Al Jazeera once again removes Joseph Massad article on Palestine | The Electronic Intifada - 0 views

  • Al Jazeera English has once again removed an article by Columbia University professor Joseph Massad hours after publishing it. The article, “The Dahlan Factor,” appeared for several hours on the Qatar-based broadcaster’s website this morning at this link, but was later removed without explanation (the full article is republished below). The article had been extremely popular, appearing in the fifth spot on the website’s “What’s Hot” section.

  • The recent resurrection of Mohammad Dahlanby several Arab governments, Israel and the US is a most important development for the future of the Palestinian cause, Palestinian Authority (PA)-Israel negotiations, and Hamas-ruled Gaza. Dahlan is viewed, by many Palestinians, as the most corrupt official in the history of the Palestinian national movement (and there are many contenders for that title). Dahlan, it would be recalled, was the PA man in charge of Gaza after the Oslo Accords were signed, where he commanded 20,000 Palestinian security personnel who were answerable to the CIA and to Israeli intelligence. His forces would torture Hamas members in PA dungeons throughout the 1990s. His corruption, at the time, was such that he allegedly diverted over 40 percent of taxes levied against the Palestinians to his personal account in what became known as the Karni Crossing Scandal in 1997. Dahlan, who has been accused repeatedly by both Hamas and Fatah of being an agent of US, Israeli, Egyptian, and Jordanian intelligence, would attempt to stage a US-organised coup against the democratically elected Hamas government in 2007 in Gaza, an attempt that backfired on him and ended with his eviction from the Strip (I had forewarned about the coup several months before it occurred).

  • A simultaneous coup led by Abbas and his Israeli- and US-backed security forces in the West Bank was successful in dislodging the elected Hamas from power. Dahlan retreated to that mainstay of US and Israeli power, namely the PA-controlled West Bank, where he began to hatch new plots with his multiple patrons to undermine not only Hamas but also Abbas, whose position he begrudged and coveted. Indeed the Americans and the European Union (the latter on US orders) began to pressure Abbas to appoint Dahlan as his deputy, making it clear that they would like to see Dahlan succeed Abbas. Abbas resisted the pressure and refused. In the meantime, Dahlan, has been accused by Hamas and the PA of allegedly plotting several assassination attempts that targeted several Palestinian officials, including Hamas Prime Minister Ismail Haniyyah and Fatah ministers in the PA. Accusations that he persistently denied. His involvement in the 2010 Mossad assassination of a Hamas official in Dubai included having two of his Palestinian death squad hit men (later arrested by Dubai authorities) assist in the operation, a charge he also denied. His personal wealth was conservatively estimated in 2005 by an Israeli think tank at $120m.
  • Just as George Bush Jr and Bill Clinton terminated the services of Arafat after the latter proved unable to sign off on the final Palestinian surrender demanded of him at Camp David in the summer of 2000 (an inability that would arguably cost him his life at the hands of Abbas or Dahlan - depending on which of the two you talk to - acting at the behest of the Israelis, and very likely the Americans), Obama will terminate the services of Abbas should he fail to sign the US-sponsored surrender. Indeed, even if Abbas does sign such a deal, as he is approaching his 80th birthday, Dahlan will be needed and ready to take over after his death. It is in this context that Egyptian army top brass recently visited Israel for a whole week while the Egyptian private TV station Dream (owned by a Mubarak businessman ally, Ahmad Bahgat) aired an interview with Dahlan in which he attacked Abbas, in yet another effort to delegitimise the latter. Dahlan was offered the support of the rightwing Egyptian businessman Naguib Sawiris (infamous for his cutting off cellular phone lines in Cairo during the Egyptian uprising in January 2011 on the orders of Mubarak’s security apparatus), who sang Dahlan’s praises (as well as those of Mohammad Rashid, aka Khaled Salam, a former Arafat aide and another allegedly corrupt embezzling fugitive) as one of the most honest businessmen he ever worked with and then proceeded to denounce Abbas as a “liar”.
  • Dahlan’s power lies in his ability to serve the agenda of multiple patrons. For the Israelis, he is a ruthless, corrupt power-grubbing man who would do their bidding obediently were he to come to power in Gaza or the West Bank. Both the Americans and the Israelis see him as especially willing to sign on an American-sponsored Netanyahu deal without equivocation. For the Egyptians and the Gulf monarchies (and he is said to be a business partner with a Gulf ruler), he would look after their interests and obey their orders by eliminating any resistance to a US-imposed Palestinian final surrender to Israel and by eliminating Hamas once and for all. For the Egyptian coup leaders, whose coup replicated Dahlan’s 2007 Gaza coup, except successfully, he could rid them of Hamas, which they see as an extension of the power of the Muslim Brotherhood (MB), and render their relations with Israel even closer than they already are. Dahlan’s most important role, however, is the one that the Americans need him for, namely, to replace Abbas should the latter fail to sign on to the final surrender that Barack Obama and John Kerry have been cooking at the behest of Netanyahu in the past few months.
  • Once Dahlan’s schemes became too obvious to ignore, Abbas stripped him of power and chased him out of the Ramallah Green Zone in 2010. He moved to Mubarak’s Egypt and later, following the ouster of Mubarak, to Dubai (and on occasion Europe) where he remained until his more recent resurrection by the heirs of Mubarak who now sit on Egypt’s throne.
  • As an Egyptian court has recently joined Israel and the US in banning Hamas from the country and considering it a terrorist organisation and as the Israelis have threatened openly this week that an invasion of Gaza will be necessary, the plan for a Dahlan take-over is hatching slowly but surely. This is viewed as such a threat that Abbas dispatched his supporters and cronies to the streets of Ramallah to prove to the Americans and the Israelis that he still commands much support in the West Bank. The competition between Abbas and Dahlan is essentially one where each of them wants to prove that he can be more servile to Israeli, US, Egyptian, and Gulf interests while maintaining legitimacy and full control of the Palestinian population. The details of the plot are not clear. They could involve an invasion of Gaza from the Egyptian and the Israeli sides (and Egyptian officials have already threatened to carry out such an invasion a few weeks ago), a coup of sorts in the West Bank, and even assassinations of Haniyyah and/or Abbas. All bets are off at the moment, as Abbas, like Arafat before him, is offering complete obedience to US and Israeli diktat and will go much farther than Arafat did, but he understands too well that he would lose all legitimacy and control were he to sign the final humiliating surrender that the US and Israel are insisting on. Dahlan of course will have no such worries.
  • As for Hamas, which, unlike the MB, is a resistance movement and not a political party, it cannot be rounded up or crushed so easily, and the entry of Dahlan into Gaza, let alone the West Bank, will usher in a civil war that could likely end in his defeat yet again, short of a full Israeli invasion of Gaza to return him to power (Dahlan has also been accused by the PA of collaborating with the Israelis in their 2008 invasion of Gaza and has recently been accused in aiding the ongoing counter-revolution in Egypt). The same scenario would be repeated in the West Bank. The future of the Palestinian people is in danger and the enemies of the Palestinians surround them inside and outside Palestine. The Obama-Israeli-Egyptian-Gulf plans for liquidating their cause and their rights continue afoot. However, just like past corrupt Palestinian leaders were unsuccessful in liquidating the rights of the Palestinians and their cause, the Israeli and US betting on the Dahlan horse will only increase the resolve of the Palestinian people and their supporters that Palestinian resistance will only cease after the final liquidation of Israeli state racism and colonialism in all its manifestations throughout historic Palestine.

