Think of the keywords as class categories, where each item tagged or belonging has an "is a" relationship to its group. Everything becomes singular, consistent, and clear.

Plural is much better in my opinion, but it makes tagging too complicated, because sometimes there is no plural or the plural does not make sense at all. I recommend to use plural for tags where it is possible, because it makes more sense to the reader.

In 20 years from now, when even a $100 PC has a Natural Language Co-Processor inside, you won't have this issue. For now, the systems you are interacting with have constraints. The advantage of the style I proposed is its simplicity.

using singular tag names because, as another poster stated, it is a simple and consistent system that requires the least amount of mental processing (whenever I clip a web page I don't want to have to sit and think about my tagging nomenclature). The one trade-off is that it is not always "natural language", but this is a fair trade-off for me.
