Iran calls for a timetable for global nuclear disarmament - The Washington Post - 0 views

  • Iran accused the five nuclear powers Wednesday of failing to take concrete action to eliminate their stockpiles and called for negotiations on a convention to achieve nuclear disarmament by a target date. Iran’s deputy U.N. ambassador Gholam Hossein Dehghani told the U.N. Disarmament Commission that “a comprehensive, binding, irreversible, verifiable” treaty is the most effective and practical way to eliminate nuclear weapons. He accused the nuclear powers — the U.S., Russia, China, Britain and France — of promising nuclear disarmament but making no significant progress. Dehghani’s speech came days after the announcement of a framework agreement between Iran and the five nuclear powers and Germany aimed at keeping Tehran from being able to develop a nuclear weapon. It has to be finalized by June 30.
  • The commission, which includes all 193 member states, is supposed to make recommendations in the field of disarmament but has failed to make substantive proposals in the past decade. Its three-week meeting is taking place ahead of the five-year review of the Nuclear Nonproliferation Treaty (NPT), the world’s single most important pact on nuclear arms, which begins on April 27. The NPT is credited with preventing the spread of nuclear weapons to dozens of nations since entering into force in 1970. It has done that via a grand global bargain: Nations without nuclear weapons committed not to acquire them; those with them committed to move toward their elimination; and all endorsed everyone’s right to develop peaceful nuclear energy.
  • Dehghani said that as a non-nuclear weapon state and NPT member, Iran believes it’s time to end the incremental approach toward disarmament and to start negotiations with all nuclear and non-nuclear weapon states on a convention that would set a deadline for ridding the world of nuclear weapons. He noted that a proposal in 2013 by the Nonaligned Movement, which represents over 100 developing countries, to start negotiations on a comprehensive nuclear weapons convention in the Conference on Disarmament gained wide support. Russia said President Vladimir Putin has confirmed that Moscow is ready for a serious and substantive dialogue on nuclear disarmament. But Olga Kuznetsova, a counselor in Russia’s Foreign Ministry, warned in a speech Tuesday that the U.S. deployment of a global missile defense system could lead to the resumption of a nuclear arms race.

  • The only way to change the situation, she said, is for states that pursue anti-missile capabilities follow the “universal principle” of not trying to strengthen their security at the expense of the security of other states. Kuznetsova also warned that development of high-precision non-nuclear weapons threatened “strategic parity” between the two nuclear powers and could lead to “global destabilization of (the) international situation in general.” Chinese counselor Sun Lei urged countries to “abandon Cold War mentality” and said those with the largest nuclear arsenals should be the first to make “drastic and substantive” cuts in their nuclear weapons. Ukraine’s representative called for the urgent development of a binding agreement that would give assurances to countries without nuclear weapons that they will not be threatened by nuclear weapons. Pakistani Ambassador Maleeha Lodhi echoed that call.
  • The United States said the negotiation of a treaty that would cap available fissile material “is the next logical step on the multilateral nuclear disarmament agenda.” John Bravaco said the U.S. has not produced fissile material for nuclear weapons since 1989. North Korea’s deputy U.N. ambassador, An Myong Hun, declared that “our nuclear forces are the life and soul of our nation” and will not be given up as long as nuclear threats remain in the world.

China Tests Missile With 10 Warheads - 0 views

  • China flight tested a new variant of a long-range missile with 10 warheads in what defense officials say represents a dramatic shift in Beijing's strategic nuclear posture. The flight test of the DF-5C missile was carried out earlier this month using 10 multiple independently targetable reentry vehicles, or MIRVs. The test of the inert warheads was monitored closely by U.S. intelligence agencies, said two officials familiar with reports of the missile test. The missile was fired from the Taiyuan Space Launch Center in central China and flew to an impact range in the western Chinese desert.

    "The test of a missile with 10 warheads is significant because it indicates the secretive Chinese military is increasing the number of warheads in its arsenal. Estimates of China's nuclear arsenal for decades put the number of strategic warheads at the relatively low level of around 250 warheads. U.S. intelligence agencies in February reported that China had begun adding warheads to older DF-5 missiles, in a move that has raised concerns for strategic war planners. Uploading Chinese missiles from single or triple warhead configurations to up to 10 warheads means the number of warheads stockpiled is orders of magnitude larger than the 250 estimate. Currently, U.S. nuclear forces-land-based and sea-based nuclear missiles and bombers-have been configured to deter Russia's growing nuclear forces and the smaller Chinese nuclear force. Under the 2010 U.S.-Russian arms treaty, the United States is slated to reduce its nuclear arsenal to 1,550 deployed warheads. A boost in the Chinese nuclear arsenal to 800 or 1,000 warheads likely would prompt the Pentagon to increase the U.S. nuclear warhead arsenal by taking weapons out of storage."

America's Lead Iran Negotiator Misrepresents U.S. Policy (and International L... - 0 views

  • Last month, while testifying to the Senate Foreign Relations Committee, Wendy Sherman—Undersecretary of State for Political Affairs and the senior U.S. representative in the P5+1 nuclear talks with Iran—said, with reference to Iranians, “We know that deception is part of the DNA.”  This statement goes beyond orientalist stereotyping; it is, in the most literal sense, racist.  And it evidently was not a mere “slip of the tongue”:  a former Obama administration senior official told us that Sherman has used such language before about Iranians. 
  • Putting aside Sherman’s glaring display of anti-Iranian racism, there was another egregious manifestation of prejudice-cum-lie in her testimony to the Senate Foreign Relations Committee that we want to explore more fully.  It came in a response to a question from Senator Marco Rubio (R-Florida) about whether states have a right to enrich under the Nuclear Non-Proliferation Treaty (NPT).  Here is the relevant passage in Sherman’s reply:  “It has always been the U.S. position that Article IV of the Nuclear Non-Proliferation Treaty does not speak about the right of enrichment at all [and] doesn’t speak to enrichment, period.  It simply says that you have the right to research and development.”  Sherman goes on to acknowledge that “many countries such as Japan and Germany have taken that [uranium enrichment] to be a right.”  But, she says, “the United States does not take that position.  We take the position that we look at each one of these [cases].”  Or, as she put it at the beginning of her response to Sen. Rubio, “It has always been the U.S. position that Article IV of the Nuclear Non-Proliferation Treaty does not speak about the right of enrichment at all” (emphasis added). 
  • Two points should be made here.  First, the claim that the NPT’s Article IV does not affirm the right of non-nuclear-weapons states to pursue indigenous development of fuel-cycle capabilities, including uranium enrichment, under international safeguards is flat-out false.  Article IV makes a blanket statement that “nothing in this Treaty shall be interpreted as affecting the inalienable right of all the Parties to the Treaty to develop research, production and use of nuclear energy for peaceful purposes without discrimination.”  And it’s not just “countries such as Japan and Germany”—both close U.S. allies—which affirm that this includes the right of non-weapons states to enrich uranium under safeguards.  The BRICS (Brazil, Russia, India, China, and South Africa) countries and the Non-Aligned Movement (whose 120 countries represent a large majority of UN members) have all clearly affirmed the right of non-nuclear-weapons states, including the Islamic Republic of Iran, to pursue indigenous safeguarded enrichment.  In fact, just four countries in the world hold that there is no right to safeguarded enrichment under the NPT:  the United States, Britain, France, and Israel (which isn’t even a NPT signatory).  That’s it.  Moreover, the right to indigenous technological development—including nuclear fuel-cycle capabilities, should a state choose to pursue them—is a sovereign right.  It is not conferred by the NPT; the NPT’s Article IV recognizes states’ “inalienable right” in this regard, while other provisions bind non-weapons states that join the Treaty to exercise this right under international safeguards.

