A major problem for Chan and her backers, however, is that her Ebola statistics are very, very dubious. For those whose memory is short, this is the same Dr Margaret Chan at WHO in Geneva who was guilty in 2009 of trying to panic the world into taking unproven vaccines for “Swine Flu” influenza, by declaring a Global Pandemic with statistics calling every case of symptoms that of the common cold to be “Swine Flu,” whether it was runny nose, coughing, sneezing, sore throat. That changed WHO definition of Swine Flu allowed the statistics of the disease to be declared Pandemic. It was an utter fraud, a criminal fraud Chan carried out, wittingly or unwittingly (she could be simply stupid but evidence suggests otherwise), on behalf of the major US and EU pharmaceutical cartel. In a recent Washington Post article it was admitted that sixty-nine percent of all the Ebola cases in Liberia registered by WHO have not been laboratory confirmed through blood tests. Liberia is the epicenter of the Ebola alarm in west Africa. More than half of the alleged Ebola deaths, 1,224, and nearly half of all cases, 2,046, have been in Liberia says WHO. And the US FDA diagnostic test used for the lab confirmation of Ebola is so flawed that the FDA has prohibited anyone from claiming they are safe or effective. That means, a significant proportion of the remaining 31 % of the Ebola cases lab confirmed through blood tests could be false cases.

Then the official WHO Ebola Fact Sheet dated September, 2014, states, “It can be difficult to distinguish EVD from other infectious diseases such as malaria, typhoid fever and meningitis.” Excuse me, Dr Margaret Chan, can you say that slowly? It can be difficult to distinguish EVD from other infectious diseases such as malaria, typhoid fever and meningitis? And you admit that 69% of the declared cases have never been adequately tested? And you state that the Ebola symptoms include “sudden onset of fever fatigue, muscle pain, headache and sore throat. This is followed by vomiting, diarrhea, rash, symptoms of impaired kidney and liver function, and in some cases, both internal and external bleeding”? In short it is all the most vague and unsubstantiated basis that lies behind President Obama’s new War on Ebola.

One striking aspect of this new concern of the US President for the situation in Liberia and other west African states where alleged surges of Ebola are being claimed is the presence of oil, huge volumes of untapped oil. The offshore coast of Liberia and east African ‘Ebola zones’ conveniently map with the presence of vast untapped oil and gas resources shown here The issue of oil in west Africa, notably in the waters of the Gulf of Guinea have become increasingly strategic both to China who is roaming the world in search of future secure oil import sources, and the United States, whose oil geo-politics was summed up in a quip by then Secretary of State Henry Kissinger in the 1970’s: ‘If you control the oil, you control entire nations.’

The Obama Administration and Pentagon policy has continued that of George W. Bush who in 2008 created the US military Africa Command or AFRICOM, to battle the rapidly-growing Chinese economic presence in Africa’s potential oil-rich countries. West Africa is a rapidly-emerging oil treasure, barely tapped to date. A US Department of Energy study projected that African oil production would rise 91 percent between 2002 and 2025, much from the region of the present Ebola alarm. Chinese oil companies are all over Africa and increasingly active in west Africa, especially Angola, Sudan and Guinea, the later in the epicenter of Obama’s new War on Ebola troop deployment.

If the US President were genuine about his concern to contain a public health emergency, he could look at the example of that US-declared pariah Caribbean nation, Cuba. Reuters reports that the Cuban government, a small financially distressed, economically sanctioned island nation of 11 million people, with a national budget of $50 billion, Gross Domestic Product of 121 billion and per capita GDP of just over $10,000, is dispatching 165 medical personnel to Africa to regions where there are Ebola outbreaks. Washington sends 3,000 combat troops. Something smells very rotten around the entire Ebola scare.

Sanders noted the large fines and settlement paid by big financial institutions since 2009, totaling $176 billion, and referenced former attorney general Eric Holder’s frank admission in 2013 that some banks are “too big to jail.” (Holder later walked back that comment, though no high-level executives have gone to prison for anything related to the financial crisis.)

