NEARLY 500,000 HOTEL operations jobs lost during the pandemic will not returning to the industry before the end of the year, according to a report from the American Hotel & Lodging Association. In response, AHLA has launched the "Hotels are Hiring" ad campaign with the goal of filling more than 100,000 jobs in the industry. A surge in leisure travel has led to improved conditions for most U.S. hotels, but AHLA's economic analysis found the recovery is far from bringing the industry back to pre-pandemic levels. Urban markets in particular are lagging. Hotel occupancy is projected to drop 10 percentage points from 2019 levels, the report said, and room revenue is expected to drop $44 billion this year compared to 2019. State and local governments have lost more than $20 billion in unrealized tax revenues from hotels over the past two years. AHLA and AAHOA held the Virtual Action Summit on July 20 to 22 in which hoteliers from across the country met with members of Congress to ask for help.

IN 2020 AND 2021, U.S. hotel operators did a praiseworthy job controlling expenses to offset the significant declines in revenue. Based on data from CBRE's Trends in the Hotel Industry survey of annual operating statements from thousands of properties across the U.S., not only have we seen a reduction in the variable expenses associated with the drop in business volume (i.e., occupied rooms, restaurant covers), but also in cuts among what were previously thought to be fixed expenses. During this time period, insurance costs were out of operators' control. Per the 11th edition of the Uniform System of Accounts for the Lodging Industry (USALI), insurance expenditures are classified as a non-operating expense and reported on the summary operating statement below gross operating profits. The insurance expense line item includes property insurance for building, contents, and business income from all perils, as well as general liability and excess liability insurance. The insurance expense category does not include workers compensation insurance, which is allocated to the operated and undistributed departments. To analyze recent changes in hotel insurance costs, and the factors that influence those changes, we examined the operating statements of 3,156 U.S. hotels that reported insurance expenses for the Trends survey each year from 2015 through 2021 (estimated). The following paragraphs summarize the findings from our analysis.

THE U.S. DEPARTMENT of Justice will appeal the recent court ruling that overturned a federal mask mandate on public transportation. In response, the U.S. Travel Association said that the mandate is simply out of step with the current public health landscape. Last week, U.S. District Judge Kathryn Kimball Mizelle in Tampa ruled that the CDC had overstepped its authority in issuing the mask mandate. The Centers for Disease Control and Prevention asked the DOJ to appeal the ruling. In a statement on April 20, the CDC said that an order requiring masking in the indoor transportation corridor remains necessary for the public health. CDC will continue to monitor public health conditions to determine whether such an order remains necessary, it added.

THE FEDERAL GOVERNMENT may have expanded an immigrant visa program that can bring more workers to the U.S. to ease the labor shortage but processing those visas may still be delayed due to a pandemic-related backlog. A group of lawmakers recently wrote a letter to the Department of State urging the agency to bring that processing back to pre-COVID levels. The letter, sent by Reps. Darren Soto, a Florida Democrat, and Peter Meijer, a Michigan Republican, along with 86 other Congress members says visa processing has been slowed by procedures put in place at the beginning of the pandemic but which are no longer needed because testing and vaccines are so readily available. "[Pandemic restrictions] disrupt the reopening of American businesses. According to the U.S. Travel Association, international visitor spending in the U.S. dropped by 76 percent in 2020, leading to the loss of $141 billion and 1.1 million American jobs," the letter said. the letter said. "As international and domestic travel begin to recover, many travel businesses rely on H-2B and J1 visas to meet short-term and seasonal workforce demands that cannot otherwise be filled. With such a significant portion of U.S. visa processing sites fully or partially closed, travel businesses will not have the international visitors or the temporary workers they need to generate a speedy and robust recovery from the COVID-19 pandemic."

DAVID KONG, THE recently retired president and CEO of Best Western Hotel Group, is the inaugural recipient of the Arne Sorenson Social Impact Leadership Award. The award, sponsored by the American Hotel & Lodging Association, the American Hotel & Lodging Foundation and The BHN Group, is named after the late Arne Sorenson, the former president and CEO of Marriott International who passed away in February. Kong will be recognized during the AHLA Foundation's fundraising gala, the Night of a Thousand Stars on Jan. 23, as well as during the 21st Annual Americas Lodging Investment Summit in Los Angeles on Jan. 25, according to a press release from AHLA. The award will be presented annually to a senior-level executive in the lodging industry to recognize their leadership and community engagement. ON MONDAY, THE Department of Homeland Security and the Department of Labor authorized an additional 20,000 H-2B temporary nonagricultural worker visas for fiscal year 2022. Travel and hospitality industry associations say the authorization will help ease the ongoing labor crisis. The new visas, which permit employers to temporarily hire noncitizens to perform certain labor in the U.S., are part of the first supplemental cap the DHS and DOL have allowed for the H-2B visa program in the first half of a fiscal year, according to a press release. The visas will be set aside for U.S. employers seeking to employ additional workers on or before March 31. The supplemental H-2B visa allocation includes 13,500 visas for returning workers who received an H-2B visa, or were otherwise granted H-2B status, during one of the last three fiscal years. The remaining 6,500 visas are exempt from the returning worker requirement and are reserved for nationals of Haiti and the Northern Triangle countries of Honduras, Guatemala, and El Salvador.

KEN GREENE IS leaving his position as president and CEO of AAHOA to begin a new job with Dallas-based IBF Hospitality. AAHOA already has begun searching for his replacement. Greene will leave on Feb. 11, according to a statement. He was brought on last year in June to replace Cecil Staton, AAHOA's former president and CEO when he left the association unexpectedly. "Ken has been instrumental in carrying AAHOA through the past several months, which brought on a lot of change both at AAHOA and in our industry," said AAHOA Chair Vinay Patel. "We're grateful for the time he's spent at AAHOA and wish him nothing but continued success as he transitions to another opportunity." While at AAHOA, Greene oversaw the association's return to in-person events, including the 2021 AAHOA Convention & Trade Show at the Kay Bailey Hutchison Convention Center in Dallas in August. He also helped in write AAHOA's strategic plan and helped restaff the organization after the departure of Staton, the association's executive vice president and COO Rachel Humphrey and others.

THE LEISURE AND hospitality sector saw some job growth in December, according to the Bureau of Labor Statistics' December employment report. Not enough, however, according to the U.S. Travel Association, meaning more federal aid is needed. The sector added 53,000 jobs during the month, according to the BLS data. The overall economy added 199,000 jobs. "Leisure and hospitality has added 2.6 million jobs in 2021, but employment in the industry is down by 1.2 million, or 7.2 percent, since February 2020," the report said. "Employment in food services and drinking places rose by 43,000 in December but is down by 653,000 since February 2020." However, the report indicates that the recovery is uneven, said Tori Emerson Barnes, USTA's executive vice president of public affairs and policy, in a statement. December's performance was the second-worst since January 2021, she said. "The small gains made are not enough to propel the sector toward a larger recovery, as more than 7 percent of all L&H jobs remain lost compared to just 2 percent for the rest of the U.S. economy," Barnes said. "As the spread of the omicron variant continues to impact travel, there remains a pressing need for Congress to provide additional federal relief and stabilizing policies that will enable the return of business travel, professional meetings and events, and international inbound travel."
