  • The U.S. Pentagon is expected to announce Friday that it will end its oft-criticized $500 million program to train and equip Syrian rebels, offering further evidence of the Obama administration’s incoherent and failed strategy in Syria and beyond. According to the New York Times, which broke the news, Pentagon officials will officially announce the end of the program on Friday, as Defense Secretary Ashton B. Carter leaves London after meetings with his British counterpart, Defense Minister Michael Fallon, about the continuing wars in Syria and Iraq. “A senior Defense Department official, who was not authorized to speak publicly and who spoke on the condition of anonymity, said that there would no longer be any more recruiting of so-called moderate Syrian rebels to go through training programs in Jordan, Qatar, Saudi Arabia or the United Arab Emirates,” the Times reports. “Instead, a much smaller training center would be set up in Turkey, where a small group of ‘enablers’— mostly leaders of opposition groups—would be taught operational maneuvers like how to call in airstrikes.” The program had been criticized from the beginning, with many charging that the strategy would merely lead to deeper chaos and regional instability—all while being based on mistaken assumptions.

Lloyd J. Austin III, head of the U.S. Central Command which has responsibility for the Middle East.”

  • The Palestinian Ministry of Trade and Industry has opened a legal investigation to determine which companies deal with Israel in the occupied territories at the request of the Ministry of Foreign Affairs after it had been informed by the Organisation of Islamic Cooperation that the British-based multinational security services company G4S, which works for Israel in the occupied Palestinian territories, is suspected to have branches in Kuwait, Al-Quds newspaper reported on Tuesday. Meanwhile, sources told the newspaper that Kuwait's Ministry of Commerce has asked the relevant departments to check if G4S has a license to operate in Kuwait and to immediately notify it to stop dealing with Israel in the occupied Palestinian territories, or else the company's license will be cancelled and it will be prevented it from operating in Kuwait. Sources also noted that Kuwait's law number 21 of the year 46 states that Israeli products must be boycotted and prohibits dealing with Israeli companies, stipulating that any company that violates this law or deals with a banned entity will be punished.
  • The Kuwaiti Ministry of Commerce has recently ended its cooperation with 50 European companies because of their activities in the settlements built on the occupied territories of 1967. This decision reflects the official position of the specialised committees in the Organisation of Islamic Cooperation and the Arab League, in response to the important popular and parliamentary pressures that have been pushing in this direction for four years in coordination with the National Boycott Committee. Recently, the opportunities for having similar positions in different parts of the Arab world have been increasing, which will strongly encourage the economic boycott of these companies on the global level. Al-Quds reported that the Municipality of Kuwait decided earlier to exclude French company Veolia from a huge contract for solid waste treatment, valued at $750 million, because of its involvement in Israeli projects contrary to international law. It is also "excluding Veolia from any future projects," following an appeal from the National Boycott Committee.

  • The cease-fire announced Tuesday between Israel and Palestinian factions — if it holds — will end seven weeks of fighting that killed more than 2,200 Gazans and 69 Israelis. But as the rival camps seek to put their spin on the outcome, one assessment of Israel’s Gaza operation that won’t be publicized is the U.S. military’s. Though the Pentagon shies from publicly expressing judgments that might fall afoul of a decidedly pro-Israel Congress, senior U.S. military sources speaking on condition of anonymity offered scathing assessments of Israeli tactics, particularly in the Shujaiya neighborhood of Gaza City. One of the more curious moments in Israel’s Operation Protective Edge came on July 20, when a live microphone at Fox News caught U.S. Secretary of State John Kerry commenting sarcastically on Israel’s military action. “It’s a hell of a pinpoint operation,” Kerry said. “It’s a hell of a pinpoint operation.”
  • According to this senior U.S. officer, who had access to the July 21 Pentagon summary of the previous 24 hours of Israeli operations, the internal report showed that 11 Israeli artillery battalions — a minimum of 258 artillery pieces, according to the officer’s estimate — pumped at least 7,000 high explosive shells into the Gaza neighborhood, which included a barrage of some 4,800 shells during a seven-hour period at the height of the operation. By Sunday night, Palestinian officials were denouncing the bombardment of Shujaiya as a massacre, and international pressure mounted on the Israeli government to explain the heavy casualty toll being inflicted on Gaza civilians. The IDF told the press that Shujaiya had been a “fortress for Hamas terrorists” and reiterated that while Israel had “warned civilians” to evacuate, “Hamas ordered them to stay. Hamas put them in the line of fire.”

