Over the last year the U.S. bombed Jabhat al-Nusra personal and facilities in Syria some five or six times. The al-Qaeda subgroup also has a history of attacking U.S. paid "relative moderate" proxy forces in Syria. The Pentagon recently inserted another U.S. mercenary group into north Syria. This was accompanied by a media campaign in which the administration lauded itself for the operation. The newly inserted group is especially trained and equipped to direct U.S. air attacks like those that earlier hit al-Nusra fighters. Now that freshly inserted group was attacked by Jabhat al-Nusra. Some of its members were killed and others were abducted. The Obama administration is shocked, SHOCKED, ABSOLUTELY SHOCKED that Jabhat al-Nusra would do such a ghastly deed. "Why would they do that?" "Who could have known that they would attack U.S. proxy forces???"

There is no longer an Jihadist ISIS or ISIL in Syria and Iraq. The people leading that entity declared (pdf) today, at the highly symbolic beginning of Ramadan, themselves to be a new caliphate:

Could someone explain to the fucking dimwits in the Pentagon and the Obama administrations that people everywhere, and especially terrorists group, hate it when you bomb them and kill their leaders? That those people you bomb might want to take revenge against you and your proxies? That people you bombed will not like your targeting team moving in next door to them? That alQaeda is not an "ally"? These people are too pathetically clueless to even be embarrassed about it. The accumulated intelligence quotient of the administration and Pentagon officials running the anti-Syria operation must be below three digits. But aside from their lack of basic intelligence the utter lack of simple "street smarts" is the real problem here. These people have no idea how life works outside of their beltway cages.

Soon after the U.S. and other major powers entered negotiations last year to curtail Iran’s nuclear program, senior White House officials learned Israel was spying on the closed-door talks. The spying operation was part of a broader campaign by Israeli Prime Minister Benjamin Netanyahu’s government to penetrate the negotiations and then help build a case against the emerging terms of the deal, current and former U.S. officials said. In addition to eavesdropping, Israel acquired information from confidential U.S. briefings, informants and diplomatic contacts in Europe, the officials said.

The espionage didn’t upset the White House as much as Israel’s sharing of inside information with U.S. lawmakers and others to drain support from a high-stakes deal intended to limit Iran’s nuclear program, current and former officials said. “It is one thing for the U.S. and Israel to spy on each other. It is another thing for Israel to steal U.S. secrets and play them back to U.S. legislators to undermine U.S. diplomacy,” said a senior U.S. official briefed on the matter.

The U.S. and Israel, longtime allies who routinely swap information on security threats, sometimes operate behind the scenes like spy-versus-spy rivals. The White House has largely tolerated Israeli snooping on U.S. policy makers—a posture Israel takes when the tables are turned. The White House discovered the operation, in fact, when U.S. intelligence agencies spying on Israel intercepted communications among Israeli officials that carried details the U.S. believed could have come only from access to the confidential talks, officials briefed on the matter said. Israeli officials denied spying directly on U.S. negotiators and said they received their information through other means, including close surveillance of Iranian leaders receiving the latest U.S. and European offers. European officials, particularly the French, also have been more transparent with Israel about the closed-door discussions than the Americans, Israeli and U.S. officials said.

This is the way the multi-trillion dollar Global War on Terror (GWOT) ends: not with a bang, but with a bigger bang. The GWOT, since its conceptualization 13 years ago, in the aftermath of 9/11, is the gift that keeps on giving. And no gift is bigger than a Transformer Al-Qaeda on steroids – bigger, brasher, and wealthier than anything Osama Bin Laden and Ayman al-Zawahiri had ever dreamt of; the IS (Islamic State, formerly known as ISIS) of Caliph Ibrahim, former Abu Bakr al-Baghdadi. US President Barack Obama, before deploying his golf holidays in Martha’s Vineyard, casually dropped that bombing the Caliph’s goons in Iraq will take months. One may interpret it as another layer of the Obama administration’s self-avowed “Don't Do Stupid Stuff” foreign policy doctrine, not so subtly mocked by prospective presidential candidate Hillary Clinton. Shock and Awe in 2003 destroyed the whole of Baghdad’s infrastructure in only a few hours. Obama also confirmed the US was showering Iraq again with humanitarian bombing “to protect American interests” (first and foremost) and, as an afterthought, “human rights in Iraq.” One could not possibly expect Obama to declare the US would now bomb “our” allies the House of Saud, who have supported/financed/weaponized IS, in Syria and Iraq. The same erstwhile ISIS that thoroughly enjoyed the marvels of US military training in a secret base in Jordan.

Obama also could not possibly explain why the US always supported ISIS in Syria and now decides to bomb them in Iraq. Oh, the perils of ‘Don’t Do Stupid Stuff’. So a quick translation applies.

