Margo Schlanger has written a great article forthcoming in the Harvard National Security Journal about intelligence legalism, an ethical framework she sees underlying NSA surveillance. Margo makes the case that NSA and the executive branch haven’t been asking what the right surveillance practices should be, but rather what surveillance practices are allowed to be. She takes the concept of legalism from political theorist Judith Shklar: “the ethical attitude that holds moral conduct to be a matter of rule following, and moral relationships to consist of duties and rights determined by rules.” In the model of legalism that Margo sees the NSA following, any spying that is not legally prohibited is also right and good because ethics is synonymous with following the rules. Her critique of “intelligence legalism” is that the rules are the bare minimum, and merely following the rules doesn’t take civil liberties concerns seriously enough.

My question is whether legalism serves as a moral code for US Intelligence Community (IC) leadership, or only as a smokescreen. I believe the evidence shows that since 9/11,the IC, and specifically the NSA has not followed the rules. Rather, the agency has resorted to legalistic justifications in pursuit of other goals—namely whatever might be useful in countering terrorism. Before 9/11, the agency may have been focused on complying with FISA. But afterthat day, the NSA’s approach was that it “could circumvent federal statutes and the Constitution so long as there was some visceral connection to looking for terrorists.” In other words, since 9/11, the moral center of gravity in the surveillance world has focused on doing whatever is necessary for hunting terrorists, not following the rules. 

Curiously, one of the few prominent Westerners who has dared question the prevailing wisdom on Ukraine is former Secretary of State Henry Kissinger who said, in an interview with the German newsmagazine Der Spiegel, that the West was exaggerating the significance of the Crimean annexation given the peninsula’s long historic ties to Russia. “The annexation of the Crimea was no bid for world domination,” the 91-year-old Kissinger said. “It is not to be compared with Hitler’s invasion in Czechoslovakia” – as former Secretary of State Hillary Clinton and others have done.

Kissinger noted that Russian President Vladimir Putin had no intention of instigating a crisis in Ukraine: “Putin had [spent] tens of billions of dollars for the Olympic Winter Games … in Sochi. Russia wanted to present [itself] as a progressive nation. … It does not make sense that Putin, a week later, [launches] the Crimea attacks and a war for Ukraine begins.” Instead Kissinger argued that the West – with its strategy of pulling Ukraine into the orbit of the European Union – was responsible for the crisis by failing to understand Russian sensitivity over Ukraine and making the “fatal” mistake of quickly pushing the confrontation beyond dialogue.

But Kissinger also faulted Putin for his reaction to the crisis. “I do not want to say that Russia’s response was appropriate,” Kissinger said. Still, Kissinger told Der Spiegel that “a new edition of the Cold War would be a tragedy. … We must keep in view, that we need Russia to solve other crises, such as the nuclear conflict with Iran or Syria’s civil war.” When Henry Kissinger starts to sound like the voice of reason, it says a lot about how crazy the New York Times and the rest of the MSM have become.

The ISIL’s funding father is Erdogan’s personal friend The name of the Saudi businessman Yassin al-Qadi has been linked to organizations classified as terrorist internationally. In particular, the foreign press and the Turkish opposition media describe him as “al-Qaeda’s funding father”. After the events of September 11/2001, al-Qadi- along with other figures- has been included in the world’s list of terrorists, and his name was stereotyped as a terrorist man. This made several countries ban him from entering into their territories, Turkey was one of them. Earlier, the Turkish media documented a photo scandal: Erdogan’s meetings with Yassin al-Qadi as well as long meetings with his son Bilal Recep Tayyip Erdogan. The scandal that was leaked by Turkish security elements came in the context of the case of corruption of which the son of the former Turkish Prime Minister has been accused. Based upon this, a large number of elements of the security corps were arrested being accused of plotting a coup against the government.

