  • Are we are now experiencing Operation Mockingbird 2.0? The CIA has been collaborating with the Mainstream Media (MSM) for some time is now selling one of the most ridiculous “Conspiracy Theories” in recent years (Obama’s “I killed Osama Bin Laden” Hoax tops the list). Former CIA director, Michael J. Morell has claimed that the Republican presidential candidate, Donald J. Trump is an “Unwitting Agent” of Russia. Another lie or what we can call a “real conspiracy theory” is that Russia hacked into the DNC servers and obtained emails that exposed corruption within the Democratic Party with no evidence whatsoever which I will discuss shortly. In fact, the MSM in collusion with the CIA has been relentless in their pursuit for decades to convince the public that alternative news sources publish conspiracy theories to discredit any questionable story that they themselves (the MSM) present to the public. The CIA created the “Conspiracy Theory” label in 1967 to discredit anyone (especially journalists) who questioned the U.S. government’s “Official Narrative” of a particular situation. Now, fast forward to 2016, Morell wrote a New York Times OP-ED claiming that Donald Trump is working for Russian President Vladimir Putin:

ECB Head Mario Draghi Admits For First Time EU May Break-Up - TruePublica - 0 views

  • Back in 2012, Mario Draghi, President of the European Central Bank, pledged to do “whatever it takes” to protect the eurozone from collapse, infamous words I’m sure he has come to regret. Draghi’s speech at an investment conference in London boosted markets at the time and forced down Spain and Italy’s borrowing costs after saying; “Within our mandate, the ECB is ready to do whatever it takes to preserve the euro. And believe me, it will be enough.” The markets responded because they were effectively being manipulated. Known as “Outright Monetary Transactions” the scheme was to have been deployed alongside a QE programme from March 2015, itself racking up ¢80billion a month. Several trillion euros later and the EU looks as precarious as ever with growth a distant memory. In Italy, yields on bonds dropped from 6.3 per cent to 1.2 per cent after that famous speech and all seemed good – on the face of it. But deep down, it was not as we had been led to believe. Italy’s government debt grew and is now equal to 133 per cent of GDP. When Ireland imploded and had to be fully bailed out by the ECB, it’s debt pile was 132.2% of GDP.
  • With all this intervention, the ECB’s balance sheet ballooned – set to overtake the U.S. Fed Reserve and has now reached over $3trillion according to Bank of America Merrill Lynch (not to be confused with national debt). Then, totally off the mainstream media radar came news that another Italian bank had disintegrated. And while attention was focused on the rescue of Banca Monte dei Paschi di Siena, which is still not fully finalised, news came that Banca Etruria, has quietly slipped into bankruptcy. “It was announced (Dec 21st) that the first part of an investigation concerning fraudulent bankruptcy charges (at Banca Etruria), in which 21 board members are implicated, had been closed. This strand of the investigation concerns €180 million of loans offered by the bank which were never paid back, leading to the regional lender’s bankruptcy and eventual bail-in/out last November that left bondholders holding virtually worthless bonds.” Next up and out of the blue comes UniCredit, the country’s largest bank. It is seeking to raise €13bn of desperately needed capital but large as though this is, the biggest problems, according to the FT is that the smaller banks, like Banca Etruria, are now in a perilous position and on the verge of falling over the cliff edge. Italy has banks on every street corner, with more branches per capita than any other OECD country. The lack of growth (occurred since it joined the Euro), has suppressed much needed profits on the one hand whilst seeing poor wage growth on the other, causing drastically increased non-performing loans that now add up to an eye-watering €360billion.
  • The FT reports that Italian banks “have long sold their own shares and debt to their retail customers as an attractive alternative to savings products, a disgraceful practice that should never have been allowed. It means that ordinary Italians, many in retirement, have already suffered as bank shares have fallen. They will suffer much more in a bail-in.” The FT is suggesting that a full bail-in is on the cards. It is. truepublica reported back in September that banks throughout the EU would simply steal depositors money if any of them failed now that new bail-in rules had been implemented. And that is exactly what is happening. The result of all this is that Mario Draghi, clearly feeling the strain, has finally admitted defeat and said that there is a strong possibility of the EU falling apart. This time the tactic to keep unity was to threaten every country in the EU by stating that leaving the Eurozone would cost dearly and would require any member country to settle its claims or debts with the bloc’s payments system before severing ties. There’s nothing to stop a desperate member country from leaving and simply defaulting.

Petrodollar Alert: Putin Prepares To Announce "Holy Grail" Gas Deal With China | Zero H... - 0 views

  • While Europe is furiously scrambling to find alternative sources of energy should Gazprom pull the plug on natgas exports to Germany and Europe (the imminent surge in Ukraine gas prices by 40% is probably the best indication of what the outcome would be), Russia is preparing the announcement of the "Holy Grail" energy deal with none other than China, a move which would send geopolitical shockwaves around the world and bind the two nations in a commodity-backed axis. One which, as some especially on these pages, have suggested would lay the groundwork for a new joint, commodity-backed reserve currency that bypasses the dollar, something which Russia implied moments ago when its finance minister Siluanov said that Russia may refrain from foreign borrowing this year. Translated: bypass western purchases of Russian debt, funded by Chinese purchases of US Treasurys, and go straight to the source. Here is what will likely happen next, as explained by Reuters:
  • Igor Sechin gathered media in Tokyo the next day to warn Western governments that more sanctions over Moscow's seizure of the Black Sea peninsula from Ukraine would be counter-productive.   The underlying message from the head of Russia's biggest oil company, Rosneft, was clear: If Europe and the United States isolate Russia, Moscow will look East for new business, energy deals, military contracts and political alliances.    The Holy Grail for Moscow is a natural gas supply deal with China that is apparently now close after years of negotiations. If it can be signed when Putin visits China in May, he will be able to hold it up to show that global power has shifted eastwards and he does not need the West. More details on the revelation of said "Holy Grail": State-owned Russian gas firm Gazprom hopes to pump 38 billion cubic meters (bcm) of natural gas per year to China from 2018 via the first pipeline between the world's largest producer of conventional gas to the largest consumer.   "May is in our plans," a Gazprom spokesman said, when asked about the timing of an agreement. A company source said: "It would be logical to expect the deal during Putin's visit to China."