Obama’s bombing of the Caliph’s goons has absolutely nothing to do with US ambassador to the UN Samantha Power’s much beloved R2P (‘responsibility to protect’) doctrine – as in the responsibility to protect up to 150,000 Yazidis, not to mention Kurds and remaining Christians, from a ‘potential’ genocide carried out by the Caliph’s goons. The whole fighter jets + drones bombing exercise, lasting ‘months’, has to do with the Benghazi syndrome. The Caliph’s goons were dead set on conquering Irbil - the capital of Iraqi Kurdistan. The Kurdistan Regional Government (KRG) is led by the wily Massoud Barzani – a long-time US client/vassal. The US maintains a consulate in Irbil. Crammed with CIA types. Or, as the New York Times so lovingly puts it, “thousands of Americans.” Enter Benghazi. This is an electoral year. Obama is absolutely terrified of another Benghazi – which Republicans have been trying non-stop to blame on his administration’s incompetence. The last thing Obama needs is the Caliph’s goons killing ‘diplomats’ in Erbil. That would certainly raise a tsunami of questions all over again about the shady CIA weapon-smuggling racket – as in arming Syrian ‘rebels’ with weapons from Libya - at the time Benghazi took place. As secretary of state, Hillary Clinton, of course, also knew about it all. But then, and especially now, no one should know that the CIA was weaponizing the bulk of the future Caliph’s forces.

Exclusive: A problem with President Obama’s plan to expand the war against ISIS into Syria was always the risk that Syrian air defenses might fire on U.S. warplanes, but now a source says Syria’s President Assad has quietly agreed to permit strikes in some parts of Syria, reports Robert Parry.

The Obama administration, working through the Russian government, has secured an agreement from the Syrian regime of Bashar al-Assad to permit U.S. airstrikes against Islamic State targets in parts of Syria, according to a source briefed on the secret arrangements. The reported agreement would clear away one of the chief obstacles to President Barack Obama’s plan to authorize U.S. warplanes to cross into Syria to attack Islamic State forces – the concern that entering Syrian territory might prompt anti-aircraft fire from the Syrian government’s missile batteries.

In essence, that appears to be what is happening behind the scenes in Syria despite the hostility between the Obama administration and the Assad government. Obama has called for the removal of Assad but the two leaders find themselves on the same side in the fight against the Islamic State terrorists who have battled Assad’s forces while also attacking the U.S.-supported Iraqi government and beheading two American journalists.

US may attempt to arm and provide air cover for terrorists in Syria after claiming success in fighting ISIS in Iraq using Kurds.

To further justify expanding across the border and into Syria already ongoing US military operations in Iraq, the Western media has begun claiming that ISIS leadership, “fearing” US airstrikes, are fleeing to safety in neighboring Syria. The Wall Street Journal in its article, “Iraqis Say Some Commanders of Insurgency in Iraq Retreat to Syria,” claimed: According to the Iraqis, the commanders went to eastern Syria, where Islamic State has built an operational base amid the chaos of civil war over the past few years. The insurgents are able to dash across the border into Syria, where that base continues to offer the space to recruit and reorganize largely unchallenged. “They’ve got much better cover in Syria than they do in Iraq,” said Will McCants, an expert on militant Islam at the Brookings Institution and a former State Department adviser. “When they have that kind of strategic depth, they’re just allowed to live another day.”

Image: Clearly, ISIS’ path into Iraq began not in Syria, but in NATO member Turkey’s territory. ISIS is nothing more than an extension of the US-backed terrorist forces assembled for the explicit purpose of overthrowing the Syrian government. 

Barack Obama, in his post-election press conference yesterday, announced that he would seek an Authorization for Use of Military Force (AUMF) from the new Congress, one that would authorize Obama’s bombing campaign in Iraq and Syria—the one he began three months ago. If one were being generous, one could say that seeking congressional authorization for a war that commenced months ago is at least better than fighting a war even after Congress explicitly rejected its authorization, as Obama lawlessly did in the now-collapsed country of Libya.

To get a full scope of American violence in the world, it is worth asking a broader question: how many countries in the Islamic world has the U.S. bombed or occupied since 1980? That answer was provided in a recent Washington Post op-ed by the military historian and former U.S. Army Col. Andrew Bacevich: As America’s efforts to “degrade and ultimately destroy” Islamic State militants extent into Syria, Iraq War III has seamlessly morphed into Greater Middle East Battlefield XIV. That is, Syria has become at least the 14th country in the Islamic world that U.S. forces have invaded or occupied or bombed, and in which American soldiers have killed or been killed. And that’s just since 1980.

Let’s tick them off: Iran (1980, 1987-1988), Libya (1981, 1986, 1989, 2011), Lebanon (1983), Kuwait (1991), Iraq (1991-2011, 2014-), Somalia (1992-1993, 2007-), Bosnia (1995), Saudi Arabia (1991, 1996), Afghanistan (1998, 2001-), Sudan (1998), Kosovo (1999), Yemen (2000, 2002-), Pakistan (2004-) and now Syria. Whew. Bacevich’s count excludes the bombing and occupation of still other predominantly Muslim countries by key U.S. allies such as Israel and Saudi Arabia, carried out with crucial American support. It excludes coups against democratically elected governments, torture, and imprisonment of people with no charges. It also, of course, excludes all the other bombing and invading and occupying that the U.S. has carried out during this time period in other parts of the world, including in Central America and the Caribbean, as well as various proxy wars in Africa.

