What is idle land?

In recent years, countries from Saudi Arabia to European countries have been buying up large amounts of "idle" or "reserve" land in order to produce food crops, biofuels or to get subsidies for carbon sequestration. How is idle land defined, and how is it similar to colonial "empty" lands?
