First of three partsTop Pentagon officials and a senior Democrat in Congress so distrusted Secretary of State Hillary Rodham Clinton’s 2011 march to war in Libya that they opened their own diplomatic channels with the Gadhafi regime in an effort to halt the escalating crisis, according to secret audio recordings recovered from Tripoli.The tapes, reviewed by The Washington Times and authenticated by the participants, chronicle U.S. officials’ unfiltered conversations with Col. Moammar Gadhafi’s son and a top Libyan leader, including criticisms that Mrs. Clinton had developed tunnel vision and led the U.S. into an unnecessary war without adequately weighing the intelligence community’s concerns.

They’re just full of stupid, stupid facts,” an American intermediary specifically dispatched by the Joint Chiefs of Staff told the Gadhafi regime in July 2011, saying the State Department was controlling what intelligence would be reported to U.S. officials.At the time, the Gadhafi regime was fighting a civil war that grew out of the Arab Spring, battling Islamist-backed rebels who wanted to dethrone the longtime dictator. Mrs. Clinton argued that Gadhafi might engage in genocide and create a humanitarian crisis and ultimately persuaded President Obama, NATO allies and the United Nations to authorize military intervention.

Mr. Kucinich, who challenged Mrs. Clinton and Barack Obama for the 2008 Democratic presidential nomination, acknowledged that he undertook his own conversations with the Gadhafi regime. He said he feared Mrs. Clinton was using emotion to sell a war against Libya that wasn’t warranted, and he wanted to get all the information he could to share with his congressional colleagues.“I had facts that indicated America was headed once again into an intervention that was going to be disastrous,” Mr. Kucinich told The Times. “What was being said at the State Department — if you look at the charge at the time — it wasn’t so much about what happened as it was about what would happen. So there was a distortion of events that were occurring in Libya to justify an intervention which was essentially wrong and illegal.”Mr. Kucinich wrote a letter to Mr. Obama and Mrs. Clinton in August explaining his communications in a last-ditch effort to stop the war.

The emerging economies of Brazil, Russia, India, China and South Africa, are a couple of days from agreeing the $10 billion BRICS development bank, as well as a $100 billion currency pool. It could challenge global lenders like the IMF and World Bank. The bank will be called the New Development Bank, and will provide finance for infrastructure projects. Its creation will meet the needs of emerging and poorer economies according to Russian Finance Minister Anton Siluanov. In a speech Wednesday he confirmed the funding would be divided equally, Russia will contribute $2 billion in initial capital for the BRICS bank over seven years. The bank will start with $10 billion in cash and $40 billion in guarantees. The $50 billion will be eventually built up to $100 billion.

The bank will be able to start lending in 2016, the minister says. The final decisions concerning the creation of the bank are expected to be made by the BRICS leaders at a summit in Brazil on 15-16 July. Apart from the BRICS countries other UN members may also participate in the bank’s development, but their total share won’t exceed 45 percent. The location of the headquarters is still not decided, but Siluanov said the two favorite cities are Shanghai and New Delhi. BRICS leaders are also expected to sign an agreement to establish an additional $100 billion fund to steady the currency markets.

Currently BRICS countries make up over 40 percent of the world’s population and account for more than 25 percent of global GDP.

The United States has attempted to claim that the only way to stop the so-called "Islamic State" in Syria and Iraq is to first remove the government in Syria. Complicating this plan are developments in Libya, benefactor of NATO's last successful regime change campaign. In 2011, NATO armed, funded, and backed with a sweeping air campaign militants in Libya centered around the eastern Libyan cities of Tobruk, Derna, and Benghazi. By October 2011, NATO successfully destroyed the Libyan government, effectively handing the nation over to these militants. 

What ensued was a campaign of barbarism, genocide, and sectarian extremism as brutal in reality as what NATO claimed in fiction was perpetrated by the Libyan government ahead of its intervention. The so-called "rebels" NATO had backed were revealed to be terrorists led by Al Qaeda factions including the Libyan Islamic Fighting Group (LIFG) and Al-Qaeda in the Islamic Maghreb (AQIM). The so-called "pro-democracy protesters" Libyan leader Muammar Qaddafi was poised to attack in what NATO claimed was pending "genocide" were in fact heavily armed terrorists that have festered for decades in eastern Libya. Almost immediately after NATO successfully destroyed Libya's government, its terrorist proxies were mobilized to take part in NATO's next campaign against Syria. Libyan terrorists were sent first to NATO-member Turkey were they were staged, armed, trained, and equipped, before crossing the Turkish-Syrian border to take part in the fighting. 

