Experts with the University of Washington's Institute for Health Metrics and Evaluation said over the weekend that while the B.1.1.7 strain likely accounts for less than 20% of current infections in the US, that number will likely soar to 80% by late April.

"Managing the epidemic in the next four months depends critically on scaling up vaccination, trying to increase the fraction of adults willing to be vaccinated above three-quarters, and strongly encouraging continued mask use and avoiding situations where transmission is likely, such as indoor dining, going to bars, or indoor gatherings with individuals outside the household," the team wrote.

"With new, more contagious variants of the virus circulating throughout the U.S., now is not the time to let your guard down and scale back on the measures that we know will work to prevent further illness and deaths -- wearing masks, practicing physical distancing, and washing hands," a joint statement said.

"I do think we're looking at some new normals. I think the handshake, for example, is probably going away," she said."I do think masks in the cough/cold/flu season in the winter months would make a lot of sense. "It's estimated that about 70% of Americans must be vaccinated before we get to herd immunity through vaccination," CNN medical analyst Dr. Leana Wen said. "That's the point where enough people have the immune protection that the virus won't spread anymore."

"The evidence was pretty compelling by last March or April that uniform wearing of masks would reduce transmission of this disease," National Institutes of Health Director Dr. Francis Collins told Axios on HBO on Sunday.

"A mask is nothing more than a life-saving medical device, and yet it got categorized in all sorts of other ways that were not factual, not scientific and frankly, dangerous," he added. "And I think you can make a case that tens of thousands of people died as a result."

The four were verified on 30 December by the US-based International Union of Pure and Applied Chemistry, the global organisation that governs chemical nomenclature, terminology and measurement.

IUPAC announced that a Russian-American team of scientists at the Joint Institute for Nuclear Research in Dubna and Lawrence Livermore National Laboratory in California had produced sufficient evidence to claim the discovery of elements 115, 117 and 118.

The body awarded credit for the discovery of element 113, which had also been claimed by the Russians and Americans, to a team of scientists from the Riken institute in Japan.

Kosuke Morita, who was leading the research at Riken, said his team now planned to “look to the unchartered territory of element 119 and beyond.” Ryoji Noyori, former Riken president and Nobel laureate in chemistry said: “To scientists, this is of greater value than an Olympic gold medal”.

The elements, which currently bear placeholder names, will be officially named by the teams that discovered them in the coming months. Element 113 will be the first element to be named in Asia.

“IUPAC has now initiated the process of formalising names and symbols for these elements temporarily named as ununtrium, (Uut or element 113), ununpentium (Uup, element 115), ununseptium (Uus, element 117), and ununoctium (Uuo, element 118).”

New elements can be named after a mythological concept, a mineral, a place or country, a property or a scientist.

The four new elements, all of which are synthetic, were discovered by slamming lighter ­nuclei into each other and tracking the following decay of the radioactive superheavy elements.

Like other superheavy elements that populate the end of the periodic table, they only exist for fractions of a second before decaying into other elements.

Mr. Arnade sees the divide as between the front-row kids at school waving their hands to be called on, and the back-row kids, quiet and less advantaged. The case of Lockhart — whose brigade had a dozen other men charged with murder or attempted murder after coming home from Iraq — is highlighted in a new report by the Death Penalty Information Center, a group that opposes capital punishment.

"At a time in which the death penalty is being imposed less and less, it is disturbing that so many veterans who were mentally and emotionally scarred while serving their country are now facing execution," said Robert Dunham, the center's executive director.

About 300 veterans are on death row nationwide, about 10 percent of all those condemned to die, the group estimates.

It's unclear how many have been diagnosed with PTSD or have symptoms, but Dunham says that in too many cases, a veteran's mental scars are not examined closely enough by defense lawyers, prosecutors, judges, juries and governors who can commute death sentences.

The 7-1 decision comes as a welcome relief to critics who say racial discrimination in jury selection persists across the country some 30 years after the Supreme Court ruled potential jurors cannot be struck because of race.

Monday's ruling can provide "new life to these so-called Batson claims in the lower courts and the issue of racial bias in jury selection," said Steve Vladeck, CNN contributor and law professor at American University Washington College of Law, referring to the 1986 case Batson v. Kentucky.

"This discrimination became apparent only because we obtained the prosecution's notes which revealed their intent to discriminate. Usually that does not happen," said Foster's lead lawyer, Stephen Bright, from the Southern Center of Human Rights. "The practice of discriminating in striking juries continues in courtrooms across the country. Usually courts ignore patterns of race discrimination and accept false reasons for the strikes."

Nearly 20 years after the conviction, through an open records request, Foster's lawyers obtained the notes the prosecution team took while it was engaged in the process of picking a jury.

