FOLLOW THE MONEY: The White Helmets are just one component of the new NGO Complex.

But that does not, by extension, mean we condemn or would cut off ties to the group for which that individual works for.” http://https://www.youtube.com/watch?v=792ODrhwKkk So we come back to the initial question.  Why is the tragic death of a passionate and ambitious politician being exploited? Why are all political parties in the UK endorsing the Jo Cox fund to provide financial assistance for an organisation the UK Government is already funding and training? Why are the public once more being used as political pawns to further our government’s imperialist objectives inside Syria and their covert, illegal, proxy intervention of a sovereign nation via both terrorist forces and phony humanitarian first responders?

The White Helmets are perhaps being demonstrated to be the most crucial component of the US and NATO shadow state building inside Syria.  Led by the US and UK this group is essential to the propaganda stream that facilitates the continued media and political campaign against the elected Syrian government and permits the US and NATO to justify their regime of crippling economic and humanitarian sanctions against the Syrian people. If this latest mechanised ‘NGO’ blueprint is successful then we could see it being re-deployed as key to future neo-colonialist projects. The White Helmets are a direct intra-venus line into the terrorist enclaves within Syria, acting as a conduit for information, equipment and medical support to maintain the US NATO forces. Is this the future of warfare, is this the “swarming” outlined in a 2000 report produced by the RAND Corporation and entitled: Swarming and the Future of Conflict. “The emergence of a military doctrine based on swarming pods and clusters requires that defense policymakers develop new approaches to connectivity and control and achieve a new balance between the two. Far more than traditional approachesto battle, swarming clearly depends upon robust information flows. Securing these flows, therefore, can be seen as a necessary condition for successful swarming.”

An important “previously unpublished interview with Jo Cox” was released today by Adam Barnett.  In this interview Jo Cox makes a clear statement regarding the way the UK Government should be maximising the use of their assets, the White Helmets, inside Syria: “Second thing: many organisations, whether it’s the White Helmets or others, have got really creative ideas about how to operate under the siege and civil war conditions. They’ve got really interesting ideas about channelling money, getting aid in, thinking creatively about how they operate, which DfID [Department for International Development] should be listening to. [emphasis added] And then the third thing is about giving airtime to civil society groups, making sure that they get more time on panels– and making sure this is representative of the diversity of civil society views as well, whether that’s women’s groups, or the White Helmets, or NGOs, or just doctors or people who are literally trying to get on with making society function in response to the humanitarian crisis.” Is this why we are seeing what is, in effect, crowd funding for  proxy war? Do we really want to look back and be “judged by history” for enabling conflict and state terrorism, violating international law and invading sovereign nations.  Are we prepared to accept the consequences of such actions, consequences that should be taken by our governments alone but are now being diffused outwards to the general public.  Is this an attempt by our government to disassociate themselves from their criminal actions?

Please note that the child that is rescued is very clean considering she has allegedly been buried under the rubble of “regime” bombing raids..we do not in any way wish to detract from the heroic work of the true first responders on the ground in Syria, the real Syria Civil Defence and the Red Crescent who are never mentioned in the western media but we do wish to draw your attention to the propaganda methods being employed to amplify US and NATO narratives that are insisting upon “regime change.”

“Lt. Col. Fares al-Bayyoush, the former aviation engineer who now heads the Fursan al-Haq Brigade, acknowledged that his men had fought alongside the Nusra Front because they needed all the help they could get. “Sometimes, he said, that help comes in forms only a jihadi group can provide. He cited the rebel takeover of the northern town of Khan Sheikhoun, saying that the rebels were unable to take out one government position until the Nusra Front sent a suicide bomber to blow it up. In another town nearby, Nusra sent four bombers, including an American citizen. “‘We encourage them actually,’ Mr. Bayyoush said with a laugh. ‘And if they need vehicles, we provide them’.”

The “moderate” rebels also don’t share President Obama’s priority of carrying the fight to the Islamic State militants, reported Hubbard, “ousting Mr. Assad remains their primary goal.” This dilemma of the mixed allegiances of the “moderates” has been apparent for at least the past year. Last September, many of the previously hailed Syrian “moderate” rebels unveiled themselves to be Islamists who repudiated the U.S.-backed political opposition and allied themselves with al-Qaeda’s al-Nusra Front. [See Consortiumnews.com’s “Syrian Rebels Embrace Al-Qaeda.”] In other words, the just-approved congressional action opening the floodgates to hundreds of millions of dollars more in military aid to Syrian “moderates” could actually contribute to al-Qaeda’s Syrian affiliate gaining control of Syria, which could create a far greater threat to U.S. national security than the consolidation of the Islamic State inside territory of Syria and Iraq.

While the Islamic State brandishes its brutality as a gruesome tactic for driving Western interests out of the Middle East, it has shown no particular interest in taking its battle into the West. By contrast, al-Qaeda follows a conscious strategy of inflicting terrorist attacks on the West as part of a long-term plan to wreck the economies of the United States and Europe. Thus, Obama’s hastily approved strategy for investing more in Syrian “moderates” – if it allows a continued spillover of U.S. military equipment to al-Nusra – could increase the chances of creating a base for international terrorism in Damascus at the heart of the Middle East. That would surely prompt demands for a reintroduction of U.S. ground troops into the region.

There are also obvious alternatives to following such a self-destructive course, although they would require Obama and much of Official Washington to climb down from their collective high horses and deal with such demonized leaders as Syria’s Assad and Russian President Vladimir Putin, not to mention Iran. A “realist” strategy would seek out a realistic political solution to the Syrian conflict, which would mean accepting the continuation of Assad’s rule, at least for the near term, as part of a coalition government that would offer stronger Sunni representation. This unity government could then focus on eliminating remaining pockets of al-Qaeda and Islamic State resistance before holding new elections across as much of the country as possible.

As part of this strategy to weaken these Islamic extremists, the United States and the European Union would have to crack down on the militants’ funding sources in Saudi Arabia and the Persian Gulf, as touchy as that can be with the Saudis holding such influence over the U.S. economy. But Obama could start the process of facing down Saudi blackmail by declassifying the secret section of the 9/11 Report which reportedly describes Saudi financing of al-Qaeda before the 9/11 attacks. I’m told that U.S. intelligence now has a clear picture of which Saudi princes are providing money to Islamist terrorists. So, instead of simply sending drones and warplanes after youthful jihadist warriors, the Obama administration might find it more useful to shut down these funders, perhaps nominating these princes as candidates for the U.S. “capture or kill list.”

To get Assad fully onboard for the necessary concessions to his Sunni opponents, the Russians could prove extremely valuable. According to a source briefed on recent developments, Russian intelligence already has served as a go-between for U.S. intelligence to secure Assad’s acceptance of Obama’s plan to send warplanes into parts of Syrian territory to attack Islamic State targets. The Russians also proved helpful a year ago in getting Assad to surrender his chemical weapons arsenal to defuse a U.S. threat to begin bombing Assad’s military in retaliation for a Sarin gas attack outside Damascus on Aug. 21, 2013. Although Assad denied involvement – and subsequent evidence pointed more toward a provocation by rebel extremists – Putin’s intervention gave Obama a major foreign policy success without a U.S. military strike. That intervention, however, infuriated Syrian rebels who had planned to time a military offensive with the U.S. bombing campaign, hoping to topple Assad’s government and take power in Damascus. America’s influential neoconservatives and their “liberal interventionist” allies – along with Israeli officials – were also livid, all eager for another U.S.-backed “regime change” in the Middle East.

