Last week, a Palo Alto city commission voted to recommend the abandonment of the city's years-old effort to bring fiber-to-the-premises (FTTP) high-speed Internet connectivity to its residents. In a 4-3 vote on June 6, the Utilities Advisory Commission recommended to the City Council that the city stop analysis of expanding the city's existing dark-fiber network to all residents. The recommendation came on the heels of a feasibility study that did not have promising conclusions.

L'apprentissage est une activité quotidienne spontanée : apprendre à parler, à s'habiller, apprendre des chansons, des procédures, des activités de plus en plus complexes... jusqu'au jour où un besoin est identifié et que rien ni personne dans son entourage ne peut y répondre de manière satisfaisante. L'individu choisit ou on choisit pour lui une institution, une référence ou un maître dans les limites de son environnement, de sa culture ou de ses moyens. Les écoles offrent une certaine accessibilité en réponse à ces besoins et favorisent les économies d'échelle. C'est le modèle qui a prévalu jusqu'ici; seule une institution pouvait transmettre massivement de grandes quantités de savoir. La fonction de transmission démocratique du savoir a occulté ses autres fonctions.

The Economist has an interesting piece on insurance companies' increasingly sophisticated methods for sifting through data to judge risk. In addition to checking out public data on social networking sites, insurers can buy information from marketers that might surprise you: "aggregate data about individuals from records of things like prescription-drug and other retail sales, product warranties, consumer surveys, magazine subscriptions and, in some cases, credit-card spending."

This metric "inappropriateness" is a common issue but there are still many I&O organizations that don't realize that they potentially have the wrong set of metrics. So, consider the following:

The 2012 Civic Media Conference featured two full days of conversations about (what else?) the future of civic media and democracy. There is no doubt that any national infrastructure plan of the magnitude of national broadband networks as they are currently rolled out in 9 countries and which policies have been put in place in another 110 countries will have questions attached to it. Furthermore, this infrastructure is being developed for the digital economy, which, in itself, is a fast-moving world. Five years ago there were no smartphones, tablets, mobile apps or smart TVs. And nowhere in the world were there any large-scale e-education, M2M or e-health projects underway. These changes all occurred during the last five years. Making any predictions 2 or 3 years ahead, let alone 5 or 10 years, will be very risky, inaccurate and will lead to endless debates about the multitudes of possible scenarios.

Un monde où nos interactions quotidiennes avec les objets du quotidien laissent une trace de données, de la même manière que le font déjà nos activités en ligne. "Avec l'internet des objets, nous sommes toujours (et souvent sans le savoir) connectés à l'internet, ce qui apporte des avantages évidents en terme d'efficacité et de personnalisation. Pour répondre à des questions récurrentes, et suite à la lecture de l'excellent livre de Tim Wu, The Master Switch, je me permets de brosser un petit portrait historique de l'installation du monopole, ou oligopole pour être plus exact, des compagnies de télécommunications sur l'internet au Québec. Je propose également une solution au problème du monopole par l'entremise de la nationalisation du réseau de télécommunication physique et la création d'une société d'état: Réseau-Québec.