Nevertheless, the French journalist Thierry Meyssan describes Yassin al-Qadi as a personal friend of both Dick Cheney (former U.S. Vice President) and Recep Tayyip Erdogan. According to him, al-Qadi visited Turkey four times during 2012, and “his plane used to land at the second airport of Istanbul, and was being welcomed by the Prime Minister personally, without going through the smart gate, and after cutting the security cameras’ power supply”. The Turkish Gmehoriet Newspaper intended to publish details about the investigations conducted by the Turkish judiciary on the same case, and mentioned that Recep Tayyip Erdogan introduced Yassine al-Qadi as a Saudi businessman visiting Turkey to invest and denied that he is a terrorist. It quoted him as saying: “I trust Mr. Al-Qadi just as I trust myself. He is an almsgiver”.

The Turkish newspaper, after publishing Erdogan’s utterances before the Turkish judiciary, revealed that the Turkish police monitored 12 visits made by the Saudi man to Turkey. Seven out of these visits have been made with the help of Erdogan, the period when he was banned from entering Turkey, because his name was added as one of the world wanted terrorists in the list of the American FBI. The newspaper commented saying: “When the Turkish police was looking for al-Qadi, he was holding meetings with the Prime Minister”. Also, it published a photograph that showed separately the aforesaid man, Erdogan, and the Turkish intelligence chief Hakan Fidan, when they were going to a meeting that gathered them. The newspaper noted that Fidan himself met with al-Qadi 5 times when Al-Qadi has been banned from entering the Turkish territory.

The United States has attempted to claim that the only way to stop the so-called "Islamic State" in Syria and Iraq is to first remove the government in Syria. Complicating this plan are developments in Libya, benefactor of NATO's last successful regime change campaign. In 2011, NATO armed, funded, and backed with a sweeping air campaign militants in Libya centered around the eastern Libyan cities of Tobruk, Derna, and Benghazi. By October 2011, NATO successfully destroyed the Libyan government, effectively handing the nation over to these militants. 

What ensued was a campaign of barbarism, genocide, and sectarian extremism as brutal in reality as what NATO claimed in fiction was perpetrated by the Libyan government ahead of its intervention. The so-called "rebels" NATO had backed were revealed to be terrorists led by Al Qaeda factions including the Libyan Islamic Fighting Group (LIFG) and Al-Qaeda in the Islamic Maghreb (AQIM). The so-called "pro-democracy protesters" Libyan leader Muammar Qaddafi was poised to attack in what NATO claimed was pending "genocide" were in fact heavily armed terrorists that have festered for decades in eastern Libya. Almost immediately after NATO successfully destroyed Libya's government, its terrorist proxies were mobilized to take part in NATO's next campaign against Syria. Libyan terrorists were sent first to NATO-member Turkey were they were staged, armed, trained, and equipped, before crossing the Turkish-Syrian border to take part in the fighting. 

CNN in an article titled, "ISIS comes to Libya," claims: The black flag of ISIS flies over government buildings. Police cars carry the group's insignia. The local football stadium is used for public executions. A town in Syria or Iraq? No. A city on the coast of the Mediterranean, in Libya.  Fighters loyal to the Islamic State in Iraq and Syria are now in complete control of the city of Derna, population of about 100,000, not far from the Egyptian border and just about 200 miles from the southern shores of the European Union.  The fighters are taking advantage of political chaos to rapidly expand their presence westwards along the coast, Libyan sources tell CNN. Only the black flag of Al Qaeda/ISIS has already long been flying over Libya - even at the height of NATO's intervention there in 2011.  ISIS didn't "come to" Libya, it was always there in the form of Al Qaeda's local franchises LIFG and AQIM - long-term, bitter enemies of the now deposed and assassinated Libyan leader Muammar Qaddafi.

On November 18th 2014 Sputnik news reported that the French government has denied access to the Russian training crew for the Mistral ship Vladivostok docked at St. Nazaire. The French Ministry of Defence denied knowledge of the action but their denial is in line with the French President’s continual habit of saying one thing and meaning another. The alarming question now has to be asked whether this is just a commercial breach of contract or a hostile act, because the French government has not just “failed” to deliver the first of the two Mistral ships contracted and paid for as the press reports state, it has refused to deliver them and will not unless certain conditions are met, political conditions, which have strategic importance for Russia and conditions that can never be met unless Russia surrenders its strategic position and its defence of the Ukrainians of the Donbass.

