The Syrian Arab Army (SAA) achieved its greatest victory in the four year-long war on Tuesday when it recaptured the strategic Kuweires military airbase in North Syria. Hundreds of ISIS terrorists were killed in intense fighting while hundreds more were sent fleeing eastward towards Raqqa. The victory was announced just hours after Turkish Prime Minister Ahmet Davutoğlu said in an interview with CNN’s  Christiane Amanpour that Turkey would be willing  to invade Syria as long as Washington agreed to provide air support, create a safe zone along the Syrian-Turkish border, and remove Syrian President Bashar al Assad. Now that Kuweires has been liberated, Davutoğlu will have to reconsider his offer taking into consideration the fact that  Russian warplanes will now be within striking distance of the border while troops and artillery will be positioned in a way that makes crossing into Syria as difficult as possible. The window for Turkish troops to enter Syria unopposed has closed. Any attempt to invade the country now will result in stiff resistance and heavy casualties.

The fact is, Kuweires changes everything. ISIS is on the run, the myriad other terrorist organizations are progressively losing ground, Assad is safe in Damascus, the borders will soon be protected, and the US-Turkey plan to invade has effectively been derailed. Barring some extraordinary, unforeseeable catastrophe that could reverse the course of events; it looks like the Russian-led coalition will eventually achieve its objectives and win the war. Washington will have no choice but to return to the bargaining table and make the concessions necessary to end the hostilities.

One of the most tragic problems afflicting those who served their country is the specter of suicide, often the fallout of post traumatic stress disorder (PTSD). After more than a year of intense lobbying by veterans groups, Congress this year passed the Clay Hunt Suicide Prevention for American Veterans Act, named for a Marine veteran who took his own life even after working as an advocate for suicide prevention. The law is designed to reduce military and veteran suicides, and improve access to quality mental health care. But veterans experts estimate that 17 of the 22 daily suicides involve vets not enrolled in the VA’s healthcare system, suggesting more research — and far greater funding — will be necessary to get a handle on the problem.

With U.S. combat operations winding down in Afghanistan and Iraq, the suicide rate among ex-military members has risen from 18 a day in 2010, although studies undertaken by the Veterans Administration have failed to pinpoint a direct cause. Only about a third of all vets use the VA for healthcare, which leaves a wide swath of people who once wore the uniform outside the reach of the military’s data gathering.“Common sense would have us expect a correlation between number of deployments and combat with suicide risk,” says Fred MacRae, lead suicide prevention coordinator at the VA hospital in Palo Alto. But recent research suggests that’s not necessarily the case. #AD_text{ font-size: 11px; color: #999999; } Advertisement Not even the horrors of battle are a proven cause. “More and more,” says Jackie Maffucci, research director for Iraq and Afghanistan Veterans of America (IAVA), “the data are suggesting that exposure to combat is not one of the high-risk factors.”

Almost everyone who has served in the military now knows someone — often several someones — who suffers from disabling depression. Some end their own lives. Members of the IAVA were asked in a survey last year if they knew at least one post-9/11 veteran who had attempted suicide, and 47 percent answered yes. Another 40 percent knew at least one veteran who had died by suicide. “And 31 percent indicated they had thought about taking their own life since joining the military,” says Maffucci. “Those are startling numbers.”Daniel Faddis told another veteran in his family that he felt he had let down his military buddies when he was booted out. “He carried around a lot of guilt about that,” Stan Faddis says. “Some guys he knew ended up dying in combat, and he felt bad he wasn’t there to save them, or to die with them.”The current wait time for a mental health appointment at the VA in Palo Alto is about 12 days, and in a recent national study by the Government Accountability Office it averaged 26 days. Still, that’s considerably shorter than when the country went on a wartime footing following 9/11. “In 2001, your chances of dying by suicide were greater if you got your care in the VA system than if you got it elsewhere,” MacRae acknowledges. The new federal legislation is creating a program to help the VA recruit psychiatrists by assisting with their tuition payments, and it also requires an annual evaluation of VA mental health and suicide-prevention programs.

