China Central Television (CCTV), Beijing's largest and most important TV network, said it will launch a new global media platform at the stroke of New Year's Day to help re-brand China overseas.The new multilingual media cluster will have six TV channels, a video newsletter agency and a new media agency and will see the original CCTV News channel renamed as China Global Television Network, the network said on its website on Friday night.China has been extending its global influence with "soft power" tactics such as launching new English language media and auditioning international public relations firms to tailor its branding strategy.President Xi Jinping said in February state media must tell China's story to the world better and become internationally influential, adding that onshore portals must follow the party line and promote "positive propaganda as the main theme".

The Federal Bureau of Investigation (FBI) is developing a biometric identification database program called "Next Generation Identification" (NGI). When completed, the NGI system will be the largest biometric database in the world. The program is of particular interest to EPIC because of the far-reaching implications for personal privacy and the risks of mass surveillance.[1] The vast majority of records contained in the NGI database will be of US citizens. The NGI biometric identifiers will include fingerprints, iris scans, DNA profiles, voice identification profiles, palm prints, and photographs. The system will include facial recognition capabilities to analyze collected images. Millions of individuals who are neither criminals nor suspects will be included in the database.

Many of these individuals will be unaware that their images and other biometric identifiers are being captured. Biometric records collected by various civil service agencies could be added to the system. The NGI system could be integrated with other surveillance technology, such as Trapwire, that would enable real-time image-matching of live feeds from CCTV surveillance cameras. [2] The Department of Homeland Security has expended hundreds of millions of dollars to establish state and local surveillance systems, including CCTV cameras that record the routine activities of millions of individuals. [3] There are an estimated 30 million surveillance cameras in the United States. If NGI system was integrated with CCTV cameras operated by public agencies and private entities, NGI could use facial recognition on images of crowds to identify individuals in public settings, whether or not the police have made the necessary legal showing to compel the disclosure of identification documents. The NGI database will be used for both law enforcement and non-law enforcement purposes. It will be available to law enforcement agencies at the local, state, and federal level. But it will also be available to private entities, unrelated to a law enforcement agency. EPIC’s “Spotlight on Surveillance” project takes a deeper look at this massive surveillance initiative.

A report by a respected British medical journal the Lancet, has supported the possibility that late Palestinian leader Yasser Arafat was poisoned with the radioactive element polonium 210. The journal published a peer review of last year’s research by Swiss scientists. It backed their work, which found high levels of the highly radioactive element in blood, urine, and saliva stains on Arafat’s clothes and toothbrush. The Palestinian leader died in 2004 in a French hospital near Paris, after being effectively confined to his West Bank compound for two years. In November 2012, experts from Switzerland, France and Russia exhumed his remains and took samples to examine for possible poisoning. It was prompted by a documentary aired on Al- Jazeera, that claimed there were traces of polonium in Arafat’s personal belongings.

In what felt like a scene from a movie, he was taken from his Berlin home by armed men after a systematic monitoring of his academic research deemed him the probable leader of a militant group. After 30 days in solitary confinement, he was released without charges. Across Western Europe and the USA, surveillance of civilians has become a major business. With one camera for every 14 people in London and drones being used by police to track individuals, the threat of living in a Big Brother state is becoming a reality. At an annual conference of hackers, keynote speaker Jacob Appelbaum asserts, "to be free of suspicion is the most important right to be truly free". But with most people having a limited understanding of this world of cyber surveillance and how to protect ourselves, are our basic freedoms already being lost?

Alleged Colombian paramilitary Leiva Padilla, alias “El Colombia,” arrived in Venezuela on Saturday where he will face trial for the murders of socialist politician, Robert Serra (27), and his comrade and political assistant, Maria Herrera (26).  Leiva is considered by Venezuelan authorities to be the head of an eight man group responsible for assassinating the two young political activists on October 1st last year. He was arrested on November 5th 2014 by Colombian authorities in Cartagena after Venezuela issued an Interpol request for his capture. The extradition of the alleged paramilitary, who has dual Venezuela-Colombia nationality, was approved by Colombian president, Manuel Santos, early in May. 

In the days following the assassination of Serra and Herrera, the Venezuelan government released CCTV footage of six men entering Serra’s house in the working class barrio of Caracas, La Pastora. Authorities maintain that the group immediately “neutralised” an unsuspecting Herrera, who answered the door, and then proceeded to go upstairs where they violently assassinated Serra before leaving just several minutes later.  The legislator was tied, gagged and stabbed somewhere between twenty to fifty times in the chest and four times in the back. At the time, then-Venezuelan Minister of Justice, Peace and the Interior, Miguel Rodriguez Torres, affirmed that the attack bore all the hallmarks of a politically motivated assassination. 

In the months prior to his death, he was conducting a parliamentary investigation into the activities of Lorent Saleh, a young rightwing activist arrested in 2014 for allegedly plotting alongside Colombian paramilitaries to carry out a series of terrorist attacks and political murders in Venezuela. Also extradited from Colombia, Saleh is a chief ally of former Colombian president, Alvaro Uribe, currently under investigation for his alleged links to paramilitary networks. Uribe had also been accused of being linked to Saleh by Serra less than two weeks before his death.  According to Venezuelan President Nicolas Maduro, the murders were planned and financed by an unknown person in Colombia. They have been widely interpreted as an attempt to intimidate those who support the country’s leftwing Bolivarian Revolution.  Many have also cited the crime as a sign of the increasing presence of rightwing paramilitary forces operating in the country.

The respective governments of China and Russia are seriously considering the idea of building a high-speed railway line between their two capital cities, according to reports.The Beijing Times said that the line, which would be over 7,000 kilometres but cutting the Trans-Siberian railway journey from six days to two, would cost in excess of $230bn (£142.9bn, €179.5bn) if it is to connect Moscow and Beijing via a high-speed railway line.If it were to be completed, it would be triple the length of the world's longest high-speed line which runs from Beijing to Guangzhou.Wang Meng-shu, a tunnel and railway expert at the Chinese Academy of Engineering, told the Beijing Times: "If the funds are raised smoothly... the line can be completed in five years at the quickest."Vladmir Putin and Premier Li Keqiang signed a memorandum of understanding when China's head of government travelled to Moscow earlier in the week, with the duo outlining their interested in building a high-speed link between Moscow and Kazan in the Tatarstan region, an area which holds vast amount of oil, China Central Television (CCTV) reported.

It was reported earlier in the year that China was considering building a 13,000km high-speed railway line that would run from Beijing to east coast US.The line, creatively dubbed the China-Russia-Canada-America line, would begin in Beijing, travel north through Siberia, and under the Bering Strait to Alaska before heading south through Canada to reach its final - unspecified - destination in the United States.
