  • Barack Obama, in his post-election press conference yesterday, announced that he would seek an Authorization for Use of Military Force (AUMF) from the new Congress, one that would authorize Obama’s bombing campaign in Iraq and Syria—the one he began three months ago. If one were being generous, one could say that seeking congressional authorization for a war that commenced months ago is at least better than fighting a war even after Congress explicitly rejected its authorization, as Obama lawlessly did in the now-collapsed country of Libya.

  • When Obama began bombing targets inside Syria in September, I noted that it was the seventh predominantly Muslim country that had been bombed by the U.S. during his presidency (that did not count Obama’s bombing of the Muslim minority in the Philippines). I also previously noted that this new bombing campaign meant that Obama had become the fourth consecutive U.S. President to order bombs dropped on Iraq. Standing alone, those are both amazingly revealing facts. American violence is so ongoing and continuous that we barely notice it any more.

  • Saudi Arabia, one of the wealthiest countries in the world, is experiencing serious financial problems. The ongoing plummeting of oil prices is forcing the Saudis to be more careful with money. Tens of billions of dollars invested abroad are making a return to the kingdom. In July 2015, Saudi Arabia’s authorities, for the first time in 8 years, issued governmental bonds worth $4 bn.
  • Bloomberg reports that Saudi Arabia has already withdrawn $50-70 bn, which it had previously invested worldwide through management companies. It is noteworthy that the country has been withdrawing funds for the past six months. For example, Saudi Arabia’s SAMA Foreign Holdings reached its maximum in August 2014, having amounted to $737 bn. But since then, the fund has been shrinking because oil prices have dropped more than twice in this period. Saudi Arabia’s budget deficit is forecast to reach 20%; however, reduction of expenditures still remains a sensitive topic. In the context of the continuous fall in oil prices, Riyadh has worked out a plan to gradually reduce public spending to cope with a sharp decrease in budget revenues caused by the slumping oil prices. For example, Saudi Arabia’s Ministry of Finance has issued an order prescribing all state companies to temporary stop hiring new employees and launching new projects until the end of the fiscal year. In addition, the government procurement of new cars and furniture has also been put on hold as well as the signing and approval of new lease agreements for state institutions and enterprises. The expropriation of plots of land for the purpose of the subsequent extraction of oil has also been suspended throughout the country. The Ministry of Finance has, at the same time, demanded an acceleration in the collection procedure of oil revenues.
  • “To prove that the country indeed has a sound fiscal discipline, the government has to take steps to cut expenditures in the 4th quarter. This situation directly influences the policy of OPEC since Saudi Arabia (which extracts almost 30% of the OPEC’s oil, positions itself as an extremely influential raw material supplier, maintains powerful military forces, and has its own global ambitions, immense resources and substantial diplomatic experience) de facto plays the role of the shadow leader of this organization. At times siding with the US, and then pursuing its own interests, the kingdom has assumed such an influential position in the international community that other countries revere its opinion, and as for the last oil crisis, Saudi Arabia is seen as its key player.

Because of this dilemma, controversial information regarding Saudi’s decisions are appearing in the press. On the one hand, Saudi Arabia was one of the first to condemn Russia after the beginning of the Russian military operation in Syria on September 30. It accused Russia of bombing the troops of moderate opposition instead of ISIS. “These attacks resulted in the deaths of numerous innocent victims. We call for a stop it immediately,” demagogically and groundlessly said the representative of Saudi Arabia Abdallah al-Muallimi in the UN. Simultaneously 53 religious leaders signed an online appeal to support a jihad against the Syrian authorities as well as the presence of Russia and Iran in this country. They appealed to the countries of the Muslim world to render “moral, financial, military and political support to those who are called the ‘holy warriors of Syria’.” The authors of the appeal explicitly stated that if they fail, the other Sunni states in the region, and, first of all, Saudi Arabia will be the next victims.

The main idea of the documents is that all the diplomatic representative offices should gradually cease financial support of the armed Syrian opposition, apparently owing to the low efficiency of militants’ activities. The authenticity of the document raises certain doubts, as is always the case with such documents. However, specialists in the Arabic language concluded that the text was written by a native speaker, and that the document’s design conforms to the style adopted in Saudi Arabia. It shouldn’t be ruled out that the drying up of the source of funding, that militants used to receive from the Saudis, against the backdrop of a certain degree of success of the government troops as well as the increasing military and technical assistance to Syria on the part of Russia, have convinced many “oppositionists” to surrender and change masters. This process is expected to only accelerate in the future.

