Pentagon Still Plans to Blow Through Its Allowance - 0 views

  • a few years ago, Congress gave the Pentagon strict limits on its annual allowance, but the Department has struggled to stay within that budget. In advance of the Pentagon’s annual budget request, which usually is submitted during the spring, a senior defense official, Alan Estevez, confirmed that the Department plans on blowing through the budget caps next year. “We’re going to propose a budget next January and it’s going to be above sequestration levels.” Shocker!
  • When Estevez refers to “above sequestration levels,” he means above the legal spending limits that Congress has placed on the federal discretionary budget via legislation called the Budget Control Act (BCA). However, the Pentagon continues to propose funding levels that exceed the authorized amounts. Earlier this year, when the Pentagon first submitted its budget for Fiscal Year 2015, military planners proposed spending $115 billion more than is allowed by the spending caps over the next five years.
  • Now, Estevez is confirming that the Pentagon will indeed follow through on its pledge to blow through its allowance. “We’re obviously planning a budget above sequestration, similar to what we put forward in [Fiscal Year] ’15,” says Estevez. This coming year, in Fiscal Year 2016, the Pentagon will propose spending more than $60 billion above the amount authorized by Congress. CBO Assessment

  • While the Pentagon admits that it wants to spend $115 billion more than is allowed, an independent government watchdog says that, in reality, the Pentagon wants to spend even more than that. According to the nonpartisan Congressional Budget Office (CBO), which objectively analyzes the federal government’s long-term spending plans, the Pentagon actually would spend $182 billion more than is allowed over the five-year period from FY 2015 through FY 2019. That’s because CBO has a more realistic way of evaluating Pentagon spending plans.

Senate Foreign Relations Committee Approves ISIL AUMF and Sunset of 2001 AUMF | Just Security - 0 views

  • On Thursday, the Senate Foreign Relations Committee approved a draft authorization for the use of military force (AUMF) against ISIL (full text) by a margin of 10-8 along party lines. The text also includes an amendment that would sunset the 2001 AUMF in three-years. Most of today’s news headlines will be focused on the authorization to fight ISIL—and we will have plenty of discussion about it at Just Security. But the sunset of the 2001 AUMF is highly significant in its own right – and it should be welcome news to a wide range of national security law experts across the political spectrum, as Jack Goldsmith, Steve Vladeck, and I discussed in an  Op-Ed in the Washington Post. (Indeed, a sunset of the 2001 AUMF is endorsed by the Principles for drafting an ISIL AUMF published at Just Security and a proposed AUMF published at Lawfare.)
  • The action on the 2001 sunset was a bit of a surprise because  Sen. Menendez’s draft ISIL AUMF did not originally include a provision to sunset the 2001 AUMF. Nor did Sen. Tim Kaine’s similar draft AUMF. Both Senators Menendez and Kaine, however, spoke strongly in favor of the amendment today (and I applaud them for that). The action on the 2001 AUMF is significant as a potential turning point in the armed conflict with Al Qaeda. In his National Defense University speech in May 2013, President Obama called for refining and eventually repealing the 2001 AUMF when conditions permit. He stated: “I look forward to engaging Congress and the American people in efforts to refine, and ultimately repeal, the [2001] AUMF’s mandate.” Placing a sunset on the 2001 AUMF has been a key plank in Harold Koh’s position, in testimony and in Just Security posts (here and here), outlining how the President can bring an eventual end to the “Forever War.” Another part of that roadmap includes disengaging from Afghanistan. It is notable that today’s decision on the 2001 sunset also comes on the heels of yesterday’s news of the closure of the detention facility at the Bagram Airfield in Afghanistan. At least these aspects of the armed conflict with Al Qaeda and the Taliban may be winding down or narrowing, albeit while the conflict with ISIL heats up.
  • Increase transparency. Neither Congress nor the American public has a clear idea whom the United States is fighting or where, especially when it comes to forces associated with al-Qaeda. Any new AUMF should require the president to identify the groups against which force is used, along with related details, regularly in a report to Congress and, unless strictly required by national security, the American people. The president should also share with Congress, and the public to the extent possible, the administration’s legal rationales for using force. Such transparency rules should also be imposed on the 2001 AUMF … Congress should also consider imposing these transparency requirements on uses of force against terrorists under the president’s Article II powers. 3) Geographic limits on ISIL AUMF Sen. Rand Paul proposed an amendment to limit the ISIL AUMF so that the authorization to use force does not apply “outside of the geographic boundaries of Iraq and Syria.” He explained that if ISIL moves some of its forces outside of Iraq and Syria, the administration could return to Congress for additional authorities. That amendment was defeated in a separate vote. With a group of seven other national security law experts, I have supported geographic limits on an ISIL AUMF, but not as restrictive as the limits that Sen. Paul proposes. Our set of Principles recommend Congress to authorize force in Iraq and Syria as well as “any other locations from which ISIL forces actively plan and/or launch attacks against the United States or Iraq.” As Sen. Paul noted, a recent study found that 60 percent of congressional force authorizations have contained geographic limitations.

  • Three points deserve special mention: 1) A caveat: “revise” not “repeal” Senators who spoke during the Committee’s meeting in favor of the amendment to sunset the 2001 AUMF did not describe the provision as an opportunity to repeal the AUMF but to “refine,” “reevaluate,” or reconsider it three years from now. 2. A missed opportunity for transparency? The ISIL AUMF includes a robust set of transparency and reporting requirements. This is good news. But, while we are in the business of applying such reporting requirements to the fight with ISIL, what’s the possible justification for not applying them to the fight with Al-Qaeda as well? As Jack Goldsmith, Steve Vladeck and I wrote in our Op-Ed (emphasis added):

Possible Constitutional Amendments in the event of an Article V Convention of States - Tea Party Command Center - 0 views

  • NUMBER ONE: "Section One:   The Constitution of the United States shall be read and interpreted literally.   No words or phrases shall be changed or substituted and no part of the Constitution shall be used to expand or increase Federal Power or Authority beyond that EXPRESSLY granted and enumerated in the Constitution.   The language of the Constitution shall be interpreted according to the definition of words at the time of their inclusion in the Constitution. Section Two:    Congress shall have, by two thirds vote of both the House of Representatives and the Senate, the power to override individual rulings of the Supreme Court of the United States and/or subordinate Federal Courts.   The President shall not have veto authority over Congressional overrides of Federal Court decisions."