Jordan Says Moving US Embassy to Jerusalem Is 'Red Line' - ABC News - 0 views

  • ordan's government spokesman warned on Thursday of "catastrophic" repercussions if President-elect Donald Trump makes good on a campaign promise to move the U.S. Embassy in Israel to contested Jerusalem. Such a move could affect relations between the U.S. and regional allies, including Jordan, Information Minister Mohammed Momani told The Associated Press, addressing the issue publicly for the first time. An embassy move would be a "red line" for Jordan, would "inflame the Islamic and Arab streets" and serve as a "gift to extremists," he said, adding that Jordan would use all possible political and diplomatic means to try and prevent such a decision. The U.S. considers pro-Western Jordan as an important ally in a turbulent Mideast. The Hashemite kingdom is a key member of a U.S.-led military coalition against Islamic State extremists in neighboring Syria and Iraq, and maintains discreet security ties with Israel. Jordan also has a stake in Jerusalem, serving as custodian of Islam's third holiest shrine in the city's eastern sector.

    Starting today, Obama will be catching a lot of flack from Latin-American and Caribbean heads of state for classifying Venezuela as a threat to U.S. National Security and imposing sancitons on that basis. Obama undoubtedly hopes that the blows will be softened by his "i didn't really mean it" line delivered two days ago by a deputy national security advisor. . Not withstanding the soothing words, Obama has not withdrawn his finding or the sanctions he imposed on Venezuela. But those nations' leaders are even more upset by the fact that the U.S., working with Israel, Germany, and the UK, made its second coup attempt in Venezuela earlier this year. The arrest of the conspirators was Obama's excuse for declaring Venezuela a threat to U.S. national security. The U.S. has a sordid history of engineering coups in Latin America and the Caribbean, violating the human right of self-determination of a nation's form of government and other international law prohibiting interference in the internal affairs of other nations.

Trump retaliates against Abbas - Middle East Monitor - 0 views

  • Debkafile, an Israeli website close to the military intelligence, has reported that the Trump administration has decided to take a series of punitive measures against the Palestinian Authority (PA) after its successful campaign on Jerusalem in the UN General Assembly. In a report issued on 23 December, the Israeli website cited its sources in Washington as stating that President Trump had decided to sever contacts and relations with the PA and President Mahmoud Abbas. According to Debkafile, the Israeli-Palestinian peace plan under preparation in Washington will not be submitted to Ramallah but only to Israel and the relevant Arab governments. These steps were taken after the PA had been warned more than once, and told to drop its campaign against the Trump pronouncement on Jerusalem because of its negative impact on the region, according to the Israeli website. It added that the White House move was communicated to the PA through a third Arab party. The Israeli website further reported that the US will not publicly announce its freeze of aid to the PA. However, the administration will stop support and delay the resumption of economic projects backed by US institutions and re-examine them. President Trump also decided not to invite Palestinian officials to the White House, State Department and US Treasury, and not to receive Palestinians at the US National Security Council where they used to participate in meetings aimed at shaping US strategy in the Middle East. According to the Israeli website: “The US will halt its contributions to the UN Relief and Works Agency for Palestine (UNRWA), an estimated one billion dollars per annum” and will order Saudi Arabia, the UAE and Qatar to reduce the amount of aid provided to the Authority. While no official statements were made by the US administration or the PA, the Israeli website confirmed that US officials have informed Saeb Erekat, the PA’s chief negotiator, that there is nothing to discuss with him anymore.