The Palestinian Health Ministry has reported that Israeli soldiers shot and killed three Palestinians, on Friday, and wounded at least 154 others, in different parts of the occupied West Bank, and the Gaza Strip.

The G-20 summit of world political leaders being held in Turkey to discuss the economic issues impacting on the world economy has been turned into a council of war. The major imperialist powers are moving rapidly to escalate their military intervention in Syria in the wake of Friday night’s terror attack in Paris. Yesterday evening French fighter jets carried out their biggest raid on Syria. It was launched simultaneously from the United Arab Emirates and Jordan, dropping 20 bombs on the Syrian city of Raqqa, reportedly targeting an Islamic State in Iraq and Syria (ISIS) command centre, a munitions depot and a training camp. The operation was carried out in coordination with US forces. Earlier, Ben Rhodes, the US deputy national security adviser, said he was confident that in the “coming days and weeks” the US and France would “intensify our strikes against [ISIS] … to make clear there is no safe haven for these terrorists.” Speaking on NBC’s “Meet the Press,” Rhodes said there would be an “intensification” of US military efforts and “what we are doing here at the G-20 is seeking to gain additional contributions from some of our partners so we can bring more force to bear on that effort.”

Demands are being brought forward from within the American military and political establishment for a major escalation in US action, regardless of the consequences. Texas Senator Ted Cruz, a Republican candidate for president, said that ISIS would “not be deterred by targeted air strikes with zero tolerance for civilian casualties, when the terrorists have such utter disregard for innocent life.” His call for vastly stepped-up US military action, without any regard for the consequences for the civilian population already devastated by the US-inspired civil war, were echoed by California Democrat, Dianne Feinstein, who sits on the Senate Intelligence Committee. “It has become clear,” Feinstein said, “that limited air strikes and support for Iraqi forces and the Syrian opposition are not sufficient to protect our country and our allies.” Retired Navy admiral John Stavridis, who served as NATO’s top commander in Europe from 2009 to 2013, called for direct NATO intervention in Syria and Iraq. “Soft power and playing the long game matter in the Middle East, but there is a time for the ruthless application of hard power. This is that time, and NATO should respond militarily against the Islamic State with vigor,” Stavridis said.

The subsequent discussions between Obama and Putin at the G-20 were held as part of the US objective of sidelining, if not completely removing, Russian support for the Syrian regime of president Bashar al-Assad. Under the agreement, following a ceasefire, a process would be set in motion to establish “inclusive and non-sectarian” governance, the drafting of a new constitution and the holding of elections under UN supervision within 18 months. However, the crucial sticking point remains the future of Assad. In an interview on the eve of the G-20 summit, Putin said other nations had no right to demand that Assad leave office and that “only those who believe in their exceptionality [a thinly-veiled reference to the US] allow themselves to act in such a manner and impose their will on others.” The US has been waging a campaign since 2011 for the overturn of the Assad government as part of its regime-change operations in the Middle East, in order to bring the region under its control. Russia has backed Assad in order to protect its strategic interests in the region, including a naval facility in Syria. The US has made clear that as far as it is concerned there can be no resolution without Assad’s ouster—a position repeated by Obama’s National Security Adviser Susan Rice. She said a “transition regime” had to come to power “and it’s very hard to envision how that could be accomplished with Assad still in power.”

The bombing in Ankara yesterday killed 27 mostly military people. It was a big car bomb and a suicide attack.The Turkish government claims that the person who did this was one Saleh Nejar and also claims that he is connected to the Syrian Kurdish group YPG. There is no way to verify this. But the YPG has so fare never used any car bombs or done any suicide attacks. It never touched any target in Turkey. It officially denied to have taken any part in it. The Turkish group PKK has done vehicle bomb attacks and a few suicide attacks but not in Ankara or any other major west-Turkish city. Its attacks are usually operational, not strategic like this one. In the last Turkish version of its magazine the Islamic State had called for attacks in Turkey and on Turkish soldiers. It is the entity that has most to win through such an attack that would predictably be blamed on the Kurds. It is the most plausible culprit. The attack could also have been arranged by the Turkish secret service MIT. But the number and type of casualties seems to be too high and valuable for a stage-managed false flag attack.

