Challenges of creating cities in China: Lessons from a short-lived county-to-city upgra... - 0 views

    Abstract It has been widely observed that China is under-urbanized. The central government has tried to use various policies to promote urbanization. In this paper, we evaluate one of these policies - count-to-city upgrading. Under China's hierarchical governance structure, a city status can only be determined and awarded by the central government. In the 1980s and 1990s, China adopted a formula-based county-to-city upgrading policy. Based on a large panel dataset covering all counties in China, we find that the formula was not strictly enforced in the practice. Moreover, jurisdictions that were upgraded to cities prior to 1998 do not perform better than their counterparts that remained county status in terms of both economic growth and providing public services. Largely because of these problems, this policy was called off in 1997. Given the strong need for urbanization, more indigenous institutional innovations are needed to find a viable way of creating cities, which would also provide compatible incentives to local governments. Highlights ► We examine a failed county-to-city upgrading policy in China. ► The newly awarded cities had a lackluster performance because the upgrading process was irreversible. ► After the policy was called off, China has adopted more indigenous institutional innovations in creating cities.

SHIEH Ph.D. THE UNIVERSITY OF BRITISH COLUMBIA (Vancouver) March 2011 China's nationwide Shequ (Community) Construction project aims to strengthen neighbourhoodbased governance, particularly as cities wrestle with pressing social issues accompanying the country's economic reforms. This policy has produced astounding outcomes, even though it is implemented through experimentation programs and the interbureaucratic document system rather than through legislation. It has professionalized the socialist residents' committees and strengthened their capacity to carry out administrative functions and deliver social care. Thousands of service centres have been built, offering a range of cultural and social services to local residents. This research addresses how the centrally promulgated policy is being implemented locally and what its impacts are in various neighbourhoods. The lens of community building is used to explore how the grass roots organize themselves and how they are defined and governed by the state. The research thus seeks to analyze the impact of Shequ Construction, not through measuring outcomes against the intentions set out in policy documents, but through considering the wider, sometimes unforeseen, implications for other processes going on in the city. Based on fieldwork in Nanjing, the chapters explore the meaning Shequ Construction has in four areas of urban governance: 1) fiscal reform and decentralization of public services, 2) suburban village redevelopment, 3) community-based social service provisioning through the emergent nonprofit sector, and 4) role of homeowners' association under housing privatization and neighbourhood inequality.     Chen, Binkai; Lu, Ming; Zhong, Ninghua In: Global COE Hi-Stat Discussion Paper Series, February 2012 Abstract This paper provides a new explanation for China's extremely low consumption-to-GDP ratio, highlighting the constraints of the "household registration system" (Hukou) on China's household consumption. Our baseline results show that the consumption of migrants without an urban Hukou is 30.7% lower than that of urban residents. Moreover, consumption heterogeneity cannot be explained by migration effects, culture, social norms, habits or some other forms of household heterogeneity. Further studies on the composition of household consumption have shown that the gaps are largest in areas such as education and culture, durable goods and health. As both the number and income level of migrants are rising, the constraining effects of Hukou on household consumption will continue to increase.

That is based on the assumption that there will be more families with more disposable income when poor farmers from China's countryside move to cities and become middle-class industrial and office workers. But the assumption overlooks a policy from the era of Chinese leader Mao Zedong that restricts the upward mobility of its rural citizens, says a University of Washington geographer. This calls into question China's strength in the global market and its ability to overtake the United States as a global superpower, according to Kam Wing Chan, a UW professor of geography. Low-Carbon Development Patterns: Observations of Typical Chinese Cities - 0 views

    Abstract: Threatened by the huge pressure caused by climate change, low-carbon cities have become an inevitable part of urban evolution. It is essential to evaluate urban low-carbon development levels to smoothly promote the construction of low-carbon cities. This paper proposes an evaluation index system for urban low-carbon development from the points of view of economic development and social progress, energy structure and usage efficiency, living consumption, and development surroundings. A weighted sum model was also established. Selecting 12 typical Chinese cities as cases studies, an integrated evaluation was conducted based on the index system and the assessment model. The development speed and limiting factors of different cities were also analyzed. The 12 cities were ultimately classified into three groups in terms of their low-carbon development patterns by integrating all of the analysis results. Furthermore, suitable regulation and management for different patterns were suggested. This study both aids in assessing the executive effect of low-carbon city construction and helps to determine existing problems and suggest effective solutions.