M of A - Ukraine: U.S. Takes Off-Ramp, Agrees To Russian Demands - 0 views

  • There was another phone call today between Secretary of State Kerry and the Russian Foreign Minister Lavrov. The call came after a strategy meeting on Ukraine in the White House. During the call Kerry agreed to Russian demands for a federalization of the Ukraine in which the federal states will have a strong autonomy against a central government in a finlandized Ukraine. Putin had offered this "off-ramp" from the escalation and Obama has taken it. The Russian announcement: Lavrov, Kerry agree to work on constitutional reform in Ukraine: Russian ministry (Reuters) - Russian Foreign Minister Sergei Lavrov and U.S. Secretary of State John Kerry agreed on Sunday to seek a solution to crisis in Ukraine by pushing for constitutional reforms there, the Russian foreign ministry said. It did not go into details on the kind of reforms needed except to say they should come "in a generally acceptable form and while taking into the account the interests of all regions of Ukraine". ... "Sergei Viktorovich Lavrov and John Kerry agreed to continue work to find a resolution on Ukraine through a speedy launch of constitutional reform with the support of international community," the ministry said in a statement. The idea of "constitutional reform" and the "interests of all regions" is from the Russians as documented in this Russian" non-paper".
  • The non-paper describes the process of getting to a new Ukrainian constitution and sets some parameters for it. Russian will be again official language next to Ukraine, the regions will have high autonomy, there will be no interferences in church affairs and the Ukraine will stay politically and militarily neutral. Any autonomy decision by the Crimea would be accepted. This all would be guaranteed by a "Support Group for Ukraine" consisting of the US, EU and Russia and would be cemented in an UN Security Council resolution. It seems that Kerry and Obama have largely accepted these parameters. They are now, of course, selling this solution as their own which is, as the "non-paper" proves, inconsistent with the reality. Here is Kerry now suddenly "urging Russia" to accept the conditions Russia had demanded and which Kerry never mentioned before: Secretary of State John Kerry called on Moscow to return its troops in Crimea to their bases, pull back forces from the Ukraine border, halt incitement in eastern Ukraine and support the political reforms in Ukraine that would protect ethnic Russians, Russian speakers and others in the former Soviet Republic that Russia says it is concerned about. In a phone call with Russian Foreign Minister Sergey Lavrov, their second since unsuccessful face-to-face talks on Friday in London, Kerry urged Russia "to support efforts by Ukrainians across the spectrum to address power sharing and decentralization through a constitutional reform process that is broadly inclusive and protects the rights of minorities," the State Department said.
  • Obama has given up. His empty threats had now worked and he now has largely accepted the Russian conditions for the way out of the crisis. The U.S. plot to snatch the Ukraine from Russia and to integrate it into NATO and the EU seems to have failed. Russia taking Crimea and having 93% of the voters there agree to join Russia has made the main objective of the U.S. plans, to kick the Russians out of Sevastopol and thereby out of the Middle East, impossible. The Russian (non public) threat to also immediately take the eastern and southern provinces from the Ukraine has pushed the U.S. into agreeing to the Russian conditions mentioned above. The only alternative to that would be a military confrontation which the U.S. and Europeans are not willing to risk. Despite the anti-Russian campaign in the media a majority of U.S. people as well as EU folks are against any such confrontation. In the end the U.S. never held the cards it needed to win this game. Should all go well and a new Ukrainian constitution fit the Russian conditions the "west" may in the future well be allowed to pay for the monthly bills Gazprom will keep sending to Kiev. It will take some time to implement all of this. What dirty tricks will the neocons in Washington now try to prevent this peaceful outcome?

  • Despite the media’s best efforts to dismiss 9/11 conspiracy theories, one in two Americans doubt the government’s narrative and skepticism is slowly seeping its way into the mainstream. Twelve years on from the events of September 11, 2001, and a seemingly nightmarish deja vu has gripped the United States and its war-weary citizens. Again, the public is told that destructive weapons in faraway countries pose a critical danger, and that despite wearing the clothes of humanitarianism, a military solution that will inevitably harm civilians is the only meaningful response. The main difference today is that after an abstract decade-long ‘War on Terror’, Washington finds itself fighting in Syria on the same side as Al-Qaeda and those who are sympathetic to the alleged culprits of the 9/11 attacks.

    On August 31st, 2013, Kevin Ryan appeared on Coast to Coast (http://www.coasttocoastam.com/show/2013/08/31) for a four hour interview that is available on request. Amazing interview! The long-time co-editor of the Journal of 9/11, Kevin Ryan, offered an evidence-based analysis of other potential suspects responsible for the September 11th attacks in 2001. A former employee of Underwriters Laboratories (UL), Ryan pointed out that the World Trade Center (WTC) was designed to withstand the impact of airliners and the steel used in the buildings was certified by UL to tolerate several hours of intense fire. The steel was tested at 2000 degrees F and a typical office fire burns at 1200 degrees F, he explained, noting that the temperatures measured at the WTC were much lower, around 500 degrees F. This presents a glaring problem since one of the towers was completely destroyed in only 56 minutes, Ryan added. The UL repeated its tests after the disaster and determined the steel columns and floor structures should not have failed, he revealed. A proponent of controlled-demolition theory, Ryan stated definitively that "the evidence really points to the buildings having been destroyed through the use of explosives." Many witnesses reported explosions and flashes of light, he said. Ryan questioned the official government story that 19 young Arab Muslims led by Osama bin Laden and Khalid Sheikh Mohammed executed this unbelievable attack, observing that such a feat could not have been accomplished by these men as they had no access to plant explosives. Ryan identified former U.S. Defense Secretary Donald Rumsfeld and former Vice President Dick Cheney as "the two people who were in perfect position to coordinate the attacks of 9/11." Rumsfeld went missing for more than 30 minutes during the height of the attacks and Cheney gave a stand-down order as a plane approached the Pentagon, he reported. OpEdNews - Article: Al-Qaeda's Air Force Still On Stand-By - 1 views