The Turkish government called in the ambassadors of the permanent members of the UN Security Council to present its evidence. A "western diplomat" told the Wall Street Journal that the evidence shown was "not conclusive". That is the diplomatese expression for "bullshit". The Turkish attempt to use the attack to change the U.S. and EU relations to the YPK failed. The YPK and its associated Arab and Turkmen forces is a very valuable asset for the U.S. to fight the Islamic State. It will refrain from condemning it as long as that is the case. The YPG groups in west Syria are fighting together with others under the label Syrian Democratic Forces. These and the mysterious additional attendants are pressing Jihadi forces in the Azaz pocket at the Turkish border. They are now seeing more resistance. The Turks use artillery to protect the Jihadis in Azaz and the number of enemies has grown. One "rebel" tells Reuters that 2,000 "rebels" with some tanks came from Idleb through Turkey to Azaz. That number is dubious. The British MI6 outlet SOHR as well as a Turkish pro government daily put the numbers at 350 on Monday and another 500 on Wednesday. To transport the tanks through Turkey would likely have been too much a hassle. I doubt that any reached Azaz.

I suspect that many of these "rebels" in Azaz are actually Turks of some radical nationalist and Islamist faction as well as Grey Wolf fascists which have strong connections to the MIT. Pictures show such "rebels" in Latakia with Turkish and Islamic State flags and in Azaz with their typical Grey Wolf hand sign.

U.S. DRONE OPERATORS are inflicting heavy civilian casualties and have developed an institutional culture callous to the death of children and other innocents, four former operators said at a press briefing today in New York. The killings, part of the Obama administration’s targeted assassination program, are aiding terrorist recruitment and thus undermining the program’s goal of eliminating such fighters, the veterans added. Drone operators refer to children as “fun-size terrorists” and liken killing them to “cutting the grass before it grows too long,” said one of the operators, Michael Haas, a former senior airman in the Air Force. Haas also described widespread drug and alcohol abuse, further stating that some operators had flown missions while impaired. In addition to Haas, the operators are former Air Force Staff Sgt. Brandon Bryant along with former senior airmen Cian Westmoreland and Stephen Lewis. The men have conducted kill missions in many of the major theaters of the post-9/11 war on terror, including Iraq, Afghanistan and Pakistan.

“We have seen the abuse firsthand,” said Bryant, “and we are horrified.” An Air Force spokesperson did not address the specific allegations but wrote in an email that “the demands placed on the [drone] force are tremendous. A great deal of effort is being taken to bring about relief, stabilize the force, and sustain a vital warfighter capability. … Airmen are expected to adhere to established standards of behavior. Behavior found to be inconsistent with Air Force core values is appropriately looked into and if warranted, disciplinary action is taken.” Beyond the press conference, the group also denounced the program yesterday in an interview with The Guardian and in an open letter addressed to President Obama.

This last Friday, more than 200 Palestinians were injured by Israeli forces across the occupied West Bank and in the Gaza Strip, during confrontations with the military, according to the Palestinian Health Ministry.

118 Palestinians were shot with live ammunition, while another 60 were shot with rubber-coated steel bullets, including 41 who received treatment by local medics without the need for hospitalization, as stated by the Health Minister. Clashes between the Palestinian youth and the Israeli occupation forces took place in several areas of the occupied West Bank and in the Gaza Strip, PNN reports.

Since the beginning of October, the number of Palestinians killed by Israeli occupation forces has now reached 91, including 18 children and four women, according to the Palestinian Health Ministry. The Ministry said that 72 Palestinians have been killed by Israeli forces in the occupied West Bank since October 1, 18 in the besieged Gaza Strip, and one in the Negev. Over 10,000 Palestinians were injured, including at least 1,458 who were shot with live fire, and 1,070 with rubber-coated steel bullets.

