Islamic State leader Caliph Ibrahim - aka Abu Bakr al-Baghdadi - never ceases to amaze us - and most of all his powerful petrodollar-stuffed backers. The Caliph is for all practical purposes now an oil major worth of membership of the Organization of the Petroleum Exporting Countries (OPEC). His takfiri/mercenary goons - in theory - have for some time been extracting, refining, shipping and/or smuggling and clinching juicy deals involving vast quantities of oil, reaping profits of roughly US$2 million a day. The Caliph's oil prices are to die (be beheaded?) for; after all, he's implementing the same low-price strategy concocted by the people he wants to dethrone in Mecca, the House of Saud. What Kerry did give was the Master's Voice seal of approval to the Saudi strategy of low oil prices, thinking short-term about US oil consumers at the pump, and medium-term on putting pressure on the revenues of both Iran and Russia. Yet he obviously played down the blow to the US shale gas industry. The Saudis, for their part, have other key considerations, not least how to recover their market share across Asia - where their biggest customers are located. They are losing market share because of discounted crude sold by both Iran and Iraq. Thus, both must be "punished", on top of the House of Saud's pathological aversion to all things Shi'ite. As for the big picture in Syria, Obama's capo for dealing with The Caliph, General John Allen, laid down the law to Saudi newspaper Asharq Al-Awasat. He said, "[T]here is not going to be a military solution here [in Syria]". And he also said, "The intent is not to create a field force to liberate Damascus."

Nearly half of the people on the U.S. government’s widely shared database of terrorist suspects are not connected to any known terrorist group, according to classified government documents obtained by The Intercept. Of the 680,000 people caught up in the government’s Terrorist Screening Database—a watchlist of “known or suspected terrorists” that is shared with local law enforcement agencies, private contractors, and foreign governments—more than 40 percent are described by the government as having “no recognized terrorist group affiliation.” That category—280,000 people—dwarfs the number of watchlisted people suspected of ties to al Qaeda, Hamas, and Hezbollah combined. The documents, obtained from a source in the intelligence community, also reveal that the Obama Administration has presided over an unprecedented expansion of the terrorist screening system. Since taking office, Obama has boosted the number of people on the no fly list more than ten-fold, to an all-time high of 47,000—surpassing the number of people barred from flying under George W. Bush. “If everything is terrorism, then nothing is terrorism,” says David Gomez, a former senior FBI special agent. The watchlisting system, he adds, is “revving out of control.”

Most people placed on the government’s watchlist begin in a larger, classified system known as the Terrorist Identities Datamart Environment (TIDE). The TIDE database actually allows for targeting people based on far less evidence than the already lax standards used for placing people on the watchlist. A more expansive—and invasive—database, TIDE’s information is shared across the U.S. intelligence community, as well as with commando units from the Special Operations Command and with domestic agencies such as the New York City Police Department. In the summer of 2013, officials celebrated what one classified document prepared by the National Counterterrorism Center refers to as “a milestone”—boosting the number of people in the TIDE database to a total of one million, up from half a million four years earlier.

British intelligence officials are so alarmed at a parliamentary inquiry into their activities in Germany that they have threatened to stop sharing information if it goes ahead. According to a report in Focus magazine, British spy chiefs are worried that German politicians could reveal classified information about their joint projects, including details about code-breaking and technology. They fear a Europe-wide surveillance project that began last year, and includes British and German intelligence, could be comprised. Germany is taking the threat, said to have been made by senior British officials, seriously. Gerhard Schindler, the head of Germany's federal intelligence agency, the Bundesnachrichtendienst (BND) reportedly brief the parliamentary inquiry on the "unusually tense relations with British partner agencies" on Wednesday evening.

Last summer, Mrs Merkel's government asked the BND to spy on how Britain and the US gathers intelligence on German soil, the first time it has done so since the Second World War. The request was made after a double agent was uncovered in the BND selling secrets to the US Central Intelligence Agency (CIA).

