Militant leaders from the Islamic State group and al-Qaida gathered at a farm house in northern Syria last week and agreed on a plan to stop fighting each other and work together against their opponents, a high-level Syrian opposition official and a rebel commander have told The Associated Press. Such an accord could present new difficulties for Washington's strategy against the IS group. While warplanes from a U.S.-led coalition strike militants from the air, the Obama administration has counted on arming "moderate" rebel factions to push them back on the ground. Those rebels, already considered relatively weak and disorganized, would face far stronger opposition if the two heavy-hitting militant groups now are working together. IS — the group that has seized nearly a third of Syria and Iraq with a campaign of brutality and beheadings this year — and al-Qaida's affiliate in Syria, known as the Nusra Front, have fought each other bitterly for more than a year to dominate the rebellion against Syrian President Bashar Assad.

More important, Erdogan intends to use his landslide victory to persuade the Military High Command that he has a popular mandate for his foreign policy, a policy that has amassed thousands of Turkish troops, armored vehicles and tanks on the Syrian border for a possible invasion. Up to now, the military has resisted Erdogan on this matter, but now that Chief of General Staff Gen. Necdet Özel, has been replaced as head of the Turkish Armed Forces (TSK) by the more compliant General Hulusi Akar, the plan to invade Syria and secure a so called “safety zone” along the Syrian side of the Turkish border, becomes much more probable. The plan to annex sovereign Syrian territory and use it to launch attacks on the government of Syrian President Bashar al Assad dates back to 2012.  In 2015, however, the strategy was expanded upon by Brookings analyst Michael E. O’Hanlon in a piece  titled “Deconstructing Syria: A new strategy for America’s most hopeless war”. Here’s an excerpt:

“…the only realistic path forward may be a plan that in effect deconstructs Syria….the international community should work to create pockets with more viable security and governance within Syria over time… The idea would be to help moderate elements establish reliable safe zones within Syria once they were able. American, as well as Saudi and Turkish and British and Jordanian and other Arab forces would act in support, not only from the air but eventually on the ground via special forces. … Western forces themselves would remain in more secure positions in general—within the safe zones but back from the front lines—at least until the reliability of such defenses, and also local allied forces, made it practical to deploy and live in more forward locations. Creation of these sanctuaries would produce autonomous zones that would never again have to face the prospect of rule by either Assad ….The interim goal might be a confederal Syria, with several highly autonomous zones… The confederation would likely require support from an international peacekeeping force….to make these zones defensible and governable,….and to train and equip more recruits so that the zones could be stabilized and then gradually expanded.”  (Deconstructing Syria: A new strategy for America’s most hopeless war, Michael E. This is the Obama administration’s basic blueprint for toppling Assad and reducing Syria into an ungovernable failed state run by regional warlords, renegade militias and Islamic extremists. US Secretary of State John Kerry confirmed our worst suspicions about this sinister plan in a speech he delivered to the Carnegie Endowment for International Peace just last week.  Here’s part of what he said: “In northern Syria, the coalition and its partners have pushed Daesh (ISIS) out of more than 17,000 square kilometers of territory, and we have secured the Turkish-Syrian border east of the Euphrates River. That’s about 85 percent of the Turkish border, and the President is authorizing further activities to secure the rest……. We’re also enhancing our air campaign in order to help drive Daesh, which once dominated the Syria-Turkey border, out of the last 70-mile stretch that it controls.” (U.S. Secretary of State John Kerry on the Future of U.S. Policy in the Middle East, Carnegie Endowment for International Peace) Repeat: “That’s about 85 percent of the Turkish border, and the President is authorizing further activities to secure the rest.”

The Israeli military has finished training exercises in preparation for a potential “long-term, multi-front” conflict with Syria and Lebanon, according to a statement released by the army. Major General Aviv Kochavi said, in the statement, that the training prepared military forces to “implement operational plans in all arenas, while facing Hezbollah and Palestinian Islamic Jihad, both in Syria and Lebanon.” The general added that forces “simulated vast maneuvers, substantial fire power, and attack of thousands of targets in all combat areas, with high efficiency, including residential areas exploited by the enemy.”

Turkish PM Ahmet Davutoglu pledged to return a “historical debt” to Turkey’s “Aleppo brothers” who helped defend the country in the early 20th century, just days after Russia warned of Ankara’s intentions to invade Syria as the rebels there falter. “We will return our historic debt. At one time, our brothers from Aleppo defended our cities of Sanliurfa, Gaziantep, Kahramanmaras, now we will defend the heroic Aleppo. All of Turkey stands behind its defenders,” Davutoglu said at the meeting of the Party of Justice and Development parliamentary faction, which he heads.