  • There have been many first-rate analyses demonstrating that the right to safeguarded enrichment under the NPT is crystal clear—from the Treaty itself, from its negotiating history, and from subsequent practice, with at least a dozen non-weapons states building fuel-cycle infrastructures potentially capable of supporting weapons programs.  Bill Beeman published a nice Op Ed in the Huffington Post on this question in response to Sherman’s Senate Foreign Relations Committee testimony, see here and, for a text including references, here.  For truly definitive legal analyses, see the work of Daniel Joyner, for example here and here.  The issue will also be dealt with in articles by Flynt Leverett and Dan Joyner in a forthcoming special issue of the Penn State Journal of Law and International Affairs, which should appear within the next few days.         From any objectively informed legal perspective, denying non-weapons states’ right of safeguarded enrichment amounts to nothing more than a shameless effort to rewrite the NPT unilaterally.  And this brings us to our second point about Sherman’s Senate Foreign Relations Committee testimony. 
  • Sherman claims that “It has always been the U.S. position that Article IV of the Nuclear Non-Proliferation Treaty does not speak about the right of enrichment at all [and] doesn’t speak to enrichment, period.”  But, in fact, the United States originally held that the right to peaceful use recognized in the NPT’s Article IV includes the indigenous development of safeguarded fuel-cycle capabilities.  In 1968, as America and the Soviet Union, the NPT’s sponsors, prepared to open it for signature, the founding Director of the U.S. Arms Control and Disarmament Agency, William Foster, told the Senate Foreign Relations Committee—the same committee to which Sherman untruthfully testified last month—that the Treaty permitted non-weapons states to pursue the fuel cycle.  We quote Foster on this point:   “Neither uranium enrichment nor the stockpiling of fissionable material in connection with a peaceful program would violate Article II so long as these activities were safeguarded under Article III.”  [Note:  In Article II of the NPT, non-weapons states commit not to build or acquire nuclear weapons; in Article III, they agree to accept safeguards on the nuclear activities, “as set forth in an agreement to be negotiated and concluded with the International Atomic Energy Agency.”] 
  • Thus, it is a bald-faced lie to say that the United States has “always” held that the NPT does not recognize a right to safeguarded enrichment.  As a matter of policy, the United States held that that the NPT recognized such a right even before it was opened for signature; this continued to be the U.S. position for more than a quarter century thereafter.  It was only after the Cold War ended that the United States—along with Britain, France, and Israel—decided that the NPT should be, in effect, unilaterally rewritten (by them) to constrain the diffusion of fuel-cycle capabilities to non-Western states.  And their main motive for trying to do so has been to maximize America’s freedom of unilateral military initiative and, in the Middle East, that of Israel.  This is the agenda for which Wendy Sherman tells falsehoods to a Congress that is all too happy to accept them.

Dangerous Crossroads: US-NATO To Deploy Ground Troops, Conduct Large Scale Naval Exerci... - 0 views

  • The World is at a dangerous Crossroads. The Western military alliance is in an advanced state of readiness. And so is Russia. Russia is heralded as the “Aggressor”. US-NATO military confrontation with Russia is contemplated. Enabling legislation in the US Senate under “The Russian Aggression Prevention Act” (RAPA) has “set the US on a path towards direct military conflict with Russia in Ukraine.”  Any US-Russian war is likely to quickly escalate into a nuclear war, since neither the US nor Russia would be willing to admit defeat, both have many thousands of nuclear weapons ready for instant use, and both rely upon Counterforce military doctrine that tasks their military, in the event of war, to preemptively destroy the nuclear forces of the enemy. (See Steven Starr, Global Research, August 22, 2014) The Russian Aggression Prevention Act (RAPA) is the culmination of more than twenty years of US-NATO war preparations, which consist in the military encirclement of both Russia and China:
  • On July 24, in consultation with the Pentagon, NATO’s Europe commander General Philip Breedlove called for “stockpiling a base in Poland with enough weapons, ammunition and other supplies to support a rapid deployment of thousands of troops against Russia”.(RT, July 24, 2014). According to General Breedlove, NATO needs “pre-positioned supplies, pre-positioned capabilities and a basing area ready to rapidly accept follow-on forces”: “He plans to recommend placing supplies — weapons, ammunition and ration packs — at the headquarters to enable a sudden influx of thousands of Nato troops” (Times, August 22, 2014, emphasis added) Breedlove’s “Blitzkrieg scenario” is to be presented at NATO’s summit in Wales in early September, according to The London Times.  It is a “copy and paste” text broadly consistent with the  Russian Aggression Prevention Act (RAPA) which directs President Obama to:
  • “(1) implement a plan for increasing U.S. and NATO support for the armed forces of Poland, Estonia, Lithuania, and Latvia, and other NATO member-states; and (2) direct the U.S. Permanent Representative to NATO to seek consideration for permanently basing NATO forces in such countries.” (S.2277 — 113th Congress (2013-2014)) More generally, a scenario of military escalation prevails with both sides involved in extensive war games. In turn, the structure of US sponsored military alliances plays a crucial role in war planning. We are dealing with a formidable military force involving a global alliance of 28 NATO member states. In turn, the US as well as NATO have established beyond the “Atlantic Region” a network of bilateral military alliances with “partner” countries directed against Russia, China, Iran and North Korea.