The duo also described their belief that big Wall Street banks are crushing smaller and medium-sized banks. Sherman cited research from the International Monetary Fund that when big banks have implicit taxpayer backing, their access to capital is so much easier that it amounts to an extra $83 billion annually—something he argued was an unfair advantage over smaller banks that would be allowed to fail. The Independent Community Bankers of America, which represents 6,000 smaller banks, has endorsed the Sanders-Sherman legislation. Beyond just small banks, Sanders argued that enormous financial institutions harm the broader economy because those smaller banks are key sources of capital for small businesses. “Wall Street cannot be an island unto itself separate from the productive economy,” he said.

While the wording and the use of “undesirable” is ambiguous and does pose legal problems as much as it opens the floodgates for the abuse of the legislation, there may be a good reason for keeping the wording ambiguous. Internationally acting NGOs have increasingly become “weaponized”; That is, that they have increasingly been utilized as tool for everything from supporting legitimate dissent to the organization of political violence and coup d’état. Another disturbing fact is that this pattern includes UN organizations such as the UN Interagency Framework Team for Preventive Action (Framework Team). Examples? Doctors Without Borders (MSF) played a key role in accusing the Syrian government for the use of chemical weapons, stating MSF sources. Later on the NGO had to admit that it had no staff in Damascus and exclusively relied on statements by “partners” in “rebel-held territories”.

Amnesty International for its part issued a report about alleged war crimes committed during NATO’s bombing of Libya in 2011. A 2012 report by Amnesty International claimed that Operation Unified Protector, authorized by UNSC Resolution 1973 has resulted in 55 documented cases of named civilian casualties, including 16 children and 14 women that were killed in air strikes in the capital Tripoli and the towns of Zliten, Majer, Sirte, and Brega. The low figure is utterly inconsistent with casualty figures provided by local NGOs as well as documented eyewitness reports. Two things are worth considering with regard to the Amnesty report. During the first night of the operation NATO forces launched over 100 cruise missiles into Tripoli alone.

The Director of Amnesty International at that time was Suzanne Nozzel, who also worked as adviser on U.S. government – NGO relations for the then U.S. Secretary of State Hillary Clinton.

While Human Right Watch does, indeed, engage in justified human rights advocacy, it has also been engaged in issuing strongly biased reports, in politicizing that “representatives are denied entry to e.g. Egypt”, while failing to mention that proper visa procedures had not been followed, and so forth. The most disturbing NGO may, however, be the UN Interagency Framework Team for Preventive Action. The Framework Team is largely privately funded with George Soros as one of the primary sponsors. The NGO under UN cover is “coordinating UN, governmental and non-governmental initiatives”.

The UN organization could undoubtedly be useful but it has also been sharply criticized for “fanning the flames” of the inter-communal violence in Myanmar’s Rakhine State, and for its active role in creating rather than preventing ethnic and sectarian disputes and violence in Nepal. In both the case of Myanmar and in the case of Nepal it is easy to establish ties between the Framework Team and Western or Western allied intelligence services. Criticism of the ambiguous wording of the new Russian legislation is, in other words, as justified as criticism of NGOs who prostitute themselves and the best intentions of the members at their base as pawns in geopolitical chess-games.

These include that Bensouda “wilfully ignored” evidence submitted by Comoros that Israeli forces “fired live ammunition from the boats and the helicopters before the [Israeli forces] forces boarded the Mavi Marmara.” This information was supplemented by the UN Human Rights Council fact-finding mission and autopsy reports, which, according to the evidence submitted by Comoros, “indicate that persons were shot from above.” Intent to kill “For the purpose of her decision” whether or not to investigate, the judges conclude, “the prosecutor should have accepted that live fire may have been used prior to the boarding of the Mavi Marmara, and drawn the appropriate inferences.” “This fact is extremely serious and particularly relevant to the matter under consideration,” the ruling continues, “as it may reasonably suggest that there was, on the part of the [Israeli] forces who carried out the identified crimes, a prior intention to attack and possibly kill passengers on board the Mavi Marmara.” The judges also fault Bensouda for failing to properly consider the impact of the crimes beyond the immediate victims.