Davutoglu was apparently referring to World War One and subsequent events in the Turkish War of Independence, seemingly glorifying the defense and retaking of Turkish cities from the Allied forces. Yet, he failed to mention that the Turks had been drawn into the war by Ottoman imperial ambitions. Turkey had entered the conflict by shelling the Russian port of Odessa from the sea. It then suffered a humiliating defeat at the hands of Russian troops in the war’s southern theater, before the Ottoman Empire was occupied and divided by the Allies. At the time, the three cities Davutoglu named saw thousands of Armenians and other minorities slaughtered by Turkish nationalists as part of the Armenian Genocide, which Ankara denies to this day.Alarmingly, the statement comes less than a week after Russia’s Defense Ministry warned that Turkey was preparing a military invasion of Syria and is trying to conceal illegal activity on its Syrian border.

“We have significant evidence to suspect Turkey is in the midst of intense preparations for a military invasion into Syria’s sovereign territory,” Defense Ministry spokesman Major General Igor Konashenkov told reporters in Moscow. Konashenkov also stated that Turkey had canceled an agreed upon Russian observation flight that had been scheduled over its territory because of its illicit activities. “So if someone in Ankara thinks that the cancelation of the flight by the Russian observers will enable hiding something, then they’re unprofessional.”Moreover, Konashenkov pointed out that Turkey has already been supplying terrorists in the Syrian cities of Idlib and Aleppo with manpower and weaponry.The spokesman showed the media a photo of the Reyhanli checkpoint, saying that “through this very border crossing – mainly at nighttime – the militants, who seized the city of Aleppo and Idlib in northwestern Syria, are being supplied with arms and fighters from Turkish territory.”

U.S. Secretary of State John Kerry announced that he would meet Jordanian, Russian, Saudi Arabian and Turkish representatives in the coming days to discuss the situation in Syria. Kerry’s shuttle diplomacy comes as Russian airstrikes, coordinated with the Syrian government have sent scores of ISIL, Jabhat Al-Nusrah and other insurgents flee Syria. 

The Russian-led initiative has significantly altered the strategic balance and has a number of complex geopolitical implications, e.g. Russia potentially re-asserting regional influence comparable with the influence Moscow had in the region prior to the discontinuation of the USSR.

On Monday, Russia’s Foreign Ministry informed the Russian State news agency Tass that Moscow is studying the proposal tabled by U.S. Secretary of State John Kerry. The news agency cites a ministerial source as saying “We know about this proposal, we are studying it”. Sergey Ivanov, Chief of Staff of the Russian Presidency stated that a political settlement about Syria would begin to take shape sooner or later. Ivanov added that this would involve a compromise between a “sensible opposition” and the Syrian government. Ivanov added: “It is crystal-clear that military means alone will never bring about a settlement in Syria. In the final count a political solution will have to begin to be looked for,” Ivanov said adding that this process could be very complicated and controversial. … Any sensible opposition can be negotiated with and compromises are to be mutual — that’s pretty clear,” he said calling it “a matter of the distant future. … Originally, the idea of an intra-Syrian alliance in the struggle against the Islamic State was not ours: it came from the French President, Francois Hollande. He speculated that the government troops under Bashar Assad and the so-called Free Syrian Army might present a common front. Of course, if the latter does exist in reality, and is not a virtual brainchild of some armchair pundits in the West.”

Despite an international uproar and condemnation by President Obama and nearly all of those running for the presidency, Donald Trump’s proposed ban on Muslims coming to the United States has the support of a sizable majority of Republicans – and a plurality of all voters. A new Rasmussen Reports national telephone survey finds that 66% of Likely Republican Voters favor a temporary ban on all Muslims entering the United States until the federal government improves its ability to screen out potential terrorists from coming here. Just 24% oppose the plan, with 10% undecided. Among all voters, 46% favor a temporary ban on Muslims entering the United States, while 40% are opposed. Fourteen percent (14%) are undecided. Trump, the front-runner in the race for the 2016 Republican presidential nomination, proposed the ban following last week’s massacre in San Bernardino, California. Sixty-five percent (65%) of voters believe the two shooters in the incident were radical Islamic terrorists. Those individuals had entered the United States without problem and escaped detection despite several actions here suggesting that they had violent intentions. Fifty-nine percent (59%) of voters believe it is too easy for foreigners to legally enter the Untied States. Only 10% believe it is too hard, while 23% say the level of difficulty is about right. Still, when thinking about immigration policy in general, 59% also feel that the United States should treat all potential immigrants equally, down only slightly from June. Thirty percent (30%) think the United States should allow more immigrants from some countries than others, a finding that’s changed very from past surveying.  Eleven percent (11%) are not sure. Late last month – and prior to the mass murders in San Bernardino, Trump said he would support government tracking of Muslims living in the United States through a federal database, a plan his fellow GOP rivals said was going too far. But at that time, one-in-three voters - and a slight plurality of Republicans – supported government monitoring of Muslims.