The CIA's station chief in Berlin was asked to leave Germany after the news broke. Britain's relationship with Germany was also hit after it emerged that the UK was using its embassy as a listening post to monitor communications in the buildings of government departments nearby.

France, Germany and Russia boost their cooperation in the fight against terrorist brigades in Syria. French President Francois Hollande and Russian President Vladimir Putin agreed to share intelligence while Germany deploys six Tornado reconnaissance jets to Syria.

French President Francois Hollande met his Russian counterpart in Moscow on Thursday. Hollande and Putin gave a joint press conference, saying that France and Russia agreed to exchange intelligence data about Islamic State (a.k.a. ISIS, ISIL or Daesh) and other jihadist insurgencies in Syria. President Hollande stated: “What we agreed, and this is important, is to strike only terrorists and Daesh (Islamic State) and to not strike forces that are fighting terrorism. We will exchange information about whom to hit and whom not to hit”.

Putin also stressed that the Syrian Arab Army is playing a key role in combating terrorism in Syria and that it is impossible to successfully fight terrorism in Syria without the Syrian Arab Army’s role on the ground. Russian Foreign Minister Sergey Lavrov, for his part said that Russia was ready to participate in steps to close the Turkish – Syrian border to avoid that terrorist brigades receive supplies via Turkey. Russian – Turkish relations have been stressed since a Turkish F-16 recently shot down a Russian Su-24 front-line bomber over Syrian airspace. Turkey’s President R. Tayyip Erdogan, who received some criticism from Turkey’s NATO partners has according to the Russian Presidency asked for a meeting with President Putin to be held on November 30. A formal request came reportedly through the Foreign Ministry. With Germany also entering the Syrian anti-terrorism theater, one can see a shimmer of a French, German, Russian cooperation, not unlike to the so-called Normandy Four format that has brought about the Minsk Accord and a ceasefire in Ukraine.

In case of abuse, click here to report. On Monday, the Barack Obama administration fulfilled its week-old threat to suspend bilateral talks with Russia over the Syrian crisis. Does this signal that the dogs of war are about to be unleashed? The thought may seem preposterous but tensions are palpable. US spy planes are spotted ever more frequently in the Eastern Mediterranean and the Black Sea over Russian bases, especially Tartus and Hmeimim in Syria.

Russia has deployed SA-23 Gladiator anti-missile and anti-aircraft systems in Syria, the first-ever such deployments outside Russia. Western analysts see it as a pre-emptive step to counter any American cruise missile attack. Russia is not taking any chances.

Moscow factors in that the US may use some rebel groups to ensure that Russian “body bags” are sent to Moscow, as threatened explicitly by US state department spokesman John Kirby last week. Moscow suspects American involvement in the missile attack on the Russian embassy in Damascus — “Brits and Ukrainians clumsily helped the Americans”, a Russian statement in New York said on Tuesday. Indeed, passions are running high. There could be several dozen western intelligence operatives trapped with the rebel groups in east Aleppo. Clearly, the turning point was reached when the US and western allies undertook a fierce air attack on the Syrian army base at Deir Ezzor lasting an hour and killing 62 government troops. The US explanation of that being an accident lost credibility, since within an hour of the airstrike, extremist groups of al-Qaida followed up with ground attack as if acting in tandem.

The past, especially the political past, doesn’t just provide clues to the present. In the realm of the presidency and Wall Street, it provides an ongoing pathway for political-financial relationships and policies that remain a threat to the American economy going forward. When Hillary Clinton video-announced her bid for the Oval Office, she claimed she wanted to be a “champion” for the American people. Since then, she has attempted to recast herself as a populist and distance herself from some of the policies of her husband. But Bill Clinton did not become president without sharing the friendships, associations, and ideologies of the elite banking sect, nor will Hillary Clinton.  Such relationships run too deep and are too longstanding.