Defunding the PA could actually advance Palestinian interests mightily since the PA has served the role as lapdog for Israel and the U.S., bringing Hamas into the role of Palestinian political leadership

The Crisis in U.S.-Israel Relations Is Officially Here - The Atlantic - 0 views

  • The other day I was talking to a senior Obama administration official about the foreign leader who seems to frustrate the White House and the State Department the most. “The thing about Bibi is, he’s a chickenshit,” this official said, referring to the Israeli prime minister, Benjamin Netanyahu, by his nickname. This comment is representative of the gloves-off manner in which American and Israeli officials now talk about each other behind closed doors, and is yet another sign that relations between the Obama and Netanyahu governments have moved toward a full-blown crisis. The relationship between these two administrations— dual guarantors of the putatively “unbreakable” bond between the U.S. and Israel—is now the worst it's ever been, and it stands to get significantly worse after the November midterm elections. By next year, the Obama administration may actually withdraw diplomatic cover for Israel at the United Nations, but even before that, both sides are expecting a showdown over Iran, should an agreement be reached about the future of its nuclear program.
  • The fault for this breakdown in relations can be assigned in good part to the junior partner in the relationship, Netanyahu, and in particular, to the behavior of his cabinet. Netanyahu has told several people I’ve spoken to in recent days that he has “written off” the Obama administration, and plans to speak directly to Congress and to the American people should an Iran nuclear deal be reached. For their part, Obama administration officials express, in the words of one official, a “red-hot anger” at Netanyahu for pursuing settlement policies on the West Bank, and building policies in Jerusalem, that they believe have fatally undermined Secretary of State John Kerry’s peace process.
  • Over the years, Obama administration officials have described Netanyahu to me as recalcitrant, myopic, reactionary, obtuse, blustering, pompous, and “Aspergery.” (These are verbatim descriptions; I keep a running list.)  But I had not previously heard Netanyahu described as a “chickenshit.” I thought I appreciated the implication of this description, but it turns out I didn’t have a full understanding. From time to time, current and former administration officials have described Netanyahu as a national leader who acts as though he is mayor of Jerusalem, which is to say, a no-vision small-timer who worries mainly about pleasing the hardest core of his political constituency. (President Obama, in interviews with me, has alluded to Netanyahu’s lack of political courage.) “The good thing about Netanyahu is that he’s scared to launch wars,” the official said, expanding the definition of what a chickenshit Israeli prime minister looks like. “The bad thing about him is that he won’t do anything to reach an accommodation with the Palestinians or with the Sunni Arab states. The only thing he’s interested in is protecting himself from political defeat. He’s not [Yitzhak] Rabin, he’s not [Ariel] Sharon, he’s certainly no [Menachem] Begin. He’s got no guts.”

  • With respect to Israel’s relations with the Palestinians, I think it's important to understand that the issue here is not what I believe, but it’s what the Palestinians and the parties in the negotiations and the Israeli people believe is possible.  That's the most important issue.  I've said before and I'll simply repeat:  Prime Minister Netanyahu, in the election run-up, stated that a Palestinian state would not occur while he was Prime Minister.  And I took him at his word that that's what he meant, and I think that a lot of voters inside of Israel understood him to be saying that fairly unequivocally. Afterwards, he pointed out that he didn’t say “never,” but that there would be a series of conditions in which a Palestinian state could potentially be created.  But, of course, the conditions were such that they would be impossible to meet anytime soon.  So even if you accepted, I think, the corrective of Prime Minister Netanyahu in subsequent days, there still does not appear to be a prospect of a meaningful framework established that would lead to a Palestinian state even if there were a whole range of conditions and security requirements that might be phased in over a long period of time -- which was always the presumption. 
  • I don't think anybody ever envisioned in any peace agreement, certainly not one that Prime Minister Netanyahu would agree to, or that the Israeli people would agree to, that overnight you suddenly have a Palestinian state right next to Jerusalem and that Israel would not have a whole range of security conditions that had to be met, and that it would be phased in over a long period of time. So the issue has never been, do you create a Palestinian state overnight.  The question is, do you create a process and a framework that gives the Palestinians hope, the possibility, that down the road they have a secure state of their own, standing side-by-side with a secure, fully recognized Jewish state of Israel.  And I think -- it's not just my estimation -- I think it’s hard to envision how that happens based on the Prime Minister’s statements.  And so, when I said that we have to now do an evaluation of where we are, it's not in reference to our commitment to Israel’s military edge in the region, Israel’s security, our intelligence cooperation, our military cooperation.  That continues unabated.  And I will continue to do whatever I need to do to make sure that our friends in Israel are safe.  That's what I've done since I've been President, and that's not going to stop.  And so the Israeli people need to know that.

