MR KIRBY: Well, again, I think – and I think Mark walked you through this – there were three principal topics that they discussed. One was Syria; one was Ukraine; and the other, of course, was DPRK and our work inside the UN to pursue additional sanctions on the regime. The discussion on Syria focused on two things principally. One was the situation in Aleppo and the Secretary’s obvious and deep concern about the continued siege there and also about the potential to continue multilateral efforts to discuss the way ahead. And that’s – and that’s basically it. We certainly, when we said we were suspending U.S.-Russia bilateral engagement on the cessation of hostilities and the work to that end in Syria, there was never any expectation that the two foreign ministers wouldn’t speak about Syria again. And certainly, if we’re going to continue multilateral efforts, which we fully intend to do, whether it’s with the ISSG or other partners or through the UN, there’s no way you can do that without including Russia in that discussion. QUESTION: So and just – so are you trying to set up a meeting, for example? I mean, you’re talking about bilateral discussions. Are you trying to set up a meeting with other countries including Russia on this? MR KIRBY: I don’t have anything on the schedule to speak to today, but I certainly wouldn’t rule out the fact that there will be attempts and efforts through multi – through a multilateral fora to meet again and to try to work through this. I certainly wouldn’t rule that out. QUESTION: And just one other one. Given the failure of the previous efforts and given the main thing that you guys argued was that the carrot or the leverage you had was Russia’s eagerness for intelligence-sharing cooperation, et cetera, the JIC, what makes you think they’re going to be any more likely to work to halt or reduce the violence in a multilateral context absent those incentives than they were when they had the incentives on the table? MR KIRBY: We don’t know. We don’t know. That’s a call for them to make if they’re interested or willing in participating in a multilateral discussion or not. But speaking for Secretary Kerry, I can tell you that he fully intends to use multilateral efforts available to him, whether it’s the ISSG or the UN or something separate and distinct. Tom Shannon was in Berlin at the invitation of the German Government just yesterday to – a smaller but still multilateral discussion about Syria. The Secretary has every intent to continue to use those vehicles as best he can. But we don’t know whether Russia will come to those sessions. We don’t know whether they will do so --

QUESTION: Yeah, okay. And is there anything that you are doing to try to stop Aleppo from falling to the government, the Russian-backed government offensive, or have you kind of written it off? MR KIRBY: Nobody is writing off Aleppo. I think everybody’s deeply troubled and concerned about what appears to be a very continued, concerted, and if – and increased effort by the regime to conduct a siege and to take Aleppo. But -- QUESTION: Yeah. Are you doing anything to stop it? MR KIRBY: Well, we obviously are continuing – another reason why, as I said, they – Foreign Minister Lavrov and the Secretary spoke yesterday was the Secretary was expressing our concerns about what’s going on in Aleppo. We’re not turning a blind eye to that. And we still want – the short answer to your question is we’re still interested in pursuing a cessation of hostilities that can endure nationwide, and certainly in Aleppo. It’s just that now we’re going to have to pursue that goal through a multilateral effort and not any longer solely through a bilateral effort with Russia.

The White Helmets have been demonstrated to be a primarily US and NATO funded organisation embedded in Al Nusra and ISIS held areas exclusively. This is an alleged “non-governmental” organisation, the definition of an NGO, that thus far has received funding from at least three major NATO governments, including $23 million from the US Government and $29 million (£19.7 million) from the UK Government, $4.5 million (€4 million) from the Dutch Government. In addition, it receives material assistance and training funded and run by a variety of other EU Nations. A request has been put into the EU Secretary General to provide all correspondence relating to the funding and training of the White Helmets. By law this information must be made transparent and available to the public. There has been a concerted campaign by a range of investigative journalists to expose the true roots of these Syria Civil Defence operatives, known as the White Helmets.  The most damning statement, however, did not come from us, but from their funders and backers in the US State Department who attempted to explain the US deportation of the prominent White Helmet leader, Raed Saleh, from Dulles airport on the 18th April 2016.

To condense our research on the Syria White Helmets, we have collated all relevant articles and interviews below.  We condemn wholeheartedly any senseless murder but we recommend that there is serious public and political re-evauluation of the morality of funding a US NATO organisation established to further “regime change” objectives in Syria. Mass murder is being committed across Syria and the region by US and NATO proxy terrorist militants. Funding the White Helmets will serve to prolong the suffering and bloodshed of the Syrian people.

A hideous murder of a rising star in UK politics, Jo Cox MP, has just sent shock waves across the world. Within hours of her death, a special fund was established in her name to raise money for 3 causes. One of those causes is the Syrian White Helmets. Are we seeing a cynical and obscene exploitation of Jo Cox’s murder to revive the flagging credibility of a US State Department & UK Foreign Office asset on the ground in Syria, created and sustained as first responders for the US and NATO Al Nusra/Al Qaeda forces?

