  • The National Security Agency is secretly intercepting, recording, and archiving the audio of virtually every cell phone conversation on the island nation of the Bahamas. According to documents provided by NSA whistleblower Edward Snowden, the surveillance is part of a top-secret system – code-named SOMALGET – that was implemented without the knowledge or consent of the Bahamian government. Instead, the agency appears to have used access legally obtained in cooperation with the U.S. Drug Enforcement Administration to open a backdoor to the country’s cellular telephone network, enabling it to covertly record and store the “full-take audio” of every mobile call made to, from and within the Bahamas – and to replay those calls for up to a month. SOMALGET is part of a broader NSA program called MYSTIC, which The Intercept has learned is being used to secretly monitor the telecommunications systems of the Bahamas and several other countries, including Mexico, the Philippines, and Kenya. But while MYSTIC scrapes mobile networks for so-called “metadata” – information that reveals the time, source, and destination of calls – SOMALGET is a cutting-edge tool that enables the NSA to vacuum up and store the actual content of every conversation in an entire country.
  • All told, the NSA is using MYSTIC to gather personal data on mobile calls placed in countries with a combined population of more than 250 million people. And according to classified documents, the agency is seeking funding to export the sweeping surveillance capability elsewhere. The program raises profound questions about the nature and extent of American surveillance abroad. The U.S. intelligence community routinely justifies its massive spying efforts by citing the threats to national security posed by global terrorism and unpredictable rival nations like Russia and Iran. But the NSA documents indicate that SOMALGET has been deployed in the Bahamas to locate “international narcotics traffickers and special-interest alien smugglers” – traditional law-enforcement concerns, but a far cry from derailing terror plots or intercepting weapons of mass destruction.
  • By targeting the Bahamas’ entire mobile network, the NSA is intentionally collecting and retaining intelligence on millions of people who have not been accused of any crime or terrorist activity. Documents show that the NSA has been generating intelligence reports from MYSTIC surveillance in the Bahamas, Mexico, Kenya, the Philippines, and one other country, which The Intercept is not naming in response to specific, credible concerns that doing so could lead to increased violence. The more expansive full-take recording capability has been deployed in both the Bahamas and the unnamed country. MYSTIC was established in 2009 by the NSA’s Special Source Operations division, which works with corporate partners to conduct surveillance. Documents in the Snowden archive describe it as a “program for embedded collection systems overtly installed on target networks, predominantly for the collection and processing of wireless/mobile communications networks.”
  • If an entire nation’s cell-phone calls were a menu of TV shows, MYSTIC would be a cable programming guide showing which channels offer which shows, and when. SOMALGET would be the DVR that automatically records every show on every channel and stores them for a month. MYSTIC provides the access; SOMALGET provides the massive amounts of storage needed to archive all those calls so that analysts can listen to them at will after the fact. According to one NSA document, SOMALGET is “deployed against entire networks” in the Bahamas and the second country, and processes “over 100 million call events per day.”
  • When U.S. drug agents need to tap a phone of a suspected drug kingpin in another country, they call up their counterparts and ask them set up an intercept. To facilitate those taps, many nations – including the Bahamas – have hired contractors who install and maintain so-called lawful intercept equipment on their telecommunications. With SOMALGET, it appears that the NSA has used the access those contractors developed to secretly mine the country’s entire phone system for “signals intelligence” –recording every mobile call in the country. “Host countries,” the document notes, “are not aware of NSA’s SIGINT collection.” “Lawful intercept systems engineer communications vulnerabilities into networks, forcing the carriers to weaken,” says Christopher Soghoian, the principal technologist for the American Civil Liberties Union. “Host governments really should be thinking twice before they accept one of these Trojan horses.”
  • The DEA has long been in a unique position to help the NSA gain backdoor access to foreign phone networks. “DEA has close relationships with foreign government counterparts and vetted foreign partners,” the manager of the NSA’s drug-war efforts reported in a 2004 memo. Indeed, with more than 80 international offices, the DEA is one of the most widely deployed U.S. agencies around the globe. But what many foreign governments fail to realize is that U.S. drug agents don’t confine themselves to simply fighting narcotics traffickers. “DEA is actually one of the biggest spy operations there is,” says Finn Selander, a former DEA special agent who works with the drug-reform advocacy group Law Enforcement Against Prohibition. “Our mandate is not just drugs. We collect intelligence.” What’s more, Selander adds, the NSA has aided the DEA for years on surveillance operations. “On our reports, there’s drug information and then there’s non-drug information,” he says. “So countries let us in because they don’t view us, really, as a spy organization.”
  • When U.S. drug agents wiretap a country’s phone networks, they must comply with the host country’s laws and work alongside their law enforcement counterparts. “The way DEA works with our allies – it could be Bahamas or Jamaica or anywhere – the host country has to invite us,” says Margolis. “We come in and provide the support, but they do the intercept themselves.” The Bahamas’ Listening Devices Act requires all wiretaps to be authorized in writing either by the minister of national security or the police commissioner in consultation with the attorney general. The individuals to be targeted must be named. Under the nation’s Data Protection Act, personal data may only be “collected by means which are both lawful and fair in the circumstances of the case.” The office of the Bahamian data protection commissioner, which administers the act, said in a statement that it “was not aware of the matter you raise.” Countries like the Bahamas don’t install lawful intercepts on their own. With the adoption of international standards, a thriving market has emerged for private firms that are contracted by foreign governments to install and maintain lawful intercept equipment. Currently valued at more than $128 million, the global market for private interception services is expected to skyrocket to more than $970 million within the next four years, according to a 2013 report from the research firm Markets and Markets.
  • The proliferation of private contractors has apparently provided the NSA with direct access to foreign phone networks. According to the documents, MYSTIC draws its data from “collection systems” that were overtly installed on the telecommunications systems of targeted countries, apparently by corporate “partners” cooperating with the NSA. One NSA document spells out that “the overt purpose” given for accessing foreign telecommunications systems is “for legitimate commercial service for the Telco’s themselves.” But the same document adds: “Our covert mission is the provision of SIGINT,” or signals intelligence.
  • According to the NSA documents, MYSTIC targets calls and other data transmitted on  Global System for Mobile Communications networks – the primary framework used for cell phone calls worldwide. In the Philippines, MYSTIC collects “GSM, Short Message Service (SMS) and Call Detail Records” via access provided by a “DSD asset in a Philippine provider site.” (The DSD refers to the Defence Signals Directorate, an arm of Australian intelligence. The Australian consulate in New York declined to comment.) The operation in Kenya is “sponsored” by the CIA, according to the documents, and collects “GSM metadata with the potential for content at a later date.” The Mexican operation is likewise sponsored by the CIA. The documents don’t say how or under what pretenses the agency is gathering call data in those countries. In the Bahamas, the documents say, the NSA intercepts GSM data that is transmitted over what is known as the “A link”–or “A interface”–a core component of many mobile networks. The A link transfers data between two crucial parts of GSM networks – the base station subsystem, where phones in the field communicate with cell towers, and the network subsystem, which routes calls and text messages to the appropriate destination. “It’s where all of the telephone traffic goes,” says the former engineer.
  • “I seriously don’t think that would be your run-of-the-mill legal interception equipment,” says the former engineer, who worked with hardware and software that typically maxed out at 1,000 intercepts. The NSA, by contrast, is recording and storing tens of millions of calls – “mass surveillance,” he observes, that goes far beyond the standard practices for lawful interception recognized around the world. The Bahamas Telecommunications Company did not respond to repeated phone calls and emails.
  • If the U.S. government wanted to make a case for surveillance in the Bahamas, it could point to the country’s status as a leading haven for tax cheats, corporate shell games, and a wide array of black-market traffickers. The State Department considers the Bahamas both a “major drug-transit country” and a “major money laundering country” (a designation it shares with more than 60 other nations, including the U.S.). According to the International Monetary Fund, as of 2011 the Bahamas was home to 271 banks and trust companies with active licenses. At the time, the Bahamian banks held $595 billion in U.S. assets. But the NSA documents don’t reflect a concerted focus on the money launderers and powerful financial institutions – including numerous Western banks – that underpin the black market for narcotics in the Bahamas. Instead, an internal NSA presentation from 2013 recounts with pride how analysts used SOMALGET to locate an individual who “arranged Mexico-to-United States marijuana shipments” through the U.S. Postal Service.
  • The presentation doesn’t say whether the NSA shared the information with the DEA. But the drug agency’s Special Operations Divison has come under fire for improperly using classified information obtained by the NSA to launch criminal investigations – and then creating false narratives to mislead courts about how the investigations began. The tactic – known as parallel construction – was first reported by Reuters last year, and is now under investigation by the Justice Department’s inspector general. So: Beyond a desire to bust island pot dealers, why would the NSA choose to apply a powerful collection tool such as SOMALGET against the Bahamas, which poses virtually no threat to the United States? The answer may lie in a document that characterizes the Bahamas operation as a “test bed for system deployments, capabilities, and improvements” to SOMALGET. The country’s small population – fewer than 400,000 residents – provides a manageable sample to try out the surveillance system’s features. Since SOMALGET is also operational in one other country, the Bahamas may be used as a sort of guinea pig to beta-test improvements and alterations without impacting the system’s operations elsewhere. “From an engineering point of view it makes perfect sense,” says the former engineer. “Absolutely.”
  • SOMALGET operates under Executive Order 12333, a Reagan-era rule establishing wide latitude for the NSA and other intelligence agencies to spy on other countries, as long as the attorney general is convinced the efforts are aimed at gathering foreign intelligence. In 2000, the NSA assured Congress that all electronic surveillance performed under 12333 “must be conducted in a manner that minimizes the acquisition, retention, and dissemination of information about unconsenting U.S. persons.” In reality, many legal experts point out, the lack of judicial oversight or criminal penalties for violating the order render the guidelines meaningless. “I think it would be open, whether it was legal or not,” says German, the former FBI agent. “Because we don’t have all the facts about how they’re doing it. For a long time, the NSA has been interpreting their authority in the broadest possible way, even beyond what an objective observer would say was reasonable.” “An American citizen has Fourth Amendment rights wherever they are,” adds Kurt Opsahl, an attorney with the Electronic Frontier Foundation. “Nevertheless, there have certainly been a number of things published over the last year which suggest that there are broad, sweeping programs that the NSA and other government agencies are doing abroad that sweep up the communications of Americans.”
  • Legal or not, the NSA’s covert surveillance of an entire nation suggests that it will take more than the president’s tepid “limits” to rein in the ambitions of the intelligence community. “It’s almost like they have this mentality – if we can, we will,” says German. “There’s no analysis of the long-term risks of doing it, no analysis of whether it’s actually worth the effort, no analysis of whether we couldn’t take those resources and actually put them on real threats and do more good.” It’s not surprising, German adds, that the government’s covert program in the Bahamas didn’t remain covert. “The undermining of international law and international cooperation is such a long-term negative result of these programs that they had to know would eventually be exposed, whether through a leak, whether through a spy, whether through an accident,” he says. “Nothing stays secret forever. It really shows the arrogance of these agencies – they were just going to do what they were going to do, and they weren’t really going to consider any other important aspects of how our long-term security needs to be addressed.”

