We’ve long noted that Saudi Arabia is a huge supporter of terrorism. But the new Saudi king is particularly bad. Investors Business Daily notes: King Salman has a history of funding al-Qaida, and his son has been accused of knowing in advance about the 9/11 attacks. *** Salman once ran a Saudi charity tied to al-Qaida and has been named a defendant in two lawsuits accusing the Saudi royal family of helping the 9/11 terrorists, one of which the U.S. Supreme Court recently let move forward after years of being blocked by the State Department and the well-funded Saudi lobby. Plaintiffs have provided an enormous amount of material to source their accusations against Salman. Here’s why his ascension to the throne is not good news, especially as the terrorism threat grows: • Salman once headed the Saudi High Commission for Relief to Bosnia and Herzegovina, which served as a key charitable front for al-Qaida in the Balkans. • According to a United Nations-sponsored investigation, Salman in the 1990s transferred more than $120 million from commission accounts under his control — as well as his own personal accounts — to the Third World Relief Agency, another al-Qaida front and the main pipeline for illegal weapons shipments to al-Qaida fighters in the Balkans.

• A U.N. audit found that the money was transferred following meetings with Salman, transfers that had no legitimate “humanitarian” purpose. • Former CIA officer Robert Baer has reported that an international raid of Saudi High Commission offices found evidence of terrorist plots against America. • Baer also revealed that Salman “personally approved” distribution of funds from the International Islamic Relief Organization, which also has provided material support to al-Qaida. • A recent Gulf Institute report says Salman and former Saudi intelligence chief Prince Turki al-Faisal knowingly aided and abetted al-Qaida in the run-up to 9/11. • Salman works closely with Saudi clerics Saleh al-Moghamsy, a radical anti-Semite, and Safar Hawali, a one-time mentor of Osama bin Laden, according to the Washington Free Beacon. • In “Why America Slept,” author Gerald Posner claimed that Salman’s son Ahmed bin Salman also had ties to al-Qaida and even advance knowledge of the Sept. 11, 2001 attacks.

David Andrew Weinberg provides a superb round-up of Salman’s ties to terrorism and extremism: As former CIA official Bruce Riedel astutely pointed out, Salman was the regime’s lead fundraiser for mujahideen, or Islamic holy warriors, in Afghanistan in the 1980s, as well as for Bosnian Muslims during the Balkan struggles of the 1990s. In essence, he served as Saudi Arabia’s financial point man for bolstering fundamentalist proxies in war zones abroad. As longtime governor of Riyadh, Salman was often charged with maintaining order and consensus among members of his family. Salman’s half brother King Khalid (who ruled from 1975 to 1982) therefore looked to him early on in the Afghan conflict to use these family contacts for international objectives, appointing Salman to run the fundraising committee that gathered support from the royal family and other Saudis to support the mujahideen against the Soviets. Riedel writes that in this capacity, Salman “work[ed] very closely with the kingdom’s Wahhabi clerical establishment.” Another CIA officer who was stationed in Pakistan in the late 1980s estimates that private Saudi donations during that period reached between $20 million and $25 million every month. And as Rachel Bronson details in her book, Thicker Than Oil: America’s Uneasy Partnership With Saudi Arabia, Salman also helped recruit fighters for Abdul Rasul Sayyaf, an Afghan Salafist fighter who served as a mentor to both Osama bin Laden and 9/11 mastermind Khalid Sheikh Mohammed.

U.S. President Barack Obama issued an executive order this Monday slapping Venezuela with new sanctions and declaring the Bolivarian nation an "unusual and extraordinary threat to the national security".  The sanctions target seven individuals accused by the White House of alleged human rights violations and "public corruption", freezing their assets and barring entry into the U.S. The figures include Justo Jose Noguera Pietri, President of the state entity, the Venezuelan Corporation of Guayana (CVG) and Katherine Nayarith Haringhton Padron, a national level prosecutor currently taking the lead in the trials of several Venezuelan political opposition leaders, including Leopoldo Lopez.  The executive order is the latest in a series of U.S. sanctions imposed on Venezuela over the past few months. On February 3, the Obama administration expanded the list of Venezuelan officials barred from entering the U.S., which now includes the Chief Prosecutor Luis Ortega Diaz. 