srael’s violent actions against the Mavi Marmara would, the judges write, “have sent a clear and strong message to the people in Gaza (and beyond) that the blockade of Gaza was in full force and that even the delivery of humanitarian aid would be controlled and supervised by the Israeli authorities.” Rule of law Nice says the stakes are high – not just for this case but for other Palestine-related matters that might come before the ICC. In January, the court began a preliminary probe, at the request of the Palestinian Authority, that will include Israel’s attack on Gaza last summer that killed more than 2,200 Palestinians. Will such cases be handled according to the “rule of law,” Nice asks, or will victims witness “officials of the highest rank seeming yet again to bend the knee to the interests of Israel and the US?”

Tim Worstall, writing in the UK Register, objects to Corbyn’s PQE (or OMF) on the ground that it cannot be “sterilized” the way QE can. When inflation hits, the process cannot be reversed. If the money is spent on infrastructure, it will be out there circulating in the economy and will not be retrievable. Worstall writes: QE is designed to be temporary, . . . because once people’s spending rates recover we need a way of taking all that extra money out of the economy. So we do it by using printed money to buy bonds, which injects the money into the economy, and then sell those bonds back once we need to withdraw the money from the economy, and simply destroy the money we’ve raised. . . . If we don’t have any bonds to sell, it’s not clear how we can reduce [the money supply] if large-scale inflation hits.

The problem today, however, is not inflation but deflation of the money supply. Some consumer prices may be up, but this can happen although the money supply is shrinking. Food prices, for example, are up; but it’s because of increased costs, including drought in California, climate change, and mergers and acquisitions by big corporations that eliminate competition. Adding money to the economy will not drive up prices until demand is saturated and production has hit full capacity; and we’re a long way from full capacity now. Before that, increasing “demand” will increase “supply.” Producers will create more goods and services. Supply and demand will rise together and prices will remain stable. In the US, the output gap – the difference between actual output and potential output – is estimated at about $1 trillion annually. That means the money supply could be increased by at least $1 trillion annually without driving up prices.

If PQE does go beyond full productive capacity, the government does not need to rely on the central bank to pull the money back. It can do this with taxes. Just as loans increase the money supply and repaying them shrinks it again, so taxes and other payments to the government will shrink a money supply augmented with money issued by the government. Using 2012 figures (drawing from an earlier article by this author), the velocity of M1 (the coins, dollar bills and demand deposits spent by ordinary consumers) was then 7. That means M1 changed hands seven times during 2012 – from housewife to grocer to farmer, etc. Since each recipient owed taxes on this money, increasing M1 by one dollar increased the tax base by seven dollars. Total tax revenue as a percentage of GDP in 2012 was 24.3%. Extrapolating from those figures, $1.00 changing hands seven times could increase tax revenue by $7.00 x 24.3% = $1.70. That means the government could, in theory, get more back in taxes than it paid out. Even with some leakage in those figures and deductions for costs, all or most of the new money spent into the economy might be taxed back to the government. New money could be pumped out every year and the money supply would increase little if at all.

Besides taxes, other ways to get money back into the Treasury include closing tax loopholes, taxing the $21 trillion or more hidden in offshore tax havens, and setting up a system of public banks that would return the interest on loans to the government. Net interest collected by U.S. banks in 2014 was $423 billion. At its high in 2007, it was $725 billion. Thus there are many ways to recycle an issue of new money back to the government. The same money could be spent and collected back year after year, without creating price inflation or hyperinflating the money supply. This not only could be done; it needs to be done. Conventional monetary policy has failed. Central banks have exhausted their existing toolboxes and need to explore some innovative alternatives.