  • Barack Obama, in his post-election press conference yesterday, announced that he would seek an Authorization for Use of Military Force (AUMF) from the new Congress, one that would authorize Obama’s bombing campaign in Iraq and Syria—the one he began three months ago. If one were being generous, one could say that seeking congressional authorization for a war that commenced months ago is at least better than fighting a war even after Congress explicitly rejected its authorization, as Obama lawlessly did in the now-collapsed country of Libya.
  • To get a full scope of American violence in the world, it is worth asking a broader question: how many countries in the Islamic world has the U.S. bombed or occupied since 1980? That answer was provided in a recent Washington Post op-ed by the military historian and former U.S. Army Col. Andrew Bacevich: As America’s efforts to “degrade and ultimately destroy” Islamic State militants extent into Syria, Iraq War III has seamlessly morphed into Greater Middle East Battlefield XIV. That is, Syria has become at least the 14th country in the Islamic world that U.S. forces have invaded or occupied or bombed, and in which American soldiers have killed or been killed. And that’s just since 1980.
  • Let’s tick them off: Iran (1980, 1987-1988), Libya (1981, 1986, 1989, 2011), Lebanon (1983), Kuwait (1991), Iraq (1991-2011, 2014-), Somalia (1992-1993, 2007-), Bosnia (1995), Saudi Arabia (1991, 1996), Afghanistan (1998, 2001-), Sudan (1998), Kosovo (1999), Yemen (2000, 2002-), Pakistan (2004-) and now Syria. It also, of course, excludes all the other bombing and invading and occupying that the U.S. has carried out during this time period in other parts of the world, including in Central America and the Caribbean, as well as various proxy wars in Africa.

  • When Obama began bombing targets inside Syria in September, I noted that it was the seventh predominantly Muslim country that had been bombed by the U.S. during his presidency (that did not count Obama’s bombing of the Muslim minority in the Philippines). I also previously noted that this new bombing campaign meant that Obama had become the fourth consecutive U.S. President to order bombs dropped on Iraq. Standing alone, those are both amazingly revealing facts. American violence is so ongoing and continuous that we barely notice it any more.
  • There is an awful lot to be said about the factions in the west which devote huge amounts of their time and attention to preaching against the supreme primitiveness and violence of Muslims.

But of all the various points to make about this group, this is always the most astounding: those same people, who love to denounce the violence of Islam as some sort of ultimate threat, live in countries whose governments unleash far more violence, bombing, invasions, and occupations than anyone else by far. That is just a fact.
  • Those who sit around in the U.S. or the U.K. endlessly inveighing against the evil of Islam, depicting it as the root of violence and evil (the “mother lode of bad ideas“), while spending very little time on their own societies’ addictions to violence and aggression, or their own religious and nationalistic drives, have reached the peak of self-blinding tribalism. They really are akin to having a neighbor down the street who constantly murders, steals and pillages, and then spends his spare time flamboyantly denouncing people who live thousands of miles away for their bad acts. Such a person would be regarded as pathologically self-deluded, a term that also describes those political and intellectual factions which replicate that behavior. The sheer casualness with which Obama yesterday called for a new AUMF is reflective of how central, how commonplace, violence and militarism are in the U.S.’s imperial management of the world. That some citizens of that same country devote themselves primarily if not exclusively to denouncing the violence and savagery of others is a testament to how powerful and self-blinding tribalism is as a human drive.

A 2007 mall shooting in Ogden, Utah ended when an armed off-duty police officer intervened. A 2009 workplace shooting in Houston, Texas was halted by two co-workers who carried concealed handguns. A 2012 church shooting in Aurora, Colorado was stopped by a member of the congregation carrying a gun. At the recent mall shooting in Portland, Oregon the gunman took his own life minutes after being confronted by a shopper carrying a concealed weapon.

    Excellent article other than the fact that the author erred in referring to the AR-15 as an "assault rifle." It is not. It is an "assault weapon," a semi-automatic rifle with only a cosmetic resemblance to the M-16 fully automatic "assault rifle." "Assault rifles" have been outlawed in the U.S. for decades. The U.S. had a complete ban on "assault weapon" rifles from 1994 to 2004. It did not affect gun violence rates at all, because semi-automatic rifles that lacked the cosmetic resemblance to "assault rifles" remained on the market. The distinction between the two terms is critical to understanding the current gun debate. Those who propose a ban on "assault weapons" are offering only a cosmetic sop to the anti-gun crowd, banning a sub-set of semi-automatic rifles whilst leaving equally capable semi-autos on the market. The correct question to ask is "why bother?" One might as well ban toy guns that bear a resemblance to assault weapons; other toy guns remain unaffected.   • For a classical liberal, freedom means that each individual possesses as a human being certain inviolable rights, those being rights to his life, liberty and honestly acquired property. And that human relationships should be based on voluntary consent and mutual agreement. For my interlocutor, freedom means “empowerment” or the ability to do or achieve certain things, without which “freedom” is not complete. These include a minimum or “decent” standard of living and the ability to attain certain potentials in life, which are everyone’s “right” as a member of society.
  • For my fellow conversationalist, society is a shared “community” of human beings each of whom owes certain things to the others, just as the others owe certain things to us. Society might be viewed as an extended family, from this perspective, all the members of which have certain required obligations to support and give assistance to their social “relatives.” I suggested that society is a network of human relationships formed between individuals based upon opportunities for mutual betterment, including both the economic and the cultural in the widest sense, the fundamental foundation of which derives from those essential individual rights.

Government, in Locke’s social contract, is to provide individuals with a tool for the common defense against the violence of some of their fellow men. The role of government is the securer of liberty by protecting each individual’s rights to his life, liberty and property, and not as a guarantor of a certain standard of living or desired access to various material things.
  • The reason, I said, was that if the government undertook this latter responsibility of “social safety nets” and “positive” access to various other desired states of affairs, it can do so only by imposing through police power an obligation on others to provide the material means that some others are to be guaranteed. Police power is a legitimate and appropriate tool of enforcing these obligations and duties, if resistance or indifference is experienced among the citizens in the undertaking of these activities.
  • For the “progressive,” government is “society’s” agent to undertake the tasks of “social justice” and “entitlement” that are owed to each member and to which everyone is required to provide their contribution.  Police power is the means by which everyone is made to contribute their “social dues” in the form of either obedience to government regulations or payment of taxes for redistributive purposes.

