  • Lindsey Graham, who is not a stupid person, can be so embarrassing. Speaking at a press conference alongside Israeli Prime Minister Benjamin Netanyahu in Jerusalem Saturday, Graham said the following in response to Bibi’s call for “more sanctions, and stronger sanctions” against Iran. But you, above all others, have said that sanctions are what got Iran to the table, and it will be the only thing that brings them to a deal that we can all live with. I’m here to tell you, Mr. Prime Minister, that the Congress will follow your lead. [Emphasis added.]
  • But that’s not all he said. He implied that people in the US intelligence community, which has insisted for more than seven years now that Iran has not made a decision to build a nuclear weapon, should have their driver’s licenses revoked whenever they return from overseas assignments, meetings or vacations. To those who believe the Iranians have not been trying to develop a nuclear weapon, if you come to America, you should not be allowed to drive on our highways. Clearly, this regime for years has been deceiving the international community, has been trying to pursuit [sic], in my view, a nuclear weapon.
  • And then there’s this little gem offered to a leader who, as prime minister or the leader of the opposition, has steadfastly opposed the peace-making efforts of three US presidents, including George W. Bush, and who enthusiastically encouraged the United States to invade and occupy Iraq, among other incredibly stupid moves. And what brings me here so many times, is common and shared values and common and shared enemies. The fate of one country determines the fate of the other. God bless the people of Israel, and you can count on the United States Congress, Republican and Democrat, to be there for you when you need us the most. [Emphasis added.]

  • But then last June, Graham, while on the rounds of the Sunday talk shows and apparently freaked out about Islamic State’s sweep in northern and western Iraq, called for Washington to work with Iran (and presumably with the hated Revolutionary Guard) to protect Baghdad. The US has to “have to have some dialogue with the Iranians that says, ‘let’s coordinate our efforts,’ but has some red lines,” he said on one show. “The Iranians can provide some assets to make sure Baghdad doesn’t fall,” he said on yet another. “We need to coordinate with the Iranians. To ignore Iran and not tell them, ‘Don’t take advantage of this situation,’ would be a mistake.”
  • Now, to be fair to Graham, he did not explicitly endorse Netanyahu’s call for “more sanctions, and stronger sanctions” despite his promise that Congress will follow Bibi’s “lead” in dealing with Iran. Instead, he promised that Congress will vote on the Kirk-Menendez bill, or what I originally called the “Wag the Dog Act of 2014,” next month, the approval of which, according to virtually all knowledgeable observers, will result in the collapse not only of the negotiations over Iran’s nuclear program, but also of the international sanctions regime. (For a more specific analysis, you can examine Ed Levine’s assessment of the bill after it was introduced last year.) Graham, like Netanyahu himself, also insisted that he supports the administration’s efforts to negotiate a deal. “I would love nothing better than a diplomatic solution to the Iranian nuclear ambitions,” he said. “I support the Administration’s effort to try to bring this to a peaceful conclusion.” But then he went on to insist that any final agreement must include the abandonment by Tehran of its uranium enrichment capabilities—a demand that all of the P5+1 (US, UK, France, Russia, China plus Germany) consider totally unrealistic.
  • Now, Graham often has had a problem with getting a little carried away in his public rhetoric. Reacting to President Obama’s State of the Union Address last January, and particularly his remarks about imposing sanctions against Iran, the South Carolina senator warned that “the world is literally about to blow up.” At the 2010 Halifax International Security Forum, Graham reportedly stunned the audience—and apparently embarrassed his hosts—by calling for a full-scale attack on Iran beyond its nuclear facilities. So my view of military force would be not to just neutralize their nuclear program, which are probably dispersed and hardened, but to sink their navy, destroy their air force and deliver a decisive blow to the Revolutionary Guard. In other words, neuter that regime.
  • It’s pretty clear that Graham can sometimes get excitable, especially when the TV cameras are rolling. Assuming that the Kirk-Menendez bill does come to the floor next month, however, the big question is whether it will attract enough Senate Democrats to render its passage veto-proof (because there’s no doubt whatsoever that Obama will veto it). That will take 33 Democrats and/or independents and/or Republicans. At this point, I think the president should not have too much trouble getting those votes, and the fact that Graham has now taken the lead on this while on foreign soil will likely make it easier for Obama to get the Democratic support he needs. But Graham’s assurance that a Republican-led Congress will “follow [Netanyahu’s] lead” (against a US president, if necessary) should prompt a few of his fellow-Republicans to reflect just a little on the implications of such deference by a powerful US senator to a foreign leader.