The joint address comes as the EU began a military operation to catch migrant traffickers, with European warships patrolling international waters in the Mediterranean to arrest smugglers dubbed the "mafia of the sea".The European Union's foreign policy chief Federica Mogherini announced last month that EUNAVFOR MED, an operation launched to dismantle the network of smugglers abetting the migrant boat crisis, was to enter its second phase.The first phase, which essentially entailed compiling and analysing information on the trafficker networks, has been up and running since June.Six ships are already in place in international waters off the coast of Libya - the departure point for many of the migrant boats - including an Italian aircraft carrier, a French frigate and one British, one Spanish and two German ships.At least three other vessels supplied by the Belgian, British and Slovenian navies are expected to arrive in the area at the end of October to complete the force, which also include four aircraft and 1,318 personnel."We follow the traffickers and want to arrest them and seize their ships," a German captain told AFP, adding that he'll get as close to Libyan waters as he can.Over the past few weeks, EUNAVFOR MED has identified 20 'escort' boats - the type used by traffickers who take the migrants out to sea in fishing boats and dinghies before leaving them and returning to Libya in the escort boat.

It could have taken action against all of the 17 Libyan and three Egyptian 'escort' boats spotted, had phase two of the operation already been up and running.On the map, the operation will patrol over 10 areas off the Libyan coast: four along the 12-nautical mile mark which separates international from Libyan waters, and the others further out to sea.According to the proposals, the whole of the north-western coast of Libya from the Tunisian border to Sirte will be on lockdown, apart from an area directly in front of Tripoli, which will be left open to prevent a total maritime blockade.

On September 27th, France’s newspaper SouthWest featured an exclusive interview with Matthias Fekl, France’s Secretary of State for Foreign Trade, in which he said that “France is considering all options, including outright termination of negotiations” on the TTIP. He explained that, ever since the negotiations began in 2013, “These negotiations have been and are being conducted in a total lack of transparency,” and that France has, as of yet, received “no serious offer from the Americans.” The reasons for this stunning public rejection had probably already been accurately listed more than a year ago. After all, France has, throughout all of the negotiations, received “no serious offer from the Americans”; not now, and not back at the start of the negotiations in 2013. The U.S. has been steadfast. Jean Arthuis, a member of the European Parliament, and formerly France’s Minister of Economy and Finance, headlined in Le Figaro, on 10 April 2014, “7 good reasons to oppose the transatlantic treaty”. There is no indication that the situation has changed since then, as regards the basic demands that President Obama is making. Arthuis said at that time: First, I am opposed to private arbitration of disputes between States and businesses. [It would place corporate arbitrators above any nation’s laws and enable them to make unappealable decisions whenever a corporation sues a nation for alleged damages for alleged violations of its rights by that nation of the trade-treaty.] Such a procedure is strictly contrary to the idea that I have of the sovereignty of States. … Secondly, I am opposed to any questioning of the European system of appellations of origin. Tomorrow, according to the US proposal, there would be a non-binding register, and only for wines and spirits. Such a reform would kill many European local products, whose value is based on their certified origin.

Seventh, beyond the audiovisual sector alone, which is the current standard of government that serves as a loincloth to its cowardice on all other European interests in these negotiations, I want all the cultural exceptions prohibited. In particular, it is unacceptable to allow the emerging digital services in Europe to be swept up by US giants such as Google, Amazon or Netflix. They’re giant absolute masters in tax optimization, which make Europe a “digital colony.” President Obama’s negotiator is his close personal friend, Michael Froman, a man who is even trying to force Europe to reduce its fuel standards against global warming and whose back-room actions run exactly contrary to Obama’s public rhetoric. Froman and Obama have been buddies since they worked together as editors on Harvard Law Review. He knows what Obama’s real goals are. Also: “Froman introduced Mr. Obama to Robert E. Rubin, the former Treasury secretary,” who had brought into the Clinton Administration Timothy Geithner and Larry Summers, and had championed (along with them) the ending of the regulations on banks that the previous Democratic President, Franklin Delano Roosevelt, had put into place. (President Bill Clinton signed that legislation just as he left office, and this enabled the long process to occur with MBS securities and with financial derivatives, which culminated with the 2008 crash, and this same legislation also enabled the mega-banks to get bailed out by U.S. taxpayers for their crash — on exactly the basis that FDR had outlawed.)