The redistributive state arrogantly replaces each person’s personal judgment and decision with that of the self-appointing “experts” who claim to speak and know best for society through the coercive arm of government.
  • Matching these ethical issues of the rights of the individual to live and act peacefully for himself as he sees best, the “progressive” often demonstrates a blinding degree of ignorance and misinformation about the workings of a competitive market economy, the nature of the profit and loss system, and the “invisible hand” of competitive cooperation through the peaceful and the voluntarist pursuit of self-interest. He suffers from a confused, garbled, and contradictory grab bag of ideas derived from Marxism, Fabian socialism, nationalism, fascism, and, though it would be radically and vehemently denied, often-subtle forms of racism, as well.
  • Through all the progressive’s rhetoric about “democracy” and “equality” and “social justice” and “diversity,” theirs is a political philosophy and public policy ideology of elitism, hubris, and authoritarianism dominated by the idea and ideal of remaking human beings, human relationships and the structure and order of society into redesigned patterns and shapes that reflect their notion of how people should live, work, associate and earn a living.

  • The Victimized Inner Cities
  • This social disruption has motivated the enthusiastic growth and militarization of our local police departments. The law and order crowd thrives on excessive laws and regulations that no US citizen can escape. The out-of-control war on drugs is the worst part, and it generates the greatest danger in poverty-ridden areas via out-of-control police. It is estimated that these conditions have generated up to 80,000 SWAT raids per year in the United States. Most are in poor neighborhoods and involve black homes and businesses being hit disproportionately. This involves a high percentage of no-knock attacks. As can be expected many totally innocent people are killed in the process. Property damage is routine and compensation is rare. The routine use of civil forfeiture of property has become an abomination, totally out of control, which significantly contributes to the chaos. It should not be a surprise to see resentment building up against the police under these conditions. The violent reaction against local merchants in retaliation for police actions further aggravates the situation —hardly a recipe for a safe neighborhood.

    "If Americans were honest with themselves they would acknowledge that the Republic is no more. We now live in a police state. If we do not recognize and resist this development, freedom and prosperity for all Americans will continue to deteriorate. All liberties in America today are under siege. It didn't happen overnight. It took many years of neglect for our liberties to be given away so casually for a promise of security from the politicians. The tragic part is that the more security was promised - physical and economic - the less liberty was protected. With cradle-to-grave welfare protecting all citizens from any mistakes and a perpetual global war on terrorism, which a majority of Americans were convinced was absolutely necessary for our survival, our security and prosperity has been sacrificed. It was all based on lies and ignorance. Many came to believe that their best interests were served by giving up a little freedom now and then to gain a better life. The trap was set. At the beginning of a cycle that systematically undermines liberty with delusions of easy prosperity, the change may actually seem to be beneficial to a few. But to me that's like excusing embezzlement as a road to leisure and wealth - eventually payment and punishment always come due. One cannot escape the fact that a society's wealth cannot be sustained or increased without work and productive effort. Yes, some criminal elements can benefit for a while, but reality always sets in. Reality is now setting in for America and for that matter for most of the world. The piper will get his due even if "the children" have to suffer. The deception of promising "success" has lasted for quite a while.   • A hard-hitting EU report on Jerusalem warns that the city has reached a dangerous boiling point of “polarisation and violence” not seen since the end of the second intifada in 2005. Calling for tougher European sanctions against Israel over its continued settlement construction in the city – which it blames for exacerbating recent conflict – the leaked document paints a devastating picture of a city more divided than at any time since 1967, when Israeli forces occupied the east of the city. The report has emerged amid strong indications that the Obama administration is also rethinking its approach to Israel and the Middle East peace process following the re-election of Binyamin Netanyahu as Israel’s prime minister. According to reports in several US papers, this may include allowing the passage of a UN security council resolution restating the principle of a two-state solution. The leaked report describes the emergence of a “vicious cycle of violence … increasingly threatening the viability of the two-state solution”, which it says has been stoked by the continuation of “systematic” settlement building by Israel in “sensitive areas” of Jerusalem.
  • For its part, Israel rejects the charge of illegal settlement-building in Jerusalem, claiming the city as its “undivided capital”.   • Amidst another week of deadly Israeli-Palestinian violence, fifteen faith leaders representing U.S. churches and faith organizations have called on Congress to condition U.S. military aid to Israel upon Israel’s “compliance with applicable U.S. laws and policies.” These leaders--representing Baptist, Lutheran, Catholic, Presbyterian, Methodist, Orthodox, Quaker and other major Christian groups--agree that unconditional U.S. military assistance to Israel has contributed to “sustaining the conflict and undermining the long-term security interests of both Israelis and Palestinians.”  [SEE LETTER BELOW]   As a Quaker peace lobby that has advocated for Israeli-Palestinian peace for decades in Washington, the Friends Committee on National Legislation (FCNL) is proud to be a partner in this effort.   These organizations draw upon their decades of experience in the region, during which they have collectively witnessed the horror of suicide bombing, rocket attacks, shootings of civilians, home demolitions, forced displacement, and other widespread human rights violations. These faith groups “recognize that each party — Israeli and Palestinian — bears responsibilities for its actions and we therefore continue to stand against all violence regardless of its source.”      Unconditional U.S. military aid has become one of those sources fueling violence and further entrenchment of Israel’s military occupation of the Palestinian territories. This statement highlights the United States’ responsibility to hold Israel accountable for “a troubling and consistent pattern of disregard by the government of Israel for U.S. policies that support a just and lasting peace.”

And the simple truth is that as long as in this territory to the West of the Jordan River, there is one political entity which is called Israel[...]and if this bloc of Palestinians would not be able to vote, it’s going to be an apartheid state.”     Israeli, Palestinian, and U.S. interests require urgent efforts to avoid the nightmare that Israeli leader Ehud Barak has described as an apartheid state. A just and peaceful future for Israelis and Palestinians requires that all parties to a conflict are held accountable and that a comprehensive, inclusive diplomatic settlement be secured. An essential step for Congress to support Israeli-Palestinian peace efforts is to heed these warnings, and hold Israel accountable for how it uses U.S. military aid.   • Congress must investigate possible violations of U.S. law The latest State Department human rights report on Israel and the Occupied Territories provides a devastating account of Israel’s human rights violations against civilians, many of which involve the misuse of U.S.-supplied weapons. This diverse religious coalition has called for “an immediate investigation into possible violations by Israel of the U.S. Foreign Assistance Act and the U.S. Arms Export Control Act,” and urges Congress to “ensure that our aid is not supporting actions by the government of Israel that undermine prospects for peace”.     The signers affirm that these are laws that “should be enforced in all instances regardless of location,” but that it is especially critical for Israel to comply with laws that regulate the use of U.S. supplied weapons, since Israel is the single largest recipient of U.S. foreign aid since World War II. Notably, the United States has initiated investigations of violations of these laws by other countries, and on four different occasions between 1978 and 1982, the Secretary of State notified Congress that Israel “may” have violated the provisions of the Arms Export Control Act.   The coalition has called for renewed investigations into human rights violations documented by the State Department’s report, including Israel’s escalation of home demolitions, forced displacement, suppression of dissent, and its use of prohibited weapons in densely populated areas during Israel’s military Operation Cast Lead in the Gaza Strip.  
  • Unfortunately, unconditional U.S. military assistance to Israel has contributed to this deterioration, sustaining the conflict and undermining the long-term security interests of both Israelis and Palestinians. This is made clear in the most recent 2011 State Department Country Report on Human Rights Practices covering Israel and the Occupied Territories (1), which details widespread Israeli human rights violations committed against Palestinian civilians, many of which involve the misuse of U.S.-supplied weapons. Accordingly, we urge an immediate investigation into possible violations by Israel of the U.S. Foreign Assistance Act and the U.S. Arms Export Control Act which respectively prohibit assistance to any country which engages in a consistent pattern of human rights violations and limit the use of U.S. weapons (2) to “internal security” or “legitimate self-defense.” (3) More broadly, we urge Congress to undertake careful scrutiny to ensure that our aid is not supporting actions by the government of Israel that undermine prospects for peace. We urge Congress to hold hearings to examine Israel’s compliance, and we request regular reporting on compliance and the withholding of military aid for non-compliance.