CNN in an article titled, "ISIS comes to Libya," claims: The black flag of ISIS flies over government buildings. Police cars carry the group's insignia. The local football stadium is used for public executions. A town in Syria or Iraq? No. A city on the coast of the Mediterranean, in Libya.  Fighters loyal to the Islamic State in Iraq and Syria are now in complete control of the city of Derna, population of about 100,000, not far from the Egyptian border and just about 200 miles from the southern shores of the European Union.  The fighters are taking advantage of political chaos to rapidly expand their presence westwards along the coast, Libyan sources tell CNN. Only the black flag of Al Qaeda/ISIS has already long been flying over Libya - even at the height of NATO's intervention there in 2011.  ISIS didn't "come to" Libya, it was always there in the form of Al Qaeda's local franchises LIFG and AQIM - long-term, bitter enemies of the now deposed and assassinated Libyan leader Muammar Qaddafi.

Global banking giant HSBC for years catered to a motley crew of weapons dealers, tax evaders, tin-pot dictators and celebrities, using its private Swiss arm to shield accounts worth more than $100 billion. Documents obtained and analyzed by the International Consortium of Investigative Journalists (ICIJ) reveal how HSBC (HSBC) used the secretive Swiss banking system to conceal the identities of accounts holders, and in many cases, help depositors avoid paying taxes.

ICIJ's findings are based on data turned over to French authorities by former HSBC employee Hervé Falciani in 2008. The files were later obtained by the newspaper Le Monde and shared among other media outlets. ICIJ said the leaked documents show that HSBC "repeatedly reassured clients that it would not disclose details of accounts to national authorities" and even "discussed with clients a range of measures that would ultimately allow clients to avoid paying taxes in their home countries." In a statement provided to ICIJ, HSBC said that its Swiss private bank has undergone a "radical transformation in recent years," including reforms that will make it more difficult for clients to evade taxes or launder money. "We acknowledge that the compliance culture and standards of due diligence in HSBC's Swiss private bank, as well as the industry in general, were significantly lower than they are today," the statement said.

While everyone ritually insists that the bonds between Israel and the United States are “unbreakable,” yesterday’s analysis by Jeffrey Goldberg, “The Crisis in U.S.-Israel Relations Is Officially Here,” argues that they’re currently under unprecedented strain and that the fault lies mainly with Prime Minister Bibi Netanyahu. The analysis argues further that, post-November, the Obama administration may no longer be inclined to protect Israel (at least to the same pathetic extent) at the UN Security Council and may even be willing to go a step further by presenting “a public full lay-down of the administration’s vision for a two-state solution, including maps delineating Israel’s borders. These borders, to Netanyahu’s horror, would based on 1967 lines, with significant West Bank settlement blocs attached to Israel in exchange for swapped land elsewhere. Such a lay-down would make explicit to Israel what the U.S. expects of it.” I’m not a big fan of Goldberg, but this analysis is definitely worth a read if for no other reason than his voice is a very important one in the US Jewish community, including among the right-wing leadership of its major national organizations. And he essentially gives over most of the article—in a way that suggests he shares their views—to anonymous administration officials who have clearly grown entirely contemptuous of the Israeli leader, calling him, among other names, “chickenshit.” Goldberg himself describes the Netanyahu government’s policy toward Palestinians as being “disconnected from reality” and stresses what he calls the “unease felt by mainstream American Jewish leaders about recent Israeli government behavior.” It seems that his chief envoy and confidante here, Ron Dermer, is not doing a good job.

Of particular interest to readers of this blog, however, are Goldberg’s observations about how the administration views Bibi’s bluster about Iran: The official said the Obama administration no longer believes that Netanyahu would launch a preemptive strike on Iran’s nuclear facilities in order to keep the regime in Tehran from building an atomic arsenal. “It’s too late for him to do anything. Two, three years ago, this was a possibility. But ultimately he couldn’t bring himself to pull the trigger. It was a combination of our pressure and his own unwillingness to do anything dramatic. Now it’s too late.” This assessment represents a momentous shift in the way the Obama administration sees Netanyahu. In 2010, and again in 2012, administration officials were convinced that Netanyahu and his then-defense minister, the cowboyish ex-commando Ehud Barak, were readying a strike on Iran. To be sure, the Obama administration used the threat of an Israeli strike in a calculated way to convince its allies (and some of its adversaries) to line up behind what turned out to be an effective sanctions regime. But the fear inside the White House of a preemptive attack (or preventative attack, to put it more accurately) was real and palpable—as was the fear of dissenters inside Netanyahu’s Cabinet, and at Israel Defense Forces headquarters. At U.S. Central Command headquarters in Tampa, analysts kept careful track of weather patterns and of the waxing and waning moon over Iran, trying to predict the exact night of the coming Israeli attack.