Out of California’s years-long litigation over reducing the population of prisons deemed unconstitutionally overcrowded by the U.S. Supreme Court in 2010, another obstacle to addressing the U.S. epidemic of mass incarceration has emerged: The utility of cheap prison labor. In recent filings, lawyers for the state have resisted court orders that they expand parole programs, reasoning not that releasing inmates early is logistically impossible or would threaten public safety, but instead that prisons won’t have enough minimum security inmates left to perform inmate jobs. The dispute culminated Friday, when a three-judge federal panel ordered California to expand an early parole program. California now has no choice but to broaden a program known as 2-for-1 credits that gives inmates who meet certain milestones the opportunity to have their sentences reduced. But California’s objections raise troubling questions about whether prison labor creates perverse incentives to keep inmates in prison even when they don’t need to be there.

The debate centers around an expansive state program to have inmates fight wildfires. California is one of several states that employs prison labor to fight wildfires. And it has the largest such program, as the state’s wildfire problem rapidly expands arguably because of climate change. By employing prison inmates who are paid less than $2 per day, the state saves some $1 billion, according to a recent BuzzFeed feature of the practice. California relies upon that labor source, and only certain classes of nonviolent inmates charged with lower level offenses are eligible for the selective program. They must then meet physical and other criteria. In exchange, they get the opportunity for early release, by earning twice as many credits toward early release as inmates in other programs would otherwise earn, known as 2-for-1 credits. In February, the federal court overseeing California’s prison litigation ordered the state to expand this 2-for-1 program to some other rehabilitation programs so that other inmates who exhibit good behavior and perform certain work successfully would also be eligible for even earlier release.

As has been California’s practice in this litigation, California didn’t initially take the order that seriously. It continued to work toward reducing its prison population. In fact, the ballot initiative passed by voters in November to reclassify several nonviolent felonies as misdemeanors will go a long way toward achieving that goal. But it insisted that it didn’t have to do it the way the court wanted it to, because doing so could deplete the state’s source of inmate firefighters. The incentives of this wildfire and other labor programs are seemingly in conflict with the goal of reducing U.S. reliance on mass incarceration. But the federal judges overseeing this litigation were nonetheless sensitive to the state’s need for inmate firefighters. That’s why they ordered the state to offer 2-for-1 credits only to those many inmates who weren’t eligible for the wildfire program. This way, inmates who were eligible would still be incentivized to choose fighting wildfires, while those that weren’t could choose other rehabilitative work programs to reduce their sentence.

We do know that the nation’s domestic-intelligence network is massive, including at least 59 federal agencies, over 300 Defense Department units, and approximately 78 state-based fusion centers, as well as the multitude of law enforcement agencies they serve. We also know that local law enforcement agencies have themselves raised concerns about the system’s lack of privacy protections.

The SAR database is part of an ever-expanding domestic surveillance system established after 9/11 to gather intelligence on potential terrorism threats. At an abstract level, such a system may seem sensible: far better to prevent terrorism before it happens than to investigate and prosecute after a tragedy. Based on that reasoning, the government exhorts Americans to “see something, say something” -- the SAR program’s slogan. Indeed, just this week at a conference in New York City, FBI Director James Comey asked the public to report any suspicions they have to authorities. “When the hair on the back of your neck stands, listen to that instinct and just tell somebody,” said Comey. And seeking to reassure those who do not want to get their fellow Americans in trouble based on instinct alone, the FBI director added, “We investigate in secret for a very good reason, we don't want to smear innocent people.”

Barack Obama, in his post-election press conference yesterday, announced that he would seek an Authorization for Use of Military Force (AUMF) from the new Congress, one that would authorize Obama’s bombing campaign in Iraq and Syria—the one he began three months ago. If one were being generous, one could say that seeking congressional authorization for a war that commenced months ago is at least better than fighting a war even after Congress explicitly rejected its authorization, as Obama lawlessly did in the now-collapsed country of Libya.

