Iceland's Supreme Court has upheld convictions of market manipulation for four former executives of the failed Kaupthing bank in a landmark case that the country's special prosecutor said showed it was possible to crack down on fraudulent bankers. Hreidar Mar Sigurdsson, Kaupthing's former chief executive, former chairman Sigurdur Einarsson, former CEO of Kaupthing Luxembourg Magnus Gudmundsson, and Olafur Olafsson, the bank's second largest shareholder at the time, were all sentenced on Thursday to between four and five and a half years.The verdict is the heaviest for financial fraud in Iceland's history, local media said. Kaupthing collapsed under heavy debts after the 2008 financial crisis and the four former executives now live abroad. Though they sometimes returned to Iceland to collaborate with the court investigation, none were present on Thursday.Iceland's government appointed a special prosecutor to investigate its bankers after the world's financial systems were rocked by the discovery of huge debts and widespread poor corporate governance. He said Thursday's ruling was a signal to countries slow to pursue similar cases that no individual was too big to be prosecuted.

"This case...sends a strong message that will wake up discussion," special prosecutor Olafur Hauksson told Reuters. "It shows that these financial cases may be hard, but they can also produce results."Not all of Iceland's prosecutions have succeeded. But the country's efforts contrast with the United States and particularly Europe, where though some banks have been fined, few executives have been tried and voters suffering post-crisis austerity conditions feel bankers got off lightly.A recent scandal at the Swiss private bank of Europe's biggest lender HSBC has highlighted the controversy again and sparked a political row about whether the bank did enough to pursue possible tax dodgers..

Iceland struggled initially to appoint a special prosecutor. Hauksson, 50, a policeman from a small fishing village, was encouraged to put in for the job after the initial advertisement drew no applications. Nor have all of his prosecutions been trouble-free: two former bank executives were acquitted in one case, while sentences imposed on others have been criticized for being too light.However, Icelandic lower courts have convicted the chief executives of all three of its largest banks for their responsibility in a crisis that prosecutors said highlighted the operations of a club of wealth financiers in a country of just 320,000 people.They also convicted former chief executives of two other major banks, Glitnir and Landsbanki, for charges ranging from fraud and market manipulation.Parliament relaxed bank secrecy laws in Iceland to help the prosecutors investigate bank documents without court orders."Why should we have a part of our society that is not being policed or without responsibility?" Hauksson said. "It is dangerous that someone is too big to investigate - it gives a sense there is a safe haven."Seven criminal cases involving bankers have made it to the Supreme Court, which upheld six of them. Five more, including cases of CEOs - are due to be heard by the top court. Another 14 cases are awaiting possible prosecution, Hauksson said.

The ability to travel in the United States is about to become more restrictive as the TSA announces it will soon be enforcing new identification standards in American airports. Beginning in 2016, passengers attempting to pass through a federal TSA checkpoint will be subject to the requirements of the REAL ID Act. To that end, the TSA will put higher scrutiny on travelers’ identities, and will only accept a federal passport or a “REAL-ID” card, which is issued by the states to meet federal requirements. Passengers will not be allowed to fly through an American airport without submitting to the advanced federal specifications. Both federal passports and REAL-ID cards require a number of unique personal identifiers to be stored together in government databases, including his or her full name, date of birth, Social Security Number, scanned signature, and other identifiers. Both cards require biometric data: a front-facing digital photograph of the passenger’s face, which is ultimately used with a facial recognition database.

Unauthorized disclosures of classified information by Edward Snowden have damaged U.S. intelligence capabilities, National Counterterrorism Center director Nicholas J. Rasmussen told Congress last week. “Due to the Snowden leaks and other disclosures, terrorists also have a great understanding of how we seek to conduct surveillance including our methods, our tactics and the scope and scale of our efforts. They’ve altered the ways in which they communicate and this has led to a decrease in collection,” Mr. Rasmussen said at a February 12 hearing of the Senate Select Committee on Intelligence. “We have specific examples which I believe we have shared with the committee and the committee staff in classified session — specific examples of terrorists who have adopted greater security measures such as using various new types of encryption, terrorists who have dropped or changed email addresses, and terrorists who have simply stopped communicating in ways they had before, in part because they understand how we collected,” he said. This is not terribly persuasive, particularly since Mr. Rasmussen did not specify which leaks resulted in which changes by which terrorists at what cost to U.S. security. Nor is a public statement by an intelligence official before the Senate Intelligence Committee entitled any longer to a presumption of accuracy since the Committee permits errors to stand uncorrected.

