The widely acknowledged need to improve the tech skills of teachers and other school officials, and help them understand how digital tools should be used in the classroom, should be a major area of focus among state officials and other policymakers, according to a report released today by the National Association of State Boards of Education.

"The relatively low completion rates of learners have been a central critique as MOOCs grow in popularity. This focus on completion rates, however, implies a monolithic view of disengagement that fails to acknowledge alternative forms of participation in MOOCs. Identifying subpopulations of learners based on their longitudinal engagement with the course allows MOOC designers to target interventions and develop adaptive course features. This Degree of Freedom web site will document my one-year experiment attempting to take all of the courses needed to learn the equivalent of what I'd get from a liberal arts Bachelors Degree entirely through free, online resources (with a focus on the Massive Open Online Classes, or MOOCs that have been in the news lately).

I opened my portion by emphasizing that the current IT-driven disruption is not actually about information technology but is, rather, about pedagogy. I'll take this opportunity to state my view again: the focus of this disruption should be on teaching and learning. However, I believe that there is value in having the IT organization take an active role in helping the institution to embrace this change, even going so far as to move onto "point" for change.
