Honduras wasn’t paradise under President Manuel Zelaya. Since the coup, however, the country has entered a downward death spiral of drug-related bloodshed and political revenge killings that crashed the economy, brought an end to law, order and civil society, and now has some analysts calling it a “failed state” along the lines of Somalia and Afghanistan during the 1990s. “Zelaya’s overthrow created a vacuum in security in which military and police were now focused more on political protest, and also led to a freeze in international aid that markedly worsened socio-economic conditions,” Mark Ungar, professor of political science at Brooklyn College and the City University of New York, told The International Business Times. “The 2009 coup, asserts [Tulane] professor Aaron Schneider, gave the Honduran military more political and economic leverage, at the same time as the state and political elites lost their legitimacy, resources and the capacity to govern large parts of the country.” El Salvador and Guatemala, also narcostates devastated by decades of U.S. support for oppressive, corrupt right-wing dictatorships, are suffering similar conditions.

Talk about brass! The United States does it everything it can to screw up Central America — and then acts surprised when desperate people show up at its front gate trying to escape the (U.S.-caused) carnage. Letting the kids stay — along with their families — is less than the least we could do.

The economic plan of the would-be transitional government is detailed in the last section of the agendas, where the signatories state their intention to designate a new management body for Venezuelan state oil company, PDVSA, and reinsert Venezuela into “international financial organisations, and to secure from them the funds needed to overcome short term difficulties”. The economic agenda also suggests that the future of Venezuela under an opposition government would include a liberalised economy and a reversal of State nationalisations. This would include “reaching an agreement for just reparations for damages caused by arbitrary expropriations, revising the real condition of all non-oil enterprises which ended up in the hands of the State due to the greed of the regime, and deciding on the forms of property and management which they can take on in order to assure their productive recovery”. “It is necessary to dismantle the tangled mess of controls which are strangling the economy and rebuild the juridic and economic bases which are necessary to attract productive investment with guarantees stable growth into the future,” continues the text.

All three of the politicians to have signed the document participated in the 2002 attempted coup against President Hugo Chavez.

Although details surrounding Ledezma’s exact role in the recently discovered “Blue” coup plot are still unclear, it appears that the opposition politician is implicated beyond his call for a transitional government.  Following the announcement of the coup plot last Thursday, the Maduro administration suggested that further arrests were to be made once there was sufficient evidence to prosecute the political ringleaders of the plan.  “In these intelligence investigations, we have discovered a codified message, in another language,  by an important leader of a party. On translating it, we found that it gave the details, the elements of the coup. We are about to capture the person who brought the script that they were going to read, the script they were going to read out was already written, and circulated by a person who I will name at the correct moment”, said Maduro, referencing a preplanned statement which was to be read out to the public following the aerial bombardment, announcing a “rebellion” of the armed forces against the government. 

It is not the first time that Ledezma has been implicated in a plan to violently overthrow the government. In 2002, he participated in an attempted coup which saw socialist president of the time, Hugo Chavez, ousted for a period of 47 hours. Last year, he was also named several times as a “principal ally” by currently detained terror plotter, Lorent Saleh. Saleh was one of the main underground activists fuelling the armed barricades known as guarimbas which last year claimed the lives of at least 43 Venezuelans. He had planned to go on a killing spree with the help of Colombian paramilitaries but was arrested before the plan could take place.  

Popularly known as “the vampire”, Ledezma began his political career in 1973 as a member of the “Democratic Action” Party. In 1989, he infamously became Governor of the Federal District of Caracas, when he oversaw one of the most violent periods in the history of the Caracas Metropolitan Police.  The police body, which was since disbanded in 2010 due to its human rights violations, regularly opened fire on unarmed student protests, systematically repressed street vendors, pensioners and the unemployed, as well as regularly disappeared political activists.   During this period he also oversaw the “Caracazo,” when up to 3000 people were killed and disappeared by security forces in the wake of violent protests against a government imposed austerity programme.  This particular period of Ledezma’s career earnt him the reputation of “student killer” amongst working class Venezuelans. He is founder and current leader of the rightwing party known as the “Brave People’s Alliance”. 