  • But I am required to evaluate honestly how we manage Israeli-Palestinian relations over the next several years.  Because up until this point, the premise has been, both under Republican and Democratic administrations, that as different as it was, as challenging as it was, the possibility of two states living side by side in peace and security could marginalize more extreme elements, bring together folks at the center and with some common sense, and we could resolve what has been a vexing issue and one that is ultimately a threat to Israel as well. And that possibility seems very dim.  That may trigger, then, reactions by the Palestinians that, in turn, elicit counter-reactions by the Israelis.  And that could end up leading to a downward spiral of relations that will be dangerous for everybody and bad for everybody. So, bottom line, just to summarize here -- number one, our military and intelligence cooperation with Israel will continue unabated, unaffected, and we are absolutely committed to making sure that the Israeli people are safe, particularly from rocket attacks and terrorist attacks aimed on civilians.
  • Number two, that the evaluation that’s taking place is specific to what happens between the Israelis and Palestinians going forward.  We’ll continue to engage the Israeli government as well as the Palestinians, and ask them where they are interested in going and how do they see this issue being resolved.  But what we can’t do is pretend that there’s a possibility of something that’s not there.  And we can’t continue to premise our public diplomacy based on something that everybody knows is not going to happen at least in the next several years.  That is something that we have to, for the sake of our own credibility, I think we have to be able to be honest about that. And I guess one last point about this, because obviously I’ve heard a lot of the commentary -- there’s a tendency I think in the reporting here to frame this somehow as a personal issue between myself and Prime Minister Netanyahu.  And I understand why that’s done, because when you frame it in those terms, the notion is, well, if we all just get along and everybody cools down, then somehow the problem goes away.  I have a very business-like relationship with the Prime Minister.  I’ve met with him more than any other world leader.  I talk to him all the time.  He is representing his country’s interests the way he thinks he needs to, and I’m doing the same.
  • So the issue is not a matter of relations between leaders; the issue is a very clear, substantive challenge.  We believe that two states is the best path forward for Israel’s security, for Palestinian aspirations, and for regional stability.  That’s our view, and that continues to be our view.  And Prime Minister Netanyahu has a different approach.  And so this can’t be reduced to a matter of somehow let’s all hold hands and sing “Kumbaya.”  This is a matter of figuring out how do we get through a real knotty policy difference that has great consequences for both countries and for the region. Q    Will you consider supporting Palestinian statehood at the U.N.? PRESIDENT OBAMA:  We’re going to do that evaluation -- we’re going to partly wait for an actual Israeli government to form.

Israel Grants Golan Heights Oil License - Business Insider - 0 views

  • srael has granted a U.S. company the first license to explore for oil and gas in the occupied Golan Heights, John Reed of the Financial Times reports. A local subsidiary of the New York-listed company Genie Energy — which is advised by former vice president Dick Cheney and whose shareholders include Jacob Rothschild and Rupert Murdoch — will now have exclusive rights to a 153-square mile radius in the southern part of the Golan Heights. That geographic location will likely prove controversial. Israel seized the Golan Heights in the Six-Day War in 1967 and annexed the territory in 1981. Its administration of the area — which is not recognized by international law — has been mostly peaceful until the Syrian civil war broke out 23 months ago. "This action is mostly political – it’s an attempt to deepen Israeli commitment to the occupied Golan Heights," Israeli political analyst Yaron Ezrahi told FT. "The timing is directly related to the fact that the Syrian government is dealing with violence and chaos and is not free to deal with this problem.”
  • Earlier this month we reported that Israel is considering creating a buffer zone reaching up to 10 miles from Golan into Syria to secure the 47-mile border against the threat of Islamic radicals in the area. The move would overtake the UN Disengagement Observer Force Zone that was established in 1973 to end the Yom Kippur War and to provide a buffer zone between the two countries.

Freedom Flotilla III heads for Gaza - 0 views

  • The ship Marianne of Gothenburg set sail Monday night on its journey to break the Israeli blockade of the Gaza Strip. It's journey will mark five years since the Israeli navy forcibly boarded the first Freedom Flotilla's ship Mavi Marmara, killing nine Turkish activists. Israel has announced it will not permit unauthorised ships to enter its territorial waters. Marianne will join additional ships to form the Freedom Flotilla III to perform a peaceful, nonviolent action to break the illegal and inhumane blockade of the Gaza Strip. In passing, Marianne will call at European ports for demonstrations and actions against Israel's blockade of Gaza. The ship is bringing a limited cargo of solar panels and medical equipment for the people of Gaza. The group Ship to Gaza stated that “In the blockaded Gaza Strip, where the infrastructure has been demolished, solar cells will thus provide an opportunity to independent local production of clean energy. The sun can not be blockaded.”
  • In addition to a crew of five people, Marianne will have up to eight delegates as passengers in each section of the route. The Freedom Flotilla’s first attempt to break the blockade ended in the deaths of nine Turkish activists after Israeli Navy commandos on May 31, 2010 boarded the Mavi Marmara. The United Nations declared that Israel used excessive force in stopping the ship, and a diplomatic crisis opened between Turkey and Israel which has yet to fully subside. A second attempt was turned back in October 2012. Without relating specifically to the Marianne of Gothenburg, Foreign Ministry spokesman Emmanuel Nachshon told the Jerusalem Post that “if the so-called helpful Gaza flotillas were really interested in the welfare of the population in Gaza, they would send their aid via Israel. The fact that they insist on a flotilla demonstrates this is an unnecessary provocation.” Israel is clearly concerned about the possible ramifications of Freedom Flotilla III, however; the Foreign Ministry has appointed a point-person to coordinate policy on the matter between the foreign ministry, the prime minister’s office, and the defense ministry.