Sunday at dawn Israel responded by launching air strikes against targets in the Gaza Strip. Israeli military and government sources say that the strikes aimed at targeting militants.
  • One of these air strikes struck a family home in the Zeitoun neighborhood of Gaza City. The air raid killed a five months pregnant Palestinian mother along with her two-year-old child while several other family members were injured. The husband of the deceased 30-year-old Nour Rasmi Hassan told that a “knock on the roof rocket” woke the family from their sleep but that they were confused, shocked and that there was no time to respond and flee their home before the house was struck. Frustrated Palestinian youth are confronting Palestinian police and military in occupied East Jerusalem and other occupied Palestinian territories. Clashes in the interim Palestinian capital Ramallah turned deadly on Sunday evening when a 13-year-old boy succumbed to the his injuries. The 13-year-old Ahmad had been struck in the head by a rubber-coated steel bullet fired by Israeli occupation forces earlier that day. The fatal shooting occurred close to the Beit El settlement northeast of al-Biereh.

The ICC prosecutor opened a preliminary investigation into alleged crimes committed in occupied Palestinian territory, including East Jerusalem, in January 2015, after Palestine was officially admitted as a member of the court. Israel is not a member of the court but if Israeli citizens commit war crimes or crimes against humanity on the territory of a member state they could fall under the ICC’s jurisdiction. “Violence against civilians - in a situation such as the one prevailing in Gaza – could constitute crimes ... as could the use of civilian presence for the purpose of shielding military activities,” Bensouda said. Bensouda said she would record “any instance of incitement or resort to unlawful force” by either side in the conflict. A preliminary examination is the earliest phase of a case at the ICC. In it, the prosecutor gathers information and studies whether crimes may have been committed that reach the level of gravity required to open a formal investigation, and whether the court would have jurisdiction.

Whether intentionally or stupidly, Washington’s propagandistic lies are driving the crisis to war. The crisis in Ukraine originated with Washington’s overthrow of the elected democratic government and its replacement with Washington’s hand-chosen stooges. The stooges proceeded to act in word and deed against the populations in the former Russian territories that Soviet Communist Party leaders had attached to Ukraine. The consequence of this foolish policy is agitation on the part of the Russian speaking populations to return to Russia. Crimea has already rejoined Russia, and eastern Ukraine and other parts of southern Ukraine are likely to follow. Instead of realizing its mistake, the Obama regime has encouraged the stooges Washington installed in Kiev to use violence against those in the Russian-speaking areas who are agitating for referendums so that they can vote their return to Russia. The Obama regime has encouraged violence despite President Putin’s clear statement that the Russian military will not occupy Ukraine unless violence is used against the protesters. We can safely conclude that Washington either does not listen when spoken to or Washington desires violence.
  • As Washington and NATO are not positioned at this time to move significant military forces into Ukraine with which to confront the Russian military, why is the Obama regime trying to provoke action by the Russian military? A possible answer is that Washington’s plan to evict Russia from its Black Sea naval base having gone awry, Washington’s fallback plan is to sacrifice Ukraine to a Russian invasion so that Washington can demonize Russia and force a large increase in NATO military spending and deployments. In other words, the fallback prize is a new cold war and trillions of dollars more in profits for Washington’s military/security complex. The handful of troops and aircraft that Washington has sent to “reassure” the incompetent regimes in those perennial trouble spots for the West–Poland and the Baltics–and the several missile ships sent to the Black Sea amount to nothing but symbolic provocations. Economic sanctions applied to individual Russian officials signal nothing but Washington’s impotence. Real sanctions would harm Washington’s NATO puppet states far more than the sanctions would hurt Russia. It is clear that Washington has no intention of working anything out with the Russian government. Washington’s demands make this conclusion unavoidable. Washington is demanding that the Russian government pull the rug out from under the protesting populations in eastern and southern Ukraine and force the Russian populations in Ukraine to submit to Washington’s stooges in Kiev. Washington also demands that Russia renege on the reunification with Crimea and hand Crimea over to Washington so that the original plan of evicting Russia from its Black Sea naval base can go forward.
  • In other words, Washington’s demand is that Russia put Humpty Dumpty back together again and hand him over to Washington. This demand is so unrealistic that it surpasses the meaning of arrogance. The White House Fool is telling Putin: “I screwed up my takeover of your backyard. I want you to fix the situation for me and to ensure the success of the strategic threat I intended to bring to your backyard.” The presstitute Western media and Washington’s European puppet states are supporting this unrealistic demand. Consequently, Russian leaders have lost all confidence in the word and intentions of the West, and this is how wars start. European politicians are putting their countries at great peril and for what gain? Are Europe’s politicians blackmailed, threatened, paid off with bags of money, or are they so accustomed to following Washington’s lead that they are unable to do anything else? How do Germany, UK, and France benefit from being forced into a confrontation with Russia by Washington? Washington’s arrogance is unprecedented and is capable of driving the world to destruction. Where is Europe’s sense of self-preservation? Why hasn’t Europe issued arrest warrants for every member of the Obama regime? Without the cover provided by Europe and the presstitute media, Washington would not be able to drive the world to war.   • For union organizers in Colombia, the dangers of their trade were intensifying. When workers at the country’s largest independent oil company staged a strike in 2011, the Colombian military rounded them up at gunpoint and threatened violence if they failed to disband, according to human rights organizations. Similar intimidation tactics against the workers, say labor leaders, amounted to an everyday feature of life. For the United States, these were precisely the sorts of discomfiting accounts that were supposed to be prevented in Colombia under a labor agreement that accompanied a recently signed free trade pact liberalizing the exchange of goods between the countries. From Washington to Bogota, leaders had promoted the pact as a win for all -- a deal that would at once boost trade while strengthening the rights of embattled Colombian labor organizers. That formulation had previously drawn skepticism from many prominent Democrats, among them Hillary Clinton. Yet as union leaders and human rights activists conveyed these harrowing reports of violence to then-Secretary of State Clinton in late 2011, urging her to pressure the Colombian government to protect labor organizers, she responded first with silence, these organizers say. The State Department publicly praised Colombia’s progress on human rights, thereby permitting hundreds of millions of dollars in U.S. aid to flow to the same Colombian military that labor activists say helped intimidate workers.
  • At the same time that Clinton's State Department was lauding Colombia’s human rights record, her family was forging a financial relationship with Pacific Rubiales, the sprawling Canadian petroleum company at the center of Colombia’s labor strife. The Clintons were also developing commercial ties with the oil giant’s founder, Canadian financier Frank Giustra, who now occupies a seat on the board of the Clinton Foundation, the family’s global philanthropic empire. The details of these financial dealings remain murky, but this much is clear: After millions of dollars were pledged by the oil company to the Clinton Foundation -- supplemented by millions more from Giustra himself -- Secretary Clinton abruptly changed her position on the controversial U.S.-Colombia trade pact. Having opposed the deal as a bad one for labor rights back when she was a presidential candidate in 2008, she now promoted it, calling it “strongly in the interests of both Colombia and the United States.” The change of heart by Clinton and other Democratic leaders enabled congressional passage of a Colombia trade deal that experts say delivered big benefits to foreign investors like Giustra.
  • The Clinton Foundation, Giustra and the State Department did not respond to International Business Times' requests for comment. Pacific Rubiales has denied that it has engaged in any violence toward union organizers.   • Support it or oppose it, a coup d’état took place in Kiev after an EU-brokered agreement was signed by the Ukrainian government and the mainstream opposition on Feb. 21. The agreement called for power sharing between both sides through the formation of a national unity government and for an end to the opposition-led street protests in Kiev. President Viktor Yanukovych ordered the Ukrainian police and security forces to withdraw from their positions, and even earlier, he had made multiple concessions to the opposition leadership. Instead of keeping its end of the bargain, the Ukrainian mainstream opposition executed a coup through the use of violence by organized ultra-nationalist gangs, which some analysts have compared to stay-behinds or secretive militias that were created by NATO during the Cold War. These armed ultra-nationalist groups took over administrative bodies in Ukraine and fought until they managed to oust the Ukrainian government and opened the path for opposition leaders to take power on Feb. 25. The Ukrainian mainstream opposition used the EU-brokered agreement, which the Brussels-based European Commission deliberately refused to enforce, as a means of justifying the formation of a coup-imposed government.
  • In the absence of almost half the Ukrainian Verkhovna Rada, or Ukrainian Parliament, the opposition parties began to arbitrarily pass unconstitutional laws. They also unconstitutionally selected Oleksandr/Aleksandr Valentynovych Turchynov as the acting president of Ukraine before President Viktor Yanukovych was even impeached. Intimidation and violence were additionally used to secure the cooperation of any disagreeing parliamentarians or state officials in Kiev. Saying that the ultra-nationalists and fascists are marginal elements, the mainstream media networks in North America and the European Union have simply dismissed the armed ultra-nationalist groups involved in the coup that are presently integrated into the putsch regime running Kiev. The militant ultra-nationalists, however, are very influential and amassing power under the illegal premiership of Arseniy Yatsenyuk.  Yatsenyuk, himself, is from Yulia Tymoshenko’s notoriously corrupt All-Ukrainian Union Fatherland Party (Batkivshchyna) and essentially a U.S. and EU appointee. There is even a pre-coup leaked telephone interception, likely either recorded by the intelligence services of Russia or Ukraine, in which U.S. Assistant Secretary of State Victory Nuland says that Yatsenyuk will be appointed as the prime minister of the Ukrainian government that the U.S. is putting together.
  • It is unlikely that Yatsenyuk and the loosely-knit alliance of the governing parties that ran Ukraine under the Yushchenko-Tymoshenko governments, foreign-based Ukrainians, and the forces behind the Orange Revolution that form the Orangist camp which he belongs to could have gotten back into power in Ukraine without pressure, the use of force and foreign backing. Yatsenyuk was even threatened and booed by the Ukrainians gathered at Independence Square when it was announced that he would be appointed as the prime minister of the post-coup government. A vast segment of the protesters made it clear that Tymoshenko, Yatsenyuk’s party leader, was no alternative to the ousted President Viktor Yanukovych in their eyes, either, when it was announced that she wanted to run for prime minister. The Orangists do not have the support of a majority of the population, nor did they form the parliamentary majority in the Verkhovna Rada. Their Orangist president, Viktor Yushchenko, only got 5 percent of the vote in January 2010, in a show of no-confidence, whereas Viktor Yanukovych won the first and second rounds of the presidential elections in 2010. According to Victoria Nuland, the U.S. has also poured $5 billion into “democracy promotion” inside Ukraine. This is U.S. State Department doublespeak for politicized funding that Washington has sent to Ukraine to organize the Orange Revolution and its Euromaidan sequel or what can frankly be described as regime change.