The Venezuelan government, for its part, maintains that all of those arrested are in the process of facing trial for criminal offences linked to violent destabilization efforts spearheaded by the opposition. Former Caracas Metropolitan Mayor Antonio Ledezma was arrested last month on charges of conspiracy and sedition related to the February 12 thwarted "Blue Coup" attempt. A Venezuelan judge found sufficient evidence linking the opposition figure to air force officials involved in the coup as well as to rightwing terrorist leaders such as Lorent Saleh, who was extradited by Colombian authorities to face charges last year. The other high profile Venezuelan opposition leader currently facing trial is Leopoldo López, who was indicted for his role in leading several months of violent opposition protests last year with the aim of effecting the "exit", or ouster, of the constitutional government. Known as the "guarimbas", these violent protests and street barricades caused the death of 43 people, the majority of whom were security personnel or Chavistas.

"Venezuelan officials past and present who violate the human rights of Venezuelan citizens and engage in acts of public corruption will not be welcome here, and we now have the tools to block their assets and their use of U.S. financial systems," announced White House spokesman Josh Earnest. The U.S. has failed thus far to disclose evidence that might bolster its claims of human rights violations, leading Venezuelan and other regional leaders to condemn what they regard as the arbitrary and political character of U.S. sanctions.  While regional bodies such as the Union of South American Nations (UNASUR) have called for dialogue, Washington has so far refused to support negotiations or to recognise the organisation's stance.

The White House on Monday announced the imposition of new sanctions on various Venezuelan officials, pronouncing itself “deeply concerned by the Venezuelan government’s efforts to escalate intimidation of its political opponents”: deeply concerned. President Obama also, reportedly with a straight face, officially declared that Venezuela poses “an extraordinary threat to the national security” of the U.S. — a declaration necessary to legally justify the sanctions. Today, one of the Obama administration’s closest allies on the planet, Saudi Arabia, sentenced one of that country’s few independent human rights activists, Mohammed al-Bajad, to 10 years in prison on “terrorism” charges. That is completely consistent with that regime’s systematic and extreme repression, which includes gruesome state beheadings at a record-setting rate, floggings and long prison terms for anti-regime bloggers, executions of those with minority religious views, and exploitation of terror laws to imprison even the mildest regime critics. Absolutely nobody expects the “deeply concerned” President Obama to impose sanctions on the Saudis — nor on any of the other loyal U.S. allies from Egypt to the UAE whose repression is far worse than Venezuela’s. Perhaps those who actually believe U.S. proclamations about imposing sanctions on Venezuela in objection to suppression of political opposition might spend some time thinking about what accounts for that disparity.

That nothing is more insincere than purported U.S. concerns over political repression is too self-evident to debate. Supporting the most repressive regimes on the planet in order to suppress and control their populations is and long has been a staple of U.S. (and British) foreign policy. “Human rights” is the weapon invoked by the U.S. Government and its loyal media to cynically demonize regimes that refuse to follow U.S. dictates, while far worse tyranny is steadfastly overlooked, or expressly cheered, when undertaken by compliant regimes, such as those in Riyadh and Cairo (see this USA Today article, one of many, recently hailing the Saudis as one of the “moderate” countries in the region). This is exactly the tactic that leads neocons to feign concern for Afghan women or the plight of Iranian gays when doing so helps to gin up war-rage against those regimes, while they snuggle up to far worse but far more compliant regimes. Any rational person who watched the entire top echelon of the U.S. government drop what they were doing to make a pilgrimage to Riyadh to pay homage to the Saudi monarchs (Obama cut short a state visit to India to do so), or who watches the mountain of arms and money flow to the regime in Cairo, would do nothing other than cackle when hearing U.S. officials announce that they are imposing sanctions to punish repression of political opposition. And indeed, that’s what most of the world outside of the U.S. and Europe do when they hear such claims. But from the perspective of U.S. officials, that’s fine, because such pretenses to noble intentions are primarily intended for domestic consumption.