Kerry portrait of Syria rebels at odds with intelligence reports | Reuters - 0 views

  • Secretary of State John Kerry's public assertions that moderate Syrian opposition groups are growing in influence appear to be at odds with estimates by U.S. and European intelligence sources and nongovernmental experts, who say Islamic extremists remain by far the fiercest and best-organized rebel elements. At congressional hearings this week, while making the case for President Barack Obama's plan for limited military action in Syria, Kerry asserted that the armed opposition to Syrian President Bashar al-Assad "has increasingly become more defined by its moderation, more defined by the breadth of its membership, and more defined by its adherence to some, you know, democratic process and to an all-inclusive, minority-protecting constitution."And the opposition is getting stronger by the day," Kerry told the Senate Foreign Relations Committee on Tuesday.U.S. and allied intelligence sources and private experts on the Syrian conflict suggest that assessment is optimistic.

General Assembly upon the occasion of the Palestinian Authority being granted the status of "observer state," which permits the P.A. to join the treaty establishing the International Criminal Court and initiate prosecution of Israeli officials for ware crimes. The resolution upgrading the Palestinians' status to a nonmember observer state at the U.N. was approved by a vote of 138-9, with 41 abstentions, in the 193-member world body. The U.S., Canada, and Czechoslovakia  were the only western nations voting "no." Israel's pariah nation status is now official and U.S. foreign policy is long overdue for overhaul in that regard. The talks between Britain, China, France, Russia and the United States — the five permanent members of the Security Council — plus Germany and Iran, are taking place ahead of difficult negotiations that resume next week over constricting Iran's nuclear ability.Some eight U.N. resolutions - four of them imposing sanctions - ban Iran from uranium enrichment and other sensitive atomic work and bar it from buying and selling atomic technology and anything linked to ballistic missiles.   • It’s been a bad time for foes of ISIS. Islamic State scored a neat hat-trick by invading strategic Ramadi in Iraq’s mainly Sunni Anbar province, occupying Syria’s historic gem Palmyra, and taking over Al-Tanf, the last remaining border crossing with Iraq. The multinational, American-led ‘Coalition’ launched last August to thwart Islamic State’s (IS, formerly ISIS) march across Syria and Iraq…did nothing.
  • The Iraqis have shot back. Key MP Hakim al-Zamili blames Ramadi’s collapse on the US’s failure to provide “good equipment, weapons and aerial support” to troops. Deputy Prime Minister Saleh Mutlaq, himself a Sunni from Anbar Province, concluded that the Americans were coming up short in all areas. “The Coalition airstrikes are not enough to eliminate IS.” Furthermore, the US policy of recruiting Sunni tribes for the fight, he added, was “too late” – it is “important but not enough.” If ever there was an understatement, this is it. Washington’s long-stated objective of rallying together a vetted Sunni fighting force – or its equivalent in the form of a National Guard – has always served as a placeholder to avoid facing realities.
  • One thing we have learned from IS gains in small and large Sunni towns alike, is that the extremist group prides itself on sleeper cells and alliances inside of these areas. Sunni tribes and families, both, are divided on their support of IS. And the militants ensure that everyone else falls in line through a brutal campaign of inflicting fear and pain indiscriminately. So the likelihood of a significant, anti-IS, well-trained and equipped Sunni fighting force emerging anytime soon is just about nil. So too is the idea of a US-led Coalition air force that can cripple Islamic State. Washington has run fewer sorties over Syria and Iraq in the nine months since inception of its air campaign, than Israel ran in its entire three-week Gaza blitz in 2008-09. Where were the American bombers when Ramadi and Palmyra were being taken? And why does the US Air Force only seem to engage in earnest when their Kurdish allies are being threatened – as in Kobani (Ain al-Arab), Syria, and Erbil in Iraq?

  • If actions speak louder than words, then Washington’s moves in the Mideast have been deafening. Forget talk of a ‘unified Iraq’ with a ‘strong central government’. And definitely forget loudly-proclaimed objectives of ‘training moderate forces’ to ‘fight off IS’ across the Jordanian and Turkish borders in Syria. That’s just talk. An objective look at US interests in the region paint an entirely different picture. The Americans seek to maintain absolute hegemony in the Mideast, even as they exit costly military occupations of Iraq and Afghanistan. Their primary interests are 1) access to low cost oil and gas, 2) propping up Israel, and more recently, 3) undermining Russian (and Chinese) influence in the region. Clinging on to hegemony would be a whole lot easier without the presence of a powerful, independent Islamic Republic of Iran, which continues to throw a wrench in many of Washington’s regional projects. So hegemony is somewhat dependent on weakening Iran – and its supportive alliances.
  • But why ignore Sunni groups who are unreservedly opposed to IS? Aren’t they America’s natural constituents inside Iraq? The Takfiri extremist groups serve a purpose for Washington. IS has had the ability – where competing Sunni factions, with their ever-growing lists of demands from Baghdad, have not – to transform the US’ ‘buffer’ project into a physical reality. And Washington has not needed to expend blood, treasure or manpower to get the job done.