On Wednesday, militias allied with the Syrian Army ambushed a convoy of terrorists in the Sweida province, confiscating the weapons they were attempting to transfer to terrorists in the Eastern al-Badiya desert. Among the weapons left behind after the battle were mortar shells, land mines, RPG shells, ammunition of machineguns and Israeli-made LAU missiles.

How do the terrorists in Syria get those Israeli-made weapons? FARS News Agency, via the Times of Israel, has the answer: In a video uploaded to YouTube by the Executive Sharia Council in the Eastern Daraa region, a court established by al-Nusra in Southern Syria, Sharif As-Safouri, the commander of the FSA’s al-Haramein Battalion, admitted to having entered Israel five times to meet with Israeli officers who later provided him with Soviet anti-tank weapons and light arms, Times of Israel reported. Safouri was abducted by the al-Qaeda-affiliated al-Nusra Front in the Quneitra area, near the Israeli border, on July 22. “The [opposition] factions would receive support and send the injured in [to Israel] on condition that the Israeli fence area is secured. No person was allowed to come near the fence without prior coordination with Israel authorities,” Safouri said in the video. While al-Nusra and the FSA have collaborated in the battlefield against Syria, friction has intensified as they began to implement their stringent version of Islam in the area, establishing local Sharia courts. In the edited confession video, in which Safouri seems physically unharmed, he says that at first he met with an Israeli officer named Ashraf at the border and was given an Israeli cellular phone. He later met with another officer named Younis and with the two men’s commander, Abu Daoud. In total, Safouri said he entered Israel five times for meetings that took place in Tiberias. Following the meetings, Israel began providing Safouri and his men with “basic medical support and clothes” as well as weapons, which included 30 Russian [rifles], 10 RPG launchers with 47 rockets, and 48,000 5.56 millimeter bullets.

Russia on Monday warned the United States that it will start responding to cease-fire violations in Syria unilaterally starting Tuesday if the U.S. refuses to coordinate rules of engagement against the violators.The Russian military have accused the U.S. of dragging its feet on responding to Moscow's proposals on joint monitoring of a Syria cease-fire. A top Russian general said on the weekend that further delays are leading to civilian casualties, like in Aleppo where 67 civilians reportedly have been killed by militant fire since the truce started.

Lt. Gen. Sergei Rudskoi of the Russian General Staff said in a statement on Monday that Russia will have to use force unilaterally that because the U.S., in talks with Russia last week, had refused to coordinate a joint response."The American side was not ready for this particular discussion and for the approval of the agreement," the statement quoted him as saying.The cease-fire that began on Feb. 27, brokered by Russia and the U.S., has helped significantly reduce hostilities. The Islamic State of Iraq and Syria (ISIS) and the al Qaeda-linked Nusra Front have been excluded from the truce.

The Pentagon’s plan for seizing and occupying territory in east Syria is beginning to take shape. According to a Fox News exclusive: “The Islamic State has essentially moved its so-called capital in Syria… ISIS is now centered in Deir ez-Zur, roughly 90 miles southeast of Raqqa, the officials said.” (“ISIS moves its capital in Syria”, FOX News ) The move by ISIS corresponds to the secretive massing of US troops and military equipment on the Syria-Jordan border. It creates the perfect pretext for a ground invasion followed by a long-term military occupation in an area that Washington has sought to control for the last 18 months.  Here’s more on the topic from South Front: “The US military is reportedly concentrating troops and military equipment at the Syrian-Jordanian border. Local sources said that about 20 US Army armoured vehicles (including battle tanks and artillery pieces) carried on trucks were spotted in Al-Mafraq. US troops were allegedly accompanied with the Jordanian Army’s 3rd Division.