Putin thus made himself an inviting neocon target. By the end of last September, American neocons were taking aim at Ukraine as a key vulnerability for Putin. A leading neocon, Carl Gershman, president of the U.S.-government-funded National Endowment for Democracy, took to the op-ed pages of the neocon Washington Post to identify Ukraine as “the biggest prize” and explain how its targeting could undermine Putin’s political standing inside Russia. “Ukraine’s choice to join Europe will accelerate the demise of the ideology of Russian imperialism that Putin represents,” Gershman wrote. “Russians, too, face a choice, and Putin may find himself on the losing end not just in the near abroad but within Russia itself.” At the time, Gershman’s NED was funding scores of political and media projects inside Ukraine. What followed in Ukraine had all the earmarks of a U.S. destabilization campaign against Putin’s ally, the elected President Viktor Yanukovych.

Then, with U.S. officialdom and the mainstream U.S. press engaging in an orgy of Cold War-style propaganda, Putin was demonized as a new Hitler expanding territory by force. Anyone who knew the facts recognized that Putin had actually been trying to maintain the status quo, i.e., sustain the Yanukovych government until the next election, and it was the West that had thrown the first punch. But Washington’s new “group think” was that Putin instigated the Ukraine crisis so he could reclaim lost territory of the Russian empire. President Obama seemed caught off-guard by the Ukraine crisis, but was soon swept up in the West’s Putin/Russia bashing. He joined in the hysteria despite the damage that the Ukraine confrontation was inflicting on Obama’s own hopes of working with Putin to resolve other Middle East problems.

Thus, the initial victory went to the neocons who had astutely recognized that the emerging Putin-Obama collaboration represented a serious threat to their continued plans for “regime change” across the Middle East. Not only had Putin helped Obama head off the military strike on Syria, but Putin assisted in getting Iran to agree to limits on its nuclear program. That meant the neocon desire for more “shock and awe” bombing in Syria and Iran had to be further postponed. The Putin-Obama cooperation might have presented an even greater threat to neocon plans if the two leaders could have teamed up to pressure Israeli Prime Minister Benjamin Netanyahu to finally reach a reasonable agreement with the Palestinians. At the center of the neocons’ strategy at least since the mid-1990s has been the idea that “regime change” in Middle East governments hostile to Israel would eventually starve Israel’s close-in enemies, such as Lebanon’s Hezbollah and Palestine’s Hamas, of support and free Israel’s hand to do what it wanted with the Palestinians. The Putin-Obama collaboration – if allowed to mature – could have derailed that core neocon strategy and denied Israel the unilateral power to decide the Palestinians’ fate. But the Ukraine crisis – and now the plan to pour a half-billion dollars into the Syrian rebels fighting Assad – have put the neocon strategy back on track. The next question is whether Obama and whatever “realists” remain in Official Washington have the will and the determination to reclaim control of the Middle East policy train and take it in a different direction.

Recently, Russia’s actions in Ukraine challenge this post-war order.  Here are the facts.  After the people of Ukraine mobilized popular protests and calls for reform, their corrupt president fled.  Against the will of the government in Kyiv, Crimea was annexed.  Russia poured arms into eastern Ukraine, fueling violent separatists and a conflict that has killed thousands.  When a civilian airliner was shot down from areas that these proxies controlled, they refused to allow access to the crash for days.  When Ukraine started to reassert control over its territory, Russia gave up the pretense of merely supporting the separatists, and moved troops across the border. This is a vision of the world in which might makes right -- a world in which one nation’s borders can be redrawn by another, and civilized people are not allowed to recover the remains of their loved ones because of the truth that might be revealed. America stands for something different.  We believe that right makes might -- that bigger nations should not be able to bully smaller ones, and that people should be able to choose their own future.

nd these are simple truths, but they must be defended. America and our allies will support the people of Ukraine as they develop their democracy and economy.  We will reinforce our NATO Allies and uphold our commitment to collective self-defense.  We will impose a cost on Russia for aggression, and we will counter falsehoods with the truth.  And we call upon others to join us on the right side of history -- for while small gains can be won at the barrel of a gun, they will ultimately be turned back if enough voices support the freedom of nations and peoples to make their own decisions. Moreover, a different path is available -- the path of diplomacy and peace, and the ideals this institution is designed to uphold.  The recent cease-fire agreement in Ukraine offers an opening to achieve those objectives.  If Russia takes that path -- a path that for stretches of the post-Cold War period resulted in prosperity for the Russian people -- then we will lift our sanctions and welcome Russia’s role in addressing common challenges.  After all, that’s what the United States and Russia have been able to do in past years -- from reducing our nuclear stockpiles to meeting our obligations under the Nuclear Nonproliferation Treaty, to cooperating to remove and destroy Syria’s declared chemical weapons.  And that’s the kind of cooperation we are prepared to pursue again -- if Russia changes course. 

This speaks to a central question of our global age -- whether we will solve our problems together, in a spirit of mutual interest and mutual respect, or whether we descend into the destructive rivalries of the past.  When nations find common ground, not simply based on power, but on principle, then we can make enormous progress.  And I stand before you today committed to investing American strength to working with all nations to address the problems we face in the 21st century.

America is pursuing a diplomatic resolution to the Iranian nuclear issue, as part of our commitment to stop the spread of nuclear weapons and pursue the peace and security of a world without them.  And this can only take place if Iran seizes this historic opportunity.  My message to Iran’s leaders and people has been simple and consistent:  Do not let this opportunity pass.  We can reach a solution that meets your energy needs while assuring the world that your program is peaceful.  America is and will continue to be a Pacific power, promoting peace, stability, and the free flow of commerce among nations.  But we will insist that all nations abide by the rules of the road, and resolve their territorial disputes peacefully, consistent with international law. 

In other words, on issue after issue, we cannot rely on a rule book written for a different century.  If we lift our eyes beyond our borders -- if we think globally and if we act cooperatively -- we can shape the course of this century, as our predecessors shaped the post-World War II age.  But as we look to the future, one issue risks a cycle of conflict that could derail so much progress, and that is the cancer of violent extremism that has ravaged so many parts of the Muslim world. Of course, terrorism is not new.  Speaking before this Assembly, President Kennedy put it well:  “Terror is not a new weapon,” he said.  “Throughout history it has been used by those who could not prevail, either by persuasion or example.”  In the 20th century, terror was used by all manner of groups who failed to come to power through public support.  But in this century, we have faced a more lethal and ideological brand of terrorists who have perverted one of the world’s great religions.  With access to technology that allows small groups to do great harm, they have embraced a nightmarish vision that would divide the world into adherents and infidels -- killing as many innocent civilians as possible, employing the most brutal methods to intimidate people within their communities.

I have made it clear that America will not base our entire foreign policy on reacting to terrorism.  Instead, we’ve waged a focused campaign against al Qaeda and its associated forces -- taking out their leaders, denying them the safe havens they rely on.  At the same time, we have reaffirmed again and again that the United States is not and never will be at war with Islam.  Islam teaches peace.  Muslims the world over aspire to live with dignity and a sense of justice.  And when it comes to America and Islam, there is no us and them, there is only us -- because millions of Muslim Americans are part of the fabric of our country. So we reject any suggestion of a clash of civilizations. Belief in permanent religious war is the misguided refuge of extremists who cannot build or create anything, and therefore peddle only fanaticism and hate.  And it is no exaggeration to say that humanity’s future depends on us uniting against those who would divide us along the fault lines of tribe or sect, race or religion.