Congress has breached all international norms by ushering through legislation to directly arm Sunni and Kurdish militias and bypass the central government in Baghdad. And despite endless promises and commitments, the Americans have failed at every hurdle to train and equip the Iraqi Army and security forces to do anything useful. A weak, divided Iraq can never become a regional powerhouse allied with Iran and the Resistance Axis. Likewise a weak, divided Syria. But without US control over these central governments, the only way to achieve this is 1) through the creation of sectarian and ethnic strife that could carve out pro-US buffers inside the ‘Resistance states’ and/or 2) through the creation of a hostile ‘Sunni buffer’ to break this line from Iran to Palestine.
  • General Walid Sukariyya, a Sunni, pro-resistance member of Lebanon’s parliament, agrees. “ISIS will be better for the US and Israel than having a strong Iran, Iraq and Syria…If they succeed at this, the Sunni state in Iraq will split the resistance from Palestine.” While Washington has long sought to create a buffer in Iraq on the Syrian border, it has literally spent years trying – and failing – to find, then mold, representative Sunni Iraqi leaders who will comfortably toe a pro-American line. An example of this is the Anbar delegation US General John Allen handpicked last December for a DC tour, which excluded representatives of the two most prominent Sunni tribes fighting IS in Iraq – the Albu Alwan and Albu Nimr. A spokesman for the tribes, speaking to Al-Jarida newspaper, objected at the time: “We are fighting ISIL and getting slaughtered, while suffering from a shortage of weapons. In the meantime, others are going to Washington to get funds and will later be assigned as our leaders.”
  • With the removal of Saddam Hussein in Iraq, the US inadvertently extended Iran’s arc of influence in a direct geographic line to Palestine, leaving the Israeli colonial project vulnerable. Former President George W. Bush immediately took on the task of destroying this Resistance Axis by attempting to neuter Iranian allies Hezbollah, Syria and Hamas – and failed. The Arab Spring presented a fresh opportunity to regroup: the US and its Turkish and Persian Gulf allies swung into action to create conditions for regime-change in Syria. The goal? To break this geographic line from Iran – through Iraq, Syria and Lebanon – to Palestine. When regime-change failed, the goalpost moved to the next best plan: dividing Syria into several competing chunks, which would weaken the central state and create a pro-US ‘buffer’ along the border with Israel. Weakening the central government in Iraq by dividing the state along Kurdish, Sunni and Shiite lines has also been a priority for the Americans.
  • The DIA brief makes clear that the escalation of conflict in Syria will create further sectarianism and radicalization, which will increase the likelihood of an ‘Islamic State’ on the Syrian-Iraqi border, one that would likely be manned by the Islamic State of Iraq (ISI). So what did Washington do when it received this information? It lied. Less than one month after the DIA report was published, US Secretary of State John Kerry told the Senate Foreign Relations Committee this about the Syrian opposition: “I just don’t agree that a majority are Al-Qaeda and the bad guys. That’s not true. There are about 70,000 to 100,000 oppositionists … Maybe 15 percent to 25 percent might be in one group or another who are what we would deem to be bad guys…There is a real moderate opposition that exists.” Using the fabricated storyline of ‘moderate rebels’ who need assistance to fight a ‘criminal Syrian regime’, the US government kept the Syrian conflict buzzing, knowing full well the outcome would mean the establishment of a Sunni extremist entity spanning the Syrian-Iraqi border…which could cripple, what the Americans call, “the strategic depth of the Shia expansion.”As US Council on Foreign Relations member and terrorism analyst Max Abrahms conceded on Twitter: “The August 5, 2012 DIA report confirms much of what Assad has been saying all along about his opponents both inside & outside Syria.”
  • Since last year, numerous Iraqi officials have complained about the US airdropping weapons to IS – whether deliberately or inadvertently remains disputed. Military sources, on the other hand, have made clear that the US-led Coalition ignores many of the Iraqi requests for air cover during ground operations. If the US isn’t willing to play ball in Iraq’s existential fight against IS, then why bother with the Americans at all? Iraqi Prime Minister Haider al-Abadi is viewed as a ‘weak’ head of state – a relatively pro-American official who will work diligently to keep a balance between US interests and those of Iraq’s powerful neighbor, Iran. But after the disastrous fall of Ramadi, and more bad news from inside Syria, Abadi has little choice but to mitigate these losses, and rapidly. The prime minister has now ordered the engagement of thousands of Hashd al-Shaabi (Shiite paramilitary groups, commonly known as the Popular Mobilization Forces) troops in the Anbar to wrest back control of Ramadi. And this – unusually – comes with the blessings of Anbar’s Sunni tribes who voted overwhelmingly to appeal to the Hashd for military assistance.
  • Joining the Hashd are a few thousand Sunni fighters, making this a politically palatable response. If the Ramadi operation goes well, this joint Sunni-Shiite effort (which also proved successful in Tikrit) could provide Iraq with a model to emulate far and wide. The recent losses in Syria and Iraq have galvanized IS’ opponents from Lebanon to Iran to Russia, with commitments pouring in for weapons, manpower and funds. If Ramadi is recovered, this grouping is unlikely to halt its march, and will make a push to the Syrian border through IS-heavy territory. There is good reason for this: the militants who took Ramadi came across the Syrian border – in full sight of US reconnaissance capabilities. A senior resistance state official told me earlier this year: “We will not allow the establishment of a big (extremist) demographic and geographic area between Syria and Iraq. We will work to push Syrian ISIS inside Syria and Iraqi ISIS inside Iraq.”
  • Right now, the key to pushing back Takfiri gains inside Syria’s eastern and northwestern theaters lies in the strengthening of the Iraqi military landscape. And an absolute priority will be in clearing the IS ‘buffer’ between the two states. Eighteen months ago, in an analysis about how to fight jihadist militants from the Levant to the Persian Gulf, I wrote that the solution for this battle will be found only within the region, specifically from within those states whose security is most compromised or under threat: Lebanon, Syria, Iraq and Iran. I argued that these four states would be forced to increase their military cooperation as the battles intensified, and that they would provide the only ‘boots on the ground’ in this fight. And they will. But air cover is a necessary component of successful offensive operations, even in situations of unconventional warfare. If the US and its flimsy Coalition are unable or unwilling to provide the required reconnaissance assistance and the desired aerial coverage, as guided by a central Iraqi military command, then Iraq should look elsewhere for help.
  • Iran and Russia come to mind – and we may yet get there. Iraq and Syria need to merge their military strategies more effectively – again, an area where the Iranians and Russians can provide valuable expertise. Both states have hit a dangerous wall in the past few weeks, and the motivation for immediate and decisive action is high today. Lebanese resistance group Hezbollah is coming into play increasingly as well – its Secretary-General Hassan Nasrallah has recently promised that Hezbollah will no longer limit itself geographically, and will go where necessary to thwart this Takfiri enemy. The non-state actors that make up the jihadist and Takfiri core cannot be beaten by conventional armies, which is why local militias accustomed to asymmetric warfare are best suited for these battles. Criticizing the US’s utterly nonexistent response to the Ramadi debacle yesterday, Iran’s elite Quds Force Commander Qassem Suleimani points out: “Today, there is nobody in confrontation with [IS] except the Islamic Republic of Iran, as well as nations who are next to Iran or supported by Iran.” The Iranians have become central figures in the fight against terror, and are right next door to it – as opposed to Washington, over 6,000 miles away.
  • If the US has any real commitment to the War on Terror, it should focus on non-combat priorities that are also essential to undermine extremism: 1) securing the Turkish and Jordanian borders to prevent any further infiltration of jihadists into Syria and Iraq, 2) sanctioning countries and individuals who fund and weaponize the Takfiris, most of whom are staunch US allies, now ironically part of the ‘Coalition’ to fight IS, and 3) sharing critical intelligence about jihadist movements with those countries engaged in the battle. It is time to cut these losses and bring some heavyweights into this battle against extremism. If the US-directed Coalition will not deliver airstrikes under the explicit command of sovereign states engaged at great risk in this fight, it may be time to clear Iraqi and Syrian airspace of coalition jets, and fill those skies with committed partners instead.