  • It was 12 years ago today. Historians will register that, according to the official narrative, 19 Arabs armed with box cutters and minimal flying skills pledged to a transnational Terror Inc turned jets into missiles to attack the US homeland, fooling the most elaborate defense system on Earth.  Fast forward to 2013. Here's a 15-second version of the President of the United States (POTUS) address on Syria, one day before the 12th anniversary of 9/11: "Our ideals and principles, as well as our national security, are at stake. The United States is 'the anchor of global security.' Although the United States military 'doesn't do pin pricks,' we still carry the burden to punish regimes that would flout long-held conventions banning the use of biological, chemical and nuclear weapons.  "That's why I have decided to pursue an unlimited, targeted military strike against Washington DC." For countless global citizens, this alternative version predictably sounds as far-fetched as the official version of what happened 12 years ago. The fog of war obscures in mysterious ways. But the fact remains that the current, "reluctant" (farcical) Emperor continues to stake his -- and his nation's -- "credibility" on a "limited," "kinetic" operation to reinforce his self-defined red line against chemical weapons. 
  • In theory, the Russian plan of having Damascus surrender its chemical weapons arsenal works because of its inbuilt Chinese wisdom; nobody loses face -- from Obama and the US Congress to the European Union, the UN and the even more farcical "Arab" League, which is essentially a Saudi Arabian colony.  Although Obama is on a media blitzkrieg stealing the credit for it, Asia Times Online has confirmed that the plan was elaborated by Damascus, Tehran and Moscow last week -- after a visit to Damascus by the head of the national security committee of the Iranian Majlis (parliament), Alaeddin Boroujerdi. US Secretary of State John Kerry's now famous "slip" provided the opening.  So, essentially, it's this "axis" -- Damascus, Tehran and Moscow -- that is helping Obama to crawl out of his self-inflicted abyss. Needless to say, that is absolutely unbearable for the plutocrats in charge of unleashing the new Syria (lethal) production. A brand new propaganda/manufactured hysteria campaign must be unfurled to justify war. And that's exactly what the Anglo-French-American axis is working on.  No wonder the French proposal for a new UN Security Council resolution falls under the UN's Chapter 7 -- which would explicitly allow the use of force against Damascus in case of non-compliance. As it is, this resolution will inevitably be vetoed by Russia and China. And that will be the new pretext for war. The (farcical) emperor may easily invoke plausible deniability, stress he made "every effort" to avoid a military conflict, and then convince skeptics in the US Congress this is the only way to go.

Asia Times Online has confirmed that an outstanding meeting will take place later this week in Kyrgyzstan, during the annual summit of the Shanghai Cooperation Organization (SCO). Picture Chinese President Xi Jinping, Russian President Vladimir Putin and new Iranian President Hassan Rouhani together, in the same room, discussing their common position on Syria. Iran is an SCO observer -- and may soon be admitted as a full member. This is what the Anglo-French-American axis is up against.  And that brings us back to 12 years ago -- and the myth that aluminum jets are able to penetrate the thick steel perimeters of the Twin Towers and kerosene is capable of instantaneously melting steel perimeters and steel cores into fluffy steel dust. Check this out and draw the necessary conclusions.  As for that "evil," transnational Terror Inc, it didn't even have a name when Jihad International hopefuls were being recruited in the early 1980s by assorted Islamic charities, and then trained and funded by the CIA and Saudi Arabia. One day the database was finally named -- by the US -- as "al-Qaeda." Or, more appropriately, "al-CIAeda." They were elevated to Ultimate Evil status. They did 9/11. They reproduced like rabbits from Mali to Indonesia. Now the CIA works side-by-side with them -- as it did in Libya. And eagerly they await the US Air Force to clear their road to Damascus. Hey, it's just (war) business. Allahu Akbar.

USAID Subversion in Latin America Not Limited to Cuba | The Americas Blog - 0 views

  • A new investigation by the Associated Press into a U.S. Agency for International Development (USAID) project to create a Twitter-style social media network in Cuba has received a lot of attention this week, with the news trending on the actual Twitter for much of the day yesterday when the story broke, and eliciting comment from various members of Congress and other policy makers. The “ZunZuneo” project, which AP reports was “aimed at undermining Cuba's communist government,” was overseen by USAID’s Office of Transition Initiatives (OTI). AP describes OTI as “a division that was created after the fall of the Soviet Union to promote U.S. interests in quickly changing political environments — without the usual red tape.” Its efforts to undermine the Cuban government are not unusual, however, considering the organization’s track record in other countries in the region. As CEPR Co-Director Mark Weisbrot described in an interview with radio station KPFA’s “Letters and Politics” yesterday, USAID and OTI in particular have engaged in various efforts to undermine the democratically-elected governments of Venezuela, Bolivia, and Haiti, among others, and such “open societies” could be more likely to be impacted by such activities than Cuba. Declassified U.S. government documents show that USAID’s OTI in Venezuela played a central role in funding and working with groups and individuals following the short-lived 2002 coup d’etat against Hugo Chávez. A key contractor for USAID/OTI in that effort has been Development Alternatives, Inc. (DAI).

Ukraine and the Rise of Euro-Fascism | Global Research - 0 views

  • The disaster in Ukraine may be termed aggression against Russia by the U.S. and its NATO allies. This is a contemporary version of Euro-fascism, which differs from the previous face of fascism during World War II in that it employs “soft” power with just some elements of armed action in cases of extreme necessity, as well as the use of Nazi ideology as a supplementary rather than an absolute ideology. One of the main defining elements of Eurofascism has been preserved, however, and that is the division of citizens into superior ones (those who support the “European choice”) and inferior ones, who have no right to their own opinions and toward whom all is permitted. Another feature is the readiness to use violence and commit crimes in dealing with political opponents. The final aspect that needs to be understood, is what drives the rebirth of fascism in Europe; without grasping this, it is impossible to develop a resistance plan and save the Russian world from this latest threat of Euro-occupation.
  • The theory of long-term economic development recognizes an interrelationship between long waves of economic activity and long waves of military and political tension. Periodic shifts from one dominant technological mode to the next alternate with economic depressions, wherein increased government spending is used as an incentive for overcoming the crisis. The spending is concentrated in the military-industrial complex, because the liberal economic ideology allows enhancement of the role of the state only for national security objectives. Therefore, military and political tension is promoted and international conflicts provoked, to justify increased defense spending. This is what is happening at present: the U.S. is attempting to resolve its accumulated economic, financial, and industrial imbalances at other countries’ expense, by escalating international conflicts that will allow it to write off debts, appropriate assets belonging to others, and weaken its geopolitical rivals. When this was done during the Great Depression of the 1930s, the result was World War II. The American aggression against Ukraine pursues all of the above-mentioned goals. First, economic sanctions against Russia are intended to wipe out billions of dollars of U.S. debt to Russia. A second objective is to take over Ukrainian state assets, including the natural gas transport system, mineral deposits, the country’s gold reserves, and valuable art and cultural objects. Third, to capture Ukrainian markets of importance to American companies, such as nuclear fuel, aircraft, energy sources, and others. Fourth, to weaken not only Russia, but also the European Union, whose economy will sustain an estimated trillion-dollar loss from economic sanctions against Russia. Fifth, to attract capital flight from instability in Europe, to the USA.
  • Thus, war in Ukraine is just business for the United States. Judging by reports in the media, the U.S. has already recouped its spending on the Orange Revolution and the Maidan by carrying off treasures from the ransacked National Museum of Russian Art and National Historical Museum, taking over potential gas fields, and forcing the Ukrainian government to switch from Russian to American nuclear fuel supplies for its power plants. In addition, the Americans have moved ahead on their long-term objective of splitting Ukraine from Russia, turning what used to be “Little Russia” into a state hostile to Russia, in order to prevent it from joining the Eurasian integration process. This analysis leaves no room for doubt about the long-term and consistent nature of the American aggression against Russia in Ukraine. Washington is directing its Kiev puppets to escalate the conflict, rather than the reverse. They are also inciting the Ukrainian military against Russia, aiming to drag Russian ground forces into a war against Ukraine. They are encouraging the Nazis there to initiate new combat operations. This is a real war, organized by the United States and its NATO allies. Just like 75 years ago, it is being waged by Eurofascists against Russia, with the use of Ukrainian Nazis cultivated for this purpose.