  • Syria said on Saturday it was willing to participate in "preliminary consultations" in Moscow aimed at restarting talks next year to end its civil war but the Western-backed opposition dismissed the initiative. Two rounds of peace talks this year in Geneva failed to halt the conflict which has killed 200,000 people during more than three years of violence and there was little sign of the latest move gaining traction.Syrian state television quoted a source at the foreign ministry saying: "Syria is ready to participate in preliminary consultations in Moscow in order to meet the aspirations of Syrians to find a way out of crisis."
  • But there are many obstacles to peace.     It's no surprise that the figurehead U.S.-backed moderate Syrian opposition would reject the Russian peace overtures. But note carefully that Syria wants to negotiate with the true moderate opposition, not the U.S. puppet group. I can see Russia engineering an agreement that includes replacing President Assad with another elected leader in a power-sharing arrangement with the opposition. And with Assad on the way out, there's no more "evil dictator" for the U.S. to villify.

  • Algeria. Long before the identity of the murder suspects was revealed by the French police – even before I heard the names of Cherif and Said Kouachi – I muttered the word “Algeria” to myself. As soon as I heard the names and saw the faces, I said the word “Algeria” again. And then the French police said the two men were of “Algerian origin”. For Algeria remains the most painful wound within the body politic of the Republic – save, perhaps, for its continuing self-examination of Nazi occupation – and provides a fearful context for every act of Arab violence against France. The six-year Algerian war for independence, in which perhaps a million and a half Arab Muslims and many thousands of French men and women died, remains an unending and unresolved agony for both peoples. Just over half a century ago, it almost started a French civil war.
  • But there’s an important context that somehow got left out of the story this week, the “history corner” that many Frenchmen as well as Algerians prefer to ignore: the bloody 1954-62 struggle of an entire people for freedom against a brutal imperial regime, a prolonged war which remains the foundational quarrel of Arabs and French to this day.The desperate and permanent crisis in Algerian-French relations, like the refusal of a divorced couple to accept an agreed narrative of their sorrow, poisons the cohabitation of these two peoples in France. However Cherif and Said Kouachi excused their actions, they were born at a time when Algeria had been invisibly mutilated by 132 years of occupation. Perhaps five million of France’s six and a half million Muslims are Algerian. Most are poor, many regard themselves as second-class citizens in the land of equality.
  • More than 100 years earlier, France had invaded Algeria itself, subjugating its native Muslim population, building small French towns and chateaux across the countryside, even – in an early 19th-century Catholic renaissance which was supposed to “re-Christianise” northern Africa – converting mosques into churches.The Algerian response to what today appears to be a monstrous historical anachronism varied over the decades between lassitude, collaboration and insurrection. A demonstration for independence in the Muslim-majority and nationalist town of Sétif on VE Day – when the Allies had liberated the captive countries of Europe – resulted in the killing of 103 European civilians. French government revenge was ruthless; up to 700 Muslim civilians – perhaps far more – were killed by infuriated French “colons” and in bombardment of surrounding villages by French aircraft and a naval cruiser. The world paid little attention.

