  • The Obama administration will be forced this weekend to grapple with major decisions on Syria that it has long resisted making but may now be unavoidable if the president’s diplomatic and military strategies there are to succeed. In a meeting Saturday in Vienna, Secretary of State John F. Kerry will try to build momentum for a Syrian political transition. Allies at the table plan to challenge him to expand the narrow list of U.S.-approved opposition forces fighting against Syrian President Bashar al-Assad and to recognize Islamist groups the administration has shunned as extremist. On Sunday and Monday, President Obama will face Turkish President Recep Tayyip Erdogan at the Group of 20 economic summit in the Mediterranean resort of Antalya. Erdogan said Wednesday that Syria will be a “major topic” at the summit and that he will push his long-standing demand for the creation of a U.S.-protected Syrian safe zone along the Turkish border. Russian President Vladi­mir Putin will also attend the G-20 meeting. Russian bombing of opposition forces in support of Assad has fundamentally altered the equation in Syria, and Putin has his own ideas about political transformation, terrorism and air operations there. The Vienna meeting is the second in as many weeks since Kerry launched a new effort to resolve the Syrian civil war through diplomatic channels. In addition to the humanitarian disaster the conflict has caused, the administration thinks the continuation of the war undercuts its higher priority of defeating the Islamic State in both Syria and Iraq.
  • “It’s a philosophy based on momentum,” said British Foreign Secretary Philip Hammond, one of the participants. “You get people together, you force them to make some forward movement, keeping them at it, keeping their noses to the grindstone, keep them in a locked room.” Kerry, Hammond said, “wants to make some further significant progress this week.” The plan is for the rapid-fire meetings to continue until success is achieved. “But if he can’t deliver,” a senior administration official acknowledged, “there will maybe be one more after this and it will fizzle. We just don’t know. I’ve seen Kerry pull rabbits out of hats before.” The official was one of several who spoke on the condition of anonymity about internal administration discussions. Before the first Vienna meeting at the end of October, Kerry and his Russian counterpart, Foreign Minister Sergei Lavrov, agreed that they would set aside the issue that most divided them — whether Assad could be part of a negotiated transition to a new Syrian government. In addition to U.S. allies in the Middle East and Europe, the 19 attendees also included Assad-backer Iran, invited for the first time to participate in international discussions over Syria. The Syrian opposition and representatives from Assad government were not invited and will not attend the Saturday meeting. The assumption by participants is that if they can reach agreements among themselves, it will eventually be easier to convince the combatants that a deal is viable and to push them toward making compromises that may be necessary.
  • While Kerry is seen as open to expanding the list of acceptable organizations, “I don’t know if the White House will sign off on it,” an administration official said. Any cease-fire would include an exemption for bombing raids against the Islamic State and likely Jabhat al-Nusra, a complication in the case of the latter because its forces in northwest Syria are co-mingled with other opposition groups. While the United States has rarely targeted that part of the country, Russian airstrikes have centered on the area. “Basically, they want a free pass to keep hitting people,” said the administration official, noting that the Russians might claim they were targeting only Jabhat al-Nusra while continuing to bomb Assad’s opponents.