The United States government has already declared that in regards to what it alleges to be a Russian cyberattack against the U.S. Democratic Party, the U.S. reserves the right to go to war against Russia. NATO has accordingly changed its policy so as to assert that a cyberattack (in this case actually cyber-espionage, such as the U.S. government itself perpetrates against even its own allies such as Angela Merkel by tapping her phone) constitutes an act of war by the alleged cyberattacker, and so requires all NATO member nations to join any cyberattacked NATO nation in war against its alleged (cyber)attacker, if the cyberattacked member declares war against its alleged cyberattacker. Excuses are being sought for a war against Russia; and expanding the definition of “invasion,” to include mere espionage, is one such excuse. But it’s not the only one that the Obama Administration has cooked up. U.S. Senator Mike Lee has asserted that President Barack Obama must obtain a declaration of war against Syria — which is allied with and defended by Russia — before invading Syria. Syria has, for the past few years, already been invaded by tens of thousands of foreign jihadists (financed mainly by the royal Sauds and Qataris, and armed mainly with U.S. weaponry) who are trying to overthrow and replace the Syrian government so that pipelines can be built through Syria into Europe to transport Saudi oil and Qatari gas into the EU, the world’s biggest energy-market, which now is dominated by Russia’s oil and gas. Since Syria is already being defended by Russia (those royals’ major competitor in the oil and gas markets), America’s invasion of Syria would necessarily place U.S. and Russia into an air-war against each other (for the benefit of those royal Arabs — who finance jihadist groups, as even Hillary Clinton acknowledges): Syria would thus become a battleground in a broader war against Russia. So: declaring war against Syria would be a second excuse for World War III, and one which would especially serve the desires not only of U.S. ‘defense’ firms but of the U.S. aristocracy’s royal Arabic allies, who buy much of those ‘defense’ firms’ exports (weaponry), and also U.S. oilfield services firms such as pipelines by Halliburton. (It’s good business for them, no one else. Taxpayers and war-victims pay, but those corporations — and royal families — would profit.)

The U.S. government also declares that Russia ‘conquered’ Crimea in 2014 and that Russia must restore it to Ukraine. The U.S. government wants Ukraine to be accepted into NATO, so that all NATO nations will be at war against Russia if Russia doesn’t return Crimea to Ukraine, of which Crimea had only briefly (1954-2014) been a part, until Crimeans voted on 16 March 2014 to rejoin Russia. This Crimean issue is already the basis for America’s economic sanctions against Russia, and thus Russia’s continuing refusal to coerce Crimeans to accept again being part of Ukraine would be yet a third excuse for WW III.

Hillary Clinton says “As President, I will make it clear, that the United States will treat cyber attacks just like any other attack.” She alleges that when information was unauthorizedly made public from Democratic National Committee computers, the cyberattacker was Russia. She can be counted as a strong proponent of that excuse for WW3. She’s with Barack Obama and the other neocons on that. She has furthermore said that the U.S. should shoot down any Russian and Syrian bombers in Syria — the phrase for that proposed U.S. policy is to “establish a no-fly zone” there. She makes clear: “I am advocating the no-fly zone.” It would be war against not only Syria, but Russia. (After all: a no-fly zone in which the U.S. is shooting down the government’s planes and Russia’s planes, would be war by the U.S. against both Syria and Russia, but that’s what she wants to do.) She can thus be counted as a strong proponent of those two excuses for WW3.

Council of Foreign Relations resident skeptic Micah Zenko recently tallied up how many bombs the United States has dropped on other countries and the results are as depressing as one would think. Zenko figured that since Jan. 1, 2015, the U.S. has dropped around 23,144 bombs on Iraq, Syria, Afghanistan, Pakistan, Yemen, and Somalia, all countries that are majority Muslim. The chart, provided by the generally pro-State Department think tank, puts in stark terms how much destruction the U.S. has leveled on other countries. Whether or not one thinks such bombing is justified, it’s a blunt illustration of how much raw damage the United States inflicts on the Muslim world:

It does not appear to be working either. Despite the fact that the U.S. dropped 947 bombs in Afghanistan in 2015, a recent analysis in Foreign Policy magazine found that the Taliban control more territory in Afghanistan than at any point since 2001. The U.S. has entered its 16th year of war in Afghanistan despite several promises by the Obama administration to withdraw. In October of last year, President Obama reversed his position and decided to keep American troops in Afghanistan until the end of 2017. The last four U.S. presidents have bombed Iraq, and that includes the current one since airstrikes were launched on Aug. 7, 2014. The war against ISIS was originally framed as a “limited,” “humanitarian“ intervention. Since then, former Defense Secretary Leon Panetta has insisted it will be a “30-year war” and the White House has spoken vaguely of a “long-term effort” in both Iraq and Syria. Another red flag Zenko noted was the complete lack of civilian deaths being tallied as a result of those 23,144 bombs. Remarkably, they also claim that alongside the 25,000 fighters killed, only 6 civilians have “likely” been killed in the seventeen-month air campaign. At the same time, officials admit that the size of the group has remained wholly unchanged. In 2014, the Central Intelligence Agency (CIA) estimated the size of the Islamic State to be between 20,000 and 31,000 fighters, while on Wednesday, Warren again repeated the 30,000 estimate. To summarize the anti-Islamic State bombing calculus: 30,000 – 25,000 = 30,000.