To get a full scope of American violence in the world, it is worth asking a broader question: how many countries in the Islamic world has the U.S. bombed or occupied since 1980? That answer was provided in a recent Washington Post op-ed by the military historian and former U.S. Army Col. Andrew Bacevich: As America’s efforts to “degrade and ultimately destroy” Islamic State militants extent into Syria, Iraq War III has seamlessly morphed into Greater Middle East Battlefield XIV. That is, Syria has become at least the 14th country in the Islamic world that U.S. forces have invaded or occupied or bombed, and in which American soldiers have killed or been killed. And that’s just since 1980.

Let’s tick them off: Iran (1980, 1987-1988), Libya (1981, 1986, 1989, 2011), Lebanon (1983), Kuwait (1991), Iraq (1991-2011, 2014-), Somalia (1992-1993, 2007-), Bosnia (1995), Saudi Arabia (1991, 1996), Afghanistan (1998, 2001-), Sudan (1998), Kosovo (1999), Yemen (2000, 2002-), Pakistan (2004-) and now Syria. Whew. Bacevich’s count excludes the bombing and occupation of still other predominantly Muslim countries by key U.S. allies such as Israel and Saudi Arabia, carried out with crucial American support. It excludes coups against democratically elected governments, torture, and imprisonment of people with no charges. It also, of course, excludes all the other bombing and invading and occupying that the U.S. has carried out during this time period in other parts of the world, including in Central America and the Caribbean, as well as various proxy wars in Africa.

2:53 P.M. Assad: U.S.-led airstrikes not serious or efficient Syrian President Bashar Assad said in remarks published Wednesday that U.S.-led airstrikes targeting Islamic State group militants in his country are neither serious nor efficient, claiming they have failed to produce any tangible results.

Assad spoke in a rare interview conducted Nov. 28 in Damascus with Paris Match magazine, his first in months. His comments critical of the U.S. airstrikes appear intended to give the impression that his forces are the most effective in fighting Islamic extremists. "You can't end terrorism with aerial strikes. Troops on the ground that know the land and can react are essential," the magazine quoted Assad as saying. "That is why there haven't been any tangible results in the two months of strikes led by the coalition."

12:47 P.M. Iran has never conducted air strikes against Islamic State in Iraq, official says Iran has not launched any air strikes against Islamic State targets in neighboring Iraq, a senior Iranian official told Reuters on Wednesday. "Iran has never been involved in any air strikes against the Daesh (Islamic State) targets in Iraq. Any cooperation in such strikes with America is also out of question for Iran," the senior official said on condition of anonymity. (Reuters) 6:30 A.M. Iran has conducted airstrikes against ISIS forces in Iraq, a U.S. official confirmed Tuesday.

The scope of the state secrets privilege is again a matter of contention, as government attorneys in an ongoing lawsuit told a judge last week that he had construed the privilege too narrowly. Is the state secrets privilege applicable only to discrete items of evidence whose disclosure can be shown to harm the Nation? Or can the privilege be invoked more broadly based on the “context” in which litigation occurs? The proper parameters of the state secrets privilege have never been defined in statute, and so these questions recur. In a pending lawsuit concerning the constitutionality of the “no fly” list (Gulet Mohamed v. Eric Holder), the presiding judge has taken a distinctly skeptical view of the government’s use of the state secrets privilege. Judge Anthony J. Trenga of the Eastern District of Virginia last fall denied a government motion to dismiss the case on state secrets grounds (Secrecy News,10/31/14), and he concluded that the government’s claim of privilege to withhold 28 specified documents was inadequately justified.

In other words, the government seems to say here, the state secrets privilege has no limiting principle by which it can be circumscribed and objectively constrained. The State Secrets Protection Act, a bill repeatedly introduced in Congress but never enacted into law, would have made clear that “the state secrets privilege is an evidentiary rule, not a justiciability rule, and can only be asserted with respect to items of evidence that plaintiffs seek in discovery or intend to disclose in litigation.” It would also have set “a standard of review designed to give appropriate respect to the executive branch’s institutional expertise and constitutional role, without undermining the judge’s duty to make an independent determination on each privilege claim.” Essentially, according to a 2008 Senate report, “the bill rejects the  expansion of the state secrets privilege into any manner of justiciability doctrine, and demands that it be applied as a purely evidentiary privilege.” But in the absence of legislative action, the asserted scope of the privilege continues to drift.

