As of late October, 323 schools out of 1,400 damaged ones were closed; some have since reopened. Though flood waters have receded, how well those schools are functioning and how many remain closed is still unknown, as the government continues its damage assessments in a dozen flood-hit provinces. At least 77 schools are beyond repair, while students and teachers were still pumping water out of dozens more, said the director of the education ministry's construction department on 21 November, Song Yen.

Tanker trucks trundle down the streets of the cities carrying groundwater from deep wells drilled in the countryside; families use and reuse water for washing three or four times, and children wander the streets with buckets of water collected from the publics spigots of mosques. On a drive through the mountainous countryside at anytime of day, but especially in the morning, you see dozens of women and children walking down the main roads with donkeys and cans, on their way to find water, and you must imagine the hundreds of thousands of people across the country that spend hours each day on the same search.

The majority of these improvements have been in rural areas.

But opponents of the voluntary programme say children may not be psychologically prepared to deal with a positive result or the stigma likely to follow.The tests are expected to begin at secondary schools next month during weekends and holidays. Allen Thompson, deputy president of the National Teachers' Union, said: "We suspect we may be heading for disaster. Even parents are afraid to take HIV tests, so you can imagine a 13-year-old. Some will be afraid to say no to their teachers."