So after more than 20,000 bombs, the U.S. Defense Department only cops to the deaths of six civilians. This is a position largely accepted by the media, which rarely asks who is actually being extinguished by the airstrikes in Syria and Iraq. In October, 30 civilians died after the U.S. bombed a hospital in Kunduz, Afghanistan. The incident is still being investigated, but it has already been revealed that many elements of the original story were either false or deliberately misleading.

There are several brief points worth noting about all of this: (1) For those who ask “what should be done?,” has the hideous aftermath of the NATO intervention in Libya – hailed as a grand success for “humanitarian interventions” – not taught the crucial lessons that (a) bombing for ostensibly “humanitarian” ends virtually never fulfills the claimed goals but rather almost always makes the situation worse; (b) the U.S. military is not designed, and is not deployed, for “humanitarian” purposes?; and (c) the U.S. military is not always capable of “doing something” positive about every humanitarian crisis even if that were really the goal of U.S. officials? The suffering in Iraq is real, as is the brutality of ISIS, and the desire to fix it is understandable. There may be some ideal world in which a superpower is both able and eager to bomb for humanitarian purposes. But that is not this world. Just note how completely the welfare of Libya was ignored by most intervention advocates the minute the fun, glorious, exciting part – “We came, we saw, he died,” chuckled Hillary Clinton – was over.

(2) It is simply mystifying how anyone can look at U.S. actions in the Middle East and still believe that the goal of its military deployments is humanitarianism. The U.S. government does not oppose tyranny and violent oppression in the Middle East. To the contrary, it is and long has been American policy to do everything possible to subjugate the populations of that region with brutal force – as conclusively demonstrated by stalwart U.S. support for the region’s worst oppressors. Or, as Hillary Clinton so memorably put it in 2009: “I really consider President and Mrs. Mubarak to be friends of my family.” How can anyone believe that a government whose overt, explicit policy is “regime continuity” for Saudi Arabia, and who continues to lend all sorts of support to the military dictators of Egypt, is simultaneously driven by humanitarian missions in the region? (3) “Humanitarianism” is the pretty packaging in which all wars – even the most blatantly aggressive ones – are wrapped, but it is almost never the actual purpose. There are often numerous steps the U.S. could take to advance actually humanitarian goals, but those take persistence and resources, and entail little means of control, and are thus usually ignored in favor of blowing things and people up with Freedom Bombs.

(4) Note how even the pretenses of constitutional democracy are now dispensed with: there is a reasonable legal debate over legality, but in essence: the President has the power to order bombing of Iraq because he decides it should happen. (5) Perhaps having Israel and the U.S. simultaneously bombing Arabs in different countries – yet again – will create some extremely negative consequences?

It would seem the CIA has gone back into their archives, blown the dust off the Phoenix Program, and put it into play again as the “Drone War.” The similarities with the Drone War are readily evident to anyone old enough to know of the Phoenix Program. For those who aren’t old enough or who have forgotten, the Phoenix Program is usually referred to as an assassination program and was the subject of investigation by the Senate’s “Church Committee.” Indisputably, thousands of South Vietnamese civilians were killed under this CIA directed program.

Phoenix was far more than a mere assassination program , however. It was a Counter-Insurgency, COIN, program, using the tactic of counter-terrorism, including assassination, against the insurgent’s so-called infrastructure. This was the Vietnamese civilian population in which the insurgent, the Viet Cong guerilla, operated and from some of whom they drew their support. To the U.S., these civilians were the Viet Cong Infrastructure, the VCI. And the VCI was the target to be terrorized by any means necessary in the hope that they would turn against the Viet Cong. The VCI would have included the families, close and extended kinship groups, of alleged active Viet Cong combatants, fellow villagers, and other Vietnamese civilians who were not actively opposed to the Viet Cong. Some of this “support” was voluntary and some coerced. As the Phoenix Program went on, with its assassinations, torture practices, and “disappearances,” more support became voluntary as Vietnamese peasants turned against the U.S. and the South Vietnamese government as a result of the program. An error in identification of a victim was irrelevant to those in control of the program, the CIA, as it still served the purpose of terrorizing the civilian population, which was the true purpose of the program.

For the Viet Cong, this was a classic example of achieving the guerilla’s goal of having a civilian population turn against a government by a government’s own harsh over-reaction to the guerilla threat. Today, a guerilla and the people whom they are amongst are deemed “terrorists” if they find themselves on the wrong side of a domestic conflict that the U.S. has taken a side in, such as Yemen. As we saw in Libya, and see in Syria, these guerillas can become instant U.S. allies who must be supported, if, or when, the U.S. makes policy changes. But unless those U.S. policy changes occur, these groups remain part of the global terrorist network of “associated forces” with al Qaeda, in the eyes of CIA and military officials, and targeted with drones. From the relatively large number of civilian victims of drone attacks as claimed by residents of Pakistan’s Federally Administered Tribal Areas (FATA) and the political party, Pakistan Tehreek Insaf (PTI), this Drone Program has all the hallmarks of the Phoenix Program.