As for Obama’s decree that Venezuela now poses an “extraordinary threat to the national security” of the United States, is there anyone, anywhere, that wants to defend the reasonability of that claim? Think about what it says about our discourse that Obama officials know they can issue such insultingly false tripe with no consequences. But what’s not too obvious to point out is what the U.S is actually doing in Venezuela. It’s truly remarkable how the very same people who demand U.S. actions against the democratically elected government in Caracas are the ones who most aggressively mock Venezuelan leaders when they point out that the U.S. is working to undermine their government. The worst media offender in this regard is The New York Times, which explicitly celebrated the 2002 U.S.-supported coup of Hugo Chavez as a victory for democracy, but which now regularly derides the notion that the U.S. would ever do something as untoward as undermine the Venezuelan government. This morning, Senator Patrick Leahy released a new version of the USA Freedom Act, a bill intended to reform NSA surveillance following Edward Snowden’s revelations that the intelligence agency collects Americans’ calling records in bulk. USA Freedom Act has a disappointing history. While initially proposing much for Americans, if not our friends overseas, to like, the version that eventually passed the House in May was, at best, utterly neutered.  Today’s version, hashed out between Sen. Leahy, Obama Administration officials, and civil liberties proponents, moves the needle much closer to the original version. Of course, as this USA Freedom Act moves through the Senate, the bill could change. And if it passes the Senate, the House will have to reconcile this version with its own gelded one. But for now, there are things to like, things to hate, and things remaining to fear in USA Freedom.

Iraqi military forces backed by U.S. airstrikes and possibly American ground troops could launch an assault to wrest control of the city of Mosul from ISIS as early as April, a senior U.S. official told NBC News on Thursday. As many as 20,000 Iraqi military and Kurdish forces could be involved in the operation to retake Mosul, Iraq's second-largest city, said the official with the military's Central Command (CENTCOM). If needed, U.S. ground forces - including special operations and forward air controllers - could be involved, too, the official said. advertisement President Obama has said he would be willing to authorize the limited use of such ground forces if necessary.

Election officials in 27 states, most of them Republicans, have launched a program that threatens a massive purge of voters from the rolls. Millions, especially black, Hispanic and Asian-American voters, are at risk. Already, tens of thousands have been removed in at least one battleground state, and the numbers are expected to climb, according to a six-month-long, nationwide investigation by Al Jazeera America. At the heart of this voter-roll scrub is the Interstate Crosscheck program, which has generated a master list of nearly 7 million names. officials say that these names represent legions of fraudsters who are not only registered but have actually voted in two or more states in the same election — a felony punishable by 2 to 10 years in prison. Until now, state elections officials have refused to turn over their Crosscheck lists, some on grounds that these voters are subject to criminal investigation. Now, for the first time, three states — Georgia, Virginia and Washington — have released their lists to Al Jazeera America, providing a total of just over 2 million names.

The Crosscheck list of suspected double voters has been compiled by matching names from roughly 110 million voter records from participating states. Interstate Crosscheck is the pet project of Kansas’ controversial Republican secretary of state, Kris Kobach, known for his crusade against voter fraud. The three states’ lists are heavily weighted with names such as Jackson, Garcia, Patel and Kim — ones common among minorities, who vote overwhelmingly Democratic. Indeed, fully 1 in 7 African-Americans in those 27 states, plus the state of Washington (which enrolled in Crosscheck but has decided not to utilize the results), are listed as under suspicion of having voted twice. This also applies to 1 in 8 Asian-Americans and 1 in 8 Hispanic voters. White voters too — 1 in 11 — are at risk of having their names scrubbed from the voter rolls, though not as vulnerable as minorities.If even a fraction of those names are blocked from voting or purged from voter rolls, it could alter the outcome of next week’s electoral battle for control of the U.S. Senate — and perhaps prove decisive in the 2016 presidential vote count.