The study also found that Brazil is the country with the greatest diversity of indigenous peoples in isolation, followed by Peru and Bolivia. The current version of the OAS declaration includes Article XXVI, agreed by consensus in 2005, specifically for indigenous peoples in voluntary isolation to have the right to remain in that condition and to live freely and in accordance with their cultures. “In most cases the key recommendation is to prevent contact either by state agencies, officials, non-government organizations or companies wanting to exploit resources of their lands,” Crippa said. Their ancestors lived on the land long before the current states even existed. Vulnerable and at risk of disappearing entirely, they cannot advocate for their own rights. The study cites the National Environment Commission of Peru’s findings that from 1950 to 1957 a total of 11 indigenous groups disappeared completely from the Amazon, and of those remaining, 18 are in grave danger of disappearing, as they each have fewer than 225 members.

“There are regional particulates that are unique and not defined in the U.N. Declaration [UNDRIP],” Crippa said. He used the example of people in the Americas living in voluntary isolation, emphasizing, “We need to protect these peoples from internal armed conflicts, such as in Colombia, where they’re caught in the middle of military, paramilitary and guerrilla forces. It’s a situation of a government of a country trying to control land of indigenous peoples without respect to their rights.” Indigenous peoples in voluntary isolation are groups or individuals who remain untouched by non-indigenous populations. They do not maintain contact with non-indigenous populations, may reject any type of contact, or may have chosen to return to their traditional culture and break relations with non-native societies in favor of maintaining their own ways of life. A provision to protect indigenous communities living in isolation has been approved in the OAS draft declaration, which has no corresponding provision in UNDRIP.

When efforts to resolve issues have failed to find remedy in their own country, the IACHR can be appealed to. All 35 member states of the OAS are under the jurisdiction of the IACHR, headquartered in Washington. No country can be a part of the OAS process without ratifying the OAS Charter. “All 35 member countries have signed the Declaration on the Rights and Duties of Man of 1948,” said Maria Isabel Rivera, director of Press and Publications for the IACHR. “This means the Commission analyzes all cases and petitions and monitors human rights situations in those countries under the light of the rights recognized in the Declaration.” Countries that have not ratified the convention include the Bahamas, Belize, Canada, Cuba, Guyana, St Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, and the U.S. Thus, cases originating in these countries cannot be brought to the Inter-American Court of Human Rights, but they can be brought to IACHR in a petition of injustice.

The OAS draft declaration recommends protections including legislation that specifically addresses indigenous rights to land, culture and self-determination, and training programs for state employees, who may encounter issues that affect communities living in voluntary isolation. It further recommends studies for projects which take into account people living in isolation nearby, and sanctions for those violating natural resources protections. It also calls for limiting commercial tourism in the territories of people living in voluntary isolation and urges companies, organizations and governments to work in coordination with indigenous groups which aim to protect indigenous rights toward free and prior consent. “Indigenous peoples have the right to maintain, express, and freely develop their cultural identity in all respects, free from any external attempt at assimilation,” the draft also states. “The States shall not carry out, adopt, support, or favor any policy to assimilate the indigenous peoples or to destroy their cultures.”

This is the first attempt to apply the 1996 anti-terrorism law to the actions of the Mexican drug cartels. “The gruesome attacks on the innocent American victims on foreign soil were unquestionably acts of international terrorism,” said attorney Richard M. Elias, who represents the families.The lawsuit asserts that cartels now function as “paramilitary organizations” and have become one of the top threats to US national security.

The suit alleges that HSBC’s actions, or inactions, amounted to knowingly providing“continuous and systematic material support to the cartels and their acts of terrorism by laundering billions of dollars for them. As a proximate result of HSBC’s material support to the Mexican drug cartels, numerous lives, including those of the plaintiffs, have been destroyed.”