Canada’s leading surveillance agency is monitoring millions of Internet users’ file downloads in a dragnet search to identify extremists, according to top-secret documents. The covert operation, revealed Wednesday by CBC News in collaboration with The Intercept, taps into Internet cables and analyzes records of up to 15 million downloads daily from popular websites commonly used to share videos, photographs, music, and other files. The revelations about the spying initiative, codenamed LEVITATION, are the first from the trove of files provided by National Security Agency whistleblower Edward Snowden to show that the Canadian government has launched its own globe-spanning Internet mass surveillance system. According to the documents, the LEVITATION program can monitor downloads in several countries across Europe, the Middle East, North Africa, and North America. It is led by the Communications Security Establishment, or CSE, Canada’s equivalent of the NSA. (The Canadian agency was formerly known as “CSEC” until a recent name change.)

The latest disclosure sheds light on Canada’s broad existing surveillance capabilities at a time when the country’s government is pushing for a further expansion of security powers following attacks in Ottawa and Quebec last year. Ron Deibert, director of University of Toronto-based Internet security think tank Citizen Lab, said LEVITATION illustrates the “giant X-ray machine over all our digital lives.” “Every single thing that you do – in this case uploading/downloading files to these sites – that act is being archived, collected and analyzed,” Deibert said, after reviewing documents about the online spying operation for CBC News. David Christopher, a spokesman for Vancouver-based open Internet advocacy group OpenMedia.ca, said the surveillance showed “robust action” was needed to rein in the Canadian agency’s operations.

In a top-secret PowerPoint presentation, dated from mid-2012, an analyst from the agency jokes about how, while hunting for extremists, the LEVITATION system gets clogged with information on innocuous downloads of the musical TV series Glee. CSE finds some 350 “interesting” downloads each month, the presentation notes, a number that amounts to less than 0.0001 per cent of the total collected data. The agency stores details about downloads and uploads to and from 102 different popular file-sharing websites, according to the 2012 document, which describes the collected records as “free file upload,” or FFU, “events.” Only three of the websites are named: RapidShare, SendSpace, and the now defunct MegaUpload.

America loses all its wars because it seems we’ve always been on the wrong side of history. Morally nor legally should any nation have the right to invade and occupy another sovereign nation, much less believe it can achieve victory in long, protracted wars. Yet in violation of all ethical precepts and all international laws, the sole global superpower citing its impunity through exceptionalism hypocritically insists it can maintain its moral high ground in its relentless pursuit of regime changes anywhere it so chooses on earth. We are the global village bully that’s hated by much of the world. And it’s pure self-aggrandizing bullshit to perpetrate the myth that America is hated because of our “freedom,” another rhetorical brainwashing lie. We now live in a fascist totalitarian police state run by a globalized crime syndicate of the central banking cabal. As of last April per a Princeton-Northwestern study the US has officially been designated an oligarchy. Last year after a group of ethnic Russians living in Crimea voted to become part of Russia, the Russian military claimed control over its own naval base there that the US-NATO had been lusting to steal after the unlawful overthrow of Ukraine’s democratically elected sovereign government. Ever since it’s been nonstop lies and propaganda propagated to demonize Putin as the aggressor when in fact all along it’s the American Empire that’s been recklessly pushing what could end up World War III against nuclear powered Russia. With US-NATO missiles installed on Russia’s doorstep in virtually every former Soviet eastern bloc nation, hemming Russia in, who’s really the aggressor here?