Section Seven: Members of Congress shall be subject to popular recall by their respective constituencies, unless the Seventeenth Amendment to the Constitution of the United States is repealed, in which case only members of the House of Representatives shall be subject to popular recall.   Within 90 days of the ratification of this amendment each State shall pass legislation governing the recall of its Congressional Delegation.   In the event a State fails to pass the required legislation within the required 90 days, that State's Congressional Delegation shall be considered to have been recalled and new elections held within 60 days."

Running for Cover: A Sham Air Force Summit Can't Fix the Close Air Support Gap Created by Dumping the A-10 - 0 views

  • “I can’t wait to be relieved of the burdens of close air support,” Major General James Post, the vice commander of Air Combat Command (ACC), allegedly told a collection of officers at a training session in August 2014. As with his now notorious warning that service members would be committing treason if they communicated with Congress about the successes of the A-10, Major General Post seems to speak for the id of Air Force headquarters’ true hostility towards the close air support (CAS) mission. Air Force four-stars are working hard to deny this hostility to the public and Congress, but their abhorrence of the mission has been demonstrated through 70 years of Air Force headquarters’ budget decisions and combat actions that have consistently short-changed close air support. For the third year in a row (many have already forgotten the attempt to retire 102 jets in the Air Force’s FY 2013 proposal), the Air Force has proposed retiring some or all of the A-10s, ostensibly to save money in order to pay for “modernization.” After failing to convince Congress to implement their plan last year (except for a last minute partial capitulation by retiring Senate and House Armed Services Committee chairmen Senator Carl Levin (D-MI) and Representative Buck McKeon (R-CA)) and encountering uncompromising pushback this year, Air Force headquarters has renewed its campaign with more dirty tricks.
  • First, Air Force headquarters tried to fight back against congressional skepticism by releasing cherry-picked data purporting to show that the A-10 kills more friendlies and civilians than any other U.S. Air Force plane, even though it actually has one of the lowest fratricide and civilian casualty rates. With those cooked statistics debunked and rejected by Senate Armed Services Chairman Senator John McCain (R-AZ), Air Force headquarters hastily assembled a joint CAS “Summit” to try to justify dumping the A-10. Notes and documents from the Summit meetings, now widely available throughout the Air Force and shared with the Project On Government Oversight’s Center for Defense Information (CDI), reveal that the recommendations of the Summit working groups were altered by senior Air Force leaders to quash any joint service or congressional concerns about the coming gaps in CAS capabilities. Air Force headquarters needed this whitewash to pursue, yet again, its anti-A-10 crusade without congressional or internal-Pentagon opposition.
  • The current A-10 divestment campaign, led by Air Force Chief of Staff Mark Welsh, is only one in a long chain of Air Force headquarters’ attempts by bomber-minded Air Force generals to get rid of the A-10 and the CAS mission. The efforts goes as far back as when the A-10 concept was being designed in the Pentagon, following the unfortunate, bloody lessons learned from the Vietnam War. For example, there was a failed attempt in late-1980s to kill off the A-10 by proposing to replace it with a supposedly CAS-capable version of the F-16 (the A-16). Air Force headquarters tried to keep the A-10s out of the first Gulf War in 1990, except for contingencies. A token number was eventually brought in at the insistence of the theater commander, and the A-10 so vastly outperformed the A-16s that the entire A-16 effort was dismantled. As a reward for these A-10 combat successes, Air Force headquarters tried to starve the program by refusing to give the A-10 any funds for major modifications or programmed depot maintenance during the 1990s. After additional combat successes in the Iraq War, the Air Force then attempted to unload the A-10 fleet in 2004.