Mistrust between the Obama administration and Benjamin Netanyahu has widened even further in recent days because of U.S. suspicion that the Israeli prime minister has authorized leaks of details about the U.S. nuclear talks with Iran.

The decision to reduce the exchange of sensitive information about the Iran talks was prompted by concerns that Netanyahu’s office had given Israeli journalists sensitive details of the U.S. position, including a U.S. offer to allow Iran to enrich uranium with 6,500 or more centrifuges as part of a final deal. Obama administration officials believed these reports were misleading because the centrifuge numbers are part of a package that includes the size of the Iranian nuclear stockpile and the type of centrifuges that are allowed to operate. A deal that allowed 500 advanced centrifuges and a large stockpile of enriched uranium might put Iran closer to making a bomb than one that permitted 10,000 older machines and a small stockpile, the administration argues.

An initial report Sunday by Israel’s Channel 2 news that the administration had cut all communications with Israel about the Iran talks was denied by White House spokesman Alistair Baskey. Sources here said that Philip Gordon, the Middle East director for President Obama’s National Security Council, would see Israeli national security adviser Yossi Cohen and other senior officials on Monday. The discussion would include Iran policy, but U.S. officials aren’t likely to share the latest information about U.S. strategy in the talks.

Poland will comply with a European Court of Human Rights ruling that the country had hosted a secret CIA jail, foreign minister Grzegorz Schetyna said on Wednesday. "We will comply with the ruling. We have to do it. It's a question for the coming weeks," Schetyna told public radio.On Tuesday, the European Court of Human Rights refused to reconsider its ruling that Poland had hosted such a jail, a decision that will now oblige Warsaw to swiftly hold to account Polish officials who allowed the jail to operate.The original ruling in July last year included a demand that Poland swiftly conclude a criminal investigation into the jail and pay compensation totaling 230,000 euros ($262,000) to two men who were held there.

Iraqi military forces backed by U.S. airstrikes and possibly American ground troops could launch an assault to wrest control of the city of Mosul from ISIS as early as April, a senior U.S. official told NBC News on Thursday. As many as 20,000 Iraqi military and Kurdish forces could be involved in the operation to retake Mosul, Iraq's second-largest city, said the official with the military's Central Command (CENTCOM). If needed, U.S. ground forces - including special operations and forward air controllers - could be involved, too, the official said. advertisement President Obama has said he would be willing to authorize the limited use of such ground forces if necessary.

As usual, the fine print of any European "deal" is revealed not only after the agreement, but after the US market close. So for all those waiting for the real punchline, here it is - it also is the reason why Greece got until Monday to reveal the list of "reforms" it would undertake: "We’re in trouble next week if creditors don’t accept Greece’s reforms", Greek Finance Minister Yanis Varoufakis says. "If our list of reforms is not backed by the institutions, this agreement is dead and buried." That's bad. But... "But it’s not going to be knocked down by the institutions." For his sake, let's hopes he is correct in predicting what the Troika, pardon, Institutions will do. Because this is precisely what Schauble meant when he said that the "Greeks Certainly Will Have A Difficult Time To Explain The Deal To Their Voters": under the conditionality of the Troika's approval, the Tsipras government now has to walk back essentially all the promises it made to the Greek people - promises which by some accounts amount to over €20 billion in additional spending - or the Troika, pardon Institutions, will yank the entire deal and the Grexit can then commence. And that's the bottom line.

It's also the reason Schauble was gloating: because he gave the Greek government just enough rope with which to hang itself. Then again, if and when the Tsirpas government is booted out next once the Greek euphoria turns to disgust and disillusionment, does Germany really want to negotiate with Golden Dawn instead?