Meanwhile, despite costing US taxpayers up to six trillion dollars and counting in Iraq alone and another trillion so far in Afghanistan in this age of increasing austerity, the albeit detached reverence for the US military and its abysmal losing war record fail to draw much notice or reflection, much less any real criticism or troubleshooting that might correct the same pattern of mistakes being repeated indefinitely. Another article in the same issue calls for resurrecting the draft as the feeble answer, something my ex-West Point roommate-former Afghan Ambassador-retired general and current Council on Foreign Relations (CFR) member Karl Eikenberry has also publicly advocated. They are all missing the point, unwilling or unable to address the pink elephant in the global room. Respected author-activist David Swanson wrote an incisive rebuttal also confronting the Atlantic article for not answering the obvious question of why America loses at war. He makes the excellent point: The U.S. has killed huge numbers of men, women, and children, made itself hated, made the world more dangerous, destroyed the environment, discarded civil liberties, and wasted trillions of dollars that could have done a world of good spent otherwise. A draft would do nothing to make people aware of that situation. But Swanson merely glides over as a passing fact that the ruling elite is the only entity that stands to gain from war. He fails to emphasize that it is the elite’s power, money and influence that both initiates, but then by calculated design, willfully sabotages the chance of any US military victory after World War II. The reason is simple. If the US triumphed in war it would only delay the totalitarian New World Order from materialization. Only a weakened United States would expeditiously promote a one world government.

As a brief historical review tracing events from the dawn of the twentieth century, media mogul Randolph Hearst used the false flag of the Spanish American War to “remember the USS Maine” sinking in the 1898 Havana harbor as its deceitful justification to ruthlessly, violently colonize Cuba and the Philippines, committing ethnic cleansing with estimates as high as near a half million dead Filipinos in that bloodbath. Then it was the “great” English statesman Winston Churchill who plotted the sinking of the Lusitania killing nearly 1200 of his own British citizens (along with 128 Americans) as the baited sacrifice secretly carrying arms to ignite the First World War that was supposed to end all wars.

The criminal case against ex-CIA analyst Ray McGovern for “resisting arrest” when he was denied entry to a public speech by retired Gen. David Petraeus appears to be nearly over, but the image of police brutally shielding the mighty from a citizen’s question remains troubling, writes Robert Parry.

A Channel 10 news report Saturday indicated that some 60 Democratic legislators were expected to stay away from the address.

The regime that governs the sharing between Britain and the US of electronic communications intercepted in bulk was unlawful until last year, a secretive UK tribunal has ruled. The Investigatory Powers Tribunal (IPT) declared on Friday that regulations covering access by Britain’s GCHQ to emails and phone records intercepted by the US National Security Agency (NSA) breached human rights law.

Advocacy groups said the decision raised questions about the legality of intelligence-sharing operations between the UK and the US. The ruling appears to suggest that aspects of the operations were illegal for at least seven years – between 2007, when the Prism intercept programme was introduced, and 2014. The critical judgment marks the first time since the IPT was established in 2000 that it has upheld a complaint relating to any of the UK’s intelligence agencies. It said that the government’s regulations were illegal because the public were unaware of safeguards that were in place. Details of those safeguards were only revealed during the legal challenge at the IPT. An “order” posted on the IPT’s website early on Friday declared: “The regime governing the soliciting, receiving, storing and transmitting by UK authorities of private communications of individuals located in the UK, which have been obtained by US authorities … contravened Articles 8 or 10” of the European convention on human rights.

Article 8 relates to the right to private and family life; article 10 refers to freedom of expression. The decision, in effect, refines an earlier judgment issued by the tribunal in December, when it ruled that Britain’s current legal regime governing data collection through the internet by intelligence agencies – which has been recently updated to ensure compliance – did not violate the human rights of people in the UK.

HSBC’s Swiss banking arm helped wealthy customers dodge taxes and conceal millions of dollars of assets, doling out bundles of untraceable cash and advising clients on how to circumvent domestic tax authorities, according to a huge cache of leaked secret bank account files. The files – obtained through an international collaboration of news outlets, including the Guardian, the French daily Le Monde, BBC Panorama and the Washington-based International Consortium of Investigative Journalists – reveal that HSBC’s Swiss private bank: • Routinely allowed clients to withdraw bricks of cash, often in foreign currencies of little use in Switzerland. • Aggressively marketed schemes likely to enable wealthy clients to avoid European taxes. • Colluded with some clients to conceal undeclared “black” accounts from their domestic tax authorities. • Provided accounts to international criminals, corrupt businessmen and other high-risk individuals.