Froman has always been a pro-mega-corporate, pro-mega-bank champion, who favors only regulations which benefit America’s super-rich, no regulations which benefit the public. Froman’s introducing the Wall Street king Robert Rubin to the then-Senator Obama was crucial to Obama’s becoming enabled to win the U.S. Presidency; Robert Rubin’s contacts among the super-rich were essential in order for that — Obama’s getting a real chance to win the Presidency — to happen. It enabled Obama to compete effectively against Hillary Clinton. Otherwise, he wouldn’t have been able to do that. His winning Robert Rubin’s support was crucial to his becoming President. The chances, that President Obama will now be able to get the support from any entity but the U.S. Congress for his proposed TTIP treaty with Europe, are reducing by the day. Europe seems to be less corrupt than is the United States, after all. The only independent economic analysis that has been done of the proposed TTIP finds that the only beneficiaries from it will be large international corporations, especially ones that are based in the United States. Workers, consumers, and everybody else, will lose from it, if it passes into law. Apparently, enough European officials care about that, so as to be able to block the deal. Or else: Obama will cede on all seven of the grounds for Europe’s saying no. At this late date, that seems extremely unlikely.

The Fox News poll found that a bare majority of Democrats (51%) would give up more personal freedom to reduce the threat of terror, while only 47% of Republicans – and a mere 29% of independents – would do so. This is not entirely surprising. As we noted in February: For years, “conservative” pollsters have said that Americans are furious at the government: Rasmussen noted in 2010 that only a small minority of the American people think that the government has the consent of the governed, and that the sentiment was “pre-revolutionary” Gallup noted in 2011 that a higher percentage of American liked King George during the colonial days than currently like Congress

And last year, Gallup noted that trust was plummeting in virtually all institutions Liberals may be tempted to think that this is a slanted perspective. But non-partisan and liberal pollsters are saying the same thing: An NBC News/Wall Street Journal poll from 2011 found that 76% of Americans believe that the country’s current financial and political structures favor the rich over the rest of the country The Washington Post reported in 2011 that Congress was less popular than communism, BP during the Gulf oil spill or Nixon during Watergate

Public Policy Polling added last month that Congress is also less popular than cockroaches, lice, root canals, colonoscopies, traffic jams, used car salesman and Genghis Khan And the liberal Pew Charitable Trusts noted last week that – for the first time – a majority of the public says that the federal government threatens their personal rights and freedoms: The latest national survey by the Pew Research Center for the People & the Press, conducted Jan. 9-13 among 1,502 adults, finds that 53% think that the federal government threatens their own personal rights and freedoms while 43% disagree. In March 2010, opinions were divided over whether the government represented a threat to personal freedom; 47% said it did while 50% disagreed. In surveys between 1995 and 2003, majorities rejected the idea that the government threatened people’s rights and freedoms.

*** The survey finds continued widespread distrust in government. About a quarter of Americans (26%) trust the government in Washington to do the right thing just about always or most of the time; 73% say they can trust the government only some of the time or volunteer that they can never trust the government. *** Majorities across all partisan and demographic groups express little or no trust in government. Obviously, Democrats are currently more trusting in government than Republicans. For example: The Pew Research Center’s 2010 study of attitudes toward government found that, since the 1950s, the party in control of the White House has expressed more trust in government than the so-called “out party.”

But given that even a growing percentage of Dems believe that government is a threat to their freedom, things are indeed getting interesting … It doesn’t help that the government claims the power to assassinate American citizens living on U.S. soil, indefinitely detain Americans without trial, spy on everyone and otherwise intrude into every aspect of our lives. Postscript: What are the actual risks coming from government versus terrorism?  That’s an interesting question.

The NSA, like GCHQ, has studied Kaspersky Lab’s software for weaknesses. In 2008, an NSA research team discovered that Kaspersky software was transmitting sensitive user information back to the company’s servers, which could easily be intercepted and employed to track users, according to a draft of a top-secret report. The information was embedded in “User-Agent” strings included in the headers of Hypertext Transfer Protocol, or HTTP, requests. Such headers are typically sent at the beginning of a web request to identify the type of software and computer issuing the request.