To grasp the dangers that the Big Six banks (JPMorgan Chase, Citigroup, Bank of America, Wells Fargo, Goldman Sachs, and Morgan Stanley) presently pose to the financial stability of our nation and the world, you need to understand their history in Washington, starting with the Clinton years of the 1990s. Alliances established then (not exclusively with Democrats, since bankers are bipartisan by nature) enabled these firms to become as politically powerful as they are today and to exert that power over an unprecedented amount of capital. Rest assured of one thing: their past and present CEOs will prove as critical in backing a Hillary Clinton presidency as they were in enabling her husband’s years in office.  In return, today’s titans of finance and their hordes of lobbyists, more than half of whom held prior positions in the government, exact certain requirements from Washington. They need to know that a safety net or bailout will always be available in times of emergency and that the regulatory road will be open to whatever practices they deem most profitable. 

Whatever her populist pitch may be in the 2016 campaign -- and she will have one -- note that, in all these years, Hillary Clinton has not publicly condemned Wall Street or any individual Wall Street leader.  Though she may, in the heat of that campaign, raise the bad-apples or bad-situation explanation for Wall Street’s role in the financial crisis of 2007-2008, rest assured that she will not point fingers at her friends. She will not chastise the people that pay her hundreds of thousands of dollars a pop to speak or the ones that have long shared the social circles in which she and her husband move. She is an undeniable component of the Clinton political-financial legacy that came to national fruition more than 23 years ago, which is why looking back at the history of the first Clinton presidency is likely to tell you so much about the shape and character of the possible second one.

Electronic surveillance which the European media and politicians blamed on the NSA was also carried out by their own intelligence services, as part of a wide-ranging allied security effort, according to US officials. European spy agencies collected phone records in war zones and areas outside their borders and shared information with the NSA, US officials said on Tuesday, as part of wider efforts to protect allied soldiers and civilians, according to a report in the Wall Street Journal. This is a markedly different version of events to what has been reported in Europe and throws up questions about the level of European involvement in global surveillance.

However, these efforts are separate to the US program which targeted foreign leaders, including Angela Merkel. There has so far been no comment from either the French or Spanish authorities or from the NSA.

But James Clapper, the director of National Intelligence said that the notion that the NSA had eavesdropped on the phone calls of 70 million French citizens was false and that the allegations were based on “inaccurate and misleading information regarding US foreign intelligence activities.” But he didn’t provide any other explanation. US intelligence officials have, according to the Wall Street Journal, privately said that the disclosures by the European press put them in a difficult position. They are keen to put the record straight but to do so would expose the activities of their allies’ intelligence activities. US officials also say that the leaked documents that the Le Monde story was based on were not supplied by the NSA, but rather were NSA data received from French intelligence. The US reached the conclusion that the phone records the French had collected were from outside France and were then shared with the NSA. There was a similar story for the documents citied in El Mundo, the officials said. There are considerable diplomatic sensitivities of outing partner services, which the NSA relies on for a considerable amount of intelligence. A public exposure of European complicity may spark domestic outrage in Europe and threaten co-operation with the US in future.

Russia is about to take another major step towards liberating the Ruble from the Dollar System. Its Finance Ministry just revealed it is considering issuing Russian state debt in Chinese Yuan. That would be an elegant way to decouple from the dependence and blackmail pressures from the US Treasury financial terrorism operations while at the same time strengthening the bonds between China and Russia–Washington’s worst geopolitical nightmare.

Russian Deputy Minister of Finance, Sergei Storchak, announced that his ministry is making a careful study of what would be required to issue Russian bonds denominated in Chinese Yuan. The latest news is part of a long-term strategy between Russia and China that goes at the heart of American hegemony—the role of the dollar as the leading world central bank reserve currency. The dollar is used in some 60% of central bank reserves today. The second largest is the Euro. Now clearly China is carefully moving, as the world’s largest trading nation, to create its Renminbi or Chinese Yuan as another major reserve currency. That has huge geopolitical implications. So long as the US dollar is leading reserve currency, the world must de facto buy US dollar Treasury bonds for its reserves. That has allowed Washington to have budget deficits since 1971 when the dollar left the gold exchange standard. In effect, China, Japan, Russia, Germany—all trade surplus countries, finance Washington’s deficits that allow her to make wars around the world. It is a paradox that Russia and China at least, are determined to end as soon as possible.