Based on the Crosscheck lists, officials have begun the process of removing names from the rolls — beginning with 41,637 in Virginia alone. Yet the criteria used for matching these double voters are disturbingly inadequate.

The Obama administration will be forced this weekend to grapple with major decisions on Syria that it has long resisted making but may now be unavoidable if the president’s diplomatic and military strategies there are to succeed. In a meeting Saturday in Vienna, Secretary of State John F. Kerry will try to build momentum for a Syrian political transition. Allies at the table plan to challenge him to expand the narrow list of U.S.-approved opposition forces fighting against Syrian President Bashar al-Assad and to recognize Islamist groups the administration has shunned as extremist. On Sunday and Monday, President Obama will face Turkish President Recep Tayyip Erdogan at the Group of 20 economic summit in the Mediterranean resort of Antalya. Erdogan said Wednesday that Syria will be a “major topic” at the summit and that he will push his long-standing demand for the creation of a U.S.-protected Syrian safe zone along the Turkish border. Russian President Vladi­mir Putin will also attend the G-20 meeting. Russian bombing of opposition forces in support of Assad has fundamentally altered the equation in Syria, and Putin has his own ideas about political transformation, terrorism and air operations there. The Vienna meeting is the second in as many weeks since Kerry launched a new effort to resolve the Syrian civil war through diplomatic channels. In addition to the humanitarian disaster the conflict has caused, the administration thinks the continuation of the war undercuts its higher priority of defeating the Islamic State in both Syria and Iraq.

“It’s a philosophy based on momentum,” said British Foreign Secretary Philip Hammond, one of the participants. “You get people together, you force them to make some forward movement, keeping them at it, keeping their noses to the grindstone, keep them in a locked room.” Kerry, Hammond said, “wants to make some further significant progress this week.” The plan is for the rapid-fire meetings to continue until success is achieved. “But if he can’t deliver,” a senior administration official acknowledged, “there will maybe be one more after this and it will fizzle. We just don’t know. I’ve seen Kerry pull rabbits out of hats before.” The official was one of several who spoke on the condition of anonymity about internal administration discussions. Before the first Vienna meeting at the end of October, Kerry and his Russian counterpart, Foreign Minister Sergei Lavrov, agreed that they would set aside the issue that most divided them — whether Assad could be part of a negotiated transition to a new Syrian government. In addition to U.S. allies in the Middle East and Europe, the 19 attendees also included Assad-backer Iran, invited for the first time to participate in international discussions over Syria. The Syrian opposition and representatives from Assad government were not invited and will not attend the Saturday meeting. The assumption by participants is that if they can reach agreements among themselves, it will eventually be easier to convince the combatants that a deal is viable and to push them toward making compromises that may be necessary.

While Kerry is seen as open to expanding the list of acceptable organizations, “I don’t know if the White House will sign off on it,” an administration official said. Any cease-fire would include an exemption for bombing raids against the Islamic State and likely Jabhat al-Nusra, a complication in the case of the latter because its forces in northwest Syria are co-mingled with other opposition groups. While the United States has rarely targeted that part of the country, Russian airstrikes have centered on the area. “Basically, they want a free pass to keep hitting people,” said the administration official, noting that the Russians might claim they were targeting only Jabhat al-Nusra while continuing to bomb Assad’s opponents.

