Introduction Globalization has brought China ever close to the rest of the world not only through its trade and transport networks, but also many transport-related issues that seem to be in common among other countries, while simultaneously with special causes deep-rooted from its unique pathway of development especially in the past several decades. The major fundamental difference of China's development from other countries lies in its economy in general, while the transport sector, in particular, lies in the role of the government. Indeed, since the global financial crisis in 2008, advanced economies, such as the US and several EU countries, have intensified on how to redefine and strengthen the role of the state within respective economies. On the contrary, the Chinese situation is exactly the other way round: the debate is about how to reduce interferences from the very strong hands of the government towards a real regulated market. In this respect, the transport sector typifies this ongoing marketization process. On one extreme, the mode of highway transportation is fully marketized: private investors may construct toll expressways in almost any provinces, either as joint ventures partnering with state-owned firms or just as fully private developers. On the other side of the continuum, after more than three decades of 'reforms', railway infrastructures, as well as their operation, are still fully and tightly controlled by the Ministry of Railways (MOR) through its subsidiary's monopoly. In this paper, we explore the relationship between the financing structure and the hierarchal evolution of railway network development, using the case of China. Although privatization and corporatization in transport provision have been trends in some parts of the world, the national government is still the main body responsible for railway development in many countries. Among these countries, China and India are the only two that include the Ministry of Railways (MOR). In India, the entire country's railways are clearly defined as public services provided and managed by the MOR. In China, railways have been corporatized; yet, the MOR and the National Railway Corporation are still widely regarded as a single body that has monopolistic power over almost all railway systems at the national and regional levels in both infrastructure development and operation. We argue that when multi-level railway networks are evolved from a single-level (national) network due to market growth in countries such as China, where different levels of government are responsible for infrastructure planning and development, the state's monopolistic control of operation and its corresponding financing structure may not fit the operation of new multi-level networks. However, the suitable institutional set-up for the new networks may be delayed or never established for many reasons, some of which, as demonstrated in this paper, are place-specific and path-dependent. Public involvement requirements for infrastructure planning in China - 0 views

China's transportation planning is examined to understand the infrastructure planning framework stipulated in the laws and regulations on city planning. The city planning ordinances of 27 provincial capitals and 4 municipalities directly under the Central Government are investigated and their requirements for PI are classified. Factors affecting PI requirements are considered including: geographic location, population and level of economic development among others. The authors discuss the effect of the social environment, geography, economic development level and legal requirements on PI implementation. Legislative and regulatory improvements concerning planning procedures and PI are suggested, with the advanced cities to be used as models. Circular migration, or permanent stay? Evidence from China's rural-urban migration - 0 views

This paper will fill this gap and deal with the permanent migration choice made by rural migrants with the China General Social Survey (CGSS) data. Our results show that compared with their circular counterparts, permanent migrants tend to stay within the home provinces and are more likely to have stable jobs and earn high incomes and thus are more adapted to urban lives. We also find that more educated and more experienced migrants tend to be permanent urban residents, while the relationship of age and the probability of permanent migration is inverse U-shaped. Due to the restrictions of the current hukou system and the lack of rural land rental market, those people with more children and more land at home are more likely to migrate circularly rather than permanently. Research Highlights ► It's the first to examine the permanent migration choice by China's rural migrants. ► We employ a unique nationally representative dataset. ► Our findings are robust to different definitions of "permanent migrant". ► Our findings provide a new insight and have important policy implications.

According to recently published research by Urban China Initiative, Beijing and Shanghai were absent from a ranking of the top 10 Chinese cities gauged by their environmental sustainability. [Photo/China Daily] UCI, a think tank launched by Tsinghua University, McKinsey & Co and Columbia University, gauged the sustainability of 112 major Chinese cities using 17 indicators in four categories - society, economy, environment and resources. Beijing ranked first in sustainability thanks to its heavy investment in social welfare - including social security, education and healthcare - and its economic achievements. The top 10 cities in overall score - including Xiamen, Fujian province, Haikou, the capital of Hainan province, Dalian in Liaoning province, and Shanghai - are all medium and large-sized cities. However, small and medium-sized cities are taking the lead in environmental sustainability. Both Beijing and Shanghai were absent from the top 10 in this category. According to the research, Haikou has the best air quality, while Hefei, capital of Anhui province, took the lead in waste treatment facilities. And Xining, the capital of Qinghai province, boasts the best built environment - man-made surroundings that serve as the setting for human activity. The less healthy urban population: income-related health inequality in China - 0 views