  • While there is broad accord over a terrorist list that includes the Islamic State and Jabhat al-Nusra, al-Qaeda’s Syrian affiliate, agreement beyond that has been elusive. Saudi Arabia, Turkey and other U.S. allies in the fight against the Islamic State are demanding that the United States expand its list of viable opposition groups to include Islamist organizations such as Ahrar al-Sham, or Free Men of Syria, and others. One of the largest and most powerful rebel organizations, Ahrar al-Sham has at times cooperated with Jabhat al-Nusra and has welcomed some of its former members. The administration, as it has with many other locally supported rebel groups, does not consider it part of the “moderate” opposition eligible to participate in transition plans. Hammond predicted that settling on a definitive list of terrorist organizations “will require deep breaths on several sides, including the U.S. side. The Saudis are never going to sign off on Ahrar al-Sham being categorized as terrorists.”
  • Whatever optimism Kerry has appears to be based on his belief that Russia is less concerned about Assad than it is fearful that his removal will cause Syria’s military to collapse, eliminating Russia’s sole foothold in the Middle East and opening the door to the Islamic State. U.S. officials from Obama on down have said since the beginning of Russia’s air campaign in Syria in late September that Moscow is making a “mistake” that will make the situation worse. Assuming Kerry is correct — and that Shiite Iran can also be persuaded to relinquish some of its influence in Syria in favor of a government with a prominent and perhaps dominant role for Syria’s largely Sunni opposition — the question of Assad will soon have to be put on the table.
  • In the tangled mess of Syria, resolution of the Assad problem leads directly back to the question of who will be eligible to participate in the transition process — due to be discussed at Saturday’s meeting in Vienna. Most opposition leaders, including those backed by the United States, have said they will not participate unless the timing of Assad’s departure is set. Government representatives fearful of their own futures are unlikely to participate in negotiations that begin with assurances of Assad’s departure. The outcome of the Vienna meeting will weigh heavily on both the tone and substance of the G-20 summit that begins the next day. Erdogan, who spoke by telephone with Obama this week, said Wednesday that his government is prepared to take unspecific “stronger steps” to support a safe zone where Syrian refugees from the fighting, as well as opposition combatants, can be protected from government airstrikes. He may find growing sympathy for his position among European governments anxious about the rising tide of refugees from the conflict pouring across their own borders.

Writing to the chief of the spy section of the analysis and espionage agency, the chief of the “cover and commercial staff” noted:

He became aware of this project through Mr. Thomas J. Devine, a former CIA Staff Employee and later, oil-wildcatting associate with Mr. Bush. Their joint activities culminated in the establishment of Zapata Oil [sic] [in 1953] which they eventually sold. After the sale of Zapata Oil, Mr. Bush went into politics, and Mr. Devine became a member of the investment firm of Train, Cabot and Associates, New York … The attached memorandum describes the close relationship between Messrs. Devine and Bush in 1967-1968 which, according to Mr. Allen, continued while Mr. Bush was our ambassador to the United Nations.In typical fashion for the highly compartmentalized and secretive intelligence organization, the memo did not make clear how Bush knew Devine, or whether Devine was simply dropping out of the spy business to become a true entrepreneur. For Devine, who would have been about twenty-seven years old at the time, to “resign” at such a young age, so soon after the CIA had spent a great deal of time and money training him was, at minimum, highly unusual. It would turn out, however, that Devine had a special relationship allowing him to come and go from the agency, enabling him to do other things without really leaving its employ. In fact, CIA history is littered with instances where CIA officers have tendered their “resignation” as a means of creating deniability while continuing to work closely with the agency …

  • On October 30 an international conference on Syria  agreed on a framework for ending the conflict in Syria. The communiqué states: While substantial differences remain among the participants, they reached a mutual understanding on the following: 1) Syria’s unity, independence, territorial integrity, and secular character are fundamental. ... 6) Da'esh, and other terrorist groups, as designated by the U.N. Security Council, and further, as agreed by the participants, must be defeated.... Ministers will reconvene within two weeks to continue these discussions.” Secretary of State Kerry had already accepted the "secular" point in earlier talks with his Russian colleague. The next meeting this Friday will mainly be about the question of who is a terrorist and must thereby be defeated. Propagandist for the Jihadis call this a "Russian trap".

The British Foreign Minister accuses the U.S. of supporting such terrorist groups and said that this needs to change: The world powers trying to end the civil war in Syria are drawing up a list of "terrorist" groups, Britain said Tuesday, warning that some countries may have to drop support for allies on the ground. "It will require deep breaths on several sides, including the US side," British Foreign Secretary Philip Hammond warned, speaking to reporters in Washington. Some of the groups that qualify as terrorists, so Hammond, do get support from the U.S. and it will take a "deep breaths" by the U.S. to refrain from further supporting them. As part of this, Hammond said, the countries backing various factions within the country would have to decide which are moderate enough to be included in the political process and which would be excluded. "I'm not so sure I would write off the possibility of agreeing on who is a terrorist," he said, in remarks at the British embassy the morning after talks with US Secretary of State John Kerry. But he warned that there would be horse trading ahead.