Pentagon officials have concluded that hundreds more trainers, advisers and commandos from the United States and its allies will need to be sent to Iraq and Syria in the coming months as the campaign to isolate the Islamic State intensifies. In meetings with President Obama’s national security team in recent weeks, military officials have told the White House that they believe they have made significant progress in the fight against the Islamic State in both Iraq and Syria, administration officials said. But to deal a lasting blow to the extremist Sunni militancy, also known as ISIS and ISIL, they believe that additional forces will be needed to work with Iraqi, Kurdish and Syrian opposition fighters on the ground in the two countries. A federal judge on Tuesday ruled that State Department officials and top aides to Hillary Clinton should be questioned under oath about whether they intentionally thwarted federal open records laws by using or allowing the use of a private email server throughout Clinton’s tenure as secretary of state from 2009 to 2013. The decision by U.S. District Judge Emmet G. Sullivan of Washington came in a lawsuit over public records brought by Judicial Watch, a conservative legal watchdog group, regarding its May 2013 request for information about the employment arrangement of Huma Abedin, a longtime Clinton aide.

Sullivan set an April 12 deadline for parties to litigate a detailed investigative plan--subject to court approval--that would reach well beyond the limited and carefully worded explanations of the use of the private server that department and Clinton officials have given. Sullivan also suggested from the bench that he might at some point order the department to subpoena Clinton and Abedin to return all emails related to Clinton’s private account, not just records their camps previously deemed work-related and returned.

In granting Judicial Watch’s request, Sullivan said that months of piecemeal revelations about Clinton and the State Department’s handling of the email controversy created “at least a ‘reasonable suspicion’ ” that public access to official government records under the federal Freedom of Information Act was undermined. Sullivan noted that there was no dispute that senior State Department officials were aware of the email set-up from time Clinton took office, citing a January 2009 email exchange including Undersecretary for Management Patrick F. Kennedy, Clinton chief of staff Cheryl D. Mills and Abedin about establishing a “stand-alone network” email system. Sullivan said the State Department’s inspector general last month faulted the department and Clinton’s office for overseeing processes that repeatedly allowed “inaccurate and incomplete” FOIA responses, including a May 2013 reply that found “no records” concerning email accounts Clinton used, even though dozens of senior officials had corresponded with her private account.

Russian planes in Syria "violated Turkish air space" the news agency currently tell us. But an earlier report shows that this claim may well be wrong and that the U.S. pushes Turkey to release such propaganda. Turkey urged Russia to avoid repeating such a violation, or it would be held "responsible for any undesired incident that may occur." Here now what McClatchy reported on these air space violations in a longer piece several hours before Reuters and AFP reported the Turkish claim: ISTANBUL - A Russian warplane on a bombing run in Syria flew within five miles of the Turkish border and may have crossed into Turkey’s air space, Turkish and U.S. officials said Sunday. ... A Turkish security official said Turkish radar locked onto the Russian aircraft as it was bombing early Friday in al Yamdiyyah, a Syrian village directly on the Turkish border. He said Turkish fighter jets would have attacked had it crossed into Turkish airspace. But a U.S. military official suggested the incident had come close to sparking an armed confrontation. Reading from a report, he said the Russian aircraft had violated Turkish air space by five miles and that Turkish jets had scrambled, but that the Russian aircraft had returned to Syrian airspace before they could respond. The Turkish security official said he could not confirm that account.

So it is the U.S., not Turkey, which was first pushing the claims of air space violation and of scrambling fighters. The Turkish source would not confirm that. But how could it be a real air space violation when Russian planes "flew within five miles of the Turkish border and may have crossed into Turkey’s air space". The Russian planes were flying in Syrian airspace. They "may have crossed" is like saying that the earth "may be flat". Well maybe it is, right? Fact is the Russians fly ery near to the border and bomb position of some anti-Syrian fighters Turkey supports. They have good reasons to do so: The town, in a mountainous region of northern Latakia province, has been a prime route for smuggling people and goods between Turkey and Syria and reportedly has functioned as a key entry for weapons shipped to Syrian rebels by the U.S.-led Friends of Syria group of Western and Middle Eastern countries.