  • To ground troops and the pilots who perform the mission, the A-10 and the CAS mission are essential and crucial components of American airpower. The A-10 saves so many troop lives because it is the only platform with the unique capabilities necessary for effective CAS: highly maneuverable at low speeds, unmatched survivability under ground fire, a longer loiter time, able to fly more sorties per day that last longer, and more lethal cannon passes than any other fighter. These capabilities make the A-10 particularly superior in getting in close enough to support our troops fighting in narrow valleys, under bad weather, toe-to-toe with close-in enemies, and/or facing fast-moving targets. For these reasons, Army Chief of Staff General Ray Odierno has called the A-10 “the best close air support aircraft.” Other Air Force platforms can perform parts of the mission, though not as well; and none can do all of it. Senator Kelly Ayotte (R-NH) echoed the troops’ combat experience in a recent Senate Armed Services committee hearing: “It's ugly, it's loud, but when it comes in…it just makes a difference.”
  • In 2014, Congress was well on the way to roundly rejecting the Air Force headquarters’ efforts to retire the entire fleet of 350 A-10s. It was a strong, bipartisan demonstration of support for the CAS platform in all four of Congress’s annual defense bills. But in the final days of the 113th Congress, a “compromise” heavily pushed by the Air Force was tucked into the National Defense Authorization Act for FY 2015. The “compromise” allowed the Air Force to move A-10s into virtually retired “backup status” as long as the Cost Assessment and Program Evaluation (CAPE) office in DoD certified that the measure was the only option available to protect readiness. CAPE, now led by former Assistant Secretary of the Air Force for Financial Management and Comptroller Jamie Morin, duly issued that assessment—though in classified form, thus making it unavailable to the public. In one of his final acts as Secretary of Defense, Chuck Hagel then approved moving 18 A-10s to backup status.
  • The Air Force intends to replace the A-10 with the F-35. But despite spending nearly $100 billion and 14 years in development, the plane is still a minimum of six years away from being certified ready for any real—but still extremely limited—form of CAS combat. The A-10, on the other hand, is continuing to perform daily with striking effectiveness in Afghanistan, Iraq, and Syria—at the insistence of the CENTCOM commander and despite previous false claims from the Air Force that A-10s can’t be sent to Syria. A-10s have also recently been sent to Europe to be available for contingencies in Ukraine—at the insistence of the EUCOM Commander. These demands from active theaters are embarrassing and compelling counterarguments to the Air Force’s plea that the Warthog is no longer relevant or capable and needs to be unloaded to help pay for the new, expensive, more high-tech planes that Air Force headquarters vastly prefers even though the planes are underperforming.
  • So far, Congress has not been any more sympathetic to this year’s continuation of General Welsh’s campaign to retire the A-10. Chairman McCain rejected the Air Force’s contention that the F-35 was ready enough to be a real replacement for the A-10 and vowed to reverse the A-10 retirement process already underway. Senator Ayotte led a letter to Defense Secretary Ashton Carter with Senators Tom Cotton (R-AR), Lindsey Graham (R-SC), Thom Tillis (R-NC), Roger Wicker (R-MS), Mike Crapo (R-ID), Johnny Isakson (R-GA), and Richard Burr (R-NC) rebuking Hagel’s decision to place 18 A-10s in backup inventory. Specifically, the Senators called the decision a “back-door” divestment approved by a “disappointing rubber stamp” that guts “the readiness of our nation’s best close air support aircraft.” In the House, Representative Martha McSally (R-AZ) wrote to Secretary Carter stating that she knew from her own experience as a former A-10 pilot and 354th Fighter Squadron commander that the A-10 is uniquely capable for combat search and rescue missions, in addition to CAS, and that the retirement of the A-10 through a classified assessment violated the intent of Congress’s compromise with the Air Force:
  • Some in the press have been similarly skeptical of the Air Force’s intentions, saying that the plan “doesn’t add up,” and more colorfully, calling it “total bullshit and both the American taxpayer and those who bravely fight our wars on the ground should be furious.” Those reports similarly cite the Air Force’s longstanding antagonism to the CAS mission as the chief motive for the A-10’s retirement.
  • By announcing that pilots who spoke to Congress about the A-10 were “committing treason,” ACC Vice Commander Major General James Post sparked an Inspector General investigation and calls for his resignation from POGO and other whistleblower and taxpayer groups. That public relations debacle made it clear that the Air Force needed a new campaign strategy to support its faltering A-10 divestment campaign. On the orders of Air Force Chief of Staff General Mark Welsh, General Herbert “Hawk” Carlisle—the head of Air Combat Command—promptly announced a joint CAS Summit, allegedly to determine the future of CAS. It was not the first CAS Summit to be held (the most recent previous Summit was held in 2009), but it was the first to receive so much fanfare. As advertised, the purpose of the Summit was to determine and then mitigate any upcoming risks and gaps in CAS mission capabilities. But notes, documents, and annotated briefing slides reviewed by CDI reveal that what the Air Force publicly released from the Summit is nothing more than a white-washed assessment of the true and substantial operational risks of retiring the A-10.
  • Just prior to the Summit, a working group of approximately 40 people, including CAS-experienced Air Force service members, met for three days at Davis-Monthan Air Force Base to identify potential risks and shortfalls in CAS capabilities. But Air Force headquarters gave them two highly restrictive ground rules: first, assume the A-10s are completely divested, with no partial divestments to be considered; and second, assume the F-35 is fully CAS capable by 2021 (an ambitious assumption at best). The working groups included A-10 pilots, F-16 pilots, and Joint Terminal Attack Controllers (JTACs), all with combat-based knowledge of the CAS platforms and their shortfalls and risks. They summarized their findings with slides stating that the divestment would “cause significant CAS capability and capacity gaps for 10 to 12 years,” create training shortfalls, increase costs per flying hour, and sideline over 200 CAS-experienced pilots due to lack of cockpits for them. Additionally, they found that after the retirement of the A-10 there would be “very limited” CAS capability at low altitudes and in poor weather, “very limited” armor killing capability, and “very limited” ability to operate in the GPS-denied environment that most experts expect when fighting technically competent enemies with jamming technology, an environment that deprives the non-A-10 platforms of their most important CAS-guided munition. They also concluded that even the best mitigation plans they were recommending would not be sufficient to overcome these problems and that significant life-threatening shortfalls would remain.
  • General Carlisle was briefed at Davis-Monthan on these incurable risks and gaps that A-10 divestment would cause. Workshop attendees noted that he understood gaps in capability created by retiring the A-10 could not be solved with the options currently in place. General Carlisle was also briefed on the results of the second task to develop a list of requirements and capabilities for a new A-X CAS aircraft that could succeed the A-10. “These requirements look a lot like the A-10, what are we doing here?” he asked. The slides describing the new A-X requirements disappeared from subsequent Pentagon Summit presentations and were never mentioned in any of the press releases describing the summit.
  • At the four-day Pentagon Summit the next week, the Commander of the 355th Fighter Wing, Davis-Monthan Air Force Base, Col. James P. Meger, briefed lower level joint representatives from the Army and the Marine Corps about the risks identified by the group at Davis-Monthan. Included in the briefing was the prediction that divestment of the A-10 would result in “significant capability and capacity gaps for the next ten to twelve years” that would require maintaining legacy aircraft until the F-35A was fully operational. After the presentation, an Army civilian representative became concerned. The slides, he told Col. Meger, suggested that the operational dangers of divestment of the A-10 were much greater than had been previously portrayed by the Air Force. Col. Meger attempted to reassure the civilian that the mitigation plan would eliminate the risks. Following the briefing, Col. Meger met with Lt. Gen. Tod D. Wolters, the Deputy Chief of Staff for Operations for Air Force Headquarters. Notably, the Summit Slide presentation for general officers the next day stripped away any mention of A-10 divestment creating significant capability gaps. Any mention of the need to maintain legacy aircraft, including the A-10, until the F-35A reached full operating capability (FOC) was also removed from the presentation.
  • The next day, Col. Meger delivered the new, sanitized presentation to the Air Force Chief of Staff. There was only muted mention of the risks presented by divestment. There was no mention of the 10- to 12-year estimated capability gap, nor was there any mention whatsoever of the need to maintain legacy aircraft—such as the A-10 or less capable alternatives like the F-16 or F-15E—until the F-35A reached FOC. Other important areas of concern to working group members, but impossible to adequately address within the three days at Davis-Monthan, were the additional costs to convert squadrons from the A-10 to another platform, inevitable training shortfalls that would be created, and how the deployment tempos of ongoing operations would further exacerbate near-term gaps in CAS capability. To our knowledge, none of these concerns surfaced during any part of the Pentagon summit.