  • What is surprising is the position of the European countries, which are tailing the U.S. and doing nothing to prevent a further escalation of the crisis. They should understand better than anybody, that Nazis can only be stopped with force. The sooner this is done, the fewer victims and less destruction there will be in Europe. The avalanche of wars across North Africa, the Middle East, the Balkans, and now Ukraine, incited by the U.S. in its own interests, threatens Europe most of all; and it was the devastation of Europe in two world wars that gave rise to the American economic miracle in the 20th century. But the Old World will not survive a Third World War. To prevent such a war means that there must be international acknowledgement that the actions of the U.S. constitute aggression, and that the EU and U.S. officials carrying them out are war criminals. It is important to accord this aggression the legal definition of “Eurofascism” and to condemn the actions of the European politicians and officials who are party to the revival of Nazism under cover of the Eastern Partnership.

Minsk -2: A Rotting Corpse | nsnbc international - 0 views

  • The Minsk-2 ceasefire agreement is dead but no one wants to bury the rotting corpse. Since it was signed in February of this year the Donbas governments and Russia have bent over backward to comply with the terms of that agreement hoping against hope that the Kiev junta would do the same. They hoped in vain.
  • Poroshenko and his fascist allies instead have refused to change the constitution to accommodate the concerns of the Donbas republics, have tried to suppress the Communist Party and other parties in opposition, have refused to withdraw heavy weaponry from the line of contact, have maintained increasingly heavy artillery attacks on the civilian populations and areas and cut off routes for essential foodstuffs, medical aid and technical equipment. Rather than enjoying a ceasefire, the peoples of the Donbas are under a state of siege. Poroshenko openly calls for a military solution to the crisis and has increased the draft in the west. The NATO alliance continues to pour in its forces disguised as “advisers” and “mercenaries” and puts additional pressure on Russia with multiple military exercises from the Baltic to Bulgaria, where more tanks have been recently dispatched to “send Russia a message.” The reality of the situation was stated on the 18th of August when President Putin stated, “It was the Donbas militias that suggested withdrawing all military equipment with calibre under 100mm. Unfortunately, the opposite side didn’t do that. On the contrary, according to the available data, it is concentrating its units there, including those reinforced with military hardware.” He continued to pay lip service to the Minsk-2 agreement, stating, “As for the Minsk-2 agreement, I believe there is no alternative for resolving the situation and that peace will prevail in the long run… “ and continued with “Our task is to minimize the losses with which we will come to this peace.”
  • There can be no doubt that the Minsk-2 agreements do provide the framework for a peaceful settlement of the impasse but there is also no doubt that the Kiev and NATO forces have no intention of abiding by its terms and are preparing for another offensive. Putin also stated, “I hope that it will not come to direct large scale clashes.” Yet, the people of the Donbas would be surprised to be told that the thousands of shells raining down on them from the Kiev junta’s artillery in order to provoke those clashes do not count. Bu what is the purpose of this state of siege? Since the Donbas forces have proved their strength and resilience the Kiev regime has little hope of achieving the total destruction of those forces and imposing its will on the Donbas. Kiev and NATO also know that Russia does not want to be drawn into a direct clash with NATO that could lead to a general war. In consequence the Kiev-NATO axis have decided to engage in operations that have direct political repercussions designed to disrupt the Russian-Donbas alliance or to paralyze it and try to enlist new allies. At the same time they have decided to make the war more costly for the Donbas and Russia both in military and economic terms, and to try to bring about a gradual exhaustion of their physical and moral resistance. We see this strategy being played out with the constant increase of economic warfare against Russia, which is clearly the ultimate target, the increasing use of propaganda including the planting in the media of the most absurd stories about Russia and its government, the use, once again of the OSCE observes as intelligence agents for NATO as happened in the Yugoslav war, and, in the political sphere, attempts by the United States and Britain to humiliate Russia with the politically motivated attempt to set up a tribunal regarding the downing of flight MH17.

  • Back when Michael Hastings died, former counterterrorism czar Richard Clarke—by all accounts a sober, no-nonsense man—said that the Hastings’s crash was “consistent with a car cyber attack” and that it was likely that intelligence agencies knew “how to remotely seize control of a car.”It is worth noting, too, that the day before his death, Hastings had “urgently” requested to borrow his neighbor’s car—he wanted to get out of town, but he feared his own car was being tampered with.How is it then that “mainstream” publications, including even Wired, do not talk about the very odd circumstances surrounding the death of a journalist who had made powerful enemies? Did the fact that he had caused a famed general to be fired, that he was investigating the CIA chief, that he told colleagues he himself was being investigated by the FBI—did none of this at least raise the slightest suspicion on the part of our journalistic community? How about the fiery explosion when his car hit a palm tree—which automotive experts say should not normally take place; what about the fact that the engine flew out of the vehicle and landed a considerable distance away–which, again, we are told, is highly unusual?

Turkey duped the US, and Isis is reaping the rewards - Comment - Voices - The Independent - 0 views