“Irradiated,” a special report published today by McClatchy, offers an unprecedented look at the costs of war and the risks of a strong defense, using federal records to chronicle the deaths of at least 33,480 nuclear workers who helped the U.S. win World War II and the Cold War.The number of deaths has never been disclosed by federal officials. It’s more than four times the number of American casualties in the wars in Afghanistan and Iraq. And it looms large as the nation prepares for its second nuclear age, with a $1 trillion plan to modernize its nuclear weapons over the next 30 years. McClatchy determined the count after analyzing more than 70 million records in a database obtained from the U.S. Department of Labor under the Freedom of Information Act. It includes all workers who are dead after they or their survivors received compensation under a special fund created in 2001 to help those who got sick in the construction of America’s nuclear arsenal.A total of 107,394 workers have been diagnosed with cancers and other diseases after building the nation’s nuclear stockpile over the last seven decades. The project includes an interactive database that offers details on all 107,394 workers.

Among the other findings:— Federal officials greatly underestimated how sick the U.S. nuclear workforce would become. At first, the government predicted the compensation program would serve only 3,000 people at an annual cost of $120 million. Fourteen years later, taxpayers have spent sevenfold that estimate, $12 billion.— Even though costs have ballooned, federal records show that fewer than half of those workers who sought help had their claims approved by the U.S. Department of Labor. — Despite the cancers and other illnesses among nuclear works, the government now wants to save money by cutting current employees’ health plans, retirement benefits and sick leave.— And stronger safety standards have not stopped accidents or day-to-day radiation exposure; more than 186,000 workers have been exposed since 2001, all but assuring a new generation of claimants.McClatchy reported the project in partnership with The Investigative Fund of the Nation Institute, a nonprofit media center based in New York City.

A year after his 700-page opus "Capital in the Twenty-First Century" stormed to the top of America's best-seller lists, Thomas Piketty is out with a new argument about income inequality. It may prove more controversial than his book, which continues to generate debate in political and economic circles. The new argument, which Piketty spelled out recently in the French newspaper Le Monde, is this: Inequality is a major driver of Middle Eastern terrorism, including the Islamic State attacks on Paris earlier this month — and Western nations have themselves largely to blame for that inequality. Piketty writes that the Middle East's political and social system has been made fragile by the high concentration of oil wealth into a few countries with relatively little population. If you look at the region between Egypt and Iran — which includes Syria — you find several oil monarchies controlling between 60 and 70 percent of wealth, while housing just a bit more than 10 percent of the 300 million people living in that area. (Piketty does not specify which countries he's talking about, but judging from a study he co-authored last year on Middle East inequality, it appears he means Qatar, the United Arab Emirates, Kuwait, Saudia Arabia, Bahrain and Oman. By his numbers, they accounted for 16 percent of the region's population in 2012 and almost 60 percent of its gross domestic product.)

This concentration of so much wealth in countries with so small a share of the population, he says, makes the region "the most unequal on the planet." Within those monarchies, he continues, a small slice of people controls most of the wealth, while a large — including women and refugees — are kept in a state of "semi-slavery." Those economic conditions, he says, have become justifications for jihadists, along with the casualties of a series of wars in the region perpetuated by Western powers. His list starts with the first Gulf War, which he says resulted in allied forces returning oil "to the emirs." Though he does not spend much space connecting those ideas, the clear implication is that economic deprivation and the horrors of wars that benefited only a select few of the region's residents have, mixed together, become what he calls a "powder keg" for terrorism across the region.

Piketty is particularly scathing when he blames the inequality of the region, and the persistence of oil monarchies that perpetuate it, on the West: "These are the regimes that are militarily and politically supported by Western powers, all too happy to get some crumbs to fund their [soccer] clubs or sell some weapons. No wonder our lessons in social justice and democracy find little welcome among Middle Eastern youth." Terrorism that is rooted in inequality, Piketty continues, is best combated economically. To gain credibility with those who do not share in the region's wealth, Western countries should demonstrate that they are more concerned with the social development of the region than they are with their own financial interests and relationships with ruling families. The way to do this, he says, is to ensure that Middle eastern oil money funds "regional development," including far more education.