  • Inevitably, the Air Force generals leading the ongoing CAS Summit media blitz will point congressional Armed Services and Appropriations committees to the whitewashed results of their sham summit. When they do, Senators and Representatives who care about the lives of American troops in combat need to ask the generals the following questions: Why wasn’t this summit held before the Air Force decided to get rid of A-10s? Why doesn’t the Air Force’s joint CAS summit include any statement of needs from soldiers or Marines who have actually required close air support in combat? What is the Air Force’s contingency plan for minimizing casualties among our troops in combat in the years after 2019, if the F-35 is several years late in achieving its full CAS capabilities? When and how does the Air Force propose to test whether the F-35 can deliver close support at least as combat-effective as the A-10’s present capability? How can that test take place without A-10s? Congress cannot and should not endorse Air Force leadership’s Summit by divesting the A-10s. Instead, the Senate and House Armed Services Committees need to hold hearings that consider the real and looming problems of inadequate close support, the very problems that Air Force headquarters prevented their Summit from addressing. These hearings need to include a close analysis of CAPE’s assessment and whether the decision to classify its report was necessary and appropriate. Most importantly, those hearings must include combat-experienced receivers and providers of close support who have seen the best and worst of that support, not witnesses cherry-picked by Air Force leadership—and the witnesses invited must be free to tell it the way they saw it.
  • If Congress is persuaded by the significant CAS capability risks and gaps originally identified by the Summit’s working groups, they should write and enforce legislation to constrain the Air Force from further eroding the nation’s close air support forces. Finally, if Congress believes that officers have purposely misled them about the true nature of these risks, or attempted to constrain service members’ communications with Congress about those risks, they should hold the officers accountable and remove them from positions of leadership.      Though not touched on in the article, the real problem is that the A10 has no proponents at the higher ranks of the Air Force because it is already bought and paid for; there's nothing in the A10 for the big Air Force aircraft manufacturing defense contractors. The F35, on the other hand is, is a defense contractor wet dream. It's all pie in the sky and big contracts just to get the first one in the air, let alone outfit it with the gear and programming needed to use it to inflict harm. It's been one cost-overrun after another and delay after delay. It's a national disgrace that has grown to become the most expensive military purchase in history. And it will never match the A10 for the close air support role. It's minimum airspeed is too high and its close-in maneuverability will be horrible. The generals, of course, don't want to poison the well for their post-military careers working for the defense contractors by putting a halt to the boondobble. Their answer: eliminate the close air support mission for at least 10-12 years and then attempt it with the F35.   As a former ground troop, that's grounds for the Air Force generals' court-martial and dishonorable discharge. I would not be alive today were it not for close air support. And there are tens of thousands of veterans who can say that in all truth. The A10 wasn't available back in my day, but by all reports its the best close air support weapons platform ever developed. It's a tank killer and is heavily armored, with redundant systems for pilot and aircraft survivability. The A10 is literally built around a 30 mm rotary cannon that fires at 3,900 rounds per minute. It also carries air to ground rockets and is the only close air support aircraft still in the U.S. arsenal.   • I thought about that March night as the election results rolled in, as the New York Times forecast showed Hillary Clinton’s chances of winning the presidency plummet from about 80% to less than 5%, while Trump’s fortunes skyrocketed by the minute. As Clinton’s future in the Oval Office evaporated, leaving only a whiff of her stale dreams, I saw all the foreign-policy certainties, all the hawkish policies and military interventions, all the would-be bin Laden raids and drone strikes she’d preside over as commander-in-chief similarly vanish into the ether. With her failed candidacy went the no-fly escalation in Syria that she was sure to pursue as president with the vigor she had applied to the disastrous Libyan intervention of 2011 while secretary of state.  So, too, went her continued pursuit of the now-nameless war on terror, the attendant “gray-zone” conflicts — marked by small contingents of U.S. troops, drone strikes, and bombing campaigns — and all those munitions she would ship to Saudi Arabia for its war in Yemen. As the life drained from Clinton’s candidacy, I saw her rabid pursuit of a new Cold War start to wither and Russo-phobic comparisons of Putin’s rickety Russian petro-state to Stalin’s Soviet Union begin to die.  I saw the end, too, of her Iron Curtain-clouded vision of NATO, of her blind faith in an alliance more in line with 1957 than 2017. As Clinton’s political fortunes collapsed, so did her Israel-Palestine policy — rooted in the fiction that American and Israeli security interests overlap — and her commitment to what was clearly an unworkable “peace process.”  Just as, for domestic considerations, she would blindly support that Middle Eastern nuclear power, so was she likely to follow President Obama’s trillion-dollarpath to modernizing America’s nuclear arsenal.  All that, along with her sure-to-be-gargantuan military budget requests, were scattered to the winds by her ringing defeat.
  • Clinton’s foreign policy future had been a certainty.  Trump’s was another story entirely.  He had, for instance, called for a raft of military spending: growing the Army and Marines to a ridiculous size, building a Navy to reach a seemingly arbitrary and budget-busting number of ships, creating a mammoth air armada of fighter jets, pouring money into a missile defense boondoggle, and recruiting a legion of (presumably overweight) hackers to wage cyber war.  All of it to be paid for by cutting unnamed waste, ending unspecified “federal programs,” or somehow conjuring up dollars from hither and yon.  But was any of it serious?  Was any of it true?  Would President Trump actually make good on the promises of candidate Trump?  Or would he simply bark “Wrong!” when somebody accused him of pledging to field an army of 540,000 active duty soldiers or build a Navy of 350 ships. Would Trump actually attempt to implement his plan to defeat ISIS — that is, “bomb the shit out of them” and then “take the oil” of Iraq?  Or was that just the bellicose bluster of the campaign trail?  Would he be the reckless hawk Clinton promised to be, waging wars like the Libyan intervention?  Or would he follow the dictum of candidate Trump who said, “The current strategy of toppling regimes, with no plan for what to do the day after, only produces power vacuums that are filled by terrorists.” Outgoing representative Randy Forbes of Virginia, a contender to be secretary of the Navy in the new administration, recently said that the president elect would employ “an international defense strategy that is driven by the Pentagon and not by the political National Security Council… Because if you look around the globe, over the last eight years, the National Security Council has been writing that. And find one country anywhere that we are better off than we were eight years [ago], you cannot find it.”
  • Such a plan might actually blunt armed adventurism, since it was war-weary military officials who reportedly pushed back against President Obama’s plans to escalate Iraq War 3.0.  According to some Pentagon-watchers, a potentially hostile bureaucracy might also put the brakes on even fielding a national security team in a timely fashion. While Wall Street investors seemed convinced that the president elect would be good for defense industry giants like Lockheed Martin and General Dynamics, whose stocks surged in the wake of Trump’s win, it’s unclear whether that indicates a belief in more armed conflicts or simply more bloated military spending. Under President Obama, the U.S. has waged war in or carried out attacks on at least eight nations — Afghanistan, Iran, Iraq, Pakistan, Somalia, Yemen, Libya, and Syria.  A Clinton presidency promised more, perhaps markedly more, of the same — an attitude summed up in her infamous comment about the late Libyan autocrat Muammar Gaddafi: “We came, we saw, he died.”  Trump advisor Senator Jeff Sessions said, “Trump does not believe in war. He sees war as bad, destructive, death and a wealth destruction.”  Of course, Trump himself said he favors committing war crimes like torture and murder.  He’s also suggested that he would risk war over the sort of naval provocations — like Iranian ships sailing close to U.S. vessels — that are currently met with nothing graver than warning shots. So there’s good reason to assume Trump will be a Clintonesque hawk or even worse, but some reason to believe — due to his propensity for lies, bluster, and backing down — that he could also turn out to be less bellicose.