  • To rule Ukraine once more, the Orangists and their foreign backers have used and manipulated the ultra-nationalist elements of the population — some of which are openly anti-European Union — as their foot soldiers in an application of force against their democratically-elected opponents. Despite their views, the ultra-nationalists are actually more honest than the Orangist liberal figures like Arseniy Yatsenyuk. Unlike the misleading and utterly corrupt Orangist leaders, the ultra-nationalists do not hide their agendas and platforms.
  • The ultra-nationalists have inconsolably anti-Russian attitudes. Many of them also dislike a vast spectrum of other groups, including Jews, Armenians, Roma, Poles, Tatars, supporters of the Party of Regions and communists. In this context, it should come as no surprise that one of the first decisions that the post-coup regime in Kiev made was to remove the legal status of the Russian language as the regional language of half of Ukraine. Right Sector is, itself, a coalition of militant ultra-nationalists. These militants were instrumental in fighting government forces and taking over both government buildings in Kiev and regional governments in the western portion of Ukraine. Despite the protests of First Deputy Defense Minister Oleynik, Deputy Defense Minister Mozharovskiy and Defense Minister Babenk, Arseniy Yatsenyuk’s post-coup government has even given the ultra-nationalist opposition militias official status within the Ukrainian military and security forces. Yatsenyuk and the Orangists also dismissed all the officials that protested that the move would fracture the country and make the political divide in Ukraine irreversible.
  • Several members of Svoboda have been given key cabinet and government posts. One of the two junior deputy prime ministers, or assistant deputy prime ministers, is Oleksandr Sych. The ministry of agriculture and food has been given for management to Ihor Shvaika. The environment and natural resources ministry has been assigned to Andry/Andriy Mokhnyk. The defense minister is Ihor Tenyukh, a former admiral in the Ukrainian Navy who obstructed Russian naval movements in Sevastopol during the Russo-Georgian War over South Ossetia and who was later dismissed by the Ukrainian government for insubordination. Oleh Makhnitsky, another member of Svoboda, has been assigned as the new prosecutor-general of Ukraine by the coup government. Andry Parubiy, one of the founders of Svoboda, is now the post-coup secretary of the National Security and Defense Council of Ukraine (RNBO). He was the man controlling the so-called “Euromaidan security forces” that fought government forces in Kiev. His job as secretary is to represent the president and act on his behalf in coordinating and implementing the RNBO’s decisions. As a figure, Parubiy clearly illustrates how the mainstream opposition in Ukraine is integrated with the ultra-nationalists. Parubiy is an Orangist and was a leader in the Orange Revolution. He has changed parties several times. After founding Svoboda, he joined Viktor Yushchenko’s Our Ukraine before joining Yulia Tymoshenko’s Fatherland Party and being elected as one of the Fatherland Party’s deputies, or members of parliament.
  • While the mainstream media in North America and the EU look the other way about the ultra-nationalists in the coup government in Kiev, the facts speak for themselves. Both the EU and the U.S. governments have rubbed their elbows with the ultra-nationalists. Oleh Tyahnybok, the leader of Svoboda (formerly the Social Nationalist Party of Ukraine), was even part of the opposition triumvirate that all the U.S. and EU officials visiting Kiev met with while performing their political pilgrimages to Ukraine to encourage the protesters to continue with their demonstrations and riots demanding Euro-Atlantic integration. Svoboda has popularly been described as a neo-Nazi grouping. The World Jewish Congress has demanded that Svoboda be banned. The ultra-nationalist party was even condemned by the EU’s own European Parliament, which passed a motion on Dec. 13, 2012 categorically condemning Svoboda.
  • The ultra-nationalists are such an integral part of the mainstream opposition that the U.S.-supported Orangist president of Ukraine, Viktor Yushchenko, posthumously awarded the infamous Nazi collaborator Stepan Bandera the title and decoration of the “Hero of Ukraine” in 2010. Foreign audiences, however, would not know that if they relied on reportage from the likes of the U.S. state-run Radio Free Europe, which tried to protect Yushchenko because he wanted to reorient Ukraine toward the U.S. and EU. Parubiy also lobbied the European Parliament not to oppose Yushchenko’s decision. Other smaller ultra-nationalists parties were also given government posts, and several of the independent cabinet members are also aligned to these parties. Dmytro Yarosh from Right Sector (Pravyi Sektor) is the deputy secretary of the RNBO, and the Trizub Party was given the education ministry. Trizub had Sergey Kvit appointed to the post of education minister.
  • The role of the ultra-nationalists in executing the coup has been essentially ignored by the mainstream media in North America and the EU. The roots of the bloodshed in Kiev have been ignored, too. The shootings of protesters by snipers have simply been presented as the vile actions of the Ukrainian government, never taking into consideration the agitation of the armed ultra-nationalist gangs and the mainstream opposition leaders for a conflict. According to a leaked telephone conversation on Feb. 26 between Estonian Foreign Minister Urmas Paet and European Union Commissionaire Catherine Ashton, which was leaked by the Security Service of Ukraine (SBU) , the snipers who shot at protesters and police in Kiev were allegedly hired by Ukrainian opposition leaders. Estonian Foreign Minister Paet made the statements on the basis of details he was given by one of the head doctors of the medical team of the anti-government protests, Olga Bogomolets, an opponent of Viktor Yanukovych’s government who wanted it removed from power. Paet tells Ashton the following first: “There is now stronger and stronger understanding that behind the snipers, it was not Yanukovych, but it was somebody from the new coalition.” This is also corroborated by the fact that Yanukovych actually had ordered the Ukrainian riot police and security forces not to use lethal force.
  • The Estonian official then mentions that it was verified to him that the same snipers were killing people on both sides. He tells Ashton the following: “And second, what was quite disturbing, this same Olga [Bogomolets] told as well that all the evidence shows that the people who were killed by snipers from both sides, among policemen and then people from the streets, that they were the same snipers killing people from both sides.” Another important point that Paet makes to Ashton is the following: “[Dr. Olga Bogomolets] then also showed me some photos she said that as a medical doctor she can say that it is the same handwriting, the same type of bullets, and it’s really disturbing that now the new coalition, that they don’t want to investigate what exactly happened.” Past reports that the mainstream media were hostile to the ousted Ukrainian government also raise serious questions that corroborate what has been said about the snipers intentionally killing protesters to instigate regime change.
  • The Telegraph reported on Feb. 20 that “[a]t least three of the bodies displayed single bullet wounds to the heads,” and “were shot in the head, the neck or the heart. None were shot anywhere else like in the legs.” This means that the snipers were making kill shots by design, which seems like the last thing that the Ukrainian government would want to do when it was trying to appease the protesters and bring calm to Kiev. The Ukrainian journalist Alexey Yaroshevsky’s account of the sniper shootings is also worth noting, and it is backed up by footage taken by his Russian crew in Kiev.  Their footage shows armed opposition members running away from the scene of the shooting of anti-government protesters. What comes across as unusual is that the armed members of the opposition were constantly agitating to start firefights at every opportunity that they could get.
  • The commandant of the SSU, Major-General Oleksandr Yakimenko, has testified that his counter-intelligence forces were monitoring the CIA in Ukraine during the protests. According to the SSU, the CIA was active on the ground in Kiev and collaborating with a small circle of opposition figures. Yakimenko has also said that it was not the police or government forces that fired on the protesters, but snipers from the Philharmonic Building that was controlled by the opposition leader Andriy Parubiy, which he asserts was interacting with the CIA. Speaking to the Russian media, Yakimenko said that 20 men wearing “special combat clothes” and carrying “sniper rifle cases, as well as AKMs with scopes” ran out of the opposition-controlled Philharmonic Building and split into two groups of 10 people, with one taking position at the Ukraine Hotel. The anti-government protesters even saw this and asked Ukrainian police to pursue them, and even figures from Right Sector and Svoboda asked Yakimenko’s SSU to investigate and apprehend them, but Parubiy prevented it. Major-General Yakimenko has categorically stated that opposition leaders were behind the shootings. Following the release of the conversation between Paet and Ashton, the Estonian Foreign Ministry confirmed that the leak was authentic, whereas the European Commission kept silent. The mainstream media in North America and the EU either ignored it or said very little. The Telegraph even claimed that Dr. Bogomolets told it that she had not treated any government forces even though she contradicts this directly in an interview with CNN where says she treated military personnel.
  • CNN, on the other hand, quickly glossed over the story, giving it only enough attention to create the impression that the network is fairly covering the news. Opting not to give the story the airtime that it deserved, CNN instead posted it on its webpage. The conversation is immediately discredited, undermined and dismissed in the first sentence of the article, which is attributed to Foreign Minister Paet: “Don’t read too much into the conversation.” The article was deliberately structured by CNN to undermine the important information that would challenge the narrative that the U.S. mainstream media have been painting. The title, sub-titles and opening sentences of most texts act as microcosms or summaries of the articles, and in many cases, readers evaluate or decide to read the articles on the basis of what these texts communicate. Moreover, the first sentence of the article sets the tempo for readers and and influences their opinion, too. Although anyone who listens to the conversation between Paet and Ashton and considers the evidence that is being discussed would realize just how important the news was, the message being set forth by CNN was a dismissive one.