  • The disastrous miscalculation made by the United States in signing a military agreement with Turkey at the expense of the Kurds becomes daily more apparent. In return for the use of Incirlik Air Base just north of the Syrian border, the US betrayed the Syrian Kurds who have so far been its most effective ally against Islamic State (Isis, also known as Daesh). In return for this deal signed on 22 July, the US got greater military cooperation from Turkey, but it swiftly emerged that Ankara’s real target was the Kurds in Turkey, Syria and Iraq. Action against Isis was almost an afterthought, and it was hit by only three Turkish airstrikes, compared to 300 against the bases of the Kurdistan Workers’ Party (PKK). President Barack Obama has assembled a grand coalition of 60 states, supposedly committed to combating Isis, but the only forces on the ground to win successive victories against the jihadis over the past year are the ruling Syrian-Kurdish Party (PYD) and its People’s Protection Units (YPG). Supported by US air power, the YPG heroically defeated the Isis attempt to capture the border city of Kobani during a four-and-a-half month siege that ended in January, and seized the Isis crossing point into Turkey at Tal Abyad in June.
  • The advance of the Syrian Kurds, who now hold half of the 550-mile Syrian-Kurdish border, was the main external reason why Turkish President Recep Tayyip Erdogan offered the US closer cooperation, including the use of Incirlik, which had previously been denied. The domestic impulse for an offensive by the Turkish state against the Kurds also took place in June when the pro-Kurdish People’s Democratic Party (HDP) won 13 per cent of the vote in the Turkish general election, denying Mr Erdogan’s Justice and Development Party (AKP) a majority for the first time since 2002. By strongly playing the Turkish nationalist and anti-Kurdish card, Mr Erdogan hopes to win back that majority in a second election on 1 November.There are signs of a growing understanding in Washington that the US was duped by the Turks, or at best its negotiators deceived themselves when they agreed their bargain with Ankara. Senior US military officers are anonymously protesting in the US media they did not know that Turkey was pretending to be going after Isis when in practice it was planning an offensive against its 18 million-strong Kurdish minority.
  • But in July, the US plan to create such a moderate force was humiliatingly knocked on the head when Jabhat al-Nusra attacked and kidnapped many of this US-trained force as they entered Syria from Turkey. It now seems certain that Nusra had been tipped off by Turkish intelligence about the movements of the US-backed unit known as “Division 30”. Turkey apparently did this because it does not want the US to have its own surrogate in Syria. According to an investigation by Mitchell Prothero of the McClatchy news organisation, citing many Syrian sources in Turkey, the Turkish motive was to destroy the US-run movement, which was intended to number 15,000 fighters targeting Isis. Its disintegration would leave the US with no alternative but to train Turkish-sponsored rebel groups whose primary aim is to topple Syria’s President Bashar al-Assad. The article quotes a Syrian rebel commander in the Turkish city of Sanliurfa, 30 miles north of the Syrian border, as saying that the Turks “don’t want anything bad to happen to their allies – Nusra and Ahrar al-Sham – along the border, and they know that both the Americans and the Syrian people will eventually recognise that there’s no difference between groups such as Nusra, Ahrar and Daesh.”

  • The US campaign against Isis is failing and the US-Turkish deal will not reverse that failure and may make it more complete. Why did US negotiators allow themselves to be deceived, if that is what happened. No doubt the US air force was over-eager for the use of Incirlik so it would not have to fly its planes from Jordan, Bahrain or carriers in the Gulf.But there is a deeper reason for America’s inability to confront Isis successfully. Ever since 9/11, the US has wanted to combat al-Qaeda-type movements, but without disturbing its close relations with Sunni states such as Turkey, Saudi Arabia, Pakistan and the Gulf monarchies. But it is these same allies that have fostered, tolerated or failed to act against the al-Qaeda clones, which explains their continuing success.

  • A disturbing trend in the water sector is accelerating worldwide. The new “water barons” --- the Wall Street banks and elitist multibillionaires --- are buying up water all over the world at unprecedented pace. Familiar mega-banks and investing powerhouses such as Goldman Sachs, JP Morgan Chase, Citigroup, UBS, Deutsche Bank, Credit Suisse, Macquarie Bank, Barclays Bank, the Blackstone Group, Allianz, and HSBC Bank, among others, are consolidating their control over water. Wealthy tycoons such as T. Boone Pickens, former President George H.W. Bush and his family, Hong Kong’s Li Ka-shing, Philippines’ Manuel V. Pangilinan and other Filipino billionaires, and others are also buying thousands of acres of land with aquifers, lakes, water rights, water utilities, and shares in water engineering and technology companies all over the world. The second disturbing trend is that while the new water barons are buying up water all over the world, governments are moving fast to limit citizens’ ability to become water self-sufficient (as evidenced by the well-publicized Gary Harrington’s case in Oregon, in which the state criminalized the collection of rainwater in three ponds located on his private land, by convicting him on nine counts and sentencing him for 30 days in jail). Let’s put this criminalization in perspective:
  • Billionaire T. Boone Pickens owned more water rights than any other individuals in America, with rights over enough of the Ogallala Aquifer to drain approximately 200,000 acre-feet (or 65 billion gallons of water) a year. But ordinary citizen Gary Harrington cannot collect rainwater runoff on 170 acres of his private land. It’s a strange New World Order in which multibillionaires and elitist banks can own aquifers and lakes, but ordinary citizens cannot even collect rainwater and snow runoff in their own backyards and private lands.
  • In 2008, Goldman Sachs called water “the petroleum for the next century” and those investors who know how to play the infrastructure boom will reap huge rewards, during its annual “Top Five Risks” conference. Water is a U.S.$425 billion industry, and a calamitous water shortage could be a more serious threat to humanity in the 21st century than food and energy shortages, according to Goldman Sachs’s conference panel. Goldman Sachs has convened numerous conferences and also published lengthy, insightful analyses of water and other critical sectors (food, energy). Goldman Sachs is positioning itself to gobble up water utilities, water engineering companies, and water resources worldwide. Since 2006, Goldman Sachs has become one of the largest infrastructure investment fund managers and has amassed a $10 billion capital for infrastructure, including water.