  • Given his penchant for running businesses into the ground and for economic proposals expected to rack up trillions of dollars in debt, it’s possible that, in the end, Trump will inadvertently cripple the U.S. military.  And given that the government is, in many ways, a national security state bonded with a mass of money and orbited by satellite departments and agencies of far lesser import, Trump could even kneecap the entire government.  If so, what could be catastrophic for Americans — a battered, bankrupt United States — might, ironically, bode well for the wider world.

The odds, of course, are against this.  The United States has been embroiled in foreign military actions, almost continuously, since its birth and in 64 conflicts, large and small, according to the military, in the last century alone.  It’s a country that, since 9/11, has been remarkably content to wage winless, endless wars with little debate or popular outcry.  It’s a country in which Barack Obama won election, in large measure, due to dissatisfaction with the prior commander-in-chief’s signature war and then, after winning a Nobel Peace Prize and overseeing the withdrawal of troops from Iraq, reengaged in an updated version of that very same war — bequeathing it now to Donald J. Trump. “This Trump.  He’s a crazy man!” the African aid worker insisted to me that March night.  “He says some things and you wonder: Are you going to be president?  Really?”  It turns out the answer is yes. “It can’t happen, can it?” That question still echoes in my mind.

Human rights groups estimate that 100,000 people have been killed since the war began. Areas plagued by heavy fighting -- including the countryside around Damascus, eastern Aleppo and Deir Ezzor province -- are also reeling from breakdowns of basic services such as water, electricity and garbage collection, the ICRC said in a statement.   "In large parts of rural Damascus for example, people are dying because they lack medical supplies and because there are not enough medical personnel to attend to them," said Magne Barth, head of the ICRC's delegation in the country. "They also go hungry because aid can't get through to them on a regular basis."

US, Afghan security deal at risk as Karzai calls for delay in signing | Fox News - 0 views

  • The tentative security deal reached between Secretary of State John Kerry and Afghan President Hamid Karzai could be at risk after Karzai told a gathering of elders that the signing should be put off until after next year's Afghan presidential election -- and signed only if it is approved by the council and the parliament. 
  • A delay in the signing would be problematic for the U.S. government, which wants an agreement as soon as possible to allow American planners to prepare for a military presence after 2014, when the majority of foreign combat forces will have left Afghanistan.  Despite the decision to defer signing the agreement until after the scheduled April 5 election, Karzai spoke in support of the deal on the first day of the meeting of the 2,500-member national consultative council of Afghan elders known as the Loya Jirga Thursday in Kabul.  At one point, Karzai acknowledged there was little trust between his government and Washington. He was quoted by Reuters as saying "My trust with America is not good. I don't trust them and they don't trust me. During the past 10 years I have fought with them and they have made propaganda against me.'' 
  • Karzai did not address one of the biggest points of contention in the proposed deal, the U.S. request for jurisdiction over its own troops. Lack of agreement over that issue helped scuttle a similar agreement with Iraq and prompted Washington to order most troops out of that country in 2011.  The Loya Jirga retains the right to revise or reject any clause of the deal. If the deal is approved by the council, whatever version of the pact that is extant must also be approved by the Afghan parliament.

    Here's hoping that the Jirga or Afghan Parliament will nix the deal as Iraq did, by refusing to grant U.S. troops and contractors immunity from Afghan criminal law. I read the leaked U.S. markup version of the deal two days ago. It would extend the U.S. Afghan War until 2024 or beyond. Kerry and Obama might be upset; both announced that Kerry had signed the deal this morning. According to Kerry, U.S. involvement will gradually wind down to about 15K troops plus who-knows-how-many contractors and subcontractors. Number of U.S. troops in Afghanistan when Obama took office: 26,607. Number of U.S. troops there as of October, 2013: roughly 51,000. Our Nobel Peace Prize Prez who jokes to his staff about how many people he kills. Ha, ha. Funny. Not.  Let's remember that as recently as June, Obama said that the U.S. could have all troops out before the present deal expires in 2014 if there's no new agreement. I can hope.

Analysis: PA 'balking' at war crimes probe - Middle East - Al Jazeera English - 0 views

  • After a document obtained by Al Jazeera revealed the Palestinian Authority (PA) has stalled the launch of a formal investigation into alleged Israeli war crimes in Gaza, Palestinian legal and human rights experts remain dubious that the PA ever truly intended to join the International Criminal Court (ICC). In a confidential letter obtained exclusively by Al Jazeera's Investigative Unit, the ICC's top prosecutor, Fatou Bensouda, said she "did not receive a positive confirmation" from PA Foreign Minister Riad al-Malki that the request submitted for an international investigation had the Palestinian government's approval. Palestinian officials have, on numerous occasions, threatened to head to the ICC to hold Israel accountable for possible war crimes and crimes against humanity. But their efforts so far, have proved fruitless. In July, a French lawyer filed a complaint with the court on behalf of the Palestinian minister of justice, accusing Israel of carrying out war crimes in the Gaza Strip. This came after a 2009 call for an ICC investigation into Israel's three-week military offensive in Gaza that was later dropped when the prosecutor said Palestine was not a court member. In August, Malki met with ICC officials to discuss the implications of ratifying the Rome Statute, the treaty that established the criminal court. "Everything that has happened...is clear evidence of war crimes committed by Israel, amounting to crimes against humanity," he told reporters in The Hague, referring to the recent 51-day Israeli military offensive on Gaza, which left more than 2,100 Palestinians dead. Six Israeli civilians were killed, along with 66 Israeli soldiers.

Israel's swift call for a probe appears to be an attempt to pre-empt any independent investigations into allegations that its military committed war crimes in Gaza. "The PA gave the Israelis enough time to come up with a trick to prevent the court from opening any investigation," said Saad Djebbar, a London-based lawyer. Generally, the ICC launches probes in instances where the country involved is unable or unwilling to launch an investigation itself, Djebbar told Al Jazeera. "If the court tries to open an inquiry, the Israelis can claim they have jurisdiction [to do it themselves] because the ICC's jurisdiction is complementary," he explained.   • As Egyptian President Sisi calls for more support in the fight against NATO-funded militias in Libya, the West’s refusal to back him raises the question of their ultimate aims in entering the region. The West is complicity in enabling ISIS to gain a strong foothold and further destabilise Libya, Syria and, potentially, Egypt.Western states are trumpeting ISIS as the latest threat to civilisation, claiming total commitment to their defeat, and using the group’s conquests in Syria and Iraq as a pretext for deepening their own military involvement in the Middle East. Yet as Libya seems to be following the same path as Syria – of ‘moderate’ anti-government militias backed by the West paving the way for ISIS takeover – Britain and the US seem reluctant to confront them there, immediately pouring cold water on Egyptian President Sisi’s request for an international coalition to halt their advances. By making the suggestion – and having it, predictably, spurned – Sisi is making clear Western duplicity over ISIS and the true nature of NATO policy in Libya.