  • But when a full-scale insurrection broke out in 1954 – at first, of course, ambushes with few French lives lost and then attacks on the French army – the sombre war of Algerian liberation was almost preordained. Beaten in that classic post-war anti-colonial battle at Dien Bien Phu, the French army, after its debacle in 1940, seemed vulnerable to the more romantic Algerian nationalists who noted France’s further humiliation at Suez in 1956.
  • What the historian Alistair Horne rightly described in his magnificent history of the Algerian struggle as “a savage war of peace” took the lives of hundreds of thousands. Bombs, booby traps, massacres by government forces and National Liberation Front guerrillas in the “bled” – the countryside south of the Mediterranean – led to the brutal suppression of Muslim sectors of Algiers, the assassination, torture and execution of guerrilla leaders by French paratroopers, soldiers, Foreign Legion operatives – including German ex-Nazis – and paramilitary police. Even white French sympathisers of the Algerians were “disappeared”. Albert Camus spoke out against torture and French civil servants were sickened by the brutality employed to keep Algeria French.
  • The Algerian conflict finished in a bloodbath. White “pied noir” French colonists refused to accept France’s withdrawal, supported the secret OAS in attacking Algerian Muslims and encouraged French military units to mutiny. At one point, De Gaulle feared that French paratroopers would try to take over Paris.When the end came, despite FLN promises to protect French citizens who chose to stay in Algeria, there were mass killings in Oran.
  • And when the Algerian civil war of the 1980s commenced – after the Algerian army cancelled a second round of elections which Islamists were sure to win – the corrupt FLN “pouvoir” and the Muslim rebels embarked on a conflict every bit as gruesome as the Franco-Algerian war of the 1950s and 1960s. Torture, disappearances, village massacres all resumed. France discreetly supported a dictatorship whose military leaders salted away millions of dollars in Swiss banks.Algerian Muslims returning from the anti-Soviet war in Afghanistan joined the Islamists in the mountains, killing some of the few remaining French citizens in Algeria. And many subsequently left to fight in the Islamist wars, in Iraq and later Syria.Enter here the Kouachi brothers, especially Chérif, who was imprisoned for taking Frenchmen to fight against the Americans in Iraq. And the United States, with French support, now backs the FLN regime in its continuing battle against Islamists in Algeria’s deserts and mountain forests, arming a military which tortured and murdered thousands of men in the 1990s.As an American diplomat said just before the 2003 invasion of Iraq, the United States “has much to learn” from the Algerian authorities.   • When Israel completes its damage assessment from its latest war with Hamas, it may conclude that one of the biggest casualties was its all-important relationship with the United States. A recent American decision to hold back on the delivery of advanced Hellfire missiles offered dramatic manifestation of a relationship that appears to be deteriorating in large part due to strained ties between President Barack Obama and Prime Minister Benjamin Netanyahu. Since both came into power in early 2009, they have been unable to see eye-to-eye on a host of issues — most notably on how to handle Iran’s nuclear program and on peace talks with the Palestinians. There also seems to be little personal chemistry. Topping things off are mutual accusations of political meddling in each other’s countries.
  • “The problem is that Netanyahu has become a domestic political enemy of the president and his party,” leading Israeli commentator Nahum Barnea wrote Monday in Yediot Ahronot. “That is a blunder of historic proportions.”

  • Martin Indyk, a former U.S. ambassador to Israel who was the chief U.S. negotiator between Israel and the Palestinians in the recent round of talks, said Israel could suffer if it undercuts the perception that the U.S. still wields strong influence. “If they undermine our ability to influence their adversaries, or (the) belief of their adversaries in our ability to influence them, then they’re going to face a much more difficult situation,” he said.

  • The British military does not normally take kindly to comments from American counterparts about the state UK forces. Any such intervention is usually met, as it has been the case since at least the second world war, with a dismissive comment about American military prowess. But British military chiefs will welcome the intervention at the weekend of the US army chief of staff, General Raymond Odierno, who told the Telegraph he was worried about a scaled-down British army. With the Ministry of Defence almost certain to face deep cuts after the election, regardless of which party wins, Odierno said: “I would be lying to you if I did not say that I am very concerned about the GDP investment in the UK.” Odierno’s comments are in line with what British military chiefs have been saying for months, both publicly and privately. Although there is an election still to be fought, the next chancellor, whether Labour or Conservative, will be looking for deep budget cuts. Defence, in contrast with protected budgets for health and overseas development, is among the most vulnerable for further reductions. The British army, already coming to terms with a round of cuts reducing the army from 100,000 to just over 80,000, faces the prospect of being scaled down even further, to estimates of around 60,000.
  • Such cuts would mean the army would not be able to contribute to a US coalition as it did in Iraq and Afghanistan, which is what Odierno is concerned about. But this is part of a bigger debate to be had. Should Britain start behaving like the small island state it is rather than maintaining the pretensions of being a significant world player? It is a reasonable debate for voters in May to decide they would rather see Britain play a smaller role in the world and shift more money from defence to welfare. Britain at present is the fifth biggest spender on defence in the world. US spending is mammoth, then China, Saudi Arabia, Russia and the UK. France is not too far behind the UK, but then there is a big gap to Japan in seventh place, India, Germany, South Korea, Brazil and Italy, which spends about a third of the UK on defence.
  • In spite of such spending levels by the UK, its has become less visible on the international stage over the last few years, in part because of public hostility towards military intervention post-Iraq. The contributions, at least in terms of ground troops, to recent confrontations, has been minimal: a symbolic 75 troops this year for the Ukraine-Russia war and a small force to Kurdistan and a handful to Baghdad for the fight against Islamic State. David Cameron, in response to Odierno, said on Monday that Britain is still “a very strong partner for the US”. But that is a long way short of saying he will commit to maintaining defence spending at 2% of GDP and his Conservative colleagues such as former foreign secretary, William Hague, and former defence secretary, Liam Fox, know this, opening up another faultline in the Tory party.