US-led coalition warplanes have inflicted a missile strike on a camp of Syrian regular troops in the Deir ez Zor province, killing three soldiers. Damascus has slammed the incident as an “act of aggression.” This is the first time coalition planes have hit Syrian troops.

The Syrian government has confirmed that there are three casualties and 13 personnel injured, as well as a number of military vehicles destroyed. The coalition jets fired nine missiles at an army camp in the Deir ez Zor province, which remains mostly under the control of Islamic State. The incident is the first of its kind since the coalition started to bomb Syrian territory more than a year ago.

The Syrian Foreign Ministry has filed an official protest with the UN Security Council regarding the US-led coalition’s airstrikes on Syrian troops, Syria’s SANA official news agency reported Monday.“Syria strongly condemns the act of aggression by the US-led coalition that contradicts the UN Charter on goals and principles. The Ministry of Foreign Affairs has sent letters to the UN Secretary General and the UN Security Council,” SANA quoted the foreign ministry as saying.The US-led coalition denies its planes carried out the airstrike on the Saeqa military camp, claiming the only airstrikes in the area were delivered some 55km away from the place.“We’ve seen those Syrian reports but we did not conduct any strikes in that part of Deir Ezzor yesterday. So we see no evidence,” coalition spokesman Colonel Steve Warren said.

The Russian-led military coalition is badly beating Washington’s proxies in Syria which is why John Kerry is calling for a “Time Out”. On Monday, U.S. Secretary of State John Kerry called for an emergency summit later in the week so that leaders from Russia, Turkey, Saudi Arabia and Jordan could discuss ways to avoid the “total destruction” of Syria. According to Kerry, “Everybody, including the Russians and the Iranians, have said there is no military solution, so we need to make an effort to find a political solution. This is a human catastrophe that now threatens the integrity of a whole group of countries around the region,” Kerry added. Of course, it was never a “catastrophe” when the terrorists were destroying cities and villages across the country, uprooting half the population and transforming the once-unified and secure nation into an anarchic failed state. It only became a catastrophe when Vladimir Putin synchronized the Russian bombing campaign with allied forces on the ground who started wiping out hundreds of US-backed militants and recapturing critical cities across Western corridor. Now that the Russian airforce is pounding the living daylights out of jihadi ammo dumps, weapons depots and rebel strongholds, and the Syrian Arab Army (SAA) is tightening their grip on Aleppo, and Hezbollah is inflicting heavy casualties on Jabhat al Nusra militants and other Al Qaida-linked vermin; Kerry’s decided it’s a catastrophe. Now that the momentum of the war has shifted in favor of Syrian president Bashar al Assad, Kerry wants a “Time out”.

Keep in mind, that Putin worked tirelessly throughout the summer months to try to bring the warring parties together (including Assad’s political opposition) to see if deal could be worked out to stabilize Syria and fight ISIS. But Washington wanted no part of any Russian-led coalition. Having exhausted all the possibilities for resolving the conflict through a broader consensus, Putin decided to get directly involved by committing the Russian airforce to lead the fight against the Sunni extremists and other anti-government forces that have been tearing the country apart and paving the way for Al Qaida-linked forces to take control of the Capital. Putin’s intervention stopped the emergence of a terrorist Caliphate in Damascus. He turned the tide in the four year-long war, and delivered a body-blow to Washington’s malign strategy Now he’s going to finish the job. Putin is not gullible enough to fall for Kerry’s stalling tactic. He’s going to kill or capture as many of the terrorists as possible and he’s not going to let Uncle Sam get in the way. These terrorists–over 2,000 of who are from Chechnya–pose an existential threat to Russia, as does the US plan to use Islamic extremists to advance their foreign policy objectives. Putin takes the threat seriously. He knows that if Washington’s strategy succeeds in Syria, it will be used in Iran and then again in Russia. That’s why he’s decided to dump tons of money and resources into the project. That’s why his Generals have worked out all the details and come up with a rock-solid strategy for annihilating this clatter of juvenile delinquents and for restoring Syria’s sovereign borders. And that’s why he’s not going to be waved-away by the likes of mealy-mouth John Kerry. Putin is going to see this thing through to the bitter end. He’s not going to stop for anyone or anything. Winning in Syria is a matter of national security, Russia’s national security.