But this is not simply a matter of words.  Collectively, we must take concrete steps to address the danger posed by religiously motivated fanatics, and the trends that fuel their recruitment.  Moreover, this campaign against extremism goes beyond a narrow security challenge.  For while we’ve degraded methodically core al Qaeda and supported a transition to a sovereign Afghan government, extremist ideology has shifted to other places -- particularly in the Middle East and North Africa, where a quarter of young people have no job, where food and water could grow scarce, where corruption is rampant and sectarian conflicts have become increasingly hard to contain.   As an international community, we must meet this challenge with a focus on four areas.  First, the terrorist group known as ISIL must be degraded and ultimately destroyed.

The second:  It is time for the world -- especially Muslim communities -- to explicitly, forcefully, and consistently reject the ideology of organizations like al Qaeda and ISIL.

Later today, the Security Council will adopt a resolution that underscores the responsibility of states to counter violent extremism.  But resolutions must be followed by tangible commitments, so we’re accountable when we fall short.  Next year, we should all be prepared to announce the concrete steps that we have taken to counter extremist ideologies in our own countries -- by getting intolerance out of schools, stopping radicalization before it spreads, and promoting institutions and programs that build new bridges of understanding.

Third, we must address the cycle of conflict -- especially sectarian conflict -- that creates the conditions that terrorists prey upon.

The good news is we also see signs that this tide could be reversed.  We have a new, inclusive government in Baghdad; a new Iraqi Prime Minister welcomed by his neighbors; Lebanese factions rejecting those who try to provoke war.  And these steps must be followed by a broader truce.  Nowhere is this more necessary than Syria.  Together with our partners, America is training and equipping the Syrian opposition to be a counterweight to the terrorists of ISIL and the brutality of the Assad regime.  But the only lasting solution to Syria’s civil war is political -- an inclusive political transition that responds to the legitimate aspirations of all Syrian citizens, regardless of ethnicity, regardless of creed.

My fourth and final point is a simple one:  The countries of the Arab and Muslim world must focus on the extraordinary potential of their people -- especially the youth.

We recognize as well that leadership will be necessary to address the conflict between Palestinians and Israelis.  As bleak as the landscape appears, America will not give up on the pursuit of peace.  Understand, the situation in Iraq and Syria and Libya should cure anybody of the illusion that the Arab-Israeli conflict is the main source of problems in the region.  For far too long, that's been used as an excuse to distract people from problems at home.  The violence engulfing the region today has made too many Israelis ready to abandon the hard work of peace.  And that's something worthy of reflection within Israel.

Because let’s be clear:  The status quo in the West Bank and Gaza is not sustainable.  We cannot afford to turn away from this effort -- not when rockets are fired at innocent Israelis, or the lives of so many Palestinian children are taken from us in Gaza. So long as I am President, we will stand up for the principle that Israelis, Palestinians, the region and the world will be more just and more safe with two states living side by side, in peace and security. So this is what America is prepared to do:  Taking action against immediate threats, while pursuing a world in which the need for such action is diminished.  The United States will never shy away from defending our interests, but we will also not shy away from the promise of this institution and its Universal Declaration of Human Rights -- the notion that peace is not merely the absence of war, but the presence of a better life. 

When Nonviolence Fails Arabesques$ devotes far more attention to Libya, Syria and Yemen than Bensaada’s first book. In the section on Libya, Bensaada zeroes in on eleven key US assets who engineered the overthrow of Gaddafi. Some participated in the same State Department trainings as the Middle East opposition activists and instigated nonviolent Facebook and Twitter protests to coincide with the 2011 uprisings in Tunisian and Egypt. Others, in exile, underwent guerrilla training sponsored by the CIA, Mossad, Chad and Saudi Arabia. A few months after Gaddafi’s assassination, some of these same militants would lead Islamic militias attempting to overthrow Assad in Syria. Between 2005 and 2010, the State Department funneled $12 million to opposition groups opposed to Assad. The US also financed Syrian exiles in Britain to start an anti-government cable TV channel they beamed into Syria. In the section on Syria, Bensaada focuses on a handful of Syrian opposition activists who received free US training in cyberactivism and nonviolent resistance beginning in 2006. One, Ausama Monajed, is featured in the 2011 film How to Start a Revolution about a visit with Gene Sharp in 2006. Monajed and others worked closely with the US embassy, funded by the Middle East Partnership Initiative (MEPI). This is a State Department program that operates in countries (such as Libya and Syria) where USAID is banned. In February 2011, these groups posted a call on Twitter and Facebook for a Day of Rage. Nothing happened. When Sharpian techniques failed to produce a sizable nonviolent uprising, as in Libya, they and their allies (Saudi Arabia, Turkey, Qatar and Jordan) were all set up to introduce Islamic mercenaries (many directly from Libya) to declare war on the Assad regime.

“For the past decade, N.S.A. has led an aggressive, multipronged effort to break widely used Internet encryption technologies,” said a 2010 memo describing a briefing about N.S.A. accomplishments for employees of its British counterpart, Government Communications Headquarters, or GCHQ. “Cryptanalytic capabilities are now coming online. Vast amounts of encrypted Internet data which have up till now been discarded are now exploitable.”

Some of the agency’s most intensive efforts have focused on the encryption in universal use in the United States, including Secure Sockets Layer, or SSL; virtual private networks, or VPNs; and the protection used on fourth-generation, or 4G, smartphones. Many Americans, often without realizing it, rely on such protection every time they send an e-mail, buy something online, consult with colleagues via their company’s computer network, or use a phone or a tablet on a 4G network.

For at least three years, one document says, GCHQ, almost certainly in collaboration with the N.S.A., has been looking for ways into protected traffic of popular Internet companies: Google, Yahoo, Facebook and Microsoft’s Hotmail. By 2012, GCHQ had developed “new access opportunities” into Google’s systems, according to the document. (Google denied giving any government access and said it had no evidence its systems had been breached).

Paul Kocher, a leading cryptographer who helped design the SSL protocol, recalled how the N.S.A. lost the heated national debate in the 1990s about inserting into all encryption a government back door called the Clipper Chip. “And they went and did it anyway, without telling anyone,” Mr. Kocher said. He said he understood the agency’s mission but was concerned about the danger of allowing it unbridled access to private information.

The agency has circumvented or cracked much of the encryption, or digital scrambling, that guards global commerce and banking systems, protects sensitive data like trade secrets and medical records, and automatically secures the e-mails, Web searches, Internet chats and phone calls of Americans and others around the world, the documents show.

The files show that the agency is still stymied by some encryption, as Mr. Snowden suggested in a question-and-answer session on The Guardian’s Web site in June. “Properly implemented strong crypto systems are one of the few things that you can rely on,” he said, though cautioning that the N.S.A. often bypasses the encryption altogether by targeting the computers at one end or the other and grabbing text before it is encrypted or after it is decrypted.

Because strong encryption can be so effective, classified N.S.A. documents make clear, the agency’s success depends on working with Internet companies — by getting their voluntary collaboration, forcing their cooperation with court orders or surreptitiously stealing their encryption keys or altering their software or hardware.

At Microsoft, as The Guardian has reported, the N.S.A. worked with company officials to get pre-encryption access to Microsoft’s most popular services, including Outlook e-mail, Skype Internet phone calls and chats, and SkyDrive, the company’s cloud storage service.