Today, there are few such fears. “The feeling now is that Bibi’s bluffing,” this second official said. “He’s not Begin at Osirak,” the official added, referring to the successful 1981 Israeli Air Force raid ordered by the ex-prime minister on Iraq’s nuclear reactor. The belief that Netanyahu’s threat to strike is now an empty one has given U.S. officials room to breathe in their ongoing negotiations with Iran. This is a significant passage. It suggests that the administration has decided to essentially ignore Netanyahu and his threats to take unilateral action, including when they are conveyed by members of Congress close to the Israel lobby. It also suggests strongly that the administration will not back up Israel if it should indeed undertake a strike of its own in hopes that Washington would be dragged into to finishing the job.

The Air Force’s decision to remove Major General James Post from his position as vice commander of Air Combat Command was the right move. As we said in our February 5 letter to the Air Force Secretary, Major General Post had to be held accountable. When he told service members it would be “treason” to communicate with Congress about the A-10’s capabilities it showed he was unfit for command. Members of the military have a constitutional right to communicate with Congress. To threaten them with an offense as serious as treason goes against the very oath that all military personnel and Major General Post, himself, had to take. The Consumer Financial Protection Bureau (CFPB) has a new set of rules aimed at preventing payday loan operations from targeting low-income borrowers who will be buried by high fees and rising debt loads. Payday loans are traditionally a loan of $500 or less wherein the borrower “provides a personal check dated on their next payday for the full balance or give the lender permission to debit their bank accounts. The total includes charges often ranging from $15 to $30 per $100 borrowed. Interest-only payments, sometimes referred to as rollovers, are common.” Using these lenders to make ends meet, borrowers are taken advantage of which has traditionally been a state regulatory issue. However now the federal government will be stepping in to curb this extortive multibillion dollar industry. Fees from payday loans can quickly accumulate, causing some borrowers to “lose their bank accounts and cars, or even risk prison time”.

Richard Corday, director of the CFPB, said: “Extending credit to people in a way that sets them up to fail and ensnares considerable numbers of them in extended debt traps, is simply not responsible lending.” These new rules cover payday loans, vehicle loans, loans using a car as collateral and various other forms of high-cost lending. Enders will be responsible for making sure debtors can repay the loan in full on time before extending the loan by checking their income, borrowing history, previous financial obligations and any other indicators that the borrower would most likely default or roll over the loan. • A 60 day respite between loans • Lenders must provide affordable repayment options • Loans cannot exceed $500 • Loans cannot have multiple finance charges • Loans cannot use a vehicle as collateral Regulations on interest rates and repayments as a share of income include mandatory capping off to prevent run-a-way fees.

Back in February, the CFPB warned about the payday loan industry which is largely unregulated and functions outside of proper oversight and accountability. The CFPB estimates that the $46 billion payday loan or cash advance industry has no oversight, refuses to give full disclosures of interest and fees involved, and takes an annual percentage of an excess of 300% against borrowers. The Consumer Federation of America (CFA) counts 32 states in the US that “permit payday loans at triple-digit interest rates, or with no rate cap at all.” Shockingly 80% of payday loans are rolled over within 14 days while an estimated 50% of these loans are “in a sequence at least 10 loans long.”

President Vladimir Putin says he’s shared Russian intelligence data on Islamic State financing with his G20 colleagues: the terrorists appear to be financed from 40 countries, including some G20 member states. During the summit, “I provided examples based on our data on the financing of different Islamic State (IS, formerly ISIS/ISIL) units by private individuals. This money, as we have established, comes from 40 countries and, there are some of the G20 members among them,” Putin told the journalists.

“It’s really difficult to criticize us,” he said, adding that Russia has repeatedly asked its foreign partners to provide data on terrorist targets in Syria. “They’re afraid to inform us on the territories which we shouldn’t strike, fearing that it is precisely where we’ll strike; that we are going to cheat everybody,” the president said. “Apparently, their opinion of us is based on their own concept of human decency,” he added. Putin told the media that Russia has already established contact with the Syrian opposition, which has asked Moscow not to carry out airstrikes in the territories it controls.

