The Influence of Regional Culture and Value in Sustainable Development of Chinese Urban... - 0 views

    The influence of regional culture and values on Chinese urban residential choice has been steadily increasing, but unconsciously. Indeed, recent scholars have studied a variety of phenomena that imply a certain shift- away from classical explanations of urban residential choice and real estate patterns. This has led to the coining of some new terms and concepts, such as "Xuequ House", "Mortgage Slave", "Woju" and "Ant Tribe". This tendency towards the study of culture and values is directly related to the Theory of Scenes from the Chicago School of Sociology. In this paper, we apply the Theory of Scenes to Chinese urban residential choice research. First, we review the relevant theories and Chinese urban history, especially the changes after 1949, and present three hypotheses. Then, based on the Scenes theory, we construct a cultural framework to study 375 countries of 35 first-tier cities of China. Aiming at Chinese urban inhabitants from twelve different age groups, we use the Stepwise Regress model to do the statistical analysis. In doing so, we prove our assumptions regarding the importance of regional culture and value. Based on these conclusions, we proceed to give some relevant policy suggestions to the Ministry of Housing and Urban-Rural Development of the People's Republic of China and the local Municipal Bureau of Planning and Land Resources.

SHIEH Ph.D. THE UNIVERSITY OF BRITISH COLUMBIA (Vancouver) March 2011 China's nationwide Shequ (Community) Construction project aims to strengthen neighbourhoodbased governance, particularly as cities wrestle with pressing social issues accompanying the country's economic reforms. This policy has produced astounding outcomes, even though it is implemented through experimentation programs and the interbureaucratic document system rather than through legislation. It has professionalized the socialist residents' committees and strengthened their capacity to carry out administrative functions and deliver social care. Thousands of service centres have been built, offering a range of cultural and social services to local residents. This research addresses how the centrally promulgated policy is being implemented locally and what its impacts are in various neighbourhoods. The lens of community building is used to explore how the grass roots organize themselves and how they are defined and governed by the state. The research thus seeks to analyze the impact of Shequ Construction, not through measuring outcomes against the intentions set out in policy documents, but through considering the wider, sometimes unforeseen, implications for other processes going on in the city. Based on fieldwork in Nanjing, the chapters explore the meaning Shequ Construction has in four areas of urban governance: 1) fiscal reform and decentralization of public services, 2) suburban village redevelopment, 3) community-based social service provisioning through the emergent nonprofit sector, and 4) role of homeowners' association under housing privatization and neighbourhood inequality. Determinants of public acceptance of tiered electricity price reform in China: Evidence... - 0 views

    Tiered electricity price (TEP) reform is a planning policy for household electricity conservation in China. Based on TEP, several price hierarchies are provided, and additional payment will be charged if the electricity consumptions exceed the upper bound of each hierarchy. Yet, the optimal level of each price tier and the institutions for implementing TEP need further research, which are set on the basis of considering residents' affordability and willingness to pay. Therefore, this paper aims at exploring determinants of public willingness to accept TEP and finding out the acceptable range of premium. A questionnaire survey in four urban cities of China is conducted to collect data, and an ordinary regression model is adopted in our analysis to identify the drivers and barriers to general public's acceptance of TEP. The results show that middle income earners are the groups that are mostly opposed to TEP. Rather than just focusing on economic factors, public environmental awareness should be highlighted during the implementation of TEP, because cost is not a statistically significant determinant in this study. Moreover, the public acceptable rate of premium of TEP in the urban cities, according to our research results, may be below .05 RMB/kW h. Highlights

    JOHANNESBURG, July 3 (Xinhua) -- A high-powered delegation from South Africa's richest province Gauteng is on way to China to seek more investment in infrastructure projects, it was announced on Tuesday [3 July]. The delegation, led by Gauteng Premier Nomvula Mokonyane, is expected to sign a memorandum of understanding (MoU) with the Chongqing Municipality, according to Khulu Radebe, Gauteng head of the Department of Economic Development. The MoU was intended to boost Gauteng's economic infrastructure, green economy and skills transfer, amongst other things, Radebe said. Through the visit, Gauteng was hoping to learn from China as South Africa plans to roll-out massive infrastructure projects in line with the priorities of the national government, he said. "As a developing economy, the Gauteng province is hoping to learn a lot from Chongqing. They are leaders in the manufacturing sector." "We are also hopin! g to attract more Chinese investors to Gauteng. As soon as Mokonyane signs the MoU, residents of Gauteng can look forward to projects that will create jobs and boost Gauteng's growth to maintain the province's status as an economic hub of South Africa," he said. Tshwane Mayor Kgosientso Ramokgopa, who is also part of the delegation, said partnership with China was significant in many fields. "Our people's lives will improve because after this partnership is sealed, we will see a massive roll-out of infrastructure projects. Already in Tshwane, we have a number of flagship projects in the pipeline including the construction of the Tshwane International Conference Center and Rainbow Junction, amongst others," said Ramokgopa. Chan As criticism of land grabs and forced demolitions continues, the Wall Street Journal reports that despite signs of a rebound in the property market, Chinese developers are skittish at land auctions: A number of cities, including Shenyang, Dalian, Zhuhai and Tianjin, have seen disappointing land auctions, with many real-estate developers reluctant to add to their land holdings. That is bad news for local governments, which depend on land sales for a large slice of their revenue. Data from the Ministry of Finance show that revenue nationwide from land transfers dropped 27.1% to 1.35 trillion yuan ($212.1 billion) in the first seven months of the year compared with a year earlier. Government officials in Shenyang, Dalian and Tianjin all declined to discuss the data. An official in Zhuhai conceded that there has been a problem selling land even at reduced prices, adding that this has squeezed government resources. "It's difficult to sell land now," the official said. "The government had to scrap plans for auctions, and has had to sit tight and see how things work out." Some cash-rich companies like China Vanke Co., 000002.SZ -0.12% the nation's biggest listed developer by market value, have jumped into the market, either at auction or in second-hand deals.     Development zones are the important carriers of China's promoting industrialization and attracting international investment in the past 30 years and act as the primary means of city expansion. In this article, we analyse the low efficiency of land use problem existing in China's current development zones. Comparing with the general old city update phenomenon, we make a detailed illustration on the feasibility and comparative advantage of redevelopment of development zones. On this basis, combining with the investigation practice, we propose the basic redevelopment models of development zones and analyse the typical redevelopment cases of development zones in Xi'an, Shanghai, Changzhou, Hangzhou and Nanjing.