According to sources in oil industry, Iran and India have agreed to bolster bilateral trade using national currencies instead of US dollar which is exposed to Washington's economic pressures. Oil Industry sources have told the media that both countries are in consonance over the barter-like system, wherein Iran would allow India to make a portion of oil payments in Rupee through the state-run UCO Bank, which has no US exposure, reported Sputnik. Expediting the formation of a mechanism to withstand US sanctions, India and Iran have discussed various options, including rupee-rial trade, so that bilateral trade between the two countries continues without a blip.

(But according to an oft-cited Pew Poll, 33% of Democrats sympathize with Israel versus 31% who sympathize with Palestine, indicating this majority no longer exists among Democrats. And according to a recent Brookings poll, 60% of Democrats “now support imposing economic sanctions or more serious action” against Israel in reaction to Israeli settlement expansion.)

Egypt, Bahrain, Saudi Arabia and the United Arab Emirates decided to sever diplomatic ties with Qatar over Doha’s sponsorship of terrorism and implement a number of sanctions including the closing of land, sea and air routes, and the expulsion of Qatari citizens. The development is consistent with the new U.S. administration’s declared goal to outlaw the Muslim Brotherhood.

Egypt, Bahrain, Saudi Arabia, and the UAE accuse Qatar of undermining the stability of the region by supporting terrorism, including a number of terrorist organizations such as the Muslim Brotherhood and affiliated group, the Taliban, and others. Authorities in these four countries have also given Qataris living in and visiting their countries two weeks to leave.

Saudi Arabia, for its part, has removed Qatar from the Saudi-led coalition that is fighting Iranian-backed Houthi fighters in neighboring Yemen. The Kingdom of Saudi Arabia also closed all of its borders “and urged all brotherly countries and companies to do the same.” That said, Saudi Arabia will still allow citizens from Qatar to enter the kingdom to perform the Hajj pilgrimage.

Turkey’s parliament approved the deployment of troops to Qatar while neighboring Iran offered to provide food supplies to ward off food shortages caused by the row between Qatar, its Gulf-Arab neighbors as well as Egypt and imposed sanctions.

Al Qaeda’s propaganda arm, As Sahab, released an audio message from Ayman al Zawahiri earlier today. The audio file, which was spliced together with images from the Sunni jihad in Syria, is just over six minutes long. It was released via social media, including on As Sahab’s Telegram channel. Zawahiri warns that the Syrian war shouldn’t be considered an exclusively “nationalist” effort, because this is what the Sunni jihadists’ enemies want. Instead, according to the al Qaeda emir, the Syrian conflict should be viewed as the “cause of the entire Ummah,” or worldwide community of Muslims. His comments are potentially interesting in light of Al Nusrah Front’s rebranding last year, and then the group’s merger with several others to form Hay’at Tahrir al Sham (“Assembly for the Liberation of the Levant”) in January. Various al Qaeda actors and other jihadists inside Syria have debated how to best portray themselves to the world. Al Nusrah’s relaunch in July 2016 was blessed beforehand by Zawahiri’s deputy, but some al Qaeda figures rejected it. Zawahiri does not specifically mention Hay’at Tahrir al Sham or any other group in Syria, so we can only speculate if he is commenting on some specific debate within jihadist circles. But that appears likely. Zawahiri does explicitly endorse the insurgency in Syria, saying that it is a “guerrilla” war and the jihadists should not focus on holding territory at this time. Instead, Zawahiri says, they must focus on weakening their enemies.

While de-certifying would not withdraw the U.S. from the deal, it would give Congress 60 days to decide whether or not to reimpose the sanctions on Iran that were suspended by it. According to a new poll from YouGov, Americans are at odds with the president's stance with most of the public supporting the nuclear deal. The research found that 56 percent of the public approve of the agreement, of which 31 percent strongly approve and 25 percent somewhat approve. Only 19 percent of those polled said they disapprove of it. Broken down by party, 68 percent of Democrats support the deal while a surprisingly large 22 percent share have no opinion on the matter. A slight 51 percent majority of Republicans are also in favor of the agreement while 23 percent are against it. YouGov also found that support for the nuclear deal doesn't necessarily mean Americans like or trust Iran with 44 percent regarding the country as a U.S. enemy.

Russia’s Ministry of Justice, on Tuesday, designated nine U.S. media outlets as foreign agents. The measure came in “retaliation” after the U.S. designated the Russian State funded Russia Today (RT) USA as a foreign agent. Independent journalists and media fear the battle of the giants will make it more difficult for independent and “unorthodox” journalists and media while major State and corporate-funded giants are likely to continue unabated.