  • The use of chemical weapons is a crime, we believe it is a crime against humanity, but we believe that also the use of force, the threat of use of force, is also a criminal offense in international law. Unfortunately it seems to me that the United States seems to be living in the 19th century when the use of force was a prerogative of states, it is not. I believe the United States, the president of the United States, who seems to be a very fine constitutional lawyer, has to look into his law books, his international law books, which he has not, I think, reviewed recently, and consider the fact, that when he concedes, as he did last night before the American people, that there is no imminent or direct threat against the United States, then the United States doesn’t have any standing under any provision of international law, to take law in its own hands.
  • There is a need for the United States to come to the realization, and I believe this is an important realization for the United States, that not only the use of force is illegal, that not only the threat of force is against a preemptory international norm of law, but also and more importantly the use of force is ineffective. Force has lost its utility in international relations and it lost its utility long time ago. Let me just tell you that in the 20th century, 85 percent of the cases, where a country resorted to force, have resulted in that country either being annihilated or not achieving the intended consequences of the war, so that shows to you empirically that force is no longer effective. I hope that the United States, which is the mightiest country on the face of the earth, would come to this realization that it is important to use other means of influence; force is no longer effective

  • I believe the statement “all options are on the table” is an outdated statement because all options are not on the table, at least for the countries that claim to be law-abiding, for countries that claim to be following the UN charter, for countries which push others to live to their international obligations under the UN charter, push others, who want to punish others for violating internationals law, they have to know that all options are not on the table. The threat or the use of force have been removed from the table long time ago by countries, including the United States when they gathered in San Francisco and decided to save the succeeding generations from the scourge of war, which twice in their generation caused untold misery. So this comes from the charter of the United Nations adopted under the US hospitality in San Francisco in 1945. So, they have to understand that all options are not on the table.

The US and the EU are the main proponents of the agreement, and the authors of most joint changes, which also covers cross-border data flow. In a significant anti-transparency manoeuvre by the parties, the draft has been classified to keep it secret not just during the negotiations but for five years after the TISA enters into force. Despite the failures in financial regulation evident during the 2007-2008 Global Financial Crisis and calls for improvement of relevant regulatory structures2, proponents of TISA aim to further deregulate global financial services markets. The draft Financial Services Annex sets rules which would assist the expansion of financial multi-nationals – mainly headquartered in New York, London, Paris and Frankfurt – into other nations by preventing regulatory barriers. The leaked draft also shows that the US is particularly keen on boosting cross-border data flow, which would allow uninhibited exchange of personal and financial data. TISA negotiations are currently taking place outside of the General Agreement on Trade in Services (GATS) and the World Trade Organization (WTO) framework. However, the Agreement is being crafted to be compatible with GATS so that a critical mass of participants will be able to pressure remaining WTO members to sign on in the future. Conspicuously absent from the 50 countries covered by the negotiations are the BRICS countries of Brazil, Russia, India and China. The exclusive nature of TISA will weaken their position in future services negotiations. The draft text comes from the April 2014 negotiation round - the sixth round since the first held in April 2013. The next round of negotiations will take place on 23-27 June in Geneva, Switzerland.

He wrote a dissenting note criticising Chairman Justice (R) Javed Iqbal and Gen (R) Nadeem ‘for being soft on certain institutions (including Save the Children).’