Russia is ordering all of its officials to fly home any relatives living abroad amid heightened tensions over the prospect of global war, it has been claimed.Politicians and high-ranking figures are said to have received a warning from president Vladimir Putin to bring their loved-ones home to the 'Motherland', according to local media.It comes after Putin cancelled a planned visit to France amid a furious row over Moscow's role in the Syrian conflict and just days after it emerged the Kremlin had moved nuclear-capable missiles near to the Polish border.Former Soviet leader Mikhail Gorbachev has also warned that the world is at a 'dangerous point' due to rising tensions between Russia and the US.According to the Daily Star, administration staff, regional administrators, lawmakers of all levels and employees of public corporations have been ordered to take their children out of foreign schools immediately.Failure to act will see officials jeopardising their chances of promotion, local media has reported.The exact reason for the order is not yet clear.But Russian political analyst Stanislav Belkovsky is quoted by the Daily Star as saying: 'This is all part of the package of measures to prepare elites to some 'big war'.' Relations between Russia and the US are at their lowest since the Cold War and have soured in recent days after Washington pulled the plug on Syria talks and accused Russia of hacking attacks.

The Kremlin has also suspended a series of nuclear pacts, including a symbolic cooperation deal to cut stocks of weapons-grade plutonium. Just days ago, it was reported that Russia had moved nuclear-capable missiles near to the Polish border as tensions escalated between the world’s largest nation and the West.The Iskander missiles sent to Kaliningrad, a Russian enclave on the Baltic Sea between Nato members Poland and Lithuania, are now within range of major Western cities including Berlin.Polish officials – whose capital Warsaw is potentially threatened – have described the move as of the 'highest concern'. Putin's decision to cancel his Paris visit came a day after French President Francois Hollande said Syrian forces had committed a 'war crime' in the battered city of Aleppo with the support of Russian air strikes.Putin had been due in Paris on October 19 to inaugurate a spiritual centre at a new Russian Orthodox church near the Eiffel Tower, but Hollande had insisted his Russian counterpart also took part in talks with him about Syria.The unprecedented cancellation of a visit so close to being finalised is a 'serious step... reminiscent of the Cold War', said Russian foreign policy analyst Fyodor Lukyanov.'This is part of the broader escalation in the tensions between Russia and the West, and Russia and NATO,' he told AFP.The Kremlin has also been angered over the banning of the Russian Paralympic team from the Rio Olympics amid claims of state-sponsored doping of its athletes.

Meanwhile, the top advisor to US presidential candidate Hillary Clinton has said the FBI is investigating Russia's possible role in hacking thousands of his personal emails.But Russian officials have vigorously rejected accusations of meddling in the US presidential elections and dismissed allegations that Moscow was behind a series of recent hacks on US institutions. Retired Russian Lt. Gen. Evgeny Buzhinsky told the BBC: 'Of course there is a reaction. As far as Russia sees it, as Putin sees it, it is full-scale confrontation on all fronts. If you want a confrontation, you'll get one.'But it won't be a confrontation that doesn't harm the interests of the United States. You want a confrontation, you'll get one everywhere.'Earlier this week British Foreign Secretary Boris Johnson waded into the row, calling for anti-war campaigners to protest outside the Russian embassy in London.Johnson said the 'wells of outrage are growing exhausted' and anti-war groups were not expressing sufficient outrage at the conflict in Aleppo.'Where is the Stop the War Coalition at the moment? Where are they?' he said during a parliamentary debate.

Mark Zuckerberg of Facebook and Larry Page of Google both strongly denied giving unfettered access to user data to U.S. officials, but it turns out both companies have, in fact, cooperated with governments requests.Zuckerberg denied his company's link to secret government data-sharing scheme PRISM on Friday in a blustery posted message that described allegations that Facebook gave 'US or any other government direct access to our servers' as 'outrageous.'Now, sources tell the New York Times that both Facebook and Google discussed plans to create secure portals for the government 'like a digital version of the secure physical rooms that have long existed for classified information' with U.S. officials.