What all this indicates is that Russia and China are carefully planning a long-term strategy of getting out from dependence on the US currency, something that, as the US sanctions last year revealed, make both countries vulnerable to US currency wars of devastating impact. China has just been accepted “in principle” by the Group of 7 finance ministers to have its yuan included in the International Monetary Fund basket of currencies making up IMF Special Drawing Rights. Today only US dollar, Euro and Japanese Yen are included in the basket. Including the yuan would be a huge step towards making the yuan a recognized international reserve currency, and at the same time would weaken the dollar share. China’s foreign reserves consist overwhelmingly of US dollar claims, mainly US Treasury bonds, which is a strategic weakness, because in case of war these can be frozen, as Iran knows too well. It is imperative for China to increase the gold content of the reserves and to diversify the rest into other currencies. China has also agreed with Russia to unify the new Silk Road high-speed rail project with Russia and Russia’s Eurasian Economic Union. At the same time Beijing has announced it is creating a huge $16 billion fund to develop gold mines along the rail route linking Russia and China and Central Asia. That suggests plans to greatly build up gold as central bank reserve share. China’s central bank has greatly increased its gold holdings in recent years, though whether it is now greater than the alleged Federal Reserve gold holdings of 8000 tons is not yet public. It is expected China must reveal its gold reserves on being formally accepted into the IMF SDR basket perhaps later this year.

GCHQ’s bulk surveillance of electronic communications has scooped up emails to and from journalists working for some of the US and UK’s largest media organisations, analysis of documents released by whistleblower Edward Snowden reveals. Emails from the BBC, Reuters, the Guardian, the New York Times, Le Monde, the Sun, NBC and the Washington Post were saved by GCHQ and shared on the agency’s intranet as part of a test exercise by the signals intelligence agency. The disclosure comes as the British government faces intense pressure to protect the confidential communications of reporters, MPs and lawyers from snooping.

Senior editors and lawyers in the UK have called for the urgent introduction of a freedom of expression law amid growing concern over safeguards proposed by ministers to meet concerns over the police use of surveillance powers linked to the Regulation of Investigatory Powers Act 2000 (Ripa). More than 100 editors, including those from all the national newspapers, have signed a letter, coordinated by the Society of Editors and Press Gazette, to the UK prime minister, David Cameron, protesting at snooping on journalists’ communications. In the wake of terror attacks on the Charlie Hebdo offices and a Jewish grocer in Paris, Cameron has renewed calls for further bulk-surveillance powers, such as those which netted these journalistic communications.

The journalists’ communications were among 70,000 emails harvested in the space of less than 10 minutes on one day in November 2008 by one of GCHQ’s numerous taps on the fibre-optic cables that make up the backbone of the internet. The communications, which were sometimes simple mass-PR emails sent to dozens of journalists but also included correspondence between reporters and editors discussing stories, were retained by GCHQ and were available to all cleared staff on the agency intranet. There is nothing to indicate whether or not the journalists were intentionally targeted. The mails appeared to have been captured and stored as the output of a then-new tool being used to strip irrelevant data out of the agency’s tapping process. New evidence from other UK intelligence documents revealed by Snowden also shows that a GCHQ information security assessment listed “investigative journalists” as a threat in a hierarchy alongside terrorists or hackers.