“The use of proxy military force by the US and its NATO allies has been seen in regime-change operations in Libya, Syria and Ukraine, combined with media propaganda campaigns and economic sanctions,” says Martin. “A key strategy here by the Washington-led powers is to erode sovereign rights of designated enemy states.” The deployment of so-called Islamist terror groups to destabilise Syria as with neo-Nazi paramilitaries in Ukraine is all part of the West’s asymmetric warfare. For whatever reason, the US bombing coalition is claiming that it is combating the IS jihadists in Syria. However, the evidence shows that Western “combat” efforts in Syria are very late in coming and not very effective, indicating a lack of commitment to genuinely defeat the terror network.

There is also reason to believe that the NATO rush to bomb IS oil smuggling routes in Syria is really motivated by a need to cover up the tracks of Western collusion with the terror groups. The American CIA and British MI6, along with Turk military intelligence, have been implicated in running the terror “rat lines”. Russian intelligence is lifting the lid on this sordid racket. Western air strikes without the approval of the Syrian government are not only illegal, they lack credibility in their stated aim. But either way, the imperative here is that Syria re-establishes its sovereignty and the principles of international law. If Syria is lost, then Western state sponsored banditry and terrorism will only escalate. Russia is already being targeted by the West’s asymmetric warfare, as is Iran and China. Therefore, a line has to be drawn. And with Russia’s military support, Syria has the power to do just that. From now on, NATO warplanes violating Syrian territory should be put on notice. Keep out or get shot down.

This is a serious threat to Turkey. Its access to Syria and ability to influence events there is becoming more limited. Professor Serat Guvenc, of the Department of Foreign Relations at Kadir Has University in Istanbul, says that, if this happens, “Turkey will be insulated from the Sunni Arab Middle East”.

Turkey is a member of Nato and over Syria is aligned with Saudi Arabia, Qatar and the Sunni states of the Gulf. But it is increasingly at odds with Russia and Iran, two powers in its near neighbourhood, and has serious differences with the US over its Syrian policy. 

As much as Russia may be downsizing, Iran (and Hezbollah) are not. Tehran has trained and weaponized key paramilitary forces – thousands of soldiers from Iraq and Afghanistan fighting side by side with Hezbollah and the Syrian Arab Army (SAA). The SAA will keep advancing and establishing facts on the ground. As the Geneva negotiations pick up, those facts are now relatively frozen. Which brings us to the key sticking point in Geneva – which has got to be included in the possible grand bargain. The grand bargain is based on the current ceasefire (or "cessation of hostilities") holding, which is far from a given. Assuming all these positions hold, a federal Syria could emerge, what could be dubbed Break Up Light.

And yet, in the shadows, lurks the possibility that Russian intel may be ready to strike a deal with the Turkish military – with the corollary that a possible removal of Sultan Erdogan would pave the way for the reestablishment of the Russia-Turkey friendship, essential for Eurasia integration.

Only the proverbially clueless Western corporate media was caught off-guard by Russia’s latest diplomatic coup in Syria. Consistency has been the norm. Russia has been consistently upgrading the Russia-China strategic partnership. This has run in parallel to the hybrid warfare in Ukraine (asymmetric operations mixed with economic, political, military and technological support to the Donetsk and Lugansk republics); even NATO officials with a decent IQ had to admit that without Russian diplomacy there’s no solution to the war in Donbass. In Syria, Moscow accomplished the outstanding feat of making Team Obama see the light beyond the fog of neo-con-instilled war, leading to a solution involving Syria’s chemical arsenal after Obama ensnared himself in his own red line. Obama owes it to Putin and Lavrov, who literally saved him not only from tremendous embarrassment but from yet another massive Middle East quagmire.

Russia will be closely monitoring the current “cessation of hostilities”; and if the War Party decides to ramp up “support” for ISIS/ISIL/Daesh or the “moderate rebel” front via any shadow war move, Russia will be back in a flash. As for Sultan Erdogan, he can brag what he wants about his “no-fly zone” pipe dream; but the fact is the northwestern Syria-Turkish border is now fully protected by the S-400 air defense system. Moreover, the close collaboration of the “4+1” coalition – Russia, Syria, Iran, Iraq, plus Hezbollah – has broken more ground than a mere Russia-Shi’te alignment. It prefigures a major geopolitical shift, where NATO is not the only game in town anymore, dictating humanitarian imperialism; this “other” coalition could be seen as a prefiguration of a future, key, global role for the Shanghai Cooperation Organization.