Simultaneously, the N.S.A. has been deliberately weakening the international encryption standards adopted by developers. One goal in the agency’s 2013 budget request was to “influence policies, standards and specifications for commercial public key technologies,” the most common encryption method. Cryptographers have long suspected that the agency planted vulnerabilities in a standard adopted in 2006 by the National Institute of Standards and Technology and later by the International Organization for Standardization, which has 163 countries as members. Classified N.S.A. memos appear to confirm that the fatal weakness, discovered by two Microsoft cryptographers in 2007, was engineered by the agency. The N.S.A. wrote the standard and aggressively pushed it on the international group, privately calling the effort “a challenge in finesse.” “Eventually, N.S.A. became the sole editor,” the memo says.

But the agencies’ goal was to move away from decrypting targets’ tools one by one and instead decode, in real time, all of the information flying over the world’s fiber optic cables and through its Internet hubs, only afterward searching the decrypted material for valuable intelligence. A 2010 document calls for “a new approach for opportunistic decryption, rather than targeted.” By that year, a Bullrun briefing document claims that the agency had developed “groundbreaking capabilities” against encrypted Web chats and phone calls. Its successes against Secure Sockets Layer and virtual private networks were gaining momentum.

Ladar Levison, the founder of Lavabit, wrote a public letter to his disappointed customers, offering an ominous warning. “Without Congressional action or a strong judicial precedent,” he wrote, “I would strongly recommend against anyone trusting their private data to a company with physical ties to the United States.”

Consumer protection advocates are outraged that such radically pro-corporate deals are being hidden and negotiated away from public view. “Consumer organizations shouldn’t have to rely on leaks to find out about negotiations that will have a major impact on consumers’ lives,” said Amanda Long, general director of the UK-based Consumers International, on Wednesday. “Without greater transparency, the negotiations can’t be exposed to the scrutiny needed to design a good agreement and build public trust, this must be a priority.” The impact of such an agreement will indeed be major: “The TISA provisions in their current form will establish a wide range of new grounds for domestic regulations to be challenged by corporations—even those without a local presence in that country,” WikiLeaks concluded. Kelsey observed, “As President Obama said of the [TPP] in October 2015, these agreements are about the U.S. making the rules for the global economy in the 21st century[…] in ways that ‘reflect America’s values.'”

Citigroup’s top economist Willem Buitler said in 2011 that the water market will soon be hotter the oil market (for example, see this and this): “Water as an asset class will, in my view, become eventually the single most important physical-commodity based asset class, dwarfing oil, copper, agricultural commodities and precious metals.” In its recent 2012 Water Investment Conference, Citigroup has identified top 10 trends in the water sector, as follows:

Specifically, a lucrative opportunity in water is in hydraulic fracturing (or fracking), as it generates massive demand for water and water services. Each oil well developed requires 3 to 5 million gallons of water, and 80% of this water cannot be reused because it’s three to 10 times saltier than seawater. Citigroup recommends water-rights owners sell water to fracking companies instead of to farmers because water for fracking can be sold for as much as $3,000 per acre-foot instead of only $50 per acre/foot to farmers.

One of the world’s largest banks, JPMorgan Chase has aggressively pursued water and infrastructure worldwide. In October 2007, it beat out rivals Morgan Stanley and Goldman Sachs to buy U.K.’s water utility Southern Water with partners Swiss-based UBS and Australia’s Challenger Infrastructure Fund. This banking empire is controlled by the Rockefeller family; the family patriarch David Rockefeller is a member of the elite and secretive Bilderberg Group, Council on Foreign Relations, and Trilateral Commission.

Barclays PLC is a U.K.-based major global financial services provider operating in all over the world with roots in London since 1690; it operates through its subsidiary Barclays Bank PLC and its investment bank called Barclays Capital. Barclays Bank’s unit Barclays Global Investors manages an exchange-traded fund (ETF) called iShares S&P Global Water, which is listed on the London Stock Exchanges and can be purchased like any ordinary share through a broker. Touting the iShares S&P Global Water as offering “a broad based exposure to shares of the world’s largest water companies, including water utilities and water equipment stocks” of water companies around the world, this fund as of March 31, 2007 was valued at U.S.$33.8 million.

Deutsche Bank is one of the major players in the water sector worldwide. Its Deutsche Bank Advisors have identified water as a part of the climate investment strategies. In its presentation, “Global Warming: Implications for Investors,” they have identified the four following major areas for water investment: § Distribution and management: (1) Supply and recycling, (2) water distribution and sewage, (3) water management and engineering. § Water purification: (1) Sewage purification, (2) disinfection, (3) desalination, (4) monitoring. § Water efficiency (demand): (1) Home installation, (2) gray-water recycling, (3) water meters. § Water and nutrition: (1) Irrigation, (2) bottled water.

Moreover, Deutsche Bank has channeled €6 billion (U.S.$8.55 billion) into climate change funds, which will target companies with products that cut greenhouse gases or help people adapt to a warmer world, in sectors from agriculture to power and construction (Reuters, October 18, 2007). In addition to SCM, Deutsche Bank also has the RREEF Infrastructure, part of RREEF Alternative Investments, headquartered in New York with main hubs in Sydney, Singapore, and London. RREEF Infrastructure has more than €6.7 billion in assets under management. One of its main targets is utilities, including electricity networks, water-treatment or distribution operations, and natural-gas networks. In October 2007, RREEF partnered with Goldman Sachs, GE, Prudential, and Babcok & Brown Ltd. to bid unsuccessfully for U.K.’s water utility Southern Water. § Crediting the boom in European infrastructure investment, the RREEF fund by August 2007 had raised €2 billion (U.S.$2.8 billion); Europe’s infrastructure market is valued at between U.S.$4 trillion to U.S.$6 trillion (DowJones Financial News Online, August 7, 2007). § Bulgaria --- Deutsche Bank Bulgaria is planning to participate in large infrastructure projects, including public-private partnership projects in water and sewage worth up to €1 billion (Sofia Echo Media, February 26, 2008). § Middle East --- Along with Ithmaar Bank B.S.C. (an private-equity investment bank in Bahrain), Deutsche Bank co-managed a U.S.$2 billion Shari'a-compliant Infrastructure and Growth Capital Fund and plans to target U.S.$630 billion in regional infrastructure.

In my 2008 article, I overlooked the astonishingly large land purchases (298,840 acres, to be exact) by the Bush family in 2005 and 2006. In 2006, while on a trip to Paraguay for the United Nation’s children’s group UNICEF, Jenna Bush (daughter of former President George W. Bush and granddaughter of former President George H.W. Bush) reportedly bought 98,840 acres of land in Chaco, Paraguay, near the Triple Frontier (Bolivia, Brazil, and Paraguay). This land is said to be near the 200,000 acres purchased by her grandfather, George H.W. Bush, in 2005. The lands purchased by the Bush family sit over not only South America’s largest aquifer --- but the world’s as well --- Acuifero Guaraní, which runs beneath Argentina, Brazil, Paraguay, and Uruguay. This aquifer is larger than Texas and California combined. Online political magazine Counterpunch quoted Argentinean pacifist Adolfo Perez Esquivel, the winner of 1981 Nobel Peace Prize, who “warned that the real war will be fought not for oil, but for water, and recalled that Acuifero Guaraní is one of the largest underground water reserves in South America….”