He initially agreed to meet but later stopped taking calls and did not respond to messages sent to him.Nadeem also felt confident, the email record shows, that he would be able to convince the panel with the answers given by the NGO and urge his colleagues to go by the facts presented by Save the Children instead of believing on the contents of Afridi’s statement.   • Record shows Abbottabad Commission was penetrated by CIA​ Umar Cheema Friday, August 02, 2013 From Print Edition ISLAMABAD: A mind-blowing detail has emerged from the internal correspondence of NGO Save the Children disclosing its infiltration into the Abbottabad Commission to save its skin following allegations of the CIA’s penetration into the NGO in a hunt for Osama bin Laden through Dr Shakil Afridi, now under arrest in Peshawar. “Some of us suspected that the khakis had access to the record and receive daily updates but never realised an NGO had infiltrated too,” said an official privy to the Commission’s working. The leaked communication indicates that Lt Gen (retd) Nadeem Ahmed, an unofficial representative of the Army and ISI in the Commission, was allegedly cultivated by Save the Children who would offer him ‘how-to-do’ bailout advice, even sharing details about the internal politics of the Commission and classified record, something in radical contradiction to his reputation as a thorough professional and a man of integrity. He briefed the deputy country director of Save the Children, according to the email, about the views of different members, staunch opposition from a panel colleague, Ashraf Jehangir Qazi, resulting in his dissenting note on the NGO and other institutions, and Gen (retd) Nadeem’s plan to effectively counter this note in collaboration with Justice (R) Javed Iqbal, the Chairman.
  • The Commission could not issue the report with that note and therefore now they are working on developing counter arguments on the note, read the email. The Commission needs to have a lot of comments removed from the note before it is in a shape that allows the report to be shared, the email continues, otherwise it can jeopardize the integrity of the members of the Commission. Justice (R) Javed Iqbal and Gen (R) Nadeem ‘have to work extra hard to factually prove a lot of things wrong that this third member is referring to,’ read the email of deputy country director. The email then explained the position of the fourth member, Abbas Ali Khan, absent from discussion. He is not willing to sign the report in the current shape, reads Hassan’s email, but also does not want to put in a note of dissent and therefore continues to prolong his stay in the US where he went on the pretext of treatment. As a way forward, the email continues, the two members will work with the third member (Ashraf Qazi) and try to come to a point where the note is significantly reduced and numbers of comments are taken out of the report. Gen (R) Nadeem’s advisory role of the NGO: The email also brings to light his role as adviser to the NGO. To a question that what Save the Children should do, Nadeem advised the deputy country director to build relationship and confidence with the Ministry of Interior and Economic Affairs Division. “It would take few months for you to be back to complete normalcy,” Gen (R) Nadeem advised.
  • In another email generated on August 29, 2012, David Wright, the country director, wrote that ‘on my instructions Hassan asked Gen (R) Nadeem to give an honest assessment as to what he thinks our chances are of surviving this.’ Gen (R) Nadeem replied that he felt confident regarding the answers we (NGO) will give to the questions proposed, ‘he could convince the other commission members to go with the fact rather than the content of Afridi’s statement.’ Gen (R) Nadeem also advised to fight the expulsion of our expatriates, Wrights email continued. “He felt if we did not do this and the expats left, the ISI would then move quickly to close down the country programme before the Commission report comes out.” Report draft shared with the NGO: Wright’s another email indicates that the draft was shared more than once with the NGO. Referring to a meeting of two senior officers of Save the Children with Gen (R) Nadeem, the country director said they were shown the report written by the Chairman of the Commission. The email said there were four versions of the report in June 2012 and these were reduced to two in August that year.   • The World is at a dangerous Crossroads. The Western military alliance is in an advanced state of readiness. And so is Russia. Russia is heralded as the “Aggressor”. US-NATO military confrontation with Russia is contemplated. Enabling legislation in the US Senate under “The Russian Aggression Prevention Act” (RAPA) has “set the US on a path towards direct military conflict with Russia in Ukraine.”  Any US-Russian war is likely to quickly escalate into a nuclear war, since neither the US nor Russia would be willing to admit defeat, both have many thousands of nuclear weapons ready for instant use, and both rely upon Counterforce military doctrine that tasks their military, in the event of war, to preemptively destroy the nuclear forces of the enemy. (See Steven Starr, Global Research, August 22, 2014) The Russian Aggression Prevention Act (RAPA) is the culmination of more than twenty years of US-NATO war preparations, which consist in the military encirclement of both Russia and China:
  • On July 24, in consultation with the Pentagon, NATO’s Europe commander General Philip Breedlove called for “stockpiling a base in Poland with enough weapons, ammunition and other supplies to support a rapid deployment of thousands of troops against Russia”.(RT, July 24, 2014). According to General Breedlove, NATO needs “pre-positioned supplies, pre-positioned capabilities and a basing area ready to rapidly accept follow-on forces”: “He plans to recommend placing supplies — weapons, ammunition and ration packs — at the headquarters to enable a sudden influx of thousands of Nato troops” (Times, August 22, 2014, emphasis added) Breedlove’s “Blitzkrieg scenario” is to be presented at NATO’s summit in Wales in early September, according to The London Times.  It is a “copy and paste” text broadly consistent with the  Russian Aggression Prevention Act (RAPA) which directs President Obama to:
  • “(1) implement a plan for increasing U.S. and NATO support for the armed forces of Poland, Estonia, Lithuania, and Latvia, and other NATO member-states; and (2) direct the U.S. Permanent Representative to NATO to seek consideration for permanently basing NATO forces in such countries.” (S.2277 — 113th Congress (2013-2014)) More generally, a scenario of military escalation prevails with both sides involved in extensive war games. In turn, the structure of US sponsored military alliances plays a crucial role in war planning. We are dealing with a formidable military force involving a global alliance of 28 NATO member states. In turn, the US as well as NATO have established beyond the “Atlantic Region” a network of bilateral military alliances with “partner” countries directed against Russia, China, Iran and North Korea.