As we stand, it may seem futile to talk about winners and losers in the five-year-long Syrian tragedy – especially with Syria destroyed by a vicious, imposed proxy war. But facts on the ground point, geopolitically, to a major victory for Russia, Iran and Syrian Kurds, and a major loss for Turkey and the GCC petrodollar gang, especially considering the huge geo-energy interests in play. It’s always crucial to stress that Syria is an energy war – with the “prize” being who will be better positioned to supply Europe with natural gas; the proposed Iran-Iraq-Syria pipeline, or the rival Qatar pipeline to Turkey that would imply a pliable Damascus. Other serious geopolitical losers include the self-proclaimed humanitarianism of the UN and the EU. And most of all the Pentagon and the CIA and their gaggle of weaponized “moderate rebels”. It ain’t over till the last jihadi sings his Paradise song. Meanwhile, “time out” Russia is watching.

“We will pursue a new foreign policy that finally learns from the mistakes of the past…We will stop looking to topple regimes and overthrow governments…. Our goal is stability not chaos, because we want to rebuild our country [the United States] …In our dealings with other countries, we will seek shared interests wherever possible and pursue a new era of peace, understanding, and good will.” There won’t be any peace under Mattis or McMaster, that’s for sure. Both men are anti-Moscow hardliners who think Russia is an emerging rival that must be confronted and defeated. Even more worrisome is the fact that uber-hawk John McCain recently stated that he talks with both men “almost daily” (even though he has avoided talking to Trump since he was elected in November.) According to German Marshall Fund’s Derek Chollet, a former Obama Pentagon official. “(McCain) is trying to run U.S. defense policy through Mattis and effectively ignore Trump.” (Kimberly Dozier, Daily Beast contributing editor)  Chollet’s comments square with our belief that Trump has relinquished his control over foreign policy to placate his critics.

In response to Mattis’s comments, Syrian President Bashar al Assad said: “Any military operation in Syria without the approval of the Syrian government is illegal, and  any troops on the Syrian soil,  is an invasion, whether to liberate Raqqa or any other place. …The (US-led) coalition has never been serious about fighting ISIS or the terrorists.” Clearly, Washington is using the fight against ISIS as a pretext for capturing and holding territory in a critical, energy-rich area of the world. The plan to seize parts of East Syria for military bases and pipeline corridors fits neatly within this same basic strategy.   But it also throws a wrench in Moscow’s plan to restore the country’s borders and put an end to the six year-long conflict. And what does Tillerson mean when he talks about “interim zones of stability” a moniker that the Trump administration carefully crafted to avoid the more portentous-sounding “safe zones”. (Readers will recall that Hillary Clinton was the biggest proponent of safe zones in Syria, even though they would require a huge commitment of US troops as well as the costly imposition of a no-fly zone.) Tillerson’s comments suggest that the Trump administration is deepening its involvement in Syria despite the risks of a catastrophic clash with Moscow. Ever since General Michael Flynn was forced to step down from his position as National Security Advisor, (Flynn wanted to “normalize” relations with Russia), Trump has filled his foreign policy team with Russophobic hawks who see Moscow as “hostile revisionist power” that “annex(es) territory, intimidates our allies, develops nuclear weapons, and uses proxies under the cover of modernized conventional militaries.” Those are the words of  the man who replaced Flynn as NSA,  Lt. General HR McMaster. While the media applauded the McMaster appointment as an “outstanding choice”, his critics think it signals a departure from Trump’s campaign promise:

Washington’s Syria policy is now in the hands of a small group of right-wing extremists who think Russia is the biggest threat the nation has faced since WW2. That’s why there’s been a sharp uptick in the number of troops deployed to the region.