  • t is worth noting that FLEETEX is one among several US-NATO naval war games directed against an unnamed enemy. In July, NATO conducted naval exercises in the Black sea, in an area contiguous to Russia’s maritime borders.
  • NATO’s “Breeze” formally hosted by Bulgaria took place from July 4 to July 13, with the participation of naval vessels from Greece, Italy, Romania, Turkey, the U.K. and the U.S. The underlying scenario was the “”destruction of enemy ships in the sea and organization of air defense of naval groups and coastal infrastructure.” The exercises were “aimed at improving the tactical compatibility and collaboration among naval forces of the alliance’s member states…” (See Atlantic Council , see also Russia, U.S. ships sail in competing Black Sea exercises, July 7, Navy Times 2014) Ironically, NATO’s July Black Sea games started on exactly the same day as those of the “unnamed enemy”[Russia], involving its Crimea Black sea fleet of some 20 war ships and aircraft:
  • Russia has made it clear they don’t welcome NATO’s presence in the Black Sea. Russia’s navy let it be known that it is following the exercises with reconnaissance aircraft and surveillance ships. “The aviation of the Black Sea Fleet is paying special attention to the missile cruiser USS Vella Gulf which, though not formally the flagship of the ‘Breeze’ exercises, effectively is leading them,” a Russian naval source told NTV. (Ibid)
  • Since 2006, the US has been building up its weapons arsenal in Poland on Russia’s Western border (Kalingrad). The deployment of US forces in Poland was initiated  in July 2010 (within 40 miles from the border), with a view to training Polish forces in the use of US made Patriot missiles. (Stars and Stripes, 23 July 2010). In recent developments, the Pentagon announced in early August the deployment of US troops and National Guard forces to Ukraine as part of a military training operation. US-NATO is also planning further deployments of ground forces (as described by NATO General Breedlove) in Poland, Latvia, Estonia and Lithuania as well as in Georgia and Azerbaijan on Russia’s southern border. These deployments which are envisaged in the draft text of the “Russian Aggression Prevention Act” (RAPA) (S.2277 — 113th Congress (2013-2014)) are also part of a NATO “defensive” strategy in the case of a “Russian invasion”: Russia’s annexation of Crimea and the conflict in eastern Ukraine have alarmed Latvia, Estonia and Lithuania – like Ukraine, former Soviet republics with Russian-speaking minorities. NATO’s 28 leaders are expected to discuss plans to reassure Poland and the Baltics at a summit in Wales on Sept. 4-5.
  • Deployment on Russia’s Southern border is to be coordinated under a three country agreement signed on August 22, 2014 by Turkey, Georgia and Azerbaijan: Following the trilateral meeting of Azerbaijani, Turkish and Georgian defense ministers, Tbilisi announced that the three countries are interested in working out a plan to strengthen the defense capability. “The representatives of the governments of these three countries start to think about working out a plan to strengthen the defense capability,” Alasania said, adding that this is in the interests of Europe and NATO.“Because, this transit route [Baku-Tbilisi-Kars] is used to transport the alliance’s cargo to Afghanistan,” he said. Alasania also noted that these actions are not directed against anyone. (See Azeri News, August 22, 2014, emphasis added)
  • In the Far-east, Russia’s borders are also threatened by Obama’s “Pivot to Asia”. The “Pivot to Asia” from a military standpoint consists in extending US military deployments in the Asia-Pacific as well as harnessing the participation of Washington’s allies in the region, including Japan, South Korea and Australia. These countries have signed bilateral military cooperation agreements with Washington. As US allies, they are slated to be involved in Pentagon war plans directed against Russia, China and North Korea: Japan and South Korea are also both part of a grand U.S. military project involving the global stationing of missile systems and rapid military forces, as envisioned during the Reagan Administration. (Mahdi Darius Nazemroaya, Global Military Alliance: Encircling Russia and China, Global Research, October 5, 2007) This Pentagon strategy of military encirclement requires both centralized military decision making (Pentagon, USSTRATCOM) as well coordination with NATO and the various US regional commands.
  • On August 12, the US and Australia signed a military agreement allowing for the deployment of US troops in Australia. This agreement is part of Obama’s Pivot to Asia: The U.S. and Australia signed an agreement Tuesday [August 12] that will allow the two countries’ militaries to train and work better together as U.S. Marines and airmen deploy in and out of the country. “This long-term agreement will broaden and deepen our alliance’s contributions to regional security,” U.S. Defense Secretary Chuck Hagel said Tuesday. He described the U.S.-Australia alliance as the “bedrock” for stability in the Asia-Pacific region.
  • Ironically, coinciding with the announcement of the US-Australia agreement (August 12), Moscow announced that it would be conducting naval exercises in the Kuril Islands of the Pacific Ocean (which are claimed by Japan): “Exercises began involving military units in the region, which have been deployed to the Kuril Islands,” Colonel Alexander Gordeyev, a spokesman for Russia’s Eastern Military District, told news agency Interfax. (Moscow Times, August 12, 2014)
  • While this renewed East-West confrontation has mistakenly been labelled a “New Cold War”, none of the safeguards of The Cold War era prevail. International diplomacy has collapsed. Russia has been excluded from the Group of Eight (G-8), which has reverted to the G-7 (Group of Seven Nations). There is no “Cold War East-West dialogue” between competing superpowers geared towards avoiding military confrontation. In turn, the United Nations Security Council has become a de facto mouthpiece of the U.S. State Department. US-NATO will not, however, be able to win a conventional war against Russia, with the danger that military confrontation will lead to a nuclear war. In the post-Cold war era, however, nuclear weapons are no longer considered as a  “weapon of last resort” under the Cold War doctrine of “Mutual Assured Destruction” (MAD).  Quite the opposite. nuclear weapons are heralded by the Pentagon as “harmless to the surrounding civilian population because the explosion is underground”. In 2002, the U.S. Senate gave the green light for the use of nuclear weapons in the conventional war theater.  Nukes are part of the “military toolbox” to be used alongside conventional weapons.
  • When war becomes peace, the world is turned upside down.  In a bitter irony, nukes are now upheld by Washington as “instruments of peace”. In addition to nuclear weapons, the use of chemical weapons is also envisaged. Methods of non-conventional warfare are also contemplated by US-NATO including financial warfare, trade sanctions, covert ops, cyberwarfare, geoengineering and environmental modification technologies (ENMOD). But Russia also has  extensive capabilities in these areas.
  • The timeline towards war with Russia has been set. The Wales NATO venue on September 4-5, 2014 is of crucial importance. What we are dealing with is a World War III Scenario, which is the object of the Wales NATO Summit, hosted by Britain’s Prime Minister David Cameron. The agenda of this meeting has already been set by Washington, NATO and the British government. It requires, according to PM David Cameron in a letter addressed to heads of State and heads of government of NATO member states ahead of the Summit that: “Leaders [of NATO countries] must review NATO’s long term relationship with Russia at the summit in response to Russia’s illegal actions in Ukraine. Exclusive: Major nations hold talks on ending U.N. sanctions on Iran - officials | Reuters - 0 views