An American military attack on Syria could begin as early as Thursday and will involve three days of missile strikes, according to "senior U.S. officials" talking to NBC News. The Washington Post has the bombing at "no more than two days," though long-range bombers could "possibly" join the missiles. "Factors weighing into the timing of any action include a desire to get it done before the president leaves for Russia next week," reports CNN, citing a "senior administration official." The New York Times, quoting a Pentagon official, adds that "the initial target list has fewer than 50 sites, including air bases where Syria's Russian-made attack helicopters are deployed." The Times adds that "like several other military officials contacted for this report, the official agreed to discuss planning options only on condition of anonymity." Thus do the legal and moral requirements of secret military operations lose out in this Administration to the imperatives of in-the-know spin and political gestures.

It's always possible that all of this leaking about when, how and for how long the U.S. will attack Syria is an elaborate head-fake, like Patton's ghost army on the eve of D-Day, poised for the assault on Calais. But based on this Administration's past behavior, such as the leaked bin Laden raid details, chances are most of this really is the war plan. Which makes us wonder why the Administration even bothers to pursue the likes of Edward Snowden when it is giving away its plan of attack to anyone in Damascus with an Internet connection. The answer, it seems, is that the attack in Syria isn't really about damaging the Bashar Assad regime's capacity to murder its own people, much less about ending the Assad regime for good. "I want to make clear that the options that we are considering are not about regime change," White House spokesman Jay Carney said Tuesday. Translation: We're not coming for you, Bashar, so don't worry. And by the way, you might want to fly those attack choppers off base, at least until next week.

So what is the purpose of a U.S. attack? Mr. Carney elaborated that it's "about responding to [a] clear violation of an international standard that prohibits the use of chemical weapons." He added that the U.S. had a national security interest that Assad's use of chemical weapons "not go unanswered." This is another way of saying that the attacks are primarily about making a political statement, and vindicating President Obama's ill-considered promise of "consequences," rather than materially degrading Assad's ability to continue to wage war against his own people. It should go without saying that the principal purpose of a military strike is to have a military effect. Political statements can always be delivered politically, and U.S. airmen should not be put in harm's way to deliver what amounts to an extremely loud diplomatic demarche. That's especially so with a "do something" strike that is, in fact, deliberately calibrated to do very little. We wrote Tuesday that there is likely to be no good outcome in Syria until Assad and his regime are gone. Military strikes that advance that goal—either by targeting Assad directly or crippling his army's ability to fight—deserve the support of the American people and our international partners. That's not what this Administration seems to have in mind.

The U.S. dropped at least 23,144 bombs on six Muslim-majority countries in 2015 — Iraq, Syria, Afghanistan, Pakistan, Yemen and Somalia.The government has not officially declared war in Syria, Pakistan, Yemen or Somalia, but this hasn’t stopped it from bombing them, or from waging a secretive drone war in Pakistan, Yemen and Somalia for more than a decade.Yet it appears these wars are not enough. The Obama administration is “on the verge of taking action” against ISIS in Libya, Sen. Bob Corker, the chairman of the Senate Foreign Relations Committee, told Politico.The U.S. insists it does not plan to deploy ground troops to the oil-rich North African country, but Obama said the same thing about Iraq and Syria, and there are now 3,700 American soldiers in the former and scores of special operations forces in the latter.

The notion that the U.S. is considering another bombing campaign in Libya in order to fight ISIS is almost laughably ludicrous, because it was in fact the first U.S.-backed bombing campaign in Libya that brought ISIS into the North African nation in the first place.

Hawkish Democratic presidential candidate Hillary Clinton played a pivotal role in this war, essentially leading it as secretary of state. The Washington Post reports that she has since “repeatedly defended the Libya military intervention as U.S. ‘smart power at its best.'”When Libyan dictator Muammar Gaddafi was sodomized with a bayonet by rebels, Clinton gloated live on TV, declaring “We came, we saw, he died.”The real Benghazi scandal is that the once bustling city is in ruins today, in the wake of the NATO war, with large chunks of it under the control of extremist group Ansar al-Sharia.

Official Washington’s influential neocons appear back in the driver’s seat steering U.S. policy in the Middle East toward a wider conflict in Syria and away from a “realist” alternative that sought a Putin-Obama collaboration to resolve the region’s crises more peacefully, reports Robert Parry.

There’s also the other finicky little problem that the action of arming and training rebels and unleashing them against a sovereign state is an act of aggression (if not terrorism depending on what they do), similar to what U.S. officials have piously condemned the Russians of doing in Ukraine. But this hypocrisy is never acknowledged either by U.S. policymakers or the mainstream U.S. press, which has gone into Cold War hysterics over Moscow’s alleged support for embattled ethnic Russians in eastern Ukraine on Russia’s border — while demanding that Obama expand support for Syrian rebels halfway around the world, even though many of those “moderates” have allied themselves with al-Qaeda terrorists.