Similar scenarios involving the global monetary system — based on the U.S. dollar as a global reserve currency, backed by the fact that oil is traded in American money — have also been associated with other targets of the U.S. government. Some analysts even say a pattern is developing. Iran, for example, is one of the few nations left in the world with a state-owned central bank. And Iraqi despot Saddam Hussein, once armed by the U.S. government to make war on Iran, was threatening to start selling oil in currencies other than the dollar just prior to the Bush administration’s “regime change” mission. While most of the establishment press in America has been silent on the issue of Gadhafi’s gold dinar scheme, in Russia, China, and the global alternative media, the theory has exploded in popularity.

Adding credence to the theory about why Gadhafi had to be overthrown, as The New American reported in March, was the rebels’ odd decision to create a central bank to replace Gadhafi’s state-owned monetary authority. The decision was broadcast to the world in the early weeks of the conflict. In a statement describing a March 19 meeting, the rebel council announced, among other things, the creation of a new oil company. And more importantly: “Designation of the Central Bank of Benghazi as a monetary authority competent in monetary policies in Libya and appointment of a Governor to the Central Bank of Libya, with a temporary headquarters in Benghazi.” The creation of a new central bank, even more so than the new national oil regime, left analysts scratching their heads. “I have never before heard of a central bank being created in just a matter of weeks out of a popular uprising,” noted Robert Wenzel in an analysis for the Economic Policy Journal. “This suggests we have a bit more than a rag tag bunch of rebels running around and that there are some pretty sophisticated influences,” he added. Wenzel also noted that the uprising looked like a “major oil and money play, with the true disaffected rebels being used as puppets and cover” while the transfer of control over money and oil supplies takes place.

See this,  this and this. They are, in reality, about oil. And protecting Israel (and read the section entitled “Securing the Realm” here). But as AFP reports today, there is another major motivation for the expanding wars: The latest round of American sanctions are aimed at shutting down Iran’s central bank, a senior US official said Thursday, spelling out that intention directly for the first time. “We do need to close down the Central Bank of Iran (CBI),” the official told reporters on condition of anonymity, while adding that the United States is moving quickly to implement the sanctions, signed into law last month. *** Foreign central banks that deal with the Iranian central bank on oil transactions could also face similar restrictions under the new law, which has sparked fears of damage to US ties with nations like Russia and China. “If a correspondent bank of a US bank wants to do business with us and they’re doing business with CBI or other designated Iranian banks… then they’re going to get in trouble with us,” the US official said.

Which is actually more homophobic: questioning the Clinton Foundation’s lucrative relationship to those intensely anti-gay regimes, or cheering and defending that relationship? All the evidence points to the latter. But whatever else is true, it is a blatant insult to everyone’s intelligence to claim that the motive of these regimes in transferring millions to the Clinton Foundation is a selfless desire to help them in their noble work. Another primary project of the Clinton Foundation is the elimination of wealth inequality, which “leads to significant economic disparities, both within and among countries, and prevents underserved populations from realizing their potential.” Who could possibly maintain that the reason the Qatari and Emirates regimes donated millions to the Clinton Foundation was their desire to eliminate such economic oppression?

It doesn’t exactly take a jaded disposition to doubt that these donations from some of the world’s most repressive regimes are motivated by a desire to aid the Clinton Foundation’s charitable work. To the contrary, it just requires basic rationality. That’s particularly true given that these regimes “have donated vastly more money to the Clinton Foundation than they have to most other large private charities involved in the kinds of global work championed by the Clinton family.” For some mystifying reason, they seem particularly motivated to transfer millions to the Clinton Foundation but not the other charities around the world doing similar work. Why might that be? What could ever explain it? Some Clinton partisans, unwilling to claim that Gulf tyrants have charity in their hearts when they make these donations to the Clinton Foundation, have settled on a different tactic: grudgingly acknowledging that the motive of these donations is to obtain access and favors, but insisting that no quid pro quo can be proven. In other words, these regimes were tricked: They thought they would get all sorts of favors through these millions in donations, but Hillary Clinton was simply too honest and upstanding of a public servant to fulfill their expectations. The reality is that there is ample evidence uncovered by journalists suggesting that regimes donating money to the Clinton Foundation received special access to and even highly favorable treatment from the Clinton State Department. But it’s also true that nobody can dispositively prove the quid pro quo. Put another way, one cannot prove what was going on inside Hillary Clinton’s head at the time that she gave access to or otherwise acted in the interests of these donor regimes: Was she doing it as a favor in return for those donations, or simply because she has a proven affinity for Gulf State and Arab dictators, or because she was merely continuing decades of U.S. policy of propping up pro-U.S. tyrants in the region?

While this “no quid pro quo proof” may be true as far as it goes, it’s extremely ironic that Democrats have embraced it as a defense of Hillary Clinton. After all, this has long been the primary argument of Republicans who oppose campaign finance reform, and indeed, it was the primary argument of the Citizens United majority, once depicted by Democrats as the root of all evil. But now, Democrats have to line up behind a politician who, along with her husband, specializes in uniting political power with vast private wealth, in constantly exploiting the latter to gain the former, and vice versa. So Democrats are forced to jettison all the good-government principles they previously claimed to believe and instead are now advocating the crux of the right-wing case against campaign finance reform: that large donations from vested factions are not inherently corrupting of politics or politicians. Indeed, as I documented in April, Clinton-defending Democrats have now become the most vocal champions of the primary argument used by the Citizens United majority. “We now conclude,” wrote Justice Anthony Kennedy for the Citizens United majority, “that independent expenditures, including those made by corporations, do not give rise to corruption or the appearance of corruption.” That is now exactly the argument Clinton loyalists are spouting to defend the millions in donations from tyrannical regimes (as well as Wall Street banks and hedge funds): Oh, there’s no proof there’s any corruption going on with all of this money. The elusive nature of quid pro quo proof — now the primary Democratic defense of Clinton — has also long been the principal argument wielded by the most effective enemy of campaign finance reform, GOP Sen. Mitch McConnell. This is how USA Today, in 1999, described the arguments of McConnell and his GOP allies when objecting to accusations from campaign finance reform advocates that large financial donations are corrupting:

So if you want to defend the millions of dollars that went from tyrannical regimes to the Clinton Foundation as some sort of wily, pragmatic means of doing good work, go right ahead. But stop insulting everyone’s intelligence by pretending that these donations were motivated by noble ends. Beyond that, don’t dare exploit LGBT rights, AIDS, and other causes to smear those who question the propriety of receiving millions of dollars from the world’s most repressive, misogynistic, gay-hating regimes. Most important, accept that your argument in defense of all these tawdry relationships — that big-money donations do not necessarily corrupt the political process or the politicians who are their beneficiaries — has been and continues to be the primary argument used to sabotage campaign finance reform. Given who their candidate is, Democrats really have no choice but to insist that these sorts of financial relationships are entirely proper (needless to say, Goldman Sachs has also donated millions to the Clinton Foundation, but Democrats proved long ago they don’t mind any of that when they even insisted that it was perfectly fine that Goldman Sachs enriched both Clintons personally with numerous huge speaking fees — though Democrats have no trouble understanding why Trump’s large debts to Chinese banks and Goldman Sachs pose obvious problems). But — just as is true of their resurrecting a Cold War template and its smear tactics against their critics — the benefits derived from this tactic should not obscure how toxic it is and how enduring its consequences will likely be.