  • NATO’s “Breeze” formally hosted by Bulgaria took place from July 4 to July 13, with the participation of naval vessels from Greece, Italy, Romania, Turkey, the U.K. and the U.S. The underlying scenario was the “”destruction of enemy ships in the sea and organization of air defense of naval groups and coastal infrastructure.” The exercises were “aimed at improving the tactical compatibility and collaboration among naval forces of the alliance’s member states…” (See Atlantic Council , see also Russia, U.S. ships sail in competing Black Sea exercises, July 7, Navy Times 2014) Ironically, NATO’s July Black Sea games started on exactly the same day as those of the “unnamed enemy”[Russia], involving its Crimea Black sea fleet of some 20 war ships and aircraft:
  • Russia has made it clear they don’t welcome NATO’s presence in the Black Sea. Russia’s navy let it be known that it is following the exercises with reconnaissance aircraft and surveillance ships. “The aviation of the Black Sea Fleet is paying special attention to the missile cruiser USS Vella Gulf which, though not formally the flagship of the ‘Breeze’ exercises, effectively is leading them,” a Russian naval source told NTV.   • Since 2006, the US has been building up its weapons arsenal in Poland on Russia’s Western border (Kalingrad). The deployment of US forces in Poland was initiated  in July 2010 (within 40 miles from the border), with a view to training Polish forces in the use of US made Patriot missiles. (Stars and Stripes, 23 July 2010). In recent developments, the Pentagon announced in early August the deployment of US troops and National Guard forces to Ukraine as part of a military training operation. US-NATO is also planning further deployments of ground forces (as described by NATO General Breedlove) in Poland, Latvia, Estonia and Lithuania as well as in Georgia and Azerbaijan on Russia’s southern border. These deployments which are envisaged in the draft text of the “Russian Aggression Prevention Act” (RAPA) (S.2277 — 113th Congress (2013-2014)) are also part of a NATO “defensive” strategy in the case of a “Russian invasion”: Russia’s annexation of Crimea and the conflict in eastern Ukraine have alarmed Latvia, Estonia and Lithuania – like Ukraine, former Soviet republics with Russian-speaking minorities. NATO’s 28 leaders are expected to discuss plans to reassure Poland and the Baltics at a summit in Wales on Sept. 4-5.
  • Deployment on Russia’s Southern border is to be coordinated under a three country agreement signed on August 22, 2014 by Turkey, Georgia and Azerbaijan: Following the trilateral meeting of Azerbaijani, Turkish and Georgian defense ministers, Tbilisi announced that the three countries are interested in working out a plan to strengthen the defense capability. “The representatives of the governments of these three countries start to think about working out a plan to strengthen the defense capability,” Alasania said, adding that this is in the interests of Europe and NATO.“Because, this transit route [Baku-Tbilisi-Kars] is used to transport the alliance’s cargo to Afghanistan,” he said. Alasania also noted that these actions are not directed against anyone. (See Azeri News, August 22, 2014, emphasis added)
  • In the Far-east, Russia’s borders are also threatened by Obama’s “Pivot to Asia”. The “Pivot to Asia” from a military standpoint consists in extending US military deployments in the Asia-Pacific as well as harnessing the participation of Washington’s allies in the region, including Japan, South Korea and Australia. These countries have signed bilateral military cooperation agreements with Washington. As US allies, they are slated to be involved in Pentagon war plans directed against Russia, China and North Korea: Japan and South Korea are also both part of a grand U.S. military project involving the global stationing of missile systems and rapid military forces, as envisioned during the Reagan Administration. (Mahdi Darius Nazemroaya, Global Military Alliance: Encircling Russia and China, Global Research, October 5, 2007) This Pentagon strategy of military encirclement requires both centralized military decision making (Pentagon, USSTRATCOM) as well coordination with NATO and the various US regional commands.
  • On August 12, the US and Australia signed a military agreement allowing for the deployment of US troops in Australia. This agreement is part of Obama’s Pivot to Asia: The U.S. and Australia signed an agreement Tuesday [August 12] that will allow the two countries’ militaries to train and work better together as U.S. Marines and airmen deploy in and out of the country. “This long-term agreement will broaden and deepen our alliance’s contributions to regional security,” U.S. Defense Secretary Chuck Hagel said Tuesday. He described the U.S.-Australia alliance as the “bedrock” for stability in the Asia-Pacific region.
  • Ironically, coinciding with the announcement of the US-Australia agreement (August 12), Moscow announced that it would be conducting naval exercises in the Kuril Islands of the Pacific Ocean (which are claimed by Japan): “Exercises began involving military units in the region, which have been deployed to the Kuril Islands,” Colonel Alexander Gordeyev, a spokesman for Russia’s Eastern Military District, told news agency Interfax. (Moscow Times, August 12, 2014)