The European Parliament today voted to investigate the extent of the CIA’s detention, torture and rendition programme in EU countries. The decision comes two months after the US Senate intelligence committee published a redacted summary of its six year investigation into the CIA’s detention and interrogation programme. The European Parliament’s committees on civil liberties, foreign affairs and human rights previously investigated the CIA’s programme in 2006, and they will now resume their inquiry with new details from the Senate’s report. Passing today’s resolution, MEPs said the summary “reveals new facts that reinforce allegations that a number of EU member states… were complicit in the CIA’s secret detention and extraordinary rendition programme, sometimes through corrupt means based on substantial amounts of money provided by the CIA in exchange for their cooperation”. Romania, Poland and Lithuania are widely known to have hosted CIA black sites, along with those in Afghanistan, Thailand and Guantánamo Bay.

In the first case of its kind last July, the European Court of Human Rights considered whether Poland had been complicit in the detention and transport of two CIA detainees, Abu Zubaydah andAbd al-Rahim al-Nashiri.

The motion passed today also encouraged the release of the report in full, without “excessive and unnecessary” redactions. References to individual countries were redacted in the summary on grounds of national security. Today’s resolution was approved by 363 votes to 290, with 48 abstentions.

Documents from the Reagan presidential library reveal that two major institutions promoting “democracy” and “freedom” — Freedom House and National Endowment for Democracy — worked hand-in-glove, behind-the-scenes, with a CIA propaganda expert in the 1980s, reports Robert Parry.

But the Russian law would impede NED’s efforts to destabilize the Russian government through funding of political activists, journalists and civic organizations, so it was denounced as an infringement of human rights and helped justify Freedom House’s rating of Russia as “not free.”The Russian government’s concerns were not entirely paranoid. On Sept. 26, 2013, Gershman, in effect, charted the course for the crisis in Ukraine and the greater neocon goal of regime change in Russia. In a Washington Post op-ed, Gershman called Ukraine “the biggest prize” and explained how pulling it into the Western camp could contribute to the ultimate defeat of Russian President Vladimir Putin.“Ukraine’s choice to join Europe will accelerate the demise of the ideology of Russian imperialism that Putin represents,” Gershman wrote. “Russians, too, face a choice, and Putin may find himself on the losing end not just in the near abroad but within Russia itself.”With NED’s budget now exceeding $100 million a year — and with many NGOs headquartered in Washington — Gershman has attained the status of a major paymaster for the neocon movement with his words carrying extra clout because he can fund or de-fund many a project.

Thus, three decades after CIA Director William Casey and his propaganda specialist Walter Raymond Jr. struggled to arrange funding for Freedom House and other organizations that would promote an interventionist agenda, their brainchild – the National Endowment for Democracy – was still around picking up those tabs.

The Obama administration is revamping its effort to counter the Islamic State’s propaganda machine, acknowledging that the terrorist group has been far more effective in attracting new recruits, financing and global notoriety than the United States and its allies have been in thwarting it.At the heart of the plan is expanding a tiny State Department agency, the Center for Strategic Counterterrorism Communications, to harness all the existing attempts at countermessaging by much larger federal departments, including the Pentagon, Homeland Security and intelligence agencies.The center would also coordinate and amplify similar messaging by foreign allies and nongovernment agencies, as well as by prominent Muslim academics, community leaders and religious scholars who oppose the Islamic State, also called ISIS or ISIL, and who may have more credibility with ISIS’ target audience of young men and women than the American government.

There’s a familiar ring to the U.S. calls to arm Ukraine’s post-coup government. That’s because the same big-money players who stand to benefit from belligerent relations with Russia haven’t forgotten a favorite Cold War tune. President Obama has said that he won’t rule out arming Ukraine if a recent truce, which has all but evaporated, fails like its predecessor. His comments echoed the advice of a report issued a week prior by three prominent U.S. think tanks: the Brookings Institute, the Chicago Council on Global Affairs and the Atlantic Council. The report advocated sending $1 billion worth of “defensive” military assistance to Kiev’s pro-Western government. If followed, those recommendations would bring the U.S. and Russia the closest to conflict since the heyday of the Cold War. Russia has said that it would “respond asymmetrically against Washington or its allies on other fronts” if the U.S. supplies weapons to Kiev. The powers with the most skin in the game—France, Germany, Russia and Ukraine—struck a deal on Feb. 12, which outlines the terms for a ceasefire between Kiev and the pro-Russian, breakaway provinces in eastern Ukraine. It envisages a withdrawal of heavy weaponry followed by local elections and constitutional reform by the end of 2015, granting more autonomy to the eastern regions.