Russia listed Radio Free Europe/Radio Liberty (RFE/RL), the Voice of America (VOA), and several other affiliates as “foreign agents. RFE/RL president Tom Kent said in a statement that the Russian Ministry of Justice indicated the new designation will involve more “limitations” on the work of its company in Russia. He added that “the full nature of these limitations is unknown,” but vowed that the network remains “committed to continuing our journalistic work, in the interests of providing accurate and objective news to our Russian-speaking audiences.” Russian President Vladimir Putin signed a law in November empowering the government to designate media outlets receiving funding from abroad as “foreign agents” and impose sanctions against them. Russian officials have called the new legislation a “symmetrical response” to what they describe as U.S. pressure on Russian media. On November 13, Russian state-funded television channel RT registered as a foreign agent in the United States under a decades-old law called the Foreign Agents Registration Act (FARA). U.S. Ambassador to Russia Jon Huntsman said FARA is aimed at promoting transparency but does not restrict the television network’s operation in the United States. The U.S. State Department has condemned Russia’s law, saying it obstructs press freedom. “New Russian legislation that allows the Ministry of Justice to label media outlets as ‘foreign agents’ and to monitor or block certain internet activity presents yet another threat to free media in Russia,” State Department spokesperson Heather Nauert said in a statement last month.

I requested immediate reassignment to another post and, within an hour, my request was approved. Soon after, I received an order not to speak to anyone about why I quit.Here’s why I quit. Earlier that day, I had been handed an order, signed by England, that reorganized the chain of command, effective immediately. The order had placed Air Force Brig. Gen. Thomas W. Hartmann above me, and it had placed William J. Haynes II, the general counsel of the Department of Defense, above Hartmann.Haynes, you might recall, signed the infamous torture memo — the one authorizing enhanced interrogation at Guantanamo that was approved by former Defense Secretary Donald Rumsfeld.

Hartmann had arrived a few months before, in July 2007, to serve as chief counsel to the official overseeing the military commissions. He was anxious to get convictions and wanted me to use all evidence, regardless of how it was acquired. For two years, my policy had been that the prosecution would not use evidence obtained by torture, because evidence obtained by torture is tainted. By the end of his first month, Hartmann had already tried to challenge this well-established fact. When I learned that two men who sanctioned torture were above me in the chain of command, I concluded that I could not ensure fair trials for the detainees at Guantanamo. Nor could I put my head down and ignore the fact that the United States employed a practice it had long condemned.I wish I could say that, in the following decade, the U.S. recovered from the shock of the Sept. 11 terrorist attacks, recognized the errors it made and regained its legal and moral standing on the issue of torture. That would be fake news.

The Israeli government has approved a plan setting aside $72 million to fighting the campaign to boycott the Jewish state. The plan, which would entail the largest monetary investment yet by Israel specifically toward combating the Boycott, Divestment and Sanctions campaign, was announced last week to cabinet ministers and approved as an executive order after none of them objected, the Ynet news site reported Friday.

It calls for setting up a not-for-profit organization whose board will be made up of government officials and donors from abroad, the report said. The board will oversee the first major “civil-society infrastructure servicing the State of Israel and the pro-Israel community in the fight against the de-legitimization of Israel,” the notice sent to ministers read. The $75 million budget will come partly from the government and partly from Jewish donors and communities abroad, the report said. It did not say when the new organization would become operational or even established formally.

While such activities today formally fall under the purview of the Ministry of Foreign Affairs, privatizing them would allow for quicker and more flexible action unconstrained by government bureaucracy and legal limitations on third party services, that require tenders when carried out by the government, the announcement explained. The new organization will, however, be subject to review by the state.

Russian financial institutions and firms are ready to work without SWIFT's interbank cash transfer services, according to Deputy Prime Minister Arkady Dvorkovich. “Certainly, it is unpleasant, as it will prove a stumbling block for companies and banks, and will slow down work. It will be inevitable to deploy some aged technologies for information transfer and calculations. However, the companies are technically and psychologically ready for the shutdown as this threat was repeatedly voiced,” Dvorkovich said, as quoted by TASS.He added that the measure may have a negative impact on corporations working in the US and Europe.

The potential disconnection of Russia from SWIFT has been under discussion since 2014, when the EU and the US introduced the first round of international penalties against Moscow over alleged involvement in the Ukraine crisis and the reunification with Crimea.At the time, the European Parliament called for strong actions against Russia, including expelling the country from money transfer services. However, the Society for Worldwide Interbank Financial Telecommunication regarded the recommendations as violating rights and damaging for businesses.