AIPAC's Plan B? « LobeLog - 0 views

  • A summary of a draft bill, which I obtained from a source who asked to remain anonymous, is circulating that is designed (almost certainly by AIPAC) to appeal to those Democrats eager to “kiss and make up” after their defiance of Washington’s most powerful foreign-policy lobby group (whose reputation for omnipotence just took a very heavy hit) and its funders. While much of the summary appears innocuous and consistent with the administration’s own policy and intentions, it also contains a number of “poison pills,” which, if approved, appear calculated to raise new obstacles to implementation and Tehran’s confidence that the U.S. will fully comply with both the spirit and the letter of the JCPOA. With proposed banking sanctions, for example, it appears to do what Fred Kagan and the policy director of the neo-conservative Foreign Policy Initiative (FPI), Juan Zarate, have urged with respect to codifying existing non-nuclear sanctions and reducing or eliminating the president’s waiver authority. (See the Mikulski post for more details.) It also would set up a process for “expedited procedures” that can be used by Congress to approve new terrorism-related sanctions against Iran under certain circumstances and create a Coordinator for Compliance whose responsibilities include not only overseeing Iran’s implementation of the JCPOA but also reporting on non-nuclear issues (like terrorism) that are outside the scope of the agreement.
  • Yet another provision would authorize the delivery to Israel of Washington’s most powerful Massive Ordinance Penetration munitions (MOPs) and the means to deliver them against Iran’s nuclear facilities, a move that administration officials have long said they strongly oppose. This would be one part of a much-enhanced package of military assistance for Israel. Other provisions appear designed to effectively “renegotiate” certain provisions of the JCPOA; for example, by eliminating the exemption of any contracts agreed between Iran and foreign companies during the agreement’s implementation phase in the event that sanctions are “snapped back.” It also requires Iran to abide by the Non-Proliferation Treaty’s (NPT) Additional Protocol as of “adoption day,” even if the Iranian parliament has not yet ratified the Protocol. We hear that the sponsors intend to push this through Congress as a companion to the disapproval resolution. The idea is to enable nervous Democrats to demonstrate their strong support for Israel and their undiluted distrust and hostility toward Iran. They reportedly fear that if this measure isn’t enacted now, then it could prove much more difficult to pass once Iran begins implementing the JCPOA, and particularly if and when the IAEA declares that Iran has cleared up long-pending questions regarding “possible military dimensions” (PMD) of its nuclear program. The IAEA expects to conclude its PMD-related inspections by mid-October and issue a final report by December 15. New Poll Highlights Need for Reform in the Middle East « LobeLog - 0 views