  • The ISIS executioner who appeared in several execution videos, speaking with British accent, has been identified as the 26-year-old Mohammed Emwazi who claims that he had been harassed and intimidated by MI5. How are Western intelligence services recruiting targeted persons? Mohammed Emwazi, a.k.a. Jihadi John” from the British capital London has, according to the guardian  been harassed by the British intelligence service MI5.
  • In an article entitled “How Mohammed Emwazi went from fresh Graduate to knife-wielding killer” the newspaper would report that his ordeal began when he traveled to Tanzania in 2009. The domestic British intelligence service MI5 was reportedly already in touch with Emwazi before he left the UK and began appearing in ISIS videos. Emwazi reportedly stated that he had been harassed to such a degree that he filed a complaint with the Independent Police Complaints Commission over his treatment.
  • What is the most common Forced Recruitment Strategy of the UK’s MI5, the German Verfassunsschutz and other Western European Intelligence Services?  One of the most common recruitment techniques among European intelligence services is to single out persons who committed minor crimes, threaten them with severe consequences or with the possibility to “set them up and let them serve major prison sentences”. After this first round of intimidation they are then approached by a domestic intelligence service who will offer them that “all problems could easily disappear if they cooperate; or else”. Especially the UK’s MI5 and the German Federal as well as State Verfassungsschutz (Constitutional Protection Police) have perfected this recruitment method. The most common “targets” for this recruitment method are individuals of special interest. During the 1960s – 70s this would typically be Communists, Socialists. Since the 1980s and after the end of the so-called cold war in the 90s, the Western European intelligence services began to focus on the new “enemy”, Muslims.

  • British and most major corporate and State-funded Western media would focus on whether Emwazi’s claims were exaggerated or not; or whether the authorizations granted by the UK’s Counter-terrorism and Security Act violate the rights of citizens and contribute to radicalizing people rather than preventing terrorism. The questions almost all media shun are: Has MI5 used the above described or a similar method to force Emwazi into becoming cooperative? Has he been forced into the role of Jihadi John or is he a willing executioner / actor? Is he still handled by British or eventually NATO intelligence services? Are the revelations by the guardian a limited hangout to crate a new “legend” after inconsistencies in previous ISIS videos and “convenient timing” of executions had become too blatantly obvious?

    "Is he still handled by British or eventually NATO intelligence services?" That's a very good question. How Emwazi finally managed to leave the UK despite being placed on a "no foreign travel" list remains a mystery. With MI5's assistance is a distinct possibility given the UK's collaboration with the U.S. in creating and managing ISIL

  • Israeli Prime Minister Benjamin Netanyahu is to be probed over allegations of fiscal misconduct at his private and official residence. Israeli Attorney General Yehuda Weinstein on Thursday ordered a preliminary investigation, which will determine whether or not a criminal investigation will eventually be launched to deal with the misdemeanours. However, the attorney general has stressed that at this stage the investigations are not focusing in on the prime minister personally and noted that the probe will not begin before the election on 17 March where Netanyahu is vying for re-election.  
  • The announcement follows a scathing report by the State Comptroller, which queried huge sums spent on cleaning, makeup and clothing between 2009 and 2013. The long-awaited report by Yosef Shapira, who reviews how the Israeli government operates, unearthed that at their highest point in 2011, cleaning expenses for one of Netanyahu’s homes cost the Israeli taxpayer almost $285,000. Netanyahu and the First Lady only spend the occasional weekend there, but monthly cleaning costs for the house averaged more than $2,100 over the four-year period, the report found. The document also queried a large amount of electrical work carried out at the private residence by a personal friend of the Netanyahu's. “In light of the large cleaning costs, the [Prime Minister’s Office] should examine...their prudence and act to avoid unnecessary expenditures," Shapiro wrote in the report.