  • On the other side Hammond wants to sell more weapons to Saudi Arabia despite its abysmal human rights record: In an interview with Newsnight, Mr Hammond was asked if he would like to see the current £5.4billion of weapons trade with Saudi Arabia increase. He replied: “We’d always like to do more business, more British exports, more British jobs and in this case very high end engineering jobs protected and created by our diplomacy abroad.” So there is the Hammonds "pragmatic solution" - the UK will support the Saudi position on the terrorist groups Ahrar al Shams, which is related to and closely cooperating with al-Qaeda, and the Saudis will buy more British weapons. There is only a slight problem. The framework submitted by the October 30 conference, excerpted above, agreed of the fundamental "secular character" for the Syrian state. But even a now revisionist Ahrar al-Shams insists that Islamic law must the constitutional base of Syria. A state build on Islamic law is certainly not "secular". Unless of course one redefines what secular means. And that is exactly what Hammond, hearing the cash register ringing, now proposes: While Mr. Hammond declined to offer any details on which groups could eventually take part in political negotiations, his comments suggested that the West might be prepared to back Sunni Islamist groups with close ties to allies, including Saudi Arabia. “What we mean by a secular constitution, and what people in the Muslim world will understand by secular will be two different things,” Mr. Hammond said.

Poll Finds 37% Of Americans Believe Israel Has Too Much Influence Over US Politics - 0 views

  • Poll results released last month show that Americans are sharply divided over the influence of Israel on U.S. politics, and those divisions often fall along party lines. On Dec. 4, The Brookings Institution, a highly influential Washington-based think tank, released the results of a study of American attitudes toward Israel and the Middle East. The report comes after a year in which Israel’s influence on America’s governance and foreign policy received heightened scrutiny, especially following a controversial speech to a joint session of Congress by Israeli President Benjamin Netanyahu on March 3. AIPAC, the powerful Israeli lobbying group, also faced increased criticism. The bulk of the poll was based on the opinions of 875 randomly selected Americans, but the study’s author, Shibley Telhami, a nonresident senior fellow at Brookings’ Project on U.S. Relations with the Islamic World, also polled an additional 863 additional Americans who self-identify as Evangelical or Born-again Christians to determine how their attitudes differed from the average.
  • When asked “How Much Influence Does the Israeli Government Have in American Politics?” 37 percent, or just over 1 in 3 Americans, feel Israel has too much influence. Eighteen percent say Israel should have even more influence over our government, while the largest group, at 44 percent, feels Israel wields an appropriate level of influence. Almost half of Democrats, 49 percent, feel Israel has too much influence over U.S. politics, while a slight majority of Republicans, 52 percent, are comfortable with Israel’s current level of influence. Among Evangelical Christians, meanwhile, 39 percent believe Israel has too little influence and 38 percent are satisfied with the country’s level of influence. Telhami also asked respondents about their views on the conflict between apartheid Israel and occupied Palestine. Twenty-nine percent of Americans reported that they are “very concerned” about recent events in Israel and Palestine, while 38 percent are “somewhat concerned.” When asked who is to blame for strife in the region, the most popular answer, 31 percent, was the lack of a peace process, “while 26% equally blame continued Israeli occupation and settlement, expansion in the West Bank, and Palestinian extremists.” These results also showed strong partisan differences:
  • “[A] plurality of Democrats, 37%, blame continued Israeli occupation and settlement expansion, followed by 35% who blame the absence of serious peace diplomacy, while 15% blame Palestinian extremists. In contrast, 40% of Republicans blame Palestinian extremists first, followed by 27% who blame absence of serious diplomacy, and 16% blame continued Israeli occupation and settlement expansion.” The report noted a slight increase in support for a one-state solution to problems in Israel compared to findings in 2014. Under a one-state solution, Israel and Palestine would become a single, multicultural, multireligious nation, as opposed to two-state solutions which would divide Israel and Palestine into two separate, independent countries. “Those who advocate a one-state solution, 31%, are now comparable to those who advocate a two-state solution, 35%,” Telhami wrote, adding that Republicans saw the largest increase in support for a single-state solution. “The most notable change is that Republicans this year equally support a two-state solution vs. one-state solution (29% each).” More people are also willing to accept a single-state solution if a two-state solution proves impossible, he added: “Among those who advocate a two-state solution as their preferred solution, 73% say they would support a one-state solution if the first option were no longer possible (in comparison to only 66% in 2014).” The poll also found that Netanyahu’s popularity has fallen sharply over the last year, at least among Democrats. Thirty-four percent now view him unfavorably, up from 22 percent in 2014, while Republicans’ opinions of him remain largely unchanged.

