  • Martial law was similar in many ways to the occupation we know today. During this period, the military government was empowered to deport people from their towns or villages, summon any person to a police station at any time or put under house arrest, use administrative detention or incarceration without charge, confiscate property, impose total or partial curfew, forbid or restrict movement and so on.This, keep in mind, was not happening in Hebron or Nablus or Ramallah, this was taking place in what many today romanticise as the golden age of "democratic" Israel - inside the green line.

Let Them Eat Heritage - 0 views

  • The UN has estimated that, in Mosul’s old city alone, nearly 6,000 houses were damaged or destroyed in the battle to retake the city. NPR reported in August — a year after Mosul had been retaken from ISIS — that the Iraqi government claimed it had no money for reconstruction, and that it was relying on private donations, of which it had received enough to rebuild 250 houses. In other words, some 95% of the residents of Mosul’s old city are on their own in rebuilding their homes and their lives. Basic infrastructure is badly lacking. Perhaps 40% of the old city still has no water, and electricity is unreliable. And the social structure of the entire city has changed so drastically that it is essentially unrecognizable to its own residents.

  • At their best, these heritage reconstruction efforts offer not just symbolic progress but jobs to local residents. The UAE projects that the reconstruction of the al-Nuri mosque will employ 1,000 Iraqi graduates. The World Monuments Fund is training Syrian refugees in Jordan to assist in heritage reconstruction efforts when they return home. But even then, these projects suggest a skewed set of priorities.
  • Who is this reconstruction for, and for what purpose?
  • Reconstruction efforts in Iraq and Syria have been a top-down process, as several architectural experts have warned. Their agendas are set not by the needs of communities so much as the interests of national governments. And it is in the interests of those governments — not only the Iraqi and Syrian governments themselves, but also Russia, the UAE, and others — to promote the restoration of cultural heritage. Heritage tourism is very lucrative. Heritage also allows governments to burnish their image and questionable legitimacy, to consolidate their power after civil wars, and to project a false sense of normalcy. And funding heritage allows other countries to pose as the saviors of civilization. There is much less symbolic value, or money, in practical things.

French report grapples with nuclear fallout from Algerian War - Bulletin of the Atomic ... - 2 views

  • In January, the French historian Benjamin Stora filed a report commissioned by the French President Emmanuel Macron aimed at “reconciliation of memories between France and Algeria,” which France ruled as the jewel of its colonial empire for more than 130 years. The Stora Report addressed several scars from the Algerian War for Independence (1954–62), a bloody struggle for decolonization that met savage repression by French troops. One of these controversies stems from French use of the Algerian Sahara for nuclear weapons development.

Macron's Algeria Report Isn't Progress, It's a Whitewash. - Foreign Policy - 0 views

  • President Emmanuel Macron’s administration has just released a new report on the memory of colonization and the Algerian War, firmly placing the presidential seal of approval on a woefully one-sided document.
  • The report is already hugely controversial because of what it has failed to recommend: an apology. Despite losing the jewel in their empire following more than a century of lethal subjugation, including nonstop crimes against humanity, the French apparently do not think they were barbaric enough to show any contrition.
  • Introducing the new 146-page document, a spokesman for Macron was adamant that there would be “no repentance, nor apologies.” The express political purpose of this statement was ostensibly to prevent history being used to open up further division. But in reality, it allows France to evade responsibility.

  • The profile of the Macron-appointed author of the report gives a clue as to why it is so one-sided. Historian Benjamin Stora is an academic based in Paris, not Algiers. Moreover, he comes from a family that fled Algeria along with hundreds of thousands of European colonists in 1962. Like almost all the one million settlers of European origin, who were known as pieds–noirs (Black Feet), Stora’s family was ultimately displaced by members of the indigenous Arab Muslim and Berber communities who continue to inhabit Algeria to this day.
  • This caricature goes back to the early days of colonization, when Arab Muslims were considered morally inferior to Christians.
  • in the introduction to his supposedly historical inquiry, Stora focuses not on colonial-era savagery, but on the brutal recent attacks carried out in France by Islamist terrorists. The Psychology of the Intractable Israel-Palestine Conflict - New Lines Magazine - 0 views

Many researchers have been pointing out for years that societies are becoming more polarized, meaning that more people are reaching a point of complete identification with a single group, leading to demonization and, in extreme cases, dehumanization of those outside their group, and a corresponding inability to communicate with those outside of their community. Polarization essentially describes a situation where a middle ground, vital for dialogue, has been lost.
  • Emotions drive behavior, and extreme psychological states drive extreme behavior, including violence. The question becomes what to do with these insights, when violent responses to violence produce ever stronger emotional states stemming from fear and rage. The long history of this particular conflict ensures that there are now generations of traumatic memories to reinforce large-group identities based on shared feelings of vulnerability and victimization, creating an intractable cycle.