“Syrian President Bashar Assad “does not have to leave tomorrow or the next day,” the US State Department (spokesman Mark Toner) has stated. Washington allows that Assad may take part in transitional process, but can’t be part of Syria’s next government… “… this isn’t the US dictating this. This is the feeling of many governments around the world, and frankly, the majority of the Syrian people,” Toner said.

Russia on Monday warned the United States that it will start responding to cease-fire violations in Syria unilaterally starting Tuesday if the U.S. refuses to coordinate rules of engagement against the violators.The Russian military have accused the U.S. of dragging its feet on responding to Moscow's proposals on joint monitoring of a Syria cease-fire. A top Russian general said on the weekend that further delays are leading to civilian casualties, like in Aleppo where 67 civilians reportedly have been killed by militant fire since the truce started.

Lt. Gen. Sergei Rudskoi of the Russian General Staff said in a statement on Monday that Russia will have to use force unilaterally that because the U.S., in talks with Russia last week, had refused to coordinate a joint response."The American side was not ready for this particular discussion and for the approval of the agreement," the statement quoted him as saying.The cease-fire that began on Feb. 27, brokered by Russia and the U.S., has helped significantly reduce hostilities. The Islamic State of Iraq and Syria (ISIS) and the al Qaeda-linked Nusra Front have been excluded from the truce.

Thousands of the world's foremost experts on artificial intelligence, worried that any technology they develop could be used to kill, vowed Wednesday to play no role in the creation of autonomous weapons. In a letter published online, 2,400 researchers in 36 countries joined 160 organizations in calling for a global ban on lethal autonomous weapons. Such systems pose a grave threat to humanity and have no place in the world, they argue. "We would really like to ensure that the overall impact of the technology is positive and not leading to a terrible arms race, or a dystopian future with robots flying around killing everybody," said Anthony Aguirre, who teaches physics at the University of California-Santa Cruz and signed the letter. Flying killer robots and weapons that think for themselves remain largely the stuff of science fiction, but advances in computer vision, image processing, and machine learning make them all but inevitable. The Pentagon recently released a national defense strategy calling for greater investment in artificial intelligence, which the Defense Department and think tanks like the Center for a New American Security consider the future of warfare. "Emerging technologies such as AI offer the potential to improve our ability to deter war and enhance the protection of civilians in the form of fewer civilian casualties and less collateral damage to civilian infrastructure," Pentagon spokesperson Michelle Baldanza said in a statement to CNNMoney.

Last Sunday, the largest joint military exercise between the United States and Israel began with little fanfare. The war game, dubbed “Operation Juniper Cobra,” has been a regular occurrence for years, though it has consistently grown in size and scope. Now, however, this year’s 12-day exercise brings a portent of conflict unlike those of its predecessors.

Israel has also been preparing for a conflict on the embattled Gaza strip, which – owing to the effects of Israel’s illegal blockade and the devastation wrought by past wars – is set to be entirely uninhabitable by 2020. Reports have quoted officials of the Palestinian resistance group Hamas, which governs the Gaza strip, as saying that they place the chances of a new war with Israel in 2018 “at 95 percent” and that war games, like Operation Juniper Cobra, were likely to be used to plan or even initiate such a conflict. This concern was echoed by IDF Chief of Staff Gadi Eizenkot, who stated that another Israeli invasion of Gaza, home to 1.8 million people, was “likely” to occur this year. Eizenkot ironically framed the imminent invasion as a way to “prevent a humanitarian collapse” in Gaza.