  • A new public opinion survey undertaken in six Arab countries, Iran, and Turkey finds that people are more likely to blame “corrupt, repressive, and unrepresentative governments” and “religious figures and groups promoting extremist ideas and/or incorrect religious interpretations” for the rise of violent groups like al-Qaeda and the Islamic State than they are to blame “anger at the United States.” These findings are the result of a series of face-to-face polls conducted by Zogby Research Services on a commission from the Sir Bani Yas Forum in the United Arab Emirates (UAE) and released at a Middle East Institute-sponsored event on Wednesday. In September, ZRS interviewed a total of 7,400 adults across eight countries—Egypt, Iran, Iraq, Jordan, Lebanon, Saudi Arabia, Turkey, and the UAE—on a broad range of topics, including the ongoing conflicts in Iraq, Libya, Syria, and Yemen; the Israel-Palestine situation; the Iranian nuclear deal; and the threat of religious extremism. Respondents in Iran and Iraq were also asked a separate series of questions about internal affairs in those countries.
  • With respect to Israel-Palestine, the poll found that people in five of the six surveyed Arab nations are less likely to support a comprehensive Arab-Israeli peace deal now than they were back in 2009, when Zogby International’s “Six-Nation Arab Opinion Poll” asked a similar question of respondents in those five countries. In Egypt, which has seen the sharpest decline in support for a peace deal, almost two-thirds of respondents said that they would oppose a peace deal “even if the Israelis agree to return all of the territories and agree to resolve the refugee issue,” compared with only 8% who answered similarly in the 2009 survey. This represents a potential risk for Egyptian President Abdel Fattah el-Sisi, who has worked to improve Egyptian-Israeli relations despite the apparent feelings of most of the Egyptian public. Similar, albeit smaller, shifts were seen in Jordan (where 24% oppose a deal today, compared with 13% in 2009), Lebanon (30% vs. 18%), Saudi Arabia (36% vs. 18%), and the UAE (19% vs. 8%). Iraq was not part of the 2009 survey, but 59% of respondents in this survey said that they would also oppose a comprehensive peace deal with Israel.
  • Still, it was in the area of extremism and its causes where the poll generated its most interesting findings. When asked to rate eight factors on a 1-5 scale (where 1 means “very important factor”) in terms of their importance as a driver of religious extremism, respondents in all eight countries gave “anger at the U.S.” the fewest number of ones and twos, although that factor was still rated as important by a majority of respondents in Egypt, Saudi Arabia, the UAE, and Turkey. Zogby argued that this was a sign that Barack Obama’s attempt to leave a “softer U.S. footprint in the region pays off.” However, when asked whether the United States is playing a positive or negative role in combating extremist sectarian violence, large majorities in each country said that the U.S. was playing a negative role. Instead, the two most commonly cited factors in the development of religious extremism were “corrupt governments” and “extremist and/or incorrect religious ideas.” Other commonly cited factors, like “lack of education,” “poverty,” and “youth alienation” also speak to a consistent sense that extremism is an internal problem stemming from poor governance. Majorities in each of the eight countries except Iran agreed that “countering the messages and ideas promoted by recruiters for extremist groups” and “changing the political and social realities that cause young people to be attracted to extremist ideals” were “most important” in terms of defeating violent extremist groups like the Islamic State. Within Iraq, majorities from all three of the country’s major ethno-religious groups (Sunni Arabs, Shi?a Arabs, and Kurds) agreed that “forming a more inclusive, representative government” is the best way to resolve the conflict there, but even larger majorities from each group said that they were “not confident” that such a government will be formed within the next five years.

  • Moscow is sending an advanced anti-aircraft missile system to Syria, two Western officials and a Russian source said, as part of what the West believes is stepped-up military support for embattled President Bashar Assad. The Western officials said the SA-22 system would be operated by Russian troops, rather than Syrians. It was on its way to Syria but had not yet arrived.  "This system is the advanced version used by Russia and it's meant to be operated by Russians in Syria," said one of the sources, a Western diplomat who is regularly briefed on U.S., Israeli and other intelligence assessments.  A U.S. official separately confirmed the information.  The Russian source, who is close to the Russian navy, said the delivery would not be the first time Moscow had sent the SA-22 system, known as Pantsir-S1 in Russian, to Syria. It had been sent in 2013, the source said.

An ally of Damascus since the Cold War, Moscow maintains its only Mediterranean naval base at Tartous on the Syrian coast, and protecting it would be a strategic objective. Recent months have also seen talk of a new role for outside forces in Syria, with NATO-member Turkey proposing the creation of a "safe zone" free from both Islamic State and government forces near its Syrian border.   • Nov 15 2013 (IPS) - Russian Foreign Minister Sergey Lavrov revealed a crucial detail Thursday about last week’s nuclear talks with Iran in Geneva that explains much more clearly than previous reports why the meeting broke up without agreement. Lavrov said the United States circulated a draft that had been amended in response to French demands to other members of the six-power P5+1 for approval “literally at the last moment, when we were about to leave Geneva.” Lavrov’s revelation, which has thus far been ignored by major news outlets, came in a news conference in Cairo Thursday that was largely devoted to Egypt and Syria. Lavrov provided the first real details about the circumstances under which Iran left Geneva without agreeing to the draft presented by the P5+1.

The picture that emerges is that John Kerry and French foreign minister Laurent Fabius carried water for the Israelis and Saudis to blow up the negotiation at the last moment, after all sides had preliminarily agreed to a text, by substituting a new and very substantially different text without consulting the other P-5+1 members or Iran. That is a down and dirty negotiation tactic; no wonder the negotiation failed. It should be kept in mind that the Israeli and Saudi governments' real goal is not halting Iran's development of a nuclear industry but is instead to persuade or trick the U.S. into bombing Iran back into the Stone Age, as the U.S. did to Iraq in the early 1990s under Emperor Bush 1 with a repeat performance by Emperor Bush II a decade later.  As to Kerry's preposterous claim that no nation has a right to enrich uranium, in reality every nation has that right jus cogens, with the only limitations being on nations that are members of the Non-Proliferation Treaty, which nations still retain the right to enrich up to 20 percent as Iran has been doing.