But not all is quiet on the eastern front. The truce appears to be headed the route of a nearly identical compromise in September, which broke down immediately afterward. Moscow’s national security interests are clear. Washington’s are less so, unless you look at the bottom lines of defense contractors. As for those in the K Street elite pushing Uncle Sam to confront the bear, it isn’t hard to see what they have to gain. Just take a look below at the blow-by-blow history of their Beltway-bandit benefactors:

China wants to have closer military ties with Iran, the Chinese defense minister told the visiting head of the Iranian navy on Thursday, state media reported, reaffirming diplomatic links despite controversy over Iran's nuclear plans.

Naval cooperation between Iran and China is aimed at reinforcing Iran's military capability in the Gulf, analysts say, as well as displaying China's plan to exert greater influence and presence beyond East Asia.“The (port) call reflects China’s military-to-military relationship with Iran," said Christian Le Mière, a naval expert at the International Institute for Strategic Studies think-tank."It is the most explicit sign of Beijing’s acknowledgment of this relationship, which has remained relatively covert until now."

China's People's Liberation Army Daily separately reported that Sayyari had been given tours of a Chinese submarine and warships, where he "listened to an introduction on equipment ability and weapons systems".Sayyari said he hoped Iran and China could cooperate on anti-piracy operations, the newspaper said.China is Iran's top oil buyer and has been the most aggressive in raising its crude purchases after an easing of the Western sanctions aimed at ending Tehran's disputed nuclear program.

It is certainly possible Warren just got sloppy during the umpteenth iteration of this question, and used looser language than normal while speaking with a non-political reporter. But it’s also true that she’s been increasingly explicit in her criticisms of the Democratic establishment and its relationship with big banks. She told Salon last week that the Obama administration “protected Wall Street. Not families who were losing their homes. Not people who lost their jobs. And it happened over and over and over.”

I again congratulate the people of Ukraine on Sunday’s elections, a bold and clear choice for democracy, for reform, and for European integration, which is their right to choose. I am concerned, however, at plans for another so-called local election in eastern Ukraine on November 2nd, which Russia has said it will recognize. This would be a clear violation of the commitments made by both Russia and the separatists that it backs in the Minsk agreements. And the United States, along with the rest of the international community, will not recognize so-called separatist elections, unless they happen within the framework of the special status law passed by Ukraine’s parliament and signed by President Poroshenko. We continue to support Ukraine in its efforts to promote reform, fight corruption, pursue a peaceful resolution to the conflict in the east, and ultimately end the occupation of Crimea.

The other day I was talking to a senior Obama administration official about the foreign leader who seems to frustrate the White House and the State Department the most. “The thing about Bibi is, he’s a chickenshit,” this official said, referring to the Israeli prime minister, Benjamin Netanyahu, by his nickname. This comment is representative of the gloves-off manner in which American and Israeli officials now talk about each other behind closed doors, and is yet another sign that relations between the Obama and Netanyahu governments have moved toward a full-blown crisis. The relationship between these two administrations— dual guarantors of the putatively “unbreakable” bond between the U.S. and Israel—is now the worst it's ever been, and it stands to get significantly worse after the November midterm elections. By next year, the Obama administration may actually withdraw diplomatic cover for Israel at the United Nations, but even before that, both sides are expecting a showdown over Iran, should an agreement be reached about the future of its nuclear program.

The fault for this breakdown in relations can be assigned in good part to the junior partner in the relationship, Netanyahu, and in particular, to the behavior of his cabinet. Netanyahu has told several people I’ve spoken to in recent days that he has “written off” the Obama administration, and plans to speak directly to Congress and to the American people should an Iran nuclear deal be reached. For their part, Obama administration officials express, in the words of one official, a “red-hot anger” at Netanyahu for pursuing settlement policies on the West Bank, and building policies in Jerusalem, that they believe have fatally undermined Secretary of State John Kerry’s peace process.