  • Venezuela seems to be following Ukraine on the neocon hit list for “regime change” as Washington punishes Caracas for acting against a perceived coup threat. But a broader problem is how the U.S. conflates “free markets” with “democracy,” giving “democracy” a bad name, writes Robert Parry.
  • The one common thread in modern U.S. foreign policy is an insistence on “free market” solutions to the world’s problems. That is, unless you’re lucky enough to live in a First World ally of the United States or your country is too big to bully.So, if you’re in France or Canada or – for that matter – China, you can have generous health and educational services and build a modern infrastructure. But if you’re a Third World country or otherwise vulnerable – like, say, Ukraine or Venezuela – Official Washington insists that you shred your social safety net and give free reign to private investors.
  • If you’re good and accept this “free market” domination, you become, by the U.S. definition, a “democracy” – even if doing so goes against the wishes of most of your citizens. In other words, it doesn’t matter what most voters want; they must accept the “magic of the market” to be deemed a “democracy.”Thus, in today’s U.S. parlance, “democracy” has come to mean almost the opposite of what it classically meant. Rather than rule by a majority of the people, you have rule by “the market,” which usually translates into rule by local oligarchs, rich foreigners and global banks.Governments that don’t follow these rules – by instead shaping their societies to address the needs of average citizens – are deemed “not free,” thus making them targets of U.S.-funded “non-governmental organizations,” which train activists, pay journalists and coordinate business groups to organize an opposition to get rid of these “un-democratic” governments.

  • If a leader seeks to defend his or her nation’s sovereignty by such means as requiring these NGOs to register as “foreign agents,” the offending government is accused of violating “human rights” and becomes a candidate for more aggressive “regime change.”Currently, one of the big U.S. complaints against Russia is that it requires foreign-funded NGOs that seek to influence policy decisions to register as “foreign agents.” The New York Times and other Western publications have cited this 2012 law as proof that Russia has become a dictatorship, while ignoring the fact that the Russians modeled their legislation after a U.S. law known as the “Foreign Agent Registration Act.”So, it’s okay for the U.S. to label people who are paid by foreign entities to influence U.S. policies as “foreign agents” – and to imprison people who fail to register – but not for Russia to do the same. A number of these NGOs in Russia and elsewhere also are not “independent” entities but instead are financed by the U.S.-funded National Endowment for Democracy (NED) and the U.S. Agency for International Development.
  • There is even a circular element to this U.S. complaint. Leading the denunciation of Russia and other governments that restrain these U.S.-financed NGOs is Freedom House, which marks down countries on its “freedom index” when they balk at letting in this back-door U.S. influence. However, over the past three decades, Freedom House has become essentially a subsidiary of NED, a bought-and-paid-for NGO itself.
  • That takeover began in earnest in 1983 when CIA Director William Casey was focused on creating a funding mechanism to support Freedom House and other outside groups that would engage in propaganda and political action that the CIA had historically organized and financed covertly. Over the last decade, the NSA has significantly increased the surveillance assistance it provides to its Israeli counterpart, the Israeli SIGINT National Unit (ISNU; also known as Unit 8200), including data used to monitor and target Palestinians. In many cases, the NSA and ISNU work cooperatively with the British and Canadian spy agencies, the GCHQ and CSEC. The relationship has, on at least one occasion, entailed the covert payment of a large amount of cash to Israeli operatives. Beyond their own surveillance programs, the American and British surveillance agencies rely on U.S.-supported Arab regimes, including the Jordanian monarchy and even the Palestinian Authority Security Forces, to provide vital spying services regarding Palestinian targets.

  • The German Embassy in Caracas has alarmed political observers in Venezuela by publishing what the press has described as an "alarming” official declaration to its citizens in the South American country. Published on February 5th, the declaration is written and signed by the Chargé d’Affaires at the German Embassy, Dr. Jörg Polster. It began to make the rounds on social media networks over the last two days.  In the statement, German diplomat Polster informs readers that the embassy is extremely “worried” about the current situation in the country and advises German residents to take a number of “precautions in the face of the crisis”. These precautions include having “lots of provisions” such as enough food and drinking water to last “in our opinion, for 2 weeks”, as well as cash, medicine, batteries, candles, and copies of important documents.
  • “We shouldn’t take it for granted that we will have access to electricity or internet services. The validity of passports and identity documents should be verified regularly,” continues the text. A 24 hour emergency phone line and link to an information e-mailing list are also given in the statement, which recommends that members of the German community have the embassy’s phone number “at hand at all times”. “In terms of the precautions to take in the face of the current crisis, it’s important to add that the embassy is constantly monitoring the situation and will publish information about the development of events when necessary,” it states.

