  • Gibbs: One of the surprises of the post-Cold War era is the persistence of the North Atlantic Treaty Organization and other US-led alliances. These alliances were created during the Cold War mainly or exclusively for containing the claimed Soviet threat. In 1991, the USSR disappeared from the map, but the anti-Soviet alliance systems persisted and in fact expanded. How do we account for the persistence and expansion of NATO? What in your view is the purpose of NATO after the Cold War? Chomsky: We have official answers to that. It’s a very interesting question, which I was planning to talk about but didn’t have time. So thanks. It’s a very interesting question. For fifty years, we heard NATO is necessary to save Western Europe from the Russian hordes, you know the slave state, stuff I was taking about. In 1990-91, no Russian hordes. Okay, what happens? Well there are actually visions of the future system that were presented. One was Gorbachev. He called for a Eurasian security system, with no military blocs. He called it a Common European Home. No military blocs, no Warsaw Pact, no NATO, with centers of power in Brussels, Moscow, Ankara, maybe Vladivostok, other places. Just an integrated security system with no conflicts. That was one. Now the other vision was presented by George Bush, this is the “statesman,” Bush I and James Baker his secretary of state. There’s very good scholarship on this incidentally. We really know a lot about what happened, now that all the documents are out. Gorbachev said that he would agree to the unification of Germany, and even adherence of Germany to NATO, which was quite a concession, if NATO didn’t move to East Germany. And Bush and Baker promised verbally, that’s critical, verbally that NATO would not expand “one inch to the east,” which meant East Germany. Nobody was talking about anything farther at the time. They would not expand one inch to the east. Now that was a verbal promise. It was never written. NATO immediately expanded to East Germany. Gorbachev complained. He was told look, there’s nothing on paper. People didn’t actually say it but the implication was look, if you are dumb enough to take faith in a gentleman’s agreement with us, that’s your problem. NATO expanded to East Germany. There’s very interesting work, if you want to look into it by a young scholar in Texas named Joshua Shifrinson, it appeared in International Security, which is one of the prestige journals, published by MIT.4 He goes through the documentary record very carefully and he makes a pretty convincing case that Bush and Baker were purposely deceiving Gorbachev. The scholarship has been divided on that, maybe they just weren’t clear or something. But if you read it, I think it’s quite a convincing case, that they were purposely setting it up to deceive Gorbachev.
  • Okay, NATO expanded to East Berlin and East Germany. Under Clinton NATO expanded further, to the former Russian satellites. In 2008 NATO formally made an offer to Ukraine to join NATO. That’s unbelievable. I mean, Ukraine is the geopolitical heartland of Russian concern, quite aside from historical connections, population and so on. Right at the beginning of all of this, serious senior statesmen, people like Kennan for example and others warned that the expansion of NATO to the east is going to cause a disaster.5 I mean, it’s like having the Warsaw Pact on the Mexican border. It’s inconceivable. And others, senior people warned about this, but policymakers didn’t care. Just go ahead. Right now, where do we stand? Well right at the Russian border, both sides have been taking provocative actions, both sides are building up military forces. NATO forces are carrying out maneuvers hundreds of yards from the Russian border, the Russian jets are buzzing American jets. Anything could blow up in a minute. In a minute, you know. Any incident could instantly blow up. Both sides are modernizing and increasing their military systems, including nuclear systems. So what’s the purpose of NATO? Well actually we have an official answer. It isn’t publicized much, but a couple of years ago, the secretary-general of NATO made a formal statement explaining the purpose of NATO in the post-Cold War world is to control global energy systems, pipelines, and sea lanes. That means it’s a global system and of course he didn’t say it, it’s an intervention force under US command, as we’ve seen in case after case. So that’s NATO. So what happened to the years of defending Europe from the Russian hordes? Well, you can go back to NSC-68,6 and see how serious that was. So that’s what we’re living with.

  • On Tuesday, March 7th, Russia’s top parliamentarian dealing with the Ukrainian refugee influx into Russia — dealing, that is, with the people who have fled Ukraine as a result of U.S. President Barack Obama’s 2014 coup overthrowing Ukraine’s democratically elected President Viktor Yanukovych — presented the first-ever comprehensive number of asylum-applicants from Ukraine who have received asylum there after that February 2014 coup. The Russian government had never before publicly provided a number, but does have an established system of processing refugees, including assignment of official refugee status, which «allows the recipient various social benefits, including unemployment compensation» and so each Ukrainian refugee has a file with the government. As reported by Tass:  Russia has received more than 2,500,000 refugees since the outbreak of the conflict in eastern Ukriane, Yuri Vorobyov, Deputy Speaker of Russia’s Federation Council (upper house of parliament) and Chairman of the Committee for Public Support to Residents of Southeastern Ukraine, said on Tuesday.