They could dial up 800 more feeds from the city’s schools and traffic cameras, and they soon hope to add 400 more streams from cameras worn on officers’ bodies and from thousands from local businesses that have surveillance systems.” Though the intricate surveillance apparatus described above seems straight from a dystopic novel, it is actually the Washington Post’s recent description of the the visual data collection system employed by a local California police department. The police department in Fresno, California, has taken extreme measures to combat high rates of crime in the city. As the Post reports, Fresno’s Real Time Crime Center, buried deep in the police station’s headquarters, has developed as a response to what many police call increasing threats. The system, according to police officials, can “provide critical information that can help uncover terrorists or thwart mass shootings, ensure the safety of officers and the public, find suspects, and crack open cases” — a feature they say is increasingly important in the wake of events like the November terror attack in Paris and the San Bernardino shooting last month.
  • “Our officers are expected to know the unknown and see the unseen,” Fresno Chief of Police Jerry Dyer said. “They are making split-second decisions based on limited facts. The more you can provide in terms of intelligence and video, the more safely you can respond to calls.” Programs similar to the Real Time Crime Center have launched in New York, Houston, and Seattle over the course of the last decade. Nationwide, the use of Stingrays, data fusion centers, and aerial drone surveillance have broadened the access local police have to private information. In another example, the FBI is continually developing a comprehensive biometric database that local police access every day. “This is something that’s been building since September 11,” says Jennifer Lynch, a senior attorney at the Electronic Frontier Foundation. Like the problem of police militarization, Lynch traces the trend back to the Pentagon: “First funding went to the military to develop this technology, and now it has come back to domestic law enforcement. It’s the perfect storm of cheaper and easier-to-use technologies and money from state and federal governments to purchase it.”

Beware scours billions of data points to develop rankings for citizens, and though few recoil at the thought of catching criminals and miscreants, the program provides particular cause for concern because of both its invasiveness and its fallibility.

At that meeting, one council member cited an incident where a girl who posted on social media about a card game called “Rage” was consequently given an elevated threat ranking — all because “rage” could be a triggering keyword for Beware. At that same meeting, libertarian-leaning Republican councilman Clinton J. Olivier asked Chief Dyer to use the technology to calculate his threat level. In real-time, Olivier was given a green, or non-threatening ranking, but his home received a yellow, or medium, threat ranking. It was likely due to the record of his home’s prior occupant. “Even though it’s not me that’s the yellow guy, your officers are going to treat whoever comes out of that house in his boxer shorts as the yellow guy,” Olivier told Dyer. “That may not be fair to me.” He added later, “[Beware] has failed right here with a council member as the example.” “It’s a very unrefined, gross technique,” Fresno civil rights attorney, Rob Nabarro, has said of Beware’s color-coded levels. “A police call is something that can be very dangerous for a citizen,” he noted, echoing Olivier’s worries.
  • Further, though Fresno police use Beware, they are left in the dark about how it determines rankings. Intrado designates the method a “trade secret,” and as such, will not share it with the officers who use it. This element of the software’s implementation has concerned civil rights advocates like Nabarro. He believes the secrecy surrounding the technology may result in unfair, unchecked threat rankings. Nabarro cautioned that between the software’s secrecy and room for error, Beware could accidentally rank a citizen as dangerous based on, for example, posts on social media criticizing police. This potential carries with it the ability for citizens to be punished not for actual crimes, but for exercising basic constitutional rights. Further, it compromises the rights of individuals who have been previously convicted of crimes, potentially using past behavior to assume guilt in unrelated future incidents. Chief Dyer insists concerns are exaggerated and that a particular score does not guarantee a particular police response. Police maintain the tools are necessary to fight crime. Nevertheless, following the heated November meeting, Dyer suggested he would work to turn off the color-coded threat ranking due to citizens’ concerns. “It’s a balancing act,” he admitted.

    Claiming trade secrecy for the software's selection criteria for threat ranking actually constitutes policy policy, the trade secrecy claim would probably not survive judical review. It's at least arguably an unconstitutional delegation of a government function (ranking citizens as threats) to a private company. Police departments in Florida were sued to produce records of how a related surveillance device, the Stingray IMSI device that intercepts cell phone calls by mimicking a cell-phone tower, and only averted court-ordered disclosure of its trade secret workings by the FBI swooping in just before decision to remove all the software documentation from local police possession, custody, and control.    There is a long chain of case law holding that information that is legitimately trade secret and proprietary loses that protection if adopted by local or federal government as law. With a software program that classifies citizens as threats for governmental purposes if they meet the program's selection criteria, the software is performing a strictly governmental function that is in reality law.

This is how Wired's Spencer Ackerman (soon to be the Guardian US's national security editor) described the most significant exchange: "Asked at a Senate hearing today how long the war on terrorism will last, Michael Sheehan, the assistant secretary of defense for special operations and low-intensity conflict, answered, 'At least 10 to 20 years.' . . . A spokeswoman, Army Col. Anne Edgecomb, clarified that Sheehan meant the conflict is likely to last 10 to 20 more years from today - atop the 12 years that the conflict has already lasted. Welcome to America's Thirty Years War." That the Obama administration is now repeatedly declaring that the "war on terror" will last at least another decade (or two) is vastly more significant than all three of this week's big media controversies (Benghazi, IRS, and AP/DOJ) combined. The military historian Andrew Bacevich has spent years warning that US policy planners have adopted an explicit doctrine of "endless war". Obama officials, despite repeatedly boasting that they have delivered permanently crippling blows to al-Qaida, are now, as clearly as the English language permits, openly declaring this to be so.
  • It is hard to resist the conclusion that this war has no purpose other than its own eternal perpetuation. This war is not a means to any end but rather is the end in itself. Not only is it the end itself, but it is also its own fuel: it is precisely this endless war - justified in the name of stopping the threat of terrorism - that is the single greatest cause of that threat.
  • I wrote that the "war on terror" cannot and will not end on its own for two reasons: (1) it is designed by its very terms to be permanent, incapable of ending, since the war itself ironically ensures that there will never come a time when people stop wanting to bring violence back to the US (the operational definition of "terrorism"), and (2) the nation's most powerful political and economic factions reap a bonanza of benefits from its continuation. That is accomplished by heaping all of the fighting burden on a tiny and mostly economically marginalized faction of the population, by using sterile, mechanized instruments to deliver the violence, and by suppressing any real discussion in establishment media circles of America's innocent victims and the worldwide anti-American rage that generates. Though rarely visible, the costs are nonetheless gargantuan. Just in financial terms, as Americans are told they must sacrifice Social Security and Medicare benefits and place their children in a crumbling educational system, the Pentagon remains the world's largest employer and continues to militarily outspend the rest of the world by a significant margin. The mythology of the Reagan presidency is that he induced the collapse of the Soviet Union by luring it into unsustainable military spending and wars: should there come a point when we think about applying that lesson to ourselves?