  • (Reuters) - Major world powers have begun talks about a United Nations Security Council resolution to lift U.N. sanctions on Iran if a nuclear agreement is struck with Tehran, a step that could make it harder for the U.S. Congress to undo a deal, Western officials said. The talks between Britain, China, France, Russia and the United States — the five permanent members of the Security Council — plus Germany and Iran, are taking place ahead of difficult negotiations that resume next week over constricting Iran's nuclear ability.Some eight U.N. resolutions - four of them imposing sanctions - ban Iran from uranium enrichment and other sensitive atomic work and bar it from buying and selling atomic technology and anything linked to ballistic missiles. There is also a U.N. arms embargo.Iran sees their removal as crucial as U.N. measures are a legal basis for more stringent U.S. and European Union measures to be enforced. The U.S. and EU often cite violations of the U.N. ban on enrichment and other sensitive nuclear work as justification for imposing additional penalties on Iran.
  • U.S. Secretary of State John Kerry told Congress on Wednesday that an Iran nuclear deal would not be legally binding, meaning future U.S. presidents could decide not to implement it. That point was emphasized in an open letter by 47 Republican senators sent on Monday to Iran's leaders asserting any deal could be discarded once President Barack Obama leaves office in January 2017.But a Security Council resolution on a nuclear deal with Iran could be legally binding, say Western diplomatic officials. The sanctions question is a sticking point in the talks that resume next week in Lausanne, Switzerland, between Iran and the six powers.

  • Last weekend, Polish Deputy Defense Minister Tomasz Szatkowski said that Poland is considering asking for access to nuclear weapons through a NATO program allowing non-nuclear states “to borrow” the warheads from the US. This is a reverberation from the intensified debates within alliances regarding the nuclear support of NATO’s operations.

In their analyses, military-political and academic insiders in the West typically do not distinguish between the strategic and tactical nuclear weapons belonging to the three Western nuclear powers: the UK, US, and France. As they calculate how best to defend “the entire territory of NATO,” they begin with the assumption that all those nuclear weapons can be commanded en masse. And because those weapons must be used “as a means to deter aggression, along with conventional weapons,” their special status should once again be recognized, as it was during the height of the Cold War during the 1960s-1980s.
  • In his statement Tomasz Szatkowski emphasized the need for the Polish armed forces to have access to the same American nuclear weapons as those entrusted to five of the member states of the North Atlantic pact: Belgium, Italy, the Netherlands, Turkey and Germany, all of which consented to stationing those weapons within their borders: “We want to see an end to the division of NATO members into two categories,” he said, explaining that he was referring to states that have long hosted American nuclear weapons vs. countries that still do not have them, meaning the allies that have only recently joined this military bloc, especially Poland. The Polish Defense Ministry hastened to disavow their own colleague’s words, arguing that “within the defense ministry there is presently no work underway concerning the accession of our country to the NATO Nuclear Sharing program.” But the further clarification that followed this message suggests otherwise, since the Polish defense ministry literally stated the following: “We have to consider various options, including some form of Poland’s participation in this program.” And as we all know, that program allows US nuclear weapons to be deployed within the borders of other states and to be used in military exercises that include the dropping of mock “nuclear bombs” from aircraft. We must also look closely at how the first part of that answer is expressed: “there is presently no work underway …” Today. And perhaps that is true. But in the future?

At best, the talks between the world’s major powers and Iran that began in Istanbul this April and will continue in Baghdad in May will enable Israel to postpone by a few months a decision whether to launch an attack on Iran that could provoke a major Mideast war.”

But keep in mind that the consensus position of all U.S. intelligence agencies that Iran had no nuclear weapons program had first been published (and promptly leaked to the LA Times) in 2007. So when Hillary composed this email in 2012, she had to know that there was no truth to the Iranian nukes myth. In other words, she was basing her advocated position on war against Syria on a lie.

  • Thirty years ago, a Soviet nuclear submarine with about 30 nuclear warheads on board sank off U.S. shores north of Bermuda as Mikhail Gorbachev and Ronald Reagan were preparing for their historic summit in Reykjavik, Iceland.  But instead of Chernobyl-style denials, the Soviet government reached out to the Americans, issued a public statement, and even received offers of help from Washington, according to the never-before-published transcript of that day’s Politburo session, posted today by the National Security Archive. The submarine, designated K-219, suffered an explosion in one of its missile tubes due to the leakage of missile fuel into the tube on October 3.  The 667-A project Yankee-class boat was armed with 16 torpedoes and 16 ballistic missiles. After the initial explosion, the crew members heroically put out fire and were forced to shut down the nuclear reactors manually because the command-and-control equipment had been damaged.  Three crew members died in the blast and fire. Senior Seaman Sergey Preminin stayed in the reactor compartment to shut down reactors, and could not be evacuated.  The rest escaped safely. Initially, it seemed the submarine could be salvaged; it was attached to the Soviet commercial ship Krasnogvardeisk for towing.  However, the tow cord broke for unknown reasons and the submarine sank.  Submarine Commander Captain Second rank Igor Britanov stayed with the sub until its final moments.  He initially came under investigation at home but all charges were removed in 1987.  According to statements by U.S. Vice Admiral Powell Carter, the submarine did not present a danger of nuclear explosion or radioactive contamination, as was reported by the New York Times.[1]

  • The November 24 deadline for Iran and world powers to reach an agreement on Iran’s nuclear program is quickly approaching.
  • If there is a deal on Nov. 24, the White House indicated, in an article authored by David E. Sanger in Sunday’s New York Times, that it would not seek an immediate vote on the agreement or sanctions relief, instead asserting that the administration can, and may need to, roll back some sanctions unilaterally as part of immediate sanctions relief guarantees in a possible agreement. Hawks in Congress may want to portray their position as representing the mainstream consensus but a letter signed by thirty-seven organizations and sent to members of Congress on Thursday offers some indication that many foreign policy groups in the beltway are concerned by Congress’ latest effort to meddle in the final weeks of sensitive diplomacy before the November deadline. The signatories—which include the Center for Arms Control and Non-Proliferation; J Street; MoveOn.org; the National Iranian American Council; Progressive Democrats of America; the United Methodist Church and VoteVets— expressed “deep concern with inaccurate and counterproductive rhetoric from a handful of Members of Congress regarding possible outcomes of the current negotiations.”