Though it’s been known for quite awhile that the Syrian civil war had degenerated into a sectarian conflict with mostly Sunni rebels battling the Alawites, Shiites, Christians and other minorities who form the base of support for Assad, the fiction has been maintained in Washington that a viable and secular “moderate opposition” to Assad still exists. The reality on the ground says otherwise. For instance, in Friday’s New York Times, an article by correspondent Ben Hubbard described the supposed Syrian “moderates” who are receiving CIA support as “a beleaguered lot, far from becoming a force that can take on the fanatical and seasoned fighters of the Islamic State.” But the situation is arguably worse than just the weakness of these “moderates.” According to Hubbard’s reporting, some of these U.S.-backed fighters “acknowledge that battlefield necessity had put them in the trenches with the Nusra Front, Al Qaeda’s Syrian affiliate, an issue of obvious concern for the United States. …

Obama also accurately described himself and his own record of militarism. To defend against charges that he Loves the Terrorists, he boasted: As commander-in-chief, I have not shied away from using force when necessary. I have ordered tens of thousands of young Americans into combat. … I’ve ordered military action in seven countries. By “ordered military actions in seven countries,” what he means is that he has ordered bombs dropped, and he has extinguished the lives of thousands of innocent people, in seven different countries, all of which just so happen to be predominantly Muslim. The list includes one country where he twice escalated a war that was being waged when he was inaugurated (Afghanistan), another where he withdrew troops to great fanfare only to then order a new bombing campaign (Iraq), two countries where he converted very rare bombings into a constant stream of American violence featuring cluster bombs and “signature strikes” (Pakistan and Yemen), one country where he continued the policy of bombing at will (Somalia), and one country where he started a brand new war even in the face of Congressional rejection of his authorization to do so, leaving it in tragic shambles (Libya). That doesn’t count the aggression by allies that he sanctioned and supported (in Gaza), nor the proxy wars he enabled (the current Saudi devastation of Yemen), nor the whole new front of cyberattacks he has launched, nor the multiple despots he has propped up, nor the clandestine bombings that he still has not confirmed (Philippines).

[As the military historian and former U.S. Army Col. Andrew Bacevich noted in the Washington Post after Obama began bombing Syria, “Syria has become at least the 14th country in the Islamic world that U.S. forces have invaded or occupied or bombed, and in which American soldiers have killed or been killed. And that’s just since 1980.” That is the fact that, by itself, renders tribalistic Westerners who obsessively harp on the violence of Muslims such obvious self-deluded jokes.]

On September 20 I wrote about the likely reason for the willful U.S. bombing attack on a critical Syrian army position in Deir Ezzor: Two recent attacks against the Syrian Arab Army in east-Syria point to a U.S. plan to eliminate all Syrian government presence east of Palmyra. This would enable the U.S. and its allies to create a "Sunni entity" in east-Syria and west-Iraq which would be a permanent thorn in side of Syria and its allies. ... The U.S. plan is to eventually take Raqqa by using Turkish or Kurdish proxies. It also plans to let the Iraqi army retake Mosul in Iraq. The only major city in Islamic State territory left between those two is Deir Ezzor. Should IS be able to take it away from the isolated Syrian army garrison it has at least a decent base to survive. (Conveniently there are also rich oil wells nearby.) No one, but the hampered Syrian state, would have an immediate interest to remove it from there. There are new signs that this analysis was correct.

Yesterday the Turkish President Erdogan made a remark that points into that direction. As the British journalist Elijah Magnier summarized it: Elijah J. The Turks and their proxies took Jarablus in center-north Syria from the Islamic State without any fight and without any casualties from fighting. ISIS had moved away from the city before the Turks walked in. There obviously had been a deal made. The Saudis and the U.S. arranged for that. The U.S. bombed the most important SAA position in Deir Ezzor so that ISIS, now with the help of its cadres from Mosul, can take over the city. A nice place to keep it holed up in east-Syria until it can further be used in this or that imperial enterprise.

On Friday, September 9th, America’s Secretary of State John Kerry, and Russia’s Foreign Minister Sergei Lavrov, came to an agreement on Syria, for the second time. (The previous agreement fell apart). Like the first ‘cease-fire’, this one concerns the ongoing occupation of many parts of Syria by foreign jihadists, who have been hired by America’s allies Saudi Arabia and Qatar, in order to overthrow Syria’s President, Bashar al-Assad. (It’s nothing like a democratic revolution there; it’s a war over pipelines.)The main sticking-point in these negotiations has been much the same as it was the first time around: America’s insistence that Russia and Syria be prohibited from bombing Al Qaeda in Syria, which is the international group under the name of “Al Nusra” there. The United States has not tried to protect ISIS in Syria — only Al Nusra (and their subordinate groups), and it protects them because Nusra has provided crucial leadership to the jihadist groups that the United States finances in Syria for overthrowing and replacing Assad. Whereas the U.S. government doesn’t finance all of the jihadist groups in Syria (as the allied royal owners of Saudi Arabia and of Qatar do), the U.S. does designate some jihadist groups as ‘moderate rebels’, and this second round of cessation-of-hostilities will protect these groups (but this time not the Nusra fighters who lead them) from the bombings by Syria and by Russia. This new agreement is a complex sequence of sub-agreements laying out the means whereby Syria and Russia will, supposedly, continue to bomb Nusra while avoiding to bomb the U.S.-financed forces in Syria. Now that the U.S. has 300 of its own military advisors occupying the parts of Syria that the U.S.-sponsored jihadists control, Nusra will (presumably) no longer be quite so necessary to America’s overthrow-Assad campaign.