  • While this renewed East-West confrontation has mistakenly been labelled a “New Cold War”, none of the safeguards of The Cold War era prevail. International diplomacy has collapsed. Russia has been excluded from the Group of Eight (G-8), which has reverted to the G-7 (Group of Seven Nations). There is no “Cold War East-West dialogue” between competing superpowers geared towards avoiding military confrontation. In turn, the United Nations Security Council has become a de facto mouthpiece of the U.S. State Department. US-NATO will not, however, be able to win a conventional war against Russia, with the danger that military confrontation will lead to a nuclear war. In the post-Cold war era, however, nuclear weapons are no longer considered as a  “weapon of last resort” under the Cold War doctrine of “Mutual Assured Destruction” (MAD).  Quite the opposite. nuclear weapons are heralded by the Pentagon as “harmless to the surrounding civilian population because the explosion is underground”. In 2002, the U.S. Senate gave the green light for the use of nuclear weapons in the conventional war theater.  Nukes are part of the “military toolbox” to be used alongside conventional weapons.
  • When war becomes peace, the world is turned upside down.  In a bitter irony, nukes are now upheld by Washington as “instruments of peace”. In addition to nuclear weapons, the use of chemical weapons is also envisaged. Methods of non-conventional warfare are also contemplated by US-NATO including financial warfare, trade sanctions, covert ops, cyberwarfare, geoengineering and environmental modification technologies (ENMOD). But Russia also has  extensive capabilities in these areas.
  • The timeline towards war with Russia has been set. The Wales NATO venue on September 4-5, 2014 is of crucial importance. What we are dealing with is a World War III Scenario, which is the object of the Wales NATO Summit, hosted by Britain’s Prime Minister David Cameron. The agenda of this meeting has already been set by Washington, NATO and the British government. It requires, according to PM David Cameron in a letter addressed to heads of State and heads of government of NATO member states ahead of the Summit that: “Leaders [of NATO countries] must review NATO’s long term relationship with Russia at the summit in response to Russia’s illegal actions in Ukraine.   • Almost before the votes were counted in the recent Greek elections, battle lines were being drawn all over Europe. While Alexis Tsipras, the newly elected Prime Minister from Greece’s victorious Syriza Party, was telling voters, “Greece is leaving behind catastrophic austerity, fear and autocratic government,” Jens Weidmann, president of the German Bundesbank, was warning the new government not to “make promises it cannot keep and the country cannot afford.”   On Feb. 12 those two points of view will collide when European Union (EU) heads of state gather in Brussels. Whether the storm blowing out of Southern Europe proves an irresistible force, or the European Council an immovable object, is not clear, but whatever the outcome, the continent is not likely to be the same after that meeting.   The Jan 25 victory of Greece’s leftwing Syriza Party was, on one hand, a beacon for indebted countries like Spain, Portugal, Italy and Ireland. On the other, it is a gauntlet for Germany, the Netherlands, Finland, and the “troika”—the European Central bank, the European Commission, and the International Monetary Fund (IMF)—the designers and enforcers of loans and austerity policies that have inflicted a catastrophic economic and social crisis on tens of millions of Europeans.
  • The troika’s policies were billed as “bailouts” for countries mired in debt—one largely caused by the 2008 financial speculation bubble over which indebted countries had little control—and as a way to restart economic growth. In return for the loans, the EU and the troika demanded massive cutbacks in social services, huge layoffs, privatization of pubic resources, and higher taxes.   However, the “bailouts” did not go toward stimulating economies, but rather to repay creditors, mostly large European banks. Out of the $266 billion loaned to Greece, 89 percent went to investors. After five years under the troika formula, Greece was the most indebted country in Europe. Gross national product dropped 26 percent, unemployment topped 27 percent (and over 50 percent for young people), and one-third of the population lost their health care coverage.   Given a chance to finally vote on the austerity strategy, Greeks overwhelmingly rejected the parties that went along with the troika and elected Syriza.
  • Gerry Adams of Sinn Fein—now the third largest party in the Irish Republic—hailed the vote as opening “up the real prospect of democratic change, not just for the people of Greece, but for citizens right across the EU.” Unemployment in Ireland is 10.7 percent, and tens of thousands of jobless young people have been forced to emigrate.   The German Social Democrats are generally supportive of the troika, but the Green Party hailed the Syriza victory and Die Linke Party members marched with signs reading, “We start with Greece. We change Europe.”   Italian Prime Minister Matteo Renzi—who has his own issues with the EU’s rigid approach to debt—hailed the Greek elections, and top aide Sandro Gozi said that Rome was ready to work with Syriza. The jobless rate in Italy is 13.4 percent, but 40 percent among youth.