European officials are demanding answers and investigations into a joint U.S. and U.K. hack of the world’s largest manufacturer of mobile SIM cards, following a report published by The Intercept Thursday. The report, based on leaked documents provided by NSA whistleblower Edward Snowden, revealed the U.S. spy agency and its British counterpart Government Communications Headquarters, GCHQ, hacked the Franco-Dutch digital security giant Gemalto in a sophisticated heist of encrypted cell-phone keys. The European Parliament’s chief negotiator on the European Union’s data protection law, Jan Philipp Albrecht, said the hack was “obviously based on some illegal activities.” “Member states like the U.K. are frankly not respecting the [law of the] Netherlands and partner states,” Albrecht told the Wall Street Journal. Sophie in ’t Veld, an EU parliamentarian with D66, the Netherlands’ largest opposition party, added, “Year after year we have heard about cowboy practices of secret services, but governments did nothing and kept quiet […] In fact, those very same governments push for ever-more surveillance capabilities, while it remains unclear how effective these practices are.”

“If the average IT whizzkid breaks into a company system, he’ll end up behind bars,” In ’t Veld added in a tweet Friday. The EU itself is barred from undertaking such investigations, leaving individual countries responsible for looking into cases that impact their national security matters. “We even get letters from the U.K. government saying we shouldn’t deal with these issues because it’s their own issue of national security,” Albrecht said. Still, lawmakers in the Netherlands are seeking investigations. Gerard Schouw, a Dutch member of parliament, also with the D66 party, has called on Ronald Plasterk, the Dutch minister of the interior, to answer questions before parliament. On Tuesday, the Dutch parliament will debate Schouw’s request. Additionally, European legal experts tell The Intercept, public prosecutors in EU member states that are both party to the Cybercrime Convention, which prohibits computer hacking, and home to Gemalto subsidiaries could pursue investigations into the breach of the company’s systems.

According to secret documents from 2010 and 2011, a joint NSA-GCHQ unit penetrated Gemalto’s internal networks and infiltrated the private communications of its employees in order to steal encryption keys, embedded on tiny SIM cards, which are used to protect the privacy of cellphone communications across the world. Gemalto produces some 2 billion SIM cards a year. The company’s clients include AT&T, T-Mobile, Verizon, Sprint and some 450 wireless network providers. “[We] believe we have their entire network,” GCHQ boasted in a leaked slide, referring to the Gemalto heist.

Late on Friday, the Federal Reserve decided to restrict growth at America's third-largest bank by assets until its risk and governance is improved. The order, which also called for a revamp of Wells Fargo's board of directors, sent the bank reeling in early trading Monday. Wells Fargo shares plunged 9% lower in Monday trading, erasing most of its gains over the past 12 months. For its top shareholder, Warren Buffett's Berkshire Hathaway, the Fed-inspired stock slide meant its Wells Fargo holdings lost over $2.7 billion in value. "We cannot tolerate pervasive and persistent misconduct at any bank and the consumers harmed by Wells Fargo expect that robust and comprehensive reforms will be put in place to make certain that the abuses do not occur again," said chair Janet L. Yellen on Friday. The order was her last as head of the Federal Reserve. On Monday, successor Jerome Powell was sworn in. Added Yellen, "the enforcement action we are taking today will ensure that Wells Fargo will not expand until it is able to do so safely and with the protections needed to manage all of its risks and protect its customers." In September 2016, Wells Fargo paid a $185 million fine to the Consumer Financial Protection Bureau after the agency found branch bankers had opened well over a million fake accounts, which generated millions of dollars in fees to the lender. When the scandal, which occurred over almost a decade, was first revealed, Wells Fargo and its board didn't immediately overhaul their leadership, or sanction top executives in the divisions where fake accounts were created. Only after significant public outcry, in addition to a widening scope of the scandal, did Wells Fargo begin a revamp, firing CEO John Stumpf and clawing back bonuses for numerous executives. Backer Warren Buffett later said in an appearance on CNBC the bank and its leadership had misjudged the severity of the problem.

In addition to harsh words, the Fed is ordering a sanction of almost unprecedented severity. It will restrict the bank's growth until its governance and risk management improve, though it will allow Wells to continue current operations from taking deposits to offering loans.

