    "Global CO2 Emission Increased by 3% Posted on August 9, 2012 Global carbon dioxide emissions in the atmosphere continue to increase, reaching an all-time high of 34 billion tonnes, according to a study for the year 2011. The said results were published in the yearly "Trends in Global CO2 emissions" report, released by the Netherlands Environmental Assessment Agency and the European Commission's Joint Research Centre. Their data came from the Emission Database for Global Atmospheric Research (EDGAR). According to the report, there is a significant decrease in emission for countries belonging to the OECD (Organization for Economic Cooperation and Development. The 34 member countries account for around one third of the emissions worldwide and is equal to the combine emission share of India and China. In total, the carbon dioxide emissions globally increased by 3%, reaching a historic level of 34 billion tons. The three percent emission increase in 2011 exceeds the last decade's average yearly increase of 2.7%. However, carbon dioxide emissions from Japan and US has decreased by around 2% owing to mild winters, generally weak economic states and high oil prices, but the two nations still remain in the top emitter spots along with China, EU, India and Russia. China has registered the greatest increase in emission with 7.2 tons per capita or 9%, bringing an average Chinese carbon footprint on the level of an average European's. Meanwhile the US has reduced its emission by 2% due to high oil prices and high interest in natural gas, though it is still the highest emitter with 17.3 tonnes per capita. Japan and the European Union has also clocked a 2% and 3% decrease in their respective emissions while India's increased by 6%. A government panel Wednesday recommended solar power providers earn 42 yen (52 U.S. cents) a kilowatt-hour for the electricity they produce, three times the 13.65 yen charged to industrial and commercial users, according to the Ministry of Economy, Trade and Industry. The preferential rate, known as a feed-in tariff, for solar power was recommended for 20 years. "The start of the feed-in tariff program will be a major step forward to expand the solar power market," said Tetsuo Kuba, president of Kyocera Corp., a solar panel maker. "We will expand our businesses in the mega-solar market," Kuba said in a statement. The panel's recommendation, which must be approved by Industry Minister Yukio Edano, marks another step in scaling back atomic power following the disaster at the Fukushima Dai- Ichi Plant last year and reducing carbon emissions linked to fossil fuel use. Japan currently gets about 9% of its electricity from renewables. The government's feed-in tariffs will require power utilities to pay above-market rates for electricity generated from renewable energy sources such as solar and wind. Wind and Geothermal Wind-generated power was recommended at 23.10 yen a kilowatt hour for plants with the capacity of 20 kilowatts or more and 57.75 yen for smaller ones, both for 20 years. For geothermal, the panel suggested 27.30 yen a kilowatt hour for plants with the capacity of 15,000 kilowatts or more and 42 yen for smaller plants, both for 15 years. The feed-in tariffs will be introduced in July to spur investment in solar, wind, geothermal, biomass and hydroelectric power generation.