  • In short, there are a number of currents in the EU and a growing recognition even among supporters of the troika that prevailing approach to debt is not sustainable.   One should have no illusions that Syriza will easily sweep the policies of austerity aside, but there is a palpable feeling on the continent that a tide is turning. It did not start with the Greek elections, but with last May’s European Parliament elections, where anti-austerity parties made solid gains. While some right-wing parties that opportunistically donned a populist mantle also increased their vote, they could not do so where they were challenged by left anti-austerity parties. For instance, the right did well in Denmark, France, and Britain, but largely because there were no anti-austerity voices on the left in those races. Elsewhere the left generally defeated their rightist opponents.   If Syriza is to survive, however, it must deliver, and that will be a tall order given the power of its opponents.
  • The French Communist Party hailed the Greek elections as “Good news for the French people,” and Jean-Luc Melenchon of the Parti de Gauche called for a left-wing alliance similar to Syriza. French President Francois Hollande made a careful statement about “growth and stability,” but the Socialist leader is trying to quell a revolt by the left flank of his own party over austerity, and Paris is closer to Rome than it is to Berlin on the debt issue.   While the conservative government of Portugal was largely silent, Left Bloc Member of Parliament Marisa Matias told a rally, “A victory for Syriza is a victory for all of Europe.”
  • As convoluted as Greek politics are, the main obstacle for Syriza will come from other EU members and the Troika.   Finnish Prime Minister Alex Stubb made it clear “that we would say a resounding ‘no’ to forgive loans.” Merkel’s chief of staff, Peter Altmaier, says, “We have pursued a policy which works in many European countries, and we will stick to in the future.” IMF head Christine Lagarde chimed in that “there are rules that must be met in the euro zone,” and that “we cannot make special exceptions for specific countries.”   But Tsipras will, to paraphrase the poet Swinburne, not go entirely naked into Brussels, but “trailing clouds of glory.” Besides the solid support in Greece, a number of other countries and movements will be in the Belgian capital as well.   Syriza is closely aligned in Spain with Podemos, now polling ahead of the ruling conservative People’s Party. “2015 will be the year of change in Spain and Europe,” tweeted Podemos leader Pablo Iglesias in the aftermath of the election, “let’s go Alexis, let’s go!” Unemployment in Spain is 24 percent, and over 50 percent for young people.
  • At home, the Party will have to take on Greece’s wealthy tax-dodging oligarchs if it hopes to extend democracy and start refilling the coffers drained by the troika’s policies. It will also need to get a short-term cash infusion to meet its immediate obligations, but without giving in to yet more austerity demands by the troika.   For all the talk about Syriza being “extreme”—it stands for Coalition of the Radical Left— its program, as Greek journalist Kia Mistilis points, is “classic ‘70s social democracy”: an enhanced safety net, debt moratorium, minimum wage raise, and economic stimulus.   Syriza is pushing for a European conference modeled on the 1953 London Debt Agreement that pulled Germany out of debt after World War II and launched the “wirtschaftswunder,”or economic miracle that created modern Germany. The Agreement waved more than 50 percent of Germany’s debt, stretched out payments over 50 years, and made repayment of loans dependent on the country running a trade surplus.
  • The centerpiece of Syriza’s Thessaloniki program is its “four pillars of national reconstruction,” which include “confronting the humanitarian crisis,” “restarting the economy and promoting tax justice,” “regaining employment,” and “transforming the political system to deepen democracy.”   Each of the “pillars” is spelled out in detail, including costs, income and savings, and, while it is certainly a major break with the EU’s current model, it is hardly the October Revolution.   The troika’s austerity model has been quite efficient at smashing trade unions, selling off public resources at fire sale prices, lowering wages and starving social services. As a statement by the International Union of Food Workers argues, “Austerity is not the produce of a deficient grasp of macroeconomics or a failure of ‘social dialogue,’ it is a conscious blueprint for expanding corporate power.”
  • Under an austerity regime, the elites do quite well, and they are not likely to yield without a fight.   But Syriza is poised to give them one, and “the little party that could” is hardly alone. Plus a number of important elections are looming in Estonia, Finland, and Spain that will give anti-austerity forces more opportunities to challenge the policies of Merkel and the troika.   The spectre haunting Europe may not be the one that Karl Marx envisioned, but it is putting a scare into the halls of the rich and powerful.