Churkin, for his part, stressed that Russia as well as Iran bear the biggest responsibility for the deterioration of the situation in Syria. He noted in turn, that it is pointless to point fingers and blame anyone for the Syrian crisis, adding that: “Everybody’s responsible. It is easy for me to point the finger but I think simply the situation was misjudged from the outset and then it was allowed to degenerate and how far it will go, I do not know.” Should Churkin’s statement about an US – Russian consensus about President Al-Assad hold true, than the war in Syria and Iraq could, potentially enter a new phase in which Turkey, whom Pakistani Major (r) Agha H. Amin described as “NATO’s odd wolf” could become NATO’s next target. Thus far, the development of the war in Syria has been largely consistent with the assessment Agha H. Amin made in a February 2013 interview with nsnbc ( see related article below).

The Intercept has confirmed that as of 2013, the NSA was actively using MYSTIC to gather cell-phone metadata in five countries, and was intercepting voice data in two of them. Documents show that the NSA has been generating intelligence reports from MYSTIC surveillance in the Bahamas, Mexico, Kenya, the Philippines, and one other country, which The Intercept is not naming in response to specific, credible concerns that doing so could lead to increased violence. The more expansive full-take recording capability has been deployed in both the Bahamas and the unnamed country. MYSTIC was established in 2009 by the NSA’s Special Source Operations division, which works with corporate partners to conduct surveillance. Documents in the Snowden archive describe it as a “program for embedded collection systems overtly installed on target networks, predominantly for the collection and processing of wireless/mobile communications networks.”

If an entire nation’s cell-phone calls were a menu of TV shows, MYSTIC would be a cable programming guide showing which channels offer which shows, and when. SOMALGET would be the DVR that automatically records every show on every channel and stores them for a month. MYSTIC provides the access; SOMALGET provides the massive amounts of storage needed to archive all those calls so that analysts can listen to them at will after the fact. According to one NSA document, SOMALGET is “deployed against entire networks” in the Bahamas and the second country, and processes “over 100 million call events per day.”

When U.S. drug agents need to tap a phone of a suspected drug kingpin in another country, they call up their counterparts and ask them set up an intercept. To facilitate those taps, many nations – including the Bahamas – have hired contractors who install and maintain so-called lawful intercept equipment on their telecommunications. With SOMALGET, it appears that the NSA has used the access those contractors developed to secretly mine the country’s entire phone system for “signals intelligence” –recording every mobile call in the country. “Host countries,” the document notes, “are not aware of NSA’s SIGINT collection.” “Lawful intercept systems engineer communications vulnerabilities into networks, forcing the carriers to weaken,” says Christopher Soghoian, the principal technologist for the American Civil Liberties Union. “Host governments really should be thinking twice before they accept one of these Trojan horses.”

The DEA has long been in a unique position to help the NSA gain backdoor access to foreign phone networks. “DEA has close relationships with foreign government counterparts and vetted foreign partners,” the manager of the NSA’s drug-war efforts reported in a 2004 memo. Indeed, with more than 80 international offices, the DEA is one of the most widely deployed U.S. agencies around the globe. But what many foreign governments fail to realize is that U.S. drug agents don’t confine themselves to simply fighting narcotics traffickers. “DEA is actually one of the biggest spy operations there is,” says Finn Selander, a former DEA special agent who works with the drug-reform advocacy group Law Enforcement Against Prohibition. “Our mandate is not just drugs. We collect intelligence.” What’s more, Selander adds, the NSA has aided the DEA for years on surveillance operations. “On our reports, there’s drug information and then there’s non-drug information,” he says. “So countries let us in because they don’t view us, really, as a spy organization.”

“I seriously don’t think that would be your run-of-the-mill legal interception equipment,” says the former engineer, who worked with hardware and software that typically maxed out at 1,000 intercepts. The NSA, by contrast, is recording and storing tens of millions of calls – “mass surveillance,” he observes, that goes far beyond the standard practices for lawful interception recognized around the world. The Bahamas Telecommunications Company did not respond to repeated phone calls and emails.

The proliferation of private contractors has apparently provided the NSA with direct access to foreign phone networks. According to the documents, MYSTIC draws its data from “collection systems” that were overtly installed on the telecommunications systems of targeted countries, apparently by corporate “partners” cooperating with the NSA. One NSA document spells out that “the overt purpose” given for accessing foreign telecommunications systems is “for legitimate commercial service for the Telco’s themselves.” But the same document adds: “Our covert mission is the provision of SIGINT,” or signals intelligence.

According to the NSA documents, MYSTIC targets calls and other data transmitted on  Global System for Mobile Communications networks – the primary framework used for cell phone calls worldwide. In the Philippines, MYSTIC collects “GSM, Short Message Service (SMS) and Call Detail Records” via access provided by a “DSD asset in a Philippine provider site.” (The DSD refers to the Defence Signals Directorate, an arm of Australian intelligence. The Australian consulate in New York declined to comment.) The operation in Kenya is “sponsored” by the CIA, according to the documents, and collects “GSM metadata with the potential for content at a later date.” The Mexican operation is likewise sponsored by the CIA. The documents don’t say how or under what pretenses the agency is gathering call data in those countries. In the Bahamas, the documents say, the NSA intercepts GSM data that is transmitted over what is known as the “A link”–or “A interface”–a core component of many mobile networks. The A link transfers data between two crucial parts of GSM networks – the base station subsystem, where phones in the field communicate with cell towers, and the network subsystem, which routes calls and text messages to the appropriate destination. “It’s where all of the telephone traffic goes,” says the former engineer.

When U.S. drug agents wiretap a country’s phone networks, they must comply with the host country’s laws and work alongside their law enforcement counterparts. “The way DEA works with our allies – it could be Bahamas or Jamaica or anywhere – the host country has to invite us,” says Margolis. “We come in and provide the support, but they do the intercept themselves.” The Bahamas’ Listening Devices Act requires all wiretaps to be authorized in writing either by the minister of national security or the police commissioner in consultation with the attorney general. The individuals to be targeted must be named. Under the nation’s Data Protection Act, personal data may only be “collected by means which are both lawful and fair in the circumstances of the case.” The office of the Bahamian data protection commissioner, which administers the act, said in a statement that it “was not aware of the matter you raise.” Countries like the Bahamas don’t install lawful intercepts on their own. With the adoption of international standards, a thriving market has emerged for private firms that are contracted by foreign governments to install and maintain lawful intercept equipment. Currently valued at more than $128 million, the global market for private interception services is expected to skyrocket to more than $970 million within the next four years, according to a 2013 report from the research firm Markets and Markets.

If the U.S. government wanted to make a case for surveillance in the Bahamas, it could point to the country’s status as a leading haven for tax cheats, corporate shell games, and a wide array of black-market traffickers. The State Department considers the Bahamas both a “major drug-transit country” and a “major money laundering country” (a designation it shares with more than 60 other nations, including the U.S.). According to the International Monetary Fund, as of 2011 the Bahamas was home to 271 banks and trust companies with active licenses. At the time, the Bahamian banks held $595 billion in U.S. assets. But the NSA documents don’t reflect a concerted focus on the money launderers and powerful financial institutions – including numerous Western banks – that underpin the black market for narcotics in the Bahamas. Instead, an internal NSA presentation from 2013 recounts with pride how analysts used SOMALGET to locate an individual who “arranged Mexico-to-United States marijuana shipments” through the U.S. Postal Service.

