDP (National Democratic Party–Mubarak’s organization) is supposed to remain in power until 2015. If the January 25 movement is not able to assert the sovereignty of the people and its special role as their representative, the chances of real democratization are minuscule.
  • Les Gelb, so apt a spokesman for the U.S. foreign policy establishment that he almost seems a self-caricature, sums up the reasons for worrying about any precipitous removal of Mubarak:   “The worry on Mubarak’s part is that if he says yes to this, there will be more demands,” said Leslie H. Gelb, president emeritus of the Council on Foreign Relations. “And since he’s not dealing with a legal entity, but a mob, how does he know there won’t be more demands tomorrow?”   When the people have been excluded from being a legal entity, then it is impossible for them to be one. This is a problem insurrectionaries have always faced and will always face. But it is up to those people to decide whether they are, in Gelb’s charming term, a “mob” or whether they are the legitimate expression of the popular will. If they do so, they will get no support from the United States, Europe, the United Nations, other Arab states (except perhaps Tunisia), the bien pensants of the “international community,” or Mark Zuckerberg. The will need support from the one place they may actually get it–what the New York Times dubbed the “other superpower,” global public opinion.   Of course, Gelb, reprehensible as he is, has a point. Who will the military negotiate with and how? Tunisia and Egypt are striking because they belong to that class of revolutions where, suddenly, as if out of the blue, “everybody” is on the same side. Seemingly, the whole country unites and wants the dictator out. Of course, this is not literally true; there are always, if nothing else, the pampered security forces, cronies of the dictator, and a small paid-off subgroup of the elite. But if a vast majority of all sectors of society outside the dictator’s small group is on one side, revolution can come very swiftly.
  • What is a strength in the tumultuous phase of rapid mobilization becomes a weakness once the question becomes, “What is to be done?” It is difficult and tiring to protest, deal with the disruption of daily life, see people be beaten and killed–at some point, it can be comforting to accept the word of some source of traditional authority that you can go home now, the problems will be fixed. I hope that will not happen in Egypt, but there is no use in anyone telling the people who are so heroically making this revolution what they should want next.

Egyptian workers and youth have played a pivotal role in these struggles through mass demonstrations, strikes and rebellions. Just recently workers in the utility sector and the arts have staged occupations demanding better wages and conditions of employment.
  • The Guardian newspaper reported recently that ‘Hundreds of British troops are being prepared to deploy to North Africa to tackle al Qaeda-inspired extremists. Under secret plans being drawn up urgently by top brass, UK soldiers would be sent ‘within months’ to the region to help train the Libyan army.’ (1 July) This plan will involve at least 2,000 Libyan ‘soldiers’ who will be trained in an effort to counter so-called ‘terrorist’ threats in Libya and throughout the region.

Also will conditions improve for the Egyptian workers, farmers and youth under the interim governing council? To do so we need to reconsider, both epistemologically and in praxis, the kinetics of contentious political struggle.

Beginning in January of that year, a new form of revolt emerged in North Africa and spread, within months, around many parts of the globe. What actually took place at the sites of these revolts, in Zuccotti and Gezi Park, in the squares of Tahrir, Puerta del Sol and Syntagma, offered a seismic challenge to both the police conception of revolution and the theory and practice of political struggle. What happened in these squares was not movement but arrest, not dispersal but permanent occupation.
  • There is no doubt that the Greeks, Egyptians, Americans, Spaniards, Tunisians, and Turks first occupied the public spaces of their urban centers to voice political opposition. They came, as Stathis Gourgouris has pointed out, to “withdraw their consent” from the forces governing their lives. As the days passed, however, people had to figure out how to live and act together inside a square in order to sustain a revolt outside of it. In these sometimes very quotidian decisions, they came to define themselves by how they occupied and existed together.
  • The 800+ plus murders committed by the Egyptian security forces unfortunately paled in comparison to the atrocities later carried out in Libya and Syria, respectively, by Muammar Gaddafi and Bashar al-Assad. Overt police brutality, by contrast, is usually the last resort of well-functioning liberal democratic regimes. It appears when the movies, the football rivalries, and the soul-deadening holiday music no longer suffice. Its entrance into the mainstream spotlight, in the United States, in Turkey, Greece, and Spain, is an indication that the urban occupations pose a fundamental challenge to representative democratic states and the clearest signal that its “soft” ideological apparatus is malfunctioning.
  • Yet, within two months of the birth of OWS and over 1.000 sister occupations throughout the US, the federal government coordinated a collective assault on these democratic spaces. The FBI and the Bureau of Homeland Security, in conjunction with the mayors and police departments of over 18 cities, forcibly evicted every major occupation throughout the US.
  • That the monitoring and entrapment of non-violent dissidents has been funded and conducted under the banner of counter-terrorism task forces is an even greater cause for alarm. These signs of an emergent police state within liberal democratic regimes (or more aptly: its passage from shadowed ghettos to front-page visibility) are the strongest testament to the novelty and latent strength of the 2011 uprisings.
  • Yet there is also no denying that almost all of these uprisings have ended in failure. The urban occupations have been dismantled and the aims of the occupiers have either been largely ignored (representative democracies), brutally suppressed (Libya, Syria), or their victories shown to be premature (Egypt).
  • Contacts between the global occupations, formed during the height of the uprisings, have persisted after their evictions. The common form of these occupations has allowed participants not only the opportunity to escape their individual isolation by talking and acting collectively, but more importantly, to draw connections across national grammars of discontent.