    I'm struck again by the poltical brilliance of Russia's decision to drop the South Stream Pipeline in favor of a new pipeline through Turkey to the border with Greece. Russia has gained an ally in Greece in terms of fighting economic sanctions on Russia and reinstating trade between Russia and the EU. Greece has veto power in the EU on any new sanctions or renewal of existing sanctions, at least most of which have sunset provisions. Russia also made allies of two NATO members, Greece and Turkey. And Greece is positioned by its threat of refusal to repay debt to the troika banksters to break the absolute hold the banksters have on monetary policy in the Eurozone. Russia magnifies that threat by saying that it is open to a proposal to bail out the Greek government. Not yet known is whether a condition would be abandoning the Euro as Greece's own currency. Greece might conceivably reinstate the drachma with its value pegged to a basket of foreign currencies, including the ruble and yuan. In other words, Greece leaving the EU and NATO and joining BRICS is conceivable.

  • On December 8, the IMF’s Chief Spokesman Gerry Rice sent a note saying: “The IMF’s Executive Board met today and agreed to change the current policy on non-toleration of arrears to official creditors. We will provide details on the scope and rationale for this policy change in the next day or so.” Since 1947 when it really started operations, the World Bank has acted as a branch of the U.S. Defense Department, from its first major chairman John J. McCloy through Robert McNamara to Robert Zoellick and neocon Paul Wolfowitz. From the outset, it has promoted U.S. exports – especially farm exports – by steering Third World countries to produce plantation crops rather than feeding their own populations. (They are to import U.S. grain.) But it has felt obliged to wrap its U.S. export promotion and support for the dollar area in an ostensibly internationalist rhetoric, as if what’s good for the United States is good for the world. The IMF has now been drawn into the U.S. Cold War orbit. On Tuesday it made a radical decision to dismantle the condition that had integrated the global financial system for the past half century. In the past, it has been able to take the lead in organizing bailout packages for governments by getting other creditor nations – headed by the United States, Germany and Japan – to participate. The creditor leverage that the IMF has used is that if a nation is in financial arrears to any government, it cannot qualify for an IMF loan – and hence, for packages involving other governments. This has been the system by which the dollarized global financial system has worked for half a century. The beneficiaries have been creditors in US dollars.
  • But on Tuesday, the IMF joined the New Cold War. It has been lending money to Ukraine despite the Fund’s rules blocking it from lending to countries with no visible chance of paying (the “No More Argentinas” rule from 2001). With IMF head Christine Lagarde made the last IMF loan to Ukraine in the spring, she expressed the hope that there would be peace. But President Porochenko immediately announced that he would use the proceeds to step up his nation’s civil war with the Russian-speaking population in the East – the Donbass. That is the region where most IMF exports have been made – mainly to Russia. This market is now lost for the foreseeable future. It may be a long break, because the country is run by the U.S.-backed junta put in place after the right-wing coup of winter 2014. Ukraine has refused to pay not only private-sector bondholders, but the Russian Government as well. This should have blocked Ukraine from receiving further IMF aid. Refusal to pay for Ukrainian military belligerence in its New Cold War against Russia would have been a major step forcing peace, and also forcing a clean-up of the country’s endemic corruption. Instead, the IMF is backing Ukrainian policy, its kleptocracy and its Right Sector leading the attacks that recently cut off Crimea’s electricity. The only condition on which the IMF insists is continued austerity. Ukraine’s currency, the hryvnia, has fallen by a third this years, pensions have been slashed (largely as a result of being inflated away), while corruption continues unabated.
  • Despite this the IMF announced its intention to extend new loans to finance Ukraine’s dependency and payoffs to the oligarchs who are in control of its parliament and justice departments to block any real cleanup of corruption. For over half a year there was a semi-public discussion with U.S. Treasury advisors and Cold Warriors about how to stiff Russia on the $3 billion owed by Ukraine to Russia’s Sovereign Wealth Fund. There was some talk of declaring this an “odious debt,” but it was decided that this ploy might backfire against U.S. supported dictatorships. In the end, the IMF simply lent Ukraine the money. By doing so, it announced its new policy: “We only enforce debts owed in US dollars to US allies.” This means that what was simmering as a Cold War against Russia has now turned into a full-blown division of the world into the Dollar Bloc (with its satellite Euro and other pro-U.S. currencies) and the BRICS or other countries not in the U.S. financial and military orbit. What should Russia do? For that matter, what should China and other BRICS countries do? The IMF and U.S. neocons have sent the world a message: you don’t have to honor debts to countries outside of the dollar area and its satellites. Why then should these non-dollarized countries remain in the IMF – or the World Bank, for that matter. The IMF move effectively splits the global system in half,between the BRICS and the US-European neoliberalized financial system.

  • The argument over the air strike on the Syrian military base in Deir az-Zor has taken a strange and worrying turn.The US has categorically denied that any of its aircraft were involved. It has admitted that its aircraft were in the area, but says that they carried out an air strike 55 km away.The Russians say that is true. However, they also say that it is not the whole truth.The Russians say that in addition to the US aircraft, two pairs of aircraft - in other words four aircraft in total - from two other countries that are also members of the US led coalition were also flying at the time of the air strike over Deir az-Zor.The Russians have not actually said it was these aircraft that carried out the air strike. However, they have pointed out that the US has failed to admit to the presence of these aircraft. They are asking why?
  • It is the broadest of hints, and it is difficult to believe that the Russians do not think that it was these aircraft that carried out the air strike.This information - if it is true - begs a host of questions.Firstly, the Syrian military base that was hit by the air strike was apparently the scene of a bitter battle between the Syrian military and the Islamic State.  It seems that shortly after the air strike - and most probably as a result of it - the Islamic State’s fighters were able to storm it.Inevitably, that begs the question of whether the aircraft that carried out the air strike were providing air support to the fighters of the Islamic State.  On the face of it, it looks like they were. After all, if what happened was simply a mistake, it might have been expected that the US and its allies would say as much.If so, it is an extremely serious and worrying development, suggesting that some members of the US-led anti-Islamic State coalition are actually in league with the Islamic State.
  • Secondly, Deir az-Zor is the area of Syria from which the Islamic State exports most of its oil. Again, this inevitably begs the question of whether the Islamic State attack on the base - and the air strike seemingly carried out in support of it - was in some way connected to the illegal oil trade, and might have been intended to protect it.Thirdly, there is the obvious question of which countries’ aircraft were involved. The Russians are not identifying these countries - at least for the moment - though they obviously know or think they know which they are.  The one thing however that the Russians are saying is that the aircraft of more than one country was involved.The Russians are also drawing attention to the US’ failure to admit to the presence of the aircraft of these countries, which strongly suggests that the US is protecting them, whichever countries they are.Lastly, it is interesting that the Russians seem to be so well informed about this incident.  If the Russians do indeed know how many aircraft from the US-led coalition were flying at any one time over Der az-Zor, and can identify the countries they belong to, then the inescapable conclusion is that their surveillance and intelligence operation in Syria is very effective indeed.