  • The province of Ontario will start its pilot project testing universal basic income in three Canadian cities this summer, premier Kathleen Wynne announced on Monday. About 4,000 residents of Hamilton, Thunder Bay, and Lindsay will be randomly selected to take part in the three-year program. One group will start receiving funds this summer—as much as $12,570 annually for individuals—while the other will be part of the control group, and not receive any money. Researchers will track the program’s impact on the economy, public health, education, and housing.
  • “It’s not an extravagant sum by any means,” Wynne said. “But our goal is clear. We want to find out whether a basic income makes a positive difference in people’s lives.   • Trump is dirty, he’s fully compromised, but not in the way most of his critics assume. Both Trump and Bill Clinton were frequent fliers aboard the Lolita Express with Jeffery Epstein. Epstein is the billionaire pedophile who got busted running an elite child prostitution ring. Victims testified that Epstein had them sleep with rich and powerful men from around the world. They also said that he directed them to collect information on these men. He referred to this as “investing in people”.

  • Now Mr. Comey did behave in a bizarre fashion during the Election. We won’t dive into the details here (lots of wedge issues there). But if you look at that story again in the context of a network of compromised politicians, royalty and ceo’s, one could make the case that it played out something like this: Comey was ordered to stand down. He resisted at first. He saw evidence of corruption. So levers were pulled. Bill Clinton’s conversation with Loretta Lynch on the tarmac was part of this, but we’ll probably never know the full extent. Everyone has skeletons in their closets. Very few have the integrity to do what’s right when facing total ruin.

This combined with the fact that he presided over the FBI during the investigation into the Lolita Express and therefore has access to information that could destroy Trump, Clinton and ultimately a whole gaggle of well placed puppets makes him a liability. Assange, tweeting early Tuesday morning, claimed that two intelligence officials close to Vice President Mike Pence “stated privately this month that they are planning on a Pence takeover.” However, as Assange noted, they did not say if Pence was aware of the plan or if he had agreed to it. Perhaps more surprising was the revelation that the push for a “Pence takeover” goes beyond the intelligence community. Another tweet from Assange asserted that Hillary Clinton “stated privately this month that she is quietly pushing for a Pence takeover” as “Pence is predictable hence defeatable.”

  • On Wednesday a federal judge indefinitely extended a previously temporary restraining order against U.S. President Donald Trump’s so-called Muslim Ban executive order. U.S. District Judge Derrick Watson turned his earlier temporary restraining order into a preliminary injunction as part of an ongoing lawsuit against Trump’s executive order banning immigration from six majority-Muslim countries. The state of Hawaii launched the lawsuit claiming Trump’s revised executive order, issued March 6, perpetuates the same unconstitutional religious discrimination as the original executive order, which was overturned by a federal judge in January.
  • “The court will not crawl into a corner, pull the shutters closed, and pretend it has not seen what it has,” Watson wrote on Wednesday. While Trump’s lawyers claim the executive order does not discriminate based on religion, previous courts ruled against the order noting the president and his surrogates’ repeated public promises to impose “a total and complete shutdown of Muslims entering the United States.” Watson noted that his initial decision to grant the preliminary injunction was based on the likelihood that Hawaii would succeed in proving the revised executive order violated the U.S. Constitution’s provisions protecting religious freedom.

  • News reports from the state party convention in Sacramento over the weekend were dominated by the likely (pending a painstaking review) close victory of machine guy Eric Bauman over insurgent Kimberly Ellis for state party chair. Overshadowed by those fireworks, though, Palestinian rights supporters steered to passage a groundbreaking resolution that puts California Democrats far ahead of the national and other state parties. The resolution starts by decrying the fact that despite occasional criticism of Israel’s ongoing occupation, successive U.S. administrations have failed to take “actual steps to change the status quo and bring about a real peace process.” It warns about inflammatory moves by the Trump administration and notes that they are encouraging even more illegal settlement building and anti-democratic measures by Israel’s government. Notably, the resolution does not pay lip service to the “two-state solution” mantra. Nor does it set a tone of symmetry in the existing relationship between Israel and Palestine, or prescribe better behavior by both sides equally.

