"in higher education, we do not have a common language to discuss the value of a college credit. At an event hosted by Jobs for the Future and Higher Education Advocates,called Paving New Pathways: Today's Students, New Credentials, and the Next HEA, I noticed a recurring theme: There is a serious issue with college credit transfer policies across postsecondary education. Courses that count for credit at one institution do not "translate" to another. This issue has real consequences on student success and degree completions."

The possible financial implications of transferring depend in part on the extent of credits lost in the transfer. Using Education's transfer data, GAO estimated that students who transferred from 2004 to 2009 lost, on average, an estimated 43 percent of their credits, and credit loss varied depending on the transfer path. For example, students who transferred between public schools-the majority of transfer students-lost an estimated 37 percent of their credits. In comparison, students who took some of the less frequent transfer paths lost a relatively higher percentage of their credits. For example, students who transferred from private for-profit schools to public schools accounted for 4 percent of all transfer students but lost an estimated 94 percent of their credits

"Given these limitations, the rubrics do provide great value. Ultimately, these rubrics represent the current thinking about improving the quality of online courses. Some of the rubrics have evolved over twenty years and will continue to do so. The rubrics' strengths manifest at different levels-for individual instructors, a rubric acts as a course design guide; for institutions and systems, a rubric creates a common vocabulary, an aspirational worldview, a mechanism for consistency and accountability, and the basis for a social infrastructure that runs parallel to the technological infrastructure."

Over 60 percent of students reported that the overall quality of their learning experience in an OER course was higher in comparison to a typical, non- OER course. Though creating OER courses and degrees is time consuming, instructors in several colleges said they had made changes in instruction as a result of working with OER materials. Though few instructors made changes to their pedagogical practices specific to OER, use of these materials allowed them to align materials better with their learning goals. Instructors already using student-centered and hands-on learning strategies said that the OER materials helped what they were already doing. Several instructors also reported that students were more engaged with OER materials compared to textbooks, because they are better tailored to good pedagogy, reading materials are more relevant and interesting, and students can be more involved in the construction of the learning experience."

"The National University System, for example, is developing  a variety of initiatives aimed at bringing down the cost of a degree, including through FlexCourse?, a teaching and learning platform that offers faculty-supported, variably-paced online degree programs at an affordable price point of $8,500 annual tuition. The platform is initially being offered in conjunction with John F. Kennedy University, through JFKU Online --  both part of the National University System."