  • This raises the interesting possibility that this sort of thing has not only happened before, but that it has been going on unreported for some time, and that the reason why the Russians made so much of this particular incident was so as to warn the US that with the Russian surveillance and intelligence operation in Syria now so good the US cannot get away with doing this sort of thing any longer. If Russian reporting of this incident is intended as a warning to the US, then that might explain why the Russians have held back information about the identity of the countries whose aircraft were involved in this incident.  With the warning made, the Russians may feel that there is no reason to inflame the situation further by making public accusations against particular countries, whose governments would have no option but to dispute them.As is now happening continuously with news coming out of Syria, Western governments and the Western media have pulled down a curtain of silence over this story.This is scarcely surprising since any hint that any Western ally is in league with the Islamic State - even in the most informal sense - would after the Paris attacks be politically explosive.
  • In the case of Britain - if it was its aircraft that were involved - an attack on a Syrian military base would be in open defiance of the will of the British parliament.The attempt to suppress information about this incident however in no way diminishes its importance.  The two coalitions supposedly fighting the Islamic State - the US-led coalition and the Russian-led coalition - have in the space of just two weeks twice fought each other - once when the SU24 was shot down, and now with the attack on the Syrian base.  On both occasions it was members of the US-led coalition that acted as the aggressors.That makes it doubly important that as many people as possible are informed about this incident.In the meantime it is a certainty that all sorts of angry conversations are going on about it at various levels between Moscow and Washington.

    Remember the NSA's electronic surveillance of foreign embassies and diplomats around the world and of U.N. missions and diplomats? The Vienna Convention on Diplomatic Relations is the governing international law. I've just completed reading the entire treaty but will highlight portions from its Wikipedia entry instead.  Disputes involving the treaty are decided by the International Court of Justice.  The treaty itself goes into far more detail, but suffice it to say that the NSA's electronic surveillance of diplomats and their staff is beyond doubt in direct conflict with both the letter and the spirit of the treaty. The inviolability privacy of diplomats and staff communications with each other and with their government is an obligation of the host nation. The U.S. committed a serious breach of the treaty by intercepting communications in this circumstance.

A new map is making the rounds that shows the places where the British have invaded. Of the nearly 200 countries out there, the Brits have invaded all but 22. That is just about 90% of all countries!

NSA’s affront to legality, the US Constitution, and international diplomatic norms is unprecedented. Yet, the spying continues, while Congress sits sucking its thumb and betraying its oath to defend the Constitution of the United States. In Washington mumbo-jumbo from the executive branch about “national security” suffices to negate statutory law and Constitutional requirements. Western Europe, seeing that the White House, Congress and the Federal Courts are impotent and unable to rein-in the Stasi Police State, has decided to create a European communication system that excludes US companies in order to protect the privacy of European citizens and government communications from the Washington Stasi.

Washington would be just another failed empire, whose population can barely make ends meet, while the One Percent who comprise the mega-rich compete with 200-foot yachts and $750,000 fountain pins. The aristocracy and the serfs. That is what America has already become. A throwback to the feudal era. It is only a matter of time before it is universally recognized that the US is a failed state. Let’s pray this recognition occurs before the arrogant inhabitants of Washington blow up the world in pursuit of hegemony over others.

I was a French officer at that time and the French Armed Forces had close contacts and cooperation with Jordan . . . “Two of my Jordanian colleagues were experts in computers. They were air defense officers. Pierre-Henri Bunel was convicted by a secret French military court of passing classified documents that identified potential NATO bombing targets in Serbia to a Serbian agent during the Kosovo war in 1998. Bunel’s character witnesses and psychologists notwithstanding, the system “got him” for telling the truth about Al Qaeda and who has actually been behind the terrorist attacks commonly blamed on that group. It is noteworthy that that Yugoslav government, the government with whom Bunel was asserted by the French government to have shared information, claimed that Albanian and Bosnian guerrillas in the Balkans were being backed by elements of “Al Qaeda.” We now know that these guerrillas were being backed by money provided by the Bosnian Defense Fund, an entity established as a special fund at Bush-influenced Riggs Bank and directed by Richard Perle and Douglas Feith.   • The U.S. government started keeping secret records of Americans' international telephone calls nearly a decade before the Sept. 11 terrorist attacks, harvesting billions of calls in a program that provided a blueprint for the far broader National Security Agency surveillance that followed.For more than two decades, the Justice Department and the Drug Enforcement Administration amassed logs of virtually all telephone calls from the USA to as many as 116 countries linked to drug trafficking, current and former officials involved with the operation said. The targeted countries changed over time but included Canada, Mexico and most of Central and South America.Federal investigators used the call records to track drug cartels' distribution networks in the USA, allowing agents to detect previously unknown trafficking rings and money handlers. They also used the records to help rule out foreign ties to the bombing in 1995 of a federal building in Oklahoma City and to identify U.S. suspects in a wide range of other investigations.The Justice Department revealed in January that the DEA had collected data about calls to "designated foreign countries." But the history and vast scale of that operation have not been disclosed until now.