Circular migration, or permanent stay? Evidence from China's rural-urban migration - 0 views

This paper will fill this gap and deal with the permanent migration choice made by rural migrants with the China General Social Survey (CGSS) data. Our results show that compared with their circular counterparts, permanent migrants tend to stay within the home provinces and are more likely to have stable jobs and earn high incomes and thus are more adapted to urban lives. We also find that more educated and more experienced migrants tend to be permanent urban residents, while the relationship of age and the probability of permanent migration is inverse U-shaped. Due to the restrictions of the current hukou system and the lack of rural land rental market, those people with more children and more land at home are more likely to migrate circularly rather than permanently. Research Highlights ► It's the first to examine the permanent migration choice by China's rural migrants. ► We employ a unique nationally representative dataset. ► Our findings are robust to different definitions of "permanent migrant". ► Our findings provide a new insight and have important policy implications.

Determinants of public acceptance of tiered electricity price reform in China: Evidence... - 0 views

    Tiered electricity price (TEP) reform is a planning policy for household electricity conservation in China. Based on TEP, several price hierarchies are provided, and additional payment will be charged if the electricity consumptions exceed the upper bound of each hierarchy. Yet, the optimal level of each price tier and the institutions for implementing TEP need further research, which are set on the basis of considering residents' affordability and willingness to pay. Therefore, this paper aims at exploring determinants of public willingness to accept TEP and finding out the acceptable range of premium. A questionnaire survey in four urban cities of China is conducted to collect data, and an ordinary regression model is adopted in our analysis to identify the drivers and barriers to general public's acceptance of TEP. The results show that middle income earners are the groups that are mostly opposed to TEP. Rather than just focusing on economic factors, public environmental awareness should be highlighted during the implementation of TEP, because cost is not a statistically significant determinant in this study. Moreover, the public acceptable rate of premium of TEP in the urban cities, according to our research results, may be below .05 RMB/kW h. Highlights

ALD has been more effective in cosmopolitan, globally accessible coastal cities than outer cities. As leading cities, like Shanghai, close the development gap, the potential for easy ALD growth falls off rapidly. Because institution building is more difficult than firm-based growth, ALD strategies may generate rapid short-term economic growth but not sustainable development. Accordingly, Chongqing municipality, with a population of 33 million, in West China, is pursuing a beyond latecomer advantage model. This is characterised by: (i) reducing poverty and rural-urban disparity through accelerated urbanisation, rural-urban integration and emphasising human resource development; (ii) upgrading the value added of Chongqing's economy through targeting of FDI and incentives to local start-ups; (iii) endogenous development, reducing risks from external shocks; (iv) Hukou reform; (v) establishing a land use conversion certificate market to rationalise land use; (vi) emphasis on morality to address crime/corruption; (vii) recognition of the importance of amenity in attracting investment and talent; and (viii) establishing a longer developmental time perspective. This paper explores this Chongqing model in detail.

Greenhouse Gas Emissions from Chinese Cities - 0 views

    Full Text available. As some of the most rapidly urbanizing places in the world, China's cities have a unique relationship with global climate change. The economies found in Chinese cities are extremely resource and energy intensive; as a result, they produce significant levels of greenhouse gas (GHG) emissions. This article provides comprehensive and detailed emissions inventories for Shanghai, Beijing, and Tianjin, which were found to be responsible for 12.8, 10.7, and 11.9 tonnes of carbon dioxide equivalent per capita (t CO2-eq/capita), respectively, in 2006. The majority of emissions were from electricity production, heating and industrial fuel use, and ground transportation. The prevalence of coal in the energy supply mix (including up to 98% in Tianjin) was a fundamental cause of high energy emissions. Non-energy emissions from industrial processes were also significant, including emissions from cement and steel production. The GHG inventories for Shanghai, Beijing, and Tianjin point to sectors requiring the most attention in terms of low-carbon growth. Compared to ten other global cities, Chinese cities are among the highest per capita emitters, alluding to the important challenge China faces of reducing emissions while improving the quality of life for urban residents. Accordingly, this article concludes with a discussion of the opportunities and issues concerning low-carbon growth in China, including the potential for renewable energy and the difficulties associated with emissions relocation and policy adoption.