  • It now looks like the catastrophic Porter Ranch gas leak, which has spewed more than 83,000 metric tons of noxious methane for nearly three months, has spread across Los Angeles’s San Fernando Valley. On Wednesday, Los Angeles City Councilman Mitchell Englander called on the Southern California Gas Co. to extend residential relocation assistance to residents in Granada Hills, Chatsworth and Northridge who live near the Aliso Canyon gas leak above Porter Ranch. These residents reported symptoms related to the exposure of natural gas such as nausea, vomiting, headaches and respiratory problems.
  • This latest development compounds with a new analysis from Home Energy Efficiency Team (HEET). The Cambridge-based nonprofit sent Boston University Professor Nathan Phillips and Bob Ackley of Gas Safety to take methane measurements around the San Fernando Valley for several days and their findings were disturbing. As the Los Angeles Daily News wrote, “the researchers recorded elevated levels of the main ingredient in natural gas—10 miles away from the nation’s largest gas leak.” “It’s not just in Porter Ranch, it’s going all the way across the [San Fernando] Valley,” Ackley told Inside Climate News. According to HEET, the researchers drove a high precision GIS-enabled natural gas analyzer down the roads around the gas leak to create a comprehensive map of the leak around San Fernando Valley. The red on the map indicates where they drove and the levels of methane they found is shown by the height of the peaks. Their monitors showed methane levels at 3.4 parts per billion, about twice the level of natural clean air, the Los Angeles Daily News reported. Another measurement showed 127 ppm, or an astounding 67 times above normal. “Whatever else may be in the gas—benzene, toluene, xylene—that is what people may be breathing,” Phillips told Inside Climate News. “Even though we’re not measuring things other than methane, there is a legitimate concern that there is that other nasty stuff in there.”

  • At the same hearing, Comey and Attorney General Loretta Lynch declined to comment on whether they had proof the Paris attackers used encryption. Even so, Comey recently lobbied for tech companies to do away with end-to-end encryption. However, his crusade has fallen on unsympathetic ears, both from the private companies he seeks to control — and from the NSA. Prior to Rogers’ statements in support of encryption Thursday, former NSA chief Michael Hayden said, “I disagree with Jim Comey. I actually think end-to-end encryption is good for America.” Still another former NSA chair has criticized calls for backdoor access to information. In October, Mike McConnell told a panel at an encryption summit that the United States is “better served by stronger encryption, rather than baking in weaker encryption.” Former Department of Homeland Security chief, Michael Chertoff, has also spoken out against government being able to bypass encryption.
  • Rogers cited the recent Office of Personnel Management hack of over 20 million users as a reason to increase encryption rather than scale it back. “What you saw at OPM, you’re going to see a whole lot more of,” he said, referring to the massive hack that compromised the personal data about 20 million people who obtained background checks. Rogers’ comments, while forward-thinking, signify an about face in his stance on encryption. In February 2015, he said he “shares [FBI] Director [James] Comey’s concern” about cell phone companies’ decision to add encryption features to their products. Comey has been one loudest critics of encryption. However, Rogers’ comments on Thursday now directly conflict with Comey’s stated position. The FBI director has publicly chastised encryption, as well as the companies that provide it. In 2014, he claimed Apple’s then-new encryption feature could lead the world to “a very dark place.” At a Department of Justice hearing in November, Comey testified that “Increasingly, the shadow that is ‘going dark’ is falling across more and more of our work.” Though he claimed, “We support encryption,” he insisted “we have a problem that encryption is crashing into public safety and we have to figure out, as people who care about both, to resolve it. So, I think the conversation’s in a healthier place.”

  • Regardless of these individual defenses of encryption, the Intercept explained why these statements may be irrelevant: “Left unsaid is the fact that the FBI and NSA have the ability to circumvent encryption and get to the content too — by hacking. Hacking allows law enforcement to plant malicious code on someone’s computer in order to gain access to the photos, messages, and text before they were ever encrypted in the first place, and after they’ve been decrypted. The NSA has an entire team of advanced hackers, possibly as many as 600, camped out at Fort Meade.”