In the joint announcement on Friday night in Geneva, Secretary Kerry said, “Now, I want to be clear about one thing particularly on this, because I’ve seen reporting that somehow suggests otherwise: Going after Nusrah is not a concession to anybody. It is profoundly in the interests of the United States to target al-Qaida — to target al-Qaida’s affiliate in Syria, which is Nusrah.”

Gareth Porter bannered on February 16th, “Obama’s ‘Moderate’ Syrian Deception”, and he reported that, “Information from a wide range of sources, including some of those the United States has been explicitly supporting, makes it clear that every armed anti-Assad organization unit in those provinces is engaged in a military structure controlled by Nusra militants. All of these rebel groups fight alongside the Nusra Front and coordinate their military activities with it,” and he stated that “instead of breaking with the deception that the CIA’s hand-picked clients were independent of Nusra, the Obama administration continued to cling to it.” Porter was pretending that the U.S. leadership originated at the CIA, instead of at the White House — which was actually the case. The CIA was simply doing what the U.S. President wanted it to do there. Porter continued his upside-down attribution of leadership and responsibility in the matter, by adding that, “President Obama is under pressure from these domestic critics as well as from Turkey, Saudi Arabia and other GCC allies to oppose any gains by the Russians and the Assad regime as a loss for the United States.” In no way was/is it obligatory for the U.S. President to adhere to “domestic critics” and “GCC [royal Arabic] allies,” much less for him to be ordered-about by his own CIA — quite the contrary: “The buck stops at the President’s desk.” Obama isn’t forced to hire and promote neoconservatives to carry out his foreign policies — he chooses them and merely pretends to be blocked by opponents.

WASHINGTON -- The National Security Agency has been gathering records of online sexual activity and evidence of visits to pornographic websites as part of a proposed plan to harm the reputations of those whom the agency believes are radicalizing others through incendiary speeches, according to a top-secret NSA document. The document, provided by NSA whistleblower Edward Snowden, identifies six targets, all Muslims, as “exemplars” of how “personal vulnerabilities” can be learned through electronic surveillance, and then exploited to undermine a target's credibility, reputation and authority. The NSA document, dated Oct. 3, 2012, repeatedly refers to the power of charges of hypocrisy to undermine such a messenger. “A previous SIGINT" -- or signals intelligence, the interception of communications -- "assessment report on radicalization indicated that radicalizers appear to be particularly vulnerable in the area of authority when their private and public behaviors are not consistent,” the document argues. Among the vulnerabilities listed by the NSA that can be effectively exploited are “viewing sexually explicit material online” and “using sexually explicit persuasive language when communicating with inexperienced young girls.”

The Director of the National Security Agency -- described as "DIRNSA" -- is listed as the "originator" of the document. Beyond the NSA itself, the listed recipients include officials with the Departments of Justice and Commerce and the Drug Enforcement Administration. "Without discussing specific individuals, it should not be surprising that the US Government uses all of the lawful tools at our disposal to impede the efforts of valid terrorist targets who seek to harm the nation and radicalize others to violence," Shawn Turner, director of public affairs for National Intelligence, told The Huffington Post in an email Tuesday. Yet Jameel Jaffer, deputy legal director of the American Civil Liberties Union, said these revelations give rise to serious concerns about abuse. "It's important to remember that the NSA’s surveillance activities are anything but narrowly focused -- the agency is collecting massive amounts of sensitive information about virtually everyone," he said. "Wherever you are, the NSA's databases store information about your political views, your medical history, your intimate relationships and your activities online," he added. "The NSA says this personal information won't be abused, but these documents show that the NSA probably defines 'abuse' very narrowly."

None of the six individuals targeted by the NSA is accused in the document of being involved in terror plots. The agency believes they all currently reside outside the United States. It identifies one of them, however, as a "U.S. person," which means he is either a U.S. citizen or a permanent resident. A U.S. person is entitled to greater legal protections against NSA surveillance than foreigners are. Stewart Baker, a one-time general counsel for the NSA and a top Homeland Security official in the Bush administration, said that the idea of using potentially embarrassing information to undermine targets is a sound one. "If people are engaged in trying to recruit folks to kill Americans and we can discredit them, we ought to," said Baker. "On the whole, it's fairer and maybe more humane" than bombing a target, he said, describing the tactic as "dropping the truth on them." Any system can be abused, Baker allowed, but he said fears of the policy drifting to domestic political opponents don't justify rejecting it. "On that ground you could question almost any tactic we use in a war, and at some point you have to say we're counting on our officials to know the difference," he said.