    There's more behind this story than appears in its words. "Progressive" organizations have largely stood silent on the topic of war since Obama was elected because they are Obama fans and Obama has been anything but peaceful. But now they turn out because Obama needs Congress to stay out of the Iran situation until negotiations are complete and for some time afterward. The pressure on Congress to intervene is coming from the Israel Lobby. Keep in mind that it's been the consensus position of all 17 U.S. intelligence agencies for many years that Iran has no plans to create a nuclear weapon capability. Several Israeli intelligence and military leaders have said the same thing. The Iranian nukes myth is a propaganda theme of the ultra-right wing Israeli government leadership that has been used for several years in efforts to persuade the U.S. to invade Iran and bomb it back into the Stone Age. And their excuse for involving the U.S. military evaporates if the Obama Administration successfully negotiates an agreement with Iran that limits its lawful development of nuclear energy for peaceful purposes that will safeguard from any change of mind in Iran on development of nuclear weapons via, e.g., production limits and on-site inspections. The counter-argument is that such an agreement would have to be ratified by the Senate on grounds that it would be a treaty. But that argument falls short of the mark because: [i] the Executive has always had the unfettered right to negotiate and sign treaties; [ii] the U.S. government is not bound by treaties unless and until the Senate ratifies the treaty; and [iii] Congress already explicitly gave Obama authority to impose and suspend economic sanctions at his discretion. Meanwhile, part of the interim agreement with Iran so that negotiations can take place is a promise by the Obama Administration that it would veto any legislation imposing further sanctions on Iran during the period of negotiation.   • A fascinating nuclear/energy ballet involving Iran, Russia, the US and the EU is bound to determine much of what happens next in the new great game in Eurasia. Let’s start with what’s going on with the Iranian nuclear dossier.
  • As we stand, the gap between the US, Russia, China, Britain, France and Germany on one side, and Iran on the other side, remains very wide. Essentially, the gap that really matters is between Washington and Tehran. And that, unfortunately, translates as a few more months for the vast sabotage brigade – from US neo-cons and assorted warmongers to Israel and the House of Saud – to force the deal to collapse. One of Washington’s sabotage mantras is “breakout capability”; a dodgy concept which boils down to total centrifuge capacity/capability to produce enough enriched uranium for a single nuclear bomb. This implies an arbitrary limit on Iran’s capacity to enrich uranium. The other sabotage mantra forces Iran to shut down the whole of its uranium enrichment program, and on top of it negotiate on its missiles. That’s preposterous; missiles are part of conventional armed forces. Washington in this instance is changing the subject to missiles that might carry the nuclear warheads that Iran does not have. So they should also be banned. Moscow and Beijing see “breakout capability” for what it is; a manufactured issue. While Washington says it wants a deal, Moscow and Beijing do want a deal – stressing it can be respected via strict monitoring.

In parallel undercurrents, we still have the usual US/Israeli “experts” predicting that Iran can produce a bomb in two to three months while blasting Tehran for “roadblocks” defending its “illicit” nuclear program. At least US National Security Adviser Susan Rice has momentarily shut up.

  • Another key contention point is the Arak heavy-water research reactor. Washington wants it scrapped – or converted into a light-water plant. Tehran refuses, arguing the reactor would only produce isotopes for medicine and agriculture. And then there’s the sanctions hysteria. The UN and the US have been surfing a sanction tidal wave since 2006. Tehran initially wanted those heavy sanctions which amount to economic war lifted as soon as possible; then it settled for a progressive approach. Obama might be able to lift some sanctions – but a US Congress remote-controlled by Tel Aviv will try to keep others for eternity. Here, with plenty of caveats is a somewhat detailed defense of a good deal compared to what may lead towards an apocalyptic road to war.

Washington plays The Great Pretender, faking it full-time that Israel is not a nuclear-armed power while trying to convince the whole planet Israel is entitled to amass as many weapons as it wants while Iran is not allowed to even have conventional means to defend itself. Not to mention that nuclear-armed Israel has threatened and invaded virtually all of its neighbors, while Iran has invaded nothing.
  • As harsh as they really are, sanctions did not force Tehran to kneel and submit. Khamenei has repeatedly said he’s not optimistic about a nuclear deal. What he really wants, much more than a deal, is an improved economy. Now, with the sanctions cracking after the initial Geneva agreement, there is light at the end of the tunnel. Enter turbo-charged Russia-Iran negotiations. They include a power deal worth up to $10 billion, including new thermal and hydroelectric plants and a transmission network.
  • In many overlapping ways, the Iranian nuclear dossier now is like a hall of mirrors. It reflects an unstated Washington dream; unfettered access for US corporations to a virgin market of 77 million, including a well- educated young urban population, plus an energy bonanza for US Big Oil. But in the hall of mirrors there’s also the Iranian projection – as in fulfilling its destiny as the top geopolitical power in Southwest Asia, the ultimate crossroads between East and West. So in a sense the Supreme Leader has it all covered. If Rouhani shines and there is a final nuclear deal, the economic scenario will vastly improve, especially via massive European investment. If Washington scotches the deal over pressure from the usual lobbies, Tehran can always say it exercised all of its “heroic flexibility,” and move on – as in closer and closer integration with both Russia and China.

Smith, Director of the Institute for Research: Middle Eastern Policy (IRmep), in the suit challenges the authority of the president and U.S. federal agencies to deliver such foreign aid to Israel. Such aid violates longstanding bans on aid to non-signatories to the Nuclear Non-proliferation Treaty (NPT) with nuclear weapons programs. Since the bans went into effect, U.S. foreign aid to Israel is estimated to be $234 billion.
  • The lawsuit reveals how in the mid-1970s during investigations into the illegal diversion of weapons-grade uranium from U.S. contractor NUMEC to Israel, Senators Stuart Symington and John Glenn amended the 1961 Foreign Assistance Act to ban any aid to clandestine nuclear powers that were not NPT signatories. It is also the part of the world where we have been most compellingly reminded that some struggles cannot be won, but there are no struggles that cannot be lost. It is often said that human beings learn little useful from success but can learn a great deal from defeat. If so, the Middle East now offers a remarkably rich menu of foreign-policy failures for Americans to study. • Our four-decade-long diplomatic effort to bring peace to the Holy Land sputtered to an ignominious conclusion a year ago. • Our unconditional political, economic, and military backing of Israel has earned us the enmity of Israel’s enemies even as it has enabled egregiously contemptuous expressions of ingratitude and disrespect for us from Israel itself.