And, it seems, there is no better bank for that than London-based HSBC, which is one of the world’s largest. In the first six months of last year, it reported a pre-tax profit of $13.6 billion.According to a lawsuit filed against HSBC earlier this month, it earned some of those profits by allowing the drug cartels to cycle billions of dollars through it.“From 2004 through at least 2008, HSBC Mexico accepted over $16.1 billion in cash deposits from customers throughout Mexico. This amount eclipsed the amount of USD cash deposits at financial institutions with market shares multiple times greater than HSBC Mexico’s,” the lawsuit alleges.

  • The Syrian Arab Army and the YPG troops of the Syrian Kurds are making good progress in the Azaz pocket. The pocket formed after the Syrian army cut through the "rebel" corridor between Aleppo city and the Turkish border. The aim now is to push all foreign proxy forces who are still in that pocket (green) back north into Turkey and to get full control of the border.
  • The Syrian-Russian command decided to let the YPG (yellow) have the fun of cleaning the pocket only to taunt the Turkish President Erdogan. Erdogan has a serious domestic policy problems when the Kurdish forces gain control in parts of Syria that the wannabe Sultan Erdogan regarded as sacred neo-Ottoman ground. His court jester, the Prime Minister Davutoglu, announced that his country would not allow the town of Azaz to fall to Kurdish fighters. He will have to eat a flock of craws over that. The Turks are firing artillery from Turkish ground in the north onto Kurdish position in the pocket. Turkish special forces are likely near the front line to control that fire. But artillery alone can not make the difference. The Kurds have air support from the Russian airforce which Turkey no longer dares to attack. The Russians will not attack the Turkish artillery as such an attack could widen the war. The Kurdish troops will have to suffer through that barrage as they push out the Turkish and CIA paid proxies. Some reinforcement for the CIA proxies arrived from Idleb. These passed from Idleb into Turkey and from Turkey into the pocket. The destruction of these forces in the Azaz pocket will make the further fights  of the Syrian army in Idleb and elsewhere a lot easier.
  • Who are the professionals that are helping the YPG to take the Azaz pocket? My first thought was of course Russian Spetsnaz. But I asked around and none of my usual sources would confirm this. The sources acknowledged that the YPG in west Syria has special force support but there was some quite unexpected silence over who these forces were. It is clear to me that these are not Syrian special forces. The YPG does not want to be seen as a adjunct to the Syrian government. No one would confirm to me that these are Russian forces even as that would be of no great surprise to anyone. This leads me to speculate that some U.S. special forces are directing the YPG in the Azaz pocket. This in coordination with the Syrian army and the Russians. Is that a crazy thought? Consider: The Syrian YPG Kurds are supported by the U.S. military. They received weapons and ammunition from the U.S. military and, at least in the east, have some U.S. military special forces embedded with them. These Pentagon supported YPG troops currently fight foreign proxy forces in the Azaz pocket which are supported, equipped and paid by the CIA, the Saudis, the Turks and other Arab U.S. "allies". The CIA is running the show. The Turkish NATO member is shelling the Pentagon supported YPG to protect the CIA supported "moderate rebels". The current CIA director was once the CIA Chief of Station in Riyadh and has intimate connection to the Saudi rulers (and their pockets?). It was the military's Defense Intelligence Agency that warned in 2012 of the emergence of a "Salafist Principality" - the Islamic State - in Syria and Iraq. It warned against continuing the CIA support for the "rebels". It was the Pentagon that sabotaged the White House intent to create another "moderate rebel" force to attack the Islamic State:

  • Clearly, the Pentagon hates the CIA support for the "moderate rebels". The CIA support has fed not only the "rebels" but also al-Qaeda and the Islamic State. Continuing that path would likely result in a radical al-Qaeda controlled Syrian government and another thankless, years long military expedition to oust it. The U.S. has several kinds of special forces. The famed SEALs as well as the army's Delta Forces are by now mostly door kickers. They do night raids and other SWAT commando like stuff. The Army Rangers have joined them in the bloody business of killing Afghan farmers. The U.S. special forces that are trained and able to direct a local guerrilla are the Green Berets. A very discreet type of people that work in small teams and are trained in local languages and habits. So who is helping the Kurds. My hunch is that these are not the "polite green men" of the Russian Spetsnaz, who enabled the people of Crimea to rejoin with Russia, who are now helping the YPG. I believe that the Pentagon sent some of its own "green" people to help the YPG to kick the asses of the CIA supported Jihadis out of Syria. This in tight coordination with the Syrian and Russian forces.