"The prosecutors in this case came to court on the morning of jury selection determined to strike all the black prospective jurors," Bright said. "Blacks were taken out of the picture here, they were taken and dealt with separately."

One set of documents from the prosecution files shows that potential jurors who were black had a "B" written by their name and their names highlighted with a green pen. On some juror questionnaire sheets, the juror's race "black," "color" or "negro" was circled. One juror, Eddie Hood, was labeled "B #1. Others were labeled B#2, and B#3.

The Supreme Court's 1986 case held that once a defendant has produced enough evidence to raise an inference that the state impermissibly excluded a juror based on race, the state must come forward with a race-neutral explanation for the exclusion.

Kosovo, supported by much of the West, declared independence from Serbia in 2008. But, Serbia and its Slavic Orthodox ally, Russia, do not recognize the split.

"Yesterday, we were on the verge of clashes," Nikolic said after a meeting of the country's top security body following the train's overnight return to Belgrade. He accused the Kosovo Albanians of "wanting war."

"We are a country which has to protect its people and its territory," Nikolic said, in the strongest rhetoric since the NATO-led troops took control of Kosovo's borders in 1999.

Tensions between Serbia and Kosovo have soared following the recent detention in France of Ramush Haradinaj, a former Kosovo prime minister, on an arrest warrant from Serbia.

Kosovo has called the warrant illegitimate and urged France to ignore it, while Serbia is urging Haradinaj's quick extradition to face war crimes charges.

In its final months, the administration executed 13 inmates, more than a fifth of the prisoners that the Bureau of Prisons considered to be on death row. The inauguration of Mr. Biden — who promised during the campaign to work to end federal capital punishment — almost certainly marked the end of that string of executions.

In 2000, the state executed a man who was 17 when he murdered his girlfriend’s parents. About five years later, the Supreme Court ruled that the execution of those who were minors at the time of their crimes was unconstitutional. Additionally, a case out of Virginia prompted the Supreme Court in 2002 to abolish the death penalty for those with intellectual disabilities.

The bill, which the Virginia House and Senate passed last month, stipulates that the sentences of the remaining death row inmates be converted to life in prison without eligibility for parole. The inmates will also not qualify for good conduct allowance, sentence credits or conditional release. Where there were once dozens of prisoners on the state’s death row, now there will be none.

If Virginia is any indication, Republican support for abolishing capital punishment at the federal level is unlikely.

“People are going to be looking at them going, ‘What in the world were those people thinking doing that?’” he said. He compared Virginia’s historical use of the death penalty to the Trump administration’s spasm of executions in its final months.

The bill’s signing comes as President Biden faces pressure from members of his own party to commute the sentences of the remaining inmates on federal death row.

On Wednesday, State Senator Scott Surovell, a Democrat, visited the execution chamber for the first time since the early 1990s, when he toured the facility as a governor’s fellow. The gurney was new, Mr. Surovell said, adding that the same wooden chair remained but that there were also at least two digital clocks on the white walls that he did not recall.

“It’s a long, bloody history, and it’s astonishing that a state like Virginia, a former Confederate state, a state that so enthusiastically embraced the death penalty, is abolishing it,” Mr. Peppers said. “I never thought I’d see this.”

As a result, the case was reversed, rendered and remanded. Howard was released from Mississippi's death row in December, and he was exonerated on Friday, the Innocence Project said.

The United States has some of the highest incarceration rates in the world. By the end of 2019, more than 1.4 million people were incarcerated in the nation, according to the US Bureau of Justice Statistics.

Black Americans are disproportionately affected, and in Mississippi more than half of the prison population is Black, according to a report by the Sentencing Project, a nonprofit criminal justice research organization.

Her death, by lethal injection, is the 11th execution since the Trump administration resumed use of federal capital punishment in July after a 17-year hiatus.

Under a pseudonym, Ms. Montgomery — who had falsely told others that she was pregnant — expressed interest in buying a dog from Bobbie Jo Stinnett, a rat terrier breeder in Skidmore, Mo. But after she arrived at Ms. Stinnett’s house, Ms. Montgomery strangled her, used a knife to cut her abdomen and extracted the fetus, then claimed the child as her own.

“I think, you know, it’s not right always to say an eye for an eye, but I think the community’s hurt enough that it would definitely help with some closure.”

According to a quarterly report from the NAACP Legal Defense and Educational Fund, just 2 percent of those inmates on death row are women. With Ms. Montgomery’s execution, there are now no women on federal death row.

But the Supreme Court cleared the way for the execution to proceed, as it has done with the previous 10 inmates executed by the Trump administration. On Tuesday, the court overturned both stays, the remaining barriers to her execution, and rejected each of Ms. Montgomery’s requests for reprieve.