Gen. Robert Gard when told the numbers of artillery pieces and rounds fired during the July 21 action. “That rate of fire over that period of time is astonishing. If the figures are even half right, Israel’s response was absolutely disproportionate.” A West Point graduate who is a veteran of two wars and is the chairman of the Center for Arms Control and Non-Proliferation in Washington, D.C., he added that even if Israeli artillery units fired guided munitions, it would have made little difference.

A walking barrage isn’t.” That the Israelis explained the civilian casualty toll by saying the neighborhood’s noncombatant population had been ordered to stay in their homes and were used as human shields by Hamas reinforced the belief among some senior U.S. officers that artillery fire into Shujaiya was indiscriminate.  “Listen, we know what it’s like to kill civilians in war,” said the senior U.S. officer. “Hell, we even put it on the front pages. We call it collateral damage. We absolutely try to minimize it, because we know it turns people against you. Killing civilians is a sure prescription for defeat. But that’s not what the IDF did in Shujaiya on July 21. Human shields? C’mon, just own up to it.”

Can't say that I'd shed any tears over British disarmament, or global disarmament for that matter.   But note that the article says UK has 255 warheads, with 160 of them deployed on Trident missiles. That makes it 95 warheads unaccounted for by the article. In storage somewhere, or deployable by aircraft?  According to Wikipedia, the Panavia Tornado fighter-bombers in the UK air force are cable of delivering air-dropped nuclear weapons. .

  • According to a new poll released by International Consulting Services (ICS), approximately 57% of Venezuelans have confidence that the Venezuelan government of President Nicolas Maduro will improve the economy. The poll also featured several results which suggest that Chavismo continues to be the preferred political option for the country's citizens.  In the midst of an economic crisis triggered by crashing oil prices and economic war in which basic goods remain scarce, only one fourth of Venezuelans regard scarcities as the country's biggest problem. This finding contradicts the image of widespread hunger and desperation among Venezuelans projected by the international media.  Moreover, in the face of an inflation rate fast approaching 70%, only 1 in 10 Venezuelans consider inflation as the nation's principal issue. Rather, insecurity, a perennial problem in Venezuela, remains the top concern for half of the country's citizens. 
  • The study also contained some unexpected findings regarding upcoming parliamentary elections. Contrary to international predictions of a landslide victory for the opposition, 43.6% of Venezuelans said they would vote for the United Socialist Party of Venezuela (PSUV) and its allied parties if elections were held today.  This figure means that even in the midst of acute economic difficulties, the PSUV retains a strong lead over the opposition, which was the preference of less than 32% of poll respondents.  Additionally, the poll found that on the eve of the second anniversary of the death of Hugo Rafael Chávez Frías, around 62% of Venezuelans consider themselves chavistas, or "partisans... of the ideals" of the late Venezuelan leader. This result attests to the ongoing majoritarian popularity of the Bolivarian project initiated by Chávez, even despite his physical absence.