Over the years, Obama administration officials have described Netanyahu to me as recalcitrant, myopic, reactionary, obtuse, blustering, pompous, and “Aspergery.” (These are verbatim descriptions; I keep a running list.)  But I had not previously heard Netanyahu described as a “chickenshit.” I thought I appreciated the implication of this description, but it turns out I didn’t have a full understanding. From time to time, current and former administration officials have described Netanyahu as a national leader who acts as though he is mayor of Jerusalem, which is to say, a no-vision small-timer who worries mainly about pleasing the hardest core of his political constituency. (President Obama, in interviews with me, has alluded to Netanyahu’s lack of political courage.) “The good thing about Netanyahu is that he’s scared to launch wars,” the official said, expanding the definition of what a chickenshit Israeli prime minister looks like. “The bad thing about him is that he won’t do anything to reach an accommodation with the Palestinians or with the Sunni Arab states. The only thing he’s interested in is protecting himself from political defeat. He’s not [Yitzhak] Rabin, he’s not [Ariel] Sharon, he’s certainly no [Menachem] Begin. He’s got no guts.”

Ever since the head of the Movement of the Taliban in Pakistan, Hakeemullah Mehsud, was killed in a US drone strike in late 2013, the al Qaeda-linked group has been plagued by leadership disputes, infighting, and defections. Mullah Fazlullah, Mehsud's successor, has proven to be incapable of holding the coalition of jihadists together. The latest members to leave the group are its spokesman, Shahidullah Shahid, and five regional emirs: Hafiz Dolat Khan from Kurram, Hafiz Saeed Khan from Arakzai, Maulana Gul Zaman from Khyber, Mufti Hassan Swati from Peshawar, and Khalid Mansoor from Hangu. Shahid announced their defection in a video (seen above) that was released online earlier this week. The Pakistani Taliban figures are now loyal to Abu Bakr al Baghdadi, the head of the Islamic State, which has been attempting to woo al Qaeda and Taliban leaders for months.

"I pledge allegiance to the Commander of the Faithful and the Caliph of Muslims Abu Bakr al Baghdadi al Qurashi al Husayni, to obey him when we are enthusiastic and when we are halfhearted, as well as in difficulty and relief," Shahid says in the video, according to a translation obtained by The Long War Journal. Shahid stresses that his pledge of allegiance (bayat) is not on behalf of the "entire movement," nor has Mullah Fazlullah himself sworn an oath of fealty to Baghdadi. Instead, Shahid says, the oath is "pledged by myself as well as five other Pakistani Taliban emirs, who are the emirs of Orakzai, Kuram, Khaybar, Hangu, and Peshawar regions." Shahid goes on to claim that this is the fourth time he has pledged allegiance to the Islamic State. His claim is curious, to say the least. The video above was disseminated online on Oct. 13. But less just one week earlier, on Oct. 6, Shahid was quoted as denying that the Pakistani Taliban had sworn allegiance to Baghdadi's group. Shahid was quoted in an account by Reuters, and there is nothing in that report about Shahid or the five other Pakistani Taliban leaders switching their allegiance to Baghdadi. On the contrary, Shahid was quoted as saying, "We are not supporting any specific group in Syria or Iraq; all groups there are noble and they are our brothers." Shahid continued, "Mullah Omar is our head and we are following him."

In just one week, therefore, the Pakistani Taliban spokesman went from claiming that the group was entirely loyal to Mullah Omar to announcing that he and five commanders now counted themselves among the Islamic State's ranks. Interestingly, Shahid claims in his defection notice that on a prior occasion in early July he privately swore his allegiance to Baghdadi through Abu Huda al Sudani. This has a ring of truth to it, as al Sudani is a disgruntled al Qaeda veteran who leads a faction in Afghanistan that has sided with the Islamic State. Al Sudani leads a faction that is now loyal to Baghdadi. It is not clear how many former Pakistani Taliban fighters the defectors command. The emirs of the five regions did have forces under their direction, but it is not publicly known how many jihadists they direct, or if all of their fighters have followed suit. In reality, Shahid's announced defection to the Islamic State is just the latest blow to Fazlullah's group. It is clear that Fazlullah has not been able to fill Hakeemullah Mehsud's shoes. Indeed, well before the six Pakistani Taliban leaders announced their decision to side with Baghdadi this past week most of the group had already defected. The majority of the Pakistani Taliban's leaders and fighters had already left its ranks, forming new groups. And the most prominent of these organizations are still loyal to Mullah Omar.