  • Then there are the threats to Americans' security. Having their government spend decades proudly touting itself as "A Nation at War" and bringing horrific violence to the world is certain to prompt more and more people to want to attack Americans, as the US government itself claims took place just recently in Boston (and as clearly took place multiple other times over the last several years). And then there's the most intangible yet most significant cost: each year of endless war that passes further normalizes the endless rights erosions justified in its name. The second term of the Bush administration and first five years of the Obama presidency have been devoted to codifying and institutionalizing the vast and unchecked powers that are typically vested in leaders in the name of war. Those powers of secrecy, indefinite detention, mass surveillance, and due-process-free assassination are not going anywhere. They are now permanent fixtures not only in the US political system but, worse, in American political culture. Each year that passes, millions of young Americans come of age having spent their entire lives, literally, with these powers and this climate fixed in place: to them, there is nothing radical or aberrational about any of it. The post-9/11 era is all they have been trained to know. That is how a state of permanent war not only devastates its foreign targets but also degrades the population of the nation that prosecutes it.
  • Just to convey a sense for how degraded is this Washington "debate": Obama officials at yesterday's Senate hearing repeatedly insisted that this "war" is already one without geographical limits and without any real conceptual constraints. The AUMF's war power, they said, "stretches from Boston to the [tribal areas of Pakistan]" and can be used "anywhere around the world, including inside Syria, where the rebel Nusra Front recently allied itself with al-Qaida's Iraq affiliate, or even what Sen. Lindsey Graham (R-SC) called 'boots on the ground in Congo'". The acting general counsel of the Pentagon said it even "authorized war against al-Qaida's associated forces in Mali, Libya and Syria". Newly elected independent Sen. Angus King of Maine said after listening to how the Obama administration interprets its war powers under the AUMF: This is the most astounding and most astoundingly disturbing hearing that I've been to since I've been here. You guys have essentially rewritten the Constitution today."
  • In response to that, the only real movement in Congress is to think about how to enact a new law to expand the authorization even further. But it's a worthless and illusory debate, affecting nothing other than the pretexts and symbols used to justify what will, in all cases, be a permanent and limitless war. The Washington AUMF debate is about nothing other than whether more fig leafs are needed to make it all pretty and legal. The Obama administration already claims the power to wage endless and boundless war, in virtually total secrecy, and without a single meaningful check or constraint. No institution with any power disputes this. To the contrary, the only ones which exert real influence - Congress, the courts, the establishment media, the plutocratic class - clearly favor its continuation and only think about how further to enable it. That will continue unless and until Americans begin to realize just what a mammoth price they're paying for this ongoing splurge of war spending and endless aggression.

  • Over the weekend, the U.S. military carried out further airstrikes in Iraq, targeting Islamic State militants near the Mosul Dam, involving “a mix of fighter, bomber, attack and remotely piloted aircraft.” The nine strikes on Saturday and 14 strikes on Sunday were carried out under authority “to support humanitarian efforts in Iraq,” to protect U.S. personnel and facilities, and to support Iraqi and Kurdish defense forces [U.S. Central Command]. President Obama notified Congress of the latest American involvement yesterday, stating that “[t]he failure of the Mosul Dam could threaten the lives of large numbers of civilians, endanger U.S. personnel and facilities, including the U.S. Embassy in Baghdad.” Obama said the operations will be “limited in their scope and duration.” The significantly expanded air campaign, including the first reported use of U.S. bombers, has strengthened the Kurdish forces’ ground offensive to reclaim the strategic dam from Islamic State control [Wall Street Journal’s Matt Bradley et al.; Washington Post’s Liz Sly et al.]. Iraqi state television reported early today that Iraqi and Kurdish forces are now in control of the dam [Reuters], although there are reports of continued heavy fighting around the Mosul Dam [Al Jazeera]. Joe Parkinson [Wall Street Journal] covers how the U.S. has gained a “controversial new ally” in the Kurdistan Workers’ Party (PKK), as a number of PKK fighters joined the U.S.-backed Kurdish battle in northern Iraq over the weekend.
  • Israel-Palestine With the five-day truce between Israel and Hamas set to expire tonight, Israeli and Palestinian negotiators are continuing discussions in Cairo, although significant gaps remain between the two sides. While Israel is pushing for tougher security measures, Palestine is demanding an end to the Gaza blockade without preconditions [Associated Press; Reuters’ Nidal Al-Mughrabi and Jeffrey Heller]. Israeli troops have demolished the homes of two Palestinians suspected to have been behind the abduction and killing of the three Israeli teenagers in the West Bank in June [Haaretz’s Gili Cohen]. An IDF spokesperson said that the demolition “conveys a clear message to terrorists and their accomplices that there is a personal price to pay when engaging in terror and carrying out attacks against Israelis” [Al Jazeera]. Haaretz’s editorial board notes how the Israeli offensive in Gaza has generated “a very public crisis in relations between Israel and the United States” and warns that “Netanyahu must ease the tension with Washington and act to repair the rift with Obama.” The Wall Street Journal (Joshua Mitnick) explores how Israeli Prime Minister Benjamin Netanyahu’s “containment strategy” in the ongoing conflict is “a contrast from the tough talk against terrorism that fueled his political ascent.”

  • Journalist James Risen, who faces prison over his refusal to reveal the source of a CIA operation story, has called President Obama “the greatest enemy of press freedom in a generation” [New York Times’ Maureen Dowd]. The International Atomic Energy Agency said that Iran has promised to co-operate with an investigation to be carried out by the nuclear watchdog, following a “useful” meeting in Tehran [Reuters’ Fredrik Dahl and Mehrdad Balali]. Sky News reports that WikiLeaks founder Julian Assange is planning to “soon” leave the Ecuadorian embassy in London, after spending more than two years inside the building. Assange said he is planning to meet with the British government to resolve his “lack of legal protection.”

    Until about a month ago, I thought that Barack Obama would leave only two lasting accomplishments for future history books: [i] first African-American President; and [ii] ending the U.S. war in Iraq. Make it item 1 only now. It's no longer U.S. military "mission creep" in Iraq; it's full bore reinvasion topped off with a U.S. enguineered coup of the Iraqi government.   Just Security is a very high quality politico-legal site for issues involving U.S. and U.S.-sponsored violence and surveillance issues. It's based at the Center for Human Rights and Global Justice at New York University School of Law. Their emailed weekday newsletter is great for the topics I try to follow.

  • Seven out of the top ten countries afflicted by terrorist attacks are predominately Muslim, according to the Australia-headquartered Institute for Economics and Peace’s Global Terrorism Index for 2014, which is based on the University of Maryland’s meta-analytic Global Terrorism Database. Using a maximum value of ten and a minimum value of zero, the entire international community is systematically ranked. Although the definition of terrorist incidents in the University of Maryland’s Global Terrorism Database can definitely be debated over, important inferences can be made from its data sets and the Institute for Economics and Peace’s Global Terrorism Index. Several key features can be noticed, if readers look at the nature and identities of the perpetrators of what is classified as acts of terrorism among the top thirty countries in the Global Terrorism Index for 2014. The first feature is that the violence generated from the ascribed terrorist groups falls within the framework of insurrections and civil wars that are generally equated as acts of terrorism. For example, this is the case for countries like Somalia, the Philippines, Thailand, Colombia, Turkey, Mali, the Democratic Republic of Congo, and Nepal, which are respectively ranked seventh, ninth, tenth, sixteenth, seventeenth, twenty-second, and twenty-fourth place. Under closer examination several of these insurgencies can be tied to international rivalries and power plays by the US and its allies. This becomes obvious when more observations are made.
  • The second feature is that the majority of the cases of terrorism in the indexed countries, especially the higher ranked they are on the list, are connected to Washington’s direct or indirect interference in their affair. For example, this is the case for Iraq, NATO-garrisoned Afghanistan, Pakistan, Syria, Somalia, Yemen, Russia, Lebanon, Libya, the Democratic Republic of Congo, Sudan, South Sudan, China, and Iran, which are respectively ranked first, second, third, fifth, seventh, eighth, eleventh, fourteenth, fifteenth, eighteenth, nineteenth, twentieth, twenty-fifth, and twenty-eighth. US-led wars, Pentagon interventions, US-backed coups, or US government support for so-called «opposition» groups or proxy regimes have all been a basis for the affliction of terrorism in these countries. Out of the above countries, according to the Global Terrorism Index, 82% of global deaths that are assigned to acts of terrorism happen in NATO-garrisoned Afghanistan, Iraq, Pakistan, Syria, and Nigeria. The ties to US foreign policy should be clear.
  • It has been claimed that if all terrorists are not Arabs or Muslims, that most terrorists are Arabs or Muslims. Is this true or another myth? An empirical look at data compiled in the US and Europe will help answer this question. In the US, which is ranked thirtieth in the Global Terrorism Index for 2014, the majority of terrorists are not Muslims and are non-Muslims according to the Federal Bureau of Investigation (FBI). Inside the US, 6% of terrorist cases from 1980 to 2005 were committed by Muslim terrorists. [1] The other 94% of terrorism cases and terrorists — in other words, the vast majority — were not related to Arabs, Muslims, or Islam. [2] While the FBI’s methodology on what is a terrorist attack and what is not a terrorist attack is questionable, it will be accepted herein for arguments sake. According to the same FBI report, there were actually more terrorist attacks launched by Jews from 1980 to 2005 on US soil. The same FBI data was compiled by the Princeton University-linked webpage loonwatch.com in a chart that describes the breakdown of cases of terrorist attacks on US soil from 1980 to 2005 as follows: 42% Hispanic terrorism; 24% extreme left-wing group terrorism; 16% other types of terrorists that do not fit into the other main categories; 7% Jewish terrorists; 6% Muslim terrorists; and 5% communist terrorists. [3] While Muslim terrorists comprised 6% of the attacks on US soil from 1980 to 2005, Jewish terrorists and Hispanic terrorists respectively comprised 7% and 42% of the terrorist attacks in the US during the same period. There, however, is no fear mongering about Jews or Hispanic people. The same media and government focus is not given to them as is given to ethnic Arabs and Muslims.