The presentation doesn’t say whether the NSA shared the information with the DEA. But the drug agency’s Special Operations Divison has come under fire for improperly using classified information obtained by the NSA to launch criminal investigations – and then creating false narratives to mislead courts about how the investigations began. The tactic – known as parallel construction – was first reported by Reuters last year, and is now under investigation by the Justice Department’s inspector general. So: Beyond a desire to bust island pot dealers, why would the NSA choose to apply a powerful collection tool such as SOMALGET against the Bahamas, which poses virtually no threat to the United States? The answer may lie in a document that characterizes the Bahamas operation as a “test bed for system deployments, capabilities, and improvements” to SOMALGET. The country’s small population – fewer than 400,000 residents – provides a manageable sample to try out the surveillance system’s features. Since SOMALGET is also operational in one other country, the Bahamas may be used as a sort of guinea pig to beta-test improvements and alterations without impacting the system’s operations elsewhere. “From an engineering point of view it makes perfect sense,” says the former engineer. “Absolutely.”

SOMALGET operates under Executive Order 12333, a Reagan-era rule establishing wide latitude for the NSA and other intelligence agencies to spy on other countries, as long as the attorney general is convinced the efforts are aimed at gathering foreign intelligence. In 2000, the NSA assured Congress that all electronic surveillance performed under 12333 “must be conducted in a manner that minimizes the acquisition, retention, and dissemination of information about unconsenting U.S. persons.” In reality, many legal experts point out, the lack of judicial oversight or criminal penalties for violating the order render the guidelines meaningless. “I think it would be open, whether it was legal or not,” says German, the former FBI agent. “Because we don’t have all the facts about how they’re doing it. For a long time, the NSA has been interpreting their authority in the broadest possible way, even beyond what an objective observer would say was reasonable.” “An American citizen has Fourth Amendment rights wherever they are,” adds Kurt Opsahl, an attorney with the Electronic Frontier Foundation. “Nevertheless, there have certainly been a number of things published over the last year which suggest that there are broad, sweeping programs that the NSA and other government agencies are doing abroad that sweep up the communications of Americans.”

Legal or not, the NSA’s covert surveillance of an entire nation suggests that it will take more than the president’s tepid “limits” to rein in the ambitions of the intelligence community. “It’s almost like they have this mentality – if we can, we will,” says German. “There’s no analysis of the long-term risks of doing it, no analysis of whether it’s actually worth the effort, no analysis of whether we couldn’t take those resources and actually put them on real threats and do more good.” It’s not surprising, German adds, that the government’s covert program in the Bahamas didn’t remain covert. “The undermining of international law and international cooperation is such a long-term negative result of these programs that they had to know would eventually be exposed, whether through a leak, whether through a spy, whether through an accident,” he says. “Nothing stays secret forever. It really shows the arrogance of these agencies – they were just going to do what they were going to do, and they weren’t really going to consider any other important aspects of how our long-term security needs to be addressed.”

“Collecting an inventory [like this] on world networks has big ramifications,” Nohl said, because it allows the NSA to track and circumvent upgrades in encryption technology used by cellphone companies to shield calls and texts from eavesdropping. Evidence that the agency has deliberately plotted to weaken the security of communication infrastructure, he added, was particularly alarming. “Even if you love the NSA and you say you have nothing to hide, you should be against a policy that introduces security vulnerabilities,” Nohl said, “because once NSA introduces a weakness, a vulnerability, it’s not only the NSA that can exploit it.”

The AURORAGOLD operation is carried out by specialist NSA surveillance units whose existence has not been publicly disclosed: the Wireless Portfolio Management Office, which defines and carries out the NSA’s strategy for exploiting wireless communications, and the Target Technology Trends Center, which monitors the development of new communication technology to ensure that the NSA isn’t blindsided by innovations that could evade its surveillance reach. The center’s logo is a picture of the Earth overshadowed by a large telescope; its motto is “Predict – Plan – Prevent.”

The NSA documents reveal that, as of May 2012, the agency had collected technical information on about 70 percent of cellphone networks worldwide—701 of an estimated 985—and was maintaining a list of 1,201 email “selectors” used to intercept internal company details from employees. (“Selector” is an agency term for a unique identifier like an email address or phone number.) From November 2011 to April 2012, between 363 and 1,354 selectors were “tasked” by the NSA for surveillance each month as part of AURORAGOLD, according to the documents. The secret operation appears to have been active since at least 2010.

By covertly monitoring GSMA working groups in a bid to identify and exploit security vulnerabilities, the NSA has placed itself into direct conflict with the mission of the National Institute for Standards and Technology, or NIST, the U.S. government agency responsible for recommending cybersecurity standards in the United States. NIST recently handed out a grant of more than $800,000 to GSMA so that the organization could research ways to address “security and privacy challenges” faced by users of mobile devices. The revelation that the trade group has been targeted for surveillance may reignite deep-seated tensions between NIST and NSA that came to the fore following earlier Snowden disclosures. Last year, NIST was forced to urge people not to use an encryption standard it had previously approved after it emerged NSA had apparently covertly worked to deliberately weaken it.

One of the prime targets monitored under the AURORAGOLD program is the London-headquartered trade group, the GSM Association, or the GSMA, which represents the interests of more than 800 major cellphone, software, and internet companies from 220 countries. The GSMA’s members include U.S.-based companies such as Verizon, AT&T, Sprint, Microsoft, Facebook, Intel, Cisco, and Oracle, as well as large international firms including Sony, Nokia, Samsung, Ericsson, and Vodafone. The trade organization brings together its members for regular meetings at which new technologies and policies are discussed among various “working groups.” The Snowden files reveal that the NSA specifically targeted the GSMA’s working groups for surveillance.

The NSA focuses on intercepting obscure but important technical documents circulated among the GSMA’s members known as “IR.21s.” Most cellphone network operators share IR.21 documents among each other as part of agreements that allow their customers to connect to foreign networks when they are “roaming” overseas on a vacation or a business trip. An IR.21, according to the NSA documents, contains information “necessary for targeting and exploitation.” The details in the IR.21s serve as a “warning mechanism” that flag new technology used by network operators, the NSA’s documents state. This allows the agency to identify security vulnerabilities in the latest communication systems that can be exploited, and helps efforts to introduce new vulnerabilities “where they do not yet exist.” The IR.21s also contain details about the encryption used by cellphone companies to protect the privacy of their customers’ communications as they are transmitted across networks. These details are highly sought after by the NSA, as they can aid its efforts to crack the encryption and eavesdrop on conversations.

Last year, the Washington Post reported that the NSA had already managed to break the most commonly used cellphone encryption algorithm in the world, known as A5/1. But the information collected under AURORAGOLD allows the agency to focus on circumventing newer and stronger versions of A5 cellphone encryption, such as A5/3. The documents note that the agency intercepts information from cellphone operators about “the type of A5 cipher algorithm version” they use, and monitors the development of new algorithms in order to find ways to bypass the encryption. In 2009, the British surveillance agency Government Communications Headquarters conducted a similar effort to subvert phone encryption under a project called OPULENT PUP, using powerful computers to perform a “crypt attack” to penetrate the A5/3 algorithm, secret memos reveal. By 2011, GCHQ was collaborating with the NSA on another operation, called WOLFRAMITE, to attack A5/3 encryption. (GCHQ declined to comment for this story, other than to say that it operates within legal parameters.)

The extensive attempts to attack cellphone encryption have been replicated across the Five Eyes surveillance alliance. Australia’s top spy agency, for instance, infiltrated an Indonesian cellphone company and stole nearly 1.8 million encryption keys used to protect communications, the New York Times reported in February.