  • One can only measure success or failure by reference to what one is trying achieve. So, in practice, what have U.S. objectives been? Are these objectives still valid? If we’ve failed to advance them, what went wrong? What must we do now to have a better chance of success? Our objectives in the Middle East have not changed much over the course of the past half century or more. We have sought to 1. Gain acceptance and security for a Jewish homeland from the other states and peoples of the region; 2. Ensure the uninterrupted availability of the region’s energy supplies to sustain global and U.S. security and prosperity; 3. Preserve our ability to transit the region so as to be able to project power around the world; 4. Prevent the rise of a regional hegemon or the deployment of weapons of mass destruction that might threaten any or all of these first three objectives; 5. Maximize profitable commerce; and 6. Promote stability while enhancing respect for human rights and progress toward constitutional democracy. Let’s briefly review what’s happened with respect to each of these objectives. I will not mince words.
  • Israel has come to enjoy military supremacy but it remains excluded from most participation in its region’s political, economic, and cultural life. In the 67 years since the Jewish state was proclaimed, Israel has not made a single friend in the Middle East, where it continues to be regarded as an illegitimate legacy of Western imperialism engaged in racist removal of the indigenous population. International support for Israel is down to the United States and a few of the former colonial powers that originally imposed the Zionist project on the Arabs under Sykes-Picot and the related Balfour Declaration. The two-state solution has expired as a physical or political possibility. There is no longer any peace process to distract global attention from Israel’s maltreatment of its captive Arab populations. After years of deference to American diplomacy, the Palestinians are about to challenge the legality of Israel’s cruelties to them in the International Criminal Court and other venues in which Americans have no veto, are not present, or cannot protect the Jewish state from the consequences of its own behavior as we have always been able to do in the past. Israel’s ongoing occupation of the West Bank and siege of Gaza are fueling a drive to boycott its products, disinvest in its companies, and sanction its political and cultural elite. These trends are the very opposite of what the United States has attempted to achieve for Israel.
  • In a stunning demonstration of his country’s most famous renewable resource — chutzpah — Israel’s Prime Minister chose this very moment to make America the main issue in his reelection campaign while simultaneously transforming Israel into a partisan issue in the United States. This is the very opposite of a sound survival strategy for Israel. Uncertainties about their country’s future are leading many Israelis to emigrate, not just to America but to Europe. This should disturb not just Israelis but Americans, if only because of the enormous investment we have made in attempts to gain a secure place for Israel in its region and the world. The Palestinians have been silent about Mr. Netanyahu’s recent political maneuvers. Evidently, they recall Napoleon’s adage that one should never interrupt an enemy when he is making a mistake. This brings me to an awkward but transcendently important issue. Israel was established as a haven from anti-Semitism — Jew hatred — in Europe, a disease of nationalism and Christian culture that culminated in the Holocaust. Israel’s creation was a relief for European Jews but a disaster for the Arabs of Palestine, who were either ethnically cleansed by European Jewish settlers or subjugated, or both.  But the birth of Israel also proved tragic for Jews throughout the Middle East — the Mizrahim. In a nasty irony, the implementation of Zionism in the Holy Land led to the introduction of European-style anti-Semitism — including its classic Christian libels on Jews — to the region, dividing Arab Jews from their Muslim neighbors as never before and compelling them to join European Jews in taking refuge in Israel amidst outrage over the dispossession of Palestinians from their homeland. Now, in a further irony, Israel’s pogroms and other injustices to the Muslim and Christian Arabs over whom it rules are leading not just to a rebirth of anti-Semitism in Europe but to its globalization.
  • The late King `Abdullah of Saudi Arabia engineered a reversal of decades of Arab rejectionism at Beirut in 2002. He brought all Arab countries and later all 57 Muslim countries to agree to normalize relations with Israel if it did a deal — any deal — with the Palestinians that the latter could accept. Israel spurned the offer. Its working assumption seems to be that it does not need peace with its neighbors as long as it can bomb and strafe them. Proceeding on this basis is not just a bad bet, it is one that is dividing Israel from the world, including Jews outside Israel. This does not look like a story with a happy ending. It’s hard to avoid the thought that Zionism is turning out to be bad for the Jews. If so, given the American investment in it, it will also have turned out to be bad for America. The political costs to America of support for Israel are steadily rising. We must find a way to divert Israel from the largely self-engineered isolation into which it is driving itself, while repairing our own increasing international ostracism on issues related to Israel.  
  • Despite Mr. Netanyahu’s recent public hysteria about Iran and his efforts to demonize it, Israel has traditionally seen Iran’s rivalry with the Arabs as a strategic asset. It had a very cooperative relationship with the Shah. Neither Israelis nor Arabs have forgotten the strategic logic that produced Israel's entente with Iran. Israel is very much on Daesh’s list of targets, as is Iran. For now, however, Israel’s main concern is the possible loss of its nuclear monopoly in the Middle East. Many years ago, Israel actually did what it now accuses Iran of planning to do. It clandestinely developed nuclear weapons while denying to us and others that it was doing so. Unlike Iran, Israel has not adhered to the Nuclear Non-Proliferation Treaty or subjected its nuclear facilities to international inspection. It has expressed no interest in proposals for a nuclear-free zone in the Middle East. It sees its ability to bring on nuclear Armageddon as the ultimate guarantee of its existence.
  • To many, Israel now seems to have acquired the obnoxious habit of biting the American hand that has fed it for so long. The Palestinians have despaired of American support for their self-determination. They are reaching out to the international community in ways that deliberately bypass the United States. Random acts of violence herald mayhem in the Holy Land. Daesh has proclaimed the objective of erasing the Sykes-Picot borders and the states within them. It has already expunged the border between Iraq and Syria. It is at work in Lebanon and has set its sights on Jordan, Palestine, and Israel. Lebanon, under Saudi influence, has turned to France rather than America for support. Hezbollah has intervened militarily in Iraq and Syria, both of whose governments are close to Iran. Egypt and Turkey have distanced themselves from the United States as well as from each other. Russia is back as a regional actor and arms supplier. The Gulf Arabs, Egypt, and Turkey now separately intervene in Libya, Syria, and Iraq without reference to American policy or views. Iran is the dominant influence in Iraq, Syria, parts of Lebanon, and now Yemen. It has boots on the ground in Iraq. And now Saudi Arabia seems to be organizing a coalition that will manage its own nuclear deterrence and military balancing of Ir
  • To describe this as out of control is hardly adequate. What are we to do about it? Perhaps we should start by recalling the first law of holes — “when stuck in one, stop digging.” It appears that “don’t just sit there, bomb something” isn’t much of a strategy. When he was asked last summer what our strategy for dealing with Daesh was, President Obama replied, “We don’t yet have one.” He was widely derided for that. He should have been praised for making the novel suggestion that before Washington acts, it should first think through what it hopes to accomplish and how best to do it. Sunzi once observed that “tactics without strategy is the noise before defeat." America’s noisy but strategy-free approach to the Middle East has proven him right. Again the starting point must be what we are trying to accomplish. Strategy is "the discipline of achieving desired ends through the most efficient use of available means" [John Lewis Gaddis].Our desired ends with respect to the Middle East are not in doubt. They have been and remain to gain an accepted and therefore secure place for Israel there; to keep the region's oil and gas coming at reasonable prices; to be able to pass through the area at will; to head off challenges to these interests; to do profitable business in the markets of the Middle East; and to promote stability amidst the expansion of liberty in its countries. Judging by results, we have been doing a lot wrong. Two related problems in our overall approach need correction. They are “enablement” and the creation of “moral hazard.” Both are fall-out from  relationships of codependency.
  • Enablement occurs when one party to a relationship indulges or supports and thereby enables another party’s dysfunctional behavior. A familiar example from ordinary life is giving money to a drunk or a drug addict or ignoring, explaining away, or defending their subsequent self-destructive behavior.  Moral hazard is the condition that obtains when one party is emboldened to take risks it would not otherwise take because it knows another party will shoulder the consequences and bear the costs of failure. The U.S.-Israel relationship has evolved to exemplify codependency. It now embodies both enablement and moral hazard. U.S. support for Israel is unconditional.  Israel has therefore had no need to cultivate relations with others in the Middle East, to declare its borders, or to choose peace over continued expansion into formerly Arab lands. Confidence in U.S. backing enables Israel to do whatever it likes to the Palestinians and its neighbors without having to worry about the consequences. Israel is now a rich country, but the United States continues to subsidize it with cash transfers and other fiscal privileges. The Jewish state is the most powerful country in the Middle East. It can launch attacks on its neighbors, confident that it will be resupplied by the United States. Its use of U.S. weapons in ways that violate both U.S. and international law goes unrebuked. 41 American vetoes in the United Nations Security Council have exempted Israel from censure and international law. We enable it to defy the expressed will of the international community, including, ironically, our own.
  • We Americans are facilitating Israel's indulgence in denial and avoidance of the choices it must make if it is not to jeopardize its long-term existence as a state in the Middle East. The biggest contribution we could now make to Israel's longevity would be to ration our support for it, so as to cause it to rethink and reform its often self-destructive behavior. Such peace as Israel now enjoys with Egypt, Jordan, and the Palestinians is the direct result of tough love of this kind by earlier American administrations. We Americans cannot save Israel from itself, but we can avoid killing it with uncritical kindness. We should support Israel when it makes sense to do so and it needs our support on specific issues, but not otherwise. Israel is placing itself and American interests in jeopardy. We need to discuss how to reverse this dynamic.
  • Moral hazard has also been a major problem in our relationship with our Arab partners. Why should they play an active role in countering the threat to them they perceive from Iran, if they can get America to do this for them? Similarly, why should any Muslim country rearrange its priorities to deal with Muslim renegades like Daesh when it can count on America to act for it? If America thinks it must lead, why not let it do so? But responsible foreign and defense policies begin with self-help, not outsourcing of military risks. The United States has the power-projection and war-fighting capabilities to back a Saudi-led coalition effort against Daesh. The Saudis have the religious and political credibility, leadership credentials, and diplomatic connections to organize such an effort. We do not. Since this century began, America has administered multiple disappointments to its allies and friends in the Middle East, while empowering their and our adversaries. Unlike the Gulf Arabs, Egypt, and Turkey, Washington does not have diplomatic relations with Tehran. Given our non-Muslim identity, solidarity with Israel, and recent history in the Fertile Crescent, the United States cannot hope to unite the region’s Muslims against Daesh.  Daesh is an insurgency that claims to exemplify Islam as well as a governing structure and an armed force. A coalition led by inhibited foreign forces, built on papered-over differences, and embodying hedged commitments will not defeat such an insurgency with or without boots on the ground.
  • When elections have yielded governments whose policies we oppose, we have not hesitated to conspire with their opponents to overthrow them. But the results of our efforts to coerce political change in the Middle East are not just failures but catastrophic failures. Our policies have nowhere produced democracy. They have instead contrived the destabilization of societies, the kindling of religious warfare, and the installation of dictatorships contemptuous of the rights of religious and ethnic minorities. Frankly, we have done a lot better at selling things, including armaments, to the region than we have at transplanting the ideals of the Atlantic Enlightenment there. The region’s autocrats cooperate with us to secure our protection, and they get it. When they are nonetheless overthrown, the result is not democracy or the rule of law but socio-political collapse and the emergence of  a Hobbesian state of nature in which religious and ethnic communities, families, and individuals are able to feel safe only when they are armed and have the drop on each other. Where we have engineered or attempted to engineer regime change, violent politics, partition, and ethno-religious cleansing have everywhere succeeded unjust but tranquil order. One result of our bungled interventions in Iraq and Syria is the rise of Daesh. This is yet another illustration that, in our efforts to do good in the Middle East, we have violated the principle that one should first do no harm.
  • Americans used to believe that we could best lead by example. We and those in the Middle East seeking nonviolent change would all be better off if America returned to that tradition and forswore ideologically motivated hectoring and intervention. No one willingly follows a wagging finger. Despite our unparalleled ability to use force against foreigners, the best way to inspire them to emulate us remains showing them that we have our act together. At the moment, we do not. In the end, to cure the dysfunction in our policies toward the Middle East, it comes down to this. We must cure the dysfunction and venality of our politics. If we cannot, we have no business trying to use an 8,000-mile-long screwdriver to fix things one-third of the way around the world. That doesn’t work well under the best of circumstances. But when the country wielding the screwdriver has very little idea what it’s doing, it really screws things up.