Negotiations in Saudi Arabia between Boko Haram and the government of Nigeria have reportedly reached a ceasefire agreement. While the exact terms of the ceasefire have yet to be fully disclosed, it does appear that the 219 school girls kidnapped by the terrorist group in April are a part of the bargain. According to Nigerian presidential aide Hassan Tukur, Boko Haram "assured us they have the girls and they will release them." He further noted that he was "cautiously optimistic."

Poland is to ask the European Court of Human Rights to re-consider its ruling that Poland violated its human rights commitments by hosting a secret CIA jail on its soil, the prosecutor general was quoted as saying on Tuesday. The court in Strasbourg said in a ruling issued in July this year that the CIA had used a facility in a Polish forest, code named "Quartz", as a hub in its network of sites around the world where al Qaeda suspects were interrogated.Poland has always denied that the CIA had a jail on its territory, despite evidence pointing to Polish involvement in the U.S. programme of "extraordinary rendition" put in place after the Sept. 11, 2001 attacks.

"A motion from Poland to the court on a review of this case before the Grand Chamber is being finalised," state news agency PAP cited Prosecutor-General Andrzej Seremet as saying.Under the procedures of the Strasbourg court, seeking a referral to the Grand Chamber is equivalent to lodging an appeal.Seremet was quoted as saying that the court had ruled unfairly that Poland had not cooperated with the court.He said Poland was limited in the material it could hand over to the court because much of it was classified, and he said the court had not put in place arrangements that would have allowed Poland to share that information in confidence.

This week marks the three-year anniversary of the Western-backed assassination of Libya’s former president, Muammar Gaddafi, and the fall of one of Africa’s greatest nations. In 1967 Colonel Gaddafi inherited one of the poorest nations in Africa; however, by the time he was assassinated, Gaddafi had turned Libya into Africa’s wealthiest nation. Libya had the highest GDP per capita and life expectancy on the continent. Less people lived below the poverty line than in the Netherlands. After NATO’s intervention in 2011, Libya is now a failed state and its economy is in shambles. As the government’s control slips through their fingers and into to the militia fighters’ hands, oil production has all but stopped. The militias variously local, tribal, regional, Islamist or criminal, that have plagued Libya since NATO’s intervention, have recently lined up into two warring factions. Libya now has two governments, both with their own Prime Minister, parliament and army.

For over 40 years, Gaddafi promoted economic democracy and used the nationalized oil wealth to sustain progressive social welfare programs for all Libyans. Under Gaddafi’s rule, Libyans enjoyed not only free health-care and free education, but also free electricity and interest-free loans. Now thanks to NATO’s intervention the health-care sector is on the verge of collapse as thousands of Filipino health workers flee the country, institutions of higher education across the East of the country are shut down, and black outs are a common occurrence in once thriving Tripoli. One group that has suffered immensely from NATO’s bombing campaign is the nation’s women. Unlike many other Arab nations, women in Gaddafi’s Libya had the right to education, hold jobs, divorce, hold property and have an income. The United Nations Human Rights Council praised Gaddafi for his promotion of women’s rights. When the colonel seized power in 1969, few women went to university. Today, more than half of Libya’s university students are women. One of the first laws Gaddafi passed in 1970 was an equal pay for equal work law. Nowadays, the new “democratic” Libyan regime is clamping down on women’s rights. The new ruling tribes are tied to traditions that are strongly patriarchal. Also, the chaotic nature of post-intervention Libyan politics has allowed free reign to extremist Islamic forces that see gender equality as a Western perversion.

Hifter’s forces are currently vying with the Al Qaeda group Ansar al-Sharia for control of Libya’s second largest city, Benghazi. Ansar al-Sharia was armed by America during the NATO campaign against Colonel Gaddafi. In yet another example of the U.S. backing terrorists backfiring, Ansar al-Sharia has recently been blamed by America for the brutal assassination of U.S. Ambassador Stevens. Hifter is currently receiving logistical and air support from the U.S. because his faction envision a mostly secular Libya open to Western financiers, speculators, and capital. Perhaps, Gaddafi’s greatest crime, in the eyes of NATO, was his desire to put the interests of local labour above foreign capital and his quest for a strong and truly United States of Africa. In fact, in August 2011, President Obama confiscated $30 billion from Libya’s Central Bank, which Gaddafi had earmarked for the establishment of the African IMF and African Central Bank.