  • Specifically, a lucrative opportunity in water is in hydraulic fracturing (or fracking), as it generates massive demand for water and water services. Each oil well developed requires 3 to 5 million gallons of water, and 80% of this water cannot be reused because it’s three to 10 times saltier than seawater. Citigroup recommends water-rights owners sell water to fracking companies instead of to farmers because water for fracking can be sold for as much as $3,000 per acre-foot instead of only $50 per acre/foot to farmers.
  • One of the world’s largest banks, JPMorgan Chase has aggressively pursued water and infrastructure worldwide. In October 2007, it beat out rivals Morgan Stanley and Goldman Sachs to buy U.K.’s water utility Southern Water with partners Swiss-based UBS and Australia’s Challenger Infrastructure Fund. This banking empire is controlled by the Rockefeller family; the family patriarch David Rockefeller is a member of the elite and secretive Bilderberg Group, Council on Foreign Relations, and Trilateral Commission.
  • Barclays PLC is a U.K.-based major global financial services provider operating in all over the world with roots in London since 1690; it operates through its subsidiary Barclays Bank PLC and its investment bank called Barclays Capital. Barclays Bank’s unit Barclays Global Investors manages an exchange-traded fund (ETF) called iShares S&P Global Water, which is listed on the London Stock Exchanges and can be purchased like any ordinary share through a broker. Touting the iShares S&P Global Water as offering “a broad based exposure to shares of the world’s largest water companies, including water utilities and water equipment stocks” of water companies around the world, this fund as of March 31, 2007 was valued at U.S.$33.8 million.
  • Deutsche Bank is one of the major players in the water sector worldwide. Its Deutsche Bank Advisors have identified water as a part of the climate investment strategies. In its presentation, “Global Warming: Implications for Investors,” they have identified the four following major areas for water investment: § Distribution and management: (1) Supply and recycling, (2) water distribution and sewage, (3) water management and engineering. § Water purification: (1) Sewage purification, (2) disinfection, (3) desalination, (4) monitoring. § Water efficiency (demand): (1) Home installation, (2) gray-water recycling, (3) water meters. § Water and nutrition: (1) Irrigation, (2) bottled water.
  • Moreover, Deutsche Bank has channeled €6 billion (U.S.$8.55 billion) into climate change funds, which will target companies with products that cut greenhouse gases or help people adapt to a warmer world, in sectors from agriculture to power and construction (Reuters, October 18, 2007). In addition to SCM, Deutsche Bank also has the RREEF Infrastructure, part of RREEF Alternative Investments, headquartered in New York with main hubs in Sydney, Singapore, and London. RREEF Infrastructure has more than €6.7 billion in assets under management. One of its main targets is utilities, including electricity networks, water-treatment or distribution operations, and natural-gas networks. In October 2007, RREEF partnered with Goldman Sachs, GE, Prudential, and Babcok & Brown Ltd. to bid unsuccessfully for U.K.’s water utility Southern Water. § Crediting the boom in European infrastructure investment, the RREEF fund by August 2007 had raised €2 billion (U.S.$2.8 billion); Europe’s infrastructure market is valued at between U.S.$4 trillion to U.S.$6 trillion (DowJones Financial News Online, August 7, 2007). § Bulgaria --- Deutsche Bank Bulgaria is planning to participate in large infrastructure projects, including public-private partnership projects in water and sewage worth up to €1 billion (Sofia Echo Media, February 26, 2008). § Middle East --- Along with Ithmaar Bank B.S.C. (an private-equity investment bank in Bahrain), Deutsche Bank co-managed a U.S.$2 billion Shari'a-compliant Infrastructure and Growth Capital Fund and plans to target U.S.$630 billion in regional infrastructure.
  • In my 2008 article, I overlooked the astonishingly large land purchases (298,840 acres, to be exact) by the Bush family in 2005 and 2006. In 2006, while on a trip to Paraguay for the United Nation’s children’s group UNICEF, Jenna Bush (daughter of former President George W. Bush and granddaughter of former President George H.W. Bush) reportedly bought 98,840 acres of land in Chaco, Paraguay, near the Triple Frontier (Bolivia, Brazil, and Paraguay). This land is said to be near the 200,000 acres purchased by her grandfather, George H.W. Bush, in 2005. The lands purchased by the Bush family sit over not only South America’s largest aquifer --- but the world’s as well --- Acuifero Guaraní, which runs beneath Argentina, Brazil, Paraguay, and Uruguay. This aquifer is larger than Texas and California combined. Online political magazine Counterpunch quoted Argentinean pacifist Adolfo Perez Esquivel, the winner of 1981 Nobel Peace Prize, who “warned that the real war will be fought not for oil, but for water, and recalled that Acuifero Guaraní is one of the largest underground water reserves in South America….”

  • The tragic shooting of Cpl. Nathan Cirillo on October 22, 2014 at the War Memorial in Ottawa, Ontario, Canada followed by a shoot-out at the House of Commons, and the death of the shooter, Michael Zebaf-Bibeau, serves as a catalyst to advance several hidden government agendas. The Canadian government wants to spread unreasonable fear of radical, violent Muslim terrorists so that it can better control all Canadians, especially those who choose to exercise their constitutionally enshrined rights. The government is also advancing a social control mechanism so that it can deny and negate domestic constitutional rights, in particular Section 35 of the Constitution Act, 1982 which recognizes and affirms aboriginal and treaty rights
  • It is very unlikely that Michael Zebaf-Bibeau acted alone. Prof. John McMurtry, author of The Cancer Stage of Capitalism From Crisis to Cure explains in “Canada: Decoding Harper’s Terror Game. Beneath the Masks and Diversions” describes Zebaf-Bibeau as a “ clinically insane, drug-addicted petty criminal living in a homeless shelter in Ottawa who had warned a judge in front of the police back in 2011:”‘If you can’t keep me in, I’m going to do something”. Furthermore, McMurtry wonders, “Who could have been a better tool for the events to come?” The notion that Zebaf-Bibeau was being exploited or set up by a handler/manager/police-informer is further reinforced by observations of investigative reporter Amy MacPherson who credibly claims in “Government Envisages Anti-Constitutional Surveillance Law During Ottawa Shooting” that U.S authorities had advance information. She wonders “… how American intelligence knew the name of a ‘possible terrorist’ as the mayhem was still unfolding. How did Americans know when Canadians didn’t, and how was this information so widespread that American media and Google had access to distribute, but domestic reporters on the scene did not?”
  • The theory that U.S agencies were somehow implicated in the tragedy is further reinforced by the fact that Operation Determined Dragon, a joint Canada/U.S counter-terrorism drill, was executed from 20 to 29 October 2014, so the murder of Cpl. Nathan Cirillo coincided with the time that Determined Dragon was being executed. Yet the Canadian government frames this tragedy as rooted in Islamic terrorism rather than the more credible alternative: that a homeless drug addict could have been used as a tool to further an already finalized agenda to participate in an illegal war in Iraq, and to restrict the rights and freedoms of all Canadians. Not surprisingly, the passing of the anti-constitutional surveillance law – Bill C-13, had also been expedited.

LEAKED: Secret Negotiations to Let Big Brother Go Global | Wolf Street - 0 views

  • Much has been written, at least in the alternative media, about the Trans Pacific Partnership (TPP) and the Transatlantic Trade and Investment Partnership (TTIP), two multilateral trade treaties being negotiated between the representatives of dozens of national governments and armies of corporate lawyers and lobbyists (on which you can read more here, here and here). However, much less is known about the decidedly more secretive Trade in Services Act (TiSA), which involves more countries than either of the other two. At least until now, that is. Thanks to a leaked document jointly published by the Associated Whistleblowing Press and Filtrala, the potential ramifications of the treaty being hashed out behind hermetically sealed doors in Geneva are finally seeping out into the public arena.
  • If signed, the treaty would affect all services ranging from electronic transactions and data flow, to veterinary and architecture services. It would almost certainly open the floodgates to the final wave of privatization of public services, including the provision of healthcare, education and water. Meanwhile, already privatized companies would be prevented from a re-transfer to the public sector by a so-called barring “ratchet clause” – even if the privatization failed. More worrisome still, the proposal stipulates that no participating state can stop the use, storage and exchange of personal data relating to their territorial base. Fat chance of that, especially in light of the fact that the text is designed to be almost impossible to repeal, and is to be “considered confidential” for five years after being signed. For example, the draft Financial Services Annex of TiSA, published by Wikileaks in June 2014, would allow financial institutions, such as banks, the free transfer of data, including personal data, from one country to another. As Ralf Bendrath, a senior policy advisor to the MEP Jan Philipp Albrecht, writes in State Watch, this would constitute a radical carve-out from current European data protection rules:

  • At the symposium, held in a divinely frescoed former 15th century Dominican refectory now part of the Italian parliament's library, Sergey Glazyev, on the phone from Moscow, gave a stark reading of Cold War 2.0. There's no real "government" in Kiev; the US ambassador is in charge. An anti-Russia doctrine has been hatched in Washington to foment war in Europe - and European politicians are its collaborators. Washington wants a war in Europe because it is losing the competition with China. Glazyev addressed the sanctions dementia: Russia is trying simultaneously to reorganize the politics of the International Monetary Fund, fight capital flight and minimize the effect of banks closing credit lines for many businessmen. Yet the end result of sanctions, he says, is that Europe will be the ultimate losers economically; bureaucracy in Europe has lost economic focus as American geopoliticians have taken over.

  • Russia could outmaneuver Western financial markets by cutting them off from its wealth of oil and natural gas. The markets would inevitably collapse - uncontrolled chaos for the Empire of Chaos (or "controlled chaos", in Putin's own words). Imagine the crumbling of the quadrillion-plus of derivatives. It would take years for the "West" to replace Russian oil and natural gas, but the EU's economy would be instantly devastated. Just this lightning-bolt Western attack on the rouble - and oil prices - using the crushing power of Wall Street firms had already shaken European banks exposed to Russia to the core; their credit default swaps soared. Imagine those banks collapsing in a Lehman Brothers-style house of cards if Russia decided to default - thus unleashing a chain reaction. Think about a non-nuclear MAD (Mutually Assured Destruction) - in fact warless. Still, Russia is self-sufficient in all kinds of energy, mineral wealth and agriculture. Europe isn't. This could become the lethal result of war by sanctions.

  • The Islamic State in Iraq and Syria (ISIS) is being touted as the newest "threat" to the American homeland: hysterics have pointed to Chicago as the locus of their interest, and we are told by everyone from the President on down that if we don’t attack them – i.e. go back into Iraq (and even venture into Syria) to root them out – they’ll soon show up on American shores.
  • If we step back from the hysteria generated by the beheading of US journalist James Foley, what’s clear is that this new bogeyman is the creation of the United States and its allies in the region. ISIS didn’t just arise out of the earth like some Islamist variation on the fabled Myrmidons: they needed money, weapons, logistics, propaganda facilities, and international connections to reach the relatively high level of organization and lethality they seem to have achieved in such a short period of time. Where did they get these assets? None of this is any secret: Saudi Arabia, Qatar, and the rest of the oil-rich Gulf states have been backing them all the way. Prince Bandar al-Sultan, until recently the head of the Kingdom’s intelligence agency – and still the chief of its National Security Council – has been among their biggest backers. Qatar and the Gulf states have also been generous in their support for the Syrian jihadists who were too radical for the US to openly back. Although pressure from Washington – only recently exerted – has reportedly forced them to cut off the aid, ISIS is now an accomplished fact – and how can anyone say that support has entirely evaporated instead of merely going underground?
  • Washington’s responsibility for the success of ISIS is less direct, but no less damning. The US was in a de facto alliance with the groups that merged to form ISIS ever since President Barack Obama declared Syria’s Bashar al-Assad "must go" – and Washington started funding Syrian rebel groups whose composition and leadership kept changing. By funding the Free Syrian Army (FSA), our "vetted" Syrian Islamists, this administration has actively worked to defeat the only forces capable of rooting out ISIS from its Syrian nest – Assad’s Ba’athist government. Millions of dollars in overt aid – and who knows how much covertly? – were pumped into the FSA. How much of that seeped into the coffers of ISIS when constantly forming and re-forming chameleon-like rebel groups defected from the FSA? These defectors didn’t just go away: they joined up with more radical – and militarily effective – Islamist militias, some of which undoubtedly found their way to ISIS. How many ISIS cadres who started out in the FSA were trained and equipped by American "advisors" in neighboring Jordan? We’ll never know the exact answer to that question, but the number is very likely not zero – and this Mother Jones piece shows that, at least under the Clinton-Petraeus duo, the "vetting" process was a joke. Furthermore, Senator Rand Paul (R-Kentucky) may have been on to something when he confronted Hillary with the contention that some of the arms looted from Gaddafi’s arsenals may well have reached the Syrian rebels. There was, after all, the question of where that mysterious "charity ship," the Al Entisar, carrying "humanitarian aid" to the Syrian rebels headquartered in Turkey, sailed from.

  • In a recent public event held at the Aspen Institute, former Israeli ambassador to the US Michael Oren bluntly stated that in any struggle between the Sunni jihadists and their Iranian Shi’ite enemies, the former are the "lesser evil." They’re all "bad guys," says Oren, but "we always wanted Bashar Assad to go, we always preferred the bad guys who weren’t backed by Iran to the bad guys who were backed by Iran." Last year, Sima Shine, Israel’s Minister of Strategic Affairs, declared: "The alternative, whereby [Assad falls and] Jihadists flock to Syria, is not good. We have no good options in Syria. But Assad remaining along with the Iranians is worse. His ouster would exert immense pressure on Iran." None of this should come as much of a surprise to anyone who has been following Israel’s machinations in the region. It has long been known that the Israelis have been standing very close to the sidelines of the Syrian civil war, gloating and hoping for "no outcome," as this New York Times piece put it.
  • Secondly, the open backing by the US of particular Syrian rebel groups no doubt discredited them in the eyes of most Islamist types, driving them away from the FSA and into the arms of ISIS. When it became clear Washington wasn’t going to provide air support for rebel actions on the ground, these guys left the FSA in droves – and swelled the ranks of groups that eventually coalesced into ISIS. Thirdly, the one silent partner in all this has been the state of Israel. While there is no evidence of direct Israeli backing, the public statements of some top Israeli officials lead one to believe Tel Aviv has little interest in stopping the ISIS threat – except, of course, to urge Washington to step deeper into the Syrian quagmire.
  • Israel’s goal in the region has been to gin up as much conflict and chaos as possible, keeping its Islamic enemies divided, making it impossible for any credible challenge to arise among its Arab neighbors – and aiming the main blow at Tehran. As Ambassador Oren so brazenly asserted – while paying lip service to the awfulness of ISIS and al-Qaeda – their quarrel isn’t really with the Arabs, anyway – it’s with the Persians, whom they fear and loathe, and whose destruction has been their number one objective since the days of Ariel Sharon. Why anyone is shocked that our Middle Eastern allies have been building up Sunni radicals in the region is beyond me – because this has also been de facto US policy since the Bush administration, which began recruiting American assets in the Sunni region as the linchpin of the Iraqi "surge." This was part and parcel of the so-called "Sunni turn," or "redirection," in Seymour Hersh’s phrase, which, as I warned in 2006, would become Washington’s chosen strategy for dealing with what they called the "Shia crescent" – the crescent-shaped territory spanning Iran, Iraq, Syria, and parts of Lebanon under Hezbollah’s control, which the neocons began pointing to as the Big New Threat shortly after Saddam Hussein’s defeat.