    Chas Freeman served as US ambassador to Saudi Arabia during the war to liberate Kuwait and as Assistant Secretary of Defense from 1993-94. He was the editor of the Encyclopedia Britannica entry on "diplomacy" and is the author of five books, including "America's Misadventures in the Middle East" and "Interesting Times: China, America, and the Shifting Balance of Prestige."  I have largely omitted highlighting portions of the speech dealing with Muslim nations because Freeman has apparently lost touch with the actual U.S., Saudi, UAE, Kuwait, and Turish roles in creating and expanding ISIL. But his analysis of Israel's situation and recommendations for curing it seem quite valid, as well as his overall Mideast recommendation to heed the First Law of Holes: "when stuck in one, stop digging."   I recommend reading the entire speech notwithstanding his misunderstanding of ISIL.   • Reports, including photographic evidence reveal that Israel is using an energy weapon to attack targets in Gaza. The destructive beam, thought to be a high energy laser, is emitted from a plane identified as a Boeing KC707 “Re’em,” originally configured for Electronic Warfare. Those observing the attacks cite a beam from a 4 engine jet hitting a target which immediately turns “white hot.” After these attacks, the target area is then hit with either bombs or artillery to destroy evidence of the use of an American designed and built energy weapon illegally given to Israel. BACKGROUND The weapon used is identified as part of the YAL 1 system, a COIL laser (chemical, oxygen/iodine laser), originally intended as an aircraft mounted system to shoot down ICBMs. Boeing approached the Department of Defense in 2002 and by 2004 had mounted its first system on a 747/400 previously flown by Air India. Boeing had convinced Secretary of Defense Donald Rumsfeld that this system, mounted on as many as 7 aircraft, could fly 24 hours a day around Iran and defend “the free world” against nuclear tipped ICBMs that Rumsfeld believed Iran was planning to use. Please note that it was Rumsfeld that told television audiences that Afghanistan was “peppered” with underground cities serviced by rail links that supported division sized Al Qaeda units that, after ten years, no one was able to locate.
  • Boeing tested the system in 2007. The Department of Defense claimed the system could shoot down low earth orbit satellites and that in tests conducted in 2010, destroyed multiple test missiles. There is no reliable confirmation of this other than a press release from then Secretary of Defense Robert Gates. CANCELLATION AND MYSTERIOUS DISAPPEARANCE The Center for Strategic Studies, in an interview with then Defense Secretary Gates published the following: “I don’t know anybody at the Department of Defense who thinks that this program should, or would, ever be operationally deployed. The reality is that you would need a laser something like 20 to 30 times more powerful than the chemical laser in the plane right now to be able to get any distance from the launch site to fire.” So, right now the ABL would have to orbit inside the borders of Iran in order to be able to try and use its laser to shoot down that missile in the boost phase. And if you were to operationalize this you would be looking at 10 to 20 747s, at a billion and a half dollars apiece, and $100 million a year to operate. And there’s nobody in uniform that I know who believes that this is a workable concept.”