As Brendan O Neill has shown in detail, the daily horrors being perpetrated in Mali, Nigeria and now Cameroon are all a direct result of NATO’s bloodletting, as death squads from across the entire Sahel-Sahara region have been given free reign to set up training camps and loot weapons across the giant zone of lawlessness which NATO have sculpted out of Libya.
  • The result? African states that in 2010 were forging ahead economically, greatly benefitting from Chinese infrastructure and manufacturing investment, moving away from centuries of colonial and neo-colonial dependence on extortionate Western financial institutions, have been confronted with massive new terror threats from groups such as Boko Haram, flush with new weaponry and facilities courtesy of NATO’s humanitarianism. Algeria and Egypt, too, still governed by the same independent-minded movements which overthrew European colonialism, have seen their borders destabilised, setting the stage for ongoing debilitating attacks planned and executed from NATO’s new Libyan militocracy. This is the context in which Egypt is launching the regional fightback against NATO’s destabilisation strategy.
  • Over the past year in particular, Egyptians have witnessed their Western neighbour rapidly descending down the same path of ISIS takeover as Syria. In Syria, a civil war between a Western-sponsored insurgency and an elected secular government has seen the anti-government forces rapidly fall under the sway of ISIS, as the West’s supposed ‘moderates’ in the Free Syrian Army either join forces with ISIS (impressed by their military prowess, hi-tech weaponry, and massive funding) or find themselves overrun by them. In Libya, the same pattern is quickly developing. The latest phase in the Libyan disaster began last June when the militias who dominated the previous parliament (calling themselves the ‘Libya Dawn’ coalition) lost the election and refused to accept the results, torching the country’s airport and oil storage facilities as opening salvos in an ongoing civil war between them and the newly elected parliament. Both parliaments have the allegiance of various armed factions, and have set up their own rival governments, each controlling different parts of the country. But, starting in Derna last November, areas taken by the Libya Dawn faction have begun falling to ISIS. Last weekend’s capture of Sirte was the third major town to be taken by them, and there is no sign that it will be the last. This is the role that has consistently been played by the West’s proxies across the region – paving the way and laying the ground for ISIS takeover. Egyptian President Sisi’s intervention – airstrikes against ISIS targets in Libya - aims to reverse this trajectory before it reaches Iraqi-Syrian proportions.
  • The internationally-recognised Libyan government based in Tobruk – the one appointed by the House of Representatives that won the election last summer - has welcomed the Egyptian intervention. Not only, they hope, will it help prevent ISIS takeover, but will also cement Egyptian support for their side in the ongoing civil war with ‘Libya Dawn’. Indeed, Egypt could, with some justification, claim that winning the war against ISIS requires a unified Libyan government committed to this goal, and that the Dawn’s refusal to recognise the elected parliament , not to mention their ‘ambiguous’ attitude towards ISIS, is the major obstacle to achieving such an outcome. Does this mean that the Egyptian intervention will scupper the UN’s ‘Libya dialogue’ peace talks initiative? Not necessarily; in fact it could have the opposite effect. The first two rounds of the talks were boycotted by the General National Congress (GNC) - the Libya Dawn parliament- safe in the knowledge that they would continue to receive weapons and financing from NATO partners Qatar and Turkey whilst the internationally-recognised Tobruk government remained under an international arms embargo. As the UK’s envoy to the Libya Dialogue, Jonathan Powell, noted this week, the “sine qua non for a [peace] settlement” is a “mutually hurting stalemate”. By balancing up the scales in the civil war, Egyptian support military support for the Tobruk government may show the GNC that taking the talks seriously will be more in their interests than continuation of the fight.
  • Sisi’s call for the military support of the West in his intervention has effectively been rejected, as he very likely expected it to be. A joint statement by the US and Britain and their allies on Tuesday poured cold water on the idea, and no wonder – they did not go to all the bother of turning Libya into the centre of their regional destabilisation strategy only to then try to stabilise it just when it is starting to bear fruit. However, by forcing them to come out with such a statement, Sisi has called the West’s bluff. The US and Britain claim to be committed to the destruction of ISIS, a formation which is the product of the insurgency they have sponsored in Syria for the past four years, and Sisi is asking them to put their money where their mouth is. They have refused to do so. In the end, the Egyptian resolution to the UN Security Council (UNSC) on Wednesday made no mention of calling for military intervention by other powers, and limited itself to calling for an end to the one-sided international arms embargo which prevents the arming of the elected government but does not seem to deter NATO’s regional partners from openly equipping the ‘Libya Dawn’ militias. Sisi has effectively forced the West to show its hand: their rejection of his proposal to support the intervention makes it clear to the world the two-faced nature of their supposed commitment to the destruction of ISIS.
  • There are, however, deep divisions on this issue in Europe. France is deepening its military presence in the Sahel-Sahara region, with 3000 troops based in Chad, Niger, Burkina Faso and Mali and a massive new base opened on the Libyan border in Niger last October, and would likely welcome a pretext to extend its operations to its historic protectorate in Southern Libya. Italy, likewise, is getting cold feet about the destabilisation it helped to unleash, having not only damaged a valuable trading partner, but increasingly being faced with hundreds of thousands of refugees fleeing the horror and destitution that NATO has gifted the region. But neither are likely to do anything without UNSC approval, which is likely to continue to be blocked by the US and Britain, who are more than happy to see countries like Russian-allied Egypt and Chinese-funded Nigeria weakened and their development retarded by terror bombings. Sisi’s actions will, it is hoped, not only make abundantly clear the West’s acquiescence in the horrors it has created – but also pave the way for an effective fightback against them.