The new intelligence estimate singled out Turkey as a major impediment to Obama’s Syria policy. The document showed, the adviser said, ‘that what was started as a covert US programme to arm and support the moderate rebels fighting Assad had been co-opted by Turkey, and had morphed into an across-the-board technical, arms and logistical programme for all of the opposition, including Jabhat al-Nusra and Islamic State. The so-called moderates had evaporated and the Free Syrian Army was a rump group stationed at an airbase in Turkey.’
  • The Obama administration for now decided to accept the Russian offer to pull its chestnuts out of the Syrian fire. But it does not want to give the Russian any credit for doing so. And while the Pentagon has firmly joined the Russian camp some years ago, the White House interventionist borg are ready to again change course and to again support the CIA, the Saudis and Turks in their "moderate Jihadis" mischief. The Green Berets, should they indeed be in north-west Syria, better do their job well and defeat the CIA proxies in a decisive manner. The above is speculative based solely on my personal hunch and it may be completely wrong. It would probably make for a good movie plot. But could it be right? Has the Pentagon send its specialists to help the Syrians, Russians and Kurds to kick out the CIA sponsored Jihadis? Please let me know your take.

    Shortly after Barack Obama swept into the White House while giving Nancy Pelosi and Harry Reid a coattail Marxist Congress, Newsweek Magazine ran the cover "We're all Socialists now," based on Jon Meacham's lead article with the same headline.  Without a doubt, the election of that president and that Congress moved reality closer to Meacham's point.  It was astonishing that liberal apologist Meacham admitted as much. Yet it took until last night before it was literally true, as New Hampshire gave a full-throated socialist a rout over semi-socialist Hillary Clinton on the Democrat side and the once and now apparently again socialist Donald Trump won the GOP primary after going left of Bernie Sanders in his final rallies in the state.  To translate, Obama's hope and change and fundamental transformation of the nation are right on track - barreling warp-speed to the left in both presidential primary contests.

Kitchen “strategists”, who sincerely believe that massive nuclear strike is the universal solution to any international problem (even the hottest one, close to military confrontation), are unhappy about the moderate position of the Russian leadership in the crisis with Turkey. However, they deem insufficient even direct participation of the Russian military in the Syrian conflict. They are also dissatisfied with the Moscow’s activities on the Ukrainian front. However, for some reason nobody asks a simple question. How did it happen that all of a sudden Russia started not just actively stand up to the world hegemonic power, but successfully win against it on all fronts?

  • President Obama’s new ISIS czar said yesterday that resolving the Israel Palestine conflict is necessary to defeating Islamist extremists. Rob Malley, senior advisor to Obama “for the Counter-ISIL Campaign in Iraq and Syria” and White House Coordinator for the Middle East and North Africa, said at a New York conference that the conflict enables ISIS in two ways. Extremists “refer constantly” to the situation of Palestinians. So they would lose a recruiting tool if the matter were resolved. And the failure to resolve the conflict makes it “very difficult” to get “the kind of open cooperation that we really need to get changes on the ground”– because Saudi Arabia and other states can’t work openly with Israel as matters stand. Malley said that resolving the conflict was not a “magic wand” to ending problems in the Middle East, but asked if ISIS’s next stop was going to be Gaza or the West Bank, he went on: I don’t know where the next stop will be but I think there’s a more basic point, which is that the absence of a resolution is fueling extremism. If you want to go to Gaza that’s self-evident. Whether ISIS is going to have a foothold there.. that’s a separate question. But I think it stands to reason that resolving this conflict would at least help, it wouldn’t resolve– but it would be a major contribution to stemming the rise of extremism, and to allow the kind of cooperation that is needed [to take on] what should be a common challenge, which is the challenge of ISIS, and of other extremist organizations.
