乾隆年间，安徽和江苏两省从原江南省分出，安徽开始与江苏产生地方分流，走上了一条孤独探索生存之道的道路。对于安徽最早的地方官来说，自己的治下实在是一片难以管辖的区域。在独立设省之前安徽属于一个巨大的江南省份南京则是安徽-江苏地区的省会

从地理上看，安徽版图大致可以分为三个部分：受到新安江和险峻的黄山山区所影响的皖南地区、长江穿省而过的皖江流域皖中地区，以及以淮河流域为主体的皖北地区。安徽和江苏的设置都是这种模式相比其他以某一支流为核心的长江省份（如湖北、湖南、江西、重庆、四川）安徽和江苏都缺乏一个天然的中心地区

皖南与浙北关系密切，成为了吴文化的一员；皖中沿长江与南京、苏州产生了联系；而对皖北影响最大的则是上有中原下有苏北，成为了中原文化和江淮文化的前线。

各省的简称，都不是随便取的，大多是有着深厚的文化底蕴的。比如福建之称“八闽”，广西之称“八桂”，湖南之称“三湘”，陕西之称“三秦”，还有安徽之称“八皖”等等。

中国的“省”，最初为元朝设置的“行中书省”，简称行省。元朝时，全国分为十一个行省，安徽之地分属河南、江浙两行省。明朝时，安徽属南京管辖，分为安庆、徽州、宁国、池州、太平、庐州、凤阳七府，以及滁、和、泗、广德四州。洪武二年，朱元璋曾在凤阳建中都城。现凤阳县尚有中都城遗址、明皇陵及明太祖御制皇陵碑。

安徽、江苏尚未分家之前叫“江南省”，清顺治年间，因江南省版图过于庞大，朝廷就在江南省境内设置“江南江西”一位总督，治所设在江宁（今南京），同时又设江宁（驻苏州）、安徽（驻安庆）与凤阳（驻泰州）三位巡抚分管各地。仅一个省就设一位总督、三位巡抚，这样的超级豪华阵容在大清也是独一份的。而除统领全省的总督与分管各地的巡抚之外，江南省还设有江南省布政使司与按察使司，均驻扎江宁，分别负责全省的民政与司法事务。

回到开头所提到的网络梗，即安徽的省会是南京上来，这在历史真有那么点意思。江苏、安徽两省分割之后，安徽的布政使司曾在很长一段时间驻扎在南京，因为安徽当时的省会安庆在安徽省的西南角上，安徽大部分地区距离自己的省会都太远了，北边的凤阳等地前往江宁反而要方便许多，而且安庆的衙门也很窄小，后来即使安徽的布政使司迁回安庆，也是十分不满，经常向朝廷打报告请求改建衙门。而就江苏省而言，由于江苏布政使、江苏巡抚都在苏州驻扎，使得江苏省的省会其实长期是苏州，江宁（即南京）是江苏按察使（雍正期间也迁往苏州）以及江南总督（后来的两江总督）的驻扎地，但由于南京是总督驻扎地，又是南方重地，因此也有许多人将其视作江苏省的省会，而在皇帝看来，江宁依旧是“江南省”的省会，苏州则是分出去的江苏省的省会，二者都是省城。这也成为今日江苏省内对苏州、南京两座城市谁才是省会争论的源头。

清朝的省级大员主要的有四名：巡抚、按察使、布政使、学政。安徽设省之后，前两位的府衙都迁到了当时安徽公认的中心安庆，但布政使司留在江苏省的省府江宁，学政则由江苏省代管。

尽管清代的布政使作用已经比明代减弱很多，但仍然是掌管一方税赋的大员。学政更是掌管教育和科举的重要官员。用现在的话来说，就相当于安徽的省长和政法委书记已经到位，但常务副省长却常驻南京，主管教育和人事的副省长更是江苏副省长兼任。

元末明初，朱元璋以南京作为其根据地而开展了统一天下的历程，因此他称帝后也把南京及其周边地域划为“直隶”（范围基本为今安徽、江苏两省及上海市），不设省级政府机构，而是由中央政府直接管辖。明成祖迁都北京后，将北京及其周边地区也同样划为“直隶”。但由于朱元璋老家中都凤阳和南京作为初代国都的超然地位，南方直隶的建置被保留了下来。为了区分两处直隶，南京周边地区就以“南直隶”一词冠称，由驻扎在南京的六部、都察院等机构直接负责日常事务。

清代安徽省衙门选择作为安庆作为驻地，确实有其一番考虑。清代安徽省，以安庆府和徽州府发展态势最为良好。明清两代的徽州府文教勃兴、商贸繁荣，科举进士达上千人，徽商更是遍布天下。然而人杰地灵的徽州却处于大山环抱之中，四周皆为山地丘陵，这对需要处理全省事务的机构来说，就显得交通甚为不便了。