The Obama administration, concluding that the troops of President Bashar al-Assad of Syria have used chemical weapons against rebel forces in his country’s civil war, has decided to begin supplying the rebels for the first time with small arms and ammunition, according to American officials.

The officials held out the possibility that the assistance, coordinated by the Central Intelligence Agency, could include antitank weapons, but they said that for now supplying the antiaircraft weapons that rebel commanders have said they sorely need is not under consideration.

But White House officials remain wary, and on Thursday Benjamin J. Rhodes, one of Mr. Obama’s top foreign policy advisers, all but ruled out the imposition of a no-fly zone and indicated that no decision had been made on other military actions. Mr. Obama declared last August that the use of chemical weapons by the Syrian government would cross a “red line” that would prompt a more resolute American response. In an April letter to Congress, the White House said that intelligence agencies had “varying degrees of confidence” that Syrian government troops had used chemical weapons. But the conclusion of the latest intelligence review, according to officials, is more definitive.

As someone who has written many books and articles about the agency, I have seldom seen the NSA in such a state. Like a night prowler with a bag of stolen goods suddenly caught in a powerful Klieg light, it now finds itself under the glare of nonstop press coverage, accused of robbing the public of its right to privacy. Despite the standard denials from the agency’s public relations office, the documents outline a massive operation to secretly keep track of everyone’s phone calls on a daily basis – billions upon billions of private records; and another to reroute the pipes going in and out of Google, Apple, Yahoo, and the other Internet giants through Fort Meade – figuratively if not literally. 

But long before Edward Snowden walked out of the NSA with his trove of documents, whistleblowers there had been trying for years to bring attention to the massive turn toward domestic spying that the agency was making.

Without documents to prove their claims, the agency simply dismissed them as falsehoods and much of the mainstream press simply accepted that. “We don’t hold data on U.S. citizens,” Alexander said in a talk at the American Enterprise Institute last summer, by which time he had been serving as the head of the NSA for six years. Director of National Intelligence James Clapper made similar claims. At a hearing of the Senate Intelligence Committee last March, he was asked, “Does the NSA collect any type of data at all on millions or hundreds of millions of Americans?” To which Clapper responded, “No, sir.” The documents released by Snowden, pointing to the nationwide collection of telephone data records and not denied by government officials, prove the responses untrue.

A confidential Justice Department memo concludes that the U.S. government can order the killing of American citizens if they are believed to be “senior operational leaders” of al-Qaida or “an associated force” -- even if there is no intelligence indicating they are engaged in an active plot to attack the U.S.The 16-page memo, a copy of which was obtained by NBC News, provides new details about the legal reasoning behind one of the Obama administration’s most secretive and controversial polices: its dramatically increased use of drone strikes against al-Qaida suspects, including those aimed at American citizens, such as the  September 2011 strike in Yemen that killed alleged al-Qaida operatives Anwar al-Awlaki and Samir Khan. Both were U.S. citizens who had never been indicted by the U.S. government nor charged with any crimes.  

The secrecy surrounding such strikes is fast emerging as a central issue in this week’s hearing of White House counterterrorism adviser John Brennan, a key architect of the drone campaign, to be CIA director.  Brennan was the first administration official to publicly acknowledge drone strikes in a speech last year, calling them “consistent with the inherent right of self-defense.” In a separate talk at the Northwestern University Law School in March, Attorney General Eric Holder specifically endorsed the constitutionality of targeted killings of Americans, saying they could be justified if government officials determine the target poses  “an imminent threat of violent attack.” But the confidential Justice Department “white paper” introduces a more expansive definition of self-defense or imminent attack than described  by Brennan or Holder in their public speeches.  It refers, for example, to what it calls a “broader concept of imminence” than actual intelligence about any ongoing plot against the U.S. homeland.  

“The condition that an operational  leader present an ‘imminent’ threat of violent attack against the United States does not require the United States to have clear evidence that a specific attack on U.S. persons and interests will take place in the immediate future,” the memo states.Read the entire 'white paper' on drone strikes on Americans