“Because this administration was so afraid that the next one might choose life over death, they put the lives and health of U.S. citizens in grave danger,” she said, in part. “We should recognize Lisa Montgomery’s execution for what it was: the vicious, unlawful and unnecessary exercise of authoritarian power. We cannot let this happen again.”

If the prisoners do not succeed in their pleas for delays or clemency, their deaths could be the last federal executions for some time. President-elect Joseph R. Biden Jr., whose inauguration is set for Jan. 20, has signaled his opposition to the federal death penalty.

It's doubtful that the average American grasps those nuances, instead hearing "Russian asset," with respect to Gabbard, as "working for the Russians." There are better ways Clinton might have explained the issue: focusing on Russia as the bad actor and emphasizing its efforts to interfere with American democracy; pointing out that Russia's bolstering of the Gabbard campaign is one data point in this larger effort (it's certainly not the only one). That's the route Clinton should have taken. Instead, she turned the spotlight on a relatively inconsequential congresswoman, and opened up an opportunity for right-wing media scavengers to elevate her.

Gabbard, it should be noted, is polling so badly that she hasn't yet qualified for the November Democratic primary debate. Hillary Clinton, it shouldn't need to be said, is not running for president, and not even in a position to be puppeteering the race from behind the scenes.

Gabbard may very well launch a third-party run, quietly backed by all kinds of nefarious troublemakers. But that run will only be a threat if Gabbard has some fire behind her campaign. Right now, she's flaming out. He welcomed the outbreak of the French Revolution in July 1789, when he was a month short of his 20th birthday—not just because he was a republican, but also because by removing class barriers it opened up new prospects politically and personally. But when he found himself in revolutionary Paris five years later, 26-year-old general Napoleon faced an alarming world governed by two things he had never had much experience of: money and sex.

The lure of making money briefly eclipsed his military ambitions as he speculated on buying and selling the properties of émigré or guillotined nobles, and importing often-smuggled luxuries such as coffee, sugar and silk stockings. Although his dislike of what he called “men of business” never left him, neither did his determination never to be short of ready cash. When he came to power he always had with him a cassette of gold coins. He also saw money as the key to achieving the goals he set himself, creating new institutions and building public works.

While he was on the retreat from Moscow, a group of generals tried to seize power by announcing he had been killed in battle. The plot failed, but it revealed to Napoleon that his whole edifice of imperial glory had feet of clay. On hearing of his death, nobody reacted as they would have had he been a real monarch—by saying ‘the Emperor is dead, long live the Emperor’ and proclaiming his son’s accession to the throne.

As appalled as he was by Josephine’s promiscuity, Napoleon was entranced by her supposedly aristocratic background. He would be even more excited by that of his second wife, the Austrian archduchess Marie-Louise. As she was a great-niece of the late Marie-Antoinette, he would refer to his ‘uncle’ king Louis XVI and reveled in the fact that his father-in-law was the Emperor of Austria.

He continued to build on this image so successfully that he could turn a less-than-glorious episode in Egypt into the stuff of legend and persuade many in France that he was the predestined savior of the nation. This enabled him to seize power and begin rebuilding France from the ruins of the Revolution.

While he was destroying the might of Austria, Russia and Prussia by his spectacular victories at Ulm, Austerlitz, Jena and Friedland, he received reports from Paris that people were longing for an end to the fighting so they could get on with their lives. By then, his extraordinary luck, leading from triumph to triumph, had begun to make him believe his own propaganda, that he was the darling of destiny. Yet the aura of glory could not mask an underlying frailty.

His sexual insecurity and distrust of women only deepened his unwillingness or inability to engage with others, hampering his diplomatic relations, which he saw as showdowns in which he had to be seen to win. He could never see that a judicious concession might win him greater advantages; had he prolonged the peace of Amiens by allowing Britain to keep Malta in 1803, for example, he could have used the respite to reinforce his position, rebuild France’s economy and his navy.

He went on fighting a battle that was long lost, desperate for a resounding victory he believed might redeem what, for all the bluster, was his irredeemably low self-esteem. Ironically, it was only after he had lost his throne and was even denied the courtesy of being addressed as a monarch by his British jailers on the island of Saint Helena, that he managed to recover this and project an image of grandeur in defeat that still fascinates people today.

An icon of the Industrial Revolution broke onto the scene in the early 1700s, when Thomas Newcomen designed the prototype for the first modern steam engine. Called the “atmospheric steam engine,” Newcomen’s invention was originally applied to power the machines used to pump water out of mine shafts. 

Just as steam engines needed coal, steam power allowed miners to go deeper and extract more of this relatively cheap energy source. The demand for coal skyrocketed throughout the Industrial Revolution and beyond, as it would be needed to run not only the factories used to produce manufactured goods, but also the railroads and steamships used for transporting them.