  • Iraq’s army has shot down two British planes as they were carrying weapons for the ISIL terrorists in Al-Anbar province, a senior lawmaker disclosed on Monday. “The Iraqi Parliament’s National Security and Defense Committee has access to the photos of both planes that are British and have crashed while they were carrying weapons for the ISIL,” Head of the committee Hakem al-Zameli said, according to a Monday report of the Arabic-language information center of the Islamic Supreme Council of Iraq. He said the Iraqi parliament has asked London for explanations in this regard. The senior Iraqi legislator further unveiled that the government in Baghdad is receiving daily reports from people and security forces in al-Anbar province on numerous flights by the US-led coalition planes that airdrop weapons and supplies for ISIL in terrorist-held areas.
  • The Iraqi lawmaker further noted the cause of such western aids to the terrorist group, and explained that the US prefers a chaotic situation in Anbar Province which is near the cities of Karbala and Baghdad as it does not want the ISIL crisis to come to an end. Al-Zameli had also disclosed in January that the anti-ISIL coalition’s planes have dropped weapons and foodstuff for the ISIL in Salahuddin, Al-Anbar and Diyala provinces. Al-Zameli underlined that  the coalition is the main cause of ISIL’s survival in Iraq.

He said the coalition’s support for the ISIL is now evident to everyone, and continued, “The coalition has not targeted ISIL’s main positions in Iraq.”

The US claimed that it had airdropped weapons and medical aid to Kurdish fighters confronting the ISIL in Kobani, near the Turkish border in Northern Syria. The US Defense Department said that it had airdropped 28 bundles of weapons and supplies, but one of them did not make it into the hands of the Kurdish fighters. Video footage later showed that some of the weapons that the US airdropped were taken by ISIL militants. The Iranian commander insisted that the US had the necessary intelligence about ISIL’s deployment in the region and that their claims to have mistakenly airdropped weapons to them are as unlikely as they are untrue.

Said blackmail attempt backfires horribly when as a result, the head of the French central bank makes it clear that not only is the US Dollar's reserve currency status not sacrosanct, but "the world" will now actively seek to avoid USD-transactions in order to escape the tentacle of global "pax Americana." And, the biggest irony of all is that in "punishing" France for dealing with Russia, that core country of the Eurasian alliance of Russia and China, the US merely accelerated the gravitation of France (and all of Europe) precisely toward Eurasia, toward a multi-polar (sorry fanatic believers in a one world SDR-based currency) and away from the greenback.

  • After seizing her from her home in the middle of the night last week, Israeli occupation forces have ordered that a Palestinian lawmaker be held without charge or trial for six months. Palestinian Legislative Council member Khalida Jarrar was given a so-called “administrative detention” order on Sunday, the Palestinian prisoners’ rights group Addameer said in a statement.
  • Jarrar is one of 15 Palestinian legislators and 23 female political prisoners currently detained by Israeli occupation forces, Addameer states. Jarrar, a prominent member of the Popular Front for the Liberation of Palestine, is closely involved in prisoner issues. Last August, Israeli occupation forces issued Jarrar with an order banishing her to Jericho. She defied the order, remaining in her home in the occupied West Bank town of al-Bireh from where she was arrested by dozens of armed soldiers.
  • There are currently six thousand Palestinian political detainees in Israeli prisons, including almost 500 administrative detainees, according to Addameer’s most recent statistics. Human rights defenders have consistently condemned Israel’s practice of prolonged detention of Palestinians without charge or trial. In a 2012 report, Amnesty International called on Israel to stop using administrative detention – a relic of British colonial rule in Palestine – and urged “the immediate and unconditional release [of] prisoners of conscience held just for peacefully exercising their rights to freedom of expression and assembly.” Amnesty says that administrative detainees, like many other Palestinian prisoners, “have been subjected to violations such as the use of torture and other ill-treatment during interrogation, as well as cruel and degrading treatment during their detention, sometimes as punishment for hunger strikes or other protests.”

  • Administrative detention orders are indefinitely renewable. Addameer says that it considers administrative detention to be a war crime under the terms of the Fourth Geneva Convention governing the rights of civilians in occupied territory. Jarrar’s arrest, it states, is “part of the systemic targeting of Palestinian political figures in order to criminalize their work and to silence them and stop them from practicing their roles in defending and supporting the Palestinian cause.”