Three Wells Fargo long-standing board directors, John Chen, Lloyd Dean and Enrique Hernandez, will likely retire at the firm's annual meeting as part of the Fed's additional order for a refreshment of four board directors. Analysts did not brush off the Fed's move, as they have large fines coming out of the crisis.

In a deal that will allow one broadcasting company to reach 72 percent of U.S. households through ownership of local news stations, it was reported this week that Sinclair Broadcast Group is buying Tribune Media for nearly $4 billion. Such a move wouldn’t have been possible a few weeks back, but Donald Trump’s new Federal Trade Commission (FCC) chairman, Ajit Pai, just began implementing sweeping changes to previously established media ownership rules. Bloomberg explains:

“A Sinclair-Tribune merger was made easier last month when the FCC restored a rule that allows TV station groups to count just half of their coverage area for Ultra High-Frequency stations to comply with a 39 percent nationwide cap set by Congress.

“So we’re seeing a concentration of power on the broadcast side at the same time they are building up these powerful new gatekeepers, really doing the bidding of the most powerful companies and just paving the way for them to do whatever they want.” Using Sinclair as an example, Aaron goes on to talk about how broadcasting giants are able to push the content they want across multiple platforms simultaneously: “So they both like to try to buy up multiple stations in the same market, have one newscast going on multiple channels, as well as doing as much as they can from Sinclair headquarters in terms of pushing content out to their whole network.” Calling Ajit Pai’s moves at the FCC “scandalous,” Aaron highlights the complexity of modern media and says that now — more than ever — we need an aware, conscious populace: “So, at a time where we need more local news, more competition, more choices, better-informed communities, what we’re getting is the same cookie-cutter content coast to coast.”

On September 20 I wrote about the likely reason for the willful U.S. bombing attack on a critical Syrian army position in Deir Ezzor: Two recent attacks against the Syrian Arab Army in east-Syria point to a U.S. plan to eliminate all Syrian government presence east of Palmyra. This would enable the U.S. and its allies to create a "Sunni entity" in east-Syria and west-Iraq which would be a permanent thorn in side of Syria and its allies. ... The U.S. plan is to eventually take Raqqa by using Turkish or Kurdish proxies. It also plans to let the Iraqi army retake Mosul in Iraq. The only major city in Islamic State territory left between those two is Deir Ezzor. Should IS be able to take it away from the isolated Syrian army garrison it has at least a decent base to survive. (Conveniently there are also rich oil wells nearby.) No one, but the hampered Syrian state, would have an immediate interest to remove it from there. There are new signs that this analysis was correct.

The Turks and their proxies took Jarablus in center-north Syria from the Islamic State without any fight and without any casualties from fighting. ISIS had moved away from the city before the Turks walked in. There obviously had been a deal made. The Saudis and the U.S. arranged for that. The U.S. bombed the most important SAA position in Deir Ezzor so that ISIS, now with the help of its cadres from Mosul, can take over the city. A nice place to keep it holed up in east-Syria until it can further be used in this or that imperial enterprise.

On December 11, Craig Murray posted the article, entitled ‘The CIA’s Absence of Conviction.’ It was quickly shared by several hundred Facebook users — but 12 hours later, the post had received a mere 22 visits via the social networking site.

The former ambassador then published another article, calling out Facebook’s clampdown. Within hours, visitors from Facebook skyrocketed. “There’s no doubt Facebook suppressed my piece. Evidently, someone at the site saw I’d realized what was going on and flicked a proverbial switch, because not long after my supplementary post, visits from Facebook exploded. Overall, the article’s been viewed around 150,000 times now, with half of that traffic flowing from Facebook.”