According to the draft report, NSA researchers found that the strings could be used to uniquely identify the computing devices belonging to Kaspersky customers. They determined that “Kaspersky User-Agent strings contain encoded versions of the Kaspersky serial numbers and that part of the User-Agent string can be used as a machine identifier.” They also noted that the “User-Agent” strings may contain “information about services contracted for or configurations.” Such data could be used to passively track a computer to determine if a target is running Kaspersky software and thus potentially susceptible to a particular attack without risking detection.

Another way the NSA targets foreign anti-virus companies appears to be to monitor their email traffic for reports of new vulnerabilities and malware. A 2010 presentation on “Project CAMBERDADA” shows the content of an email flagging a malware file, which was sent to various anti-virus companies by François Picard of the Montréal-based consulting and web hosting company NewRoma. The presentation of the email suggests that the NSA is reading such messages to discover new flaws in anti-virus software. Picard, contacted by The Intercept, was unaware his email had fallen into the hands of the NSA. He said that he regularly sends out notification of new viruses and malware to anti-virus companies, and that he likely sent the email in question to at least two dozen such outfits. He also said he never sends such notifications to government agencies. “It is strange the NSA would show an email like mine in a presentation,” he added.

The NSA presentation goes on to state that its signals intelligence yields about 10 new “potentially malicious files per day for malware triage.” This is a tiny fraction of the hostile software that is processed. Kaspersky says it detects 325,000 new malicious files every day, and an internal GCHQ document indicates that its own system “collect[s] around 100,000,000 malware events per day.” After obtaining the files, the NSA analysts “[c]heck Kaspersky AV to see if they continue to let any of these virus files through their Anti-Virus product.” The NSA’s Tailored Access Operations unit “can repurpose the malware,” presumably before the anti-virus software has been updated to defend against the threat.

The Project CAMBERDADA presentation lists 23 additional AV companies from all over the world under “More Targets!” Those companies include Check Point software, a pioneering maker of corporate firewalls based Israel, whose government is a U.S. ally. Notably omitted are the American anti-virus brands McAfee and Symantec and the British company Sophos.

As government spies have sought to evade anti-virus software, the anti-virus firms themselves have exposed malware created by government spies. Among them, Kaspersky appears to be the sharpest thorn in the side of government hackers. In the past few years, the company has proven to be a prolific hunter of state-sponsored malware, playing a role in the discovery and/or analysis of various pieces of malware reportedly linked to government hackers, including the superviruses Flame, which Kaspersky flagged in 2012; Gauss, also detected in 2012; Stuxnet, discovered by another company in 2010; and Regin, revealed by Symantec. In February, the Russian firm announced its biggest find yet: the “Equation Group,” an organization that has deployed espionage tools widely believed to have been created by the NSA and hidden on hard drives from leading brands, according to Kaspersky. In a report, the company called it “the most advanced threat actor we have seen” and “probably one of the most sophisticated cyber attack groups in the world.”

Hacks deployed by the Equation Group operated undetected for as long as 14 to 19 years, burrowing into the hard drive firmware of sensitive computer systems around the world, according to Kaspersky. Governments, militaries, technology companies, nuclear research centers, media outlets and financial institutions in 30 countries were among those reportedly infected. Kaspersky estimates that the Equation Group could have implants in tens of thousands of computers, but documents published last year by The Intercept suggest the NSA was scaling up their implant capabilities to potentially infect millions of computers with malware. Kaspersky’s adversarial relationship with Western intelligence services is sometimes framed in more sinister terms; the firm has been accused of working too closely with the Russian intelligence service FSB. That accusation is partly due to the company’s apparent success in uncovering NSA malware, and partly due to the fact that its founder, Eugene Kaspersky, was educated by a KGB-backed school in the 1980s before working for the Russian military.

Kaspersky has repeatedly denied the insinuations and accusations. In a recent blog post, responding to a Bloomberg article, he complained that his company was being subjected to “sensationalist … conspiracy theories,” sarcastically noting that “for some reason they forgot our reports” on an array of malware that trace back to Russian developers. He continued, “It’s very hard for a company with Russian roots to become successful in the U.S., European and other markets. Nobody trusts us — by default.”