  • The US military plans to maintain a presence of thousands of US forces in Afghanistan for “decades,” unnamed senior US military officials told theWashington Post Tuesday. “The US was supposed to leave Afghanistan by 2017. Now it might take decades,” unnamed US military leaders cited by the Post said. The confirmation of long-term US troop deployments to Afghanistan has been prompted by the instability of the US-backed regime in Kabul, whose tenuous hold over the capital is threatened by insurgent forces including the Taliban, al Qaeda and ISIS, the US officials said. Current Afghan President Ashraf Ghani is a US and NATO stooge imposed through a managed election geared to deflect popular hatred of the previous US- backed ruler, Hamid Karzai. Ghani was described by the US officials as a “willing and reliable partner” who can “provide bases to attack terror groups not just in Afghanistan, but also throughout South Asia for as long as the threat in the chronically unstable region persists.” US officials added, “There’s a broad recognition in the Pentagon that building an effective Afghan Army and police force will take a generation’s commitment, including billions of dollars a year in outside funding.”
  • The US-NATO intervention in Afghanistan will also require “constant support from thousands of foreign advisers on the ground,” the officials said. “We’ve learned that you can’t really leave,” an unnamed Pentagon official said. “You’re going to be there for a very long time.” Unnamed Obama administration officials confirmed the White House’s support for the plans, saying that the US intervention is analogous to that in South Korea, where Washington has deployed tens of thousands of soldiers since the end of the Second World War to cement its domination over the Pacific Rim. The Post report, which amounts to a de facto US government press release, comes amid a broader upsurge of escalatory moves by the US military in Central Asia, the Middle East and North Africa. Last week the Obama administration signed orders authorizing the US military to expand its military operations in northeast Afghanistan in the name of targeting the Islamic State. US Department of Defense chief Ashton Carter announced further deployments of US ground forces to Iraq, pledging to put “boots on the ground.” US Vice President Joseph Biden declared that Washington is prepared to seek a “military solution” in Syria. On Friday, US General Joseph F. Dunford said that the US is on the verge of launching “decisive military action” in Libya, in coordination with a NATO coalition.
  • Dunford’s statements have signaled “the opening of a third front in the war against the Islamic State,” according to a New York Times editorial Tuesday. The new US war in Libya “could easily spread to other countries on the continent,” the Times admitted, before calling for the US Congress to pass a new authorization to use military force. With the US and European powers engaged in a competitive scramble over the redivision of the world, the announcement that US forces will remain in Afghanistan for untold decades underscores the centrality of the Central Asian region in the strategic calculations of US imperialism. The US ruling class and military establishment seek to utilize Afghanistan as a permanent military outpost for operations throughout South and Central Asia. Washington is determined to project power throughout the entire Eurasian landmass as part of its campaign to destabilize Russia and China and foster conditions more suitable to US control over the world’s decisive economic centers.

  • Months after Russia became the first country to announce the creation of a state-backed Cryptorouble, Venezuela has followed suit, announcing the creation of El Petro, a state-sanctioned cryptocurrency to be backed by Venezuela’s extensive reserves of crude oil. Venezuela has already broken free of Dollar dependence months ago when Caracas announced it would be trading its oil using China’s Petroyuan. Venezuelan President Nicolas Maduro also stated that he would like to begin trade with Russia in the Rouble. With Venezuela heavily sanctioned by the United States, El Petro looks to be another tool which Venezuela can use to continue and conduct international commerce without relying on Dollar based financial institution.
  • Crucially, while existing Cryptocurrencies tend to create their initial value through an arithmetic process called “mining”, leaving them heavily subject to market fluctuation, El Petro will be backed by a known commodity, oil, thus giving it a clear advantage for risk-averse investors. While the world’s most popular cryptocurrency Bitcoin, has seen its value skyrocket against the Dollar, some remain unconvinced of its long-term prospects for stability. A currency, backed by oil would, by contrast, ostensibly fluctuate in accordance with the well established global price of Brent Crude.