The U.S. National Security Agency spied on close ally Israel, exposing how Israelis lobbied U.S. authorities to undermine the Iranian nuclear deal, RT reports.   The monitoring came in spite of a U.S. pledge to tone down surveillance of friendly states, while the latest snooping even included some Congress members private conversations. Former Chairman of the House Intelligence Committee Pete Hoekstra called the interceptions an “abuse of power” and called for an investigation into the allegations. “WSJ (Wall Street Journal) report that NSA spied on Congress and Israel communications very disturbing. Actually outrageous. Maybe unprecedented abuse of power,” Hoekstra wrote on his official Twitter account. “NSA and Obama officials need to be investigated and prosecuted if any truth to WSJ reports. NSA loses all credibility. Scary,” he added.

Massive surveillance has continued under President Barack Obama’s two terms, and the revelations of Edward Snowden in 2013 over the extent of the data harvested from civilians did little to dent the spy agency’s activities, according to the Wall Street Journal. A “protected list” rapidly pulled together by the Obama administration in the wake of the scandal to safeguard its closest allies from monitoring included countries including Germany and France. Israel, however, was not on this list, and was instead placed as NSA’s top monitoring priority, as was Turkey. A senior US official said told the Wall Street Journal, “Going dark on Bibi? Of course we wouldn’t do that,” using Israeli Prime Minister Benjamin Netanyahu’s nickname.

The wannabe Sultan Erdogan did not get his will in Syria where he had planned to capture and annex Aleppo. The Russians prevented that. He now goes for his secondary target, Mosul in Iraq, which many Turks see as historic part of their country

Mosul, Iraq's second biggest city with about a million inhabitants, is currently occupied by the Islamic State. On Friday a column of some 1,200 Turkish soldiers with some 20 tanks and heavy artillery moved into a camp near Mosul. The camp was one of four small training areas where Turkey was training Kurds and some Sunni-Arab Iraqis to fight the Islamic State. The small camps in the northern Kurdish area have been there since the 1990s. They were first established to fight the PKK. Later their Turkish presence was justified as ceasefire monitors after an agreement ended the inner Kurdish war between the KDP forces loyal to the Barzani clan and the PUK forces of the Talabani clan. The bases were actually used to monitor movement of the PKK forces which fight for Kurdish independence in Turkey. The base near Mosul is new and it was claimed to be just a small weapons training base. But tanks and artillery have a very different quality than some basic AK-47 training. Turkey says it will increase the numbers in these camps to over 2000 soldiers.

Should Mosul be cleared of the Islamic State the Turkish heavy weapons will make it possible for Turkey to claim the city unless the Iraqi government will use all its power to fight that claim. Should the city stay in the hands of the Islamic State Turkey will make a deal with it and act as its protector. It will benefit from the oil around Mosul which will be transferred through north Iraq to Turkey and from there sold on the world markets. In short: This is an effort to seize Iraq's northern oil fields. That is the plan but it is a risky one. Turkey did not ask for permission to invade Iraq and did not inform the Iraqi government. The Turks claim that they were invited by the Kurds: Turkey will have a permanent military base in the Bashiqa region of Mosul as the Turkish forces in the region training the Peshmerga forces have been reinforced, Hürriyet reported. The deal regarding the base was signed between Kurdistan Regional Government (KRG) President Massoud Barzani and Turkish Foreign Minister Feridun Sinirlioğlu, during the latter’s visit to northern Iraq on Nov. 4.

While de-certifying would not withdraw the U.S. from the deal, it would give Congress 60 days to decide whether or not to reimpose the sanctions on Iran that were suspended by it. According to a new poll from YouGov, Americans are at odds with the president's stance with most of the public supporting the nuclear deal. The research found that 56 percent of the public approve of the agreement, of which 31 percent strongly approve and 25 percent somewhat approve. Only 19 percent of those polled said they disapprove of it. Broken down by party, 68 percent of Democrats support the deal while a surprisingly large 22 percent share have no opinion on the matter. A slight 51 percent majority of Republicans are also in favor of the agreement while 23 percent are against it. YouGov also found that support for the nuclear deal doesn't necessarily mean Americans like or trust Iran with 44 percent regarding the country as a U.S. enemy.