Netanyahu Has Never Actually Supported a Palestinian State, Despite What He Told Obama - 0 views

  • IN A MEETING with President Obama today, Benjamin Netanyahu went through the familiar motions of expressing rhetorical support for a two-state solution to the Israel-Palestine conflict. Stating, “I remain committed to a vision of peace of two states for two peoples,” Netanyahu said that he wanted “make it clear that we have not given up our hope,” for achieving a two-state solution to the conflict. Just a day before this statement, however, the Israeli government took steps to ensure such a vision could never become reality, moving to authorize the construction of an additional 2,200 housing units in the occupied territories in the face of Palestinian opposition. The reason behind this apparent discrepancy between word and deed is that Netanyahu does not, and has essentially never, supported the creation of an actual Palestinian state. Last year, during the Israeli election, Netanyahu briefly acknowledged this fact himself, explicitly stating to voters that there would not be a Palestinian state during his tenure as prime minister if he was reelected. Despite this, the convenient fiction that the Israeli prime minister supports a “two-state solution” continues to linger in the United States. Why?
  • In 2009, however, that began to change. In June of that year, newly elected President Barack Obama, who had made rebuilding ties with the Muslim world a part of his foreign policy platform, gave a landmark speech in Cairo in which he said the United States “does not accept the legitimacy of continued Israeli settlements,” going on to describe them as contrary to previous agreements and an impediment to peace in the region. Israeli media would report at the time that Obama’s words “resonated through Jerusalem’s corridors.” In seeming recognition of shifting American sentiments on this issue, 10 days later Netanyahu gave what was billed as a landmark speech at Bar-Ilan University near Tel-Aviv, dealing in part with the subject of Palestinian statehood. In his address, hailed by the White House as an “important step forward,” Netanyahu endorsed for the first time the creation of what he called “a demilitarized Palestinian state” in the occupied territories. But the same speech added stipulations that, in sum, turned this so-called state into a rebranded version of Netanyahu’s 2000 “Palestinian entity,” with only limited autonomy. In private, just three months before the speech, Netanyahu was even more blunt about the limits he required for a more independent Palestinian territory, stipulating he could only support one “without an army or control over air space and borders,” according to diplomatic cables later released by WikiLeaks.
  • In a speech two years later to Congress, Netanyahu would go into more detail about the ridiculous conception of Palestinian “statehood” he was imagining, one in which the West Bank would be essentially bifurcated by massive Israeli settlement blocs, the prospective Palestinian capital of East Jerusalem would be surrounded by settlements, and the Israeli Defense Forces would continue to have “a long-term military presence” inside the newly independent “state.” Needless to say, such a proposal was unlikely ever to be accepted by the Palestinians, nor did it bear much resemblance to the independent statehood they had actually been seeking. Netanyahu let the mask drop even further in July 2014, when he stated in a press conference that “there cannot be a situation, under any agreement, in which we relinquish security control of the territory west of the River Jordan,” essentially outlining a position of permanent military occupation of Palestinian territories. In the run-up to the 2015 election, when he publicly disowned the idea of Palestinian statehood, Netanyahu would specifically repudiate his 2009 Bar-Ilan speech, stating that “there will be no withdrawals and no concessions,” and that the speech was “not relevant.” As recently as last week, Netanyahu told the Knesset Foreign Affairs and Defense Committee that “we need to control all of the territory for the foreseeable future,” before adding darkly that Israel “will forever live by the sword.”

  • In light of all this, it’s difficult to take seriously Netanyahu’s most recent claim that he supports the creation of a Palestinian state. At best, he has in the past expressed support for a Palestinian “entity” with some features of self-governance (an idea that has well-known historical precedents), but certainly not one that affords genuine independence, freedom or statehood to its inhabitants. At his most brazen, he has denied the possibility of even that limited form of self-determination, stating bluntly that Israel will control the entire West Bank and keep its inhabitants under indefinite military subjugation. Netanyahu has nonetheless been allowed to maintain a convenient fiction that he supports the negotiated goal of Palestinian self-determination. In reality, he has never really supported it. Thanks in large part to Netanyahu’s leadership, a Palestinian state will likely never emerge. Due to his own obstinance, as well as American indulgence, a binational state or a formalized Apartheid regime have now become the most probable remaining outcomes to this disastrous, decades-long conflict.

    Negotiation of a "2-state solution" for Israel and Palestine has never been anything more than an excuse for continuing the status quo, with Israel dominating both territories in an apartheid state. The 2-state solution, moreover, denies all residents of the former British Mandate Territory of Palestine (including present day Israel) of their fundamental right to self-determination of their form of government established by the U.N. Charter. And the notion of a 2-state solution with territorial swaps ignores the right of Arab residents of the Mandate Territory to return to their homes at the close of hostilities, a right specifically forbidden from being negotiable by Israel and the Palestinian authority; it is an individual right that governments cannot lawfully barter away.   I'm glad to see The Intercept taking a no holds barred, speak-truth-to-power  approach to the Israel-Palestine question.

It has infected surrounding countries to this day and created the vacuum into which Islamic State has stepped.This may well be the Iraq ‘smoking gun’ we have all been looking for.

David Stockman must be rolling over in his bed (being still alive), recognizing the track marks on newly minted Mick Mulvaney as similar to the ones Cap Weinberger left on his back in 1981. It’s like a bad movie, something Reagan knew well; or, better yet, a bad TV show, which was the leadership preparation for the current chief executive.

Iran calls for a timetable for global nuclear disarmament - The Washington Post - 0 views

  • Iran accused the five nuclear powers Wednesday of failing to take concrete action to eliminate their stockpiles and called for negotiations on a convention to achieve nuclear disarmament by a target date. Iran’s deputy U.N. ambassador Gholam Hossein Dehghani told the U.N. Disarmament Commission that “a comprehensive, binding, irreversible, verifiable” treaty is the most effective and practical way to eliminate nuclear weapons. He accused the nuclear powers — the U.S., Russia, China, Britain and France — of promising nuclear disarmament but making no significant progress. Dehghani’s speech came days after the announcement of a framework agreement between Iran and the five nuclear powers and Germany aimed at keeping Tehran from being able to develop a nuclear weapon. It has to be finalized by June 30.
  • The commission, which includes all 193 member states, is supposed to make recommendations in the field of disarmament but has failed to make substantive proposals in the past decade. Its three-week meeting is taking place ahead of the five-year review of the Nuclear Nonproliferation Treaty (NPT), the world’s single most important pact on nuclear arms, which begins on April 27. The NPT is credited with preventing the spread of nuclear weapons to dozens of nations since entering into force in 1970. It has done that via a grand global bargain: Nations without nuclear weapons committed not to acquire them; those with them committed to move toward their elimination; and all endorsed everyone’s right to develop peaceful nuclear energy.

But Olga Kuznetsova, a counselor in Russia’s Foreign Ministry, warned in a speech Tuesday that the U.S. deployment of a global missile defense system could lead to the resumption of a nuclear arms race.