Amidst another week of deadly Israeli-Palestinian violence, fifteen faith leaders representing U.S. churches and faith organizations have called on Congress to condition U.S. military aid to Israel upon Israel’s “compliance with applicable U.S. laws and policies.” These leaders--representing Baptist, Lutheran, Catholic, Presbyterian, Methodist, Orthodox, Quaker and other major Christian groups--agree that unconditional U.S. military assistance to Israel has contributed to “sustaining the conflict and undermining the long-term security interests of both Israelis and Palestinians.”  [SEE LETTER BELOW]   As a Quaker peace lobby that has advocated for Israeli-Palestinian peace for decades in Washington, the Friends Committee on National Legislation (FCNL) is proud to be a partner in this effort.   These organizations draw upon their decades of experience in the region, during which they have collectively witnessed the horror of suicide bombing, rocket attacks, shootings of civilians, home demolitions, forced displacement, and other widespread human rights violations. These faith groups “recognize that each party — Israeli and Palestinian — bears responsibilities for its actions and we therefore continue to stand against all violence regardless of its source.”      Unconditional U.S. military aid has become one of those sources fueling violence and further entrenchment of Israel’s military occupation of the Palestinian territories. This statement highlights the United States’ responsibility to hold Israel accountable for “a troubling and consistent pattern of disregard by the government of Israel for U.S. policies that support a just and lasting peace.”

Congress must investigate possible violations of U.S. law The latest State Department human rights report on Israel and the Occupied Territories provides a devastating account of Israel’s human rights violations against civilians, many of which involve the misuse of U.S.-supplied weapons. This diverse religious coalition has called for “an immediate investigation into possible violations by Israel of the U.S. Foreign Assistance Act and the U.S. Arms Export Control Act,” and urges Congress to “ensure that our aid is not supporting actions by the government of Israel that undermine prospects for peace”.     The signers affirm that these are laws that “should be enforced in all instances regardless of location,” but that it is especially critical for Israel to comply with laws that regulate the use of U.S. supplied weapons, since Israel is the single largest recipient of U.S. foreign aid since World War II. Notably, the United States has initiated investigations of violations of these laws by other countries, and on four different occasions between 1978 and 1982, the Secretary of State notified Congress that Israel “may” have violated the provisions of the Arms Export Control Act.   The coalition has called for renewed investigations into human rights violations documented by the State Department’s report, including Israel’s escalation of home demolitions, forced displacement, suppression of dissent, and its use of prohibited weapons in densely populated areas during Israel’s military Operation Cast Lead in the Gaza Strip.  

Echoing urgent warnings from Israeli leader The letter also echoes the urgency for immediate action to secure a diplomatic settlement to the crisis that has been acknowledged by scores of Israeli and Palestinian leaders, including Ehud Barak, Israel’s current Defense Minister and former Prime Minister. In a historic speech delivered at the prestigious Herzliya National Security Conference in Israel in early 2010, Mr. Barak warned of Israel’s future in the absence of a political settlement, saying in stark terms:   “The reality is cruel but simple. Between the Jordan River...and the Mediterranean, 12 million people live, 7.5 million Israelis and 4.5 million Palestinians. And the simple truth is that as long as in this territory to the West of the Jordan River, there is one political entity which is called Israel[...]and if this bloc of Palestinians would not be able to vote, it’s going to be an apartheid state.”     Israeli, Palestinian, and U.S. interests require urgent efforts to avoid the nightmare that Israeli leader Ehud Barak has described as an apartheid state. A just and peaceful future for Israelis and Palestinians requires that all parties to a conflict are held accountable and that a comprehensive, inclusive diplomatic settlement be secured. An essential step for Congress to support Israeli-Palestinian peace efforts is to heed these warnings, and hold Israel accountable for how it uses U.S. military aid. The Obama administration has devised an extraordinary legal justification for carrying out bombing attacks inside Syria: that the United States and its Persian Gulf allies have the right to defend Iraq against the Islamic State because the Syrian government is unable to stop the cross-border terror group. “The Syrian regime has shown that it cannot and will not confront these safe havens effectively itself,” said the U.S. letter delivered by Ambassador Samantha Power to United Nations officials. “Accordingly, the United States has initiated necessary and proportionate military actions in Syria in order to eliminate the ongoing ISIL [Islamic State] threat to Iraq, including by protecting Iraqi citizens from further attacks and by enabling Iraqi forces to regain control of Iraq’s borders.”

Yet, beyond the danger to world order if such an expansive theory is embraced by the international community (does anyone remember how World War One got started?), there is the hypocrisy of the U.S. government and many of those same Gulf allies arming, training and funding Syrian rebels for the purpose of preventing the Syrian military from controlling its territory and then citing that lack of control as the rationale to ignore Syria’s sovereignty. In other words, the United States, Saudi Arabia, Qatar, Jordan and other enemies of Syria covertly backed the rebels inside Syria and watched as many of them – including thousands of the U.S.-preferred “moderates” – took their newly acquired military skills to al-Qaeda affiliates and other terrorist organizations. Then, the U.S. and its allies have the audacity to point to the existence of those terror groups inside Syria as a rationale for flying bombing raids into Syria.

Another alarming part of the U.S. legal theory is that among this new “coalition of the willing” – the U.S., Saudi Arabia, the United Arab Emirates, Qatar, Bahrain and Jordan – only Jordan shares a border with Syria. So, this novel principle would mean that distant countries have the right to destabilize a country from afar and then claim the destabilization justifies mounting military attacks inside that country. Such a theory – if accepted as a new standard of behavior – could wreak havoc on international order which is based on the principle of national sovereignty. The U.S. theory also stands in marked contrast to Washington’s pious embrace of strict readings of international law when denouncing Russia just this summer for trying to protect ethnic Russians in eastern Ukraine from brutal assaults by the U.S.-backed coup regime in Kiev.