In the early 1800s, Richard Trevithick debuted a steam-powered locomotive, and in 1830 similar locomotives started transporting freight (and passengers) between the industrial hubs of Manchester and Liverpool. By that time, steam-powered boats and ships were already in wide use, carrying goods along Britain’s rivers and canals as well as across the Atlantic.

The latter part of the Industrial Revolution also saw key advances in communication methods, as people increasingly saw the need to communicate efficiently over long distances. In 1837, British inventors William Cooke and Charles Wheatstone patented the first commercial telegraphy system, even as Samuel Morse and other inventors worked on their own versions in the United States. Cooke and Wheatstone’s system would be used for railroad signalling, as the speed of the new trains had created a need for more sophisticated means of communication.

Though many people in Britain had begun moving to the cities from rural areas before the Industrial Revolution, this process accelerated dramatically with industrialization, as the rise of large factories turned smaller towns into major cities over the span of decades. This rapid urbanization brought significant challenges, as overcrowded cities suffered from pollution, inadequate sanitation and a lack of clean drinking water.

The beginning of industrialization in the United States is usually pegged to the opening of a textile mill in Pawtucket, Rhode Island, in 1793 by the recent English immigrant Samuel Slater. Slater had worked at one of the mills opened by Richard Arkwright (inventor of the water frame) mills, and despite laws prohibiting the emigration of textile workers, he brought Arkwright’s designs across the Atlantic. He later built several other cotton mills in New England, and became known as the “Father of the American Industrial Revolution.”

By the end of the 19th century, with the so-called Second Industrial Revolution underway, the United States would also transition from a largely agrarian society to an increasingly urbanized one, with all the attendant problems. By the mid-19th century, industrialization was well-established throughout the western part of Europe and America’s northeastern region. By the early 20th century, the U.S. had become the world’s leading industrial nation.

This is also critical if we are to overcome the demographic hurdles our labor market faces as Baby Boomers retire and the influx of Millennials slows.

The ugly truth of our criminal justice system is that one in three Black men in the United States has a felony record, putting them at a severe disadvantage.

Admirable commitments by companies to be more inclusive in hiring must be coupled with an intentional process for second chance hiring. My research has shown that "disposable employee" labor, in which the employer is trying to get the cheapest effective wage possible through minimum wage jobs that are subsidized by temporary tax credits (Work Opportunity Tax Credits), will not work because they do not adequately distinguish who is ready for reemployment nor do they make the sufficient investment to support rehabilitation.

Done right, second chance hiring that offers the needed training and support repays the required investment with loyal, productive and profitable employees (the upfront costs can even effectively be offset by tax credits). Without such an approach, our labor force cannot hope to reflect the diversity of our population.

Employment is foundational to rehabilitation for the millions of Americans with records and the more than 600,000 who exit prisons each year.

Even those businesses such as schools, defense contractors and financial institutions that have regulatory constraints on who they can hire have important roles to play. They can support education, reentry and workforce development nonprofits or advocate for policies that improve employment outcomes. Last October, North Korea displayed its biggest missile yet -- an updated version of the Hwasong-15

Japan, America's most important ally in the Pacific and home to numerous US military bases housing tens of thousands of US personnel, was alarmed.

North Korea has previously demonstrated it has missiles that can reach Japan. In 2017, it tested two ballistic missiles that flew over the country before landing in the Pacific Ocean.

Later that year, Pyongyang tested an intercontinental ballistic missile (ICBM), the Hwasong-15, that soared skyward before splashing into waters off the coast of Japan. If it had flown on a standard trajectory, David Wright, an expert with the Union of Concerned Scientists, said it could have traveled 13,000 kilometers (8,100 miles).

The atomic bomb detonated over Hiroshima, Japan, by the US in 1945 killed 70,000 people with its initial blast, and left tens of thousands of others to die slowly from burns or radiation-related illnesses.

The CFR report notes, however, that as the massive missile displayed at the parade had not yet been tested, its real capabilities remain unknown.

The South Korean Defense Ministry puts Pyongyang's army at 1.28 million people compared to Seoul's 550,000.

North Korea has successfully tested nuclear bombs on six occasions, in 2006, 2009, 2013, twice in 2016 and in 2017, according to the CFR report.

"With each test, North Korea's nuclear explosions have grown in power,"

Ballistic missiles are powered only through the initial stages of their flight, reaching a zenith at some point and then falling from gravity onto their targets.

"We're going to have to learn to live with North Korea's ability to target the United States with nuclear weapons," Jeffrey Lewis, a researcher at the Middlebury Institute of Strategic Studies, said in the CFR report.

A 2020 white paper from South Korea's Defense Ministry said Pyongyang has 13 missile brigades. At October's military parade, nine missiles were unveiled, including the massive ICBM and a submarine-launch ballistic missile, according to the document.