    The true history of the tea party movement: The very first tea party  was held by Congressman Ron Paul (R - Texas) supporters December 16, 2007 for calling attention to a "money bomb." People dumped boxes labeled "taxes, war, big government" into the Boston harbor. Similar events took place around the country. A more organized protest happened on July 12, 2008 when 10,000 Ron Paul supporters descended upon DC at the West Side of Capitol Hill for a "Revolution March". The main theme of the March and Rally was Dr. Ron Paul's message of Peace, Prosperity, and Freedom through adherence to the Constitution. The Keynote Speaker and Guest of Honor was Dr. Paul himself. Later both of these were known as the resurgence of the American "tea party" or the "re-teaparty". In February of 2009, a CNBC financial talking head named Rick Santelli burst forth with his famous rant in reaction to the mortgage crash. The traders on the floor of the CME Group joined him in expressing their outrage over the notion they may have to pay their neighbor's mortgage, particularly if they bought far more house than they could actually afford. "President Obama, are you listening?" he shouted into the camera to the amused interviewers. He then said he would even start organizing a tea party to happen in July at Lake Michigan because what we are doing now was making our founding fathers "roll over in their graves". Later, many "912″ groups formed after an idea proposed by Glenn Beck. And thus, we are a happy conglomeration of all of these elements. Because by now, Americans were beginning to realize that neither party was serving their interests and our country was going down the tubes fast. And thus, the movement was born.     I caught the Coast-to-Coast interview with Marshal Klarfeld.  Marshal explained the Eagle plan, which was first developed in 1967 as a method of negotiating a peace plan for Vietnam.  He has updated the plan Afghanistan.  Very interesting proposal.  And no doubt Marshal is a great thinker and historian. The EAGLE PLAN: an alternative strategy This is a non partisan effort to bring about the end of US military involvement in Afghanistan. There are many reasons we, as citizens, need to take action. Some reasons are: the loss of American lives and the duration of this war that seems endless; the loss of innocent Afghan lives and the destruction of their homes and villages; the incredible financial burden on US taxpayers and the destruction of our economy. Our politicians and our military have not come up with a workable solution to date. This plan is an attempt to find an alternative to the continuation of ineffective policy.

  • PA President Mahmoud Abbas signed the application for Palestine’s accession to the Rome Statute and the International Criminal Court (ICC). Abbas signed the application on Wednesday, in response to the UN Security Council’s rejection of a Jordanian sponsored draft resolution on Tuesday. The resolution called for a fixed timeline for the end of the Israeli occupation of Palestine.
  • The rejected resolution called for a 12-months timeline for a final peace accord between Israel and Palestine and the full withdrawal of Israeli troops from Palestinian territories by the end of 2017.
  • The rejected draft resolution was harshly criticized by imprisoned Fatah leader Marwan Barghouti, other progressive Fatah members as well as by the PFLP and others. One of the major points of contention was that the proposed draft resolution, according to its Palestinian opponents, risked waving the right of return of displaced Palestinians.

  • Russia, China and France voted in favor of the proposed resolution while the U.S. and Australia voted against. The UK, Rwanda, Nigeria and South Korea abstained, thus preventing the necessary majority. The U.S., however, noted that it would have used its veto right as permanent Security Council member, had the draft resolution received the votes necessary for its adoption. The Palestinian Authority led by PA President Mahmoud Abbas noted that the PA would sign an application to accede to the International Criminal Court in the Rome Statute. Arguably, a Palestinian accession to the ICC would endow it with the right to lodge charges for war crimes at the ICC. Signing the Rome Statute, however, is a two-edged sword as it also makes Palestine subject to the ICC.
  • The ICC has been widely criticized for being used to enforce western geopolitical interests as well as of selective prosecution. Whether a Palestinian ICC membership would ever result in the prosecution of Israeli war crimes is highly questionable. Arguably, it more likely that the ICC would be used by non-ICC member USA to demand the prosecution of Palestinians.

US to Discuss Syria with Jordan, Russia, Saudi Arabia and Turkey | nsnbc international - 0 views

  • U.S. Secretary of State John Kerry announced that he would meet Jordanian, Russian, Saudi Arabian and Turkish representatives in the coming days to discuss the situation in Syria. Kerry’s shuttle diplomacy comes as Russian airstrikes, coordinated with the Syrian government have sent scores of ISIL, Jabhat Al-Nusrah and other insurgents flee Syria. 
  • The Russian-led initiative has significantly altered the strategic balance and has a number of complex geopolitical implications, e.g. Russia potentially re-asserting regional influence comparable with the influence Moscow had in the region prior to the discontinuation of the USSR.
  • On Monday, Russia’s Foreign Ministry informed the Russian State news agency Tass that Moscow is studying the proposal tabled by U.S. Secretary of State John Kerry. The news agency cites a ministerial source as saying “We know about this proposal, we are studying it”. Sergey Ivanov, Chief of Staff of the Russian Presidency stated that a political settlement about Syria would begin to take shape sooner or later. Ivanov added that this would involve a compromise between a “sensible opposition” and the Syrian government. Ivanov added: “It is crystal-clear that military means alone will never bring about a settlement in Syria. In the final count a political solution will have to begin to be looked for,” Ivanov said adding that this process could be very complicated and controversial. … Any sensible opposition can be negotiated with and compromises are to be mutual — that’s pretty clear,” he said calling it “a matter of the distant future. … Originally, the idea of an intra-Syrian alliance in the struggle against the Islamic State was not ours: it came from the French President, Francois Hollande. He speculated that the government troops under Bashar Assad and the so-called Free Syrian Army might present a common front. Of course, if the latter does exist in reality, and is not a virtual brainchild of some armchair pundits in the West.”

  • Last week Syria’s First Deputy Prime Minister Faisal Mikdad reiterated that the government was ready to immediately proceed with attempts to find a political settlement with what he describes as a “worthy national opposition”. Mikdad said: “We are ready to immediately sit down at the negotiating table with the worthy national opposition, but not with the opposition connected with external forces,” the agency quotes him as saying. “We are prepared to take part in the work of four groups to seek ways out of the conflict set up at the initiative of the UN Secretary-General’s Special Envoy for Syria Staffan de Mistura.” One of the most persistent points of contention between the Syrian government and the foreign-backed, foreign-based opposition groups is the opposition’s demand for the formation of a transitional government. While the Syrian government does not reject such a transitional government on an a priori basis, it insists that it has no constitutional mandate to form any government without involving the Syrian electorate.