The NSA’s documents show that it focuses on collecting details about virtually all technical standards used by cellphone operators, and the agency’s efforts to stay ahead of the technology curve occasionally yield significant results. In early 2010, for instance, its operatives had already found ways to penetrate a variant of the newest “fourth generation” smartphone-era technology for surveillance, years before it became widely adopted by millions of people in dozens of countries. The NSA says that its efforts are targeted at terrorists, weapons proliferators, and other foreign targets, not “ordinary people.” But the methods used by the agency and its partners to gain access to cellphone communications risk significant blowback. According to Mikko Hypponen, a security expert at Finland-based F-Secure, criminal hackers and foreign government adversaries could be among the inadvertent beneficiaries of any security vulnerabilities or encryption weaknesses inserted by the NSA into communication systems using data collected by the AURORAGOLD project.

Vines, the NSA spokeswoman, told The Intercept that the agency was committed to ensuring an “open, interoperable, and secure global internet.” “NSA deeply values these principles and takes great care to honor them in the performance of its lawful foreign-intelligence mission,” Vines said.

To ground the Musgrove discussions in the primary sources, Archive staff prepared a 450-page conference briefing book containing 70 key documents, primarily on the early Nunn-Lugar years from 1991 through 1997, but also including the March 2013 summary of Nunn-Lugar success that is featured on The Lugar Center website. The documents range from telcons of President George H. W. Bush's conversations with then-Soviet leader Mikhail Gorbachev about safe dismantling of nuclear warheads in 1991, to the memcons of the Bush meetings with Russian President Boris Yeltsin in 1992 on nuclear weapons withdrawal from the former Soviet republics, to the State Department cables about negotiations with Ukraine over the Soviet-era nuclear weapons located there. Sources of the documents range from Freedom of Information Act requests to the Bush Presidential Library, to donations by veterans such as Ambassador James Goodby and experts such as David Hoffman, to files at the Archives of the Russian Federation in Moscow and at the Hoover Institution at Stanford.

Today's posting is the first in the Nunn-Lugar series of electronic briefing books in Russian and English that will make widely available the documents from all sides. The transcripts of the "critical oral history" conferences organized by the Archive will provide the foundation for one or more books analyzing the Nunn-Lugar experience, and will guide further research both by the Archive staff and by the conference participants. Maintaining this expert dialogue about the cooperative threat reduction experience will also make a significant contribution to the ongoing challenge of U.S.-Russia engagement.

In November 2015 the former Japanese Ambassador to Switzerland, Mitshei Murata, called on the President of the International Olympic Committee to move the 2020 Olympics from Tokyo or to cancel the games. Murata noted that he, as many others feel the Olympic Summer Games under these circumstances should be canceled and the preparations abandoned. Murata wrote: Not only do we have a continued contamination of the groundwater and the Pacific Ocean by the unstable plant, but the brittle structure of the damaged plant represents itself a serious threat, in particular in our earthquake prone region. Given the relative proximity of Tokyo, just some 200km South of Fukushima, represents in my view an ongoing risk for our largest city, for its citizens and all visitors. You might agree that one more alarming development as the recent earthquake of magnitude 8.1 just some weeks ago might indeed increase the pressure to stop the planning process of the 2020 games all together.

Putin has offered solutions from the very onset, it was Washington that rejected those remedies. Putin supported the so called Geneva communique dating back to 2012. In fact, it was then-Secretary of State Hillary Clinton who threw a wrench in the proceedings by demanding that Assad not be part of any transitional governing body. (Note: Now Obama has caved on this demand.) Russia saw her demand as tantamount to regime change, which it was since Assad is the internationally-recognized head of state and fully entitled to be a part of any transitional government. US rejectionism sabotaged efforts for internationally-monitored “free and fair multi-party elections” and ended any chance for a speedy end to the war. Washington was more determined to get its own way (“Assad must go”) then to save the lives of tens of thousands of civilians who have died since Clinton walked away from Geneva. And now Kerry is extending the olive branch? Now Washington pretends to care about the “total destruction” of Syria? I’m not buying it. What Kerry cares about is his hoodlum “head-chopper” buddies that are being turned into shredded wheat by Russian Daisy Cutters. That’s what he cares about. Take a look at this from RT:

Toner is backpeddling so fast he’s not even sure what he’s saying. Clearly, the administration is so flustered by developments on the ground in Syria, and so eager to stop the killing of US-backed jihadis, that they sent poor Toner out to talk to the media before he’d even gotten his talking points figured out. What a joke. The administration has gone from refusing to meet with a high-level Russian delegation just last week (to talk about coordinating airstrikes in Syria), to completely capitulating on their ridiculous “Assad must go” position today. That’s quite a reversal, don’t you think? I’m surprised they didn’t just run a big white Flag up over 1600 Pennsylvania Ave. while the Marine Band played Taps. But don’t think that this latest humiliation will derail Washington’s plan for destroying Syria as a functioning, sovereign state and carving it into a million powerless statelets that pose no threat to Big Oil’s pipeline corridors, or US military bases, or Israel’s sprawling Zionist Valhalla. Because it won’t. That plan is still right on track despite Putin’s efforts to crush the militants and defend the borders.

Topple Assad and partition the country. Destroy Syria once and for all. That is Washington’s operating strategy. It’s a plan that was first proposed by Brooking’s analyst Michael O’Hanlon who recently said: “…a future Syria could be a confederation of several sectors: one largely Alawite (Assad’s own sect), spread along the Mediterranean coast; another Kurdish, along the north and northeast corridors near the Turkish border; a third primarily Druse, in the southwest; a fourth largely made up of Sunni Muslims; and then a central zone of intermixed groups in the country’s main population belt from Damascus to Aleppo… Under such an arrangement, Assad would ultimately have to step down from power in Damascus… A weak central government would replace him. But most of the power, as well as most of the armed forces. would reside within the individual autonomous sectors — and belong to the various regional governments… American and other foreign trainers would need to deploy inside Syria, where the would-be recruits actually live — and must stay, if they are to protect their families. (Syria’s one hope may be as dim as Bosnia’s once was, Michael O’ Hanlon, Reuters)

Once again, the same theme repeated: Topple Assad and partition the country. Of course, the US will have to train “would-be recruits” to police the natives and prevent the buildup of any coalition or militia that might threaten US imperial ambitions in the region. But that goes without saying. (By the way, Hillary Clinton has already thrown her support behind the O’Hanlon plan emphasizing the importance of “safe zones” that could be used to harbor Sunni militants and other enemies of the state.)

(Note: As this article was going to press, the Turkish Daily Zaman reported that: “….the US and several European and Gulf states…have agreed to a plan under which Syria’s embattled President Bashar al-Assad will remain in power for the next six months during a transition period….Turkey has abandoned its determination [to get rid of Assad] and has agreed on an interim period with Assad in place,” former Foreign Minister Yaşar Yakış told Today’s Zaman on Tuesday….If the Syrian people decide to continue with Assad, then there is not much Turkey can object to.” (Report: Turkey agrees to Syria political transition involving Assad, Today’s Zaman) This story has not yet appeared in any western media. Obama’s Syrian policy has completely collapsed.

The first shot was fired on Monday. Teradata, which sells analytics tools for Big Data, warned that quarterly revenues plunged 21% in Asia and 19% in the Middle East and Africa. Wednesday evening, it was IBM’s turn to confess that its hardware sales in China had simply collapsed. Every word was colored by Edward Snowden’s revelations about the NSA’s hand-in-glove collaboration with American tech companies, from startups to mastodons like IBM.
