Partnerships for Innovation: Building Innovation Capacity (PFI:BIC) supports academe-industry partnerships, which are led by an interdisciplinary academic research team collaborating with at least one industry partner in order to carry out research to advance, adapt, and integrate technology(ies) into a specified, human-centered smart service system. The selected service system should function as a technology test bed. Partnership projects are unrestricted as to domain knowledge and application areas and should be in the translational, pre-commercialization space, building on fundamental research discoveries with the objective of creating or transforming a "smart(er)" service system that has the potential for significant social and economic impact.

The Biomedical Advanced Research and Development Authority (BARDA), Division of Research, Innovation and Ventures (DRIVe) is releasing this ÂœDRIVe Accelerator Network Funding Opportunity Announcement (FOA) to solicit applicants interested in working with BARDA DRIVe to stimulate the public good by creating or leveraging a network of accelerators across America to promote national health security innovation. In order to address the serious 21st century health threats facing our nation, BARDA DRIVe invests in innovative products (therapies, vaccines, diagnostics, and devices), technologies and tools in order to increase our capability and capacity to respond. Collectively, these will be referred to as health security products and technologies. Applicants who enter agreements with BARDA will become members of the Accelerator Network to: Support BARDA DRIVe health security products and technologies as they navigate research, development, and regulatory pathways; Provide wrap-around services to assist the R&D efforts (such as technical and business advice, access to facilities and incubator spaces, integration services);

The OFRN Round 5 Opportunity Announcement is focused on expanding Ohio's research and development capabilities across the state's academic institutions and business in support of Ohio-based federal partner needs, which ultimately promotes Ohio's economic growth. OFRN Round 5 Areas of Interest (AOIs) include topics in Unmanned Aerial Systems (UAS), Artificial Intelligence, Human Factors, Data Analytics and Space Commercialization. This announcement seeks to leverage Ohio's unique research capabilities and its federal partner's expertise to accelerate technology development and innovation by increasing collaboration across government, academic, and industry organizations. The Round 5 Opportunity Announcement is subject to funding availability based upon a pending review and final determination of the Program Objectives from the Ohio Department of Higher Education (ODHE). This is a Pre-Release notification and NOT a formal solicitation.

The objective of this announcement is to (1) develop baseline FXR system concept(s); (2) estimate and substantiate SWAP-C and effective isotropic radiated power (EIRP) under a flyaway cost constraint; (3) assess current technology and propose new technology development required to achieve capability; (4) assess performance; (5) conduct trade studies; and (6) optionally perform additional trade studies. The results of these activities with industry will help the Government inform potential FXR technology investments and assess risk of draft FXR requirements in particular with respect to the combination of SWAP-C, EIRP and acquisition cost.