He also echoed the sentiment of other delegates that many of the dissidents at the forum had ties to Cuban terrorists currently being protected in the U.S, such as ex-CIA agent, Luis Posada Carriles, who carried out a terrorist attack against a Cuban plane in 1976 killing 73 people.  “How can we hope to have a serious, transparent, dignified and civilised conversation in the Americas, if those who protect those terrorists are registered to participate at the forums at the summit?” he asked.  According to reports, the withdrawal of the two delegations comes after an affray between anti-government and pro-government supporters earlier on this week and the temporary detention of a number of Cuban dissidents by Panamanian immigration authorities on arriving at Tocumen airport over the weekend. 

According to Tweets by Rosa María Payá, Panamanian authorities had expected the subversives to cause a disturbance.  It is the first time that Cuba is participating in the OAS summit, which has traditionally excluded the Caribbean country due to pressure from the White House. 

The 2009 document reveals that there is a special collection site in the Bangladesh capital, Dhaka, for eavesdropping on local communications. New Zealand does not have a high commission or any other official building in Bangladesh in which to hide a covert listening post. The Snowden documents suggest the Dhaka unit may be located inside a US-controlled building with operations overseen by the NSA and the Central Intelligence Agency (CIA).

Green Party co-leader Russel Norman said the spy agency was "dragging" New Zealand into human rights abuses, and the Government should stop providing intelligence assistance to Bangladesh. "All three key anti-terrorism government agencies in Bangladesh have been implicated in horrendous human rights abuses, so it is impossible to guarantee that the information passed on did not lead to innocent people being killed or tortured," Dr Norman said. "John Key has always justified the GCSB on the basis that it is there to protect the good guys, but these documents reveal that it is helping the bad guys.

The intelligence gathered by the GCSB staff was being forwarded to foreign intelligence agencies. The April 2013 NSA report said the "GCSB's Bangladesh CT [counter terrorism] reporting provided unique intelligence leads that have enabled successful CT operations by Bangladesh State Intelligence Service, CIA and India over the past year". The specific Bangladesh "State Intelligence Service" referred to is not named in the document. Bangladesh has several agencies that focus on gathering intelligence, primarily including the Directorate General of Forces Intelligence (DGFI), the National Security Intelligence agency (NSI), and the police Special Branch. The lead agency that executes the country's counter-terrorism operations is the Rapid Action Battalion, or RAB. Each of these agencies has been accused of involvement in severe human rights abuses over a sustained number of years. In 2008, for instance, Human Rights Watch alleged that the Special Branch headquarters in Dhaka's Maghbazar neighbourhood was used to torture detainees.

In 2010, a trade union activist accused the NSI of arresting, torturing, and threatening to kill him. The same activist was found dead in unexplained circumstances two years later, his toes and feet broken, legs and body battered and bruised, and his legs apparently pierced with a sharp object. Bangladesh's intelligence agencies and main police and security forces co-operate closely. Most notably, they work together as part of a notorious centre called the Taskforce for Interrogation Cell, located inside a compound in northern Dhaka that is controlled by the RAB unit. In 2011, Britain's Guardian newspaper reported the interrogation cell was used as a place to extract information and confessions from "enemies of the state". It was described as a "torture centre" used for "deliberate and systematic" mistreatment of detainees. One British man detained there in 2009 on terrorism-related charges was allegedly hooded and strapped to a chair while a drill was driven into his right shoulder and hip.

Other torture methods used by Bangladeshi authorities, according to Human Rights Watch, have included "burning with acid, hammering of nails into toes ... electric shocks, beatings on legs with iron rods, beating with batons on backs after sprinkling sand on them, ice torture, finger piercing, and mock executions". In February last year, the US Government suspended its own support for the RAB, citing "gross violation of human rights" committed by the force's members. The same month, a case against the Bangladesh Government was lodged in the International Criminal Court, accusing the country's officials of waging a brutal campaign of "widespread or systematic" torture, killings, and other human rights abuses that amounted to crimes against humanity.