    If one were to attempt to write the most damning yet throughly referenced report on U.S. involvement with ISIL, this manuscript would make a very good first draft.  But probably unintentionally, the author gives less credit to Israel than it is due. At least twice (and I think more but would have to check), the Israeli Air Force has struck Syria, destroying Russian heavy weaponry, missiles capable of reaching Israel, being delivered to the Lebanonese Hezbollah in Syria. Hesbollah is fighting side-by-side with the Syrian government forces in Syria. So Israel has had a direct and overt hand in the Syrian war.

Hillary Clinton's Real Scandal Is Honduras, Not Benghazi - 0 views

  • What beats me is why more Democrats aren’t deeply troubled by the legacy of Clinton’s foreign policy blunder in Honduras. Maybe you’ve forgotten what happened in that small country in the first year of the Obama administration — more on that in a moment. But surely you’ve noticed the ugly wave of xenophobia greeting a growing number of Central American child refugees arriving on our southern border. Some of President Barack Obama’s supporters are trying to blame this immigration crisis on the Bush administration because of an anti-trafficking law George W. signed in 2008 specifically written to protect Central American children that preceded an uptick in their arrivals. But which country is the top source of kids crossing the border? Honduras, home to the world’s highest murder rate, Latin America’s worst economic inequality, and a repressive U.S.-backed government. When Honduran military forces allied with rightist lawmakers ousted democratically elected President Manuel Zelaya in 2009, then-Secretary of State Clinton sided with the armed forces and fought global pressure to reinstate him.
  • Washington wields great influence over Honduras, thanks to the numerous military bases built with U.S. funds where training and joint military and anti-drug operations take place. Since the coup, nearly $350 million in U.S. assistance, including more than $50 million in military aid has poured into the country. That’s a lot of investment in a nation where the police, the military, and private security forces are killing people with alarming frequency and impunity, according to Human Rights Watch. In short, desperate Honduran children are seeking refuge from a human rights nightmare that would cast a dark cloud over Clinton’s presidential bid right now if the media were paying any attention. That wouldn’t give Republicans a big advantage, of course. Until they stop alienating a majority of female voters and communities of color, I find it hard to see the party of Mitt Romney and John McCain winning the White House.
  • Given the Democratic Party’s demographic edge, progressives have nothing to lose by seizing on the GOP field’s weakness and pressing for a viable alternative to another Clinton administration. Senator Elizabeth Warren could prove a contender. Unfortunately, the consumer-rights firebrand and Massachusetts Democrat lacks any foreign policy experience. And foreign policy is no afterthought these days. Israel — the recipient of $3.1 billion a year in U.S. military aid — is waging a ground war in Gaza, and the stakes in the Russia-Ukraine conflict just grew following the downing of that Malaysia Airlines jet. Plus, Iraq is growing more violent and unstable once more. On all these issues, Clinton is more hawkish than most of the Democratic base. But other Democrats with a wide range of liberal credentials and foreign policy expertise are signaling some interest in running, especially if Clinton ultimately sits out the race. Even if Clinton does win in 2016, a serious progressive primary challenge could help shape her presidency. As more and more Honduran kids cross our border in search of a safe haven, voters should take a good look at her track record at the State Department and reconsider the inevitability of another Clinton administration.

  • A Washington state police department just south of Seattle has for years been quietly using controversial surveillance equipment that can collect records of all cellphone calls, text messages and data transfers within a half-mile radius, according to local media. The Stingray surveillance system, deployed by the Tacoma Police Department since 2009, “tricks cellphones into thinking it’s a cell tower and draws in their information,” local news website The Olympian reported Wednesday. The device is reportedly capable of indiscriminate data collection, which worries civil rights advocates. The American Civil Liberties Union (ACLU) said it has identified at least 43 police departments in 18 states that use Stingray equipment. The rights group said on its website that police use of such a device may violate the U.S. Constitution's Fourth Amendment, and with taxpayers’ money.
  • "The result is that police gather the electronic serial numbers and other information about phones, as well as the direction and strength of each phone's signal, allowing precise location tracking,” the ACLU said. “Stingrays can also gather information about people's communications, such as which phone numbers they call. Because we carry our cellphones with us virtually everywhere we go, Stingrays can paint a precise picture of where we are and who we spend time with, including our location in a lover's house, in a psychologist's office or at a political protest." Tacoma Police Department’s Assistant Police Chief Kathy McAlpine said that officers only use Stingray with permission from a judge, and that they do not collect data. “It is used in felony-level crimes to locate suspects wanted for crimes such as homicide, rape, robbery, kidnapping, and narcotics trafficking,” McAlpine said. The department said the device has been used nearly 200 times since June.
  • The Tacoma City Council approved buying an updated version of the equipment in March 2013 on the grounds that it would be used to find improvised explosive devices. McAlpine said they have never used the Stingray to locate such a device. Civil rights groups said they are concerned about the possibility of indiscriminate data collection, and worry that police could store the data of innocent citizens. “They are essentially searching the homes of innocent Americans to find one phone used by one person,” said Christopher Soghoian, principal technologist with the ACLU in Washington, D.C. “It’s like they’re kicking down the doors of 50 homes and searching 50 homes because they don’t know where the bad guy is.” A similar controversy erupted in nearby Seattle last November, when  alternative news website The Stranger reported that a new apparatus capable of geo-locating and tracking the movement of any wireless device that passes it was quietly installed in a Seattle neighborhood.

  • As US aircraft continued to pound the Islamist militants in northern Iraq, the Obama administration was studying a range of options for pressuring Isis in Syria, primarily through training "moderate" Syrian rebels as a proxy force, with air strikes as a possible backup.

Nor have critical details for the training program been worked out, despite it being effectively the lynchpin of what the administration considers a long-term plan to defeat Isis. "I can't tell you where it would take place, or how many people would be trained, and there's still a vetting process that needs to be fully developed here," Kirby conceded.