In 2017, Russia’s Central Bank Governor Elvira Nabiullina told President Vladimir Putin that the banking sector had been provided with all the necessary conditions for operating lenders and payment systems in case of disconnection from SWIFT. According to the regulator, 90 percent of ATMs in Russia were ready to accept the Mir payment system, a domestic version of Visa and MasterCard.The Mir payment system was introduced in 2015 after clients of several Russian banks (SMP Bank, InvestCapitalBank, Russia Bank and Sobinbank) were unable to use Visa and MasterCard due to the sanctions.

Venezuela is abandoning the US dollar, with all future transactions on the Venezuelan exchange market to be made in euro, Tareck El Aissami, the country's Vice President for Economy, announced. The sanctions, recently introduced by Washington against Caracas, “block the possibility of continuing to trade using the US dollar on the Venezuelan exchange market," El Aissami said, adding that the American restrictions were “illegal and against international law.” 

The American “financial blockade” of Venezuela affects both the country’s public and private sectors, including pharmacy and agriculture, and shows “just how far the imperialism can go in its madness,” the vice president said.Venezuela’s floating exchange rate system, Dicom, “will be operating in euro, yuan or any other convertible currency and will allow the foreign exchange market to use any other convertible currency," El Aissami said.The vice president added that all private banks in Venezuela are obliged to participate in the Dicom bidding system.The government is going to sell 2 billion euros between November and December to allow the public to purchase the European currency “at a real, non-speculative rate,” he said.

Prominent U.S. senators Bernie Sanders and Elizabeth Warren have joined watchdog groups and banking regulators in calling for a crackdown on dirty money and banks that profit from it in the wake of the FinCEN Files investigation. Sanders and Warren, former candidates for the 2020 Democratic presidential nomination who both inspired strong support on the left, called for tougher consequences for banks and their executives who move money linked to crime and corruption.

Sanders’ messages came less than a day after the International Consortium of Investigative Journalists’ release of FinCEN Files, a global investigation revealing how leading banks allowed trillions of dollars in tainted money to flow freely through the financial system. Based on more than 2,100 secret reports filed by banks to the U.S. Department of Treasury and obtained by BuzzFeed News, the investigation included more than 400 journalists in 88 countries around the world. Warren also called for a crackdown on banks that are complicit in the spread of dirty money, highlighting policy proposals that would strengthen the ability of law enforcement to combat white collar crime. Warren called for the creation of a new unit in the U.S. Treasury Department to investigate financial crimes linked to the flow of dirty money. She also pushed for the passage of the Ending Too Big to Jail Act, a law she proposed in 2018 that would make it easier to hold Wall Street executives criminally accountable when the banks they lead engage in illegal activity.

Elizabeth Rosenberg, a former sanctions official for the U.S. Treasury Department, said the revelations exposed the national security threats posed by banks’ laxity. “The FinCEN Files illustrate the alarming truth that an enormous amount of illicit money is sloshing around our financial system, and that U.S. banks play host and facilitator to rogues and criminals that represent some of America’s most insidious national security threats,” Rosenberg told the Wall Street Journal. Rosenberg urged the passage of stronger transparency laws that crack down on the use of anonymous companies, which are often used for money laundering.

After repeated warnings over the past couple of years, Turkey and Russia have signed a pact to increase use of the ruble and lira in cross-border payments, with Turkey signing on to Russia's alternative to SWIFT, the international telecommunications protocol used by banks and central banks the world over. Though SWIFT is an international cooperative owned by its members, with more than 10,000 banks worldwide relying on its system for handling sizable inter-bank transactions, the safety of the network was brought into question after a series of cyberattacks in 2015 and 2016 resulted in the theft of $101 million from the Central Bank of Bangladesh. For the first time since SWIFT's laucnh, the hacks stoked doubts about the system's safety, and prompted many US rivals, including Russia, to ramp up work on their alternatives to SWIFT.

In addition to Turkey, China and Russia have signed agreements to bolster trade between the two countries, including settling a larger percentage of their bilateral trade in rubles and renminbi. For China, bilateral trade with Russia grew from $69.6 billion in 2016 to $107.1 billion last year. China is Russia's biggest partner for imports and exports. There has also been talk about India joining Russia's SWIFT alternative as Washington continues to threaten New Delhi with sanctions over its decision to purchase Russian-made missile-defense systems. According to Reuters, Russian Finance Minister Anton Siluanov signed the agreement with Ankara on Tuesday. The agreement, signed on Oct. 4, will encourage the two countries to start using Russia's system in mutual settlements.
