Unlike the Indian group Mittal's hostile bid for Arcelor, where the government would be clearly within its rights to do everything in its power to avert a foreign victory.   Such a black and white view of things has little to do with reality. Whatever the form taken by Mittal's takeover bid, Arcelor should receive no outside help. It must rely on the strength of its project and its own creativity to demonstrate to its shareholders the lack of transparency of Mittal's plan. Other, artificial, solutions, such as state protectionism, are likely to reproduce the kind of situation that so embarrassed the Italian government a year ago. It is vain to dwell on the fact that Arcelor failed to take adequate measures to avoid becoming easy prey for an audacious predator. With a fragmented shareholder base and no discernable long-term plan, the European steel company marched off to war in the world steel market with a flower rather than a bayonet protruding from its rifle. The EU bears an even greater responsibility than Arcelor in this matter.