However, this year’s “Juniper Cobra” is unique for several reasons. The Post reported on Thursday that the drill, set to end on March 15, was not only the largest joint U.S.-Israeli air defense exercise to ever happen but it was also simulating a battle “on three fronts.” In other words, Israel and the U.S. are jointly simulating a war with Lebanon, Syria, and Palestine – namely, the Gaza strip – simultaneously. What makes this last part so concerning are Israel’s recent statements and other preparations for war with all three nations, making “Juniper Cobra” anything but a “routine” drill. It is instead yet another preparation for a massive regional conflict, suggesting that such a conflict could be only a matter of months away.

How do you calculate the human costs of the U.S.-led War on Terror? On the 12th anniversary of the invasion of Iraq, groups of physicians attempted to arrive at a partial answer to this question by counting the dead. In their joint report— Body Count: Casualty Figures after 10 Years of the 'War on Terror—Physicians for Social Responsibility, Physicians for Global Survival, and the Nobel Prize-winning International Physicians for the Prevention of Nuclear War concluded that this number is staggering, with at least 1.3 million lives lost in Iraq, Afghanistan, and Pakistan alone since the onset of the war following September 11, 2001. However, the report notes, this is a conservative estimate, and the total number killed in the three countries "could also be in excess of 2 million, whereas a figure below 1 million is extremely unlikely." Furthermore, the researchers do not look at other countries targeted by U.S.-led war, including Yemen, Somalia, Libya, Syria, and beyond. Even still, the report states the figure "is approximately 10 times greater than that of which the public, experts and decision makers are aware of and propagated by the media and major NGOs.

Palestinians from the Gaza Strip have criticized an Israeli report on the country’s 2014 military operation against the besieged coastal enclave. The report was released by Israeli state comptroller Yosef Shapira on Tuesday. “I understand from the report that Gaza was merely the setting for an Israeli war game, with no objective but to destroy and murder indiscriminately,” said Basman Alashi, executive director of the El-Wafa Medical Rehabilitation and Specialized Surgery Hospital. The hospital, formerly located in the Shujaya neighborhood by the separation barrier with Israel east of Gaza City, was repeatedly shelled by Israeli forces during the 51-day offensive before it was evacuated under fire on July 17, 2014.

“The overall impression it leaves is this: ‘Netanyahu, You didn’t do a good job of destroying Gaza, do it better next time,’” Alashi said of the report. Others said the document contained useful information about Israel’s behavior during the offensive, even if its conclusions remained incomplete. “The report shows that Israel follows a systematic policy of humiliating Palestinians, especially through careless targeting of civilians,” said Ramy Abdu, founder and chairman of the Euro-Mediterranean Human Rights Monitor. Abdu’s Geneva-based agency has conducted investigations of Israel’s military conduct, including an Oct. 30, 2014 report stating that its forces had “deliberately targeted locations with concentrations of civilians” during operations earlier that year. “What the report has failed to cover is to cite careless targeting of civilians as a consistent failure of the Israeli forces, with almost no serious actions to do something about it,” Abdu said in regard to the Israeli comptroller’s findings.

It also claimed the cabinet had not only failed to consider diplomatic alternatives to military action, but also to set any clear strategy concerning Gaza. Once the operation began, it said, Israeli forces largely failed to meet their objective of thwarting tunnels dug by Palestinian resistance groups, destroying only half of them over weeks of a bloody ground invasion that produced many casualties. The comptroller did not appear to consider the goals of an earlier military operation, launched by Israel in the West Bank on June 13, 2014. These goals were to weaken Hamas, obstruct an agreement by Hamas and Fatah to form a unity government across the West Bank and Gaza Strip and recover three young settlers captured by Palestinians.

The United States tripled the number of air strikes on Yemen in 2017 compared with last year.The Pentagon said on Wednesday that the US has dropped 120 bombs on militants in the impoverished country this year. According to a report by the Council on Foreign Relations, the US dropped 34 bombs on Yemen in 2016 and 58 in 2015.The US largely targeted militants from al-Qaeda and the Islamic State (IS) group, but also caused civilian casualties.