The revelations will amplify calls for crackdowns on offshore tax havens and stoke political arguments in the US, Britain and elsewhere in Europe where exchequers are seen to be fighting a losing battle against fleet-footed and wealthy individuals in the globalised world. Approached by the Guardian, HSBC, the world’s second largest bank, has now admitted wrongdoing by its Swiss subsidiary. “We acknowledge and are accountable for past compliance and control failures,” the bank said in a statement. The Swiss arm, the statement said, had not been fully integrated into HSBC after its purchase in 1999, allowing “significantly lower” standards of compliance and due diligence to persist. That response raises serious questions about oversight of the Swiss operation by the then senior executives of its parent company, HSBC Group, headquartered in London. It has now acknowledged that it was not until 2011 that action was taken to bring the Swiss bank into line. “HSBC was run in a more federated way than it is today and decisions were frequently taken at a country level,” the bank said.

Although tax authorities around the world have had confidential access to the leaked files since 2010, the true nature of the Swiss bank’s misconduct has never been made public until now. Hollywood stars, shopkeepers, royalty and clothing merchants feature in the files along with the heirs to some of Europe’s biggest fortunes.

Secret documents reveal that global banking giant HSBC profited from doing business with arms dealers who channeled mortar bombs to child soldiers in Africa, bag men for Third World dictators, traffickers in blood diamonds and other international outlaws. The leaked files, based on the inner workings of HSBC’s Swiss private banking arm, relate to accounts holding more than $100 billion. They provide a rare glimpse inside the super-secret Swiss banking system — one the public has never seen before. The documents, obtained by the International Consortium of Investigative Journalists (ICIJ) via the French newspaper Le Monde, show the bank’s dealings with clients engaged in a spectrum of illegal behavior, especially in hiding hundreds of millions of dollars from tax authorities. They also show private records of famed soccer and tennis players, cyclists, rock stars, Hollywood actors, royalty, politicians, corporate executives and old-wealth families.

These disclosures shine a light on the intersection of international crime and legitimate business, and they dramatically expand what’s known about potentially illegal or unethical behavior in recent years at HSBC, one of the world’s largest banks. How the offshore banking industry shelters money and hides secrets has enormous implications for societies across the globe. Academics conservatively estimate that $7.6 trillion is held in overseas tax havens, costing government treasuries at least $200 billion a year. In many instances the records do describe questionable behavior, such as bankers advising clients on how to take a range of measures to avoid paying taxes in their home countries — and customers telling bankers that their accounts are not declared to their governments.

The neocons’ war-and-more-war bandwagon is loaded up again and rolling downhill as “everyone who matters” in Washington is talking up sending sophisticated weapons to Kiev to escalate Ukraine’s civil war, but some “realists,” an endangered species in U.S. foreign policy, dissent, notes Robert Parry.

In Foreign Policy, Wald notes that despite the emerging consensus to ship arms to Ukraine, “few experts think this bankrupt and divided country is a vital strategic interest and no one is talking about sending U.S. troops to fight on Kiev’s behalf. Little doubt that Muslims are angry that they do not enjoy the protections other minorities receive, but why retaliate for satire but not for France’s participation in Washington’s wars against Muslims in which hundreds of thousands have died? Isn’t being killed more serious than being satirized? Another way of seeing the attack is as an attack designed to shore up France’s vassal status to Washington. The suspects can be both guilty and patsies. Shipyards are impacted from being unable to deliver Russian orders due to France’s vassalage status to Washington, and other aspects of the French economy are being adversely impacted by sanctions that Washington forced its NATO puppet states to apply to Russia.

This week the French president said that the sanctions against Russia should end (so did the German vice-chancellor). This is too much foreign policy independence on France’s part for Washington. Has Washington resurrected “Operation Gladio,” which consisted of CIA bombing attacks against Europeans during the post-WW II era that Washington blamed on communists and used to destroy communist influence in European elections? Just as the world was led to believe that communists were behind Operation Gladio’s terrorist attacks, Muslims are blamed for the attacks on the French satirical magazine. The Roman question is always: Who benefits? The answer is: Not France, not Muslims, but US world hegemony. US hegemony over the world is what the CIA supports. US world hegemony is the neoconservative-imposed foreign policy of the US.