The suppressed article set out to counter allegations of Russian hacker involvement in the Podesta and DNC email leaks. Murray said he was “incredulous” at how the CIA’s “unsubstantiated” “blatant lie” had grown as a media story. “A little logic demolishes the CIA’s claims. They claim to “know the individuals” involved. Yet under Obama the USA has been absolutely ruthless in its persecution of whistleblowers and its pursuit of foreign hackers through extradition. We are supposed to believe that in the most vital instance imaginable, an attempt by a foreign power to destabilize a US election, nobody is going to be arrested or extradited, or made subject to banking and other restrictions — even though the CIA knows who the individuals are?” Beyond logic, Murray told Sputnik with certainty the source of the emails was an “insider leak”, from “someone with legal access” to the emails — he’s certain, as he’s met one of the leakers in question. They are “certainly not Russian,” he added. “The worst thing about all this is it is aimed at promoting further conflict with Russia. This puts everyone in danger for the sake of more profits for the arms and security industries — and of course bigger budgets for the CIA.”

The bull market just celebrated its seventh anniversary. But the gains in recent years – as well as its recent sputter – may be explained by just one thing: monetary policy. The factors behind that and previous bubbles can be illuminated using simple visual analysis of a chart. The S&P 500 (^GSPC) doubled in value from November 2008 to October 2014, coinciding with the Federal Reserve Bank’s “quantitative easing” asset purchasing program. After three rounds of “QE,” where the Fed poured billions of dollars into the bond market monthly, the Fed’s balance sheet went from $2.1 trillion to $4.5 trillion. This isn’t just a spurious correlation, according to economist Brian Barnier, principal at ValueBridge Advisors and founder of FedDashboard.com. What’s more, he says previous bull runs in the market lasting several years can also be explained by single factors each time.

Barnier first compiled data on the total value of publicly-traded U.S. stocks since 1950. He then divided it by another economic factor, graphing the ratio for each one. If the chart showed horizontal lines stretching over long periods of time, that meant both the numerator (stock values) and the denominator (the other factor) were moving at the same rate. “That's the beauty of the visual analysis,” he said. “All we have to do is find straight, stable lines and we know we've got something good.”

Scouring hundreds of different factors, Barnier ultimately whittled it down to just four factors: GDP data five years into the future, household and nonprofit liabilities, open market paper, and the Fed’s assets. At different stretches of time, just one of those was the single biggest driver of the market and was confirmed with regression analyses.

Federal agents have launched a criminal investigation of instructors who claim they can teach job applicants how to pass lie detector tests as part of the Obama administration’s unprecedented crackdown on security violators and leakers. The criminal inquiry, which hasn’t been acknowledged publicly, is aimed at discouraging criminals and spies from infiltrating the U.S. government by using the polygraph-beating techniques, which are said to include controlled breathing, muscle tensing, tongue biting and mental arithmetic. So far, authorities have targeted at least two instructors, one of whom has pleaded guilty to federal charges, several people familiar with the investigation told McClatchy. Investigators confiscated business records from the two men, which included the names of as many as 5,000 people who’d sought polygraph-beating advice. U.S. agencies have determined that at least 20 of them applied for government and federal contracting jobs, and at least half of that group was hired, including by the National Security Agency.

By attempting to prosecute the instructors, federal officials are adopting a controversial legal stance that sharing such information should be treated as a crime and isn’t protected under the First Amendment in some circumstances.

“Nothing like this has been done before,” John Schwartz, a U.S. Customs and Border Protection official, said of the legal approach in a June speech to a professional polygraphers’ conference in Charlotte, N.C., that a McClatchy reporter attended. “Most certainly our nation’s security will be enhanced.”“There are a lot of bad people out there. . . . This will help us remove some of those pests from society,” he added.

Prince Miteb bin Abdullah, Saudi King Abdullah's son and head of the Saudi National Guard, has also assumed a bigger share of responsibility for the kingdom's policy towards Syria, the advisers said. A Saudi analyst who serves as adviser to top royals said the changes signaled the kingdom would also now emphasize diplomatic means, including outreach to and pressure on Russia, Iran and Hezbollah, the main backers of Mr. Assad's regime.
