IN ANOTHER SIGN of recovery from the COVID-19 pandemic, this year's Super Bowl is expected to bring increases in hotel business to host city Los Angeles, according to STR. ADR and RevPAR are projected to reach the second-highest levels for any Super Bowl weekend on record. During the weekend of the game, Feb. 11 to 13, STR forecasts that ADR will reach $445 and RevPAR will be around $396 in the L.A. market. Occupancy is expected to hit 89 percent as fans flock in for the game. "Since July, the Los Angeles hotel market has consistently achieved monthly rates near or above pre-pandemic levels," said Blake Reiter, STR's director of custom forecasts. "Occupancy has been rapidly improving toward 2019 levels as well, but it hasn't reflected the same degree of recovery. We expect there will be, at L.Ast to a certain extent, a curtailing of occupancy because of COVID. Of course, if the NFL decides to switch venues as media reports have suggested, or implement more stringent protocols, L.A. hotel performance will certainly be among the ripple effects." Los Angeles's Super Bowl hotel occupancy is projected to outperform last year's venue, Tampa, Florida, which saw 82.4 percent occupancy when the home team, the Tampa Bay Buccaneers, defeated the Kansas City Chiefs. However, it is well below the 92.8 percent Miami saw when it hosted the game in 2020, and also is lower than what L.A. saw over the comparable weekend period in 2020, 87.7 percent.

MORE THAN SEVEN in 10 Americans would be deterred from booking a hotel room in Los Angeles if hotels there are forced to house homeless people next to paying guests, according to a recent poll by American Hotel & Lodging Association. The survey was released as the city of Los Angel considers a proposed ordinance that would require hotels to house homeless individuals alongside paying guests, a change opposed by AHLA and AAHOA. Los Angeles residents will vote in March 2024 on the ballot initiative proposed by Unite Here, a labor union representing L.A.-area hotel workers. The AHLA study highlighted the significant impact such a policy would have on tourism and hotel occupancy in the city. However, if Unite Here's ballot initiative passes, Los Angeles would be the first city in American history to require hotels to house homeless people alongside paying guests.

THE CITY OF Los Angeles is not doing enough to regulate short-term rental properties, according to AAHOA and a report from local advocacy group Better Neighbors LA. Both groups say the city should do more to enforce its existing 2019 ordinance on home sharing apps such as Airbnb and Vrbo. Los Angeles' ordinance requires short-term rentals to register and sets other regulations on home sharing apps. However, the Better Neighbors report found that the city's enforcement of the ordinance has been dropping since 2022, evidenced by a 54 percent decrease in warning letters, an 85 percent decrease in fines and a 25 percent increase in non-compliant listings. "Every year we put out an annual report that gives a snapshot of how enforcement is going in the city of Los Angeles, how many short-term rentals exist, and how that's changed from the prior year. This year, we've found that non-compliance is up," Allison Kriste, a representative of Better Neighbors Los Angeles, said in an interview with the Santa Monica Mirror newspaper. "We found a high rate of non-compliance across the boards in the city of Los Angeles. In addition, we've also found that enforcement activity is down. We're identifying more non-compliant listings, as compared to last year. The city is issuing fewer warning letters, they're issuing fewer fines. They're not doing a whole lot."

A BALLOT MEASURE in Los Angeles that would have required hotels in the city to house the homeless along with paying guests has been officially withdrawn from consideration. However, the Los Angeles City Council also passed an ordinance to replace the ballot measure that some local hoteliers also protest its passage. The ballot measure, sponsored by Unite Here Local 11 hospitality workers union, would have required hotels to house homeless voucher holders with regular guests, spurring protests by AAHOA, the American Hotel & Lodging Association and others. Last week, Unite Here agreed to withdraw that ballot measure, which was going to go before voters in March. Also last week, the council approved the Responsible Hotel Ordinance to replace the ballot measure and that would allow hotels to voluntarily make vacant rooms available for interim housing for the homeless. It also would require developers of new hotel properties to obtain a conditional use permit through a public review of the proposed development's impact on the existing housing supply and to replace any housing that would be demolished or otherwise lost in the neighborhood.

Also during AAHOACON23, which set a record level of booth sales for the trade show, members elected new board members. The association also announced a new charity organization dedicated to helping victims of natural disasters, and software company Virdee took the top prize in the inaugural AAHOA Tech Pitch Competition. Change of command New Chairman Bharat Patel officially moved into the top spot on the board on the last day of the conference at the Los Angeles Convention Center. He replaced Nishant "Neal" Patel and will be followed next year by Miraj Patel, who is now vice chairman.