A forgotten chapter in the history of Egypt and Jews | Egypt Independent - 0 views

  • It is a tale of history that is a decline. A fraying of social fabric, as mistrust enters into the interactions between neighbors. From a way of living where to be Jewish was inconsequential to social relations, to the way that being Jewish became an accusation.
  • The story of Jews in the Middle East does not fold smoothly into a Jewish narrative of oppression, and many Egyptian Jews can trace their families’ arrival in Egypt to an escape from persecution, whether from pogroms or the Spanish Inquisition. The history of the Jews in Europe has been told such that it becomes the history of all Jews, and it is a deeply politicized narrative, its folds influenced by Zionism, such that the history of the Jews without a homeland is simply one of persecution, and that Israel offers a solution to that perennial condition. The Jews of Egypt tell a different story. So different was this story that, even for those who did not oppose Israel for political reasons, it simply did not resonate or speak to them. As a French journalist, the daughter of an Egyptian Jew, says: “It did not occur to the family to go to Israel. That was a place for oppressed Jews, so it wasn’t for us.”
  • “Laila Mourad,” a man says near the start of the film, “she was great.” But on hearing that she was Jewish, he takes his praise back. There is only one comment of this sort in the film; it is not an exploration of contemporary Egyptian perceptions of Jews. So-called blood antiquities function as cash-cows, fetching high prices from unscrupulous collectors and netting a handsome cut for ISIS. As devastating as this news is, Syria and Iraq are simply additional chapters in the long-running story wherein conflict is characterised by a two-fold assault on humanity: human bodies themselves as well as the objects and sites that people create and infuse with cultural meaning.

This was the conclusion of lawyer and human rights advocate Raphael Lemkin, the Polish-born jurist who coined the term “genocide” and fought successfully for its recognition by international legal bodies as a crime. In Axis Rule in Occupied Europe (1944), he argued: By ‘genocide’ we mean the destruction of a nation or of an ethnic group…[It signifies] a coordinated plan of different actions aiming at the destruction of essential foundations of the life of national groups, with the aim of annihilating the groups themselves. (Lemkin 1944: 80) Among the “essential foundations” of the life of human societies, Lemkin argued, were cultural sites, objects, and practices. The Holocaust galvanised his human rights work, but it was the tragic case of Turkish Armenians during the beginning decades of the twentieth century that served as the basis for Lemkin’s theory of genocide.

  • In their ambition at least, the Arab revolts and revolutions were about a positive sort of legitimacy: democracy, freedom, social justice and individual rights. They remain an unfulfilled promise, but no one in Egypt, Tunisia or Libya is really afraid to speak anymore. The cacophony that has ensued is the most liberating feature of rejuvenated societies. It already echoes in parts of Syria. When I was in Hama this summer, a city still scarred by memory and for a brief moment freed from security forces, youths embraced their new space by protesting every couple of hours in streets made kinetic by the allure of self-determination. They demonstrated simply because they could. In Homs, a city whose uprising could prove Syria’s demise or salvation, youths drawn from an eclectic array of leftists, liberals, nationalists, Islamists and the simply pissed-off articulated the essence of courage: They had come too far to go back.

  • A Tunisian Islamist named Said Ferjani told me a few weeks ago that such safeguards and guarantees would require what he called “a charismatic state.” It was the antithesis of all those sempiternal leaders, presiding over imperiums with hollow slogans and manipulating society’s components with cynicism portrayed as principle. A charismatic state could mend itself, reform, adapt and heal when it failed in its fundamental task, delivering the rights and duties of citizenship. And only in citizenship, he told me, could diversity be preserved and protected. Citizenship, he seemed to suggest, would permit us to become greater than our parts. It would allow us to imagine.