Now Ajatollah Sistani takes position against the Turkish invasion of Iraq: Iraq's top Shi'ite cleric, Grand Ayatollah Ali al-Sistani, called on the government on Friday to show "no tolerance" of any infringement of the country's sovereignty, after Turkey deployed heavily armed troops to northern Iraq. Sistani's spokesman, Sheikh Abdul Mehdi Karbala'i, did not explicitly name Turkey, but a row over the deployment has badly soured relations between Ankara and Baghdad, which denies having agreed to it. ... If it takes part in a peace conference with the Syrian government its Jabhat al-Nusra ally will roast it, if it doesn't take part its Saudi and Qartari financiers will fry it. Since the start of the war on Syria no unity has been achieved in the opposition of the Syrian government. The U.S., in form of the CIA head John Brennan, teamed up (again) with al-Qaeda while the State Department tried to sponsor more "moderates". The ensuing chaos continues today. To prevent further blowback from this nonsense strategy will obviously require a change towards a position that supports the Syrian government. It is doubtful that the U.S. is capable of such foresight and flexibility.

  • Members of the US Navy Seals brutally beat detainees in Afghanistan but escaped punishment after the abuse was reported, according to reports. US soldiers told their superiors they witnessed three Seals dropping heavy stones on detainees chests, kicking and stepping on their heads, firing weapons during an interrogation, and employing a variation of waterboarding. The Navy Seals are an elite special operations force perhaps best known for carrying out the 2011 raid that killed Osama bin Laden.
  • When the men were released later that afternoon they were bloodied and hobbling. One, Muhammad Hashem, 24, was unable to walk. He died later the same day. Specialist Walker and three fellow soldiers decided to report the incident. “It just comes down to what’s wrong and what’s right,” he told the New York Times. “You can’t squint hard enough to make this gray.” A Navy lawyer recommended that the Seals be charged with assault, and potentially face a court martial. Instead, the charges were processed in a closed disciplinary process more commonly used for minor infractions, and the men were moved to different units but faced no further punishment.
  • The beatings by the Seals and members of an Afghan militia were so severe that one man died hours later and another has lasting injuries from the 2012 incident. The interrogations followed an explosion at an Afghan Local Police (ALP) checkpoint in the village of Kalach which killed a member of the ALP militia. The militiamen, who were trained by the Seals, rounded up approximately six suspects and brought them to a US base, beating them with rifles and antennae along the way. What happened next shocked Specialist David Walker, an Army medic, and other witnesses. Instead of ending the beatings and reprimanding the ALP members, they say the three Seals joined in and even intensified the abuse.

Well, multi-billionaire Hugo Salinas Price told King World News: What happened to Mr. Gaddafi, many speculate the real reason he was ousted was that he was planning an all-African currency for conducting trade. The same thing happened to him that happened to Saddam because the US doesn’t want any solid competing currency out there vs the dollar. You know Gaddafi was talking about a gold dinar. And as I noted in August: Ellen Brown argues in the Asia Times that there were even deeper reasons for the war than gold, oil or middle eastern regime change. Brown argues that Libya – like Iraq under Hussein – challenged the supremacy of the dollar and the Western banks: Later, the same general said they planned to take out seven countries in five years: Iraq, Syria, Lebanon, Libya, Somalia, Sudan, and Iran. What do these seven countries have in common? In the context of banking, one that sticks out is that none of them is listed among the 56 member banks of the Bank for International Settlements (BIS). That evidently puts them outside the long regulatory arm of the central bankers’ central bank in Switzerland.

  • Adding credence to the theory about why Gadhafi had to be overthrown, as The New American reported in March, was the rebels’ odd decision to create a central bank to replace Gadhafi’s state-owned monetary authority. The decision was broadcast to the world in the early weeks of the conflict. In a statement describing a March 19 meeting, the rebel council announced, among other things, the creation of a new oil company. And more importantly: “Designation of the Central Bank of Benghazi as a monetary authority competent in monetary policies in Libya and appointment of a Governor to the Central Bank of Libya, with a temporary headquarters in Benghazi.” The creation of a new central bank, even more so than the new national oil regime, left analysts scratching their heads. “I have never before heard of a central bank being created in just a matter of weeks out of a popular uprising,” noted Robert Wenzel in an analysis for the Economic Policy Journal. “This suggests we have a bit more than a rag tag bunch of rebels running around and that there are some pretty sophisticated influences,” he added. Wenzel also noted that the uprising looked like a “major oil and money play, with the true disaffected rebels being used as puppets and cover” while the transfer of control over money and oil supplies takes place.