  • The declaration does not seem to have affected the practice of states in using tracer for range finding, even mixed with normal ammunition, nor the use of small explosive projectiles for anti-aircraft and anti-material uses. A greater question arises, if this “failed system” costing many billions has been shipped off “in the dark of night” without public knowledge or official authorization for use in a criminal manner, what other systems may have been similarly pirated? There is conclusive evidence that W54/Davy Crocket nuclear weapons made their way to Israel after 1991 after an accident at Dimona is reputed to have made that facility useless for weapons development.

Ukrainian leaders have spoken of the intent to deploy and use these nuclear weapons publicly on several recent occasions. From USA Today: “KIEV, Ukraine — Ukraine may have to arm itself with nuclear weapons if the United States and other world powers refuse to enforce a security pact that obligates them to reverse the Moscow-backed takeover of Crimea, a member of the Ukraine parliament told USA TODAY. ‘We gave up nuclear weapons because of this agreement,’ said Rizanenko, a member of the Udar Party headed by Vitali Klitschko, a candidate for president. ‘Now there’s a strong sentiment in Ukraine that we made a big mistake.’”
  • With the recent bombing of a UN refugee facility in Gaza, with the use of chemical and now energy weapons, with Israel’s planned sale of nuclear warheads to Ukraine, there is little more that could be done to establish Israel, not only as a rogue state, but as a “clear and present danger” to not only regional but global security as well. As Jim W. Dean of Veterans Today recently stated, “Their fingerprints are at every crime scene.”

Did Russia just "gently" threaten the USA? | The Vineyard of the Saker - 0 views

  • Interesting stuff today.  A major Russian TV channel just aired a report about Putin meeting with his top military commanders.  I don’t have the time to translate what Putin said word for word, but basically he said that the USA had refused every single Russian offer to negotiate about the US anti-missile system in Europe and that while the US had initially promised that the real target of this system was Iran, now that the Iranian nuclear issue had been solved, the US was still deploying the system.  Putin added that the US was clearly attempting to change the world’s military balance.  And then the Russian footage showed this:
  • According to the Kremlin was mistakenly leaked secret document.  And just to make sure that everybody got it, RT wrote a full article in English about this in an article entitled “‘Assured unacceptable damage’: Russian TV accidentally leaks secret ‘nuclear torpedo’ design“. According to RT The presentation slide titled “Ocean Multipurpose System: Status-6” showed some drawings of a new nuclear submarine weapons system. It is apparently designed to bypass NATO radars and any existing missile defense systems, while also causing heavy damage to “important economic facilities” along the enemy’s coastal regions. The footnote to the slide stated that Status-6 is intended to cause “assured unacceptable damage” to an adversary force. Its detonation “in the area of the enemy coast” would result in “extensive zones of radioactive contamination” that would ensure that the region would not be used for “military, economic, business or other activity” for a “long time.” According to the blurred information provided in the slide, the system represents a massive torpedo, designated as “self-propelled underwater vehicle,” with a range of up to 10 thousand kilometers and capable of operating at a depth of up to 1,000 meters. Actually, such ideas are nothing new.  The late Andrei Sakharov had already proposed a similar idea to basically wipe out the entire US East Coast.  The Russians have also look into the possibility to detonate a nuclear device to set off the “Yellowstone Caldera” and basically destroy most of the USA in one shot.  While in the early years following WWII the Soviets did look into all sort of schemes to threaten the USA with destruction, the subsequent development of Soviet nuclear capabilities made the development of this type of “doomsday weapons” useless.  Personally, I don’t believe for one second that the Russians are now serious about developing such system as it would be literally a waste of resources.  So what is going on here?
  • This so-called “leak” of “secret documents” is, of course, no leak at all.  This is a completely deliberate action.  To imagine that a Russian journalist could, just by mistake, film a secret document (helpfully held up for him by a general) and then just walk away, get it passed his editor and air it is laughable.  Any footage taken in a meeting of the President with his senior generals would be checked many times over.  No, this was a deliberate way to remind the USA that if they really are hell-bent on spending billions of dollars in a futile quest to create some kind of anti-missile system Russia could easily develop a cheap weapon system to still threaten the USA with total annihilation.  Because, make no mistake, the kind of long range torpedo being suggested here would be rather cheap to build using only already existing technologies.  I would even add that rather than setting such a weapon off the US coast the system could also be designed to fire off a secondary missile (ballistic or cruise) which could then fly to any inland target.  Again, such technologies already exist in the Russian military and have even been deployed on a smaller scale.   • Coming back to the real world, I don’t believe for one second that any type of anti-missile system could be deployed in Europe to shield NATO the EU or the US from a Russian retaliatory strike should the Empire ever decide to attack Russia.  All the East Europeans are doing is painting a cross-hair on themselves as these will be the very first targets to be destroyed in case of a crisis.  How? By use of special forces first and, if needed, by Iskander missile strikes if all else fails.  But the most likely scenario is that key components of the anti-missile system will suddenly experience “inexplicable failures” which will render the entire system useless.  The Russians know that and so do the Americans.  But just to make sure that everybody got the message the Russians have now shown that even a fully functional and survivable US anti-missile system will not protect anybody from a Russian retaliation. The sad thing is that US analysts all fully understand that but they have no say in a fantastically corrupt Pentagon.  The real purpose of the US program is not to protect anybody against a non-existing Russian threat, but to dole out billions of dollars to US corporations and their shareholders.  And if in the process the US destabilizes the entire planet and threatens the Russians – then “to hell with ‘em Russikes!  We are the indispensable nation and f**k the rest of the planet!”  Right? Wrong. What happened today is a gentle reminder of that.