  • The same pattern repeats itself in the European Union. Loonwatch.com also compiles data on terrorism in the European Union from the reports of the European Union’s European Police Office (Europol) from 2007, 2008, and 2009 in its annual EU Terrorism Situation and Trend Reports. [4] The data further distances Muslims from terrorist acts. 99.6% of the terrorist attacks in the European Union were committed by non-Muslims. [5] The number of failed, foiled, or successful terrorist attacks by Muslims in the EU from 2007 to 2009 was simply five attacks whereas the number of terrorist attacks by separatist groups was 1,352 attacks, which equates to approximately 85% of all terrorist incidents in the European Union. [6] According to Europol, the number of failed, foiled, or successful terrorist attacks by so-called left-wing groups was 104 while another 52 attacks were categorized as non-specific. [7] In the same period, two attacks were attributed to so-called right-wing groups by Europol. [8]
  • There is a huge disparity in who is causing and committing terrorism and who is being victimized and blamed for it. Despite the overwhelming facts, whenever Arabs or Muslims commit crimes and acts of terrorism, they are the individuals that are focused on whereas non-Arabs and non-Muslims are ignored. If it does acknowledge that Muslims are the biggest victims of terrorism, Orientalism still manages to assess some guilt to the victims of terrorism by tacitly portraying them as members of a savage community or society that are as much prone to facing a violent end as animals in a jungle.
  • Illusions are at work in the world. The truth has been turned on its head. The victims are being portrayed as the perpetrators. Whether stated candidly, implied, or unmentioned, the notion of Arabs and Muslims as savages and terrorists plays on the imagery that the so-called Western World embodies equality, freedom, choice, civilization, tolerance, progress, and modernity whereas the so-called Arab-Muslim World underneath its surface represents inequality, restrictions, tyranny, a lack of choices, savagery, intolerance, backwardness, and primitiveness. This imagery actually serves to de-politize the political nature of tensions. It sanitizes the actions of empire, from coercive diplomacy with Iran and support for regime change in Syria to the invasions of Afghanistan and Iraq and US military intervention in Somalia, Yemen, and Libya. As mentioned earlier, in varying degrees, this imagery extends to other places that are seen by US Orientalists as non-Western places or entities, like Russia and China. At its roots, this imagery is really part of a discourse that sustains a system of power that allows power to be practiced by an empire over «outsiders» and against its own citizens. It is because of US foreign policy and economic interests that Arabs and Muslims are unempirically portrayed as terrorists while real world data that shows that US intervention is creating terrorism is ignored. This is why there is a fixation on the attack on Parliament Hill in Canada, the Martin Place hostage crisis in Sydney, and the Charlie Hebdo attack in Paris, but US, Canadian, Australian, and French governmental support for terrorism that has cost tens of thousands of lives in Syria is ignored.

    Very interesting statistics that depart from the common American belief. Note that the stats do not include "terrorism" inflicted by U.S. or foreign government military forces. But all wars produce terror far beyond the wildest capabilities of individual "terrorists."

  • Britain and Canada were co-conspirators in the latest plot to topple Venezuela’s government. TeleSUR provided detailed coverage of Washington’s war on Venezuelan democracy. Its dirty hands manipulate violence and instability worldwide. US funded and supported key opposition fascist figures Antonio Ledezma, Maria Corina Machado and Leopoldo Lopez released a joint February 11 communique a day before the foiled coup. Titled “A Call on Venezuelans for a National Accord for the Transition,” it promoted regime change. Called for Venezuela to be handed back to monied interests. Called Bolivarian fairness “anti-democra(tic)…inefficient and… corrupt.” Run by “an unscrupulous elite (making) the State totalitarian.” Creating “a humanitarian crisis.” “(T)he Maduro government has entered a terminal phase.” Claimed it’s “the duty of every democrat to help resolve the current crisis, to defend freedom…to make the transition…(to restore) democratic order.”
  • Ledezma, Marhado and Lopez want Maduro’s government violently overthrown, democracy crushed. Washington, Britain and Canada hatched the latest plot to return Venezuela to its bad old days. TeleSUR reported new details. “Fresh evidence” showing their involvement, saying: “Many of the individuals being charged, included a military general – whom has confessed to participating in the plans – and a retired lieutenant colonel – have indicated you (fascist Justice Party president Julio Borges) as being a key participant in meetings, which resulted in the decision to carry out a series of bombing attacks as a part of the coup, targeting the Presidential Palace, the National Assembly,” key ministries, TeleSUR’s offices, and other Caracas sites. Venezuelan authorities identified US embassy personnel involved. So were a Royal Canadian Mounted Police official and UK diplomatic core member, according to National Assembly President Diosdado Cabello. They sought information on airport capabilities in case needed in an emergency.
  • Computers seized had detailed coup plans, including maps showing targets to be bombed. A video showed military officials announcing Maduro’s government no longer was recognized. It was scheduled to be aired after planned bombings were launched. Either by a Venezuelan or Miami TV station. Cabello showed a 10-year visa given to one of the plotters days ahead of the planned coup. He noted Obama’s recent statement about “American leadership at times entail(ing) twisting the arms of states which don’t do what we need them to do.” He said coup plotters planned to topple Venezuela’s government forcefully on the anniversary of US-manipulated 2014 street violence. Killing 43. Injuring hundreds. Causing billions of dollars in physical and economic damage. US planned, funded, implemented and directed economic, political, and street warfare continues to topple the hemisphere’s most vibrant democracy. On Saturday, Maduro addressed Venezuelans a second time on national television. Following up on his Thursday coup plot revelations.

Bribing them with large cash payments. America’s Caracas embassy was coup plot headquarters. Maduro called on Obama to stop interfering in Venezuelan affairs, saying: “In your name, they are organizing coup plots against (Venezuela’s) democratically elected government…” Bolivian President Evo Morales expressed solidarity with Maduro saying “(w)e all have the obligation to enforce respect for democracy and elections, and if we have a clear conscious, not even the empire can defeat us.”

Nicaraguan President Daniel Ortega condemned the “criminal and futile attempts of the empire to undermine the Bolivarian Revolution.” From Mexico City, the Network of Intellectuals, Artists and Social Movements in Defense of Humanity expressed solidarity in an official statement. It condemned plans to topple Venezuela’s government. TeleSUR reported civil and political organizations worldwide expressing solidarity with Venezuela. Union of South American Nations (UNASUR) Secretary General Ernesto Samper denounced plans to oust Maduro. Venezuelan opposition spokesman Jesus Torrealba lied saying “(t)he government makes up these stories about coups to avoid talking about how the country is breaking down.”
  • State Department spokeswoman Jen Psaki lied calling accusations about Washington plotting Maduro’s ouster “ridiculous.” She absurdly added: “(T)he United States does not support political transitions by non-constitutional means.” “Political transitions must be democratic, constitutional, peaceful, and legal.” “We have seen many times that the Venezuelan Government tries to distract from its own actions by blaming the United States or other members of the international community for events inside Venezuela. These efforts reflect a lack of seriousness on the part of the Venezuelan Government to deal with the grave situation it faces.”