    Wei Yang, Panos Kanavos Abstract Background Health inequality has been recognized as a problem all over the world. In China, the poor usually have less access to healthcare than the better-off, despite having higher levels of need. Since the proportion of the Chinese population living in urban areas increased tremendously with the urbanization movements, attention has been paid to the association between urban/rural residence and population health. It is important to understand the variation in health across income groups, and in particular to take into account the effects of urban/rural residence on the degree of income-related health inequalities. Methods This paper empirically assesses the magnitude of rural/urban disparities in income-related adult health status, i.e., self-assessed health (SAH) and physical activity limitation, using Concentration Indices. It then uses decomposition methods to unravel the causes of inequalities and their variations across urban and rural populations. Data from the China Health and Nutrition Survey (CHNS) 2006 are used. Results The study finds that the poor are less likely to report their health status as "excellent or good" and are more likely to have physical activity limitation. Such inequality is more pronounced for the urban population than for the rural population. Results from the decomposition analysis suggest that, for the urban population, 76.47 per cent to 79.07 per cent of inequalities are driven by non-demographic/socioeconomic-related factors, among which income, job status and educational level are the most important factors. For the rural population, 48.19 per cent to 77.78 per cent of inequalities are driven by non-demographic factors. Income and educational attainment appear to have a prominent influence on inequality.

UCI Casts Light on China's New Urban Era at 2012 Annual Forum - 0 views

    4/09/2012 The Urban China Initiative (UCI) had its biggest event of the year on September 7th in Tsinghua Science Park - the 2012 Annual Forum, inspiring enlightening discussions among participants from public, private and academic sectors to develop policy thinking that will help address China's urbanization challenges. Themed "China's New Urban Era" as China's urban population surpassed that of rural areas for the first time in 2011, the event brought together about 50 urban leaders and more than 400 professionals from the urban field. The Forum consists of keynote speech, three plenary panels and three breakout panels. Keynote speakers include: Yang Weimin, Vice Minister of office of Central Leading Group on Finance and Economic Affairs; Gu Shengzu, Deputy Director of Internal and Judicial Affairs Committee at National People's Congress and Vice Chairman of the Central Committee of the China National Democratic Construction Association; Li Xiaojiang, President of China Academy of Urban Planning and Design; Li Dongming, General Manager, Urban Fund of China Development Bank Capital. The plenaries showcased three UCI flagship projects: urban citizenship of Chinese migrants; research on mega regions and the China urban indicators system. The three breakouts showcased UCI's five latest grant projects.     The aim of this paper is to understand the sustainability of urban spatial transformation in the process of rapid urbanization, and calls for future research on the demographic and economic dimensions of climate change. Shanghai towards its transformation to a metropolis has experienced vast socioeconomic and ecological change and calls for future research on the impacts of demographic and economic dimensions on climate change. We look at the major questions (1) to explore economic and demographic growth, land use and land-cover changes in the context of rapid economic and city growth, and (2) to analyze how the demography and economic growth have been associated with the local air temperature and vegetation.

Initially only coastal regions participated in global supply chains, but in recent years comparative cost advantages have led to an increased participation of inland destinations in China's economic development. The growth of some inland regions has urged logistics players to revise and reconfigure their extensive logistics networks. This has been particularly the case in the Yangtze region. Upstream cities such as Chongqing are emerging as potential important production centres for the international markets. This paper discusses the challenges for container barge services on the Yangtze River to Chongqing. It is argued that a further strengthening of the global market position of Chongqing and other upstream locations demands further improvements in transport-related and logistical cost control and reliability. The performance of container river services on the Yangtze River is crucial for upstream economic regions to take part in world trade. The paper analyzes the costs aspects linked to transporting goods to the world markets and makes a comparison to gateway region Shanghai.