  • September 27, 2017  — Today’s media reports revealed that the UN High Commissioner for Human Rights began sending letters two weeks ago to 150 companies in Israel and around the globe, warning them that they could be added to a database of complicit companies doing business in illegal Israeli settlements based in the occupied Palestinian West Bank, including East Jerusalem. The letters reminded these companies that their operations in and with illegal Israeli settlements are in violation of “international law and in opposition of UN resolutions.” They also requested that these companies respond with clarifications about such operations. According to senior Israeli officials, some of the companies have already responded to the UN High Commissioner for Human Rights by saying they won’t renew their contracts or sign new ones in Israel. “This could turn into a snowball,” worried an Israeli official. Of the 150 companies, some 30 are American firms, and a number are from nations including Germany, South Korea and Norway. The remaining half are Israeli companies, including pharmaceutical giant Teva, the national phone company Bezeq, bus company Egged, the national water company Mekorot, the county’s two biggest banks Hapoalim and Leumi, the large military and technology company Elbit Systems, Coca-Cola, Africa-Israel, IDB and Netafim. American companies that received letters include Caterpillar, Priceline.com, TripAdvisor and Airbnb. The Trump administration is reportedly trying to prevent the list’s publication.

  • Interpol has voted to admit Palestine as a full member, dealing a significant diplomatic blow to Israel, which has strenuously lobbied against Palestinian admission. In a secret vote of representatives of the international police organisation’s members in China, Palestinian membership was approved by 75 to 24 votes, with 34 abstentions – exceeding the two-thirds requirement of yes to no votes. “The State of Palestine and the Solomon Islands are now Interpol member countries,” the organisation tweeted after the ballot. Set up almost a century ago, Interpol was designed to help countries share police intelligence and cooperate against crime that crosses international borders, including terrorism and human trafficking,. It now has 192 international members. It is perhaps best known to the wider public for its “red notice” system, which issues requests to locate and provisionally arrest individuals pending extradition. The Palestinian bid was part of a series of efforts to push for membership of international institutions and thereby advance the goal of statehood.

Sources told the Saudi Arabia based newspaper New Khaleej that the Chinese Ministry of Defense intends to send two units known as the “Tigers of Siberia” and the “Night Tigers” – both elite special operations units – to assist the Syrian government’s fight against the jihadist insurgency. The news follows a high level meeting last week in China between Syrian Presidential Advisor Bouthaina Shaaban and Chinese Chinese Foreign Minister Wang Yi, who praised Damascus’ efforts in fighting foreign militants from the East Turkistan Islamic Movement (ETIM, also commonly called the Turkestan Islamic Party, or TIP). The Muslim separatist group was founded by ethnic Uighurs and is based in the Xinjiang province of northwest China.

  • The CIA inspector general’s office has said it “mistakenly” destroyed its only copy of a comprehensive Senate torture report, despite lawyers for the Justice Department assuring a federal judge that copies of the documents were being preserved. The erasure of the document by the spy agency’s internal watchdog was deemed an “inadvertent” foul-up by the inspector general, according to Yahoo News. One intelligence community source told Yahoo News, which first reported the development, that last summer CIA inspector general officials deleted an uploaded computer file with the report and then accidentally destroyed a disk that also contained the document.
  • The 6,700-page report contains thousands of secret files about the CIA’s use of “enhanced” interrogation methods, including waterboarding, sleep deprivation and other aggressive interrogation techniques at “black site” prisons overseas. The full version of the report remains classified, but a 500-page executive summary was released to the public in 2014. Christoper R. Sharpley, the CIA’s acting inspector general (CIA IG), alerted the Senate intelligence panel that his office’s copy of the report had vanished in August. And Senator Dianne Feinstein, the driving force behind the 2014 report, sent letters to the CIA and Justice Department confirming the spy agency’s inspector general “has misplaced and/or accidentally destroyed” its copy of the report. Douglas Cox, a City University of New York School of Law professor who specialises in tracking the preservation of federal records told Yahoo News: “It’s breathtaking that this could have happened, especially in the inspector general’s office – they’re the ones that are supposed to be providing accountability within the agency itself.”

  • In its latest budget request, the Trump administration is asking for a near-record $750 billion for the Pentagon and related defense activities, an astonishing figure by any measure. If passed by Congress, it will, in fact, be one of the largest military budgets in American history, topping peak levels reached during the Korean and Vietnam Wars. And keep one thing in mind: that $750 billion represents only part of the actual annual cost of our national security state. There are at least 10 separate pots of money dedicated to fighting wars, preparing for yet more wars, and dealing with the consequences of wars already fought. So the next time a president, a general, a secretary of defense, or a hawkish member of Congress insists that the U.S. military is woefully underfunded, think twice.
