Declining to participate in the Fox News debate -- which Sanders had agreed to -- is another clear sign that Clinton and her top aides are fully focused on the general election against Donald Trump, the presumptive Republican nominee.

On a campaign swing through Puerto Rico Tuesday, the former president was asked by a reporter whether he had any response to Trump's latest attack on Twitter -- alluding to his past infidelities and charging that he was the "worst abuser" of women in U.S. political history. "No.

"Our country has enough difficulty right now without letting the Syrians pour in," Trump said on The Green Line. Trump also suggested ISIS is paying for refugees' cell phone plans. "They all have cell phones so they don't have money, they don't have anything, they have cell phones," Trump said.

At issue is the "cost sharing" provision in the law that requires insurance companies offering health plans through the law to reduce out-of-pocket costs for policy holders who qualify. The government offsets the added costs to insurance companies by reimbursing them. But lawyers for the House argued that Congress did not properly approve the money for those reimbursements.

Sanders, the first Jewish politician to ever win a presidential primary, is the only remaining 2016 contender who will not speak at the American Israel Public Affairs Committee, a major gathering for politicians and Jewish leaders every year.
